<p><strong>Overview of position</strong></p>
<p>There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 3.8 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods.</p>
<p>In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land and water resources, inducing displacement and the recruitment of youth by armed actors, marginalizing minority groups, and empowering the extremist organization, al-Shabaab, which exploits inter-clan grievances to capitalize on climate-induced crises. Somalia is currently experiencing an extreme drought due to the impact of four consecutive failed rainy seasons, a climatic event not seen in at least 40 years. As a result, nearly 1 million individuals have been newly displaced due to the drought.</p>
<p>The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming.</p>
<p><strong>Role objectives</strong></p>
<p>Under the overall supervision of the Programme Manager (DTM), and direct supervision of the National Operations Officer the incumbent is expected to perform the following duties:</p>
<ol>
<li>Provide State level leadership oversight in Somaliland by (selecting) and managing senior enumerators, enumerators, and providing regular updates on data collection efforts.</li>
<li>Support the running of DTM fieldwork exercises in Somaliland.</li>
<li>Coordinate daily field activities in close cooperation with the team leads, Monitor and report on the day-to-day data collection and any other activities related to DTM which includes mobility tracking, flow monitoring and ETT to Program Manager.</li>
<li>Frequent travel to monitor Somaliland district level DTM operations; Frequent travel to other states to support data collection activities.</li>
<li>Support the Head of Sub-Office with government lisaion, specifically with the National Displacement and Refugee Agency. Provide translation support, meeting minutes.</li>
<li>Liaise with inter-agency and cluster partners, and particularly the CCCM cluster on displacement related information.</li>
<li>Liaise with state level authorities, UN Agencies Partner NGO’s and other migration/ mobility related information actors as relevant.</li>
<li>Assist in developing, and update agreed data collection strategies and action plans ensuring that these are adequately reflected in overall data collection methodologies.</li>
<li>Utilize lessons learned from past activities, experiences from other Communities, and beneficiary feedback to revise strategies and action plans accordingly.</li>
<li>Represent the DTM project, as required, in various forums, and inter-agency gatherings convened to discuss coordinated responses for IDPs in Somalia in coordination with the Programme Manager.</li>
<li>Ensure all data are kept safe and confidential through applying IOM’s data protection principles.</li>
<li>Conduct additional tasks that may be assigned by the DTM Program manager.</li>

<li>Experience conducting training and supervising enumerators / data collection exercises;</li>
<li>Experience liaising with government authorities and other stakeholders;</li>
<li>Good knowledge of Somaliland, its region and specific districts is an advantage.</li>
<li>Must be available to travel within Somalia on a regular basis.</li>

<p><strong>Overview of Position</strong></p>
<ul>
<li>Somalia Urban Resilience Project &#8211; phase 2 (SURP-II) is a municipal governance and infrastructure development project financed by the World Bank and its partners, aimed at improving access to urban infrastructure and strengthening municipal governance in Somalia.</li>
<li>Our client is providing technical assistance to the SURP-II works implementation at 4 Municipalities; Baidoa, Garowe, Kismayo and Mogadishu. The works involve construction of urban and community roads, drainage works, office buildings, rehabilitation and maintenance of the selected urban infrastructure and installation of streetlights. The work implementation is managed by the Project Implementation Unit (PIU) of the respective Municipality using private sector Contractors.</li>
<li>Our Client is engaged in providing technical assistance to the respective PIU in managing the work implementation. Our Client is specifically involved in the Contracts management and construction supervision support to the PIU to ensure the works are implemented in accordance with the technical design, specifications and engineering standards as specified in the contract documents, and also in compliance with o environmental and social safeguards standards. Working alongside with the PIU, our client al contributes to strengthen PIU staff capacity through ‘on-the-job’ training.</li>
</ul>
<p><strong>Role Objectives</strong></p>
<p>The Community Liaison Officer embedded within the PIU office will support the PIU in liaising with the local community, local government authorities and other project stakeholders to ensure the SURP II project activities are implemented as per schedule and scope, addressing the day to day concerns of the community, and acceptable to all stakeholders. The position roles and responsibilities include;</p>
<ul>
<li>Maintain regular contacts and networking with the project stakeholders and update project activities implementation status;</li>
<li>Manage project implementation liaison between the Benadir Regional Administration (BRA),Administrative Districts, PIU, local authorities, clients supervision team, Community and the works implementation Contractor(s);</li>
<li>Coordinate and manage organising meetings between the PIU and the project stakeholders including the community, when requested by the PIU;</li>
<li>Maintain a detailed and accurate record of meetings including agendas, attendance records, meeting minutes, follow-up/action points etc.;</li>
<li>Deliver project documents to all the interested parties and similarly receive documents from both external and internal parties, and share with the appropriate project personnel;</li>
<li>Manage dissemination of project information on behalf of the PIU ensuring that communities at construction sites are kept abreast of the project developments and communication channels remain open with the communities;</li>
<li>Share community concerns with the PIU and facilitate the process of resolving the issues and convey the PIU responses to the concerned communities;</li>
<li>Ensure that all community consultation and communication records are maintained in an orderly manner;</li>
<li>Document lessons learned and best practices in community consultation and project communication to support on-going improvements in project implementation;</li>
<li>Perform other duties related to the community liaison as required by the project circumstances.</li>

