<h2><strong>BACKGROUND ON IMPACT AND REACH</strong></h2>
<p>REACH was born in 2010 as a joint initiative of two International NGOs (<a href="http://www.impact-initiatives.org/" target="_blank" rel="noreferrer noopener">IMPACT Initiatives</a> and <a href="http://www.acted.org/" target="_blank" rel="noreferrer noopener">ACTED</a>) and the United Nations Operational Satellite Applications Programme (<a href="http://www.unitar.org/unosat/" target="_blank" rel="noreferrer noopener">UNOSAT</a>). REACH’s <strong>purpose</strong> is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.</p>
<p>IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.</p>
<p><strong>We are currently looking for a Senior Assessment Officer to support our team in SOM.</strong></p>

<h2><strong>COUNTRY PROFILE</strong></h2>
<p>Somalia remains within a complex and protracted crisis due to active conflict, the presence of non-state armed actors, the persistent presence of communicable diseases and climate-driven onset shocks – including droughts and flooding. Conflict and natural disasters continue to drive displacement and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors. The combination of restricted access to resources, drought, and flooding further exacerbates the possibility for outbreaks of communicable diseases like measles, cholera, and acute watery diarrhea (AWD),</p>
<p>Against this backdrop, IMPACT Initiatives has developed a wide range of research cycles to provide an evidence-base for the humanitarian community. This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs), the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNA).</p>
<h2><strong>FUNCTIONS</strong></h2>
<p>Under the line management of the IMPACT Research manager, the Senior Assessment Officer is responsible for the implementation of IMPACT’s HSM and RNA research cycles in Somalia, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. Throughout the research cycles, the Senior Assessment Officer engages with partners and stakeholders to promote their participation and maximize their impact. They also ensure an efficient and transparent use of resources required for project implementation.</p>
<p>This position requires strong research skills, willingness to work in hardship location, an analytical mind, creativity, independence, and an interest in the national and regional context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings, as well as engage with external stakeholders in the design and dissemination of the research cycle. The position will regularly require interpreting data, highlighting relevant findings, writing engaging briefs and factsheets, presenting findings to external audiences with varying amounts of data literacy, and guiding colleagues in how to think more analytically about their own research.</p>
<h2>RESPONSIBILITIES</h2>
<p>The Senior Assessment Officer’s responsibilities include:</p>
<p><em><strong>Research CYCLE MANAGEMENT</strong></em></p>
<ul>
<li>Anticipate knowledge gaps prior to the execution of a Research Cycle through strong understanding of the Somali context.</li>
<li>Ensure that required secondary data review and/or analysis has been conducted in preparation of an assessment.<br />
Ensure that all research cycles are planned in line with the country strategy, relevant research and project objectives and with IMPACT’s research cycle and other relevant guidelines.<br />
Design research approaches and methodologies according to IMPACT’s requirements and principles as well as partners’ information needs.</li>
<li>Compose and construct, in close coordination with GIS and data teams, qualitative and quantitative data collection tool.<br />
Ensure relevant stakeholders and partners are engaged in research design and planning.</li>
</ul>
<p><em><strong>STAFF MANAGEMENT AND TRAINING</strong></em></p>
<ul>
<li>Directly line manage the HSM and RNA Assessment Officers and indirectly supervise the wider research team involved in the research cycles in his/her portfolio.</li>
<li>In close liaison with the Field Manager, manage assessment logistics, including with partner organizations, ensuring logistics, financial, administration, security and HR processes directly related to ongoing and upcoming assessments are appropriately planned, implemented and coordinated with the relevant ACTED departments.</li>
<li>In close liaison with data colleagues, provide quantitative, qualitative, and spatial data analysis on primary and/or secondary data as per ToRs, ensuring that meaningful techniques are used to analyze the data collected.</li>
<li>Promote capacity building across the IMPACT Somalia mission (capacity building portfolio will depend on level of experience)</li>
</ul>
<p><em><strong>INTERNAL COORDINATION</strong></em></p>
<ul>
<li>Interact autonomously with HQ departments for matters relating to the research cycles under his/her supervision.</li>
<li>Engage in the development and implementation of IMPACT’s strategy in Somalia</li>
<li>Conduct regular meetings with relevant national and international assessment staff members to assess progress in relevant research cycles and to review work plan.</li>
<li>For all activities, ensure that all assessment and field teams are comprehensively briefed on objectives, expected outputs and that the overall implementation strategy is clearly understood.</li>
