<li>Support Cooperating Partners (CPs) in planning and conducting full household biometric registration based on appropriate targeting criteria. Ensure biometric registration tools hardware and software are available, and functional at field sites with the latest approved Apps.</li>
<li>Coordinate with CPs, CBT &amp; IDM Programme Learning, Monitoring &amp; Evaluation (PLME) and Activity Leads to plan to implement biometric verification exercises in line with WFP&#8217;s Global Assurance Guidelines. Lead field-level support during verification, reporting on the verification outcomes and actions taken.</li>

<li>Adjudicate and deduplicate identities in SCOPE to ensure that each beneficiary is uniquely enrolled and linked to the correct intervention type. <li>Provide on-the-job training and refresher sessions to CP staff based on approved SOPs and guidelines for biometric registration and verification to ensure CPs adhere to WFP identity management standards.</li>
<li>Maintain effective coordination with TEC AO Activity Leads and CP focal points to ensure smooth planning and execution of full household registration and beneficiary verification.</li>
<li>In collaboration with PLME, organize monitoring plans and visit the accessible registration/ verification sites to assess the compliance to the SOPs and guidance. Report the finds to the AO Head of Programme and Activity leads for improvements. Complete all internal reporting and contribute to external reporting obligations, including daily reports, updates, sit-reps, monthly reviews, and donor reports.</li>
<li>Identify lessons learned and best practices for use in future WFP cash and food programme interventions.</li>
<li>Provide technical support to field teams on the use of CBT and IDM tools and systems.</li>

<li>Maintain, update Guest House and office stocks such as stationery, cleaning, food and other NFIs materials, maintaining their records, issuance, and usage properly, and preparing monthly reports.</li>
<li>Coordinate housing and G.H accommodations for WFP and Non-WFP Staff through online booking and ensuring GH rooms are clean, and all facilities are functioning properly.</li>
<li>Managing transport Facilities, allocating vehicles &amp; drivers for the Airport, tiny movement, field visits and meetings and accepting booking requests through online corporate to keep accurate movement records.</li>
<li>Alternatively Facilitating any all-Admin tasks out of my respective for the office when needed.</li>

<p><b>Experience: At least two (2) years</b> of relevant work experience with a Secondary School Certificate, or a University Degree (Diploma/Bachelor&#8217;s) with a minimum of <b>one (1) or more years</b> of relevant experience in general administrative work.</p>

