<p><strong>Organizational Context and Scope</strong></p>

The Supply Chain Officer will also oversee the accommodations and warehouses of the sub-offices in the Mission, and assume as Officer in Charge (OIC) in the absence of Supply Chain Head Unit.</p>

<p><b>Responsibilities</b></p>
<p>1. Conduct strategic planning for supply chain related activities of the Country Office (CO) in close collaboration, with internal and external stakeholders in the country, as well as relevant units at HQ.</p>
<p>2. Oversee the process of logistics capacity assessments and market research to keep abreast decisionmakers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns and availability of good and services.</p>

<p>3. Supervise and guide the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management and maintenance, but also the logistics information management and reporting.</p>
<p>4. Lead and guide to the establishment and implementation of Standard Operating Procedures (SOPs) to address supply chain bottlenecks (value stream mapping) and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner.</p>
<p>5. Monitor the overall compliance review of vendor contracts to ensure adherence to internal procurement rules and organizational standards, while mitigating risks related to vendor management and contractual obligations of the same.</p>
<p>6. Guide and provide first- line technical support to programme management teams in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.</p>
<p>7. Establish, manage and monitor a robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization&#8217;s assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization&#8217;s rules and regulations and lead initiatives to strengthen procurement and supply chain processes, embedding best practices to ensure transparency, efficiency, and accountability in all operations.</p>
<p>8. Supervise, train and guide the SCM staff of CO, while monitoring, evaluating and promoting their professional and career development and coordinate and implement capacity-building initiatives for the Supply Chain Unit, fostering skills development, knowledge transfer, and continuous improvement in line with evolving organizational and donor requirements.</p>
<p>9. <li>Master&#8217;s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or,</li>
<li>Bachelor&#8217;s degree in the above fields with seven years of relevant professional experience.</li>

<p>Accredited Universities are those listed in the UNESCO World Higher Education Database.</p>
<p><strong>Experience</strong></p>
<ul>
<li>Experience in managing diverse procurement and logistics operations in countries in conflict; and,</li>
<li>Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers in complex operations.</li>

<p><strong>Skills</strong></p>

<li>Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM&#8217;s system and processes as they apply to procurement and logistics; and,</li>
<li>Excellent level of computer literacy and good knowledge of Oracle is an advantage.</li>

<p><b>JOB PURPOSE:</b> To perform <b>security-related tasks</b> supporting the implementation, monitoring, and assessment of safety and security measures to ensure <b>WFP</b> staff, assets, and operations are protected. The incumbent will focus on the unique conditions in the <b>Area Office</b>, where threats are different from the other parts of Somalia, while maintaining the same level of professional security vigilance and coordination.</p>

<p>The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.</p>
<p><strong>UNMAS</strong></p>
<p>United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive, and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.</p>
<p>UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Security Forces, Somali Police Force, Somali Explosive Management Authority, Minister of Internal Security and National Security Advisor.</p>
<p>Functional Responsibilities</p>
<p>Under the supervision of Procurement and Logistics Specialist, the Procurement Specialist will carry the following responsibilities:</p>

<li>Review and pre-clearance of solicitation documents, requests for awards and submissions to Contract and Property Committees (CPCs) in role as Procurement Reviewer (in OneUNOPS or Enterprise system).</li>
<li>Procurement contracts and contractors optimally managed through supplier and contract performance management against agreed benchmarks and through agreed reporting mechanisms.</li>
<li>Implementation of Internal control system.</li>

<li>3. Ensure introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:</li>

<p>Education/Experience/Language requirements</p>
<p>Education:</p>