<li>Ensure that project/field staff are given required training and resources to achieve their tasks in line with IMPACT and project requirements. Support to the line managers and specialists in the development and implementation of capacity training plans for team members.</li>
<li>Be available to provide regular support and technical backstopping; regularly debrief team members to receive feedback on the progress of an activity.</li>
<li>In coordination with line manager, contribute to conduct induction for new staff members, including training in basic technical competencies for research design, implementation and analysis.</li>
</ul>
<p><em><strong>DISSEMINATION MANAGEMENT</strong></em></p>
<ul>
<li>Ensure the drafting of timely and accurate outputs that consolidate the analyses from each research cycle into relevant products such as factsheets, reports, briefs, presentations, etc which comply with IMPACT’s guidelines and quality standards.</li>
<li>Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximizes their impact in line with their intended use for the relevant audiences.<br />
Follow the designated timeline of reports to be submitted to project partners and donors. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner.</li>
<li>Maintain regular communication with country Management and IMPACT HQ on progress and deadlines for deliverables<br />
Ensure that all written products are validated before external release.</li>
</ul>
<p><em><strong>EXTERNAL ENGAGEMENT</strong></em></p>
<ul>
<li>Ensure that relevant partners are consulted and involved at all stages of research cycle: assessment preparation; data collection; data analysis; review of research products; product dissemination; and lessons learnt.</li>
<li>After validation by the line manager, represent IMPACT in relevant external meetings/ working groups.</li>
<li>Follow up on issues identified by partners or during meetings / working groups.</li>
<li>Promote an active use of datasets and research findings by partners and the broader humanitarian community for their decision making.</li>
<li>After validation by line manager, disseminate research findings to relevant third parties in order to enhance their use and impact.</li>
<li>Ensure that all partner engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues.</li>
<li>More generally, contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMPACT’s mandate, ethics, values and stand-point with regard to other actors.</li>
</ul>
<p><em><strong>DATA CONFIDENTIALITY AND PROTECTION</strong></em></p>
<p>The Senior Assessment Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.</p>
<h2><strong>REQUIREMENTS</strong></h2>
<ul>
<li><strong>Years of work experience</strong> 3 years of relevant working experience in a humanitarian setting, such as assessments, monitoring and evaluation, research design and analysis, etc.</li>
<li><strong>Research skills</strong> Excellent quantitative and qualitative research data analysis experience required. Ability to adapt, implement and interpret methodology, sampling and analysis to a high standard</li>
<li><strong>Familiarity with the humanitarian and aid system</strong> Good understanding of the aid system and the research community. Prior experience with humanitarian coordination forums preferred</li>
<li><strong>Thematic experience</strong> Prior experience with key informant and area of knowledge methodologies and humanitarian assessments is an asset.</li>
<li><strong>Communication/reporting skills</strong> Excellent verbal and written communication and drafting skills for effective and accurate reporting required</li>
<li><strong>Academic</strong> <strong>qualifications</strong> Excellent academic qualifications, preferably including a Master’s degree in relevant discipline (e.g. international studies, development, humanitarian response, data science, political science, statistics, etc)</li>
<li><strong>Software skills</strong> Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are an advantage; Experience with InDesign an asset.</li>
<li><strong>Level of independence</strong> Proven ability to work independently.</li>
<li><strong>Experience in geographical region</strong> Past experience in the HoA region is desirable; or any other emergency context where access is challenging.</li>
<li><strong>Language skills</strong> Fluency in English required, competency in Somali an asset.</li>

<h2><strong>COMPENSATION &amp; BENEFITS</strong></h2>
<ul>
<li>For this position, salary between <strong>3’000 CHF</strong> and <strong>3’120 CHF</strong> monthly (before income tax), etc as well as a monthly living allowance of <strong>300 USD</strong></li>
<li>NB &#8211; IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education of staff. A location-dependent security and/or isolation adjustment is then applied as a recognition that some staff are required to work in difficult places where living and working conditions are much more difficult than elsewhere.</li>
<li>Accommodation and food provided in a guesthouse. Depending on the country situation, a contribution to a housing allowance of up to 75% of country-specific benchmark can be considered instead. NB – IMPACT is hosted by ACTED in this country [to be adjusted depending on the country]</li>

