<p><strong>Role Dimensions:</strong></p>
<p>Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $100million annual budget and staff over 650 staff.</p>
<p><strong>ROLE PURPOSE:</strong></p>
<p>The Communications and Media Assistant (CMA) will play a key role in supporting the Puntland Area Office by working closely with the Head of Communications &amp; Media and the Program Development, Communication &amp; Engagement Department. The role focuses on developing child-centered and child-led content that amplifies children&#8217;s voices while ensuring strict adherence to safeguarding protocols. The incumbent will be responsible for creating compelling visual and written content, managing media relations, supporting digital communications across multiple platforms, and documenting program impact through case studies and success stories. The role involves coordinating media visits, providing interpretation and translation services, supporting advocacy communications, and maintaining relationships with local and international media partners. The assistant will work with minimal supervision while navigating the complex political and security environment of Puntland, Somalia, ensuring effective communication and engagement with diverse stakeholders including children, communities, government officials, donors, and media representatives.</p>

<p><strong>QUALIFICATIONS</strong></p>
<ul>
<li> Bachelor&#8217;s degree in journalism, Media, Communications, English, Development Studies, or related fields.</li>

<p><strong>EXPERIENCE AND SKILLS</strong></p>
<ul>
<li> At least 1-2 years of experience as a journalist, communications, media, content creator, or similar role, preferably in the humanitarian/development sector.</li>
</ul>
<p><strong>Desirable:</strong></p>
<ul>
<li> Proficiency in photography, videography, and audio production skills, with experience handling relevant software (Adobe Creative Suite, Canva, etc.).</li>
<li> Excellent written and verbal communication skills in English and Somalia languages.</li>
<li> Strong ability to take initiative in the field and, when necessary, take control of high-pressure situations involving local and foreign journalists and SC staff.</li>

<li> Proven experience working in a multicultural environment with excellent interpersonal and communication skills, intercultural sensitivity, teamwork, and discretion with confidential information.</li>

<p>In Somalia FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.</p>
<p><strong>Primary purpose of the position:</strong></p>
<p>Under the supervision of the Head of Programs and Business Development, the Senior Communications and Advocacy Officer is responsible for pushing forward the design and implementation of the FCA Somalia’s advocacy strategy and for further development of advocacy, policy, and communications work (both internal and external). The role is to support the development of and in collaboration with program teams coordinate the implementation of communications, advocacy and campaign strategies, media engagement plans, digital and social media strategies, visibility and communications plans for programs and building FCA’s brand. The post holder will lead the production and development of communications materials that are necessary for communication with donors, stakeholders, government, beneficiaries, and HQ in addition to supporting program teams on advocacy initiatives.</p>
<p><strong>Main tasks:</strong></p>
<p><strong>Campaign and Advocacy</strong></p>
<ul>
<li>Lead on FCA Somalia efforts through raising public awareness on the impact of Interventions through producing social media materials, supporting programs in the organization of high-level advocacy events and media collaboration.</li>
<li>Coordinate with all Project and Program Managers in planning, monitoring, evaluation, and reporting on Advocacy initiatives as well as coordination with the program team.</li>
<li>Coordinate with Program and Project Managers in development, implementation, monitoring, and evaluation of advocacy plans for Somalia country office</li>
<li>Work with the MEAL team in communicating the program evidence and best practices to support and inform the implementation of advocacy plan and achievement of program results at scale.</li>
<li>Support Program/Project Managers to plan and utilize advocacy and campaigns budgets.</li>
<li>Produce high quality public and private policy and advocacy materials including talking points, letters, briefing notes, position papers, and advocacy reports.</li>
<li>Provide trainings on advocacy to field staff and develop the capacity of national staff to implement impactful advocacy interventions.</li>
</ul>
<p><strong>Communications</strong></p>
<ul>
<li>Produce accurate, clear, and consistent information and communications outputs that highlight Somalia’s situation and FCA’s work in Somalia, including case studies, feature stories, and online platforms.</li>
<li>Produce visually appealing and brand-aligned external marketing materials for all sectors and programs, including for fundraising purposes.</li>
<li>Review and approve TORs for printing and production of all communication materials.</li>
<li>Lead in the development of a social media plan as well as production of multimedia materials, including photos, videos, infographics, animation, etc.</li>
<li>In collaboration with Program Managers, develop specific communications plans for each thematic area and ensure roles and responsibilities for the implementation of the plan are agreed upon and clear.</li>
<li>Keep all social media and websites updated, including FCA Office sites and all related project sites.</li>
<li>Ensure high-quality internal communications materials across our internal channels. Promote sharing, learning, and interactive dialogue among staff.</li>
<li>Obtain approval for publishing materials as per relevant FCA procedures and protocols, and in line with International and local laws.</li>
</ul>
<p><strong>Capacity Building</strong></p>
<ul>
<li>Build capacity of program staff to understand advocacy, campaign, and communications approaches, tools, and requirements.</li>
<li>Manage and ensure capacity building of Communications and Advocacy Partner staff, interns assigned to support advocacy, campaigns, and communications work.</li>
<li>To coordinate with the Country Office Team and other relevant departments in support Advocacy and Communication FCA work.</li>
</ul>
<p><strong>Experience:</strong></p>
<ul>
<li>A bachelor’s degree in public relations, Journalism, Communications, Media Studies, or related field.</li>
<li>Work Experience: Five (5) years or more relevant work experience. (Experience in a Non-profit sector is an added advantage)</li>
<li>At least 5-year experience in advertising, communications, social media, media management, marketing, public relations, or related field.</li>
<li>Strong experience in leading or implementing strategic Advocacy and communications campaigns.</li>
<li>Ability to speak confidently in front of the media, donors, and senior staff</li>
<li>Good eye for page layouts and design</li>
<li>Good understanding of social media engagement</li>
<li>Good understanding of the key components in brand management</li>
<li>Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure.</li>
<li>Experience of working in related human development issues, especially one or more of FCA (i.e., Right to Peace, Quality education and Livelihood) is an advantage.</li>
<li>Willingness to travel to field offices and work in the difficult environment according to travel requirements.</li>
<li>Knowledge and working experience in Governance, Reconciliation, Peace building, Gender Equality and Social Inclusion is an asset.</li>
<li>Fluency in English and Somali (written and spoken) is essential, with demonstrated exceptionally strong writing and presentation skills.</li>
</ul>

