<p><strong>About the job</strong></p>
<p>The Peace building Officer will play a key role in updating the conflict and context analysis, serving as a bridge between communities, local administration, and program teams. The role supports the Economic Recovery (ER) team to ensure that peacebuilding and conflict sensitivity are fully integrated into program implementation and the Market Systems Development (MSD) approach.</p>
<p>Your main duties and responsibilities will be:</p>
<ul>
<li> Take an Active Role in periodic project review and planning meetings and external meeting as often as requested by the Economic Recovery Team Leader.</li>
<li> Take a lead role in the documentation of lessons learned and ensure they are fed in the design of the Activities.</li>
<li> Support the ECREC Team Leader in establishing relations with local administration, civil society organizations, and international/local organizations implementing similar interventions, along with supporting Ecrec Rec team in carrying out project activities.</li>
<li> Assist in developing Peace building concept notes and proposals towards future fund raising.</li>
<li> Gather community feedbacks and feed into the monthly accountability template.</li>
<li> Develop relevant training manuals and practices for target Beneficiaries and lead in facilitating training where necessary.</li>
<li> Ensure all project Beneficiaries are properly mentored and supported throughout the project.</li>
<li> Participate in the monthly BFU review meetings to know where the project stands with the given project Duration as well as technical implementation working group (TIG) meetings.</li>
<li> Take part in field reporting by preparing technical internal and external reports for DRC,Boresha_Nabad Activities in the project Target areas and also support post implementation monitoring as when Required.</li>
<li> Coordinate field reporting, prepare monthly progress reports, share weekly updates for context upadtes with the Economic Recovery Team leader for consolidation.</li>
<li> Promote Collaboration and synergy between DRC, Deris Wacan, PLACE Boresha Consortium Members, partners, local authorities, local communities and other Agency interventions.</li>
<li> Support the consortium members and DRC Somalia Project manager to ensure effective liaison with stake holders and relevant Government line ministries as needed.</li>
<li> Participate the project manager through contributing to the PMM preparations for the project.</li>
<li> Develop area-based work plans in consultation with other team members and submit them to your line manager.</li>
<li> Prepare a procurement plan reflecting activity expenditure, raise purchase requisitions on time, and track processing of activity-related procurement.</li>
<li> Deliver project activities per DRC&#8217;s HDPB Framework and Community Safety Operational Guidelines, including facilitating the formation of the Community-Police Dialogue Collaboration (CPDC) Committee, organizing community-police dialogue forums, and training Guurti-plus/Peace Committee members on conflict management and mediation processes.</li>
<li> Support the Guurti-plus/Peace Committee in documenting and resolving inter-communal disputes, inter-clan conflicts, and different types of violence. Ensure referral pathways are documented when resolving conflicts.</li>
<li> Build the capacity of CPDC committee, Guurti-plus, and other community groups on advocacy, leadership, and accountability.</li>
<li> Ensure evidence-based implementation by capturing high-quality photos and short clips of activities. Document and share lessons learned and best practices.</li>
<li> Work closely with the MEAL team in organizing sensitizations to raise awareness on how to use the Interactive Voice Response System for beneficiary feedback mechanisms.</li>
<li> Maintain records of project activities in both softcopy and hardcopy. Promote timely data storage mechanisms such as the use of OneDrive.</li>
<li> Participate in project studies such as quarterly perception surveys and outcome monitoring., Contribute to the timely</li>

<p><strong>About you</strong></p>
<p>To be successful in this role we expect you to have:</p>
<ul>
<li> Bachelor&#8217;s Degree in Conflict, Peace and Security; Security and Governance; Law; Social Sciences; Development Studies, Community Development, Project Management, or another relevant subject</li>
<li> Minimum of three years of progressive experience in implementing Peace building projects, with demonstrated experience in resilience programming.</li>
<li> Languages: Proficiency in written and spoken English and Somali</li>
<li> Demonstrated knowledge of community mobilization/involvement techniques.</li>
<li> Experience working with pastoral communities;</li>
<li> Excellent leadership skills, including planning, organizational skills, problem-solving capabilities, innovation, and industriousness.</li>
<li> Understanding of EU donor reporting requirements.</li>
<li> Proven experience in Microsoft applications (Ms. Word, Excel, PowerPoint, and Outlook).</li>
<li> Excellent communication skills and a good sense of humor.</li>
<li> Working experience and knowledge of the local duty station.</li>
<li> Political and cultural sensitivity, with an ability to adapt well to local cultures.</li>
<li> Ability to manage internal/external pressures.</li>
<li> Ability to work independently at a fully professional level.</li>
</ul>

<p><b>Overview &amp; Responsibilities</b></p>
<p>IDLO, with funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing the “Somalia Criminal Investigation Programme (SOMCIP).” The programme aims to enable the Somali Police to provide improved safety and security to the local population. The overall goal of this programme will be achieved through the following objectives:</p>
<ul>
<li> Objective 1 — Investigators at the federal and state level conduct investigations that are in line with international standards and the Somali Provisional Constitution.</li>
<li> Objective 2 — Investigators, prosecutors, judges, and correctional officers in Mogadishu share information through the Integrated Electronic Case Management System.</li>
</ul>
<p>To support the implementation of SOMCIP, IDLO is seeking experienced trainers with demonstrated expertise to bring a wealth of experience to assist IDLO in the implementation of the programme. The incumbents will report to the SOMCIP Programme Manager, and the assignment will be provided over 7 months from July 2025 –January 2026.</p>
<p><strong>Summary of Functions</strong></p>
<ul>
<li> The roster of Somali national police trainers will deliver Investigator Development Courses and Specialized Training to Somali police investigators at both Federal and Federal Member State levels. The specialized training will focus on Homicide Investigations, Crime Scene and Forensic Investigation, Counterterrorism and Financial Crimes Investigation, and Human Trafficking and Smuggling of Migrants.</li>
</ul>
<p><strong>Key Results Expected</strong></p>
<ul>
<li> Develop comprehensive lesson plans for each training session.</li>
<li> Conduct pre- and post-training assessments to evaluate participant progress.</li>
<li> Deliver training sessions in Mogadishu and the capitals of the Federal Member States.</li>
<li></li>
<li> Take IDLO’s online Training of Trainers courts to ensure that IDLO’s adult learning methodologies are reflected in the developed training manuals.</li>
</ul>
<p><b>Job Requirements</b></p>
<p><strong>Education</strong> <strong>and Professional Experience</strong></p>
<ul>
<li> Background as a former investigator, lawyer, judge, or prosecutor with 10 (or more) years of extensive work experience in the Somali Criminal Justice sector. Forensic trainers are exempted from this background and will be evaluated based on their forensic expertise especially in the context of Somalia.</li>
<li> Proven experience in delivering training or capacity-building programmes.</li>
<li> Proven work experience in Somalia and knowledge of criminal justice issues in Somalia.</li>
</ul>
<p><strong>Languages</strong></p>
<ul>
<li> Fluency in written and spoken Somali and English.</li>
<li> Ability to draft clearly and concisely ideas and concepts in written and oral form.</li>
</ul>
<p><strong>Specific knowledge, skills, and competencies</strong></p>
<ul>
<li> In-depth knowledge of Somali legal and investigative processes.</li>
<li> Strong communication and presentation skills.</li>
<li> Ability to develop and adapt training materials to the local context.</li>
<li> Analytical skills to assess training effectiveness and participant progress.</li>
</ul>
<p><b>Terms &amp; Conditions</b></p>
<p>This is a single engagement contract with a duration of 7 months. Trainers will be remunerated based on a daily rate system.</p>
