<p><b>BACKGROUND AND PURPOSE OF THE ASSIGNMENT:</b></p>
<p>Somalia CO is implementing its 2022-2025 CSP, which comprises five strategic outcomes and eight activities. The Budget and Programming functional area supports management by providing<br />
resourcing analysis to ensure efficient resource use in achieving CSP goals. The Somalia Budget and Programming Unit has improved resource management and aims to maintain this progress by<br />
developing national staff capacity in Mogadishu.</p>
<p>The Position is part of the <b>Budget and Programming Organigram</b> and in the aim of setting up the BPO function in <b>Mogadishu,</b> this role will be critical in ensuring the eventual transition of the function into<br />
Mogadishu is smooth and effective.</p>
<p><b>ACCOUNTABILITIES/RESPONSIBILITIES:</b></p>
<ul>
<li>Review budget plans, monitor and analyses project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimization of resources.</li>
<li>Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.</li>
<li>Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximize operational effectiveness.</li>
<li>Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.</li>
<li>Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.</li>
<li>Review, compile and analyze data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.</li>
<li>Maintain communication with several stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize the use of funds.</li>
<li>Provide guidance to other support staff and contribute to their learning and development in budget planning, fun management and operational planning, facilitate continued development and consistency in delivered services.</li>
<li>Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy the resources needed to affected areas at the onset of the crisis.</li>

<p><b>QUALIFICATIONS AND EXPERIENCE:</b></p>
<p><b>Education: </b>Completion of secondary school education OR University degree (Diploma/Bachelor) in finance, Statistics, Business Administration or a related field.</p>
<p><b>Experience: At least Six (6) years </b>of relevant experience with a secondary school certificate <b>OR</b> University degree (Diploma/Bachelor’s) with a minimum of <b>two (2) </b>or more years of experience in budget preparation and management, monitoring budgets, resource plans, pipelines, and supply chains, and handling budget/allotment related issues.</p>
<p><b>Languages:</b> Fluency (level C) in English language and Somali Language.</p>

The CSP SO02</b> has 5 strategic Outcomes and 8 activities across the board and as such one of the priority areas under the <b>CSP</b> is Resourcing and Funding against which we need to ensure that Funding trends of humanitarian and development interventions and in particular challenges in relations to Capacity Strengthening, are addressed as well as the Staff quality.</p>

<p><b>KEY ACCOUNTABILITIES</b> (not all-inclusive, within delegated authority):<br />
Under the direct supervision of the Head of Budget &amp; Programming unit, the  incumbent ​ will lead the on the overall Pipeline and Planning management for the Country Portfolio Budget Outcomes/ Activities for Somalia CO.</p>
<p><b>Budget Planning</b></p>
<ul>
<li>Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies for WFP Somalia CO.</li>
<li>Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.</li>
<li>Create and review budget and project documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures</li>
<li>Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes, and procedures to better monitor and manage budgets and funds.</li>
</ul>
<p><b>Resource Management:</b></p>
<ul>
<li>Monitor and provide advice on fund utilization, and advance financing, loan and borrowing/ repayment and refinancing arrangements, alerting Country Directors and CO Leadership team to</li>
</ul>
<p>approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and proposing appropriate solutions.</p>
<ul>
<li>Monitor and provide advice on actions related to project closure and resource transfer.</li>
<li>Represent the unit at internal meetings/committees/working groups as required, to obtain and provide information from a budget and resource programming perspective</li>
</ul>
<p><b>Pipeline Management:</b></p>
<ul>
<li>Monitor the resource pipeline to maximize operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.</li>
<li>Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock.</li>
</ul>
<p><b>Reporting:</b></p>
<ul>
<li>Collate and analyze data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.</li>
<li>Provide regular reports progress on WFP Projects under the different SO’s and for donor grants.</li>
<li>Review and update CO specific reports, including- donor reports, executive briefs and sitreps for both external and internal audiences, ensuring data consistency across a wide range of reporting material</li>
</ul>
<p><b>Other:</b></p>
<ul>
<li>Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals, and guidelines.</li>

<p><b>QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:</b></p>
<p><b>Education:</b> Advanced University degree in Business Administration, Finance, Economics, or other relevant field, <b>OR</b> first University degree with additional years of related work experience and/or Training/courses.</p>
<p><b>Experience: </b> <b>At least Three (3) years</b> of relevant experience with Advanced University Degree <b>OR</b> First University degree with a <b>minimum of five (5) or more years of experience</b> in financial, budgeting and accounting Systems in commercial enterprises, national governments, or international organizations.</p>

