<p>Organizational Setting and Reporting</p>
<p>In Somalia, the United Nations Mine Action Service (UNMAS) is an integral component of the United Nations Support Office in Somalia (UNSOS), supporting mandate delivery through provision of strategic advice to the Government of Somalia and explosive ordnance threat mitigation support to the African Union Support and Stabilization Mission in Somalia (AUSSOM) and to the Somali Security Forces (SSF). This position is located in the UNSOS based in Mogadishu. The Chief of Branch of the Mine Action Programme reports to the Director Mission Support (DMS) with an additional reporting line to the Head of the United Nations Support Office in Somalia (UNSOS) and to the UNMAS Director.</p>
<p>Responsibilities</p>
<p>Within the limits of delegated authority, the incumbent will be responsible for performing the following duties:</p>
<ul>
<li> Formulates and implements the substantive work programme of the Mine Action Service under his/her supervision. Oversees the management of activities undertaken by the Mine Action Service, ensures that programmed activities are carried out in a timely fashion and cooordinates work in the different areas both within the Programme and with National institutions, United Nation country team and with other organizations of the United Nations System, as appropriate.</li>
<li> Leads and develops the Mine Action programme strategy and work plan; determines priorities and resource allocation for the completion of outputs and their timely delivery and ensures the structure and budget are fit for purpose and delivers value for money; develops and maintains a resource mobilization strategy as required.</li>
<li> Co-ordinates and oversees the preparation of Mine Action inputs into budget/substantive and performance reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other policy making organs, as appropriate. Advises on mandate changes in the area of mine action, aligned to national and regional political and security developments and trends.</li>

<li> Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Mine Action programme, including preparation and review of budgets and cash flows, review and approval of draft reports and documents, oversight and monitoring of the performance of the implementing partners, staff performance (PAS) and preparation of inputs for results-based budgeting.</li>
<li> Manages, guides, develops and trains staff under his/her supervision.</li>
<li> Fosters teamwork and communication among staff in the Mine Action Programme and across organizational boundaries.</li>
<li> Leads and supervises the organization of meetings, seminars, etc. on substantive issues on Mine Action. Manages the substantive preparation and organization of such meetings or seminars.</li>
<li> Participates in international, regional or national meetings and provides programmatic/substantive expertise on Mine Action issues, or holds programmatic/substantive and organizational discussions with representatives of other institutions.</li>
<li> Represents the mission and/or UNMAS at international, regional or national meetings.</li>
<li> Performs other related work as required.</li>

<p>An advanced university degree (Master&#8217;s degree or equivalent) in public administration, political studies, international relations, law, management, social sciences or related area. <p>Work Experience</p>
<p>A minimum of fifteen (15) years of progressively responsible professional experience in the field of programme and project management is required. A minimum of ten years of experience in the management of programmes and projects in the areas of mine action, disarmament, demobilization and reintegration, security sector reform, stabilization, humanitarian or emergency responses is required. A minimum of five years of experience in a senior advisory and/or managerial role in a conflict or post-conflict setting in the United Nations or similar international organization is required. At least two years experience in managing a mine action field programme is required. Experience managing large teams is required. Experience in resource mobilization is desirable. Direct experience engaging with senior government officials in a complex humanitarian or peacekeeping setting is desirable.</p>

Provide general administrative support services in order to assist the Fire Safety / Security Officers fulfil their duties vis-a-vis staff members and their dependents. 2. Assist with data consolidation and dissemination of relevant security information required for the analysis of the security situation by the Chief Security Officer and Head of the Unit. 3. Assist the Fire Safety and Security Officers with the preparation of any security related documents including Security Plans, Area Security Risk Management (SRM), regular reports and any other reports related to the security section activities as well as providing administrative assistance. 4. Draft correspondence and maintains records for the Unit’s Training Courses delivered to security and field mission’s personnel. 5. Provide support during the implementation of the Security Plan under the directions of the Chief Security Officer and Head of the Unit. 6. Assist in reviewing the logistics requirements and other related actions required for the preparation of training courses, drills and other security exercises. 7. Assist Chief Security Officer and Head of the Unit on monitoring the implementation of security policies and procedures. 8. Provide support in organizing and conducting security awareness and preparedness activities, and provides security orientation to newly assigned staff members, as well as conducting security briefings, as required. 9. When and if required, prepare security presentations for the Chief Security Officer and the Security Officers. 10. <p>The Representative leads a country office team in the design and implementation of a population and development and sexual and reproductive health country programme. Through alliances and partnerships with governments, UN and bilateral agencies, development partners, civil society, academia and the private sector, the programme aims to realize the 2030 Agenda in order to make a positive difference in the lives of millions of people; especially those furthest behind.</p>

<p>Under the guidance of the Regional Director for the Arab States, you will lead a Country team in the development and management of an innovative Country Programme of Cooperation focused on population and development and universal access to sexual and reproductive health and rights, including maternal health, family planning, gender, and adolescent and youth empowerment.</p>
<p>You are accountable for the effective implementation of the Country Programme, playing the lead role in promoting the mandate of the organization, and ensuring the integration of issues of sexual and reproductive health and rights in the broader national development agenda. Through engagement with national counterparts, UN Country Teams, compelling advocacy, and delivery of effective programmes, including in emergency settings, you serve on the frontline of the organization, validating both the mandate of the organization and its ability to deliver high quality support and results. Your ultimate accountability is to the people that you serve; the most vulnerable, excluded, or marginalized and for the causes that you serve; human rights, sustainable development and humanitarian relief.</p>

<p><strong>Strategic direction, planning and management</strong></p>
<p>Positioning UNFPA&#8217;s mandated areas in all UN strategic frameworks (political, humanitarian, development) strategically.</p>

<p><strong>Management of resources</strong></p>
<p>Manage international and national staff providing them with direction and motivation; fostering empowerment, learning and career management</p>

<li> Engage with the country and regional level security mechanisms to ensure staff duty of care in an enabling environment is promoted.</li>

<p><strong>Programme oversight and coordination</strong></p>
<p>Drive the application of results-based management and quality assurance frameworks for the work of the Country Office;</p>

<p><strong>Qualifications and Experience:</strong></p>

<p>Advanced university degree (Master&#8217;s or equivilent) in any of the following disciplines: Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field.</p>
<p><strong>Knowledge and Experience:</strong></p>
<p>A minimum of15 years of increasingly responsible professional experience in public administration and international development of which at least 8 years in the field of population and development, sexual and reproductive health or humanitarian at the international level;</p>
