<p><strong>Organizational Setting</strong></p>
<p>The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO&#8217;s global mandate and Strategic Objectives. More specifically, FAO&#8217;s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.</p>
<p><strong>Reporting Lines</strong></p>
<p>The position is under the overall supervision of the FAO Representative in Somalia, and the direct supervision of the Food Security Cluster (FSC) Coordinator.</p>
<p><strong>Technical Focus</strong></p>
<p>To provide comprehensive administrative, logistical, and programmatic support to the FSC coordination team, ensuring efficient and timely implementation of activities aimed at effectively coordinating efforts to save lives and livelihoods.</p>
<p><strong>Tasks and responsibilities</strong></p>
<ul>
<li> Lead the FSC localization strategy, advocating for the meaningful participation and empowerment of Local National Actors</li>
<li> Develop and implement strategies to strengthen the capacity of local partners</li>
<li> Conduct comprehensive Training Needs Assessments (TNA) to identify knowledge gaps, skill deficiencies, and capacity-building priorities for FSC partners.</li>
<li> Engage in extensive field missions across Somalia to deliver tailored capacity-building activities and technical assistance to FSC partners</li>
<li> Develop comprehensive training curricula and materials aligned with the evolving needs and priorities of cluster partners</li>
<li> Establish and maintain a roster/database of all capacity building participants (including certified IPC practitioners)</li>
<li> Facilitate FSC capacity-building workshops, seminars, and peer learning sessions and prepare budgets, venue bookings, prepare a list of workshop participants, prepare purchase requisitions,</li>
<li> Conduct after-training evaluations and draft training reports for all completed training courses.</li>
<li> Support for the FSC Strategic Advisory Group (SAG) and technical working groups</li>

<p><strong>1.</strong> <strong>SUMMARY</strong></p>
<p>The Education Sector Program Improvement Grant (ESPIG) 2018-2020, funded by the Global Partnership in Education (GPE) intends to provide accelerated support to implement components of the Ministry of Education, Culture and Higher Education (MOECHE) Education Sector Strategic Plan (ESSP) 2018-2020, with a particular focus on the primary education sub-sector. The ESPIG is a partnership between the MoECHE and GPE, with CARE as the selected Grant Agent. The program will cover four Federal Government of Somalia (FGS) Member States (Galmudug, Jubaland, Hirshabelle and Southwest), which have signed a Memorandum of Understanding with the Federal MoECHE. Benadir has not been recognized as a state and is under the jurisdiction of the MoECHE until its status changes. Together with Benadir, the states of Galmudug, Jubaland, Hirshabelle and Southwest consist of eleven regions where local education offices are managed by Regional Education Officers (REOs). Each regional office manages district offices: there are 58 district offices across Benadir and the four Federal Members States (FMS).</p>
<p>CARE Somalia is seeking to procure the services of a consultancy firm to conduct a Third Party Monitoring (TPM) for capitation grants to targeted schools in Federal Member states and Benadir Administration under the ESPIG 2018-2020, funded by the GPE. The consultant (s) selected to lead the Third Party Monitoring will visit all the target schools to verify the enrolment of out of school children as well as receipt of the capitation grants, working in close cooperation with CARE, its sub-contractor Concern Worldwide and the MoECHE. The consultant (s) will be responsible for all components of the Third Party Monitoring, including its design; compliance with ethics and safeguarding requirements; selection, training and deployment of enumerators; data collection; data quality control; database management; analysis; and reporting.</p>
<p><strong>2.1.</strong> <strong>ESPIG objective</strong></p>
<p>Improve equitable access to and quality of education outcomes for all Somali primary school children through strengthened system capacity to design evidence driven ESSP reforms and collaborate effectively with partners in their implementation.</p>
<p><strong>2.2.</strong> <strong>ESPIG principles and components</strong></p>
<p>The ESPIG aims to maximize the potential of development investments in education. The three program component objectives are as follows:</p>
<p>(1) Increased equitable access to quality primary education through changes in three intermediate outcomes: Increased access to education for out of school children; strengthened capacity of community education committees; community actions towards improved school safety.</p>