<p><strong>Overview Of Position</strong></p>
<ul>
<li>Our Client Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) programme is a key component of our client&#8217;s peacebuilding and stabilization portfolio that aims to increase Somalia’s resilience to destabilizing conditions and build national capacity towards sustained peace. The programme aims to contribute to peace and improved security in Somalia through supporting the Federal Government of Somalia’s National Programme on the Treatment and Handling of Disengaged Combatants and Youth at Risk (National Programme).</li>
<li>In the absence of a peace agreement, and other preconditions usually required for traditional Disarmament, Demobilization and Reintegration (DDR) programming, Our client has been supporting the FGS in its implementation of the National Programme through a four-pillared approach that reframes traditional DDR in terms of Disengagement, Disassociation, Reintegration and Reconciliation (DDRR). This context specific and context sensitive approach has been developed and implemented alongside local partners to include the national government and regional administrations, to create viable, reliable, gender-responsive, transparent and nationally owned legal and operational processes to support exit and reintegration pathways for former associates where sanctioned violent extremist groups are involved. In facilitating the reintegration of former associates within these new contexts, Our client works to reduce the risk of recidivism or recruitment into criminal or violent extremist groups by addressing the of conflict and building resilience at the individual and community levels.</li>
<li>As part of the support provided in Transition Centres across two districts in Somalia, beneficiaries receive regular psychosocial counselling, skills-building, GBV and CRSV services, case management and support with reaching out and reconciling family and community members. Our client is recruiting a Consultant to improve and support the maintenance of a comprehensive case management programme in four Transition Centres and five Community Based Organizations (CBOs) in Somalia and assess the current gaps in programming and case worker capacity at the centres. The Consultantwill develop the capacity of case workers, other staff at the centres, CBOs and Government counterparts to implement the programme, and report on progress.</li>
</ul>
<p><strong>Role Objectives</strong></p>

