<p><strong>ROLE DIMENSION</strong></p>
<p>Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $100million annual budget and staff over 650 staff.</p>
<p><strong>ROLE PURPOSE</strong></p>
<p>Seconded to the Ministry of Labour and Social Affairs (MoLSA), the MEAL Officer for the SAGAL Project will provide timely and effective support in advancing Monitoring, Evaluation, Accountability and Learning (MEAL) strategies, policies, and practices for the SAGAL project. The role involves designing and strengthening programme monitoring systems, building staff capacity in data analysis and dissemination, and ensuring strong coordination among Save the Children project teams, the Somali Cash Consortium, and MoLSA counterparts.</p>
<p>The officer will also manage complaints and feedback mechanisms to enhance accountability, improve project information sharing, and foster community participation in SAGAL project, while coordinating information management and reporting systems to ensure accuracy and transparency.</p>
<p>Additionally, the post holder will support the Area Evidence and Learning Manager in implementing the MEAL strategy across the Southern States of Somalia, with a particular focus on the SAGAL Project. By delivering an effective MEAL function, the officer will play a pivotal role in expanding Save the Children&#8217;s programmes in the assigned area, thereby increasing impact and enabling positive, sustainable change for children.</p>

<p><strong>QUALIFICATIONS &amp; EXPERIENCE</strong></p>

<li>Minimum 2-3 years of practical experience in M&amp;E system coordination/implementation in an international non-governmental organization or other international relief/development body; or Master&#8217;s degree with humanitarian program experience</li>
<li>Familiarity with MEAL systems of SCI and experience in leading team on implementation of such system.</li>
<li>Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&amp;E method and analyse and disseminate complex information to a range of stakeholder audiences.</li>
<li>Practical knowledge or experience of working in humanitarian response and recovery at a technical senior level position.</li>

<p><strong>Background</strong></p>
<p>iMMAP Inc.’s present project is designed to strengthen the information management capacities of the Somalia Explosive Management Authority (SEMA) in the coming years. Earlier in late 2023, iMMAP Inc. introduced the Humanitarian Information Support Team (HIST) in Somalia. This demand-driven and centralised Information Management request system simplifies the support provided to local and international humanitarian actors involved in the Somalia Response. The initiative centred on the establishment of an Information Management Unit that supports and collaborates with humanitarian actors, including UN Agencies, NGOs and INGOs working across various clusters and sectors, including UNOCHA, Food Security and Livelihood, Nutrition and WASH clusters, to enhance data collection, validation, analysis, and reporting. This initiative included the capacity building of the partners, development of interactive dashboards, spatial analysis, and mapping to support processes like the Humanitarian Needs Overview (HNO) and Humanitarian Response Needs Plan (HRNP). In the first half of 2024, the project has facilitated the increased involvement of stakeholders, including the Operational Cell (OC), Area Based Coordination structures (ABCs), Somalia Disaster Management Agency (SoDMA), and Somalia NGO Consortium (SNC). This expansion has enhanced efforts to meet the urgent needs of Somalia&#8217;s vulnerable populations amidst the ongoing crisis.</p>
<p><strong>Objective</strong></p>
<p>The MERL (Monitoring, Evaluation, Research, and Learning) Associate will play a pivotal role in advancing institutional research, capacity development, knowledge management, and monitoring &amp; evaluation across public sector institutions and humanitarian-development programs in Somalia. This position involves conducting systems research to assess institutional performance, designing and implementing capacity-building frameworks, and supporting strategic learning processes across partner organisations. The Associate will also contribute to needs assessments, proposal development, and impact analyses, particularly examining the intersection of conflict, climate change, and vulnerability in Somali communities. The role requires a strong analytical mindset, familiarity with development and humanitarian contexts, and the ability to work collaboratively with government, civil society, and international actors.</p>

<p><span class="emphasis-3"><b>BACKGROUND AND PURPOSE OF THE ASSIGNMENT:</b></span><br />
WFP Somalia upholds its commitment to accountability to people we serve and transparency through the Community Feedback Mechanism (CFM), with the Call Centre serving as one of the key communication channels connecting beneficiaries to WFP operations. WFP Somalia has a safe, accessible, and responsive community feedback and response mechanism in place to allow affected communities to raise concerns, grievances, seek information, request for assistance and provide feedback. The CFM operates at the local level, with a 360-degree monitoring and reporting process in place. A dedicated call centre is in place to enable safe and confidential reporting of incidents and enables registration of complaints through a dedicated hotline, email and cases from field monitoring as well as helpdesk and it is accessible nationwide. To ensure operational business continuity and effectiveness of the Call Centre, the Planning, Monitoring, Learning and Evaluation (PMLE) unit is looking for qualified individuals who can deliver timely, accurate, and respectful support services to beneficiaries through WFP’s Community Feedback Mechanism.</p>

