<p><strong>Organizational Setting</strong> The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO&#8217;s global mandate and Strategic Objectives. More specifically, FAO&#8217;s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land <a class="google-anno" href="https://unjobs.org/vacancies/1730829467428#" data-google-vignette="false" data-google-interstitial="false"> <span class="google-anno-t">information management</span></a>. <p><strong>Technical Focus</strong></p>
<p>The incumbent will be responsible for continuing the design and development of various server automation tasks relating to IM servers and systems, more particularly around FMT system. The DevOps engineer will ensure backups are regularly taken and periodically restoration of backups tested.</p>

<li>Establish work requirements and priorities, based on the mission’s deployment status and mandate.</li>
<li>Plans, develops and implements the construction of complex and secure construction projects throughout the mission area.</li>
<li>Develop short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of mission facilities and infrastructure, taking into consideration that missions are typically established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure.</li>
<li>Mission facilities typically include modularized camps for troops and civilian staff, logistics bases and airbases with all required utility infrastructure for electrical, mechanical and plumbing systems. Design, construction and maintenance of road infrastructure, for the movement of personnel and goods amongst the mission facilities, are also commonly performed.</li>

Seven years of supervisory experience at the international level in project management and contract management for large design/construction projects and facilities maintenance programs is required. Experience in directly leading field mission&#8217;s engineering asset management activities is desirable. Experience in the development and management of complex Physical Security Enhancement projects, providing rapid quick solutions is desirable. <p>The Water &amp; Habitat (WatHab) Engineer plans, designs and implements engineering projects, monitors on-site works, carries out needs’ assessment, surveys and initiates new projects within the area of responsibility.</p>
<p>This is a national/resident position based in Mogadishu, Somalia.</p>
<p><strong>Duties and Responsibilities</strong></p>
<p>· Prepares relevant documents, assessment reports, drawings, bills of quantities and project proposals for engineering projects using approved formats</p>
<p>· Monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken where necessary</p>
<p>· Ensures that material and equipment delivered to the sites are in the correct quantity and quality as per the requisition from the department</p>
<p>· Supports in identification of needs through assessments and surveys; shares results and findings with the Project Manager</p>
<p>· Supervises contractors working on project sites and conducts quality control of infrastructure installed by the ICRC</p>
<p>· Ensures that contract terms are understood and respected by the contractors</p>
<p>· Establishes a close working relationship and networks with the relevant stakeholders</p>
<p>· Monitors security issues related to project sites and provides regular information to the Project Manager</p>
<p>· Oversees hand-over of ICRC-provided infrastructure to end-users</p>
<p>· Prepares project implementation and progress reports and submits to the Project Manager</p>
<p><strong>Minimum qualifications and required competencies</strong></p>
<p>· University degree in Civil Engineering, Construction management or Architecture</p>
<p>· 4 years of professional experience in the supervision of civil engineering works, experience working with an international humanitarian organization is an asset</p>
<p>· Proficient in use of drawing softwares; AutoCAD or other relevant softwares</p>
<p>· Experience in managing technical support staff</p>
<p>· Detail-oriented, highly organised and practices strict adherence to timelines</p>
<p>· Excellent planning and reporting skills</p>
<p>· Fluency in written and spoken English and Somali language</p>

<p><strong>B.</strong> <strong>Background</strong></p>
<p>In April 2020, the Global Partnership for Education has approved an additional Maximum Country Allocations (MCA) for the implementation of the Education Sector Strategic Plan of the Federal Government of Somalia. It is two year program commencing from June 1, 2020 to May 2023. The program has four key components including: Component 1: Increasing equitable access to and quality of early childhood care and education. Component 2: Increased equitable access to quality primary education for out-of-school children. Component 3: Enhanced quality of education and children’s learning outcomes. Component 4: Strengthening the education system at the federal member state level for improved service delivery.</p>