<h3><strong>POSITION PROFILE</strong></h3>
<p>The Research Manager will be responsible for overseeing the development and strategy of the Intersectoral Unit under the supervision of the IMPACT Deputy country representative. The candidate should be comfortable representing IMPACT with donors and be able to coordinate and liaise with a range of senior external partners. This position requires a profile that can be both analytical and managerial, as the Research Manager’s job can range from coordinating with external partners (whether data actor, humanitarian cluster, or donor) to analytical oversight of research products to logistics.</p>
<h3><strong>RESPONSIBILITIES</strong></h3>
<p>The Research Manager’s responsibilities will include:</p>
<p><em><strong>STAFF MANAGEMENT</strong></em></p>
<ul>
<li>Direct management of senior national and international team members, including recruitment and staff career management.</li>
<li>Development and implementation of capacity training plans for team members;</li>
<li>Day-to-day management of team members, including the development of work plans and performance indicators.</li>
</ul>
<p><em><strong>PROJECT/RESEARCH CYCLE MANAGEMENT</strong></em></p>
<ul>
<li>Ensure all assessments and analysis are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global REACH guidelines;</li>
<li>Oversee all research cycles in his/her unit, including reviewing ToRs, methodology notes, tools, products and dissemination strategies.</li>
<li>Ensure the writing and production of timely, accurate and analytically rigorous reports, assessments, and factsheets;</li>
<li>Ensure relevant stakeholders and partners are engaged in assessment design and planning;</li>
<li>Monitor output achievement, project expenditure and ensure timely completion of the project.</li>
<li>Actively advocate for the improving of analysis within REACH products, and using common methodologies, tools and analysis frameworks across units where relevant</li>

<p><em><strong>GRANTS MANAGEMENT</strong></em></p>
<ul>
<li>Under the guidance of the Country representative and the Project and Partnerships support department, manage grants in the unit, including initial discussions with donors, conceptualisation of new projects, drafting proposals, regular reporting, and M&amp;E;</li>
<li>Under the guidance of the Country Representative, oversee the financial management of all grants covering the unit’s projects, including oversight of budget and expenditure;</li>
<li>Ensure that contractual obligations are met in terms of programs deliverables.</li>
</ul>
<p><em><strong>EXTERNAL ENGAGEMENT</strong></em></p>
<ul>
<li>In coordination with the Country Representative and Deputy country representative, represent REACH with donors, partners, and the wider development community in Somalia.</li>
</ul>
<p><em><strong>STRATEGY DEVELOPMENT AND IMPLEMENTATION</strong></em></p>
<ul>
<li>Under the guidance of the Country Representative and Deputy country representative, develop the unit strategy, engagement and involvement with various technical and coordination forums;</li>
<li>Work with key clusters and partner organizations and working groups to understand the various relevant information gaps within Somalia and identify how REACH can fill these gaps;</li>
<li>Contribute to the development and implementation of the REACH Somalia country strategy;</li>
<li>Develop and implement dissemination strategies to strengthen the impact of the programmes under his/her supervision;</li>
<li>Engagement with HQ on matters related to the research cycles under his/her supervision and provide support to relevant IMPACT Global Community of Practices (CoPs).</li>
</ul>

<h3><strong>COUNTRY PROFILE</strong></h3>
<p>Somalia remains within a complex and protracted crisis due to active conflict, the presence of non-state armed actors, the persistent presence of communicable diseases and climate-driven onset shocks – including droughts and flooding. Conflict and natural disasters continue to drive displacement and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors. The combination of restricted access to resources, drought, and flooding further exacerbates the possibility for outbreaks of communicable diseases like measles, cholera, and acute watery diarrhea (AWD),</p>
<p>Against this backdrop, IMPACT Initiatives has developed a wide range of research cycles to provide an evidence-base for the humanitarian community. This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs), the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNA), as well as analytical products such as the Acute needs analysis (ANA) and Real time monitoring (RTM).</p>
<h3><strong>POSITION PROFILE</strong></h3>
<p>The Research Manager will be responsible for overseeing the development and strategy of the Intersectoral Unit under the supervision of the IMPACT Deputy country representative. The candidate should be comfortable representing IMPACT with donors and be able to coordinate and liaise with a range of senior external partners. This position requires a profile that can be both analytical and managerial, as the Research Manager’s job can range from coordinating with external partners (whether data actor, humanitarian cluster, or donor) to analytical oversight of research products to logistics.</p>
<h3><strong>RESPONSIBILITIES</strong></h3>
<p>The Research Manager’s responsibilities will include:</p>
<p><em><strong>STAFF MANAGEMENT</strong></em></p>
<ul>
<li>Direct management of senior national and international team members, including recruitment and staff career management.</li>
<li>Development and implementation of capacity training plans for team members;</li>
<li>Day-to-day management of team members, including the development of work plans and performance indicators.</li>

