<p>Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and it does so by providing services and advice to governments and migrants.</p>
<p>The European Union and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa. This initiative aims to contribute to the strengthening of migration governance and the sustainable reintegration of returning migrants in Somalia. In the Horn of Africa, the Joint Initiative (JI-HoA) commenced in March 2017 with an overall objective to contribute to facilitating orderly, safe, regular and rights-based migration through the facilitation of dignified voluntary return and the implementation of development-focused and sustainable reintegration policies and processes</p>
<p>Under the overall guidance of the Chief of Mission (CoM), Overall supervision of the Programme Manager – Migrant Protection and Assistance Division, direct supervision of the M&amp;E Officer – Migrant Protection and Assistance Division, and under the technical supervision of the Regional Data Hub (RDH) in Nairobi, the successful candidate will be responsible for the information and case management initiatives related to key projects and overall migration protection and assistance programming. This will include supporting the roll-out of IOM’s Migrant Management Operational Systems Application (MiMOSA), Migrant Response Centers (MRCs)’s data collection activities, providing technical support for data collection, management, and analysis of related mixed migration data sources, as well as research and assessment efforts as defined by the JI programme and overall migration management portfolio.</p>
<p><strong>Role objectives</strong></p>
<ol>
<li>Coordinate the logistical &amp; operational activities/preparations needed for the post arrival and reception assistance of returning migrants through the provision of onward transportation (OTA) to the returnees’ final destination and if security allows, accompany the returnees to the areas of origin as necessary.</li>
<li>Provide counseling to returnees, early identification of special needs such as protections and health gaps and concerns and coordinate effective referrals for specialized assistance in Puntland.</li>
<li>Assist coordinating the rollout and application of MiMOSA in Somalia in close coordination with the Headquarters (HQs) and Regional Office (RO).</li>
<li>Oversee and assist in compiling case management data, including for regular reports for internal and external use.</li>
<li>Contribute to the development of ad hoc migrant assistance data collection activities to ensure accurate and reliable data is collected, stored, and submitted in a timely manner to be further processed.</li>
<li>Provide technical support to existing IM data collection activities as part of the MPA portfolio, including Migrant Response Centers (MRC).</li>
<li>Collate regional data sources and contribute to produce regular statistical reports and analyses as per programmatic reporting needs.</li>
<li>Conduct data validation and cross-checking to ensure proper and reliable data across sources.</li>
<li>Regularly liaise and coordinate on MPA IM efforts, methodologies’ integration, and overall data processing, managing, and analysis initiatives with the Regional Data Hub (RDH) to facilitate synergies and support the establishment of a regional migration flow baseline.</li>
<li>Contribute to the capacity-building efforts to strengthen governmental bodies to collect, manage, and analysis of migration data sources at the local and national levels.</li>
<li>Ensure that the implementation of the information management systems and application adhere to Information Technology and Communication (ITC) Policies and Standards.</li>
<li>Ensure the MPA workplan is regularly updated and sub-data bases are up to date with relevant data.</li>

