<p><b>Terms of Reference (ToR) for supporting the Ministry of Environment and Climate Change in developing National Guidelines on the Voluntary Carbon Market Mechanism</b></p>
<p>The Federal Government of Somalia is a Party to the Paris Agreement and is advancing implementation of its Nationally Determined Contributions (NDCs), Article 6 readiness, and international carbon market participation. In 2025, Somalia established its Designated National Authority (DNA) to oversee engagement in international carbon markets. A recent readiness assessment confirmed the country&#8217;s strong potential and recommended the urgent development of national guidelines and governance frameworks for voluntary and compliance carbon market participation.</p>
<p>The Ministry of Environment and Climate Change (MoECC), with support from the International Rescue Committee (IRC), is therefore seeking an experienced International Consultant to lead the development of Somalia&#8217;s National Guidelines for the Voluntary Carbon Market (VCM). The consultant will undertake the bulk of the analytical and drafting work, working closely with two national consultants to ensure contextual alignment and knowledge transfer.</p>
<p><b>Purpose</b></p>
<p>The purpose of this assignment is to develop technically robust, internationally aligned, and nationally coherent guidelines that establish clear institutional arrangements, approval procedures, safeguards, benefit-sharing mechanisms, and reporting requirements for voluntary carbon market activities in Somalia. The guidelines must align with the Paris Agreement, Somalia&#8217;s NDC, environmental and social safeguards, and international voluntary carbon standards.</p>
<p><b>Roles and Responsibilities</b></p>
<p>The International Consultant will:</p>
<ul>

<li>Lead the overall technical design, structure, and drafting of the National VCM Guidelines</li>
<li>Provide technical quality assurance on the national consultants&#8217; desktop review, ensuring alignment with international voluntary carbon standards, Article 6 requirements, and global best practices, and identifying any gaps in coverage.</li>
<li>Provide technical guidance on the stakeholder mapping and engagement plan developed by the national consultants ahead of the consultation workshop in March/April.</li>
<li>Provide remote technical input and advisory support for the March/April consultation workshop, which will be facilitated by the national consultants.</li>
<li>Attend the validation workshop in May</li>
<li>Prepare draft and revised versions of the guidelines</li>
<li>Integrate stakeholder feedback and finalize the document</li>
<li>Provide strategic technical guidance to MoECC and support capacity transfer to national consultants</li>
<li>Work closely with the IRC Climate Research &amp; Innovation team, who will conduct a complementary carbon market landscape assessment, to identify how best to leverage these outputs.</li>

<p><b>National Consultants</b></p>
<p>The International Consultant will work closely with two national consultants, who will be hired to conduct the preparatory and national-level work for this assignment. The national consultants will operate under the technical direction of the International Consultant, who will oversee their outputs, provide quality assurance, and support knowledge transfer throughout the engagement. Specifically, the national consultants will:</p>
<ul>
<li>Conduct the comprehensive desktop review of <b>all national-level</b> climate frameworks, environmental legislation, DNA mandates, and related policy and legal instruments</li>
<li>Develop the stakeholder mapping and engagement plan ahead of the March consultation workshop</li>
<li>Facilitate the March consultation workshop and prepare the workshop report</li>
<li>Support stakeholder coordination, contextual inputs, and workshop logistics throughout the assignment</li>
<li>Provide technical contributions and contextual review of draft guidelines under the direction of the International Consultant</li>
<li>Support the validation workshop logistics and documentation</li>

