<p><b>QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED</b>: <b>Education<i>:</i></b> Advanced University degree in Business/Public Administration, Finance, <a class="google-anno" href="https://unjobs.org/vacancies/1773325171549#" data-google-vignette="false" data-google-interstitial="false"> <span class="google-anno-t">Economics</span></a> or other relevant fields relating to office management and administration. <b>OR</b> First University Degree with additional years of relevant work experience and/or training/courses.</p>

<p><strong>About the job</strong></p>
<p>Under the supervision of the Finance Manager, the Finance Coordinator serves as the lead for Financial Planning and Analysis (FP&amp;A) function within the country office, playing a pivotal role in strategic budgeting, donor financial reporting, and financial analysis and forecasting. The role holder ensures robust financial oversight, compliance with donor regulations, and alignment with DRC&#8217;s internal policies and procedures. In addition to leading budgeting and reporting functions, the Finance Coordinator provides backstopping support to accounting operations and formally deputizes the Finance Manager during absences, ensuring continuity of financial leadership and operational business continuity.</p>
<p><strong>Your main duties and responsibilities will be:</strong></p>
<p><strong>Budgeting</strong></p>
<ul>
<li style="list-style-type: none;">
<ul>
<li>The finance coordinator will ensure that the country Master budget is fully operational and maintain at monthly basis both through the online system and the spreadsheet with accurate analysis for decision making. It includes regular checks on the MB parameters such as Personal IDs, costs categories, budget phasing in the budgets set up in dynamics.</li>
<li>Coordinate preparation of donor proposal budgets as well as budget revision and budget modification and timely and accurately set up in ERP Dynamics and liaison with the relevant stakeholders. Also ensure to timely address donor feedback and comments thoroughly and that are related to finance and ensure tracking and streamlining of such comments in across all proposals.</li>
<li>Ensure that all donors budgets are timely done and reviewed in accordance with DRC Internal policies, SOPs and donors&#8217; rules and regulations. The costs effectiveness shall be the key driven approach for all budgets developed which shall factor the country office and Area offices gap being filled based on the Master Budget gasp.</li>
<li>Ensure that the co funding requirement is properly filled at budgeting stage and complete the co funding set up alongside with the approved budget set up in the system dynamics. The key Performance indicators related to the budgets set up and co funding shall be on track at monthly basis. All issues identified through the power Bi reports associated, shall be immediately remedied..</li>
<li>Provide training and support on the budgeting tools improvement, if necessary, in collaboration with the finance Manager for continuous improvement on the budgeting by the budget holders.</li>
<li>Support the annual budgeting process and forecasting, ensuring alignment with approved budgets, funding opportunities, and the Master Budget. Contribute to or support the Senior Management Team in producing accurate yearly forecasts and revenue estimations, based on active budgets, pipeline projections, and anticipated funding</li>
<li>Ensure effective budget monitoring by coordinating timely and realistic Budget Follow-ups (BFU), phasing of project budget forecasts, spending plans, and costed work plans. Regularly update expense forecasts in Dynamics and share analytical insights with Budget Holders to support informed decision-making.</li>

