<p><b>KEY ACCOUNTABILITIES</b> (not all-inclusive, nor exhaustive):</p>

<li> Coordinate emergency preparedness and relief activities in the context of WFP operations in Hirshabelle.</li>

<li> Participate in food security data collection, analysis, and dissemination, particularly FSNAU and Food Security Cluster, and work closely with partners to strengthen data quality, accuracy, and consistency to build credible performance evidence.</li>
<li> Contribute towards quality capacity assessment of CPs and Partnerships evaluations</li>
<li> Participate in the food security cluster meetings on behalf of WFP.</li>
<li> Perform COMET data by capturing commodities dispatched or rather received, stock balances, internal partner movement, distributed food, and above all, prepared Food Release Notes for logistics to release STOs, pipeline management, and making necessary follow-up with logistics.</li>

<li> Disseminate Top-up and redemption reports to partners.</li>
<li> Contribute to the monthly food distribution plans.</li>
<li> Assesses CP scope kit needs and management.</li>
<li> Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.</li>
<li> Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.</li>

<p><b>QUALIFICATIONS AND EXPERIENCE:</b>: <b>Education:</b> Completion of secondary school education OR University Degree (Diploma/Bachelor) in food security, nutrition, public health, community development, law, humanitarian, humanities and social sciences or any other relevant field to international development assistance.</p>
<p><b>Experience:</b> At least <b>Six (6) years</b> of relevant experience with a secondary School Certificate <b>Or</b> University Degree (Diploma/Bachelor&#8217;s) with a minimum of <b>two (2) or more years</b> of experience in food security projects, Relief, Nutrition, SafetyNet, M&amp;E or livelihood related program activities.</p>
<p><b>Languages:</b> Fluent knowledge (proficiency/level C) of English and Somali language.</p>
<p><b>Knowledge and Skills Required:</b>:</p>

<li> Experience monitoring stock status and inspections</li>
<li> Solid knowledge of humanitarian work, standards, and principles.</li>

<p>The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.</p>
<p><strong>Purpose</strong></p>
<p>Reporting to the ICT Coordinator, the ICT Specialist is responsible for managing and organising all ICT systems and services in the area of responsibility. The job holder provides support to the management and ICT coordinator in the design and installation of ICT infrastructure.</p>
<p>ICT specialist in Dhusamareb is in charge of ICT activities in all the Sub Delegation`s sites, including Dhusamareb, Beledweyne, Jowhar, and Galkayo.</p>
<p>This is a national/resident position based in Dhusamareb, Somalia.</p>
<p><strong>Accountabilities &amp; functional responsibilities</strong></p>
<ul>
<li>As a part of global support services handles staff queries and escalates as per the ICT policy</li>
<li>Ensures existing ICT infrastructure is functional and performs regular quality control checks</li>
<li>Drafts and keeps technical documentation up to date for all ICT installations</li>
<li>Ensures that global and country-level policies and procedures are implemented and followed</li>
<li>Briefs, advises, and trains end-users on the ICRC&#8217;s ICT systems and equipment</li>
<li>Installs, maintains, and repairs all IT hardware, IT infrastructure (LAN, SDWAN, wireless), and telecom (VHF, SAT phones, and UC) in line with ICRC standards</li>
<li>Keeps track of equipment allocations, dispatches equipment, and follows up on shipments to and from other ICRC sites</li>
<li>Collaborates with the ICT team, suppliers, and service providers to ensure that requested goods or services are delivered according to the established standards</li>
<li>Enforces the use of the ICRC service portal for ICT requests and incident reporting</li>
<li>Allots requested ICT equipment in an efficient manner, considering users&#8217; needs and ICRC policies</li>
<li>Participates in regular physical inventory checks and updates the ICT inventory upon new attribution or intervention on a device, strictly adhering to the internal procedures for inventory management</li>