<p>(2) Enhanced quality of education to ensure grade-appropriate learning outcomes through the three intermediate outcomes: effective monitoring of teacher education and management policy, strengthened and harmonized efforts in teacher pre-service training; improved access to teaching and learning materials; and a strengthened assessment framework.</p>
<p>(3) Enhanced system capacity to regulate and manage the education sector, through the combination of the following intermediate outcomes: (i) strengthening regulatory and monitoring system for private, community and government schools and (ii) improved capacity of education officers for planning, budgeting, policy implementation, coordination and progress tracking.</p>
<p><strong>2.2.1.</strong> <strong>Program beneficiaries</strong></p>
<p>Direct program beneficiaries include: (i) about 32,000 out-of-school poor or marginalized primary children who will benefit from school inclusion grants; (ii) about 800 Community Education Committees who will benefit from training to improve inclusion, security and learning at their schools; (iii) 6,570 teachers who will benefit from teaching guides associated to the new curriculum; (iv) 240 primary pre-service student teachers who will benefit from new teacher training institutes; (v) 297,168 Grade 1-8 students who will receive textbooks linked to the new curriculum; (vi) 150 education officers will benefit from professional development to improve skills in planning, coordination and monitoring.</p>
<p><strong>2.2.2.</strong> <strong>Program scope</strong></p>
<p>The ESPIG program is implementing activities in all the four Member States highlighted above plus Benadir. The target schools for high-intensity support (school inclusion grants, monitoring visits and CEC capacity building) were selected through discussion with development partners, including non-government organizations and private school umbrellas, and subjected to an assessment of the schools’ capacity to absorb additional students and agreement with the community. As part of the program’s commitment to improving accessible quality education, the Grant Agent and partners are supporting the Federal Government of Somalia and the Federal Member States through the provision of capitation grants to a total of 616 public, community and non-profit private primary schools.</p>
<p>Led by CARE in partnership with CONCERN, ESPIG worked with schools, and the Ministries of Education (MoEs) in four Federal Member states (Galmudug, Jubaland, Hirshabelle and Southwest) and Benadir Administration – Somalia. <p>The capitation grant activities have been implemented and the following were some of the activities so far completed:</p>
<ol>
<li>A mapping exercise was conducted in the four federal member states and the Benadir region to get information relating to the schools.</li>
<li>A national Schools Improvement Grant (SIG) guidelines have been developed with the main focus on school selection criteria.</li>
<li>Based on the selection criteria, State MOEs and MOECHE/BRA (Benadir Regional Authority) submitted an approved list of schools.</li>
<li>TOTs (8 from each school) were trained and later supported to train 7 CEC members in each school. The CEC members were trained on the SIG guidelines including financial management/budget management.</li>
<li>In March 2020, a team from CARE &amp; CONCERN collected additional information relating to the schools, which included an approved list of schools, School Improvement Plans, School profiles, filled Schools Improvement Grant (SIG) applications forms, enrollment data, list of trained CECs approved by the REOs, and the details of bank signatories for selected schools.</li>
<li>Bank accounts for schools were verified with Salaam Bank. This was to confirm the accounts are authentic and owned by the respective schools. The verification was done by the Project Management Unit (PMU) and the Grant Disbursement Committee (GDC).</li>
<li>The PMU and the GDC approved the disbursement of the grant to the individual school accounts. As such first and second tranches of the capitation grants have been disbursed to the schools.</li>
</ol>
<p>It was agreed that each school benefiting from the grant will maintain class registers for tracking school attendance regularly. This included submission of data on out of school children that have been brought back to school</p>
<p><strong>2.</strong> <strong>TPM PURPOSE AND METHODOLOGY</strong></p>
<p><strong>3.1.</strong> <strong>The rationale for the Evaluation:</strong></p>