<p><strong>Financial Reporting and Budget Monitoring</strong></p>
<ul>
<li style="list-style-type: none;">
<ul>
<li>As per the monthly reporting schedule, ensure preparation of high-quality donor financial reports including all financial annexes associated to each report and in compliance with the donor procedures and reporting format and for in country management team review and clearance with HQ Business Controller and timely submission to the respective donors. Timeliness and Quality are both equally important and must strive to submit donor ready financial reports and in timely fashion.</li>
<li>With the support of the FM, ensure that all queries from external and internal stakeholders on the reporting are timely and efficiently addressed/tackled and communicated back to the requestor and in collaboration with the grants and business development team.</li>
<li>Provide monthly management reports (Weekly and monthly budgets Follow up-BFUs) which will include expenditures by project, subgrantee or Partners&#8217; reporting and other financial information, in a timely and accurate manner and any other report as requested by DRC Country Director, Head of Support Services, Finance Manager, Regional Office, HQ etc.,</li>
<li>Ensuring all reports adhere to accounting standards, rules, regulations, local filing requirements and accounting best practices.</li>
<li>Review and monitor partners&#8217; financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance. This includes the reconciliation of the partner&#8217;s instalments against its expenditures reported and account balance shall be zero at the end of the action.</li>
<li>Provide inputs to the Country Strategy and in relation to financial analysis and overviews in consultation with the HoSS and FM.</li>
<li>Monitor closely the committed costs and pending transactions for each active project, lead the BFU meetings and facilitate finance related action points are executed. The unnecessary committed costs and pending transactions must be cleaned up before the validation of the final financial report in country and in HQ.</li>
<li>In collaboration with the finance manager and audit and compliance coordinator, support the preparation and successful conclusion of internal and external auditing activities pertaining to the Activity and respond to audit requests on a timely fashion and ensure appropriate corrective actions are taken to audit findings.</li>
<li>Monitor closely the co funding requirement for all grants and ensure timely mapping of the co funding. Update the Finance Manager on monthly basis on the co-funding requirement fulfillments.</li>
<li>In support to the Finance Manager, ensure that the successful financial closure measures of a projects are followed at its end. This includes the audit quality file and audit summary file updating, annexes (asset lists, statement of disclosure, etc..) are done and archived and the project status changed in collaboration with the business controller and grant team.</li>
<li>Contribute efficiently to the clean up of the Work in Progress (WIP) report and ensure that there are no variances for each project, especially at the end of the implementation.</li>
</ul>
</li>
</ul>
<p><strong>Accounting / Finance &#8211; Backstopping</strong></p>
<ul>
<li>Review unsettled transactions in DRC Dynamics monthly and advise area offices and country finance staff on the best way to manage the outstanding transactions.</li>
<li>Maintain banking relations and plan/monitor country cash flow requirements to ensure the smooth implementation of DRC programs.</li>
<li>Coordinate with country Finance staff to organize and submit Finance supporting documents (Scanned and hard copies) in relevant archives (One drive/Share point etc.,) according to DRC Somalia/RO/HQ requirements.</li>
<li>Coordinate with Finance/HR staff to ensure timely payment of staff salaries.</li>
<li>In the absence of the finance specialist, monitor and ensure proper physical and electronic archiving of the supporting documentation ready and in a way of easing the outcoming audits and spot checks. Provide monthly report on the progress of the scanning per costs center (Area office).</li>
</ul>
<p><strong>Others</strong></p>
<ul>

<ul>
<li>Participate in grant kick-off and close-up meetings and prepare the required finance input.</li>
<li>Develop technical skills of finance staff and program team through on-job technical advice/trainings on Budgeting, Reporting and other finance duties when a gap is identified.</li>
<li>In collaboration with the finance Manager and Risk and compliance coordinator, organize self-compliance checks in each office visited and identify gaps on internal policies/SOPs, donor rules and regulation implementation on following areas: cash flow management, lack of compliances on documentation, suspicion of fraud or aid diversion, etc&#8230;</li>
<li>Follow up on new procedures and guidelines designated in circulars from Country Director/HOSS/Finance Manager/Regional Office and HQ.</li>

<p>Provide support on the financial management capacity building of finance and non-finance staff in the mission and ensure timely and proper induction of new staff on boarded. The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs and the finance responsibilities Matrix but will remain in line with the overall purpose of the role.</p>

