<p><strong>Purpose of the job</strong></p>
<p>As a Strategic Business Partner, the incumbent will be accountable for strategic operations functions (valuing people, valuing money, valuing risk management, valuing systems and structures and valuing partners), facilitate change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in specific operational contexts. Operations Manager will accomplish this by:</p>

<li> Facilitating services in the functional areas of operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology and human resources;</li>
<li> Supporting the line manager to implement career development, opportunities for staff;</li>
<li> Acting as a member of the Country Management Teams, representing the organizational risks, governance systems and policies, and promoting results-based management.</li>
<li> Understanding business needs for the office, to anticipate challenges, propose viable/creative solutions aimed at value for money.</li>
<li> Providing key contribution to CPD, CPMP, AMP and support to Results Based Management and implementation using Value for Money criteria.</li>

<h3>Formal Education Network for Private Schools (FENPS), established in 2003, is a Somali non-governmental organization dedicated to improving the well-being and protection of vulnerable and marginalized groups. These include young girls, children from minority communities, internally displaced persons (IDPs), refugees, returnees, persons with disabilities, and children from impoverished or underserved backgrounds who often lack access to essential services.</h3>
<h3>Since its inception, FENPS has worked to address the systemic barriers that limit access to quality education, safety, and opportunities for growth for children and youth. The organization promotes inclusive and equitable education, child protection, gender equality, peace-building, and human rights awareness. Through its programs, FENPS provides education, healthcare support, protection services, and livelihood opportunities designed to uplift vulnerable children and youth, enabling them to thrive in safe, supportive, and nurturing environments.</h3>
<h3>Formal Education Network for Private Schools (FENPS) invites qualified, reputable, and duly registered audit firms to submit proposals to conduct an external audit for the fiscal year 1 April 2024 to 30 March 2025.</h3>
<h3>The purpose of this audit assignment is to review and verify FENPS financial statements, assess the effectiveness of internal controls, and ensure full compliance with donor requirements and applicable national regulatory standards.</h3>
<h2>2. Objectives of the Audit</h2>
<h3>The external audit aims to assess compliance with donor requirements and FENPS’ internal policies; evaluate the adequacy and effectiveness of internal control systems; confirm that funds and resources were used for their intended purposes; and provide an independent auditor’s opinion on FENPS financial statements.</h3>
<h2>3. Scope of Work</h2>
<h3>The selected external auditor will be required to:</h3>

<h3>Review FENPS financial statements for the period 1 April 2024 to 30 March 2025.</h3>

<p><strong>Job Summary:</strong></p>

<li>Provide financial reports and interpret financial data regarding the office’s status to direct supervisors, along with recommendations and proposals.</li>

<p><strong>Background</strong></p>
<p>iMMAP Inc.’s present project is designed to strengthen the information management capacities of the Somalia Explosive Management Authority (SEMA). Earlier in late 2023, iMMAP Inc. introduced the Humanitarian Information Support Team (HIST) in Somalia. This demand-driven and centralised Information Management request system simplifies the support provided to local and international humanitarian actors involved in the Somalia Response. The initiative centred on the establishment of an Information Management Unit that supports and collaborates with humanitarian actors, including UN Agencies, NGOs and INGOs working across various clusters and sectors, including UNOCHA, Food Security and Livelihood, Nutrition and WASH clusters, to enhance data collection, validation, analysis, and reporting. This initiative included the capacity building of the partners, development of interactive dashboards, spatial analysis, and mapping to support processes like the Humanitarian Needs Overview (HNO) and Humanitarian Response Needs Plan (HRNP). In the first half of 2024, the project has facilitated the increased involvement of stakeholders, including the Operational Cell (OC), Area Based Coordination structures (ABCs), Somalia Disaster Management Agency (SoDMA), and Somalia NGO Consortium (SNC). This expansion has enhanced efforts to meet the urgent needs of Somalia&#8217;s vulnerable populations amidst the ongoing crisis.</p>
<p><strong>Description of Duties</strong></p>
<p>iMMAP Inc. is looking for an Admin &amp; Finance Assistant to support the Country Representative in routine administrative tasks, including finance and procurement matters. The tasks include, but not limited to;</p>