<h2><strong>COUNTRY PROFILE</strong></h2>
<p>Somalia remains within a complex and protracted crisis due to active conflict, the presence of non-state armed actors, the persistent presence of communicable diseases and climate-driven onset shocks – including droughts and flooding. Conflict and natural disasters continue to drive displacement and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors. The combination of restricted access to resources, drought, and flooding further exacerbates the possibility for outbreaks of communicable diseases like measles, cholera, and acute watery diarrhea (AWD),</p>
<p>Against this backdrop, IMPACT Initiatives has developed a wide range of research cycles to provide evidence-based for the humanitarian community. This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs), the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNA), as well as analytical products such as the Acute needs analysis (ANA) and Real time monitoring (RTM).</p>
<h2><strong>POSITION PROFILE</strong></h2>
<p>The Data Officer will be responsible for leading the production of analysis products, including the preparation of research design, support in designing sampling methods, data analysis plans, data collection tools, data cleaning scripts and processes, analysis scripts, analysis outputs and (as relevant) production of web maps and information management systems. Under the line management of the Senior Data officer, the Data Officer, in close liaison with the assessment teams, engages with partners to promote their participation in data processing, analysis or relevant topics, to maximize the uptake and use of IMPACT/REACH research. When relevant, or managing a project, they also ensure an efficient and transparent use of resources required for project implementation. This can include the direct supervision of data and assessment teams during data collection, analysis or output production.</p>
<h2><strong>RESPONSIBILITIES</strong></h2>
<p>The Data Officer is responsible for the following:</p>
<p><em><strong>RESEARCH CYCLE MANAGEMENT</strong></em></p>
<ul>
<li><strong>Research planning and design</strong> through leading on <strong>sampling design</strong> and in coordination with relevantassessment and GIS staff <strong>construct quantitative sample</strong>;</li>
<li>Providingtraining on <strong>data cleaning and management techniques;</strong></li>
<li>Overseeing <strong>data analysis set-up</strong> (specifically conducted in the R environment).</li>
</ul>
<p><em><strong>DATA MANAGEMENT</strong></em></p>
<ul>
<li><strong>Data management, cleaning and analysis</strong> including monitoring of the accuracy of data collected, cross-checking data collected in the field;</li>
<li>Maintaining R-based systems of data management and analysis, serving as the <strong>focal point for statistical analysis</strong> and quantitative reporting;</li>
<li><strong>Developing cleaning and analysis</strong> (descriptive, hypothesis testing, correlation, and regression analyses) <strong>scripts in R</strong>;</li>
<li>Contributing to the <strong>automatization of data analysis</strong> processes.</li>
</ul>
<p><em><strong>INFORMATION MANAGEMENT</strong></em></p>
<ul>
<li><strong>Developing information products and dashboards</strong> with the collected data;</li>
<li>Providing <strong>information management</strong> <strong>support</strong> to other team members, or humanitarian stakeholders;</li>
<li>Other tasks falling within their functions as requested by supervisors.</li>
</ul>
<p>The Data Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during their assignment with IMPACT.</p>
<h2><strong>REQUIREMENTS</strong></h2>
<ul>
<li><strong>Years of work experience</strong> At least 2 years of relevant working experience in a similar role preferable in the humanitarian field;</li>
<li><strong>Research skills</strong> Proficiency and proven experience with research methods, including both quantitative and qualitative research. Excellent analytical skills;</li>
<li><strong>Statistical skills</strong> Strong statistical and analytical skills including correlation and regression analysis</li>
<li><strong>Software skills</strong> Advanced knowledge of R, STATA, Python or equivalent statistical software (with a willingness to learn R). Knowledge of ArcGIS or Power Bi an advantage;</li>
<li><strong>Level of independence</strong> Proven ability to work independently;</li>
<li><strong>Organizational and coordination skills</strong> Strong presentation, and organisational skills;</li>
<li><strong>Multi-tasking skills</strong> Ability to multitask with tight deadlines;</li>
<li><strong>Cross-cultural work environment</strong> Ability to operate in a cross-cultural environment requiring flexibility;</li>
<li><strong>Academic qualifications</strong> Excellent academic qualifications, preferably including a Master’s degree in a relevant discipline (Computer or Data Science, Statistics, Social Science, Economics, or related);</li>

<p>Context and objective</p>
<p>This Terms of Reference (ToR) outlines the requirements for the procurement, implementation, and integration of a modern payroll system for SOS Children’s Villages Somalia and Somaliland. Currently organization utilizes Microsoft Dynamics 365 Finance and Human Resources to manage its financial and HR operations. However, existing payroll processes remain largely manual and fragmented, resulting in inefficiencies, limited auditability, and challenges in ensuring statutory compliance across multiple country programs. The lack of seamless integration with the core HRIS platform further exacerbates data consistency issues and limits operational visibility.</p>
<p>To address these gaps, SOS CV Somalia and Somaliland seeks to procure and implement a robust, secure, cloud-based Payroll System that seamlessly integrates with Microsoft Dynamics 365 Finance and HR. The solution should deliver a dependable, auditable, and user-friendly experience that supports timely salary processing, automated payslip generation, and comprehensive payroll reporting in compliance with internal policies and applicable laws. It should also support future scalability through a Software-as-a-Service (SaaS) model, initially implemented at the Mogadishu and Hargeisa offices, with the potential for replication across other locations. The system must adhere to global and local data protection regulations (e.g., GDPR, national labor laws) and ensure encrypted, secure handling of payroll data while enabling real-time data interoperability with the D365 ecosystem.</p>
<p>Scope of work:</p>
<p>The sought-after payroll solution for SOS CV Somalia and Somaliland should deliver a secure, automated, and integrated payroll platform that improves operational efficiency, eliminates manual errors, and ensures compliance with both internal policies and external statutory requirements. The system should build a single source of truth for payroll data and seamlessly integrate with Microsoft Dynamics 365 Finance and HR.</p>

<p><strong>Job Summary</strong></p>
<p>Islamic Relief Somalia currently seeking to hire a qualified professional Graphics Designer &amp; Media and Communications Assistant who will work closely with the media team, video producers, and other key stakeholders to brainstorm and create high-quality video content and overall publications of the organization that reflect branding priorities.</p>
<p><strong>Scope of this Role:</strong></p>
<ul>
<li>This post holder promotes the public image of Islamic Relief Somalia by providing animated visuals and graphics for videos and multimedia projects, enhancing visual storytelling and engagement to all other internal and external stakeholders including IRW partners and donors.</li>
<li>The media and communications assistant will play a crucial role in effective and timely documentation and capturing of all projects. The assistant will report to the Communications &amp; Information Coordinator with a close working relationship with the Programmes Managers, Portfolio Manager, Programme Coordinators, Logistics, Finance, Admin, HR, and other team members. The assistant will ensure the highest level of data integrity and capturing of high-quality media materials.</li>

<p><strong>Key Roles &amp; Responsibilities:</strong></p>

<li>Creating visually stunning motion graphics and animations for various digital media platforms.</li>
<li>Utilizing video software, such as Adobe After Effects, Adobe Premiere Pro, and Cinema 4D, to design and execute captivating motion graphic projects</li>