<p>As part of the program’s commitment to improving accessible quality education, CARE and CONCERN are supporting the Federal Government of Somalia and its Federal Member States through the provision of capitation grants to a total of 616 public, community and non-profit private primary schools. CARE and CONCERN were to release the first capitation grants in March 2020 but this did not happen due to the outbreak of the COVID 19 pandemic, which resulted in the closure of schools. The first capitation grants were released to the schools immediately after the schools were re-opened in October 2020. The second capitation grants tranche was released to schools around December 2021. The first TPM was conducted in April 2021 after the release of the first capitation grants while the second round of TPM is planned for March 2022. It’s for this reason that CARE Somalia seeks the services of a consultancy firm to conduct the second round of TPM for capitation grants to targeted schools – mainly to verify enrolment status and receipt of capitation grants in schools amongst others.</p>
<p><strong>3.2.</strong> <strong>The Purpose of the TPM</strong></p>
<p>The overall objective of this third-party monitoring is to assess the extent to which capitation grants were disbursed and applied as intended as well as the outcomes of this project sub-component in the 616-beneficiary primary schools in 55 districts. Third-party monitoring was also to assess pupils’ enrolment status in light of the capitation grants and the disruptions caused by the COVID-19 pandemic. In Particular, this exercise will provide clear feedback on the following specific program implementation elements.</p>
<p>· Level of involvement/participation of Federal Government of Somalia (FGS), Federal Member States (FMS), MoECHE, Head teachers, CECs and village level community leaders in the implementation of the capitation grant. Should include evidence of coordination and participation of all the stakeholders.</p>
<p>· To verify the number of out of school children enrolled in schools disaggregated by gender, IDPs, out of school, children with disabilities. This will help establish if out of school children identified and enrolled in schools for the capitation grant before the pandemic returned after the re-opening of schools.</p>
<p>· Adherence to selection criteria for the beneficiary schools and criteria for disbursement of funds as outlined in the capitation grant guidelines.</p>
<p>· Verification of beneficiary schools from all the target locations. This will include a comparison of the details (names of schools, location of the schools, bank account details, etc.) in the approved list of beneficiary schools with the payment sheet.</p>
<p>· Verification of the amount and frequency of cash provided to the beneficiary schools as provided for in the project proposal document. This should include collecting evidence of disbursement to the target beneficiaries.</p>
<p>· Assessment of the cash payment procedure with particular focus on the amounts paid to each beneficiary, the currency of payment, nature of verification done by money transfer and local partner staff as well as the general flow of the payment process at the cash payment centre.</p>
<p>· Verification of any documented lessons or cases from the capitation grant process and how such cases were handled by implementing teams.</p>
<p>· Assess the extent to which recommendations from the first round TPM and the Midterm evaluation have been implemented.</p>
<p>· Any other relevant project elements which are deemed necessary by CARE and the consultant.</p>
<p><strong>3.3.</strong> <strong>Technical approach and methodology</strong></p>
<p>The consultant /consulting firm is expected to propose an appropriate methodology for this work at the time of applying. It has however recommended that such methodology include the following.</p>
<p>· Desk reviews of relevant project documents such as the proposal, the results framework, past project reports and studies, partner sub-agreement, relevant tools for documenting and monitoring project activities, master beneficiary lists and MOUs with money transfer companies if any, and financial support documents. CARE will provide any additional information as requested by the consultant</p>
<p>· Field visit to target schools to physically verify enrolment and evidence of receipt of capitation grants in all the 616 schools.</p>
<p>· Direct interviews (FGD and KIIs) with headteachers, teachers, MoECHE representatives, CEC members, CARE and CONCERN staff and any other relevant project stakeholders.</p>