<li>Assist the WAM Advisor in preparing and supporting requirements to AUSSOM and FGS with the development of policies and procedures to improve and standardize the processing of captured weapons and ammunition. The procedures will be developed in conjunction with the appropriate weapons and ammunition storage, marking and recording keeping standards.</li>
<li>Coordinate engagements with focal points and stakeholders relevant to Weapons and Ammunition Management (WAM) activities in Somalia.</li>
<li>Assist the WAM Advisor in maintaining a log on the disposal of illicit, surplus, and obsolete weapons and ammunition constitutes as an important element of a comprehensive WAM programme which is part of the procedures and capacities for the safe disposal of weapons and ammunition.</li>
<li>Provide logistical support, including coordination and minute-taking to stakeholder engagements related to WAM.</li>
<li>Coordinate with the WAM Advisor and FGS to deliver technical assessments of Somalia’s weapons and ammunition management capability to inform recommendations for improvement at the FGS and FMS levels. Assessments are fundamental to inform targeted and evidence-based control measures and will enable the FGS to optimize and mobilize available resources and seek tailored support.</li>
<li>Through researching and referencing, assist the WAM Advisor in preparing technical guidance to improve measures and interventions to curb the illicit flows of weapons and ammunition into and within Somalia and mitigate their adverse impact on security and stability.</li>
<li>Support the Weapons and Ammunition Management (WAM) Advisor in creating implementation concepts to enhance the centralized system for the importation, registration, and distribution of weapons and ammunition, and to establish transfer controls for effective and harmonized practices while strengthening federal control.</li>
<li>Assist in delivering technical advice to the FGS with improvements in efficiency of weapons marking and record-keeping programs at the federal level and incrementally extend similar capacity to the state level, including improvements to strengthen record-keeping systems across all forces and along the supply chain.</li>
<li>Arrange meetings and engagements with stakeholders, including relevant FGS and FMS ministries as required.</li>
<li>Assist with monitoring technical recommendations to ensure all advice and support is provided in alignment with relevant international standards and assist with interpretation and translation as required (English to Somali).</li>

<p><strong>Tasks and responsibilities</strong></p>
<p>• Assist in managing data in the areas of FAO’s activities in the country, analyze and summarize data from various sources including corporate systems such as GRMS.<br />
• Assist in preparing correspondence of administrative and financial nature, draft correspondence of verify data. Answer queries and obtain additional information on transactions and financial matters as required<br />
• Assists in the maintenance of imprest/petty cash accounts and monitor general office accounts.<br />
• Maintain accurate financial records, including data entry into accounting systems and ensuring proper documentation of financial transactions.<br />
• Process payments, including verifying invoices, obtaining necessary approvals, and arranging for disbursements.<br />
• Assist in posting of invoices in GRMS, running and recording payments as per set out finance guidelines in bank and MV modules.<br />

<p>Overview of positionThe position of the Medical Logistics Assistant is located in the Medical Services Section &amp; is based in Mogadishu. The Medical Logistics Assistant will report directly to the Head of Integrated Medical Office.</p>
<p>Role objectivesWithin delegated authority, the Medical Logistics Assistant will be responsible for the following duties:</p>

<li>Assists in planning medical asset management operations, monitors progress through statistical analysis of database records &amp; monthly progress reports for the unit / section.</li>
<li>Supports the oversight of ongoing operations by conducting regular site visits to field offices &amp; performing physical inspections &amp; verifications of UN property.</li>
<li>Maintains accurate &amp; auditable records of UN property in both hard &amp; electronic formats, ensuring compliance with administrative instructions, LDS / DFS guidelines &amp; mission property management standard operating procedures.</li>

Experience in logistics support to military units &amp; knowledge of tracking &amp; updating inventory records. Working experience in Somalia is an added advantage.</li>

<li>Participating in school assessment and any other feeding mission if need arise</li>
<li>In collaboration with WFP logistics team, ensure liaison between the beneficiaries (school leaders, parent committees, pupil representatives) and the retailers</li>
<li>Provide progressive, periodic, and ad-hoc reports on the programme implementation</li>
<li>Participate in Education cluster coordination meetings organised through the cluster system and share situational updates with partners</li>
<li>Support integration of protection and gender perspectives in all areas of work, to ensure equal participation of girls and boys.</li>

