Organizational Setting The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land  information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries. Under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Head of Information and system Management Unit.

Technical Focus

The incumbent will be responsible for continuing the design and development of various server automation tasks relating to IM servers and systems, more particularly around FMT system. The DevOps engineer will ensure backups are regularly taken and periodically restoration of backups tested.

Tasks and responsibilities

• • Perform configuration of FAO Somalia servers in consultation with various stakeholders and units.
  • Setup, monitor, support, integrate, and automate security and quality scans for infrastructure and service  deployments.

• • Document the existing CI/CD methodology used by IM team.

• Develop a plan to improve the CI/CD methodology used by IM team in consultation with various stakeholders.
• Implement the planned improvement to CI/CD methodology.
• Implement the planned improvement to individual server and server groups configurations.
• Facilitate migration of servers and applications from Digital Ocean to AWS.
• Development and maintenance of deployment Pipelines.
• Configure and manage data sources e.g., RDBs and NoSQL and Implement solutions to improve observability and monitoring for tools/platforms and services.
• Build/integrate with tools to reduce occurrences of errors and improve deployment cycle, deploy updates and fixes, and implement integrations requested by server and client teams.
• Investigate and resolve technical issues affecting servers and application hosting.
• Implement SSL certificates for FAOSO applications, ensure timely and successful renewal of the certificates.
• Design procedures for system troubleshooting and maintenance.
• Monitor and ensure prompt renewal or payment for subscriptions to server resources, for example cloud servers, applications and server components.
• Perform any other duties as required.

• University degree in software engineering, computer science, information technology or any other relevant field from a reputable institution.
• At least four years of experience in building, designing and managing scalable applications, with a strong foundation in application development.

Responsibilities

Within delegated authority, the Chief of Section, Engineering will apply professional engineering knowledge and expertise in performing the following duties: 1. Administration

• • Works closely with the Chief Service Delivery and/or Chief/Deputy of Mission Support in the development of guidance and procedures for Engineering support.

• Establish work requirements and priorities, based on the mission’s deployment status and mandate.
• Plans, develops and implements the construction of complex and secure construction projects throughout the mission area.
• Develop short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of mission facilities and infrastructure, taking into consideration that missions are typically established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure.

Work Experience

A minimum of ten (10) years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering related construction/commissioning projects, and managing routine and non-routine maintenance and repairs is required. Seven years of supervisory experience at the international level in project management and contract management for large design/construction projects and facilities maintenance programs is required. Experience in directly leading field mission’s engineering asset management activities is desirable. Experience in engineering activities in a conflict and/or post conflict environment is desirable. Experience in the development and management of complex Physical Security Enhancement projects, providing rapid quick solutions is desirable. Experience in managing multi million complex construction and facilities management contracts is desirable. Experience in data analytics or related area is desirable.

Technical Focus

The incumbent will head the infrastructure unit and will provide technical oversight in the implementation of the field programme at the country office level.

Tasks and responsibilities

• • Provide substantive technical oversight and support to the FAO Somalia Country Office in the planning and implementation of infrastructure projects and programmes throughout their whole life cycle.
  • Lead and manage the work of the Infrastructure Unit in the planning, design, coordination, and supervision of FAO’s infrastructure related activities.

  • Design, calculate and prepare specifications for canals, feeder roads, irrigation infrastructure, bridges, stores, offices, slaughterhouses, and other FAO buildings.
  • Prepare and check bill of quantities, cost estimates and tender documents for infrastructure construction/rehabilitation work and evaluate bids.
  • Supervise construction/rehabilitation works prepared by other agencies, check and approve construction/ rehabilitation works reports and prepare recommendations for payments.
  • Provide technical support, training, and reports on FAO infrastructure construction/rehabilitation activities.
  • Provide monthly reports to the Head of Operation and sector coordinators summarizing all project progress and any other matter related to infrastructure projects.

• Coordinate and conduct site visits for all projects and verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.
• Support the overall management of works implementation to ensure construction works are completed on time, within budget and to quality standards.
• In coordination with ESS unit, support Project Managers develop and monitor their respective Quality, Health and Safety, Environment plans.
• Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.
• Perform other related duties as required.

Job is in high risk and harsh climatic conditions such as dust, at times muddy, extremely high temperature, airport noise, restricted living conditions, may be required to share communal bathroom, may be required to travel in-country by light airplane, helicopter, and armoured personnel carrier. This position is located within the United Nations Support Office in Somalia (UNSOS). The QA/QC Electrical Engineer reports to Chief Engineering and Facility Management Section (EFMS) through the Chief of Electromechanical Unit (EMU) and is responsible for providing oversight/ technical and administrative functions in the Electromechanical Unit required works for electrical, Generators and HVAC. Within delegated authority, the QA/QC Electrical Engineer will be responsible for the following duties: Plans, schedules and supervises implementation of engineering projects such as electrical installation and maintenance.