<p>The consultant should be able to come up with adaptive methods or alternative data collection methodologies to mitigate the effects of insecurity and the COVID 19 pandemic.</p>
<p><strong>3.</strong> <strong>BASELINE SCOPE OF WORK</strong></p>
<p><strong>3.1.</strong> <strong>Expected Deliverables</strong></p>
<p>· An inception report inclusive of the proposed tools, sampling approach, detailed analysis framework, quality control measures and work plan</p>
<p>· Work plan outlining all tasks to be completed within the duration mentioned for this assignment, responsible persons, timeframe for completion of each task and resources required to complete each task.</p>
<p>· A final report, based on the agreed template. The executive summary section should include key findings aligned to the objectives, challenges and limitations, lessons learnt and recommendations.</p>
<p>· PowerPoint presentation of findings.</p>
<p><strong>3.2.</strong> <strong>Timeline</strong></p>
<p>The monitoring and the verification exercise is expected to be completed within one month from the date of signing the contract.</p>
<p><strong>3.3.</strong> <strong>Professional Skills and Qualifications</strong></p>
<p>Qualifications: bidders are required to provide CVs for all those proposed in the team, clearly stating their roles and responsibilities for this baseline. The proposed team should have the technical expertise and practical experience required to deliver the assignment with regards to:</p>
<p>· The lead/co-lead consultant must have at least five years of practical experience conducting TPM or evaluations of education projects.</p>
<p>· The lead/co-lead consultant must have at-least postgraduate diploma in Education or Monitoring and evaluation.</p>
<p>· The team must have the appropriate country knowledge /experience and language proficiency required to conduct the assignment.</p>
<p>· Knowledge and understanding of the education sector in Somalia will be a plus.</p>
<p>· The team must have extensive experience in data quality control and database management (including collating multiple large datasets for analysis);</p>
<p>· Ability to manage English to Somali and Somali to English translation with high quality and accuracy, including for transcription and translation of large volumes of qualitative data.</p>

<p><strong>Background Information – Job-Specific</strong></p>
<p>The United Nations Support Office for Somalia (UNSOS) is mandated to provide administrative and logistics support to its partners in implementing the United Nations Security council resolution on Somalia.</p>
<p>The incumbent will work under the guidance of the Innovation and Technology Unit of the Field Technology Section of UNSOS. The Big Data Analytics and Digital Media Support project team serves as the primary focal point for the Mission’s Big Data analytics and Digital Media engagement to benefit AMISOM and UNSOM. The Team will determine and establish mechanisms for developing substantive multi-dimensional data sets and other relevant digital information. The team will cultivate abstract data, operational data, survey data, geospatial data and other forms of media content and employ machine learning algorithm as necessary to decipher key indicators, both internal and external, that may impact the Somali society vis a vis the concurrent mandates of the African Union and the United Nations in the country.</p>
<p>This is a position in UNOPS for supporting projects carried out for or in UNSOS. The incumbent of this position will be a staff member of UNOPS under its full responsibility.</p>
<p><strong>Functional Responsibilities</strong></p>
<p>Under the overall supervision of UNOPS Senior Programme Manager, the Big Data and Geospatial Analyst/Programmer will be administratively reporting to the Senior Big Data Programme Officer and operationally work under the guidance of the Chief of Innovation and Technology Unit of the Field Technology Section of UNSOS and will be responsible for the following duties:</p>
<ul>
<li>Assists and participates in the preparation of concise analytical reports and related products.</li>
<li>Designs and implements a data analytics, social media and hate speech monitoring plan using a variety of analytics tools such as Talkwalker, Meltwater, as well as various social media analysis techniques (sentiment analysis, data mining processes etc.).</li>
<li>Assits in reviewing of existing data collection and monitoring processes and develops process improvements to enhance overall data quality, credibility and reliability by leveraging social media analytics tools to monitor social channels and online media to generate monitoring reports.</li>