<p><strong>Overall purpose of the role</strong>:</p>
<p>Responsible for the overall implementation of Food Security Livelihoods implementation activities of Cash programming, CFW, SMEs and VST, VSLS, Microfinance, and Agriculture.</p>
<p><strong>Key Responsibilities:</strong></p>
<ul>
<li>Responsible for assisting and supporting Food security &amp; Livelihoods implementation activities and interventions for DRC Jowhar</li>
<li>Participate in the overall implementation, coordination, and LA and community engagement, beneficiary mobilization, and selection of fishery activities, SMEs, VST, and microfinance in the intervention areas.</li>
<li>Facilitate liaison with community-based organizations and coordinate with community leaders in identifying target groups for DRC FSL activities in urban and IDP settlements.</li>
<li>Regularly monitor and evaluate the performance of the project and provide timely inputs, feedback, and impact of the DRC FSL interventions to PSTL/Livelihood Officer</li>
<li>Play an important role in the realization of project outputs and outcomes through timely implementation of activities in a well-planned, organized and coordinated manner</li>
<li>Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, and clan affiliation</li>
<li>Together with your supervisor, participate in gathering basic information about the community/cluster of villages which will help easy implementation of the planned activities Responsible for the implementation of Agricultural and provide technical support to farmers at the field level and advice on agricultural activities.</li>
<li>Plan and prepare agricultural project needs including Agro farming tools, seeds, and fertilizers applications for beneficiaries. And also train the beneficiaries for Land preparation, post-harvesting, and good practices for storage of crop yield</li>
<li>Guiding village committee and Community Project Implementation unit and on the adherence to the project policies and procedures.</li>
<li>Ensure that DRC’s objectives and approaches are well disseminated to raise awareness amongst beneficiaries ensuring all project procedures and policies on project implementation are followed.</li>
<li>Provide advice, backstopping, conduct and facilitate training on through appropriate methodology.</li>
<li>Responsible community empowering to enable them to manage their issues by themselves and be able to sustain projects</li>
<li>Assist and facilitate the needs assessment survey of IDPs and urban poor areas in collaboration with others Staff, INGO’s and or government.</li>
</ul>
<p><strong>Programming:</strong></p>
<ul>
<li>Participate in carrying out participatory needs assessment within the target population in the DRC area of intervention.</li>
<li>In liaison with sector heads set criteria of eligibility for beneficiaries. Select and record through filing system beneficiaries profile and support.</li>
<li>Planning activities (quarterly plan/objectives; monthly plan and weekly movement planning) to focus on the expected results.</li>
<li>Ensure quality programming through capacity building and training.</li>
<li>Analyze and propose solutions/improvements or new directions for the smooth running of the current and future programs.</li>
<li>Participate in follow-up, monitoring, and evaluation exercises as scheduled or otherwise.</li>
<li>Responsible for managing risk associated with cash-related implementation program activities.</li>
</ul>
<p><strong>Logistic and administration</strong></p>
<ul>
<li>Responsible for organizing the necessary logistic (transport, accommodation, meals, etc).</li>
<li>Submit weekly movement plans to the Project Team Leader/Officer.</li>
<li>Follow up order requests and give suggestions to the Project Support Team leader for validation.</li>

<li>Represent the organization in meeting with beneficiaries.</li>

<p><strong>Experience, Education and technical competencies: (include years of experience)</strong></p>

<li>3 years of experience within the field of Livelihoods, scope registrations, community mobilization, and others.</li>
<li>Bachelor or Diploma of public health, public admin, Business administration, or relevant degree.</li>
<li>Computer literacy and statistical data management</li>
<li>Strong understanding of basic training in Livelihood programming, participatory training methods, community mobilizations, and networking</li>
<li>Effective and timely implementation of all interventions outlined under output and any other related and cross-cutting program activities related to Livelihoods</li>
<li>Working experience and knowledge of the local duty station</li>
<li>Able to adapt to changing situations as required.</li>

<p>The Finance Manager is responsible to provide strategic direction and operational guidance on financial management and compliance matters of NCA Somalia. In short he/she is in charge of overall financial management for Somalia Programme. As a member of Somalia Country Program Senior Management Team, it is expected that the Finance Manager will provide core program finance performance indicators to SMT on a monthly or quarterly basis and provide strategic guidance on remedial actions.<br />
Finally, Finance Manager is responsible for overall financial management for all the field offices, and support NCA staff and partners institutional and organisational capacity development in collaboration with programme staff. Not the least, be an active member of the country change management process and implement the strategic and operational actions of the Support Services by ensuring compliance and bringing innovative approach.</p>
<h3><strong>Main purpose for this position:</strong></h3>
<p>Set up and develop a financial function for the two countries with the ability and capacity to manage funds from different donors and provide high quality services and support to program departments, Head Office and partners.</p>
<ul>
<li><strong>Financial processes:</strong> Overall responsibility for financial processes, in accordance to NCA procedures and national legislation in the two countries.</li>
<li><strong>Planning and budgeting:</strong> Ensure good quality and timely assistance to program and grant staff in developing proposals and setting up new project.</li>

<p>The Safety Specialist (SS) will be responsible for supporting the Country Safety Coordinator (CSC) in the development and implementation of the DRC Safety Risk Management (SRM) system in Somalia and Somaliland, in close cooperation with the Country Director, AM and area Safety Team Leaders for both DRC/DDG.</p>