<li>Under the overall supervision of the Programme Coordinator (DDRR) and under the direct supervision of the Project Officer (DDRR-Women,Peace&amp;Security), the Case Management Coordinator will be responsible for:</li>
<li>The Case Management Coordinator will closely coordinate with our client, Transition Centre staff, Community Based Organizations and Government counterparts from the Defector Rehabilitation Programme (DRP) in the implementation of the case management programme at the Transition Centres. The Case Management Coordinator will work to improve the case management programme, GBV/CRSV services at the centres and CBOs, build capacity of case workers at the centres and CBOs, and coordinate the case management programme through regular oversight, on the job guidance and skills building of staff and counterparts.</li>
<li>The Case Management Coordinator will further incorporate the provision of regular psychosocial counselling to beneficiaries in groups, and one-on-one basis as needed. This will include training the case workers on the provision of mental health and psychosocial support, provide CMR training and overseeing the counselling process.</li>
<li>The position will be based in Mogadishu, with very frequent travel to Kismayo and Baidoa.</li>
</ul>
<p><strong>Key responsibilities of the Case Management Coordinator will include:</strong></p>
<p><strong>1. Assessment of needs and capacity gaps:</strong></p>
<ul>
<li>The Case Management Coordinator will assess the needs and capacity gaps in the current case management system with the support of the Case Management and GBV supervisors for beneficiaries at the Transition Centres. The services, to be incorporated in a holistic case management system, include psychosocial support, GBV and CRSV counselling, life skills building, recreational activities, and support in reaching out and reconciling with family and community members. The case management system will include regular follow-up with beneficiaries to assess their needs and progress while in the centre, and during their six-month reintegration period with the CBOs.</li>
</ul>
<p><strong>2. Making improvements to the current Case Management Programme:</strong></p>
<ul>
<li>The Case Management Coordinator will make improvements to the current case management programme based on his/her assessment and continuous discussions with beneficiaries, centre staff, Government counterparts and other stakeholders. The programme will incorporate the various services currently offered at the centre&#8217;s, and include a framework for assessing beneficiary needs, developing individualized care plans where needed, and monitoring beneficiary progress and changing needs on a regular basis.</li>
</ul>
<p><strong>3. Implementing already existing case management tools:</strong></p>
<p>The Case Management Coordinator will implement effective case management and reporting formats and tools, to be used by Case Management and GBV supervisors, psychosocial counsellors and social workers at the centre&#8217;s and CBOs. This will include, but not be limited to:</p>
<ul>
<li>Reviewing and making improvements as needed to the psychosocial assessment forms (in English and Somali) used during the beneficiaries’ entry into the programme, and during regular intervals in the course of their rehabilitation and reintegration to</li>
<li>Assess their condition and needs at the start of the programme</li>
<li>Uptake of various services offered at the centre and outside in the course of the programme</li>
<li>Detect individual needs;</li>
<li>Develop individualized care plans as needed; and</li>
<li>Support CRSV assessment and intake</li>
<li>Psychosocial monitoring and CRSV forms to be used by psychosocial staff at the centers and CBOs on a regular basis, to assess the mental wellbeing of beneficiaries and their individual needs.</li>
</ul>
<p>The Case Management Programme Coordinator will continue to integrate the case management system with the current monitoring and evaluation system implemented at the centres</p>
<p><strong>4. Coordination of the Case Management Programme:</strong></p>
<p>The Case Management Coordinator will oversee the implementation of the case management programme, monitoring its effectiveness, making improvements where needed, and providing regular technical guidance in the course of implementation. This will include:</p>
<ul>
<li>Supporting the beneficiaries’ assessment process and development of individual care plans;</li>
<li>Weekly and ad hoc reviews of beneficiaries’ progress with the Case Workers</li>
<li>Provision of technical guidance to the Case Management and GBV supervisors, Case Workers, as well as direct psychosocial counselling to beneficiaries with complicated cases;</li>
<li>Regular reporting to DDRR management on the Case Management Programme.</li>
</ul>
<p><strong>5. Capacity building for the implementation of the Case Management Programme:</strong></p>
<p>Implement a series of trainings and capacity building activities with staff at the centres and CBOs including Case Management and GBV supervisors. This will include, but not be limited to:</p>
<ul>
<li>Provide continuous training on the case management programme, and associated tools, to ensure successful implementation;</li>
<li>Provide technical training and on-the-job capacity building to staff; this should be done through observation of staff performance, as well as weekly review of successes and challenges encountered.</li>
</ul>