<li>Conducts research into the capabilities of various data collection and analytics platforms and social media monitoring tools.</li>
<li>Provides support on data visualization and visual design materials. Produces communications materials including data dashboards, maps, graphs, charts, infographics and related digital media content.</li>
<li>Develops high-quality mapping products using satellite imagery and geospatial data, for use in reports, digital communications, and web-based applications.</li>
<li>Supports in building on the Missions strategic approach to Big Data analysis vis a vis the Somali Partnership Forum goals/resolutions;</li>
<li>Regularly analyses and extracts actionable insights from data and curate insights relevant to Somali citizens and the Somalia Transitional Plan.</li>
<li>Quantitative analysis of media monitoring, social media, and hate speech monitoring (engagement, influencers, location, sentiment, reach, etc).</li>
<li>Uses Big Data insights to support and inform the digital communication strategy.</li>
<li>Assists in the development of operational guidelines, protocols and templates on Big Data, and results management.</li>
<li>Keeps abreast of innovation, trends and emerging applications of digital technologies so as to support their testing and scaling in the Mission.</li>
<li>Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.</li>
</ul>
<p><strong>Impact of Results:</strong><br />
The result of work of the Big Data and Geospatial Analyst/Programmer impacts directly on delivery of services that satisfy the requirements of UNSOS as well as the performance of the services implemented there. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.</p>

<p><strong>General context of the project</strong></p>
<p>INTERSOS has been operating as a humanitarian organization in Somalia since 1992, when it began to support the Jowhar Regional Hospital in the Middle Shabelle region. The hospital, supported to this day by INTERSOS, remains the only health facility and the Centre of reference for all the primary health centres of the region, covering a basin of over 250,000 people.</p>
<p>Our projects focus on key areas of protection, health and nutrition &amp; WASH. In particular, <strong>INTERSOS provides medical and health assistance, nutritional programmes and access to water and adequate sanitation, as well as protection of women and children</strong>.</p>
<p>This Wash project in Dinsoor started in August 2019 in the context of a general drought situation that was affecting the entire Somalia. The climatic conditions have since changed and the population is now confronted with heavy floods which could be attributed to global climatic changes that are likely to continue over the next years.</p>
<p><strong>B. General purpose of the position, responsibilities and tasks</strong></p>
<p><strong>General purpose of the position</strong></p>
<p>Based in Diinsor, with a mission in Baidoa, the successful candidate will be challenged to capture and produce high quality photographs and videos of the INTERSOS WASH project funded by AICS (the Italian Agency for Development Cooperation), beneficiaries, process, activities and context showing the impact of our work.</p>
<p><strong>Main responsibilities and tasks</strong></p>
<p>The photo/videographer will work under direct supervision of the project manager and will:</p>
<p>ü Capture high resolution images, minimum of 100 of project activities, beneficiaries of INTERSOS interventions and infrastructure as per INTERSOS procedure.</p>
<p>ü At least 20 should be selected by INTERSOS as officials’ images</p>
<p>ü Caption each photograph with specific details such as the location taken, name of the people, activity and any other relevant information including INTERSOS and AICS visibility.</p>
<p>ü Provide raw footage of all videos footage and still images captured in during the contracted period.</p>
<p>ü Interviews with INTERSOS beneficiaries and managers</p>
<p>ü Show appropriate sensitivity to the people being filmed.</p>
<p>ü Export final version of a video in formats optimized for HD web distribution.</p>
<p>ü Produce 2 videos</p>
<p>o A 5-8 minutes’ videos documenting INTERSOS work in specific areas, including interview to staff and beneficiaries; the final version to be discussed with project manager/coordinator. Also provide subtitles to the videos.</p>
<p>o A short video of 2 minutes with explanation subtitles and music (only images not interviews)</p>
<p><strong>3. Position requirements</strong></p>