<li>Facilitate compliance audits as part of the Safety Risk Management (SRM) system, including Minimum Operating Safety Standards (MOSS) and Safely Level System (SLS) audits in Somalia/Somaliland.</li>
<li>Assist in the drafting and implementation of safety management policies, protocols and procedures, including MOSS and follow up Safety Improvement Plans.</li>
<li>Facilitate Program access and continuity through the provision of dependable advice, weekly sit-reps, and safety advisories, as needed.</li>
<li>Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures.</li>
<li>Maintain relevant safety documentation, data and records, including training registers and incident inquiries and reporting</li>

We partner with local organisations and communities to deliver our locally rooted programmes, using evidence to drive learning and the refinement and scale-up of programmes to create maximum impact for most children at the lowest cost. Since 2008 we have helped over 500,000 children to go to school and learn and supported over 33,000 caregivers to set up businesses so they can afford the cost of educating their children.</p>
<p><strong>Role Purpose</strong></p>
<p>The Finance and Administration Manager will form part of the Senior Management Team. He/She will be responsible for the financial and administrative operation of the organization and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursement, ledgers, receipts, cash requisition forms, country budget, and budget management, proposal budgeting, etc.</p>
<p><strong>Key Responsibilities</strong></p>
<p><strong>·</strong> Establish and implement financial procedures in line with AET requirements</p>
<ol>
<li>This involves submitting monthly requisitions, establishing budgets, documenting expenditure monthly, and ensuring that the necessary records of expenditure are stored safely.</li>
<li>Monitoring petty cash and bank balances to ensure that sufficient funds are available for program needs.</li>
<li>Ensuring monthly updates are sent to AET regional office.</li>
</ol>
<p>· Timely and accurate recording of all financial transactions in line with organizational and donor needs.</p>
<ol>
<li>Establish and prepare accurate information for budget monitoring and progress reporting of programs</li>
<li>Prepare programme financial reports in the format required by donors to support the programmes team</li>
</ol>
<p>· Provide support and advice on budget preparation and revisions to the programmes team</p>
<ol>
<li>Work with the programmes team in order to ensure that budgets illustrate the appropriate costs</li>
<li>Monthly review expenditure against projected budget with the programmes team and make budget adjustments within donor tolerance or assist with budget realignment proposals for donor approval</li>
<li>Work with the programmes team to cost new programmes for proposal development</li>
<li>Monitor and control the country cashflow requirements and cash security to ensure the smooth implementation of the country operations</li>
</ol>
<p>· Provide support and advice on all elements of the procurement and logistic processes</p>
<ol>
<li>Work with the programme co-ordinator and regional team to ensure that all goods and services are procured in line with AET Procurement Policy</li>
<li>Provide support with all aspects of the procurement process</li>
</ol>
<p>· Support internal staff and staff at partner organizations on the development and implementation of financial systems</p>
<ol>
<li>Provide capacity building for staff to ensure that their financial skills are sufficient</li>
<li>Work with implementing partners and local partners in order to ensure that they possess the necessary financial skills and provide support where necessary</li>
<li>Ensure that project operations are in compliance with donor policies and procedures;</li>
</ol>
<p>· Control of payroll and responsibility for adhering to all local laws including tax payments</p>
<p>· Manage the organization’s annual external statutory audit process</p>
<p>· Manage and lead the finance staff, fix objectives, and assess the staff he/she line-manages</p>

<p>This position reports directly to the Somalia Country Representative but with a dotted line technical reporting responsibility to the AET Regional Finance Manager.</p>
<p><strong>Qualifications and Experience:</strong></p>
<ul>
<li>A qualified accountant with a degree.</li>
<li>At least 3 years of senior financial management experience, with preference given to those having worked in an NGO setting.</li>
<li>Proven financial analysis and forecasting ability.</li>
<li>Experience managing a large annual budget</li>
<li>Demonstrable experience in training and leading a team.</li>
<li>Experience in managing multiple projects.</li>
<li>Proven experience in donor reporting.</li>
<li>Excellent proficiency in Microsoft Office and large datasets.</li>
<li>Fluency in English and local language of the duty station is required.</li>