<div><b>Background Information:</b><br />
Somalia is amid major new political and security developments that will offer a greater possibility for peace and security than the country has seen in over 20 years.  Across the country, security is gradually improving and economic activity is slowly restarting. The presence of the State on the territory is being re-established in the context of a three-tiered federal system which includes the FGS, Federal Member States (FMS) and district level administration. With the support of the international community, Somalia will continue to develop modernized institutions, with the aim of restoring services. The revised Aid architecture builds upon the coordination architecture that was established to support the coordination and implementation of the New Deal Compact previous New Deal Compact architecture. The government is currently carrying out a series of processes towards which they would like external aid to align and which may affect the structure of the Somali aid architecture. On one hand consultations are being conducted to prepare a revised National Development Plan (NDP 9) which will also act as an iPRSP for the period 2020-2024. On the other hand the government, through an effective internal coordination mechanism, has recently finalized four roadmaps which identify a wide set of priorities and propose milestones and activities in the areas of Inclusive Politics, Economic Development, Security &amp; Justice, and Social Development. The government is also committed to the New Partnership for Somalia (NPS), agreed in London in May 2017, which includes a Mutual Accountability Framework (MAF) between the Government and the international community.</p>
<p>The NPS and the NDP define aid management arrangements through the Somalia Development and Reconstruction Facility (SDRF) and its constituent pooled funds, administered by the UN, the World Bank, and the African Development Bank. However, the current aid management arrangements and SDRF pooled funds only address approximately 20% of the aid flows into the country, and do not provide detailed policy recommendations on how to manage broader aid flows, which remain off-budget and outside of national oversight mechanisms.</p>
<p>The EU is currently funding the Resilience Programme for Somalia which is based on the objective “to revitalise and expand the Somali economy with a focus on livelihood enhancement, employment generation, and broad-based inclusive growth”, financed from the European Development Fund (EDF). Under this project UNOPS has been requested by the EU to provide support by filling in the identified gaps with flexible tools and mechanisms to implement the NDP/CAS structure by establishing a Partnership Coordination Facility for Somalia. Coordinated efforts are essential in order to transform Somalia into a more resilient, and improved, economic sector with greater security, gender equity, improved human development, stronger infrastructure, and better access to basic services that is delivered by accountable governmental institutions. This transformation is hindered by slow institutions that are unable to respond quickly to emerging needs.</p>
<p>With the rapidly changing landscape, and the roll out of the NP9 approaching, it is envisaged that there will be a huge impact on the coordination of Resilience programming. The consultant would be asked to work with relevant counterparts, and review the existing documents – New Aid Architecture, the 4 Road Maps, NDP9, and see how best

<div><b>2. Purpose and Scope of Assignment</b><br />
The purpose of the assignment is to review the following<br />
prepare the &#8220;Jobs and Growth Compact for the Somali People&#8221; (JGC) document by reviewing EU support to Private Sector Development in Somalia, finding the gaps and best practices to that will provide a strategic direction for future EU action in this area.<br />
The Consultant will be under the direct supervision of the EU &amp; our client and he/she must be able to work independently to deliver the below duties and responsibilities:</p>
<p><b>Tasks and scope of task required</b><br />
The Expert will be responsible for the following tasks:</p>
<ol>
<li>Ensure relevance/alignment of the JGC on NDP9 and MAF (+ NIS and Somaliland NDP2) which have been adopted in the meantime + Horn of Africa Initiative</li>
<li>Explore linkages in the JGC between economic development and resilience in Somalia.</li>
<li>Take stock of lessons learnt from recent private sector events that the EU has organized or sponsored (seminar in Hargeisa, forum in Garowe, EIP Outreach Event in Addis).</li>
<li>Take stock of recent developments at EU programming level (ILED inception, VC analysis finalized, upcoming support to business incubators, and review of EU TVET activities)</li>
<li>Review of the draft JGC document:
<ol>
<li>Fine-tune recommendations, especially by identifying specific synergies with EU Member States, ILED and other EU programmes.</li>
<li>Identify specific support from DEVCO Investment Climate or ILED facilities.</li>

<div><b>Methodology</b></div>

<li>The work will mostly require desk review, but also discussions with the EU Delegation (Head of Delegation, Deputy Head of Delegation, Head of Section, and relevant programme managers, TIPF Team) and a few EU Member States as well as MOPIED, MOCI, NAO, FMS, Chambers of Commerce and other private sector organizations.</li>
<li>The review should be conducted in January but the consultant will be required to present the final draft version during the investment and jobs event in Mogadishu.</li>
<li>Present a new version of the JGC for publication (for larger audience).</li>
<li>The consultant will be required to travel to Nairobi, Kenya.</li>
<li>The work is estimated to be done in 15 days, but the consultant will be required participate in the Private sector event in Mogadishu, February/March 2020.</li>