This ToR elaborates the core functions of the <strong>Emergency</strong> <em><strong>Communications and Knowledge Management Manager</strong></em> for the Emergency Program. The position holder will be an Emergency staff but will closely work with and support the development programs as well as the County Office needs in communication and knowledge management. The position is 100% field-based with the workstation being <strong>anywhere in Somalia/land</strong> with frequently travel to the areas to provide programs support. This assignment will be for a period of twelve (12) months.</p>
<p><strong>Position Summary:</strong></p>
<p>Reporting to the Emergency MEAL Specialist with a technical dotted line to the Advocacy and Communication Coordinator, the Emergency Communications and Knowledge Management Manager will work closely with project teams to assist, build and support program communication, learning and knowledge management needs. The incumbent will be responsible for enhancing CARE Somalia/Somaliland program visibility among its donor, beneficiaries, partners and the public by producing feasibility and learning materials/contents in compliance with CARE standards. The key qualifications for the position holder include prior experience in multimedia i.e. video filming and editing, graphic design, photography, storytelling and event management.</p>
<p><strong>Key responsibilities:</strong></p>
<p><strong>Communication</strong></p>
<ul>
<li>Work closely with CARE programs teams (Emergency, UYP and RWP) to develop realistic field communications and outreach plans to fulfil program communication needs.</li>
<li>Draft and otherwise support the production of high-quality communications products such as situation reports, photos, fact sheets social media content, video and audio and blogs, for internal and external use.</li>

<p>CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders, and local authorities to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main programs: firstly, the Rural Women program, which supports poor, rural women and girls in addressing long-term underlying causes of poverty and vulnerability as well as social, cultural, political, and economic obstacles towards positive change. We help women and girls improve their economic status and access education and support them to play a greater role in local leadership and conflict resolution. Secondly, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development, and microfinance. Thirdly, the Emergency program provides direct humanitarian relief to victims of drought and conflict in Puntland, Mogadishu, Lower Juba, and Galmudug state. CARE Somalia has three programs: Rural Women, Urban Youth, and emergency. This project falls under Urban Youth.</p>
<p><strong>1.2. About Dan Wadaag Consortium</strong></p>
<p>DANWADAAG Project &#8211; with funding from the Embassy of the Kingdom of the Netherland, is a consortium comprising of VNG International (Lead Agency), Free Press Unlimited, Media Ink, and CARE Nederland. The consortium will implement the project for five years (2020 – 2025), starting with 1st year containing an inception phase and the 4th year containing a consolidation and exit phase.</p>
<p>The project entitled “Improving the social contract through inclusive and transparent Disaster Risk Management“ aiming to build inclusive disaster risk management (DRM) capacity at the local level. The <strong>project&#8217;s overall objective (Impact)</strong> is: **‘**<em>improved social contracts through increased resilience to external shocks’ whilst the</em> <strong>strategic objective</strong> *is ‘increased government legitimacy through efficient and effective disaster risk management (DRM) based on inclusive policies, strategies, and services.*The project is being implemented in Somaliland and Puntland, targeting Hargeisa, Burco, Garowe, and Qardho and targeting communities (children, youth, and adults, including vulnerable groups), civil societies, and knowledge institutes, media, andpublic authorities for effective disaster risk management. The project aims to achieve the impact and strategic objective through the following outcomes:</p>
<ul>
<li><strong>Outcome 1:</strong> Communities can contribute to inclusive and transparent DRM through equitable access to information, resources, and decision-making processes</li>
<li><strong>Outcome 2:</strong> CSOs have the legitimacy and capacity to contribute to inclusive and transparent DRM</li>

<li><strong>Outcome 4:</strong> Media have the capacity to contribute to inclusive and transparent DRM through disseminating relevant information and creating spaces for inclusive dialogue between public authorities, civil society, and communities</li>
</ul>
<p>2**. Background**</p>
<p>CARE, through DANWADAAG Project, conducted an advocacy capacity assessment (ACAT) to assess civil society organizations on a range of key capacities for effective advocacy. The assessment&#8217;s general goal was to identify CSOs&#8217; advocacy capacity gaps in five key areas: program, organizational, external links, enabling environment, and individual level. In addition, the assessment looked at how well the target civil society organization&#8217;s plans, policies, and strategies can assist the CSOs in doing effective advocacy on inclusive disaster management. Finally, we looked at how well the target organization has the requisite knowledge, skills, and competencies to perform advocacy. The assessment targeted 12 Civil Society organizations.</p>
<p>Though the assessment findings varied, the findings revealed that most of the targeted CSOs have insufficient capacity to conduct good research and analysis. Insufficient capacity to collect policy gaps and analyze a policy document, inadequate capacity to develop advocacy objectives related to their advocacy programs, low capacity to design a clear message, and insufficient capacity to develop a strategy with clear activities.</p>

