<p><strong>ROLE PURPOSE:</strong></p>
<p>The Head of Climate and Child Poverty Reduction will play a pivotal role in shaping and advancing Save the Children International&#8217;s strategic ambitions in Somalia. This position sets the direction, growth, and coordination of our work on Climate and Child Poverty, encompassing a diverse portfolio that includes cash transfer programming, social protection and shock-responsive safety nets, economic resilience, disaster risk reduction (DRR), anticipatory action, climate change adaptation and resilience, food security and livelihoods, and youth economic empowerment including TVET.</p>
<p>Aligned with our Country Strategy (2025-2027) and Global Strategy, this role reflects our commitment to sustainability, and context-driven programming. The Head of Climate and Child Poverty Reduction will lead the development and delivery of high-quality, cost-effective programs in both humanitarian and long-term development settings—resulting in immediate and lasting change for children.</p>
<p>In collaboration with the Research and Evaluations team, the Head of Climate Child Poverty Reduction will provide technical leadership in climate and child poverty-focused studies and drive the documentation and dissemination of innovations and good practices to inform project design, implementation, and policy advocacy, in line with the Country Office&#8217;s Evidence &amp; Learning Agenda.</p>
<p>The role also involves strategic networking and partnership building with government ministries, UN agencies, civil society organizations, and donors. A key responsibility will be to mobilize resources and expand donor relations to support the sector&#8217;s strategic growth and impact.</p>
<p>In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.</p>

<p>What we are looking for:</p>
<p>This position is a collaboration between NRC and IOM. The Climate and Environment Manager will be hired by NRC and seconded full-time to IOM to support the technical development and implementation of Resilience Design (RD) under the Jowhar Off stream Storage Programme (JOSP), with potential for broader application across Hirshabelle and other geographic areas.</p>
<p>The Manager will spend 10% Level of Effort supporting the BRCiS-wide Ecosystems Workstream and the Danwadaag-wide Livelihoods and their six downstream partners, Resilience workstream and strategy, providing cross-consortium technical guidance, learning capture, and adaptive management.</p>
<p>The remaining 90% LoE will be dedicated to supporting IOM&#8217;s implementation of Resilience Design within the JOSP programme—applying ecosystem-based, community-led design principles to support durable solutions, flood mitigation, land restoration, and climate adaptation in Jowhar and other high-risk areas.</p>
<p>The Manager will work closely with IOM&#8217;s Resilience Design Consulting and Program team, while remaining administratively embedded in NRC&#8217;s Somalia team and contributing to consortium learning and coordination.</p>

<li> Oversee the development and implementation of the IOM JOSP (and occasionally other relevant programs) workplan and overall IOM Learning Strategy including management of learning consultancies, outcome harvesting exercises, activity pilots, and/or other activities resourced by the Workstream, in consultation with IOM teams, BRCiS CMU Programme Manager and MEAL Manager, and the Danwadaag CLT.</li>
<li> Lead regular meetings (including and especially in accessible field locations) to oversee the adaptive learning implementation at field level and lead knowledge and experience sharing across the Consortium members.</li>
<li> Participate in national, regional, and global technical fora to remain up to date on technical developments and best practices and proactively identify external innovations for consideration by the Workstream.</li>
<li> Represent the IOM JOSP project in presentations of adaptive management findings (research, reports, best practice guidelines, etc.) to external stakeholders including JOSP donor representatives, peer implementers, and national, regional, and global communities of practice.</li>

<p>What you will bring</p>
<p><i><b>Professional competencies:</b></i></p>

<li> 5+ years&#8217; experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa and including significant field-based experience with relevant techincal approaches to project workstream.</li>
<li> Multiple Resilience Design (T3 level) trainings completed and/or co-taught.</li>
<li> Demonstrable experience with Resilience Design programming and implementation</li>
<li> Excellent report and proposal writing skills in English language, including synthesis and elaboration of qualitative and quantitative inputs/data</li>
<li> Excellent English language communication skills &#8211; negotiation, networking, influencing, public speaking and facilitating workshops at different levels.</li>