He/she will also be responsible for related logistics, partner coordination, reporting and finance requirements. <h2><strong>1.0 Background</strong></h2>
<p>Protracted Conflicts and coupled with natural disasters plus cultural links are the main drivers of population movements through Somaliland. While there is an estimated 2.6 million internally displaced people in Somalia, with approximately half of these living in IDP settlements (in urban areas and host communities); close to 85,000 Internally Displaced Persons (IDPs) are currently living in Somaliland.</p>
<p>Displacement affected communities in Somaliland continue to live in dire conditions in protracted displacement. For many, prospects for durable solutions remain remote. They are disproportionately at risk of gross abuses of human rights, especially women and unaccompanied children.</p>
<p>Concern Worldwide is implementing a number durable solutions initiatives for IDPs and vulnerable members of the host communities in Somalia. The Somaliland Durable Solutions Consortium project (<strong><em>The Wadajir project) &#8211; Enhancing Durable Solutions for and Reintegration of Displacement Affected Communities in Somaliland”</em></strong> <em>is part of the wider durable solutions programme initiatives by Concern WW</em> in the Horn of Africa. The project seeks to create a conducive environment for displacement (or mixed migration) affected communities (DACs) in Somalia to reach a durable solution.</p>
<p>Under the project, Concern WW works towards achieving improved access by DACs to adequate livelihoods through generating income and assets, gainful employment, and managing financial risk as other non-displacement affected communities. The major focus is to support women organise themselves into Self Help Groups for women to promote local savings to enhance access to micro finance. In addition, Youth are supported to acquire basic vocation skills, and are mentored in entrepreneurship and SMEs among others. However, the organised women groups and trained youth have either struggled to implement their business plans and or to grow them into viable business enterprises. Given their displacement situation, access to finance has been a very big challenge. This is partly because they do not have the collateral neither strong social networks to guarantee links to financial inclusion and to markets. This has greatly undermined opportunities for local economic integration and ultimately to achieving durable solutions.</p>
<ol>
<li><strong>Purpose of the Consultancy</strong></li>
</ol>
<p>The purpose of this consultancy is to provide business development support to programme participants (targeting organised women and youth groups) who have been trained on economic empowerment initiatives under the SHG and Learn to earn model. The ultimate objective is to come up with clear recommendations on how to strengthen market linkages and financial inclusion for the target groups.</p>
<p>The consultant will work with selected target groups to analyse their business ideas /plans, identify Strength, weaknesses and opportunities plus any threats to further their businesses ventures without additional direct financial support from Concern Worldwide. As part of this assignment, the consultant is expected to recommend a set of interventions or initiatives for Concern to further support and strengthen the target group’s small scale businesses. These measures will support the phase-out of the Somali land Durable Solution Consortium (SDSC) project and be part of Concern’s exit strategy, as well as guide possible future scale up interventions.</p>
<p>To achieve this, the consultant is expected to:</p>
<ul>
<li>Review selected business plans among organised women and youth groups and support participants identify their strengths, weaknesses, opportunities and threats for different income generating interventions and how to maximise opportunities and mitigate threats.</li>
<li>Make recommendations on how Concern worldwide can support and strengthen further business activities particularly through improved market linkages and access to financial services.</li>
</ul>
<p>This consultancy will further be part of a set of various consultancies on similar or related topics that Concern is commissioning through various grants, i.e. the development of a strategy for economic development for South West State under Danwadaag Durable Solutions Consortium. Thus the consultant will have access to or will be expected to refer to other outputs in the attainment of this piece of work.</p>
<h2><strong>3.0 Essential and Desirable Experience/Qualifications</strong></h2>
<ol>
<li>Master’s degree in a relevant field such as Business Administration, and or economics with a bias on private sector development.</li>
<li>At least 3 years “hands on” experience in developing and implementing promotion of market linkages and financial inclusion for informal small businesses and marginalised communities</li>
<li>Practical experience in the developing local initiatives for linking poor marginalised communities to markets and financial service providers</li>
<li>Superior analytical skills including quantitative research activities in terms of planning, implementation and data analysis;</li>
<li>Good interpersonal and people management skills and demonstrated ability to work effectively and harmoniously with government officials and key stakeholders.</li>