<li><strong>OBJECTIVE OF THE ASSIGNMENT:</strong></li>
</ol>
<p>CARE Somalia/Somaliland is seeking to procure the services of a consultant for Advocacy Strategy and Policy Engagement Training to guide the Advocacy Strategy Development process for target CSOs. The training&#8217;s main goal is to improve CSOs&#8217; organizational advocacy strategies and capacities to effectively advocate for inclusive disaster management and bring about structural and long-term changes in communities, local governments, and central government institutions.</p>

He/she will determine the progress made, opportunities to be harnessed, and gaps that are preventing CSOs from realizing their full potential in terms of Advocacy and Policy Engagements. The assessment will also look at how CSOs use technology and social media platforms to advance their advocacy and policy activities.</p>

<p><strong>Overview of position</strong></p>
<p>The Displacement Tracking Matrix (DTM), is working alongside IOM’s Migration, Environment and Climate Change (MECC) and Community Stabilization (CS) units to reduce the impacts of environmental degradation and climate change on conflict and displacement in Galmudug. To better understand competition over access to natural resources and existing dynamics amongst and between groups in Galmudug state, it is critical to collect data on pastoralist transhumant communities. As part of this project, DTM will pilot Transhumance Tracking in Galmudug taking into account the experience of DTM’s Transhumance Tracking in West and Central Africa through the implementation of the Transhumance Tracking Tool (TTT). Transhumance Tracking has an overall objective of providing regular and transparent data on pastoralist mobility to contribute to the resilience and livelihoods adaptation of affected populations in Galmudug.</p>
<p>DTM requires a consultant to support the contextualization and the roll out of the TTT in Galmudug state.</p>
<p>Under the direct supervision of the DTM Programme Manager, the consultant will support the design and implementation of a methodology and tools for Transhumance Tracking in Galmudug state.</p>

<li>In collaboration with the DTM Program Manager, design, plan, implement, and monitor Transhumance Tracking in accordance with DTM’s methodology and project work plans</li>
<li>Conduct stakeholder mapping of key stakeholders involved in pastoralism at state (Galmudug) and federal level to understand presence, dynamics and needs.</li>
<li>Facilitate participatory mapping exercises to identify pastoralist routes, and their characteristics: engage local pastoral groups and IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) to identify the migration routes at strategic internal transit points as well as on the border with Ethiopia</li>
<li>Contribute to design of methodology and survey tools, including establishment of network of Key Informants who can provide information on pastoralist dynamics</li>
<li>Engage, ensure buy-in and maintain direct dialogue and consultation with key stakeholders involved in pastoralism, including authorities to support the implementation of activities, including diverse government departments with responsibilities on pastoralism</li>