<p>Bachelor’s Degree in Film, Photography, Graphic Design, Media Arts, Visual Arts, Journalism, Communication, IT or relevant fields.**</p>

<p>At least 2 years’ experience in photography video shooting, editing and production.**</p>
<p><strong>Professional requirements</strong></p>
<p>Ø Proven ability in photography/Videographer and ability to assimilate and communicate complex visual messages in an engaging and user-friendly manner;**</p>
<p>Ø Have extensive experience in producing news, documentary films, TV programs and 3 to 4-minute short format films;**</p>
<p>Ø Advanced knowledge and skills of Pinnacle Studio, Adobe After Effect, MS Office, including Corel Draw, Adobe Photoshop and other editing tools is required;**</p>
<p>Ø Flexibility to travel around Somali regions on short notice;**</p>
<p>Ø Ability to work on a strict deadline;**</p>
<p><strong>Languages</strong></p>
<p>Fluency in written and spoken English and Somali is required.</p>

<p>The content of all footage filmed for this assignment is the sole property of INTERSOS. The photographer will be credited for all the materials used.</p>
<p><strong>CODE OF CONDUCT.</strong></p>
<p>Video maker/photographers have to respect, during the mission and in any dissemination activity of the collected material, the INTERSOS policies (CP policy and PSEA policy), the guidelines of the INTERSOS Brand Identity and the safety procedures indicated by the Organization. They also have to not to publish any photos or images without consent.</p>
<p>As a general input to this section, not mandatory requirements are followed by the word ‘‘desirable’’ in brackets. All other requirements are considered as mandatory.</p>

<h2>ACTED Somalia</h2>
<p>ACTED is supporting man-made and natural disasters-affected populations in Somalia by delivering emergency aid and strengthening their resilience. Somalia has been experiencing recurrent humanitarian crisis for more than 20 years; ACTED teams have been deployed for over 10 years with ongoing relief programming being carried out in the North as well as in the South (Lower Juba, Bay, Sanaag and Gedo Regions), with a coordination office in Mogadiscio and a supporting team in Nairobi (Kenya). Projects are designed according to the populations’ needs and include activities related to water, sanitation and hygiene, food security and livelihoods, lifesaving cash transfer programmes, camp coordination and camp management, as well as shelter and non-food items activities.</p>
<h2>You will be in charge of</h2>
<p><strong>1. Internal Audit management</strong></p>
<p>Implement the approved national internal audit plan: conduct and supervise internal audit missions through a risk management approach</p>
<ul>
<li>Audit Plan: Draft, implement and update the country audit plan (including IP Due diligences);</li>
<li>Conduct country Internal audit missions: plan, organize and conduct country/area audit missions according to the Country Audit Plan and the ACTED internal audit methodology;</li>
<li>Review and approve the country/area internal audit missions conducted by the area / country audit and compliance team;</li>
<li>Contribute in managing Implementing Partners relationship on compliance and audit aspects such as due diligences, mitigation plan follow-up;</li>
<li>Suggest measures for mitigating such risks to the CD, discuss the main findings and recommendations with the CD during the mission; draft an action plan (AUD-04B) to be discussed with the CD during the debriefing session;</li>
<li>Audit report: send the audit reports (AUD-04A) after regional and/or HQ approval;</li>
<li>Ensure the recommendation follow-up and actively participate in their implementation.</li>
</ul>
<p>Control the implementation of the ACTED standard guidelines and FLAT System at the capital, area and partner’s levels</p>
<ul>
<li>Control the monthly flow of documentation from the Areas and Partners to the Capital office; Review documentation compliance level on a random basis ;</li>
<li>Supervise the National Compliance Officer in compiling, filing and checking all project related financial, logistics, administrative, HR, and programme information (including documentation from the areas and the partners) in the designated project Compliance FLATS folder on a monthly basis (FLA 01 and FLA 03);</li>
<li>Support the Compliance Team in identifying the compliance issues by filling the compliance checklists (FLA 02);</li>
<li>Link with the other departments, share the compliance issues identified and the action plan to mitigate the risk. Ensure the follow-up of the action plan (AUD 04B).</li>
<li>Issue and/or review the Monthly Compliance Report (FLA 04) and the Audit TITANIC drafted by the Compliance Officer, obtain the Country Director review and approval and send it to HQ and Regional audit teams.</li>