• Monitor Plant and Equipment Maintenance (PEM) Contractors installation, servicing, maintenance and repair of UNSOS Equipment, in compliance with recognized standards and regulations pertaining to safety and installation of codes, generators set including mechanical installations, refrigeration, air-conditioning, solar systems and HVAC .
• Assesses requirements for the electrical installation, repairs and maintenance of engineering equipment. On the basis of the assessment, drafts technical or assessment reports; determines work requirements, and issues work orders and work assignments to assistants and technicians.
• Diagnoses problems and develops solutions for malfunctioning or defective engineering equipment or systems (GENSETS, Kitchen field Equipment, WTP, Reefers etc).
• Coordinates with Electromechanical Unit (EMU) Contractors the electrical installation, servicing, maintenance and repair of engineering equipment, in compliance with recognized standards and regulations pertaining to safety and installation codes. eUqBtAo B2ukkq
• Supervises the quality of the work carried by contractors in accordance with set schedules. Provides inputs related to their quality.
• Inspects and reports on construction, installation and maintenance projects carried out either by contractors or tradesmen and staff under supervision.
• Apply and ensure adherence to safety programmes related to the safe operation of air-conditioning and refrigeration installations, electrical systems, generating sets or power tools and equipment of the building and maintenance trade. Identify resources requirements for his/her area of responsibility in connection with budget preparations.
• Monitor the daily electrical and HVAC issues work orders (iNeeds) and timely attend the issue and reporting.
• Regular maintenance Schedule monitoring for all the mission electrical infrastructures and supervision of the electrical installation and maintenance by the contractor.
• Reads and interprets specifications and technical drawings for construction, installations and upgrade of infrastructure.
• Update maintenance of records relating to quality issues, work orders and general correspondence.

Qualifications/special skills

A first-level university degree in Electrical Engineering. At least eight (8) years of relevant experience in electrical engineering project implementation, quality control and quality assurance in a private, commercial, or military environment, including operations, installation, and service maintenance is required. Previous experience in a post conflict environment or other field operations is desirable. 4-wheeler national driving license ability to write clearly and concisely, and ability to write objective reports, basic Microsoft office tools, being trainable in the system to raise notifications

English and French are the working languages of the United Nations Secretariat. For this opening, fluency in oral and written English is required.

The Water & Habitat (WatHab) Engineer plans, designs and implements engineering projects, monitors on-site works, carries out needs’ assessment, surveys and initiates new projects within the area of responsibility.

This is a national/resident position based in Mogadishu, Somalia.

Duties and Responsibilities

· Prepares relevant documents, assessment reports, drawings, bills of quantities and project proposals for engineering projects using approved formats

· Monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken where necessary

· Ensures that material and equipment delivered to the sites are in the correct quantity and quality as per the requisition from the department

· Supports in identification of needs through assessments and surveys; shares results and findings with the Project Manager

· Supervises contractors working on project sites and conducts quality control of infrastructure installed by the ICRC

· Ensures that contract terms are understood and respected by the contractors

· Establishes a close working relationship and networks with the relevant stakeholders

· Monitors security issues related to project sites and provides regular information to the Project Manager

FEASIBILITY STUDY FOR THE REHABILITATION OF OLD DAMS AND CONSTRUCTION OF NEW DAMS IN HUDUR TOWN, SOMALIA

Background to the Consultancy Assignment

Action Against Hunger has been operating in Somalia since 1992, with current bases in Mogadishu, Garowe, Hudur, Eyl, Elbarde, Wajid and Yeed/Rab-Dhuure. Areas of interventions are nutrition, health, food security and WASH. In 2019 alone, Action Against Hunger programmes in Somalia reached 697,648people through integrated programmes. 213,522 benefitted from WASH interventions^[1].

Currently, Against Hunger is an active member or a leading some of the major consortiums working on nutrition and resilience in Somalia. These include Building Resilient Communities in Somalia (BRiCS) and Somalia Resilience Programme (SomRep). The overall objective of these two programmes is to improve and strengthen the resilience of communities including internally displaced households in Somalia through integrated programming.

One of the areas targeted by Action Against Hunger is Hudur Town in Bakool Region. The town is prone to recurrent flooding; resilience building in the town therefore requires putting in place appropriate flood control and management measures and as well as improving access to flood resilient WASH infrastructure. In order to achieve this, Action Against Hunger intends to work with local authorities to rehabilitate old dams and to support construction of new dams in the town.

Description of Hudur Town

Hudur town is the administrative capital of Bakool region, Hudur lies approximately 420 km South West from Mogadishu, 130 km North of Baidoa and 200 km from Belet Weyne. It is located at the junction of inter-regional roads: in the North-West, to El Berde and, the Ethiopian border, through Yeed; in the South, a 130 km road links to Baidoa, capital of Bay region; on the East, to Tieglow and Hirshabelle via Belet Weyne and Wajid to the South West. The town is in a flat rocky plain at 480 m above sea level. According to UNDP survey in 2014, Hudur has about 110,003 inhabitants^[2] and it’s occupies an area of 5,538Km².

