<p><strong>Purpose for the job:</strong></p>
<p>The Health Specialist reports to the Health Manager (Level 4) for guidance and general supervision. The incumbent provides field-level technical leadership and oversight, ensuring coherence and alignment of health system strengthening and Global Fund-supported interventions across the Central South and Benadir portfolio. Works in close coordination with Field Offices, the Country Office Health Section, and under the strategic leadership of the Health Manager. The Health Specialist supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health programme (e.g. gender, maternal, neonatal, child survival/development) within the country programme. The Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.</p>
<p><strong>Key functions/accountabilities:</strong></p>
<p>1. <strong>Support to programme development and planning</strong></p>
<ul>
<li>Support and contribute to the preparation, design and updating of the situation analysis for the sector(s) to establish a strategic plan for development, design and management of health related programmes. Keep abreast of development trends to enhance programme management, efficiency and delivery.</li>
<li>Participate in strategic programme discussions on the planning of health programmes. Formulate, design and prepare a sector of the health programme proposal, ensuring alignment with UNICEF&#8217;s Strategic Plan, the Country Programme, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies, and national priorities, plans and competencies.</li>
<li>Leads the drafting, consolidation, and periodic revision of the Health Rolling Work Plan (RWP) for Central South and Benadir, in close coordination with field-level teams. Ensures RWPs are:</li>
<li>Aligned with the Country Programme Document (CPD), annual workplans, and UNICEF Health Strategy &#8211; Responsive to contextual changes, risks, and emerging priorities in fragile and humanitarian settings</li>
<li>Coherent with Global Fund grant priorities, performance frameworks, and timelines</li>
<li>Facilitates field-to-country office coordination to ensure RWPs reflect operational realities while meeting corporate planning, budgeting, and reporting requirements.</li>
<li>Supports integration of RWPs into results-based management, performance monitoring, and financial planning processes.</li>
<li>Establish specific programme goals, objectives, strategies, and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.</li>
<li>Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.</li>
<li>Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.</li>
</ul>
<p>2. <strong>Programme management, monitoring and delivery of results</strong></p>
<ul>
<li>Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programmes.</li>
<li>Provides hands-on technical leadership to Field Offices for the planning, implementation, and monitoring of health system strengthening and Global Fund-supported programmes.Acts as a key coordination bridge between UNICEF hubs at state level across CSS &amp; BRA and Government counterparts and implementing partners at subnational level</li>
<li>Ensures consistency in technical standards, approaches, and quality assurance across CSS and BRA.</li>
<li>Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.</li>
<li>Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.</li>
<li>Actively monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.</li>
<li>Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.</li>
<li>Prepare regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress.</li>
</ul>
<p><strong>3. Technical and operational support to programme implementation</strong></p>
<ul>

<li>Oversees field-level implementation of HSS, PHC, RSSH, and disease-specific interventions (HIV and Malaria) supported by UNICEF and the Global Fund.</li>
<li>Ensures Global Fund investments are: Integrated into existing national and subnational systems , Aligned with decentralization priorities and sustainability objectives , Implemented with strong risk management and assurance mechanisms and Supports performance monitoring, reporting , and corrective actions in collaboration with in CSS and BRA</li>
<li>Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, and child survival and development.</li>
<li>Draft policy papers, briefs and other strategic programme materials for management use, information and consideration.</li>
<li>Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies in country or where designated.</li>
</ul>
<p>4. <strong>Networking and partnership building</strong></p>
<ul>
<li>Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of programme goals on child rights, social justice and equit.</li>
<li>Strengthens engagement with state and regional health authorities, ensuring effective coordination and ownership at subnational level.</li>
<li>Represents UNICEF in health sector coordination platforms at field level and contributes to national dialogue through structured inputs.</li>
<li>Supports capacity strengthening of government counterparts in planning, implementation, monitoring, and use of evidence.</li>
<li>Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances, and support fund raising for health programmes (maternal, neonatal and child survival and development).</li>
<li>Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health-related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programmes/projects, ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.</li>

