<p>Responsibilities</p>
<p>Within delegated authority, the Staff Development Assistant will be responsible for the following duties: &#8211; Identify existing regional training providers as possible learning and training sources and establish learning and development network between UN agencies, NGOs/ in-country and regional training providers. &#8211; Contribute to the development and conduct induction courses and liaise with the Human Resources Section to recruit local staff/personnel for training purposes. &#8211; Facilitate training and/or briefing sessions, as required and OHRM mandatory programmes, as applicable. &#8211; Identify and leverages external training opportunities in order to address specific training needs. &#8211; Promote the services through development of brochures, photos and update training activities and accomplishments. &#8211; Complete requirements for recruiting consultants and training service providers; Develop statement of requirement and evaluation matrix on courses for bidding exercises purposes and conduct technical evaluations. &#8211; Participates in the development of Mission training SOPs. &#8211; In consultation with the supervisor, conduct training need analysis/assessment, prepare and implement consolidated training plans. &#8211; Coordinate and prepare cost estimates and budget proposals/submissions for training programme. monitor status of expenditures, records and provides justifications for variances. &#8211; Coordinate all the logistical preparation activities for staff members departing for training as well as trainers coming to facilitate training sessions. &#8211; Coordinate the administrative and logistical support to all training courses by ensuring adequate physical space planning, technology needs and duplication of course materials. &#8211; Participate in compiling, updating and consolidating of statistical data and standard financial reports. &#8211; Create systems for monitoring of training applications and examinations. &#8211; Perform other duties as assigned.</p>

<li> Lead the development, update and roll out of DRC&#8217;s WASH strategy in Somalia</li>
<li> Lead the harmonization of the methodology, tools, processes, and outputs within the various field teams and externally with Cluster partners;</li>
<li> In collaboration with AM, HoP, field teams and Grants, responsible for writing project proposals and internal and external reports. For multi-sectoral project proposals and reporting, ensure coordination and collaboration, so to propose a unified intervention.</li>
<li> Provide technical support and overall coordination in the design and implementation of WASH programming</li>
<li> Represent DRC in WASH and Shelter clusters, as well as the relevant technical working groups and vis-a-vis the national and local authorities as required.</li>
<li> Participate and support existing coordination mechanisms</li>
<li> Contribute to WASH related MEAL planning and implementation;</li>
<li> Contribute to donors reporting requirements, PDMs and ensure all data is collected and indicator tracking tools are updated regularly.</li>
<li> Ensure that the proposed actions are based and respect both IDPs and host communities needs;</li>

<p>The HR and Admin Officer position has an area focus and ensures compliance to DRC policies and procedures. The post holder is responsible for providing human resource and administrative support to the DRC area office. S/he works closely with the Area Manager, Country HR and Admin team and relevant staff to ensure processes are executed in a well-coordinated, well-informed and timely manner. <p><strong>Your main duties and responsibilities will be:</strong></p>
<p><strong>Administration</strong></p>

<li> Coordinate and manage all administrative tasks at base level. Ensure all administrative matters are properly followed up and legally standing according to local laws/requirements.</li>
<li> Coordinate with finance to obtain the monthly timesheet codes. Ensure monthly timesheets are correctly filled by staff, approved by Line Supervisors and filed in timely manner.</li>
<li> Prepare monthly payroll on the Regional Payroll System and ensure that all payroll changes are captured, reconciled and shared with area Finance and Country HR on timely manner and as per the HR reporting schedules</li>
<li> Prepare, advice and oversee staff leaves and absences.</li>
<li> Ensure staff requiring Visas and other legal documents are organized in timely manner.</li>
<li> Filing of all administration records as per DRC filing procedures.</li>
<li> Ensure all office utilities and infrastructures are appropriate, safe and functioning. (electricity, gas, security, up keeping of premises, health and safety, internet, telephones, photocopiers etc.).</li>
<li> Ensure all necessary office resources (Stationaries, office supplies, drinking water are stocked and managed.</li>
<li> Manage the expat staff guest house</li>
<li> Ensures distribution of area office staff lists on a monthly basis to Area Manager and HR and Admin Coordinator</li>
<li> Supervise and provide technical support to the Cooks and Cleaners in the area base.</li>
<li> Organize meetings, trainings and other events.</li>
<li> Coordinate the flight bookings, housing and transport for internal and external visitors in coordination with Logistics department.</li>
<li> Act as focal point for the administration of tenancy agreements and liaise with lessors. Keep track, record and properly manage incoming and outgoing letters including those received from government.</li>
</ul>
</li>
</ul>
<p><strong>Human Resources</strong></p>
<ul>
<li> Ensure DRC&#8217;s HR policies and procedures are applied and compliant at all times.</li>
<li> Supports all phases of the recruitment process.</li>
<li> Lead all national recruitment process in the area; ensure compliance with DRC recruitment procedure.</li>
<li> Prepare staff contracts (along with the required attachment) in timely manner.</li>
<li> Ensure DRC ID cards are issued to new staff on the first working day.</li>
<li> Ensure all staff personal files are updated according to the DRC&#8217;s checklist on constant basis.</li>
<li> Ensure timely on boarding/induction for new staff before sent to work and oversee/coordinate the induction process.</li>
<li> Support and assist with the Performance and Development process.</li>
<li> Organize training on Code of Conduct for staff. Brief on other HR policies/procedures to staff when necessary.</li>
<li> Review HR related documents before necessary approvals are sought.</li>
<li> Assist in promoting the DRC Learning Catalogue.</li>
<li> Serve as the liaison on national staff insurance issues.</li>
<li> Ensure exit procedures are made for all staff in coordination with other required departments.</li>