<p>Component 2 is a key component seeking to build on the ongoing ESPIG activities specifically through the expansion of school facilities within the schools supported to improve the learning environment to ensure children are learning in spaces that are safe, healthy and gender sensitive. This component has two main outputs: (a) construction and rehabilitation of school infrastructure, (b) improving access to education for children with disabilities through screenings and the provision of equipment and learning materials.</p>
<p>As such, the construction engineer is intended to support the Federal Ministry of Education, Culture and Higher Education in the implementation of all activities under this component.</p>
<p><strong>C.</strong> <strong>Responsibilities</strong></p>
<p>The construction engineer will be tasked to do the following activities:</p>
<ol>
<li>Take the lead role in the implementation of the activities under component 1 as per the program implementation guidelines.</li>
<li>Organize all activities related to the implementation of construction works under the GPE funded MCA program including school construction and WASH facilities.</li>
<li>Responsible for the identification, design, implementation, monitoring and reporting of all construction activities in the assigned locations under the GPE funded MCA program.</li>
<li>Confirm completion of construction works in writing and provide technical support to the programme management team.</li>
<li>Issue interim payment certificates, variation orders, substantial completion certificates, construction defects list and final completion certificates as and when required.</li>
<li>Monitor rectification of defects list within the retention periods.</li>
<li>Closely work with SAVE THE CHILDREN (Grant agent) engineer in all aspects of the program activities.</li>
<li>Implement the GPE funded MCA program as planned according to developed technical standards, schedules and timelines.</li>
<li>Carry out designing, implementation, monitoring and supervision.</li>
<li>Support the implementation of the ECCE activities at their respective states.</li>
</ol>
<p><strong>Duration of the Assignment</strong></p>
<p>The Assignment will be accomplished within 12 months.</p>
<p><strong>Key Qualifications</strong></p>
<p>Key requirements for this position include:</p>
<p>· Degree in civil engineer with experience in WASH engineering and hygiene promotion activities and Education projects in an NGO context.</p>
<p>· Extensive experience (minimal 4 years) of Infrastructure engineering in humanitarian or fragile state contexts.</p>
<p>· Experience in Computer Aided Designs like AUTOCAD, ARCHICAD, REVIT ETC is MUST</p>
<p>· Experience in quantity surveying, project design, implementation and evaluation.</p>
<p>· Ability to write clear, well-argued technical assessment and project reports</p>
<p>· Experience of and commitment to working through systems of community participation</p>

<p><strong><u>Background to the Consultancy Assignment </u></strong></p>
<p>Action Against Hunger has been operating in Somalia since 1992, with current bases in Mogadishu, Garowe, Hudur, Eyl, Elbarde, Wajid and Yeed/Rab-Dhuure. Areas of interventions are nutrition, health, food security and WASH. In 2019 alone, Action Against Hunger programmes in Somalia reached 697,648people through integrated programmes. 213,522 benefitted from WASH interventions<a href="#_ftn1" name="_ftnref1"><sup>[1]</sup></a>.</p>
<p>Currently, Against Hunger is an active member or a leading some of the major consortiums working on nutrition and resilience in Somalia. These include Building Resilient Communities in Somalia (BRiCS) and Somalia Resilience Programme (SomRep). The overall objective of these two programmes is to improve and strengthen the resilience of communities including internally displaced households in Somalia through integrated programming.</p>
<p>One of the areas targeted by Action Against Hunger is Hudur Town in Bakool Region. The town is prone to recurrent flooding; resilience building in the town therefore requires putting in place appropriate flood control and management measures and as well as improving access to flood resilient WASH infrastructure. In order to achieve this, Action Against Hunger intends to work with local authorities to rehabilitate old dams and to support construction of new dams in the town.</p>
<p><strong>Description of Hudur Town </strong></p>
<p>Hudur town is the administrative capital of Bakool region, Hudur lies approximately 420 km South West from Mogadishu, 130 km North of Baidoa and 200 km from Belet Weyne. It is located at the junction of inter-regional roads: in the North-West, to El Berde and, the Ethiopian border, through Yeed; in the South, a 130 km road links to Baidoa, capital of Bay region; on the East, to Tieglow and Hirshabelle via Belet Weyne and Wajid to the South West. The town is in a flat rocky plain at 480 m above sea level. According to UNDP survey in 2014, Hudur has about 110,003 inhabitants<a href="#_ftn2" name="_ftnref2"><sup>[2]</sup></a> and it’s occupies an area of 5,538Km<sup>2</sup>.</p>
<p>Hudur town comprises of five urban villages (4 sections per village), each headed by a village leader and committee members with specific structures and roles. Buulow: North, Moorogaabey: North-West, Sheikh-aweys: South-West, Horseed: South, Shiidle, West.</p>