<h3>Introduction</h3>
<p>Save the Children International (SCI) is a non-governmental organization whose mission is to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in children’s lives worldwide. SCI has been operational in Somalia since 1951. Guided by the Country Strategic Plan (CSP) for 2019-2021, SCI strives to ensure the most deprived children aged 0-5 years have a strong start in life; children aged 6–14 years have a better foundation for a bright future; young people aged 15-24 years become socially and economically productive citizens; girls and women have greater voice, choice and control over decisions affecting their lives, and strengthened government and civil society capacity to sustain child wellbeing in Somalia. SCI Somalia implements a range of child-focused and thematically integrated programs across Somaliland, Puntland and Southern States through sustainable humanitarian and/or development programming which enhances both government and community ownership.</p>
<h3>Background and Context</h3>
<p>Save the Children’s Global Childhood Report[1] ranks Somalia as the 6<sup>th</sup> hardest place to be a child. UNICEF’s Appeal for Humanitarian Action for Children[2] reports 7.7M people, including 5.1M children, in need of humanitarian assistance in 2022 due to, among other reasons, the devastating impact of protracted conflict, complex political environment, insecurity, extreme poverty and natural hazards. According to the UN Secretary-General’s Report on Children and Armed Conflict[3] for the period January to December 2020, Somalia is among the countries with highest numbers of grave violations with 4,714 verified grave violations against 3,810 children (3,038 boys and 772 girls). Conflict, drought and displacement also put high pressures on families and caregivers which can lead to higher levels of violence and physical punishment in the home. Displacement can result in separation of children from their families, which exposes them to exploitation, violence and abuse – and the children of IDPs and minorities are particularly vulnerable. Somalia also ranks highly on instances of schools and/or hospital attacks. Female Genital Mutilation (FGM) and child marriages are among the highest in the world. According to UNICEF, 98 per cent of girls in Somalia aged between 5 and 11 have undergone some form of FGM. About 1 in 10 Somali marriages occurs before the girl is 15 years old, and about half before they are 18.</p>
<p>While there are dire child protection needs in the country, there exists significant demand and supply gaps in ensuring the protection of children from violence, abuse, exploitation and neglect. These include but not limited to; the persistence of harmful traditions and attitudes and low levels of understanding about the rights of children in many segments of society, several of the legislations meant to protect children are still at their draft stage, the departments that are responsible for protecting children are poorly resourced and highly dependent on external assistance. Child protection referral systems are still very weak and remote areas are left out of any referral programs, as resources are not allocated to them. Where legislation exists, their enforcement remains very low. As there are insufficient legal resources to support affected children many prefer to solve cases of violence against children through customary mediation rather than in the court of law. This contributes to low reporting of incidents to law enforcement agencies[4].</p>
<p>In response to these gaps, Save the Children in Somalia with financial support from Federal Ministry for Economic Cooperation and Development is implementing a 42 months project aimed at protecting the vulnerable children and youth in Somalia from violence, abuse, exploitation and neglect through systems strengthening. This assessment will form a basis for both the recruitment of social workers and further prioritization for system strengthening. In addition to information on the coverage of individual areas with child protection services, including community-based committees, data on social workers trained in Somalia and their current activities will also be collected in coordination with UNICEF.</p>
<h3>Scope of Study</h3>
<p>The overall objective is to facilitate a mapping/assessment of the current practices, processes, institutional arrangements and legal and policy frameworks for child protection coordination and service provision in Somalia.</p>
<p>Specifically, the study seeks to;</p>
<p><em>1.</em> Establish a baseline of the outcome indicators and the current child protection system in the different areas basing on the 6 building blocks of a child protection systems; workforce, coordination, services, policy frameworks, data collection and use. **</p>
<p><em>2.</em> Map and assess current emergency and development child protection services and providers, the approaches and processes available in service provision, level of services satisfaction, key challenges and opportunities, coordination mechanisms in place and document client experiences**</p>
<p><em>a.</em> Service mapping: Case management systems analysis, service and resource mapping and quality of service assessment**</p>
<p><em>b.</em> Referall pathways**</p>
<p><em>3.</em> Undertake an indepth analysis of the policy and legislative frameworks and the institutional arrangements for administration of child protection related provisions to identify institutional and structural gaps as well as strengths and opportunities**</p>
<p><em>4.</em> Provide practical and contextualized recommendations for the strengthening of the child protection system, including legal and policy provisions, institutional roles and set up, coordination, staffing requirements and system costs.**</p>