<p><strong>Overview of position</strong></p>
<p>In response to increasing defections from non state militant groups in Somalia, the Federal Government of Somalia (FGoS) &amp; UN partners embarked on a process to develop the “national program on the treatment &amp; Handling of disengaged combatants” (national program). The national program maintains the objective of establishing a comprehensive process that allows for low risk disengaged combatants &amp; women associated with Al Shabab (WAAS) through transition centres in Kismayo &amp; Baidoa. The transition centres offer support to equip beneficiaries with the skills to socially &amp; economically reintegrate into society. This support includes the provision of basic education, civic education, religious counselling &amp; life skills, business, financial literacy &amp; vocational training. Our client&#8217;s Disarmament, Demobilization &amp; Reintegration (DDR) unit is seeking to recruit an experienced Life Skills &amp; Financial Literacy Trainer to support beneficiaries in achieving livelihood goals. The position involves:</p>
<ul>
<li>Counselling beneficiaries regarding educational, vocational &amp; career goals.</li>
<li>Facilitating life skills training to teach beneficiaries both soft (e.g. conflict resolution, emotion management, leadership) &amp; hard skills (e.g. resume writing, interviewing, job searching) to facilitate employment.</li>
<li>Facilitating financial literacy training to teach beneficiaries basic financial concepts.</li>
<li>Facilitating community outreach for arts based social cohesion activities.</li>
</ul>
<p>The position will work closely with Social Workers &amp; other Instructors in the centre to develop individualized livelihood plans for beneficiaries. Overall contract performance management will be done under the supervision of the Centre Manager with technical oversight from the Livelihoods Team Leader.</p>
<p><strong>Role objectives</strong></p>
<ul>
<li>Create, update &amp; maintain training materials, manuals, handouts, practice exercises &amp; administrative documentation.</li>
<li>Help beneficiaries identify personal strengths &amp; skills based on educational background, employment history &amp; career goals.</li>
<li>Provide beneficiaries with information &amp; strategies for excelling in the workplace &amp; dealing with job dissatisfaction.</li>
<li>Identify individual barriers to employment &amp; assess need for further training.</li>
<li>Assist beneficiaries with job readiness skills, job search strategies, writing resumes &amp; preparing for job interviews.</li>
<li>Conduct life skills training to teach psychosocial skills such as decision making, conflict resolution &amp; emotions management, among others.</li>
<li>Conduct community outreach to facilitate arts based social cohesion activities building upon the lessons learned in the life skills curriculum; this will include travel to communities &amp; facilitation of activities with community members.</li>
<li>Provide classroom teaching to implement a financial literacy curriculum to teach beneficiaries low literacy how to manage personal finances responsibly &amp; obtain financial self sufficiency.</li>
<li>Motivate students to take control of their financial well being.</li>
<li>Implement strategies to support &amp; foster financial literacy to students.</li>
<li>Perform other duties related to the DDR program as assigned by supervisor.</li>
</ul>
<p><strong>Project reporting</strong></p>
<ul>
<li>This role works under the supervision of the Centre Manager with technical oversight from the Livelihoods Team Leader.</li>
</ul>
<p><strong>Key competencies</strong></p>
<ul>
<li>Minimum 2 years’ experience teaching adolescents or adults or 2 years providing psychosocial support services to vulnerable populations (e.g. child protection, gender based violence, adolescents / youth).</li>
<li>Experience managing confidential information &amp; managing attendance.</li>
<li>Prior experience working with vulnerable populations.</li>
<li>Prior experience in UN or NGO preferred.</li>
<li>Knowledge of financial literacy, budgeting / debt reduction, saving &amp; problem solving &amp; intervention strategies.</li>
<li>Knowledge of UN programming.</li>
<li>Excellent communication skills.</li>
<li>Computer literate (MS Office Word, Excel, Outlook).</li>