<p><strong>Innovation, knowledge management and capacity building</strong></p>

<p><strong><em>Minimum requirements:</em></strong></p>

<li><strong>Education:</strong> An advanced university degree in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.</li>
<li><strong>Work Experience:</strong> A minimum of five years of professional experience in one or more of the following areas is required: public health, Health system strengthening &#8211; Primary Health care planning and management, maternal and neonatal health care in health emergency and Humanitarian seatings.</li>
<li><strong>Language Requirements:</strong> Fluency in English is required.</li>

<p>The MHPSS Advisor will use their technical expertise, in-depth contextual understanding, and relationship-building skills to define and deliver our strategic vision for high quality, integrated MHPSS programming in Somalia, in line with global standards and latest research. This builds on a growing and increasingly well-documented recognition of the critical MHPSS needs and of the gaps in available national and local services, NGO responses, referral mechanisms and documentation for this constantly growing challenge.<br />
The main purpose of this role is to provide strong technical leadership in Somalia on Mental health &amp; Psychosocial Support. The aim is to enhance the quality of MHPSS work delivered by SCI and its Partners across sectors and themes, bringing measurable and lasting changes in the lives of children.</p>
<p>The role will lead CO-level MHPSS integration in strategy development and will oversee integrated MHPSS technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming. The role supports national advocacy and influencing, while driving strategic partnerships for new business development. It supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners. The role will work closely with operations colleagues and with partners in building their capacity and building ownership and agency of local organizations. This role includes a focus on external representation on priority issues around mental health promotion, prevention and access to the care, and the strengthening of an effective and sustainable MHPSS continuum. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.</p>

Dimension of Role</p>
<p>: Save the Children has been working in Somalia for more than 70 years. The Country Office has over 450 staff across 10 field offices. In 2024 we reached more than 3.2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation &amp; Hygiene (WASH), Education, Child Poverty Reduction, Child Protection and Child Rights Governance. The Country Office has a large and diverse funding portfolio &#8211; managing over 80 active awards. In 2024 our portfolio was $109.2M from a range of governmental/institutional donors, including GPE, FCDO, MFA, DANIDA, Danish Embassy, SIDA, SDC, NORAD, EU, ECHO, GAC, GFFO AFDB &amp; WB. However, MHPSS portfolio in Somalia is currently integrated across various sectors, including CP, Education, and FSL. However, this integration is ad-hoc and relies on project-specific resources rather than a cohesive country-level framework. There is no standardized approach, resulting in variable technical quality and weak systems for measuring child-level MHPSS outcomes. This position aims to establish a strong, coordinated, and quality-assured MHPSS system across the country office.<br />
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:</p>
<p>Essential</p>
<p>Advanced degree in Psychology, Mental Health or a related field<br />
Minimum of 5 years of progressively responsible professional experience in a similar capacity<br />
Excellent knowledge and experience in using key tools and approaches, including the IASC Guidelines on Mental Health and Psychosocial Support in Emergencies<br />
Significant experience working in emergency response, protracted crises or fragile state contexts (experience from the ESA region is a strong advantage)<br />
Ability to write clear and effective assessment and project reports<br />
Excellent communication and influencing skills with experience in advocacy<br />
Politically and culturally sensitive with qualities of patience, tact and diplomacy<br />
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances<br />
Experience of representation and ability to represent Save the Children effectively in external forums<br />