<p><span class="emphasis-3"><b>ACCOUNTABILITIES/RESPONSIBILITIES:</b></span><br />
Under the direct operational supervision of the Call Centre Team Leader and Programme Policy Officer, the incumbent will be responsible for the following duties:</p>

<li>Carry out telephone operator duties for the community feedback mechanism including but not limited to, receiving calls, logging in and managing logged complaints and responses in the case management software.</li>
<li>Collect data through the helpline to record on the corporate platforms with integrity and confidentiality.</li>
<li>Ensure the quality and integrity of CRM data to support accurate and timely information in WFP corporate systems.</li>
<li>Act as a focal point between different WFP Somalia offices/functional units and the people we serve (beneficiaries).</li>
<li>Provide beneficiaries with information and guidance on different inquiries such as entitlements and programmes implementation</li>
<li>Disseminate information on WFP programme implementation and assistance entitlements to beneficiaries through different communication channels</li>
<li>Implement remote monitoring in inaccessible areas on the implementation of WFP programme activities when needed in accordance with the WFP Somalia Call center SOP.</li>

<p><b>Education:</b> Secondary school education, preferably supplemented by courses in humanitarian work, development economics, customer relationship or other</p>

<p><b>Experience: At least four (4) years</b> of relevant experience with a Secondary School Certificate, <b>OR </b>University Degree (Diploma/Bachelor’s) with a minimum of <b>two (2) or more years</b> of experience in business support, of which at least two years must be in programme implementation related to development, customer relations, or food and humanitarian assistance operations.</p>
<p><b>Language:</b> Fluent knowledge (proficiency/level C) of English and Somali language.</p>

<p>Under the direct supervision and management of the Dollo Area Manager, the MEAL Specialist will provide technical support to all projects and ensure all the required MEAL activities are implemented in Dollo area office. The specialist will ensure that the area office’s MEAL activities are in line with the country office MEAL framework as well as DRC global MEAL model. The specialist will work closely with Addis Ababa-based MEAL Manager, MEAL Coordinator and program team to ensure compliance with DRC’s MEAL requirements and best practices.</p>
<p><strong>Your main duties and responsibilities will be:</strong></p>
<p><strong>Monitoring and evaluations</strong></p>
<ul>
<li>Ensure full compliance with DRC’s Global MEAL model and DRC Ethiopia MEAL framework in Dollo area office</li>
<li>Maintain DRC MEAL systems and tools used to track project implementation progress and analyze the information to measure project results and progress and used for decision making purposes.</li>
<li>Participate in program design and proposal discussions, including support on MEAL components of project proposals including log frame design and budgeting for M&amp;E.</li>
<li>Develop and operationalize MEAL plans and matrix for all projects in Dollo area office based on project documents and existing MEAL systems.</li>
<li>Provide technical guidance in the design and implementation of M&amp;E activities for all sectors in the area office</li>
<li>In close collaboration with the Addis Ababa-based MEAL Manager/coordinator and the program team, develop sector-specific data collection tools and ensure their proper use at Dollo field office. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.</li>
<li>Regularly update project management tools including project Indicator Performance tracker sheets and analyses them</li>
<li>Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the Area Manager, implementing teams and MEAL Manager, and documenting lessons learned.</li>

<p><b>The Galkayo Area Office</b> is seeking to recruit <b>one (1) Monitoring Assistant</b> to be based in <b>Galkayo</b>. The Monitoring Assistant will play a key role in quality monitoring and in facilitating the utilization of monitoring data. This position reports to the M&amp;E Officer in the Galkayo Area Office.</p>