<li><b>Draft national VCM guidelines</b> &#8211; first full draft incorporating findings from the desktop review, stakeholder mapping, and consultation workshop</li>
<li><b>Revised national guidelines</b> &#8211; updated draft incorporating feedback from the consultation workshop and MoECC review</li>
<li><b>Final national guidelines</b> &#8211; finalised version incorporating validation workshop inputs, ready for formal adoption</li>
<li><b>Validation workshop report</b> &#8211; summarizing outputs from workshop, including inputs into national guidelines and other actions</li>
<li><b>Executive policy brief</b> &#8211; using a template provided, for approval by the DG and technical team</li>
</ul>
<p>The assignment will be completed within 25 working days from April-June. The assignment includes mandatory travel to Mogadishu for the validation workshop, and may include a second trip if feasible. Travel is expected to be 5 days each trip, with costs incurred reimbursed.</p>
<p>The consultant must possess an advanced degree in climate policy, environmental law, carbon markets, or a related field, with at least 10 years of experience in carbon markets or Article 6 mechanisms. Demonstrated experience developing national carbon market frameworks and working with governments in developing or fragile contexts is required.</p>
<p>The consultant will report to the Director General of MoECC and work closely with the Climate Finance Unit and the DNA.</p>
<p><b>Required Expertise</b></p>
<ul>
<li>Advanced degree in climate policy, environmental law, carbon finance, environmental economics, or a related field.</li>
<li>Minimum 8-10 years of demonstrated experience in carbon markets, including voluntary carbon market standards and/or Article 6 mechanisms under the Paris Agreement.</li>
<li>Proven experience leading the development of national carbon market frameworks, guidelines, or regulatory instruments for government institutions.</li>
<li>Strong technical knowledge of environmental integrity, safeguards, benefit-sharing models, MRV systems, and alignment with NDC targets.</li>
<li>Demonstrated experience structuring institutional arrangements for Designated National Authorities (DNA) or similar governance mechanisms.</li>
<li>Proven ability to lead multi-stakeholder consultations and translate technical inputs into coherent, policy-ready documents.</li>
<li>Experience working in developing or fragile contexts, with strong understanding of climate governance challenges.</li>
<li>Excellent analytical, drafting, and policy-writing skills with a track record of producing high-level national guidelines or regulatory frameworks.</li>
</ul>
<p><b>Technical Evaluation Questions</b></p>
<p><b>VCM governance architecture and decision rights:</b> Who has what decision rights (MoECC vs other ministries vs federal member states), what are the approval “gates, ” and what&#8217;s the minimum viable system that&#8217;s credible and enforceable?</p>
<p><b>Standards alignment, integrity risks, and practical MRV design:</b> Which standards and integrity requirements will Somalia align to, and how will MRV work in practice? Which international standards are most relevant, what integrity risks are most material (additionality, permanence, leakage, safeguarding), and what MRV approach is feasible given data and security constraints?</p>
<p><b>National legal, policy, and mandate alignment (including carbon rights/authorization):</b> What do existing climate frameworks, environmental legislation, land/NRM rules, and DNA-like mandates imply for carbon ownership, project eligibility, and the host-country authorization process? <b>Stakeholder engagement, safeguards, benefit-sharing, and grievance mechanisms:</b> Which stakeholders shape feasibility across the project lifecycle, what consent/consultation threshold is required, and what safeguards, benefit-sharing, and grievance mechanisms must be mandatory?</p>
<p><b>Operationalization, templates/SOPs, and capacity transfer for sustained implementation:</b> What templates/SOPs and capacity are needed for MoECC and national consultants to run reviews, manage revisions, and improve the system over time (performance metrics, learning loop, update cycle)?</p>

<p>UNFPA requires strong geospatial expertise to support the generation, management, analysis, and visualization of population and survey data for evidence-based planning and programme implementation. In contexts where recent census data are limited or incomplete, high-quality spatial data and robust geospatial systems are essential for identifying population distribution, service coverage gaps, vulnerable groups, and priority areas for intervention.</p>

The consultant will strengthen geospatial workflows, improve data quality and interoperability, and support the use of GIS for planning, monitoring, and decision-making across UNFPA programmes, including projects implemented in collaboration with the Government of Somalia.</p>
<p><strong>Key Responsibilities</strong></p>
<p>● Lead the design, implementation, and continuous improvement of GIS workflows for population data, survey data, service mapping, and spatial analysis.</p>
<p>● Compile, assess, clean, restructure, and integrate spatial and non-spatial datasets from multiple sources to ensure consistency, accuracy, and fitness for use.</p>