<p>The main purpose of this position is to manage all aspects of general office administration, Asset/ materials Management, Flight and cargo bookings, equipment management and maintenance, office supplies and stores management including the main stores for drugs, nutrition supplies, WASH NFIs in both Bossaso and Badhan. The position is to provide efficient, quality and timely support services within the remit of this job.</p>
<p>The incumbent works closely with the other programme support staff in Bossaso and Badhan, to achieve the operational goals of the organisation and ensure compliance with CARE USA and Donor rules and regulations in the above areas.</p>
<p><strong>Specific Responsibilities</strong></p>
<p><strong>STORES MANAGEMENT</strong></p>
<p>· Overseeing the day-to-day operations of the stores in Bossaso and Badhan.</p>
<p>· Responsible for receiving and checking all deliveries as per the store documentations.</p>
<p>· Supervise cleanliness of the stores including the main stores for drugs, nutrition supplies, WASH NFIs in both locations</p>
<p>· Ensure adequate record keeping and manage all documentation to confirm proper stock levels and maintain inventory control.</p>
<p>· Monitors complete stock usage, to provide pro-active advice to the respective program teams to ensure smooth stock management.</p>
<p>· Verify documents such as waybill details accordingly</p>
<p>· Plan the loading/unloading and storing process, checking the store spaces to allocate the appropriate casuals if/when needed.</p>
<p>· To ensure compliance with all the safety procedures of the warehouse consult with the respective program team to ensure storage is well managed.</p>
<p>· Keep records on the use and/or damage of stock or stock handling equipment</p>
<p>· Examine and inspect stock items for war or defects, reporting any damage to the respective team.</p>
<p>· Process stock requisitions and issue stock items, attending any discrepancies where necessary</p>
<p>· Record all stock movements from stores and update the stock list</p>
<p>· Preparation and submission of timely report (stock list, stock movement etc)</p>
<p>· Arrange transport and dispatch of goods</p>
<p>· Assist with disposal of damaged and/or absolute items with consultation of the respective program team</p>
<p><strong>PROPERTY AND ASSET MANAGEMENT</strong></p>
<p>· Assist in monitoring the proper usage, safe custody and movement of sub office equipment and supplies, ensuring that proper records are maintained.</p>
<p>· Assist in following up on repairs/ maintenance of equipment, ensure timely repairs and proper record keeping of the repairs/maintenance.</p>
<p>· Keep and maintain proper inventory of Sub office assets and supplies including those of projects under the sub office.</p>
<p>· Ensure that periodic physical counts are conducted as per policy and sign off on the physical counts are obtained.</p>
<p>· Ensure that all property documentation is timely updated and maintained i.e. transfer forms, disposal forms etc</p>
<p>· Follow up on property disposals and ensure that they are carried out in accordance with the Property Management guidelines and that appropriate approvals are obtained.</p>
<p>· Ensure all property held by separating staff are handed back.</p>
<p>· Ensure CARE property is properly handled, stored and adequately safe guarded.</p>
<p><strong>GENERAL ADMINISTRATION</strong></p>
<p>· Ensure proper understanding and adherence to donor and CARE rules and regulations and that all administrative processes are completed timely and have sufficient and accurate supporting documentation.</p>
<p>· Ensure that supplies are received and cleared with customs as appropriate</p>
<p>· Prepare summary of electricity, water, telephone bills for payments</p>
<p>· Deal with all organizational and logistics requirements pertaining to workshops, meetings and consultant visits</p>
<p>· Organise dispatch of goods and equipment as per requirement, ensuring that documents accompanying dispatches such as packing lists and waybills are correctly filled and signed.</p>
<p>· Assist in organising necessary customs documentation required to facilitate receipt and transportation of supplies</p>
<p>· Line manage office cleaner/cook.</p>
<p>· Assist CARE staff/visitors in making visa/transit and permit applications</p>
<p>· Ensure that there is a proper filing system that is maintained regularly with records kept properly and updated frequently</p>
<p>· Ensure that the ground and the entire office and stores compound is maintained and kept clean</p>
<p><strong>STAFF AIR TRAVEL</strong></p>
<p>· Responsible for local transportation of staff and visitors between South Central Somalia, d Puntland in collaboration with those who does the same activities in the CO. This includes all personnel flight bookings when necessary.</p>
<p>· Oversee all flight bookings for staff/visitors/cargo for the sub office, ensuring that this is done in a timely and efficient manner and that staff and other offices are informed accordingly on such bookings and ETA details.</p>
<p>· Ensure that all logistical and administrative support is in place well in advance for those that departs and for those that are arriving (documentations, visas etc, a well conditioned car is hired, SPUs are organised 48 hrs in advance, communications facilities are in place, etc)</p>
<p><strong>TRANSPORT MANAGEMENT</strong></p>
<p>· Responsible for the transportation of parcels/cargo at the sub office level.</p>
<p>· Responsible for the transportation of project supplies within the CO</p>
<p>· Confirm the receipt of all goods and material to handing them over to the respective staff member</p>
<p>· Ensure availability of appropriate First Aid Kits in vehicles with non-expired contents.</p>
<p>· Ensure vehicles have valid insurances, drivers have valid driving license, insurance claims are processed in a timely, maintenance and surviving is achieved in a timely manner</p>
<p>· Monitor vehicle log sheet on a weekly/monthly basis</p>