<p><em><strong>PROJECT/RESEARCH CYCLE MANAGEMENT</strong></em></p>

<li>Ensure all assessments and analysis are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global REACH guidelines;</li>
<li>Oversee all research cycles in his/her unit, including reviewing ToRs, methodology notes, tools, products and dissemination strategies.</li>
<li>Ensure the writing and production of timely, accurate and analytically rigorous reports, assessments, and factsheets;</li>
<li>Ensure relevant stakeholders and partners are engaged in assessment design and planning;</li>
<li>Monitor output achievement, project expenditure and ensure timely completion of the project.</li>
<li>Actively advocate for the improving of analysis within REACH products, and using common methodologies, tools and analysis frameworks across units where relevant</li>

<p><em><strong>GRANTS MANAGEMENT</strong></em></p>
<ul>
<li>Under the guidance of the Country representative and the Project and Partnerships support department, manage grants in the unit, including initial discussions with donors, conceptualisation of new projects, drafting proposals, regular reporting, and M&amp;E;</li>
<li>Under the guidance of the Country Representative, oversee the financial management of all grants covering the unit’s projects, including oversight of budget and expenditure;</li>
<li>Ensure that contractual obligations are met in terms of programs deliverables.</li>
</ul>
<p><em><strong>EXTERNAL ENGAGEMENT</strong></em></p>
<ul>
<li>In coordination with the Country Representative and Deputy country representative, represent REACH with donors, partners, and the wider development community in Somalia.</li>
</ul>
<p><em><strong>STRATEGY DEVELOPMENT AND IMPLEMENTATION</strong></em></p>
<ul>
<li>Under the guidance of the Country Representative and Deputy country representative, develop the unit strategy, engagement and involvement with various technical and coordination forums;</li>
<li>Work with key clusters and partner organizations and working groups to understand the various relevant information gaps within Somalia and identify how REACH can fill these gaps;</li>
<li>Contribute to the development and implementation of the REACH Somalia country strategy;</li>
<li>Develop and implement dissemination strategies to strengthen the impact of the programmes under his/her supervision;</li>
<li>Engagement with HQ on matters related to the research cycles under his/her supervision and provide support to relevant IMPACT Global Community of Practices (CoPs).</li>
</ul>
<p>The Research Manager will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with IMPACT.</p>
<h3><strong>REQUIREMENTS</strong></h3>
<ul>
<li><strong>Years of work experience</strong> At least 4 years of relevant working experience in a humanitarian setting, such as program management, evaluation and assessments;</li>
<li><strong>Research skills</strong> Excellent quantitative and qualitative research design, data collection, and data analysis experience required;</li>
<li><strong>Familiarity with aid system</strong> Good understanding of the aid system and the research community. Prior experience with humanitarian coordination forums preferred;</li>
<li><strong>Management experience</strong> Demonstrated team management skills, including remote management;</li>
<li><strong>Thematic experience</strong> Background in public health highly desirable</li>
<li><strong>Experience in geographical region</strong> Past experience in the HoA is desirable;</li>

<p>The Data Officer will be responsible for leading the production of analysis products, including the preparation of research design, support in designing sampling methods, data analysis plans, data collection tools, data cleaning scripts and processes, analysis scripts, analysis outputs and (as relevant) production of web maps and information management systems. Under the line management of the Senior Data officer, the Data Officer, in close liaison with the assessment teams, engages with partners to promote their participation in data processing, analysis or relevant topics, to maximize the uptake and use of IMPACT/REACH research. When relevant, or managing a project, they also ensure an efficient and transparent use of resources required for project implementation. This can include the direct supervision of data and assessment teams during data collection, analysis or output production.</p>
<h2><strong>RESPONSIBILITIES</strong></h2>
<p>The Data Officer is responsible for the following:</p>
<p><em><strong>RESEARCH CYCLE MANAGEMENT</strong></em></p>
<ul>
<li><strong>Research planning and design</strong> through leading on <strong>sampling design</strong> and in coordination with relevantassessment and GIS staff <strong>construct quantitative sample</strong>;</li>
<li>Providingtraining on <strong>data cleaning and management techniques;</strong></li>
<li>Overseeing <strong>data analysis set-up</strong> (specifically conducted in the R environment).</li>