<h2>DESCRIPTION OF DUTIES</h2>
<p>Administer the E-Imprest system, Ensure proper implementation of financial procedures, systems and internal controls according to Global Management System (GSM)instructions and WHO rules. Select and enter data from variety of documents, ensure accuracy in calculations and attach necessary supporting invoices or receipts of payments and payment authorizations. Record all expenses and receipts in the e-imprest and reflect it in the GSM in a timely manner. Monitor the unposted items in the cash book and take necessary steps to clear them in coordination with Global Service Center (GSC). Initiate, verify and process financial transactions and payments for WRO office and sub-offices related to staff and non staff costs, purchase orders, local purchases, etc, based on authorizations received from EMRO and GSC. Process e-imprest transactions and monitor imprest GL&#8217;s including processing and reviewing of purchase orders for services- Imprest, DFC&#8217;s, GES and other activities with the aim to ensure accuracy of financial data, adequacy of supporting documents and maintenance of proper accounting records. Reconcile country office cash books and justify any difference in reconciliation; prepare cash counts and to reconcile with the cashbook on a monthly basis Follow up on the transfer of program funds and award budgeting GSM workplans. Monitor awards expiry dates, alert responsible staff, and initiate action for expenditure batches. Review and follow up on encumbrances and unapplied receivable balances, process and monitor revisions of amounts vis-a-vis award distribution by SO/OWER Compare cash books with bank statements to compute gain and loss in exchange rate on monthly basis and liaison with officials of local banks to obtain day-to-day information on exchange rates, Prepare financial tables, special reports and other ad-hoc reports. Initiate correspondence and answer queries related to area of work. Update and maintain financial records and monitoring systems to record and reconcile expenditures, balances, statements and other data for day-to-day transactions Replace and assist other colleagues in the team and perform other related financial and administrative duties as required</p>
<h2>REQUIRED QUALIFICATIONS</h2>