<p><strong><em>Context:</em></strong></p>
<p>Under the overall supervision of the Resource Management Officer and the direct supervision of the Finance Officer, the successful candidate will be responsible for providing effective and efficient administrative support to Resource Management Unit for Admin and Finance functions in Sub Office Kismayo.</p>
<p><strong><em>Core Functions / Responsibilities:</em></strong></p>
<ol>
<li>Ensure that all invoices are verified as per IOM &amp; donor regulations, cash and cheque payment requests are duly completed and coded correctly in PRISM, certified and authorized by authorized staff and all the necessary supporting documents are provided before payment is made.</li>
<li>Continuously monitor the funding status of the IOM Somalia sub- offices to ensure sufficiency of available funds and prepare funding request accordingly.</li>
<li>Maintain accounting spread sheets in accordance with IOM procedures.</li>
<li>Analyse and reconciles service providers accounts and ensures that invoices are correct, projects are charged a true and fair cost of their usage and any private usage is duly recovered/reimbursed.</li>
<li>Check and ensure that all Travel Authorizations (TAs) and Expense Claims are correctly completed and TASS is updated accordingly.</li>
<li>Review vendor Master data for both staff and suppliers in sub-offices and settle the outstanding items.</li>
<li>Review Sub Office internal controls and notify the HoSO and Resource Management Officer (RMO) of any potential weaknesses and propose corrective measures required.</li>
<li>Perform month end closure processes and assist in the preparation and dispatch of monthly accounting returns package and bank reconciliation be sent to the Regional Accounting Focal as well as support Finance Officer with responding to the Mission’s Periodic Checklist Review.</li>
<li>Regularly update and maintain the mission’s bank signatory panel to its bank accounts held with financial institutions operated by the Mission</li>
<li>Create and maintain effective filling &amp; e-filling systems as per financial instructions and documents for ease of reference and ensure all vouchers are paid stamped before filling.</li>
</ol>
<p><strong>HR/Admin Duties:</strong></p>
<ol>
<li>Assist hiring requests in Sub Office in liaison with HR Unit and assist onboarding of new staff to sub-office.</li>
<li>In coordination with HR colleagues, to manage staff attendance according to established procedures. Maintain a file for attendance records (copies) for all local staff in sub office i.e. daily timesheets, Annual and Sick Leave records, and monitor the Rest &amp; Recuperation (R&amp;R) Schedule for all staff in accordance with the Staff Rules and Regulations.</li>
<li>In coordination with HR colleagues, to manage overtime requests and hours worked for all staff and ensure actual hours worked are recorded accordingly.</li>
<li>Prepare work plans for the Administration Unit. Prepare reports as and when required.</li>
<li>Follow up on any other HR and admin related issues in the sub-Office.</li>
<li>Perform any other duties as may be assigned from time to time</li>
</ol>
<p><strong><em>Required Qualifications and Experience</em></strong></p>
<p><strong>Education</strong></p>
<p>• Bachelor’s Degree in Accounting and Finance, Business Administration, Public Administration from an accredited academic institution with three years of relevant professional experience; or</p>
<p>• High School Degree in the above fields with minimum five years of relevant professional experience, or an equivalent combination of training and experience</p>
<p><strong>Experience</strong></p>
<p>• Preferable three years of relevant professional experience in a busy administrative and finance office/environment.</p>
<p>• Experience working with accounting and procurement system, an advantage.</p>
<p>• Experience working in respective programme/project preferably at field level, in emergency and conflict environments.</p>
<p>• Previous experience with UN and International Agencies, international or local NGOs is required.</p>