<p><strong>ROLE PURPOSE</strong></p>
<p>: Working closely with a team of technical advisors and program officers/managers within the program operations team, this position will support the design and implementation of gender-sensitive, gender-transformative and inclusive development and humanitarian projects in order to ensure the successful delivery of quality programs that respond to the specific needs of girls, boys, men and women, and persons with disability and to mitigate SGBV across the programme cycle. <p>We are recruiting an experienced and motivated consultant with health financing and public financial management experience to provide technical assistance (TA) to the Federal Ministry of Health (FMoH) in Somlia.</p>
<p>The purpose of the assignment is to assess the current systems, gaps, and feasible entry points, to further inform provision of technical assistance for building the capacity of government, building systems and recommending necessary reforms and interventions in the health financing space.</p>
<p>The consultant will carry out an assessment of the current health financing landscape and the institutional and technical capacity and gaps of FMoH staff through report review and analysis, and stakeholder consultation. This will lead to the development of a prioritised plan for health financing support. Potential technical assistance and recommendations to improve domestic resource mobilisation (DRM), fiscal flows to the health sector, budget execution, accountability, and efficiency, are required depending on the initial assessment. The consultant will also lead the policy and institutional capacity building activities, with the aim to strengthen capacities within the FMOH and State level to plan, manage, monitor, and sustain health financing reforms.</p>
<p><strong>Qualifications and Experience:</strong></p>
<ul>
<li> Demonstrated track record in health financing reform: revenue mobilisation, pooling, strategic purchasing, financial protection.</li>
<li> At least 8-10 years of relevant professional experience in health financing, DRM, fiscal policy, or public financial management in low-and-middle-income countries (LMICs), ideally in fragile or post-conflict settings.</li>
<li> Advanced degree (Master&#8217;s or higher) in health economics, public health, health financing, or related field.</li>

<li> Ability to work cross-jurisdictionally (federal and state levels), and in insecure/ logistically challenging environments.</li>

<p><strong>How can you make a difference?</strong></p>
<p><strong>Scope of Work:</strong></p>
<p>The consultancy will be structured in two phases. Phase one will involve the development of comprehensive guidelines for the care of small and sick newborns including KMC practices for better management of low birth weight/preterm babies. Phase two will focus on the development of training manuals for KMC.</p>
<p>The proposed methodologies will consider existing evidence, align with global newborn standards, and address local needs to ensure practical applicability in various healthcare settings.</p>
<p>The consultant&#8217;s scope of work will focus on two phases.</p>
<p><strong>Phase I. Development of National Guidelines for Small and Sick Newborn Care including KMC:</strong></p>
<p>This includes adaptation of the WHO small and sick newborn care guidelines and guidelines from other countries with a similar context. The small and sick newborn care guideline will incorporate a module on the operationalization of Kangaroo Mother Care. The module will support to enhance technical capacity of health care providers on Kangaroo mother care, systematic implementation and scale-up of KMC in health facilities and communities. As well as monitoring and evaluation framework for tracking the implementation of the intervention, including the use of key performance indicators (KPIs) and quality improvement frameworks to ensure sustainability and effectiveness. This will involve adaptation of global best practices to the Somali context and addressing barriers such as facility readiness, staff training, and cultural acceptance.</p>
<p><strong>Phase II. Development of KMC training manuals:</strong></p>
<p>Phase II involves development of KMC training manuals which should include recommendations on how to build the capacity of health workers and community health workers/female health workers to provide consistent, high-quality care to small and sick newborns, including the use and monitoring of KMC.</p>
<p><strong>Methodology:</strong></p>
<p>Under the direct supervision of the MNCH Manager, the selected consultant will be working with the RMNCAH technical working group under the leadership of the Director of Family Health in collaboration of other UN agencies (UNICEF, WHO, UNFPA), INGOs, implementation partners, Academic institutions, private health sector and professional associations. The consultant will also collaborate with program managers from the Federal Ministry of Health and State Ministries as well as other sectors such as Nutrition.</p>
<p><strong>Phase I: Development of National Guidelines for Small and Sick Newborn Care including KMC:</strong></p>
<p>1. Develop a work plan including the outline of the proposed strategy for the small and sick newborn care guideline, including KMC</p>
<p>2. Conduct a Desk review of the newborn situation in Somalia to feed into the introduction and background of the guidelines.</p>
<p>3. Collate the required documents to be used as reference materials for the adaptation and development of the guideline for Somalia (WHO guideline for small and sick newborn, Newborn care in humanitarian settings, newborn guidelines from other countries with a similar context).</p>
<p>4. Present the inception report to the RMNCAH TWG and agree on the timelines and the process (in country).</p>
<p>5. For the initial development, organize an in-person 5-day consultation workshop with technical teams for the development of the guidelines, including a separate field visit to a newborn unit in the national referral hospital, one private hospital and a semi-private hospital.</p>
<p>Produce the first draft of the guideline with the inputs from the consultation meeting.</p>
<p>7. Convene virtual follow-up meetings to incorporate inputs and gaps identified (number of virtual meetings to be decided by the consultant based on needs)</p>
<p>8. Organize 5 days in-person workshop for validation of the guidelines.</p>
<p>9. Finalize and share the final draft of the small and sick newborn guideline for Somalia to include proofreading and editing.</p>
<p>10. Participate in the national dissemination of the guidelines.</p>