<p>CARE is an International NGO working in Somalia since 1981. CARE and its partners work with vulnerable communities to provide life-saving emergency assistance to people affected by conflict &amp; crisis and address the underlying causes of poverty. Today, CARE is amongst the largest International Non-Governmental-Organizations in Somalia and Somaliland, making significant contributions to respond to substantial humanitarian needs while leading on recovery and development efforts. This includes helping to strengthen the capacity of the government to ensure gender-responsive social services and governance.</p>
<p>CARE International, Somalia Country office, has developed a new strategic plan for the period 2024 to 2030. This strategic plan will be rolled out in early 2024 upon completion of preliminary actions towards the end of 2023. To operationalize the new strategy, there is need to review what changes are needed to make the current staff structure and reporting lines to deliver the shift from impact group to impact area programming.</p>
<p>This may also be an opportunity to address unclear issues in the current structure such as unstandardized reporting lines and job requirements. In addition to moving away from impact group programming to impact area programming the strategy embraces cross-cutting initiatives such as ‘locally led, globally connected’. The CO intends to refocus programming from direct implementation to increasingly work with women-led organisations (WLO) and women’s rights organisation (WRO) through transferring financial resources and some roles and responsibilities, with a particular emphasis on a genuine shift of power rather than continuing with a sub-contracting, resource-based model.</p>
<p>The CO is also investing in readiness to position for contracts, implementing as grant agents for government channelled funding and exploring more work with private sector. There is need to consider what this means in terms of our staffing, both in numbers but also skill sets as there may be need to retrain staff, or potentially hire new staff with different skills/experience.</p>
<p>The change management process is expected to involve staff and partners for purposes of transparency and accountability. It is an opportunity to discuss issues of improvement in internal efficiencies in terms of programming and program support. The process will be participatory and will fully involve staff across all levels, and all offices. Discussions with our partners will be structured and will inform the changes that need to be done to improve the partnership models for better service delivery to the populations we serve.</p>
<p>In the new strategy CARE Somalia expects clarity on what success looks like for the new structures and approaches. This is possible when there is consensus on challenges including (i) whether the challenge is one that can be resolved through the envisaged structures and ways of working, (ii) clarity on whether investment is in the appropriate areas to deliver on the strategic goals. This will in turn inform investments in required trainings, equipment &amp; technology, learning opportunities from and by other CARE Country Offices and peers.</p>
<p><strong>Purpose:</strong></p>
<p>The Organizational development consultant will conduct the organizational functional review, will design an appropriate organizational structure, develop a talent management strategy as well as an HR transition plan that enables the delivery of the strategy.</p>
<p><strong>3. Scope of work</strong></p>
<p>The scope of work will include but is not limited to the following:</p>
<ol>
<li><strong>Identify</strong>:
<ul>
<li>Review key documents (e.g. Strategy, organogram, job descriptions, performance management tools, talent management framework, HR manual) and engage in consultations with CARE senior management and staff. On this basis, provide a sequenced plan of actions, including the necessary preparatory work that must be completed prior to commencement.</li>
</ul>
</li>
<li><strong>Diagnose</strong>
<ul>
<li>Assess the alignment of the current structure with the strategy.</li>
<li>Perform a functional review per department and gap analysis on job descriptions in terms of skills, positions, structure needed to deliver on the new strategy.</li>
<li>Through discussions with staff/departments, identify current ‘pain points’ with our current structure and identify measures to resolve the structural problems.</li>
</ul>
</li>
<li><strong>Design</strong>
<ul>
<li>Design a revised structure that constitutes optimal staffing levels and well-defined roles.</li>
<li>Propose positions and their respective job descriptions, responsibilities and skills set, levels of seniority that are aligned to CARE’s program strategy/plans.</li>
<li>Review senior staff roles across categories such as manager or adviser to ensure coherence and consistency.</li>
<li>Propose a capacity development and transition plan for those positions and people needing adjustments to deliver on the new strategy. Some current staff may not be suitable to fill positions within the new structure, and so there may be a need to let go some current staff and recruit new staff with appropriate experience and skills.</li>
<li>Adapt/ develop a tailored talent management strategy (Performance Management system that is adapted to matrix structures; recruitment and retention strategy) that ensures that staff members are supported to identify and follow up on individual professional development objectives; assess and advise where additional investment in human resources would be required in the mid to long-term by assisting CARE management in planning Human resources needs and anticipating new issues.</li>
<li>Design a HR transition plan which would lead from the current structure to the next, considering the forward-looking strategy and legal implications and cost. The transition plan will be implemented between January 2024 to June 2024.</li>
</ul>
</li>
<li><strong>Deliver and sustain:</strong>
<ul>
<li>Train targeted staff on outputs of the consultancy.</li>
<li>Support management in workshops facilitation to present the output of the consultancy.</li>
<li>Prepare presentations and facilitate discussions with Management and staff when required.</li>
</ul>
</li>
</ol>
<p>NB: The consultant is expected to use any required methodology (group discussions, interviews, literature/desk review) to perform the above-mentioned tasks in a participatory and inclusive way.</p>
<p><strong>Expected Output/Deliverables:</strong></p>
<ol>
<li>A HR transition plan leading from the current structure to the next including risks and opportunities.</li>
<li>A refined and aligned organization chart.</li>
<li>Realigned job descriptions and specifications that clearly reflect the academic qualifications, experience, responsibilities, key performance areas and standards, competencies, supervision, and reporting relationship.</li>
<li>Training sessions to management on the new structure, ways of working together and relevant performance management support.</li>