<p>The HR Officer is responsible for HR adminstrative activities, supports in recruitment, performance management, training, and plays a key role in dissemination of and implementation of HR policies and procedures. The incumbent provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations.<br />
This is a resident/National position based in Mogadishu, with frequent work related travel to all ICRC offices within Somalia.</p>

<li>Alongside frontline activities our client in Somalia has been implementing the Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring &amp; surveys that aim at supporting evidence based programming. As a co chair of the Information Management &amp; Assessments Working Group (IMAWG) &amp; key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan &amp; respond to needs in Somalia &amp; across the region.</li>

<p>Role objectives</p>

<li>Support the running of DTM at region level, providing regular updates on context, including security changes is displacement dynamics.</li>

<p>Overview of position</p>
<ul>
<li>Somalia continues to face complex emergencies &amp; post crisis challenges that require effective coordination &amp; response. Our client in Somalia, through the Emergency &amp; Post Crisis (EPC) pillar, provides integrated support to affected populations in various sectors, including WASH, SNFI, CCCM, health, livelihoods, climate &amp; durable solutions. The EPC pillar plays a critical role in addressing humanitarian needs, facilitating recovery &amp; building resilience among vulnerable communities in Somalia.</li>
<li>Alongside frontline activities, our client in Somalia has been implementing Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring &amp; surveys that aim at supporting evidence based programming. As a Co-Chair of the Information Management &amp; Assessments Working Group (IMAWG) &amp; key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan &amp; respond to needs in Somalia &amp; across the region.</li>
<li>Under the direct supervision of the National Project Officer &amp; the overall supervision of the DTM Program Manager, the selected candidate is expected to perform the following duties as mentioned in this TOR.</li>

<p>Role objectives</p>
<ul>
<li>Support the running of DTM at region level, providing regular updates on context, including security changes is displacement dynamics &amp; p rovide daily support to the Enumerators.</li>
<li>Support the National Project &amp; Operations Officer in recruiting &amp; deploy Enumerators before, during &amp; after in emergency cases using DTM different type of tools whenever crisis occurs.</li>
<li>Monitor &amp; report on the day to day data collection &amp; any other activities related to DTM which includes mobility tracking, ETT &amp; flow monitoring.</li>
<li>Provide a final field report to the DTM Program Manager at the end of the fieldwork in each assessment, including preliminary findings.</li>
<li>Coordinate &amp; arrange meetings with government ministries, partner NGO&#8217;s &amp; UN agencies.</li>
<li>Ensure all data are kept safe &amp; confidential through applying our clients data protection principles.</li>
<li>Support the effective displacement tracking project implementation, ensure regular monitoring as per agreed timelines, prepare project status &amp; progress reports.</li>
<li>Monitor / report to our clients management any security incidents &amp; ensure DTM data collection activities abide by security regulations.</li>
<li>With inputs from the Information Management Officer, provide regular feedback to the Enumerators &amp; the Senior Enumerators on the quality of data collected.</li>

<p><b>KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):</b>:</p>

<li>Effectively receive/dispatch commodities including transshipment (truck to truck) against official approved documentation (e.g. waybills and/or delivery notes) ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.</li>
<li>Prepare, verify and sign off warehouse and transport documents, and maintain confidential files and accurate warehouse transaction records to ensure immediate reporting on commodity movements in line with the corporate requirements.</li>
<li>Conduct daily warehouse closing reconciliation and accurate inventory checks supporting internal control systems in compliance with the warehouse management requirements.</li>
<li>Perform daily inspections and prepare reports on the quantity and quality of the commodities received/dispatched and handled, detect promptly and analyse reasons for stock discrepancies/damages, investigate missing quantity and prepare warehouse loss reports recommending appropriate solutions, to enable informed decision-making.</li>
<li>Monitor condition of the warehouse and commodities and take appropriate actions, to support efficient warehouse space-planning and well-organized commodity storage following WFP warehouse standards.</li>
<li>Provide guidance and on-the-job training to warehouse staff to contribute to their development and high performance.</li>

<p><b>KEY RESPONSIBILITIES</b> (not all-inclusive, nor exhaustive):</p>

<li>Support receipt/dispatch commodities including transshipment (truck to truck) against official approved documentation (e.g. waybills and/or delivery notes) ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.</li>
<li>Prepare and verify warehouse and transport documents, and maintain confidential files and accurate warehouse transaction records, to ensure immediate reporting on commodity movements in line with the corporate requirements.</li>
<li>Support daily warehouse closing reconciliation and accurate inventory checks in compliance with the warehouse management requirements.</li>
<li>Perform daily inspections and prepare reports on the quantity and quality of the commodities received/dispatched and handled, and refer to the supervisor for appropriate action.</li>

<li>Monitor condition of the warehouse and commodities and take appropriate actions to support efficient warehouse space-utilization and well-organized commodity storage following WFP warehouse standards.</li>

<p><b>STANDARD MINIMUM ACADEMIC QUALIFICATIONS:</b>: <b>Education:</b> Completion of secondary school education <b>OR</b> University degree (Diploma/Bachelor) in Warehouse Management, Inventory Management, Logistics, Supply Chain Management, Business Administration, or a related field.</p>
<p><b>Experience:</b> At least <b>Three</b> <b>(3) years</b> of relevant work experience with a <b>Secondary School Certificate</b>, or a <b>University degree (Diploma/Bachelor&#8217;s)</b> with a minimum of <b>one (1) or more years</b> of relevant experience in <b>storekeeping, warehouse operations, inventory management, logistics, or supply chain management.</b>: <b>Languages:</b> Fluency <b>(level C)</b> in English language and Somali Language.</p>