<p>Trócaire has been working in Gedo for the last 32 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and uses local organisations working in Gedo in the livelihoods protection and education sectors as partners.</p>
<p>The GBV Programme Officer is responsible for supporting local partners in implementing a gender-based violence (GBV) prevention and response programme with internally displaced communities and host communities in Gedo region. The program includes the establishment and management of Women and Girls Centres (WGC), social norm change interventions, particularly on FGM, GBV case management, health responses to GBV including clinical management of rape (CMR) and psychosocial support. Through these WGCs, a range of group-based psychosocial support, basic adult education, life skills and vocational activities are provided to women and girls.</p>
<p>The GBV Programme Officer is responsible for managing grants to a local partner that uses a Communities Care approach (a survivor centred approach) to its intervention, along with supporting partners in all aspects of implementation and reporting to ensure programme quality and compliance with donor requirements. This will include ensuring that partners are supported with capacity building and ongoing accompaniment, based on mutual respect &amp; solidarity.</p>
<p>The GBV Programme Officer is also responsible for supporting partner Monitoring and Evaluation (M&amp;E), including data collection, analysis and reporting, and is also responsible for representing the organisation at UN, NGO and other coordination meetings at regional and national level as required.</p>
<p>Additionally, The GBV Programme Officer will directly supervise staff working in the WGCs and support health workers training implemented by Trocaire.</p>

<p>In supporting both the implementing partner and Trocaire to establish WGCs and run regular activities for women, girls the GBV PO is responsible for the following: <strong>Programme Cycle Management (35%)</strong></p>

<p>In the ongoing emergency context, this position will support partners and field offices to develop review of morbidity and mortality data, epidemiological trends to advise on essential medicines and supplies requirements, quantification, and development of procurement plans. Ensuring close coordination with partners, the health cluster and health authorities.</p>
<p>Under the supervision of the UNICEF Chief of Health and in close collaboration with the Ministry of Health, Somalia and health development partners, the incumbent will be responsible for strengthening the Somali procurement and supply chain management (PSM) <ins cite="mailto:Erick%20Chiro" datetime="2024-10-24T12:07"></ins>and coordination mechanisms of essential medicines, vaccines, nutrition and all health commodities and equipment. This is through the designing systems, guidelines, polices and providing immediate technical guidance, leadership and strategic inputs for the development and implementation of evidence based PSM strategies to strengthen the capacities of the Ministries of Health for timely and effective coordination, planning, implementation, monitoring and evaluation of all PSM activities.</p>

<li>Lead the development and implementation of a supply chain system strengthening advocacy strategy for Somalia including the supply chain maturity model/assessment and master plan, electronic Logistics Management Information System (eLMIs), Quantification Analytics Tool (QAT) deployment.</li>
<li>Support and ensure functionality of the sector technical working groups including stakeholders&#8217; coordination mechanisms on PSCM including at State level</li>
<li>Lead and contribute to the development of policies, procedures and guidelines for innovation and best practices on system strengthening to ensure sustainability, optimum efficiency and efficacy in PSCM for commodity security.</li>
<li>Provide technical trainings to government counterpart and IPS as part of capacity building on identified areas.</li>
<li>As part of the multi-disciplinary team, provide technical support in the capacity building of health institutions infrastructure and equipment.</li>
<li>Further promote knowledge management by drafting or finalizing sectoral documents and reports such as the Country Programme Recommendations and Plans of Action as well as capacity building, technical support, orientation, and training programmes targeted to Government authorities and implementing partners.</li>
<li>Ensure exchange of knowledge, information, experience, or lessons learned and provide solid technical recommendations on directions for the procurement and supply chain management to improve effectiveness of the existing system and on introduction of new initiatives for procurement and supply chain management of health commodities.</li>
<li>Participate in planning budgeting, reviewing, certifying, monitoring and submission of financial status reports to management in compliance regulations and guidelines.</li>