<p>In the last fifteen years the urban growth has not followed any particular direction but instead it has steadily sprawled around the town. The resulting pattern is characterized by a low-density development without a clear hierarchy or a regular street pattern with poor accessibility. A gradually improving situation in the region might result in higher migration and increased natural population growth. Without actions to regulate and manage the way new construction will take place, Hudur is likely to suffer increased urban fragmentation, illegal occupation, land disputes and difficulties to provide basic services and infrastructure.</p>
<p>The livelihood activities of the majority of people in Hudur town and the Bakool region as a whole largely depend on livestock rearing and farming. More than 80 % of the population is engaged in these activities. Farming is, however, practiced seasonally, depending on the weather conditions. The main crops produced include cereals (maize and sorghum), beans, simsim and fruits and vegetables (pawpaw, tomatoes, watermelon, onions, and pumpkins).</p>
<p>The town has one main market, Suuq Weyne which acts as both a wholesale and retail trading center. The market is centrally located and has some modern structure. Besides this, there are also other small-scale retail shops in the villages that serve the daily needs of the communities. Hudur has also a livestock market. Within the town, there is also a presence of many small-scale business and menial labor jobs. Despite relative stability and peace in the town, the economy is affected by blocking of access roads in the hinterland as Al Shabaab controls main supply routes in the region and imposes taxes and tariffs. Many goods are airlifted, either from Baidoa or from Mogadishu. This limited accessibility highly affects commodities prices and prevents the recovery of the local economy. Employment opportunities are very limited.</p>
<p>Access to potable water in the town is one of the main challenges due to a combination of factors; arid climate, low ground water potential, human-induced conflicts and a concentration of good aquifers in few locations (Bullow village). There are 419 water sources in Hudur District and most of the permanent water points (Shallow wells &amp; borehole) are concentrated in Hudur town while the rural population mainly relies on rain water harvesting. Of the 419, a total of 345 water points are functional and the remaining 74 water sources are non-functional. During the dry season, 46% of Hudur district rural population is not covered by a water source since majority of the rural population relies on non-permanent water sources and have to trek for an average of 13km to access water from Hudur town. Sanitation access for the urban population stands at 75%<a href="#_ftn3" name="_ftnref3"><sup>[3]</sup></a> while the major gap is for the rural population where only 45% have access to basic sanitation. Open defecation is thus practiced by a majority of the rural population.</p>
<p><strong>Objective of the consultancy assignment </strong></p>
<p>The specific objectives of this assignment are:</p>
<ul>
<li>Conduct a technical feasibility study for the rehabilitation of existing dams along Bullow seasonal river channel in Hudur Town; the aim is to increase water storage capacity.</li>
<li>Conduct a technical feasibility study for construction of a new dams in Hudur Town</li>
</ul>
<p><strong>Note:</strong> the primary purpose for the dams is flood control and provision of water for irrigation, but the design should factor in current and future water demand for the town.</p>

<p><strong>Expected deliverable </strong></p>
<p>The following will be the main expected deliverables from the assignment requested</p>
<p><u>Phase 1: Scoping phase</u></p>
<ul>
<li>Mapping of existing water storage infrastructure (dams/water pans) including technical description on current status of each infrastructure (condition of the dam embankments, siltation, weirs, and spillways) etc.</li>
<li>Map the catchments/watersheds for the seasonal river and conduct hydrological analysis to estimate surface run-off based on available data.</li>
<li>Conduct preliminary topographical analysis and develop the topographical map of the existing dams/pans, and other infrastructure;</li>
<li>Propose flood control measures</li>
<li>Propose additional technical investigations/studies to be carried out</li>
</ul>
<p><u>Phase 2: Detailed feasibility study</u></p>
<p>Should the project be approved the next step would be to carry the detailed design work. This stage should include, but not limited to, the following activities;</p>
<p><u>For dams to be rehabilitated; </u></p>
<ul>
<li>Detailed Design, including:
<ul>
<li>Topographical study;</li>
<li>Field Investigation and test on the dam site (Geological study on embankment and foundation conditions);</li>
<li>Review of the local material available at the dam site;</li>
<li>Environmental impact and siltation control;</li>
<li>Reservoir capacity investigation;</li>
<li>Seepage control analysis;</li>
<li>Economic/cost benefit analysis;</li>
<li>Drafting of the final technical document (Design and Bill of Quantities) of the rehabilitation works</li>
</ul>
</li>
<li>Engineering specification;</li>