<li><strong>Objectives and Specific Tasks to be undertaken by the Consultant(s)</strong></li>
</ol>
<p>The objective of the consultancy is to provide basic business development support to programme participants (SHGs and L2E students) of the SDSC programme; and make concrete recommendations plus action plans on how financial inclusion and market linkage can be improved among youth and women in IDPs and host community members in target locations/ areas. The consultant will recommend interventions and practical steps needed to support women and youth in developing their informal businesses further, without direct financial support from Concern.</p>
<p>Key tasks:</p>
<ol>
<li>Undertake desk review of key project documents especially market assessment reports and those relating to financial services access from previous studies/or other consultancies.</li>
<li>Review business plans of programme participants (SHGs and youth) and support them identify Strengths, weaknesses, opportunities and threats for different income generating interventions and how to maximise opportunities and mitigate threats.</li>
<li>Identify financial products and services (both informal and formal financial institutions) available to women and disadvantaged youth among IDPs and the host community;</li>
<li>Analyse any barriers to financial inclusion and market access and recommend practical ways to overcome them</li>
<li>Identify possible ways to improve market linkages and make recommendations on how Concern can support efforts to strengthen these links in the context of protracted displacement.</li>
</ol>
<p><strong>5. Outputs/deliverables</strong></p>
<p>The following deliverables are requested from the Consultant:</p>
<ol>
<li>An inception report after desk review and initial briefing with Concern Worldwide, outlining the methodology and clear work plan</li>
<li>Comprehensive report outlining recommendation for strengthening financial inclusion and market linkage among SHGs and youths participating in Concern WW economic empowerment programmes.</li>
</ol>
<p>NB: In addition to methodology, findings and discussion, the report should include a comprehensive executive summary and a section outlining clear and concise conclusions and recommendations.</p>
<p>A digital copy of all reports will be required by Concern at the end of the piece of work.</p>
<h2><strong>6</strong>. Lines of Communication**</h2>
<p>The Consultant is accountable to Concern WW Country Director – Somalia/Somali land or his designate for overall management of the consultancy plus any issues arising.</p>
<p>For the day-to-day activities during the consultancy, the Consultant will coordinate closely with the Area Coordinator Somaliland with a technical support by the Durable solutions Coordinator.</p>
<h2><strong>7. Timeframe</strong></h2>
<p>The task is expected to commence as soon as possible, latest mid-December 2019, and is expected to take ca. 21 working days, including document review, data collection/field visit, analysis and report writing. The timeframe for each phase of the consultancy will be outlined in the Consultant’s proposal and will be agreed with Concern; and the consultancy should be fully completed by latest 10<sup>th</sup> January 2020.</p>

<div><b>Duties and Responsibilities:</b></div>

<p>Under the direct operational supervision of the Call Centre Team Leader and overall supervision of the Call Centre Programme Policy Officer, the incumbent will be responsible for the following tasks:</p>
<p>•Monitor the implementation of WFP programmes through remote monitoring methods;<br />
•Carry out food security monitoring for the Vulnerability Assessment and Mapping (VAM) and Monitoring and Evaluation (M&amp;E) unit through remote monitoring methods;<br />
•Disseminate information on WFP programme implementation and assistance entitlements to beneficiaries through different communication channels;<br />
•Ensure data integrity to facilitate availability of accurate information in WFP corporate information management systems;<br />
•Act as a point of contact between different WFP Somalia offices/units and WFP beneficiaries;<br />
•Provide beneficiaries with information on entitlements and programme implementation;<br />
•Carry out telephone operator duties for the complaint and feedback mechanism including, but not limited to, receiving calls, logging in and managing logged complaints and responses in the case management software. <div><b>Minimum Qualifications:</b></div>
<div>
<p><strong>Education: </strong>Secondary school education, preferably supplemented by courses in business administration, development economics or other field related to WFP programmatic activities.</p>
<p><strong>Experience: </strong>Three or more years of responsible business support experience of which at least two years must be in programme implementation of development, food and humanitarian assistance operations.</p>
<p><strong>Language: </strong>Fluency in both written and spoken English and Somali is a requirement.</p>
<p><strong>Knowledge &amp; Skills: </strong>Proficient in the use of office equipment and computer software packages, such as Microsoft Word, Outlook, Excel.<br />
Knowledge of work routines and methods to complete processes under minimal supervision;<br />
Uses tact and courtesy to give and receive information to a wide range of individuals;<br />
Ability to identify data discrepancies and rectify problems requiring attention.</p>