<p><strong>Responsibilities</strong></p>
<p>Within delegated authority, the Information Management Officer will be responsible for the following duties:</p>
<p>Coordination:<br />
Establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards; work with first responders such as the UN disaster assessment and coordination team (UNDAC) and on-site operations and coordination Centre (OSOCC) to ensure a smooth transition of information tools and services; engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners; advocate for the use of data standards and common platforms, and for the open exchange of information.</p>

<p>This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. <h4>BACKGROUND on IMPACT and REACH</h4>
<p>REACH was born in 2010 as a joint initiative of two International NGOs (<a href="http://www.impact-initiatives.org/" target="_blank" rel="noopener">IMPACT Initiatives</a> and <a href="http://www.acted.org/" target="_blank" rel="noopener">ACTED</a>) and the United Nations Operational Satellite Applications Programme (<a href="http://www.unitar.org/unosat/" target="_blank" rel="noopener">UNOSAT</a>). REACH’s <strong>purpose</strong> is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.</p>
<p>IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.</p>

<h4>Country profile</h4>
<p>REACH has been operational in Somalia since 2012, providing information management support to humanitarian actors in a complex environment through assessment capacity, GIS services and support to Cluster IM practices. Projects have included tri-cluster assessments in support of the WASH, Shelter and Education Clusters, support to Food Security response analysis, and development of a Shelter Cluster M&amp;E Framework.</p>
<p>REACH Somalia is looking to expand information support to the humanitarian response in several key areas, including IDP settlement profiling and monitoring, multi-cluster needs assessments, durable solutions and improved remote data collection. Key strategic aims are to increase geographic and sectoral coverage and to enhance advocacy capacity through strengthened data collection and information targeting.</p>
<h4>FUNCTIONS</h4>
<ol>
<li><strong>RESOURCE</strong> <strong>MANAGEMENT &amp; Staff Capacity Building</strong></li>
</ol>
<ul>
<li>In coordination with the Country Coordinator for Kenya/Somalia the incumbent will be responsible for managing the staff allocation of spare capacity within Kenya/Somalia for database and GIS Officers. Resource allocation will be based on priority as determined within SMT and ultimately by the Kenya/Somalia CC.</li>
<li>The incumbent must ensure that requests for resource from the central team are accurately estimated (as far as possible) in terms of complexity and effort, and that the appropriate resources are allocated to each request. It will be the responsibility of the incumbent to determine the process for tracking resource allocation and progress on each request. The incumbent’s will be expected to volunteer their own effort in supporting these requirements and support all Kenya and Somalia Units.</li>
<li>It will be the responsibility of the incumbent to work with the Country Coordinator to ensure that the Data/GIS team is adequately equipped to deal with requests from the units, and that wherever possible peaks of effort are anticipated.</li>
<li>Identify the technical and non-technical skills of the Data/GIS team and create capacity building plans for individual staff as well as the overall team based on the strategic goals of the research cycles.</li>
</ul>
<ol>
<li><strong>TECHNICAL BACKSTOPPING OF DATA, DATABASE FUNCTIONS, AND GIS, WITHIN RESEARCH CYCLES</strong></li>
<li><em>Assessment Preparation and Planning:</em></li>
</ol>
<p>· The Data and GIS Manager must ensure all planned IMPACT research assessment cycles are meeting / exceeding IMPACT’s research standards, wider academic standards, and overall research ethics in the research methods, data processing and analysis, and GIS practices being used in country.</p>
<p>· Identification of available data to inform secondary data review in coordination with the assessment team, with an aim of actively proposing spatial analysis and/or remote sensing activities that can provide additional information to enrich the assessments;</p>
<p>· For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the analysis plan, as well as data management plan, and related mapping to ensure that all stages of the assessment cycle are planned in line with project and program objectives;</p>
<p>· Support project teams to co-construct qualitative and quantitative data collection tools and mapping tools, ensuring data and GIS requirements of research cycle/assessment are met and all required geo-reference data will be collected to allow for accurate analysis and visualization of findings;</p>