Hudur town comprises of five urban villages (4 sections per village), each headed by a village leader and committee members with specific structures and roles. Buulow: North, Moorogaabey: North-West, Sheikh-aweys: South-West, Horseed: South, Shiidle, West.

In the last fifteen years the urban growth has not followed any particular direction but instead it has steadily sprawled around the town. The resulting pattern is characterized by a low-density development without a clear hierarchy or a regular street pattern with poor accessibility. A gradually improving situation in the region might result in higher migration and increased natural population growth. Without actions to regulate and manage the way new construction will take place, Hudur is likely to suffer increased urban fragmentation, illegal occupation, land disputes and difficulties to provide basic services and infrastructure.

The livelihood activities of the majority of people in Hudur town and the Bakool region as a whole largely depend on livestock rearing and farming. More than 80 % of the population is engaged in these activities. Farming is, however, practiced seasonally, depending on the weather conditions. The main crops produced include cereals (maize and sorghum), beans, simsim and fruits and vegetables (pawpaw, tomatoes, watermelon, onions, and pumpkins).

The town has one main market, Suuq Weyne which acts as both a wholesale and retail trading center. The market is centrally located and has some modern structure. Besides this, there are also other small-scale retail shops in the villages that serve the daily needs of the communities. Hudur has also a livestock market. Within the town, there is also a presence of many small-scale business and menial labor jobs. Despite relative stability and peace in the town, the economy is affected by blocking of access roads in the hinterland as Al Shabaab controls main supply routes in the region and imposes taxes and tariffs. Many goods are airlifted, either from Baidoa or from Mogadishu. This limited accessibility highly affects commodities prices and prevents the recovery of the local economy. Employment opportunities are very limited.

Access to potable water in the town is one of the main challenges due to a combination of factors; arid climate, low ground water potential, human-induced conflicts and a concentration of good aquifers in few locations (Bullow village). There are 419 water sources in Hudur District and most of the permanent water points (Shallow wells & borehole) are concentrated in Hudur town while the rural population mainly relies on rain water harvesting. Of the 419, a total of 345 water points are functional and the remaining 74 water sources are non-functional. During the dry season, 46% of Hudur district rural population is not covered by a water source since majority of the rural population relies on non-permanent water sources and have to trek for an average of 13km to access water from Hudur town. Sanitation access for the urban population stands at 75%^[3] while the major gap is for the rural population where only 45% have access to basic sanitation. Open defecation is thus practiced by a majority of the rural population.

Objective of the consultancy assignment

The specific objectives of this assignment are:

• Conduct a technical feasibility study for the rehabilitation of existing dams along Bullow seasonal river channel in Hudur Town; the aim is to increase water storage capacity.
• Conduct a technical feasibility study for construction of a new dams in Hudur Town

Note: the primary purpose for the dams is flood control and provision of water for irrigation, but the design should factor in current and future water demand for the town.

Expected deliverable

The following will be the main expected deliverables from the assignment requested

Phase 1: Scoping phase

• Mapping of existing water storage infrastructure (dams/water pans) including technical description on current status of each infrastructure (condition of the dam embankments, siltation, weirs, and spillways) etc.
• Map the catchments/watersheds for the seasonal river and conduct hydrological analysis to estimate surface run-off based on available data.
• Conduct preliminary topographical analysis and develop the topographical map of the existing dams/pans, and other infrastructure;
• Propose flood control measures
• Propose additional technical investigations/studies to be carried out

Phase 2: Detailed feasibility study

Should the project be approved the next step would be to carry the detailed design work. This stage should include, but not limited to, the following activities;

For dams to be rehabilitated;

• Detailed Design, including:
  • Topographical study;
  • Field Investigation and test on the dam site (Geological study on embankment and foundation conditions);
  • Review of the local material available at the dam site;
  • Environmental impact and siltation control;
  • Reservoir capacity investigation;
  • Seepage control analysis;
  • Economic/cost benefit analysis;
  • Drafting of the final technical document (Design and Bill of Quantities) of the rehabilitation works
• Engineering specification;
• Work Plan, Bill of Quantities;
• Drafting of the Tender/procurement Dossier

For new dams to be constructed

• Detailed Design, including:
  • Topographic survey of the embankment area and surroundings,
  • production of a detailed contour plan in electronic format;
  • Building a hydrological catchment model; Running analysis of catchment model
  • Confirmation of embankment length and elevation;
  • Soil testing and burrow pit identification;
  • Design solution optimization;
• Engineering specification; Production of detailed technical drawings using computer aided design;
• Work Plan, Bill of Quantities;
• Drafting of the Tender/procurement Dossier

Duration of the assignment

The duration for the consultancy will be approximately two months from the date of signing the agreement. A proposed initial work and travel plan will be discussed during the initial consultation meeting.

Expertise required

• A masters degree in civil or water engineering is required, as well as a good field experience in hydraulic engineering, especially in dams, flood control, water storage and reservoirs in rural areas of developing countries.