<p>The consultant will report to Country Director and work closely with the SMT. Other key stakeholders of this consultancy are:</p>

<p><strong>BACKGROUND</strong></p>
<p>The Somalia Resilience Programme (SomReP) is a consortium of seven international non-governmental organizations (INGO) and one Local NGO. SomReP works to enhance the resilience of chronically vulnerable households, communities and systems across Somalia.</p>
<p>The Somalia Resilience Program (SomReP) is an ambitious approach to tackle the challenge of recurrent droughts and the chronic vulnerability among pastoralists, agro-pastoralists, and peri-urban households in one of the poorest countries in the world. SomReP is being implemented through a consortium of 7 INGOs (ACF, ADRA, CARE, COOPI, DRC, Oxfam and WVI) and 1 Local NGO(Shaqadoon)</p>
<p>SomReP would like to engage a qualified and dynamic consultant to provide translation services from English to Somali language of the following documents:</p>
<ol>
<li>Financial literacy training curriculum and strategy</li>
<li>Implementation session plans, pre/post tests and follow up tools</li>
</ol>
<p>The consultant will translate the above documents from English to local Somali language, cognizant of the dialect differences among the Somali people.</p>
<p><strong>OBJECTIVES OF THE ASSIGNMENT</strong></p>
<p>The main purpose of the consultancy is to provide translation and editing Financial literacy curriculum and related documents from English to Local Somali language.</p>
<p><strong>Duties and Responsibilities:</strong></p>
<p>· Translate the Financial literacy documents English content into the Somali language;</p>
<p>· Share the draft translation with SomReP partners</p>
<p>· Incorporate suggested changes to the translation</p>
<p>· Ensure accuracy of terms and terminology used in said documents</p>
<p>· Ensure translation is technically, linguistically and grammatically correct with no errors.</p>
<p>· Ensure proper design and layout of the translated documents ready for printing to be used for training</p>
<p>· Submit the final translated Financial literacy documents in soft copy to SomReP Technical Unit</p>
<p><strong>Competencies and skills</strong></p>
<p>· Degree in Linguistics, Business management, Entreprenuership, Communications, International relations/ Journalism, or related areas;</p>
<p>· Excellent command of written and spoken Somali at a native or near-native level.</p>
<p>· Excellent command of written and spoken English</p>
<p>· At least three years of translation experience in the relevant area.</p>
<p>· Demonstrated good understanding of technical terms used in areas of Financial Inclusion and education, generally in Entreperenuership.</p>
<p>· A keen eye for spotting errors/typos, inconsistencies, and graphic works;</p>
<p>· Proven skills in translation and interpretation from Somali and into English and vice versa;</p>
<p><strong>Evaluation Criteria</strong></p>
<p>The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows:</p>
<p><strong>MANDATORY REQUIREMENTS</strong></p>