<p><b>Background:</b></p>
<p>UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.</p>
<p>The UN Women Somalia Strategic Note 2026-2030 articulates the entity&#8217;s strategic direction, objectives, and approaches to support efforts to achieve gender equality and empower all women and girls, including women&#8217;s full enjoyment of their human rights. It outlines how UN-Women will leverage its normative support functions, UN system coordination and operational activities, as mandated by its founding resolution, in an integrated and mutually reinforcing manner in support of transformative results.</p>
<p>The Joint Police Programme II (JPP2) continues to address the efficiency, effectiveness, transparency, and accountability of police service delivery to Somali citizens, while supporting the institutional and operational capacities of the federal and state-level security and police institutions, with a focus on human rights and gender responsive measures. Through this second phase of the programme, UNDP, UNSOM and UNWOMEN will further assist the FMS and FGS police structures to enhance their development and professionalization and protect the safety of citizens, as well as their individual rights, in line with the New Policing Model. Which although not fully implemented is the basis for policing programming in the country. The Programme intends to adopt a more problem-solving and people-centric approach and proposes to combine the institutional and capacity development support provided to federal and state-level police institutions, and the strengthening of community engagement through improved and extended police service delivery and enhanced oversight and integrity mechanisms, allowing citizens to increasingly participate in security sector strategies and protection mechanisms that more effectively respond to their grievances.</p>
<p>Women´s participation and representation in the police has been limited to date. UNDP in collaboration with the OPM surveyed women´s roles in the security sector and found that while several high-level posts have been held by women at the federal level, both in government and now in parliament but the number of women the security sector and police reform, especially at the FMS level is very low. But even where women had been in top level positions in the security sector this had not translated into security sector development being more gender sensitive. On the contrary, in a meeting hosted by the OPM in November 2021, women in the security sector complained that gender and women´s issues were largely ignored in security sector development and that even the international community had failed to prioritize women in police training or encourage more recruitment of women in the police.</p>
<p>To promote the viability of a policing career in security services for women, a concentrated effort is required to highlight what the job entails and showcase exemplary female officers to the pools of potential recruits. This would entail engaging youth and women directly in their communities. Promoting women&#8217;s role in policing in Somalia is crucial for fostering gender equality, improving community relations, and enhancing the effectiveness of law enforcement. A strategic initiative could focus on recruiting and training more women officers, providing them with opportunities for career advancement and leadership development, as well as creating a supportive and inclusive work environment. The campaign could highlight the unique perspectives, skills, and strengths that women bring to policing, emphasizing their important role in promoting safety and security for all members of society. By showcasing successful female officers as role models and advocates for change, this campaign aims to break down barriers, challenge stereotypes, and empower women to take on active roles in law enforcement, ultimately contributing to a more diverse, equitable, and effective police force in Somalia.</p>
<p>UN Women will hire a consultant to develop a Female Career Path Policy that responds directly to the challenges outlined through conducting an evidence-based assessment of existing systems, engaging key stakeholders across federal and state levels, and formulating actionable strategies to improve recruitment, retention, and advancement opportunities for female officers, the consultant will ensure that the Female Career Path Policy is inclusive and sustainable. This work will lay the foundation for an institutionalized, inclusive, and sustainable career development pathway that not only elevates women&#8217;s participation and leadership in the security sector but also strengthens the overall effectiveness and accountability of policing in Somalia.</p>

<p>The consultant will be reporting to the Joint Police Project 2 Programme Specialist and will be working closely with the UN Women team, directly supported by WPS Programme Assistant, who will be the point of contact on the logistics, contract, technical support and payment issues.</p>

<p>Develop a Female Career Path Policy that outlines strategies to facilitate the progression of female officers within the Somalia Police Force at both Federal and State levels, with the aim of enhancing retention and promoting career advancement.</p>

Critical issues, problems and the causes of the problems will also be highlighted. The MPR is critical background for effective planning in the National Malaria Control Programme (NMCP).</p>
<p>The country authorities will convene partners in a joint consultation in the process of the malaria programme review, where WHO will provide the technical background, coordinate contributionsfrom programme officers, experts and partners, guide the discussion, consolidate the outcomes, and design the workplan for the MPR and subsequent development of the strategic plan. WHO is recruiting one international consultant to lead this process and develop a final MPR for Somalia and one National Consultant to assist and facilitate the process.</p>

<div>The Nutrition Field Monitors will contribute to achieve nutrition programme targets through improving quality of preventative and curative nutrition services for women and children. Nutrition Field Monitors will ensure that nutrition program documents with CSOs are implemented as planned.</div>

<div>The Nutrition Field Monitors will be required to perform the following specific tasks under the direct supervision of the Nutrition Officer at the zonal level and functional level communication with the Nutrition Specialist – Governance, at the CO level.  They will Conduct and follow up on Nutrition Field Monitoring Visits (Plan and conduct at least two programmatic monitoring visits per month, using standardized tools and submit a report with action points within 7 days of the visit).</div>

<div>1. Contribute to Weekly Nutrition Updates (Submit a concise and evidence-based nutrition update every Thursday by 12:00 PM for inclusion in the weekly Section updates).</div>

<div>2. Support CSO partners to build capacity of community health workers to provide maternal, infant and young child nutrition (MIYCAN) for groups and individual counseling including cooking demonstration.</div>

<div>3. Support Implementation of Digital Nutrition Solutions (support the rollout of digital nutrition tools (e.g., LMSM, Ogow SAM/OTP registry) in at least 100% of targeted health facilities, including training and troubleshooting support.</div>

<div>4. Provide support in monitoring stocks of nutrition supplies by ensuring timely submission of up-to-date report on stock status by CSO partners through the LMSM and flagging stock-outs within 48 hours for immediate action.</div>

