<p>NRC has provided first-line humanitarian response since 2021 through multisectoral activities in shelter, education, livelihoods and food security, and information, counselling, and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Cash &amp; Market Systems, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.</p>
<p>NRC Somalia is part of NRC’s East &amp; South Africa regional operation, which comprises large-scale multi-country humanitarian and early recovery interventions spread across ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.</p>

<p>Generic Responsibilities:</p>
<ol>
<li>Ensure adherence with NRC policies, tools, handbooks and guidelines</li>
<li>Coordinate cross-sectoral collaboration with Child Protection in Emergencies (CPiE), GBV in Emergencies (GBViE and other relevant sectors and clusters.</li>
<li>Lead gender and inclusion analysis to inform the implementation of EiE projects.</li>
<li>Support consortium partners to implement gender-sensitive interventions and child safeguarding measures.</li>
<li>Train consortium and partner staff on gender mainstreaming and child safeguarding.</li>
<li>Follow up on reported safeguarding cases and ensure they are handled in an appropriate manner.</li>
<li>Prepare and develop status reports as required by management</li>
<li>Lead the monitoring of NRC safeguarding policies, standards, and procedures across the designated education projects.</li>
<li>Promote the rights of refugees and displaced people in line with NRC&#8217;s advocacy strategy.</li>
<li>Promote and share ideas for technical improvement</li>
<li>Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures.</li>
</ol>
<p>Specific Responsibilities:</p>
<ul>
<li>Track and maintain the SIP checklist for education-related activities in coordination with the SIP Team</li>
<li>Follow up on the implementation of the SIP AP and SIP recommendations in close coordination with the SIP Team and in collaboration with other CCs and functions.</li>
<li> Assist and support in adapting training modules and provide tailored capacity building and Induction to education staff, facilitators, educators and other contractors in line with NRC Child Safe Programming Training Package, SIP Toolkit as needed.</li>
<li>Act as a focal point SIRaR, conduct safe and timely Referrals (internal and external) along with the needed follow up, in line with NRC SRO referral system.</li>
<li>Maintain regular coaching to Education team regarding identification of cases in classrooms, in line with guidance and advice of SIP advisor.</li>
<li>Follow up on CFM SIP-related complaints (e.g. safeguarding cases), feedback and issues in coordination with accountability team – per office.</li>
<li>Promote gender equality by introducing gender-sensitive teaching approaches and providing gender awareness training for educators.</li>
<li>Support the establishment of safe spaces for both girls and boys, enabling discussions on gender-related issues, and empower educators to respond to gender-based violence or discrimination through referrals.</li>
<li>Facilitate gender, GBV and Disability training for educators on inclusive education practices to better support learners with disabilities.</li>
<li>Follow up on Disability Planning by working with Education and MHPSS specialists to adapt teaching materials and classroom environments to ensure accessibility for students with different types of disabilities</li>
<li>Deliver workshops and capacity building sessions on integrating psychosocial support into daily teaching practices to create a safe and supportive learning environment.</li>
<li>Represent NRC at area-level Child Protection, MHPSS, and Gender meetings with relevant partners, in coordination with the MHPSS Advisor and Gender Specialist from other partner organizations.</li>
<li>Maintain regular guidance and coaching to NRC Educators and staff on how to interact with sensitive cases of BLP Participants.</li>
<li>Provide basic awareness-raising sessions on topics like Child Protection and PSS for parents, caregivers, and other community members.</li>
<li>Conduct community engagement exercises like Focus Group Discussions (FGDs) with youth and children, when needed</li>
<li>Implement BLP activities, including case analysis, reporting, and training for educators and partners, in coordination with the MHPSS advisor, to enhance skills for supporting students’ emotional well-being and resilience, as per the programme policies and procedures.</li>
<li>Deliver Non-violent Communication, Phycological First Aid (PFA), Positive Discipline and Anti-Bullying training and regular coaching to Educators with regard to daily interaction with children, as per guidance and advice of education Specialist and the MHPSS Advisor</li>
<li>Regularly monitor the implementation of planned MHPSS activities in schools and provide ongoing support to educators, ensuring the adoption of best practices in psychosocial support.<br />
Collaborate with school-based counselors (in formal schools and when available) and staff to address any challenges in the delivery of MHPSS activities and to adapt interventions as needed.</li>
<li>Conduct daily visits to Education Learning centers, classrooms and facilities across NRC AOs as needed.</li>