<p><strong>Responsibilities</strong></p>
<p>i. Help execute a strong ADRA Somalia brand strategy with a clear organizational story and design profile. Ensure the correct application of the brand guidelines across all communication channels, both printed and online.</p>
<p>ii. Oversee the planning and production of compelling and issues-oriented fundraising, advocacy and publicity materials (web-based, electronic, print and video) for effective donor and public engagement by ADRA Somalia &#8211; both in-country and internationally as appropriate.</p>
<p>iii. Coordinate the process of identifying, documentation and dissemination of most significant change stories, and promising best practices using various multimedia platforms.</p>

<p><strong>Qualifications/Experience</strong></p>
<p>i. Bachelor’s Degree in Mass Communication or related field.</p>

<p><strong>ROLE PURPOSE:</strong></p>
<p>The Area Research &amp; Evaluation Coordinator will lead the delivery of Somalia Country Office&#8217;s Evidence and Learning agenda in southern states of Somalia. specifically, the implementation of research and evaluation studies at the field level in Galmudug, Hirshabelle, south west and Jubaland states and Banadir region. He/she will work closely with other members of the Program Development &amp; Quality (PDQ) department to extract learning from wider research and practitioner communities to promote innovation and ensure that learning from research and evaluations is used to improve program quality, inform evidence-based program design, drive innovation, and inform policy and advocacy work in both the humanitarian and development sectors to deepen the impact of our work on children&#8217;s lives.</p>

<p><strong>Duties and Responsibilities</strong></p>
<p>· Contributes in defining communication objectives, strategies and plans of action for the sub-delegation’s area, in line with the delegation priorities and communication/prevention strategy</p>
<p>· Supports the development as well as implementation of strategies and corresponding plans of action to meet operational communication needs for each field structure and ensures their integration across programmes</p>

<p><strong>How can you make a difference?</strong></p>
<p><strong>Specific tasks:</strong></p>
<ul>
<li>Read relevant Country Programme documents to familiarize himself/herself with UNICEF&#8217;s work in Somalia;</li>
<li>In consultation with the Deputy Representative Programmes and the Chief of Communication, develop an outline of themes and sub-themes to be covered in the country kit, ensuring that cross-cutting themes such as gender, early childhood education, communication for development, and emergency response, are adequately represented.</li>
<li>Submit a concept for the country kit.</li>
<li>Submit a production schedule that includes travel to Somalia, interviews with key programme staff to gain deeper insights, travel to field locations in Somalia, production, post-production, and submission of final text.</li>
<li>Review previous human interest stories and select and edit appropriate stories for inclusion in the country kit.</li>
<li>Work with the communication section to select relevant pictures for each story and ensure they are fully captioned.</li>
<li>Identify and hire a designer to design and lay out the text. The consultant will review mock-ups of the country kit and associated products to align them with the pre-production concept.</li>

<p><strong>Methodology:</strong></p>
<ul>
<li>UNICEF will provide relevant background documents for the consultant to review;</li>
<li>The consultant is expected to draw most of the material for the country kit and associated products from these background documents. However, as these are communication tools, the consultant is also expected to colour the text with human interest stories, call-outs, quotes, factboxes, etc.</li>
<li>The themes and sub-themes will be agreed with the Deputy Representative (Programmes) and Chief of Communication.</li>
<li>Drafts will be submitted to the Chief of Communication as per production schedule and reviewed by relevant Programme Chiefs and Chiefs of Field Offices before final review by the Deputy Representative (Programmes) and sign-off by the Representative.</li>
<li>The consultant will interview programme chiefs for an in-depth understanding of the UNICEF Somalia country programme.</li>
<li>The consultant is expected to work with the communication section in choosing relevant pictures, having them fully captioned and submitted, together with the text, for production.</li>
<li>The consultant will receive mock-ups of the country kit and associated products and provide comment, ensuring that they fit with the concept.</li>
</ul>

<p><strong>To qualify as an advocate for every child you will have&#8230;</strong></p>

<li>Advanced degree in journalism, communication, development studies, social sciences or a related field.</li>
<li>At least eight (8) years&#8217; experience in communication, development, or any related social science field;</li>