<h3>ACTED Horn of Africa</h3>
<p>ACTED is supporting man-made and natural disasters-affected populations in the Horn of Africa by delivering emergency aid and strengthening their resilience. Projects are designed according to the populations’ needs and include activities related to water, sanitation and hygiene, food security and livelihoods, lifesaving cash transfer programmes, camp coordination and camp management, as well as shelter and non-food items activities.</p>
<h3>You will be in charge of</h3>
<p><strong>1. Fundraising</strong></p>
<p>Context Analysis</p>
<ul>
<li>Analyse the country’s socio-economic situation, (donor) trends, needs and gaps</li>
<li>Regularly conduct stakeholder analysis, in particular who does what and where (3W)</li>
</ul>
<p>External relations</p>
<ul>
<li>Maintain active and regular working relationships with donors</li>
<li>Maintain active and regular working relationships with other NGOs, UN agencies, clusters, working groups, Alliance2015, consortia and academia</li>
<li>Regularly update a directory of donors, international and local NGOs, other partners and stakeholders</li>
<li>Contribute to the reporting to national and local authorities as required by ACTED registration/legal status in country</li>
<li>In the absence of Technical Coordinators, represent ACTED in key clusters and working group meetings</li>
</ul>
<p>Fundraising and proposal development</p>
<ul>
<li>Identify funding opportunities;</li>
<li>Contribute to the identification of potential relevant international and/or local partners (private sector partners, national and international NGOs, think tanks, academia, etc.) to be included in proposals</li>
<li>Liaise with AMEU to contribute to the ToRs of assessments to be conducted for proposal development and to request their input in the logframe development (esp. formulation of SMART indicators)</li>
<li>Contribute to the development of fundraising documents (be it expression of Interests/ Concept Notes/ Proposals) in line with ACTED country strategy and donor requirements and in close collaboration with ACTED HQ GMU (Grant Management Unit) and finance</li>
<li>Liaise with Area Coordinators, Project Managers and Technical Coordinators to ensure that proposals are relevant and technically sound</li>
<li>Integrate learning from previous interventions (e.g. lessons learnt and best practices) into new proposals</li>
<li>Involve FLATS teams in the development of fundraising documents, particularly finance for the budget and logistics in case of specific donor procurement rules</li>
</ul>
<p>Contracting</p>
<ul>
<li>Contribute to addressing in a timely manner all comments by donors on proposals in liaison with relevant staff in country and ACTED HQ GMU and finance</li>
<li>Read thoroughly all contracts before signature, seeking ACTED HQ GMU and finance advice when required</li>
</ul>
<p><strong>2. Grant Management</strong></p>
<p>Contract follow-up</p>
<ul>
<li>Ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Programme, AMEU and FLATS team</li>
<li>When any issue is identified in meeting deliverables in the given timeframe and budget, inform relevant staff in country and seek ACTED HQ Program Department advice on potential solutions that would meet donor rules</li>
</ul>
<p>Reporting</p>
<ul>
<li>Participate in and take minutes of kick-off and close out meetings for each project</li>
<li>Write quality narrative reports, reflecting the progress and status of projects in a transparent, timely and professional manner, in liaison with ACTED HQ GMU and finance, which will contribute ultimately to steady cash inflow</li>
<li>Work in close relation with AMEU to incorporate AME data (incl. data on input, process, output, outcome and impact indicators, lessons learnt and best practices) in reports and review M&amp;E reports from AMEU</li>
<li>Liaise with FLATS teams when preparing reports, especially with finance to ensure greater coherence between financial and narrative reports by crosschecking the matching of data in the narrative and financial reports</li>
<li>Contribute to the monthly update of the Reporting Follow Up (RFU) and ensure smooth and regular communication with ACTED HQ GMU</li>
<li>Ensure ad hoc requests from donors are addressed in liaison with the CD, programme and support teams</li>
</ul>
<p>Partner Follow-up</p>
<ul>
<li>Liaise with partners when required to develop relevant grant agreements in close coordination with ACTED HQ GMU and finance</li>
<li>Ensure partners report to ACTED in a timely and qualitative manner as per the requirements of the grant agreement</li>
</ul>
<p><strong>3. Management and Internal Coordination</strong></p>
<p>Staff Management (if any)</p>
<ul>
<li>Manage a Project Development Intern and/or Assistant(s) if any, following up the work plans and day-to-day activities</li>
<li>Mentor the PDI and/ or PDA with the aim of strengthening their technical capacity</li>
</ul>
<p>Internal Coordination and Communication</p>
<ul>
<li>Facilitate interdepartmental communication and information sharing from the Base, to the Area, Capital, and even up to the regional and HQ offices by taking minutes of the various ACTED coordination meetings</li>
<li>Ensure these meeting minutes are sent monthly to HQ</li>
<li>Keep ACTED HQ GMU and finance updated on latest developments, opportunities and challenges so that GMU can best advice on the way forward</li>
</ul>
<p>Filing</p>
<ul>
<li>File properly contractual project documents both in hard and soft copies</li>
<li>Update regularly the Resource Centre at the office with appropriate and relevant external and internal resources</li>
</ul>
<p><strong>4. External Communication</strong></p>
<p>Contribute to ACTED external communication strategy by feeding regularly ACTED HQ Communication Department with informal updates on projects, a flash news, pictures, articles on projects progress and/or specific events for ACTED communication tools, including, but not limited to, ACTED Newsletter, websites and ACTED Annual Report</p>
<p>Ensure the update and design of in country communication and visibility tools and publications, their dissemination and availability to ACTED teams, as well as the capitalization of media and pictures of the mission</p>
<h3>Expected skills and qualifications</h3>
<ul>
<li>Master Level education in a relevant field such as International Relations, Development or Political Science</li>
<li>1-2 years previous work experience in a relevant position</li>
<li>Previous related work experience, with knowledge of project design, proposal writing and grants management</li>