<p><b>Purpose:</b>: As part of the Planning, Monitoring, Learning and Evaluation Unit, the M&amp;E Officer NOA will lead the delivery of the required monitoring reports meeting timelines and qualitative standards. The M&amp;E Officer will report to Head of Planning, Monitoring, Learning and Evaluation.</p>
<p><b>KEY ACCOUNTABILITIES: (</b>not all-inclusive, within delegated authority)<b>:</b>:</p>
<ul>
<li>Develop the various monitoring reports on a monthly basis of process, output and outcome indicators to support decision making and information sharing with stakeholders, in alignment with wider CO corporate standards and guidelines ensuring accuracy and reliability of the final reports. Collate and analyze the different data collected from the field and other monitoring reports received from the Area Offices and the data collected through the call center in light of the established Log Frames and KPIs and produce CO-level monitoring reports, and to support data and write-ups for the ACR processes.</li>
<li>Develop visualized monitoring reports using tableaus and dashboards for easy access to all staff.</li>
<li>Build capacity and support monitoring team at each Area Office to analyze and develop Area office&#8217;s specific monitoring reports for timely information sharing and decision making at AO-level.</li>
<li>Oversee the record keeping of monthly monitoring plan of each AO, and ensure tracking and reports produced on monthly field monitoring coverage by WFP monitors and the 3rd party monitors for each AO and programmes.</li>
<li>Based on thorough analysis of the output and outcome data, identify inefficiencies, flaws and opportunities in implemented CSP activities vis-à-vis the plan and formulate some recommendations on the improvements to programme and other activities interventions.</li>
<li>Make the needed adjustments to data collection processes and tools to ensure WFP can demonstrate outcomes and impact focused results.</li>
<li>Share the monitoring reports and data analysis and highlight trends/issues and findings to PMLE Head, other M&amp;E Officers and programme technical units for informed decision-making and improvements of the design and the execution of programmes.</li>
<li>Support the provision and verification of outputs and outcomes data in the CO&#8217;s data systems Follow-up on management of WFP Somalia hotline, as part of Community Feedback Mechanism of WFP operations, produce frequent statistics and progress status reports of open/closed cases, resolution of complains, trends analysis of cases, to ensure that corrective actions are taken or adjustments are made to programme responses in line with WFP policy and guidelines as required, and timely feedback to the beneficiary is provided.</li>
<li>Ensure the reliability, accuracy of the data to ensure WFP reports and WFP monitoring systems have credible performance evidence. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring activities;</li>
<li>Train national and cooperating partners in monitoring and mobile data collection;</li>

<p><b>QUALIFICATIONS &amp; EXPERIENCE REQUIRED:</b>: <b>Education:</b> Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation <b>OR First University Degree</b> with additional years of relevant work experience and/or training/courses.</p>
<p><b>Experience:</b> At least <b>one (1) year</b> of professional experience with Advanced University OR first University Degree with a minimum of three <b>(3)</b> or more years of experience in monitoring and evaluation activities. Proficient in utilizing a range of quantitative and qualitative analytical tools and methods. experience in producing monitoring and/or evaluation reports at country office level is added advantage.</p>

<p>CTG overview</p>
<p>CTG staff and support humanitarian projects in fragile and conflict-affected countries around the world, providing a rapid and cost-effective service for development and humanitarian missions. With past performance in 17 countries &#8211; from the Middle East, Africa, Europe, and Asia, we have placed more than 20,000 staff all over the world since operations began in 2006.</p>
<p>CTG recruits, deploys and manages the right people with the right skills to implement humanitarian and development projects, from cleaners to obstetricians, and mechanics to infection specialists, we&#8217;re skilled in emergency response to crises such as the Ebola outbreak in West Africa. Key to successful project delivery is the ability to mobilise at speed; CTG can source and deploy anyone, anywhere, in less than 2 weeks and have done so in 48 hours on a number of occasions.</p>

<p>Overview of position</p>
<p>Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include most notably, the persistent threat of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land, and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals.</p>
<p>While the transition, recovery, and development needs of Somalia, after almost 3 decades of civic conflict and violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace and security, particularly at community levels. Currently, several regions remain at risk of deteriorating into clan-based conflict and falling under the occupation of violent extremist groups, in the absence of consolidated, strategic support for stability.</p>
<p>Since 2016, IOM has been supporting the government to lead, and for communities to drive transition and recovery processes in areas impacted by displacement, conflict, and violent extremism. These programmes, which are implemented through IOM Somalia&#8217;s Transition and Recovery Pillar (TRP), are intended to promote peace, security, and stability in fragile and displacement affected areas of Somalia.</p>
<p>Role objectives</p>
<p>Responsibilities and Accountabilities</p>

<li>Assist in developing project monitoring plans and operational monitoring tools (e.g., checklists, questionnaires, interviews, and survey forms, etc.) with clear and concise roles, timelines, and targets</li>
<li>Support data collection through household surveys, key informant interviews and Focus Group Discussion in timely manner and assist in translating data collection tools including post-intervention monitoring tools, baseline, mid- term, end line, impact evaluation methodologies from English to Somali</li>
<li>Participate in strengthening existing M&amp;E systems for the projects and keep records of M&amp;E documents in hard and soft copies, organize them based on the activity related and upload into SharePoint accordingly the data management system and present when required</li>
<li>Support in assessing the validity of monitoring and evaluation data through a review of activities, completed monitoring forms/databases, and a review of aggregate level statistics reported</li>
<li>Conduct periodic field monitoring visits to maintain current information for accurate documentation and reporting, coordinate logistics and play a key role in all internal and external assessments</li>
<li>Assist to collect and present relevant information and support in the project reporting by closely coordinating with project teams and focal persons to assist the program implementation teams provide timely and accurate reports and draft forms that harmonize between field needs and database reporting</li>