Contracting Officer</p>
<p>DUTIES AND RESPONSIBILITIES<br />
This position requires an individual to manage and represent the humanitarian portfolio for Somalia. The SHA will serve as the primary contact and liaison in Mogadishu, Somalia for OFDA’s and FFP’s ongoing humanitarian assistance activities in Somalia, as well as for DRR programs. The SHA, in close coordination with the Nairobi-based Somalia humanitarian team, will substantially contribute to program analysis and strategy development and work closely with the USAID/Somalia mission staff, the U.S. Embassy, other donors, the Somalia government, U.S. military representatives, USG interagency partners, IOs, NGOs, and the UN, in responding to humanitarian needs and sudden onset disasters. The SHA will also be responsible for reporting to OFDA ECA Regional Office in Nairobi, Kenya, and to OFDA/Washington.</p>
<p>Because of the substantial coordination requirements of this position, an individual with a highly collaborative work style is required. The SHA must be prepared to function effectively in a challenging and restrictive work environment and be willing to strictly adhere to U.S. Embassy security guidelines.<br />
Working directly under the guidance and supervision of the OFDA SRA for ECA, and with regular interaction with the FFP Office Chief for East Africa and designated Regional Advisor covering Somalia and in consultation with USAID/Somalia, the individual will perform the following duties and responsibilities:</p>
<p>Contextual Specialty<br />
 Develop and maintain knowledge of the key humanitarian, resilience, and DRR issues within Somalia.<br />
 Maintain an in-depth understanding of political, humanitarian, organizational, and stakeholder interests specific to Somalia.<br />
 Monitor incipient disasters, international disaster response plans and efforts, and major humanitarian issues and challenges in the area of responsibility through a wide range of USG and international sources.<br />
 Identify humanitarian issues, priorities, lessons learned, and opportunities within and relevant to Somalia and apply those to program strategy development and implementation.<br />
 Prepare and/or provide substantive assistance in the preparation of regular strategic and analytical reports on current or anticipated emergencies, as well as comprehensive preparedness documentation on Somalia.<br />
Portfolio Management<br />
 With strong coordination and collaboration with the Somalia humanitarian team based in Nairobi, the incumbent will lead efforts to identify and assess new humanitarian assistance requirements, target beneficiary groups and locations, oversee the general direction of existing relief and transition and resilience oriented programs, and broadly recommend the types of interventions and budget levels required in Somalia.<br />
 Closely collaborate with Mission colleagues on program coordination to share information, avoid overlap, and explore opportunities for synergies and resilience efforts. Maintain ongoing dialogue with the OFDA and FFP ECA Regional Office and Washington Team Leads for Somalia on these efforts.<br />
 Monitor ongoing humanitarian assistance efforts in Somalia. Liaise with partners and other donors, coordinate closely with ECA Regional Office, and provide coordinated field feedback to the partners.<br />
 In consultation and collaboration with the Nairobi-based humanitarian team, coordinate collection of information and provide updates and recommendations through written reports on issues related to the humanitarian situation, including the following:<br />
o Capacity and ability of UN, IOs, NGOs, and local institutions to carry out programs.<br />
o Capacity of the logistics infrastructure to support programs.<br />
o Security situation of beneficiaries, personnel, convoys, and relief operations in general.<br />
o Role of in-country UN leadership and the UN Mission in Somalia in facilitating humanitarian assistance.<br />
o Contributions by other donors, problems arising from implementation of relief and reintegration programs, and any other issues that require the attention of OFDA, FFP, and USAID/Somalia.<br />
o Humanitarian coordination issues and any recommendations for change.<br />
 In consultation and collaboration with the Nairobi-based humanitarian team, provide guidance to organizations that are developing proposals for OFDA and FFP, based on “OFDA’s Guidelines for Unsolicited Proposals and Reporting” and “FFP’s Annual Program Statement”, as appropriate.<br />
 In collaboration with the Nairobi-based humanitarian team, review concept papers and proposals and provide timely recommendations/comments to OFDA and FFP/Washington and the ECA Regional Office.<br />
 In collaboration with the Nairobi-based humanitarian team, ensure reporting on a timely basis to OFDA and FFP Washington and ECA Regional Office on the quality of grantees’ work, noting deficiencies, attributes, and evolving operational conditions.<br />
 Along with the Nairobi-based humanitarian team, maintain regular, close coordination and communication with the ECA Regional Office and OFDA and FFP headquarters in Washington, D.C.<br />
Representation<br />
 Represent USAID’s humanitarian portfolio in-country at senior level meetings within the USG and with humanitarian stakeholders and convey humanitarian concerns and priorities from the OFDA and FFP perspective through oral and written briefings.<br />
 Coordinate policy development meetings such as:<br />
o Meetings with individual and groups of implementing partners discussing programmatic priorities, objectives, progress, results, and challenges.<br />
o Discussions, meetings, and papers informing USG foreign policy in areas with humanitarian concerns or impacts.<br />
o Donor and implementing partner coordination forums.<br />
 Serve as the principal point of contact in-country for OFDA and FFP for humanitarian issues and serve as a liaison on program issues among USAID mission staff, the U.S. Embassy and other USG agencies, military representatives, OFDA/Washington and the overall humanitarian community.<br />
 Present USAID’s humanitarian perspectives to NGOs, IOs, and UN agencies relating to humanitarian assistance strategies and priorities, including USAID’s approach to sustainable, resilience-oriented humanitarian programs. Work closely with the Regional Advisor and OFDA’s and FFP’s technical advisors to discuss and understand sectoral priorities.<br />
 Represent USG humanitarian interests at national and international meetings and conferences, and facilitate, as requested, travel and briefings for official USG visitors to Somalia interested in humanitarian issues.<br />
 As the humanitarian specialist in Somalia, engage in U.S. Embassy policy conversations, remaining available to provide timely reporting and clearances in response to high-level USG queries originating from the region or from Washington, D.C.<br />
Leadership<br />
 Provide recommendations on current and future directions of FFP and OFDA’s Somalia portfolios to include programmatic, budgetary, and human resource requirements.<br />
 Serve in a leadership role within USAID/Somalia, in coordination with Mission senior leadership, to incorporate humanitarian and resilience concerns into Mission activities and identify opportunities to leverage USAID interventions.<br />
General Duties<br />
 Serve in leadership, planning, or program positions on response teams and assessment teams within and outside the region.<br />
 May serve as needed, on Washington-based RMTs, which provide services and support to DARTs deployed in response to disasters. The duties on RMTs vary.<br />
 May serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time.<br />
 As needed, may serve on temporary detail within the office to meet operational needs during staff shortages, not to exceed six months. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities as well as directly related to the scope of work provided.</p>