<p><strong>1. Background</strong></p>
<p><strong>Situation in Somalia</strong></p>
<p>Decades of conflict, recurrent climatic shocks, disease outbreaks, large-scale evictions, desert locusts, and increasing poverty, are devastating the people of Somalia. Somalia remains on the frontline of climate change and is currently experiencing the longest drought in at least 40 years. It has surpassed the duration and severity of the 2010-2011 and 2016-2017 droughts and continues to drive high levels of humanitarian needs. There are now more than 7.8 million people affected by drought in the wake of a fourth failed rainy season, while more than 1 million people have been displaced in search of water, food and pasture. Recurrent climatic shocks and conflict continue to diminish the resilience of communities, consequently depleting livelihood and coping mechanisms. Due to increased frequency of shocks, communities do not have sufficient time to recover.</p>
<p><strong>Somalia Joint Response</strong></p>
<p>In response to the protracted humanitarian crisis, the Somalia Joint Response (SOMJR) supports women, men, girls and boys affected by climate-related disasters and/or armed conflict. Four members of the Dutch Relief Alliance – Oxfam Novib, Red een Kind/ Medair, SOS Children Villages and World Vision – provide life-saving and protection assistance, and support rebuilding of livelihoods, in collaboration with 8 local NGO partners. The SOMJR implements activities in the sectors of Food Security and Livelihoods, Water, Sanitation &amp; Hygiene (WASH), Health, Nutrition, Protection and Multi-purpose Cash, addressing both emergency needs as well as providing medium-term livelihoods support. The SOMJR targets both vulnerable Internally Displaced People (IDPs) and host community members, and special attention is given to the inclusion of vulnerable groups, including elderly people, pregnant and lactating women, children under the age of five, and people with disabilities. The target communities include urban, agro-pastoral as well as pastoral communities.</p>
<p><strong>2. Purpose</strong></p>
<p>The main aim of this assignment is to shed light on the severe humanitarian situation in Somalia and present the efforts to provide humanitarian assistance implemented under the Somalia Joint Response through DRA consortium members and their local partners.</p>
<p>Through the gamification<a href="https://reliefweb.int/job/3913507/tor-creation-mobile-application-somjr-project-consultancy#_ftn1">[1]</a> strategy, Oxfam as lead agency for the Somalia Joint Response aims to develop a simple mobile application game presenting the situation in Somalia in a simple and fun way for the youth and people not involved in humanitarian action around the world and particularly in developed countries.</p>
<p><strong>Description of the Game:</strong></p>
<p>The game should reflect the efforts of the Somalia Joint Response to support vulnerable people affected by the crisis in Somalia. The game plays from a Project Manager perspective and will be provided with information about the context/ situation and the humanitarian needs and the design of the SOMJR project and the activities. The game will present this information in an entertaining way. The game part will consider some options on what to do in each situation and throughout the game, the application will show how the situation worsens and the exacerbation of the humanitarian needs in addition to present some humanitarian stories and showing the challenges and the results achieved at the end of the game.</p>
<p>The game should present quick information and the player should be able to finish the game within two hours of playing – divided into several levels or several scenarios &#8211; including presenting all the humanitarian stories, humanitarian/drought information, and achievements.</p>
<p>The game should include all links to the websites of all JR members as well as DRA for further information.</p>
<p>The targeted audience for the game is youth and people – mainly in the west &#8211; not involved in humanitarian work to shed light on the catastrophic situation in Somalia and the humanitarian efforts to respond.</p>
<p><strong>3. Expected output and scope</strong></p>
<p>The final product of the assignment will be a mobile application game showing the catastrophic situation in Somalia and the SOMJR efforts.</p>
<p>The mobile application should be in two versions for android and IOS operating systems.</p>