<p>· Develop sampling frames through geo-spatial analysis of assessment areas and subsequently develop statistically representative samples. Related support to operations teams in developing maps and reference guides for daily assessment plans and field movement plans;</p>
<ul>
<li>Create – and/or support the Data Officers to develop &#8211; Data SOPs in the preparation phase for ease of coordination and role responsibilities with the Field and Assessment teams during the data collection and analysis periods.
<ol>
<li><em>Data Collection</em></li>
</ol>
</li>
</ul>
<p>· When relevant, and in coordination with the operations team, ensure that support is provided by the data analysis and/or GIS teams for the identification and training of enumerators for primary data collection;</p>
<p>· In close collaboration with field teams, oversee data collection daily checks including spatial verification and validation with two-way feedback between internal departments;</p>
<p>· Keep track of progress and delays of all data, information-management, and GIS tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.</p>
<ol>
<li><em>Data Management, Cleaning &amp; Analysis</em></li>
</ol>
<p>· Develop advanced data cleaning scripts and ensure all relevant staff are trained in their use and interpretation – and validated by IMPACT HQ;</p>
<p>· Establish coordination and technical systems to ensure all incoming data, across all research cycles, is revised and cleaned, and that all revisions are recorded;</p>
<p>· Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines upholding principles of data protection and data privacy;</p>
<p>· Establish systems to ensure that all data and its analysis, included spatial analysis, are technically sound, linked to the validated methodology, and checked validated by internal teams before sharing to external parties and product drafting stage;</p>
<p>· Ensure the quality and accuracy of technical information provided as well as accurate linkages between spatial databases and assessment data;</p>
<ol>
<li><em>Product dissemination and evaluation</em></li>
</ol>
<p>· Identify the best visualization technique for each project, such as figures, graphs, static/dynamic maps or interactive dashboards, that helps to understand the data and facilitate its distribution, taking into account the purpose of each project;</p>
<p>· Ensure the drafting of timely and accurate GIS products which meet the requirements of IMPACT and concerned partners;</p>
<p>· In coordination with IMPACT HQ, ensure that data and GIS products are uploaded on relevant portals, as specified in Research ToRs;</p>
<p>· In coordination with IMPACT’s Country Coordinator, Senior Management Team, and Data and GIS team, and with the assessment team, ensure that lessons learned are gathered and documented at the end of each research cycle.</p>
<p><strong>INTERNAL COORDINATION</strong></p>
<ul>
<li>The Senior Data and GIS Manager will be responsible for day-to-day management of Data and GIS Officers and/or Assistants working within the portfolio. S/he/they are expected to guide and direct IMPACT staff and prepare and follow up workplans with each staff member that directly reports to him/her. This will include the preparation of ToRs, observation of recruitment procedures by planning recruitment needs in advance, and undertake interviews.</li>
<li>The Senior Manager is also responsible for cross-team learning and sharing for cross-disciplinary team members beyond those under their direct management. S/he/they will therefore be expected to actively contribute to informal technical sharing for the Field and Assessment teams.</li>
</ul>
<h4>Accountability to Communities and Beneficiaries</h4>
<p>The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.</p>
<p><strong>CONFIDENTIALITY AND DATA PROTECTION</strong></p>
<p>All IMPACT / REACH staff are expected to maintain the strictest confidentiality on all data collected and related processes. S/he/they will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.</p>
<h4>REQUIREMENTS</h4>
<ul>
<li>At least 5 years of relevant working experience working in data analytics, data management, geo-spatial visualization, information management, or a related field;</li>
<li>Excellent academic qualifications, including a Bachelor’s Degree in Computer Science, Geography, Statistics, Economics, or a relevant discipline;</li>
<li>Proven experience in data processing and statistical analysis</li>
<li>Proven experience in use of software such as ArcGIS and R;</li>
<li>Advanced MS Excel skills (Advanced usage of formulas, Pivot tables, Lookup functions);</li>
<li>Strong understanding of sampling methodologies and statistical analysis</li>
<li>Considerable experience using ODK/KOBO for quantitative data collection (questionnaire coding and dataset structures);</li>
<li>Familiarity with PowerBI, Shiny, or other interactive dashboard software an asset;</li>
<li>Ability to think creatively in terms of tool and process development;</li>
<li>Experience managing a team and staff capacity building; proven experience in remote management an asset</li>

