<p>In response to the ongoing emergency response, NRC is setting up a roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected communities.</p>

<p><strong>Specific Responsibilities:</strong></p>
<ul>
<li>Assist in the planning and implementation of education projects, ensuring alignment with NRC&#8217;s objectives and standards.</li>
<li>Work with the Education team, Ministry of Education (MOE), and communities to identify target communities and schools based on needs assessments in project operational areas.</li>
<li>Organize and lead mobilization and sensitization campaigns within target communities to raise awareness and promote participation in the education program.</li>
<li>Collaborate with district education authorities, head teachers, and Community Education Committees (CECs) to ensure the enrollment and effective learning of pupils in accordance with NRC standards and criteria.</li>
<li>Strengthen the capacity of communities to identify and address barriers to quality education for vulnerable children through training and coaching.</li>
<li>Assist local education authorities in the recruitment of teachers based on established selection criteria. Regularly update the teachers&#8217; payroll to ensure timely incentive payments.</li>
<li>Train and coach CECs, head teachers, and teachers in the development and implementation of School Improvement Plans, in collaboration with regional and district education officers.</li>
<li>Ensure that the education program is implemented in close coordination with MOE and other education sector actors, promoting synergy in project activities.</li>
<li>Participate and contribute to emergency response activities as needed, ensuring that educational needs are addressed during crises.</li>
<li>Ensure strict compliance with NRC policies, procedures, and relevant donor regulations. Ensure visibility of NRC and donors during project implementation.</li>
<li>Regularly supervise the teaching and learning processes in supported schools to ensure adherence to quality standards.</li>
<li>Document and share challenges, gaps, needs, best practices, and lessons learned. Ensure the collection of quality and relevant data using NRC&#8217;s M&amp;E procedures and tools.</li>
<li>Identify operational, technical, and management challenges during project implementation and report them to the project team leader for resolution.</li>