</ul>
<p>Control the compliance with country rules and regulations</p>
<ul>
<li>Support upon request the Country Director and/or the HQ Audit Director in litigation cases (staff, suppliers, etc.) follow-up;</li>
<li>National and local legislation follow-up: in link with the Country Finance Manager and the Country Director, make sure that the national and local legislation is well followed (tax exemption, social security, labour law etc.);</li>
<li>Tax/VAT exemption follow-up: in link with the Country Finance Manager and the Country Director, make sure that ACTED complies with tax laws and that tax/VAT exemptions are requested in a timely manner.</li>
</ul>
<p>Provide support to mitigate the high risks identified</p>
<ul>
<li>Provide technical support to the Finance, Logistics, Admin, Audit and Programme departments and participate to the action plan implementation to mitigate the risks identified in 1.1, 1.2 and 1.3 upon request of the Country Director and / or the HQ Audit, Legal and Transparency Director.</li>
</ul>
<p><strong>2. External audit : ensure the external audit and the due diligences preparation and follow up</strong></p>
<ul>
<li>Ensure the preparation of external audits and due diligences in close collaboration with the HQ Audit Department, the Country Finance Manager and the Country Director;</li>
<li>Review and approve the draft of the External Audit preparation (AUD-01) and ensure the update of Project, FLAT &amp; External Audit Follow-up (AUD-00) by the Compliance Officer;</li>
<li>Train the implementing partners / country/area staff to the external audit preparation;</li>
<li>Contribute, in line with the Country Finance Manager in managing external audit preparation related to Implementing Partners expenses.</li>
<li>In close relation with the Country Director and the Country Finance Manager, facilitate and coordinate the audit, organize the kick off and close out meetings of each external audit;</li>
<li>Draft ACTED Management responses to the audit report, to be approved by the Country Finance Manager and the Country Director first and then by the HQ Audit Department. Follow-up the reception of the signed audit report;</li>
<li>Ensure the update of the External Audit Recommendations follow up (AUD-02) and ensure implementation of the recommendations from external audits;</li>
<li>When relevant to a project or mission registration, provide technical support to select external audit companies.</li>
</ul>
<p><strong>3. Training sessions / lessons learn / best practices</strong></p>
<p>Capacity building and Training</p>
<ul>
<li>Provide practical training on specific areas of ACTED procedures;</li>
<li>Coach, train, and mentor Compliance staff in the country.</li>
</ul>
<p>Lessons learn</p>
<ul>
<li>Contribute to proactive dissemination and use of knowledge gained through audit activities (internal and external audits) among international and national staff;</li>
<li>Participate in kick-off /closure meetings to share lesson learnt from previous audit and highlight donor guidelines.</li>
</ul>
<p>Process improvement</p>
<ul>
<li>Reinforce current procedures and the quality of ACTED internal control, based on international best practices, donors’ requirements and results of internal &amp; external audits;</li>
<li>Upon request from the Audit Director, participate to the drafting of specific policies.</li>
</ul>
<p><strong>4. Transparency/Compliance Management</strong></p>
<ul>
<li>Minimize risk of fraud and corruption by ensuring adherence to ACTED FLATS procedures, ACTED Code of Conduct and ACTED Anti-Fraud Policy;</li>
<li>Upon request of the Country Director and/or the Audit Director, coordinate Fraud cases investigations;</li>
<li>Ensure the Fraud Register (FRA-04) is well maintained and updated;</li>
<li>Actively promote ACTED’s anti-fraud and whistle blowing policy within all ACTED offices in country.</li>
</ul>
<p><strong>5. Team Leadership</strong></p>
<ul>
<li>Update the organization chart and ToRs of the Compliance team according to the mission development;</li>
<li>Plan &amp; conduct Audit and Compliance recruitments &amp; appraisals; train &amp; build capacities of the Compliance staff in country; identify staff with potential, and contribute to internal mobility strategy;</li>
<li>Ensure training and capacity building for the Compliance team members in order to increase the level of technical ability and skills within the department</li>
<li>Actively participate in country level coordination meetings by reporting on progress, and risks.</li>