<p>The Economic Security (EcoSec) Field Officer is responsible for the overall management of the EcoSec activities and resources in Banadir region. S/he implements the EcoSec activities according to department/delegation objectives, agreed budget and plan of action.</p>
<p>This is a resident/National position based in Mogadishu, Somalia.</p>
<p><strong>Duties and Responsibilities</strong></p>
<p>· Contributes to multidisciplinary needs assessments and conducts specific needs assessments in the area of responsibility by using the standard EcoSec approach and internally established tools and procedures with a focus on identification of baseline data and SMART indicators and use of appropriate sampling approach</p>
<p>· Ensures that the project implementation is carried out in line with the set objectives, timeframe, allocated budget and the internally adopted coordination mechanisms</p>
<p>· Maintains up to date information on the economic security and agricultural situation within the area of responsibility (AoR) and analyses and compiles the relevant data on the context concerning livelihoods, agriculture and markets, including also local historical, social, political and other aspects pertinent to the program implementation</p>
<p>· Supports in selection of priority/activity areas and individual projects and formulation of monthly/quarterly implementation plans</p>
<p>· Conducts response analysis of different EcoSec interventions (SWOT approach), associated risks and mitigation measures, including appropriateness and feasibility aspects</p>
<p>· Conducts regular monitoring of the EcoSec interventions in the AoR based on the internally established tools and procedures</p>
<p>· Formulates proposal drafts for individual projects including SMART indicators, expected outputs/outcomes, plan of action (PoA) and project budget</p>
<p>· Handles the project’s logistics and leads the EcoSec distribution teams within the region</p>
<p>· Provides support and coaching to the Somali Red Crescent Society (SRCS) teams involved in the initial assessment, project implementation and the monitoring process</p>
<p>· Conducts data collection exercise by using the internally established tools and procedures</p>
<p>· Reports on the progress of the programme and its outcomes against the set objectives</p>
<p>· Establishes and maintains contacts with the relevant stakeholders at community, district and regional levels</p>
<p>· Contributes to the annual planning exercise of the EcoSec department</p>
<p>· Compiles statistical data on all EcoSec interventions and submits monthly statistical reports</p>
<p><strong>Minimum qualifications and required competencies</strong></p>
<p>· University degree in Economics, Development studies, Sociology or Agriculture/Veterinary science or equivalent qualification in a related field of study</p>
<p>· 5 years’ experience in a similar field of activity</p>
<p>· Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief</p>
<p>· Proven experience and skills in using data collection and analysis</p>