<p><strong>1.</strong> <strong>Background and Context</strong></p>
<p>In April 2020, the Global Partnership for Education has approved an additional Maximum Country Allocations (MCA) for the implementation of the Education Sector Strategic Plan of the Federal Government of Somalia. It is two year program commencing from June 1, 2020 to May 2023. The program has four key components including:</p>
<p><strong>Component 1: Increasing equitable access to and quality of early childhood care and education:</strong> This component seeks to Increase equitable access to and quality of early childhood care and education services through: (a) developing institutional structures at the state levels to better manage the sub-sector; (b) establishing coordination mechanism between the Ministries of religious affairs and Ministries of Education; (c) increasing awareness at the community level on the role of ECCEin children’s development increasing parents’ involvement and support for ECCE; (d) addressing quality of the subsector through the development of an integrated Quranic-ECCE curriculum and training of 50 Quranic teachers; (e) increasing the availability of learning facilities through constructing 50 ECCE hubs within existing traditional Quranic schools.</p>
<p><strong>Component 2: Increased equitable access to quality primary education for out-of-school children:</strong> This component seeks to enhance equitable expansion of access to quality primary education through: (a) construction and rehabilitation of school infrastructure(classrooms and WASH facilities), (b) improving access to primary education for children with disabilities.</p>
<p><strong>Component 3: Enhanced quality of education and children’s learning outcomes:</strong> This component also seeks to enhance quality of primary education and children’s learning outcomes through (a) provision of school based coaching for headteachers to improve school performance, (b) review of textbooks content for grade 1 to 8, (c) construction of libraries in selected schools to promoting a culture of reading and literacy, (d) increasing access to safe and protective learning environments for Somali children.</p>
<p><strong>Component 4: Strengthening the education system at the federal member state level for improved service delivery:</strong> This component seeks to strengthen the education system at FGS and FMS level through: (a) provision of support for examination (primary grade 8) at FMS level to improve learning outcomes, (b) embedding technical staff at FMS level, (c) short-term skills development trainings conducted for education personnel, (d) construction of offices for two FMS and MOECHE.</p>
<p>This consultancy will particularly focus on component 3: Sub-component (a) provision of school based coaching for head teachers to improve school performance. The focus is to provide continuous professional development support towards strengthening the leadership qualities of head teachers to ensure overall quality of education service delivery. In this respect, the GPE MCA program targets a total of 690 school head teachers for training during mid-term school break.</p>
<p><strong>2.</strong> <strong>Purpose of the Consultancy</strong></p>
<p>The overall purpose of this Consultancy is to engage potential consultant that will support MOECHE the development of head teachers training manual on school leadership and coaching. Partners have been adopting different training manual for school head teacher training on leadership and schools management, thus the consultant will be expected to review the existing different head teachers training manuals used by partners and develop comprehensive and consolidated head teacher training manual. The consultant will closely work with Teachers Development Department of the Ministry of Education, Culture and Higher Education and Somali National University that will be supporting the training of the headteachers.</p>
<p><strong>3.</strong> <strong>Scope of Work</strong></p>
<p>The consultant should consider the purpose of assignment and gather initial information at the onset of the process. The following are some general considerations;</p>
<p>· Conduct extensive review of the existing head teacher training guidelines and Identify gaps</p>
<p>· Collaborate and Work closely with Teacher Development Department, Director of Policy and Planning for MOECHE and Somali National University</p>
<p>· Employ different methodologies such as desk review, FGD discussion, KIE with stakeholders, including schools headteachers to identify key topics that is necessary to be included in the training manual</p>
<p>· Prepare inception report and organize validation workshop with stake holders for briefing and inputs on the development of the head teachers training manual</p>
<p>· Develop relevant, comprehensive consolidated headteachers training manual on school leadership and management, coaching, Conflict resolutions, and basic school Quality Assurance steps.</p>
<p><strong>4.</strong> <strong>Methodology</strong></p>
<p>The consultant will perform the tasks under the overall authority/directions of the Director of Teacher Development and advise of the teacher training advisor.</p>
<p>The consultant is expected to compare and contrast the different existing head teachers training manual with different partners including learning institution such as Somali National University and identify key gaps on the different guidelines and incorporate the most relevant topics that is deemed necessary to enhance school leadership and management procedures. He/she is expected to propose key topics that need to be incorporated in the training manual which will be a resource that will be used by all education stakeholder in future.</p>
<p><strong>5.</strong> <strong>Key Outputs/Deliverables</strong></p>
<p><strong>i.</strong> Submit a timeline for the deliverables/outputs, not exceeding 4 weeks (in English/Somali).</p>
<p><strong>ii.</strong> Produce a framework/outline of this training manual to be approved before drafting the actual manual.</p>
<p><strong>iii.</strong> Produce and deliver a draft training manual for consultations by all stakeholders.</p>
<p><strong>iv.</strong> Produce and deliver a final copy of training manual inputs incorporated.</p>
<p><strong>v.</strong> Conduct a validation workshop for all education stakeholders.</p>
<p><strong>vi.</strong> Translate the training manual in Somali language.</p>
<p><strong>vii.</strong> Submit the final versions both in English and Somali language.</p>
<p><strong>6.</strong> <strong>Essential and Desirable Experience/Qualifications/Specialised knowledge</strong></p>
<p>· At least 10 years of progressively responsible professional work experience in education and teacher training, with proven experience developing training materials.</p>
<p>· Excellent written and visual communication skills including ability to present complex processes and issues clearly to a heterogeneous audience and in an actionable manner.</p>
<p>· Experience in developing training programmes for adults.</p>
<p>· Demonstrated experience conducting training and related capacity building of school head teachers for managing schools.</p>
<p>· Knowledge of governance framework and issues in the Somali context.</p>
<p>· Preferably fluency in English and Somali.</p>
<p>· Excellent facilitation skills</p>
<p>· Advanced university degree in education or a related field.</p>
<p>· Availability at the preferred time/during available time window</p>