<p><strong>Position overview</strong></p>
<p>Under the supervision of the Country Director, the Program and Grants Coordinator will be responsible for the management and growth of RI Somalia’s multi-sectoral (education, health, nutrition, WASH and FSL) program portfolio, including but not limited to program management, budget management, strategic planning, team management and representation and coordination. The Program and Grants Coordinator will also lead program development efforts for RI Somalia’s multi-sectoral portfolio, focusing on mobilization, effective scale up and management of RI health, nutrition, FSL and WASH programs.</p>
<p><strong>Position Responsibilities and Duties</strong></p>
<p><strong>Program management and strategy</strong></p>
<p>· Assist the Country Director in leading the development and implementation of overall program strategy.</p>
<p>· Overall responsible effective programmatic and financial management of RI Somalia projects through effective project cycle management.</p>
<p>· Ensure timely submission of accurate, comprehensive, and high quality, project narrative (and financial) reports in line with agency and donor guidelines.</p>
<p>· Encourage a culture of learning and innovation, ensuring that all projects capture and document lessons learned and best practices.</p>
<p>· Ensure RI policies for grants management are adhered to.</p>
<p><strong>Business development</strong></p>
<p>· In collaboration with Regional Program Development Manager, identify and monitor business development opportunities and trends.</p>
<p>· Lead the development of innovative, high-quality, responsive and evidence-based concept notes and proposals for funding.</p>
<p>· Provide ideas, feedback and best practices and approaches to and collaborate closely with RI technical staff to design innovative, integrated programming.</p>
<p><strong>Team management</strong></p>
<p>· Effectively manage talent and supervise staff for the RI Somalia education, health, nutrition, FSL and WASH teams.</p>
<p>· Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of staff, and complete performance management for direct reports.</p>
<p>· Ensure positive and collaborative working relationships in line with RI&#8217;s Code of Conduct.</p>
<p><strong>Representation and coordination</strong></p>
<p>· Actively participate in sector meetings and working groups to represent RI, present best practices from RI Somalia and RI needs assessments, learn from other partners, collect relevant information and report on RI implementation.</p>
<p>· Coordinate with RI’s technical field teams, RI’s Technical Advisory Department (TAD), WHO, UNICEF, Clusters and other technical agencies to ensure that standard guidelines and best practices are followed.</p>
<p>· Maintain effective working relationships related to activities with representatives of relevant government ministries, universities, NGOs and contractors, implementing partners, and other key stakeholders.</p>
<p><strong>Other</strong></p>
<p>· Understand and adhere to Relief International established policies and procedures for administration, finance, procurement, data management and beneficiary data protection, child protection, Code of Conduct (including Sexual Exploitation and Abuse and Harassment) and security management;</p>
<p>· Reinforcing and ensuring compliance to policies and procedures and support of Child Protection Focal Point;</p>