As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. <p><strong>I. Summary of Position</strong></p>
<p>The Health and Nutrition Supervisor is responsible for overseeing the planning, implementation, monitoring, and reporting of health and nutrition activities across supported health centers, stabilization sites, mobile clinics, and outreach programs. The position ensures quality delivery of Primary Health Care (PHC) and emergency nutrition services, supports government health staff, and strengthens community-based health responses in line with national protocols and Action Against Hunger standards.</p>
<p><strong>II. Purpose</strong></p>
<p>The purpose of this role is to ensure effective management of health and nutrition programs through technical support, capacity building, supervision, and close collaboration with government, communities, and partners. The position ensures that services are accessible, accountable, and delivered with quality, while promoting gender equality, protection, and dignity for beneficiaries.</p>
<p><strong>III. Engagement</strong></p>
<p>The Health and Nutrition Supervisor work under the direct supervision of the Health and Nutrition Officer or Program Manager and Field Coordinator and engages closely with project staff, government health authorities, community health workers (CHWs), and humanitarian partners. The role requires active participation in coordination forums, representation of the organization at the local level, and continuous collaboration with beneficiaries and communities.</p>
<p><strong>IV. Essential Job Functions</strong></p>
<p><strong>Objective 1: Team Management</strong></p>
<ul>

<li> Support the project staff in developing planning for health centers, stabilization sites and health posts.</li>
<li> Support the field officer in implementing the DIP responses plan developed for each project.</li>
<li> Organize regularly monitoring and evaluation meetings/events of team members.</li>
<li> Organize training courses on PHC and emergency nutrition responses for project staff.</li>
<li> Organize weekly/bi-weekly/monthly meetings with the health facility team and report the outcome to health and nutrition officer, program manager and field coordinator.</li>
<li> Keep an updated register of the staff (absences, overtime).</li>
<li> Supervise and ensure accuracy of the daily, weekly and monthly reports on health and nutrition team collected from existing health facilities, mobile teams and community workers.</li>
<li> Identify problems in the implementation programme and propose solutions in coordination with the health and nutrition officer.</li>
<li> In case of a conflict between team members try to mediate and refer to health and nutrition officer and respective district health officer when needed.</li>
<li> Ensure that the team interacts in an empathy and interactive &amp; participatory with the beneficiaries and those accompanying them.</li>

<p><strong>Objective 2: Support government health staff to manage mobile clinics and nutrition centres</strong></p>
<p><strong>(OTP, TSFP and SC)</strong></p>

<li> Make sure that basic health services at mobile clinics/MHNT sites and the nearby health facilities are implemented according to the National protocols.</li>
<li> Follow-up of distribution, management and consumption of essentials medicine, nutrition products and systematic treatment, therapeutic food and NFI, including RUTF, RUSF/CSB ++ and other routine medications.</li>
<li> Identify training gaps in health facility staff to provide basic health services and emergency nutrition services.</li>
<li> Ensure that the project staff and government health staff (including health staff working in temporal mobile clinics, and Health centers) have adequate training on the rendering basic health services and emergency nutrition interventions as the National manual.</li>
<li> Plan and support on-the-job and refresher training according to the weaknesses identified.</li>
<li> Adapt training materials according to the identified needs.</li>

<p><strong>Objective 3: Data management, reporting and program development</strong></p>

<li> Ensure proper recording of the information related to the implementation of the basic health and Nutrition services at mobile clinics, health and nutrition centres, including care practices, appetite test, health and nutrition education and home-visiting.</li>
<li> Report on activities on a regular basis through qualitative and quantitative Activity Progress Report (APR) format and updating the health and nutrition Program officer on the status of the program and performance of the staff</li>
<li> Ensure data collected from mobile clines and health centers and from existing health facilities.</li>
<li> Reporting about your activities, identified problems and proposed solutions to health and nutrition officer.</li>
<li> Monitor the health and nutrition situations of the communities using databases as requested.</li>

<li> Conduct quarterly meetings/reviews with all CHWs .</li>
<li> Ensure proper dispensing and recording of drugs from each CHW through ICCM monitors to ensure continuous supply of drugs.</li>
<li> Have accountability for the drug supply and tracking of the CHWs.</li>
<li> Ensure continuous mentoring and capacity building of CHWs, to ensure proper understanding and adherence to ICCM.</li>