<p><strong>1.0 Job summary</strong></p>
<p>Reporting to the Emergency Director, the Humanitarian Coordinator (HC) – will play a leading role in humanitarian preparedness and response and provide support on the coordination of humanitarian program implementation in Somalia/Somaliland. The role requires working closely with a range of colleagues both internally to CARE Somalia and with partners. He/she will ensure that funding proposals are produced, donor reporting requirements are adhered to and are of the highest standard. The Humanitarian Coordinator will represent CARE at key inter-agency meetings. He /she also monitors the on-going humanitarian situation in the country. <p>This is a national/resident position based in Garowe, Somalia.</p>
<p><strong>Duties and Responsibilities</strong></p>
<p>· Participates actively in the design, planning and implementation of the Livestock projects/ program review and evaluation</p>
<p>· Contributes to the set-up and conduct of livestock needs assessments in the AoR by using the standard Economic Security Livestock approach and internally established tools for Livestock program and procedures</p>
<p>· Formulates proposal drafts for Livestock projects including SMART indicators, expected outputs/ outcomes, plan of action (PoA) and project budget, based on the internally established tools and procedures</p>
<p>· Ensures that the Livestock projects implementation are carried out in line with the set objectives, timeframe, allocated budget and the internally adopted coordination mechanisms</p>

<p>· Organises and supervises the selection of Livestock project beneficiaries by following the criteria attributed to the project</p>
<p>· Offers technical support to other Economic Security Field Officers in their respective region on the planned relief and Livestock interventions and delegates where necessary</p>
<p>· Provides support/ coaching to the teams of the Somali Red Crescent Society (SRCS) involved in the monitoring process</p>

<p>· Provides written contributions for the delegation’s annual planning exercise regarding the evolution of the Livestock input on economic security situation and program implementation</p>

<p><strong>*Summary of Position</strong></p>
<p>Under the direct supervision of the Field Research Coordinator, the Data Entry Clerk will input and update data from study participants cards into a digitized Action Against Hunger Research database. He /She will enter Study participants information on data base management in banadir Region.</p>
<p><strong>PURPOSE</strong></p>
<p>As a data entry, the staff will oversee the day to day updating of database information into the access databases. He/she will work closely with Action Against Hunger seconded MoH staff to collect the data from the field and provide technical support to respective field staff on identified needs.</p>
<p><strong>Engagement</strong></p>
<p>With the help of the field Research Coordinator, organize regular meetings with the MOH staff at the field level. • Participate in the monthly and quarterly data quality audits with the Field Research Coordinator.</p>

<p>· Provides support to MoH staff in the district.</p>

<p>· Minimum 5 years of experience in auditing, compliance with working knowledge of classical compliance techniques and tools including problem solving, corrective action and auditing.</p>

<p>· Experience working at senior level in international NGO is desired;</p>
<p>· Significant experience in with applying audit and compliance principles to NGO settings;</p>

<p><strong>Role Dimensions</strong>: Save the Children works in almost all regions in Somalia/Somaliland with a current staff complement of approximately 650 staff and a current expenditure of approximately US$ 120 million each year.</p>
<p><strong>ROLE PURPOSE:</strong></p>
<p>The purpose for this post is to ensure that Save the Children Southern States and Benadir area adheres to all its grant management obligations internally within Save the Children and externally with donors. The post holder will be responsible for performing a thorough review and audit of all area offices including documentations (payment documentations, finance, HR, logistics and program documentations) as well as those from partners for adequacy of supporting documentations, accuracy of coding, accountability and compliance with applicable donor conditions and SCI policies and procedures, and recommend necessary improvements on monthly basis. The post holder will pay particular attention to payments documentations to ensure that all original documents and support for payments are attached, and applicable budget holder limits have been observed. The post holder will prepare a report on a monthly basis of the findings and recommendations for submission to the Audit and Risk Manager. S/he will work together with Finance and other support staff to build capacity of staff both at the Country Office and Sub-office level; participates in developing audit tools and techniques; provides clear guidance; and advice to make necessary amendments whenever the techniques and procedures are found inefficient and ineffective</p>
<p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p>
<ul>
<li>Bachelor&#8217;s degree in an area of Commerce, accounting, or Business administration or equivalent.</li>
<li>A minimum of 3 years of progressively responsible experience in professional accounting and financial/grant management /Audit/compliance</li>
<li>Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.</li>
<li>Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.</li>
<li>Strong results orientation, with the ability to challenge existing mind sets</li>
<li>Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in</li>
<li>Ability to present complex information in a succinct and compelling manner</li>
<li>Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies</li>
<li>Fluency in English, both verbal and written</li>