<p><strong>Qualifications &amp; Requirements</strong></p>
<p>· Bachelor’s degree required, Master’s preferred. Public health, education, international development or similar degree preferred.</p>
<p>· Minimum of four years management of humanitarian programming experience in project cycle management, preferably in low income/conflict-affected countries.</p>
<p>· Experience in proposal development for donors such as OFDA, ECHO, DFID, UN Agencies etc.</p>
<p>· In-depth knowledge of and experience working with displacement issues and related international standards and frameworks, SPHERE standards, humanitarian coordination mechanisms and accountability principles.</p>
<p>· Demonstrated ability to create and maintain effective working relationships with Somalia government personnel, stakeholders, NGO partners, and international donor agencies, national and international staff.</p>
<p>· Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-cultural team.</p>
<p>· Excellent written and oral communication skills.</p>
<p>· Prior experience in Somalia an added advantage.</p>
<p>· Experience working in security-sensitive environments and enforcement of team security protocols is an asset.</p>

This temporary job opening is being advertised for the position of Humanitarian Affairs Officer(Access). The position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Mogadishu, Somalia with travel throughout the country.<br />

• Supports the Head of Unit in development and implementing an access strategy for the Somalia context, including actor mapping, context analysis of access dynamics in Somalia and the region<br />
• Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.<br />
• Reviews and provides advice on humanitarian access, safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance; organizes and supports follow up work, including interagency technical review meetings to support access work and decision-making on important issues.<br />
• Drafts and prepares regular access papers/reports highlighting relevant policy and operational factors affecting access, the humanitarian situation and response efforts.<br />
• Supports the maintenance of an up to date Access Database, including access tracking, reporting and analysis, providing timely analysis and updates to various coordination fora and key stakeholders.<br />
• Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.<br />
• Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.<br />
• Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. Provides substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues.<br />
• Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc., maintaining an up to date contacts database. Supports access advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, the media, etc.<br />
• Support negotiations with relevant stakeholders to establish/ maintain humanitarian access and resolve any arising constraints, while working to promote a principled, coordinated approach to access and share best practice with partners to ensure effective humanitarian access strategies across the country.<br />
• Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms. Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian access-related matters. Performs other duties as required.<br />
• Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.<br />
• Under the supervision of the HoU, serves as the primary focal point on specific topics or policy-related issues, particularly access and protection; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.<br />
• Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.<br />
• Provides substantial inputs to advisory briefings for the OCHA Head of Office, Deputy Head of Office, Head of Access and Civil-Military Coordination Unit, or Head of Sub-Offices for humanitarian access issues in the AOR<br />
• Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.<br />
• Provides guidance to, and may supervise, new/junior staff.<br />
• Performs other duties as required.</p>

<p><strong>Education</strong></p>
<p>Advanced university degree (Master&#8217;s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.</p>
<p><strong>Work Experience</strong></p>
<ul>
<li>A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area, of which at least three years must be at the international level in an insecure/ conflict affected environment is required.</li>
<li>Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.</li>
<li>Experience in undertaking access negotiations is desirable.</li>
<li>Previous experience in civil-military coordination with UN, or experience in the military forces dealing with major humanitarian operations, is desirable.</li>
<li>Experience in the UN Common System is desirable.</li>
<li>Experience in the region is desirable.</li>
</ul>
<p><strong>Languages</strong></p>
<p>French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.</p>

<p><strong>Special Notice</strong></p>
<p>This temporary position is intended to fill the functions of short-term duration of six (6) months with the possibility of extension. The selected candidate is expected to start as soon as possible.<br />

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