<li>Work Plan, Bill of Quantities;</li>
<li>Drafting of the Tender/procurement Dossier</li>
</ul>
<p><u>For new dams to be constructed </u></p>
<ul>
<li>Detailed Design, including:
<ul>
<li>Topographic survey of the embankment area and surroundings,</li>
<li>production of a detailed contour plan in electronic format;</li>
<li>Building a hydrological catchment model; Running analysis of catchment model</li>
<li>Confirmation of embankment length and elevation;</li>

<p>The duration for the consultancy will be approximately two months from the date of signing the agreement. A proposed initial work and travel plan will be discussed during the initial consultation meeting.</p>
<p><strong>Expertise required </strong></p>

<li>A masters degree in civil or water engineering is required, as well as a good field experience in hydraulic engineering, especially in dams, flood control, water storage and reservoirs in rural areas of developing countries.</li>

<p><strong>A.</strong> <strong>About VSF-Germany</strong></p>
<p>Vétérinaires Sans Frontières Germany (VSFG) is a non-profit organization that has been working in the Greater Horn of Africa since 1998. VSFG’s headquarter is in Berlin with a regional office in Nairobi, Kenya. VSFG is legally registered and operates in Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. VSFG works with people whose livelihoods is based or closely linked to livestock, namely: pastoral and agro-pastoral communities, and service providers in the livestock sector including fisheries, apiculture, local authorities, and partners.</p>
<p>VSFG is an expert in livestock production and marketing, animal health, livelihoods, and food security, agriculture, natural resource management, and conflict management, disaster risk reduction and emergency preparedness and response as well as women‘s empowerment, protection and nutrition-sensitive programming, advocacy, capacity building, and policy dialogue. To effectively implement its program in Somalia VSFG is seeking to employ a Technical Advisor / Program Manager &#8211; who has adequate expertise and experience in the delivery of humanitarian and development interventions with funding from the donor(s).</p>
<p><strong>B.</strong> <strong>Overall responsibilities of the Technical Advisor- Programme Implementation (TA/PM)</strong></p>
<p>· The <strong>TA/PM</strong> is responsible for providing overall leadership, managerial, and coordination of program implementation to ensure timely and quality achievements of the project&#8217;s outputs, results and objectives.</p>
<p>· Leading the planning processes, including ensuring quarterly financial forecasts and procurement plans are prepared and submitted on time to relevant departments at the Nairobi level.</p>
<p>· As overall in charge at filed level, the TA/PM will liaise with community leaders, beneficiaries, host government officials, and UN/multi-sector focal points, representing VSF G in all relevant sector coordination forums and provide feedback to field staff and the Country Director (CD).</p>
<p>· The TA/PM is responsible for ensuring the full implementation of all the tools developed for the monitoring and tracking of progress and ensuring quality of delivery in line with project(s) design.</p>
<p>· He/She will review Technical reports from Project Managers/Project officers to ensure technical quality and compliance with the project proposal before submission to the CD.</p>
<p>· He/She will review financial reports from Field Accounts Officer at field level to ensure accuracy of expenditure and compliance with a budget plan(s) before submission to the Country Finance Officer for further action.</p>
<p>· He/She will be responsible to ensure that financial and project management data is uploaded in the online systems -Dynamics 356 and WebMo- use in a timely manner for monitoring and evaluation.</p>
<p>· As a member of the Country Management Team, the TA/PM will assist the CD in shaping the strategic direction in Somalia County to ensure the achievement of desired and implementation targets. This includes holding monthly management meetings at the field office to plan and share information.</p>
<p>· He/she will directly supervise the Project Managers, Project Officers, field finance team, support staff, and responsible for capacity building of staff through mentoring.</p>
<p>· He/she will be responsible for the overall management of the security of staff and assets in the field including liaison with local security apparatus on safe field travels and deployments and providing regular updates to RON on the safety and welfare of staff using standard templates for reporting</p>
<p><strong>C.</strong> <strong>Specific key roles</strong></p>
<p><strong>Strengthening Project’s Networking and Coordination</strong></p>
<p>· Coordinate with stakeholders- donors, government departments, international agencies, and NGOs on the project activities in Somalia.</p>
<p>· Participate in relevant project(s) sector coordination forums/meetings</p>
<p>· Facilitate clear and technical linkages between Nairobi and the field ensuring adequate participation in VSFG in coordination forums.</p>
<p>· Represent team in coordination meetings at the project, country, or regional level.</p>