<p><strong>3. Programme management, monitoring and delivery of results</strong></p>

With a population of 3,798,828 people and a significant youth and adolescent proportion forming a huge youth bulge, Somalia faces an unprecedented challenge in addressing the youth and adolescent needs of the people in a complex context where conflict, natural disasters and climate change divert resources from the needs of this important cohort of the population. Approximately 62% of the population is between 5-29 years old, while three-quarters (72%) of the population is less than 30 years old. The unemployment rate is high (estimated at 50%) that also contributes to poverty.</p>
<p><b>Context</b></p>
<p>UNICEF is a key UN agency working in Somalia in various aeras such as WASH, Child Protection, Social Policy, Health and Nutrition, and Education sectors.</p>
<p>The life for women and children in Somalia is challenging. Entrenched social norms, years of conflict and repeated climate induced emergencies have exacerbated the vulnerabilities of women and children. The lack of adequate child protection systems, protective laws as well as the risk of regression in terms of protective policy framework, continued harmful social norms and multiple continued conflicts across the country means women and children disproportionately face violence, risk of being recruited into armed groups and other protection issues.</p>
<p>The UNV assignment is part of this key programming on child protection in the central south zone based in Baidoa, working with government and CSO partners to support in knowledge management, program monitoring and coordination with partners.</p>
<p><b>Task description</b></p>
<p>Under the direct supervision of Child Protection Officer, the UN Volunteer will undertake the following tasks:</p>
<ul>
<li>Providing technical support for knowledge management for the child protection programmes mainly around keep-ing online sharepoint files updated, tracking all critical reporting timelines, and as-sisting in completion of key reporting to donors and UNICEF internal reporting and planning.</li>
<li>Support the regular field visits under supervision of Child Protection Manager and complete program monitoring formats for partners as well as their uploading into the system.</li>

<li>Assist the teams and partners in quality assurance for services of child protection in IDP settlements especially around Child Friendly Spaces and GBV services</li>
<li>Support in documentation of human interest stories and case studies from various child protection programmes in the zone.</li>

<p>Somalia is located in Eastern Africa, bordering the Gulf of Aden and the Indian Ocean, east of Ethiopia; Area 627,337 square km. Border countries include: Djibouti 58 km, Ethiopia 1,600 km, and Kenya 682 km. Somalia has a long coastline of 2,720 km. Somalia has been plagued by several periods of protracted armed conflict since gaining independence in 1960.</p>
<p>One major result of the conflicts has been an impact on the mental health of the population owing to decades of protracted conflict, which has severely disrupted social cohesion, broken down social norms and led to nearly one in every three Somalis suffering from some form of mental health condition.</p>
<p>The government has achieved important gains in re-establishing state authority in areas once controlled by al-Shabaab with the establishment of new federal member states in Jubbaland (2013), South West State (2014), and Hirshabelle (2016). Yet the revival of the state has often been followed by upticks in inter-communal conflict, driven by unresolved grievances suppressed under al-Shabaab rule, where unavailability of social services (schools, vocational training centers, hospitals among others) further aggravates the competition for scarce resources and opportunities facilitating latent and active conflicts in the absence of meaningful, inter-communal reconciliation that enables al-Shabaab to exploit lingering grievances to gain legitimacy and maintain or expand their footprint in the recovered areas of Bay, Bakool, and Lower Shabelle.</p>

<p>In addition to duty station-specific vaccine requirements, appointments are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.</p>
