<p><b>KEY ACCOUNTABILITIES</b> (not all-inclusive, nor exhaustive):</p>

<li>Focal point for School Meals Programme activities covering Puntland State</li>
<li>Liaise with partners (NGOs, UN and Government) in the implementation of school feeding programme, facilitating effective coordination platforms and regular information sharing</li>
<li>Work closely with implementing partners and ensure that reports are received timely, reviewed and data captured in relevant platforms such as School Connect</li>
<li>Actively participate in the design, oversight, and monitoring of school meals activities including strengthening systems, structures, and services ensuring they are in line with WFP policy procedures</li>
<li>Coordinate with CBT/IDM team and the Ministry of <a class="google-anno" href="https://unjobs.org/vacancies/1773325179206#" data-google-vignette="false" data-google-interstitial="false"> <span class="google-anno-t">Education</span></a> on timely processing of entitlements for schools and support staff</li>
<li>Prepare monthly distribution plans and verifying planned movements and distribution of food or non-food items</li>
<li>Work closely with Food Systems team to ensure the School Meals Programme is linked with smallholder farmers and identify opportunities for more decentralized and innovative local procurement approaches.</li>
<li>Coordinate with food systems team on the implementation of school gardening activities in target schools</li>
<li>Support efforts to address findings from monitoring visits as well as reviews and evaluations.</li>
<li>Participating in school assessments and any other school feeding missions, if the need arises</li>
<li>In collaboration with WFP Logistics team, ensure liaison between beneficiaries (school leaders, community education committees, parent committees, pupil representatives) and retailers</li>
<li>Provide technical support for schools and government staff through facilitation of food handling and management training and SBCC trainings.</li>
<li>Provide progressive, periodic, and ad-hoc reports on the programme implementation</li>
<li>Participate in Education Cluster coordination meetings organised through the cluster system and share situational updates with partners</li>
<li>Support integration of protection, gender and other cross-cutting perspectives in all areas of work, to ensure equal participation of girls and boys.</li>

<p><b>QUALIFICATIONS AND EXPERIENCE:</b>: <b>Education:</b> Completion of secondary school education <b>OR</b> University degree (Diploma/Bachelor) in degree in Education, Social Sciences, Nutrition, Public Health, administration, Development Studies, Agriculture or other related in functional area is desirable.</p>

<p><strong>How can you make a difference</strong> ?</p>
<p><strong>Job organizational context and Purpose of the post</strong>: This WASH Cluster Officer (NOB) will support Humanitarian Cluster Coordination in Garowe and Northeast State, Somalia. The WASH Officer reports to the WASH Cluster Coordinator.</p>
<p>The objective of a Zonal-level WASH Cluster Officer is to ensure a coherent and effective WASH response by mobilizing groups of stakeholders to respond in a strategic manner to a humanitarian crisis. In this context, the WASH Officer (Cluster Coordination), will support the Cluster Coordinator in (i) providing guidance on the overall strategic implementation direction of the WASH Cluster;(ii) in leading and setting standards amongst partners in the Zones ;(iii) in coordinating WASH emergency preparedness and response activities; and (iv) in ensuring programmatic convergence, synergy, and quality with other clusters.</p>
<p><strong>Summary of key functions and accountabilities.</strong></p>
<ul>
<li><strong>Programme development and planning</strong></li>
<li>Facilitate updates for WASH humanitarian needs overviews by situation analysis, rapid assessments to inform the development of WASH-related outcome and output results. Research and report on trends in WASH, for use in programme development, management, monitoring, and evaluation.</li>
<li>Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness, and relevance of information.</li>
<li>Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities.</li>
<li>Provide technical and administrative support throughout all stages of planning and programming processes by executing/administering a variety of technical Programme transactions, preparing materials/documentation, and complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in Somalia&#8217;s Humanitarian response plan.</li>
<li>Prepare required documentation/materials to facilitate review and approval processes.</li>
</ul>
<p>2. <strong>Programme management, monitoring and delivery of results</strong></p>
<ul>
<li>Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.</li>
<li>Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.</li>
<li>Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.</li>
<li>Prepare sectoral progress reports for management, donors and partners.</li>
</ul>
<p><strong>Technical and operational support for programme implementation.</strong></p>
<ul>
<li>Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.</li>
<li>Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.</li>

<p><strong>Humanitarian WASH preparedness and response</strong></p>
<ul>