<div>Provide support in following up on non-reporting partners by conducting monthly follow-up with all non-reporting CSO partners, aiming to achieve 100% reporting compliance in ONA and Ogow by the 10th of each month. Support Malnutrition Prevention by providing ongoing technical guidance to malnutrition prevention strategies, including Infant and Young Child Feeding (IYCF), MtMsG, maternal and adolescent nutrition, and micronutrient supplementation. Assist partners in designing and implementing community mobilization campaigns focused on key prevention messages such as exclusive breastfeeding, timely introduction of complementary foods, and hygiene practices.</div>

<div>5. Promote Systems Approach in CHW Messaging (ensure CHWs integrate messaging on food, health, WASH, education, and social protection in at least 80% of community sessions).</div>

<div>6. Monitor VAS and Deworming Campaigns (Support planning and monitoring of VAS and deworming activities during integrated campaigns or routine delivery, ensuring timely reporting and 90% coverage in targeted areas.</div>

<p>UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.</p>
<p>UN Women&#8217;s mandate (GA resolution 64/289) is to lead, coordinate and promote accountability of the UN System to deliver on gender equality and women empowerment with the primary objective of enhancing country-level coherence, ensuring coordinated interventions, and securing positive impacts on the lives of women and girls, including those living in rural areas.</p>
<p>It provides strong and coherent leadership in support of Member States&#8217; priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women commits itself to the Leaving No One Behind principle, by intentionally supporting targeted actions aimed at addressing obstacles that marginalized and vulnerable groups of women and girls face in exercising their rights.</p>
<p>UN Women&#8217;s mandate is to support and strengthen the leadership, visibility, and impact of Women-Led Organizations (WLOs) and Women&#8217;s Rights Organizations (WROs) as central actors in advancing gender equality and women&#8217;s empowerment in Somalia. These organizations are often the first responders in humanitarian crises, key advocates in development processes, and essential voices in peacebuilding and governance. They bring deep contextual knowledge, trusted community networks, and a strong commitment to serving marginalized women and girls. However, in recent years, WLOs and WROs in Somalia have faced a combination of growing challenges. These include shrinking civic space, limited access to flexible and direct funding, underrepresentation in formal coordination and decision-making structures, and exclusion from key localization and partnership frameworks. Organizational capacity limitations ranging from leadership development and financial management to proposal writing further constrain their ability to scale or sustain their work. Critically, despite the increasing reliance on local actors, there remains no centralized or verified mapping of WLOs and WROs in Somalia that clearly documents their geographical presence, areas of specialization, institutional capacity, and priority needs. This lack of visibility has resulted in fragmented engagement by development and humanitarian actors, missed opportunities for partnership, and duplication of efforts across thematic areas such as gender-based violence, sexual and reproductive health, economic empowerment, and peacebuilding.</p>
<p>One of the ongoing challenges is the lack of a shared understanding of what defines a Women-Led or Women&#8217;s Rights Organization. While these organizations are generally expected to have women in leadership and a strong focus on promoting women&#8217;s rights, some local groups may be led by women but do not have a clear gender equality agenda. This has led to confusion about which organizations qualify for specific support, with some being overlooked and others included even if they don&#8217;t fully align with the intended focus. As a result, it becomes more difficult for donors and partners to engage consistently and -equitably with genuine women-focused organizations. Through this mapping, an initiative led by the Gender in Humanitarian Action (GiHA) Working Group, UN Women aims to provide greater clarity, equity, and structure to how WLOs and WROs are identified, supported, and engaged, ensuring that those at the forefront of advancing women&#8217;s and girls&#8217; rights in Somalia are fully recognized and meaningfully included in national and international development and humanitarian agendas.</p>
<p><strong>Duties and Responsibilities</strong> Under the guidance of the UN Women Somalia Country Representative and the direct supervision of the Planning and Coordination Analyst, Program Specialist and GiHA Co-chairs, the Consultant will be responsible for the following specific tasks:</p>

<li>To document the current status of local NGOs and CSOs across Somalia particularly Women-Led Organizations (WLOs), Women&#8217;s Rights Organizations (WROs), and Youth-Led Organizations (YLOs) including their thematic focus, operational presence, programmatic work, and the challenges and opportunities they face in the current humanitarian and development context.</li>
<li>To understand the current goals and strategic priorities of WLOs, WROs, and YLOs, and identify the types of technical, financial, and institutional support they require to effectively achieve those priorities, particularly considering shifts in focus, funding flexibility needs, and changing operational realities.</li>
<li>To assess their expectations and needs from UN agencies, donor institutions, and development partners, including how these actors can more effectively engage with, fund, and support local women- and youth-led organizations in a manner that is inclusive, equitable, and aligned with the localization agenda and gender equality commitments.</li>

<p>Apart from funding sources, what are their immediate needs, and what type of support do they require from development partners, donor agencies, or UN agencies to ensure they can operate safely?