<h3>Study Methodology</h3>
<p>The consultant shall adopt an appropriate sampling method that will allow correct conclusions about the study population. The sampling methodology and size will be agreed together by Save the Children and the consultant. Save the Children should in all cases review and decide whether to approve any further modifications or changes made.</p>
<p>The study proposes mixed methods of information gathering, conflict and gender sensitive. These include;</p>
<p>· A literature review of available secondary sources on the context and implementation sites.**</p>
<p>· Key Informant Interviews (KIIs) held with relevant stakeholders who are engaged in policymaking and implementation of protection related activities in the selected locations (including government officials, CSOs, NGOs, INGOs etc.). **</p>
<p>· Interviews with girls and boys, woman and men from the selected study locations. **</p>
<p>· Focus Group Discussions (FGDs) with boys and girls, and youth communities in the selected study locations.</p>
<p>The process should be participatory and should ensure that Government representatives, partner organizations and their protection networks are proactively involved in the process. The methodology</p>
<p>must be designed to ensure that voices of children and youths are heard, and their participation is child friendly and inclusive i.e. there is a clear focus on reaching and empowering the most deprived</p>
<p>children and their communities to ensure that they are part of the findings and analysis. Data collection and analysis will meet the principles of ethical research. Respondents must provide informed consent and be informed of how to make a complaint or comment regarding any aspect of the mapping and referral pathway development. Data collection and analysis should allow for confidentiality and anonymity. Data collectors will be trained on how to how to identify and respond appropriately to situations of concern they might encounter. Findings and analysis should report separate for boys and girls and should distinguish the needs and services specific to age categories and children with disabilities</p>
<h3>Expected Deliverables</h3>
<p>The study deliverables and tentative timeline (subject to the commencement date of the study) are outlined below. The study team lead and SC study Project Manager will agree on final milestones and deadlines at the inception phase. The study is expected to be completed within 35 days as follows;</p>

<p><strong>A consolidated set of feedback from key stakeholders will be provided by Save The Children within 1 week of the submission of the draft report.</strong></p>

<p><strong>Copyright and intellectual property rights</strong></p>
<p>The title rights, copyrights and all other rights of whatever nature in any materials used or generated under the provisions of this consultancy will exclusively be vested with Save the Children Somalia Country office. All products developed under this consultancy belong to the Save the Children exclusively, guided by the rules of the grant contract. Under no circumstances will the consultant use the information of this study for publication or dissemination to any individual or organization without official prior written permission from Save the Children Somalia Country office.</p>
<h3>Study Team and Selection Criteria</h3>
<p>Interested consultants will be required to submit an Expression of Interest in line with the following requirements.</p>
<p><strong>Understanding of Requirements and Experience</strong></p>
<p>To be considered, the study team members together must have demonstrated skills, expertise and experience in:</p>
<p>§ Proven experience of more than 10 years in child protection systems development and process planning;**</p>
<p>§ Demonstrated experience in policy processes, including research, reviews and formulation with evidence of similar assignments in other countries;**</p>
<p>§ Experience with strengthening of child protection or social services delivery in humanitarian and developing contexts;**</p>
<p>§ Background/experience with child protection case management systems development, implementation and review;**</p>
<p>§ A mix of international and local consultant -preference will be given to firms with diverse skillset .</p>
<p>§ Excellent research, collaboration, facilitation and report writing skills;**</p>
<p>§ Proven knowledge and understanding of social welfare workforce planning and development. **</p>
<p>§ Excellent writing skills, presentation skills, strong strategic and analytical skills, computer skills, negotiations skills, interactive and interpersonal communication skills;**</p>
<p>§ Managing and coordinating a range of government, non-government, community groups and academic stakeholders**</p>
<p>§ Experience conducting studies in humanitarian contexts**</p>
<p>§ Strong written and verbal skills in communicating technical and/ or complex findings to non-specialist audiences (especially report writing and presentation skills)**</p>

<p><strong>Financial</strong> <strong>Proposal</strong></p>
<p>Save the Children seeks value for money in its work. This does not necessarily mean &#8220;lowest cost&#8221;, but quality of the service and reasonableness of the proposed costs. Proposals shall include personnel allocation (role / number of days / daily rates / taxes), as well as any other applicable costs.</p>
<p><strong>Schedule of Payment</strong></p>
<p>The following payments will be made to the consultant using and agreed mode of payment</p>