As such, high-quality Hydro-Meteorological (Hydromet) data and information must play an essential role in all sectors of the country&#8217;s economy, including Federal and Member State Government development policies and plans. For example, the National Development Plan (NDP-9:2020-2024) requires effective natural resource management, which strongly depends on the effective use of data and information in decision-making.</p>
<p>The Strategic Objective 13b of NWRS states that a national hydro-meteorological service centre, based in Mogadishu and bridging the access to data and the utilization of information by users, will be established. The strategy aims to improve the levels of monitoring that produce hydrometeorological and environmental data and information and to strengthen the systems and approaches that make this data and information accessible.</p>
<p>The Strategic Objective 13b of NWRS states that a national hydro-meteorological service centre, based in Mogadishu and bridging the access to data and the utilization of information by users, will be established. The strategy aims to improve the levels of monitoring that produce hydrometeorological and environmental data and information and to strengthen the systems and approaches that make this data and information accessible.</p>
<p>Due to this, the Ministry of Energy and Water Resources has initiated a process to reinvigorate approaches, systems, technologies, and regimes of Hydromet service provision in Somalia to enhance community resilience to Hydromet risks through effective coordination, facilitation, and implementation of initiatives across Somalia.</p>
<p>Therefore, MoEWR is looking for consultancy service for technical installation, configuration and testing of river water level radar monitoring and weather station while ensuring proper functioning of hydromet system with aim provide precise and timely data and information to enhance Hydromet services.</p>
<p>The purpose of this Terms of Reference (ToR) is to describe the technical services required for the installation, configuration, and testing of an Automatic hydro and Weather Station and SYNOP system. The AWS and SYNOP system will be used to collect, store, and process hydro-meteorological data for use in hydrometeorological forecasting, research, and other related activities.</p>
<p>The scope of work for this project includes the following:</p>
<ol>
<li><strong>Site Survey:</strong> Conduct a site survey to determine the most suitable location for the installation of the hydro-AWS and SYNOP stations. The survey should take into consideration factors such as accessibility, security, power supply, and environmental conditions.</li>
<li><strong>Installation:</strong> Install the hydro, AWS and SYNOP system at the selected site. This includes mounting the sensors, instruments, and communication equipment, as well as connecting them to a power source and data logger.</li>
<li><strong>Configuration:</strong> Configure the hydro,AWS and SYNOP system to ensure that it is collecting and transmitting accurate and reliable data. This includes setting up the communication protocols, data logging intervals, and alarm thresholds.</li>
<li><strong>Testing:</strong> Conduct a series of tests to ensure that the AWS and SYNOP system is functioning properly and meeting the required specifications. This includes testing the sensors, instruments, communication equipment, and data logging systems.</li>
<li><strong>Training:</strong> Provide training to the relevant technical staff from MoEWR and FMS personnel on how to operate and maintain the hydromet system. This includes training on AWS set up, installation, configuration, data collection, data transmission, and routine maintenance.</li>
</ol>
<p><strong>Timeframe of the Work:</strong> The installation, configuration, and testing of the AWS and SYNOP system should be completed within [3 month] from the date of contract signing.</p>
<p><strong>Expected key deliverables:</strong></p>
<p>The following deliverables are expected from the service provider:</p>
<ul>
<li>Detailed work plan and budget for the work, including all costs associated with the site survey, installation, configuration, testing, training, and maintenance.</li>
<li>Installation, Configuration testing report</li>
<li>Training and Maintenance manual</li>
<li>Regular reporting the consultant service provider should provide regular progress reports to the client on the status of the project. These reports should include updates on the site survey, installation, configuration, testing, and training.</li>
</ul>
<p><strong>Criteria qualification</strong></p>
<p>The Ministry of Energy and Water Resources now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information and experience for previously installation for Hydrological and Meteorological stations, the experience requires as follows:</p>
<ol>
<li>Core business of the firm and at least 9 years in supporting the installations for stations and hydrological surveys.</li>
<li>Experience in conducting similar assignments, at least 6 years.</li>
<li>The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount, and financing sources.</li>
<li>Experience of relevant services in an environment similar to that of Somalia; and</li>
<li>The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.</li>