<p><strong>Overview</strong></p>
<p>Creative Associates seeks a Reading and Education in Crisis or Conflict (Reading /EICC) Advisor for an active USAID funded education project in Somalia.</p>
<p>The Reading /EICC Advisor is responsible for ensuring that children and youth in activity-supported schools and communities achieve improved learning outcomes in selected subjects, including literacy and numeracy, and social emotional learning. S/he will provide technical leadership and support to program staff and stakeholders to drive improvements in children&#8217;s educational opportunity and performance in urban, rural, and pastoralist communities. S/he will lead efforts to improve educational quality in target regions/districts through the development of accelerated education program (AEP) foundational curriculum in literacy and numeracy, teacher training and professional development support, student assessment, and support for students&#8217; and teachers&#8217; wellbeing and engagement.</p>
<p><strong>Reporting and Supervision:</strong></p>
<p>The Reading /EICC Advisor will report to the Chief of Party (COP). S/he will supervise the education technical development and delivery team, including Specialists in Curriculum Development, Professional Development and Training. S/he will additionally provide technical leadership and support for technical education field officers.</p>
<p><strong>Responsibilities</strong></p>
<ul>
<li>Supervise the implementation of the AEP activities and provide technical support and guidance to program staff in targeted regions / districts;</li>
<li>Provide technical leadership and ensure complementarity of activity approaches in training, literacy, numeracy, and socio-emotional learning across the geographic areas;</li>
<li>Provide technical leadership in the implementation of inclusive education activities (e.g. Gender Action Plan, and appropriate screening tools and targeted assistance for children with disabilities), ensuring that activities and approaches across geographic areas are equitable, address the needs of underserved populations and those in need of inclusive education;</li>
<li>Ensure the curriculum for older children and youth cultivates agency via community service learning and action civics;</li>
<li>Provide leadership in organizing curation the education assessment standards, and framework, and authoring of classroom learning materials and supplemental materials that are leveled and differentiated to meet learning needs;</li>
<li>Provide technical inputs and leadership for the implementation of key assessments and research (e.g. Rapid Materials Inventory, gender assessment, and Rapid Education Risk Assessment, and Literacy Landscape Analysis), assisting with the process of development and field testing to validate instruments, analyze results and adapt instruments;</li>
<li>Supervise and provide quality assurance to the production of activity-supported materials, trainings, coaching, and student testing efforts;</li>
<li>Liaise with government representatives and technicians and other stakeholders on technical matters;</li>
<li>Maintain regular communication with the project field staff and COP; and</li>
<li>Responsible for management, leadership, and mentorship of technical staff.<strong>Qualifications</strong></li>
<li>A Master&#8217;s degree (or foreign equivalent) in education, education administration, supervision, development studies, or a related field from an accredited university;</li>
<li>At least six (6) years of experience managing an aspect of early grade literacy projects in formal or non-formal education settings;</li>
<li>Prior experience with the development and implementation of evidence-based education materials, and preferably materials in local languages, training programs, classroom monitoring protocols, and tests and assessments;</li>
<li>Deep understanding of principles and concepts of literacy, numeracy and socio-emotional learning, and tools to assess those skills;</li>
<li>Demonstrated experience improving evidence-based education programming including to rural, ethnolinguistic, and underserved populations;</li>
<li>Able to translate complex, technical concepts to a range of stakeholders, with differing levels of knowledge; and</li>
<li>Proficient and fluent in written and spoken English; strong oral and written communication skills.</li>
</ul>
<p><strong>Desired Skills and Qualifications:</strong></p>
<ul>
<li>Experience presenting research at large-scale research conferences or learning events presenting to a range of stakeholders, including researchers, educationalists and government stakeholders;</li>
<li>A specialized degree, with a focus early grade literacy and/or early grade learning is preferred;</li>
<li>Prior experience with supporting civil-society and parental engagement of reading is preferred, but not required;</li>
<li>Experience in programs in conflict affected regions preferred;</li>
<li>Prior experience in developing gender sensitive and inclusive education activities; and</li>
<li>Proficiency in spoken and written Somali preferred.</li>

<p>Growth, Enterprise, Employment &amp; Livelihoods (GEEL) is 6-year USAID-funded project designed to promote and facilitate inclusive economic growth across Somalia. The project is currently focusing on the agricultural sector (dairy, fisheries, sesame and banana and fresh fruits. to the project is also strengthening the business enabling environment through improving access to finance, policy and regulation, and business development services with particular focus to increase the participation of women and youth in the economy as entrepreneurs, employers, and employees. GEEL has expanded scope to enhance resilience of households and communities through market systems approach including integration into productive sectors of the economy.</p>
<h3>Objectives:</h3>
<p>GEEL will be implementing a diverse set of learning activities and special studies related to resilience-focused programming in Baidoa and other regions such as Lower Shabelle and Mogadishu. The work requires coordination between the resilience team, finance team, various consultants, data collection firms, and economists in RTI’s office in DC, as well as with the USAID Resilience Learning Activity, also based in Baidoa.</p>
<p>The Resilience Collaboration, Research and Learning Coordinator will provide ongoing leadership and support to ensure GEEL’s learning activities and special studies are conducted in a timely fashion, employ effective and relevant methods, generate useful insights, and contribute to USAID and program adaptive management and design. She/he will also plan, design and facilitate interactive learning workshops with the GEEL team to apply learnings to adaptive management. She/he will prepare a work plan for the learning activities over the remaining months of the project, will regularly convene and coordinate between various actors and activities, will ensure deliverables such as scopes of work, data collection instruments, and reports are created with input from GEEL team members, and will form a liaison with the RTI home office to ensure technical input is solicited and received in a timely fashion.</p>
<h3>Responsibilities:</h3>
<ol>
<li>Develop a work plan for special studies and learning activities;</li>
<li>Advise on the design of special studies and measurement methods for pilot activities;</li>
<li>Contribute to and review SOWs and concept notes related to special studies, data collection, analysis and reporting activities;</li>
<li>Provide oversight of data collection activities and reporting deliverables;</li>
<li>Plan and facilitate at least two learning workshops with partners and stakeholders;</li>
<li>Write reports and findings, including outcomes of learning workshops;</li>
<li>Plan and facilitate at least one internal learning workshop in coordination with the MEL Manager;</li>
<li>Plan and lead regular coordination meetings with resilience, finance and home office teams;</li>
<li>Convene collaboration sessions and facilitate communication with RLA and other projects (SomRep, BRCiS, etc.); attend monthly meetings with Danwadag Durable Solutions Consortium to explore potential synergies between private sector-driven approaches and ongoing humanitarian activities.</li>
<li>Presentation of resilience activities and impact to partners including INGOs, government and other stakeholders</li>
<li>Document experience and success stories for inclusion in to GEEL’s weekly and quarterly reports</li>
<li>Maintain regular communication and weekly check-ins with home office;</li>
<li>Remain responsive to emergent needs and requests of the resilience team and USAID;</li>
</ol>
<h3>Deliverables:</h3>
<p>Generate resilience research and learning deliverables, to include:</p>