<p><strong>Leadership</strong></p>
<p>· Assist the CD in addressing leadership and technical issues and shaping the strategic direction of the Programme in Somalia, ensuring quality delivery of project activities.</p>
<p>· Support development of the project(s) monitoring and reporting tools to ensure the delivery of planned activities.</p>
<p>· Assess the needs and propose potential interventions and areas of project expansion (sectors, locations, as appropriate).</p>
<p>· In collaboration with technical staff and stakeholders assess local the needs and propose potential interventions in; sectors, locations as appropriate.</p>
<p>· Lead Programme Team meetings contributing to problem-solving and decision-making on strategic and technical issues.</p>
<p>· Organize Country Team meetings to enable staff to contribute to problem-solving and decision-making processes on strategic and technical issues.</p>
<p>· Review project(s) documents from Project officers; narrative and financial reports and visibility materials to ensure technical quality.</p>
<p>· Conduct performance technical appraisals for technical project staff.</p>
<p>· Conduct performance appraisals of technical and support staff.**</p>
<p><strong>Project Development</strong></p>
<p>· With support from CD, lead negotiations with local authorities, community, and partners in the project(s) locations.</p>
<p>· Facilitate interactions between the Field staff and in-country actors – NGOs, UN Agencies e.g. OCHA, FAO, to secure in-county funding from such actors.</p>
<p>· Proactively analyze humanitarian trends and opportunities and facilitate needs assessment in a timely manner to inform desired adjustments in the project(s).</p>
<p>· Work with project managers and officers to develop key lessons from projects for dissemination to relevant stakeholders and donors.</p>
<p>· Jointly with staff and stakeholders to develop an exit strategy to ensure the sustainability of each project’s achievements.</p>
<p><strong>Project technical Implementation and Accountability</strong></p>
<p>· Ensure implementation of projects is compliant with VSF-G Country Strategy, sectoral standards, and humanitarian and development guidelines in the county.</p>
<p>· Provide guidance and support to staff and local partners to ensure technical quality in the implementation of the project(s).</p>
<p>· Monitor project(s) implementation and promptly resolving any issues that may affect project performance.</p>
<p>· Liaise with M&amp;E Officer to develop adequate M&amp;E tools and methodologies are in place and harmonized for monitoring and reporting.</p>
<p>· Monitor budget and expenditure with Country Accountant and Project Accountant for compliance with VSF G and donor financial guidelines.</p>
<p>· Provide opportunities for effective sharing of learning and innovations through meetings of project teams.</p>
<p>· Conduct visits to project, locations to monitor performance, and share progress with CD.</p>
<p>· Provide feedback to staff on project progress and gaps identified for improvement and capacity building as necessary.</p>
<p><strong>Technical Reporting</strong></p>
<p>· Design and manage plans of reporting for all projects with contribution from technical staff.</p>
<p>· Review narrative and financial reports from Project Manager and Officer(s) to ensure quality and compliance with indicators in the proposal, VSF G, and donor guidelines before submission to the CD.</p>
<p>· Provide regular project updates to CD or HQ for sharing with stakeholders and donors.</p>
<p><strong>Qualifications, skills, and experience we are seeking.</strong></p>
<p><strong><em>Essential</em></strong>:</p>
<p>· At least a Bachelor&#8217;s Degree in Social Sciences, Project Management, Agriculture, Natural Resources Management, Veterinary Medicine, or Animal Production or Public Health with experience in managing food security and resilience-building programs. A Master’s degree qualification will confer an added advantage.</p>
<p>· 5-7 years’ experience working with INGO on humanitarian and development issues with roles in program design, development, and accountability.</p>
<p>· Strong leadership skills, experience in planning and management of programs, and the ability to manage change.</p>
<p>· Knowledge of results-based management in humanitarian and development, program concepts frameworks, standards, and strategies.</p>
<p>· Experience in developing logical framework analysis, M &amp; E systems, and implementation in community settings.</p>
<p>· Demonstrated experience in program design, planning, and implementation using participatory methodologies.</p>
<p>· Proven skills in communications, presentation, interpersonal relations, fluency in written and spoken English.</p>
<p>· Experience in working and coordinating with NGOs, government agencies, and local stakeholders.</p>
<p>· Proven experience in implementing projects funded by donors including, BMZ, IFAD, AICS, EU, ECHO, UN-OCHA, FAO, DFID, USAID, etc will be of added value.</p>
<p><strong><em>Mandatory:</em></strong></p>
<p>· Not less than 5 years of work experience in Somalia or similar conflict environments<strong>.</strong></p>