<p><strong>Position Objective</strong></p>
<p>Diakonie Katastrophenhilfe (DKH) is a German non-government organization (NGO) that renders humanitarian aid in 31 countries with 13 offices across the world. DKH supports people who are affected by crisis related to natural hazards, war, and displacement and focuses on locally led responses by working in collaboration with a global network of partner organizations. Fostering locally led and owned humanitarian action; a long-term equitable partnership approach lies at the very core of our work. Continuously striving to facilitate mutual learning and capacity exchange, DKH aims to identify innovative and customized programmatic approaches and cooperation models. The organization actively seeks to shift power to local/national partners and communities through the transfer of decision-making and funding opportunities to directly address their own priorities, while amplifying their voices of local/national partners and communities in humanitarian action. DKH is part of the Protestant Agency for Diakonie and Development (EWDE) based in Berlin, Germany.</p>
<p>Since the end of 2021, Diakonie Katastrophenhilfe (DKH) has been working on reorganizing its global offices, guided by the vision to strengthen regional and local structure. While DKH understands itself as one unified organization that transcends geographical boundaries, operative decision-making power is strategically positioned where operations happen.</p>
<p>The Regional East and southern Africa Hub, based at a location of strategic importance for the humanitarian program of DKH, serves as the key actor for DKH’s humanitarian program. It pools resources and holds accountability for strategically designing regional strategies and programming, while fostering innovation and providing partner organizations with local operational and technical support, and capacity-building services. On the other hand, DKH Berlin maintains a focused role on enabling external structures through technical advice, procedural guidance, standard-setting and quality control, as well as providing the global strategic framework that support DKH’s mission to empower partners and engage in locally led and owned humanitarian assistance</p>
<p>Aligned to the Regional Office in Nairobi, DKH runs an office in Mogadishu responsible for the oversight and technical support for humanitarian and transitional aid activities implemented through local partner organisations. Project activities are located in several regions in South Central Somalia.</p>
<p>The Finance Coordinator ensures compliance with DKH operational and financial policies in the Somalia mission, donor regulations, and local laws while maintaining accurate accounting systems and reporting. The role oversees grant and resource management to guarantee donor compliance, precise budgeting, and effective financial monitoring that supports the organization’s humanitarian goals. The role strengthens internal controls to promote financial integrity. Additionally, the Finance Coordinator builds partner financial capacity, and proactively identifies and mitigates financial risks to safeguard the organization’s assets and reputation.</p>
<p><strong>DUTIES &amp; RESPONSIBILITIES</strong></p>
<p><strong>Budgeting and Reporting</strong></p>
<ul>
<li>Collaborate with the country director in developing the master operational budget for the Somalia office, ensuring alignment with the overall financial strategy of the region.</li>
<li>Analyze financial and budget variance analysis and give insights to support decision-making and resource allocation.</li>
<li>Consolidate accurate and timely monthly financial reports for the office expenses ensuring adherence to reporting deadlines and organizational standards.</li>
<li>Review financial reports for all running projects and report to the country director before submission to the head office.</li>
</ul>
<p><strong>Quality assurance/ Internal controls</strong></p>
<ul>
<li>Create in collaboration with the Operations Manager in Nairobi, standardized formats and checklists for internal controls following the organization’s standards and procedures.</li>
<li>Identify and maintain robust financial controls and systems to safeguard assets, prevent fraud, and ensure the accuracy and reliability of financial information.</li>
<li>Specify and support DKH implementing partners to be compliant with operating procedures and standards.</li>
<li>Conduct periodic spot checks on the implementing partners to evaluate the robustness of internal controls, identify any potential financial risks or irregularities, recommend corrective actions where necessary and follow up on implementation.</li>
</ul>
<p><strong>Team supervision and Capacity building</strong></p>
<ul>
<li>Training and mentoring implementing partners on financial and operational best practices, ensuring a high level of competency within the teams.</li>
<li>Supervise and mentor the Finance Officer to ensure the effective execution of financial tasks and processes, providing strategic guidance and support to maintain operational efficiency.</li>
<li>Pro-actively address performance issues through timely constructive feedback and coaching.</li>
<li>Provide strategic support and training to partner organizations on enhancing their internal control systems and project accountability frameworks, as needed.</li>
</ul>
<p><strong>Strategy and Planning</strong></p>
<ul>
<li>Collaborate with the country director in providing strategic input to the development and implementation of the office goals and objectives.</li>
</ul>
<p><strong>Accounting and treasury management</strong></p>
<ul>
<li>Oversee the coordination and maintenance of accurate financial records, ensuring the proper management of the books of accounts for the Somalia office. Regular review of the data files in the accounting software.</li>
<li>Focal point for the financial processes and data entry on the project management software including funds transfers, budget upload, reporting, project closure etc.</li>
<li>Conduct regular bank and cash reconciliations, as well as end-of-year and ad hoc balance reconciliations.</li>
<li>Monitor the petty cash and bank balances to ensure liquidity of the office, maintaining meticulous records and compliance with financial regulations.</li>
<li>Review cash forecasts and requests for the Somalia office before submission to Berlin. The finance coordinator also reviews project funds requests from the partners ensuring accurate information before posting to the project management system.</li>
<li>Oversee the reconciliation and management of accounts receivable and payable.</li>
<li>Assess and verify invoices and documentation from contractors and suppliers to ensure accuracy before processing</li>
<li>Oversee payroll preparation for DKH, ensuring accurate deductions for taxes and other staff benefits in compliance with statutory requirements.</li>
<li>Manage the data file and ensure meticulous maintenance of electronic and hard copies of financial documents and reports.</li>
<li>Take lead on both internal and external audits, facilitating participation and ensuring effective coordination.</li>
<li>Oversee the update of the Fixed Asset Register to ensure accuracy and completeness.</li>
</ul>
<p><strong>Project finance</strong></p>
<ul>
<li>Manage the finances of the ToGETHER project.</li>
<li>Act as the focal point of the ToGETHER project representing DKH in ToGETHER project meetings.</li>
<li>Coordinate with partners in preparation of financial reports for the ToGETHER project.</li>
<li>Consolidate financial reports for all the ToGETHER partners and DKH and submit to the finance coordinator/Regional finance focal point.</li>
<li>Regular review of partner finance documents for all running projects.</li>
<li>Coordinate and support the partners in preparing project budgets and budget amendments.</li>
<li>Capacity building of partners and other DKH staff on financial management.</li>
</ul>