<p>· Master’s degree in international development, social science research, or program evaluation, or another relevant degree;</p>
<p>Knowledge/Experience:</p>
<p>· Previous experience and demonstrated record of developing and implementing learning agendas with resilience or development programs in Somalia, Ethiopia, Kenya or a neighboring country;</p>
<p>· Minimum of 6 years’ experience in resilience and development programming in Somalia with USAID, DfID or major donors in the resilience space.</p>
<p>· Facilitation capabilities including the ability to design and execute learning activities that contribute to adaptive management.</p>
<p>· Research design and management experience, including the ability to analyze quantitative and qualitative data and write reports;</p>
<p>Skills/Other</p>
<p>· Strong communication skills and the ability to coordinate between teams working in disparate regions and countries.</p>

<p><strong>Role Purpose:</strong> The Education Assistant under the guidance of the Education Project Officer is responsible for the planning, implementing, monitoring and reporting of the education project (including primary, secondary and teacher training and CECs)) in line with and agreed plan of action and budget, donor, SC and government policies, requirements and procedures. He/she will ensure efficient utilization of project resources for the intended purpose through effective planning and monitoring. The Education Intern shall ensure linkage among education and other thematic areas at field level.</p>
<p><strong>Contract Duration: 12 Months</strong></p>
<p><strong>Location: Hargeisa</strong></p>
<p><strong>Qualifications and Experience</strong></p>
<ul>
<li>Diploma in Education (Bachelor degree in education is preferable), social development, economics or other related fields with additional training in education management and administration, EiE, planning monitoring and evaluation M&amp;E and project planning and management techniques</li>
<li>Knowledge of current national international strategies on access, equity, and quality education policies and models</li>
<li>Recommended a minimum of 3 years of relevant experience in education administration and management</li>
<li>Relevant trainings in the area of education, project management and monitoring</li>
<li>Experience of working with local/national governments and capacity building of systems, partners and staff</li>
<li>Ability to extensively travel for project monitoring and provide on-site technical support to field teams</li>

<p><strong>Budget Responsibilities:</strong> N/A</p>
<p><strong>Country Dimensions</strong>: Save the Children has been working in Somalia for more than 60 years. The Country Office has over 500 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer term development work in Health, Nutrition, Water, Sanitation &amp; Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.</p>
<p><strong>Qualifications and Experience</strong></p>
<ul>
<li>Diploma or Bachelor degree in education or a related field with additional training in education planning and management and project planning and management techniques</li>
<li>Knowledge of current national international strategies on access, equity, and quality education policies and models</li>
<li>Recommended a minimum of 3 three years of relevant experience in similar position in implementing developmental education project.</li>
<li>Experience of working with local/national governments and capacity building of systems, partners and staff</li>
<li>Ability to write quality narrative donor reports</li>
<li>Good interpersonal and communication skills including influencing, negotiation and coaching</li>
<li>Strong results orientation, with the ability to challenge existing mind-sets</li>
</ul>
<p>· Excellent verbal and written communication skills in English and Somali.</p>

<p><strong>Role Purpose:</strong></p>
<p>The Education Program Manager is responsible for overall management and coordination of all Education portfolio in Puntland. Specifically, the will be taken with the responsibilities of planning, organising, directing, coordinating, monitoring and evaluation of Save the Children International&#8217;s education programme including basic primary/secondary education, Education in Emergencies, teachers training, skills training and employment and capacity building of education administrations) in Puntland.</p>
<p><strong>Contract Duration: One Year with possible extension</strong></p>
<p><strong>Location</strong>: <strong>Garowe</strong></p>
<p><strong>Qualifications</strong></p>
<ul>
<li>Post-graduate degree in education or a related field with additional training in education planning and management; project planning and management techniques</li>
<li>Recommended a minimum of six years of relevant hands on experience in managing diversified (primary/secondary education, teacher training, skills training, capacity development of education administrations) and large-scale education programme in the context of both emergency and development</li>
<li>Proven experience of developing and managing high quality, innovative and cost-effective education projects in fragile and insecure environments, preferably in Somalia context and with International NGOs</li>
<li>Demonstrated skill and experience in writing up high quality donor reports</li>
</ul>
