<p>Has been operating in Somalia since 1995. The Somalia Country Office we manage and coordinate a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, and security and justice. Located in Mogadishu, we work with multiple partners including the Governments of Somalia, bilateral and multilateral donors, United Nations agencies, funds, and programmes. Specifically, we are supporting the implementation of multiple Projects as a partner of the Government of Somalia. In these Projects the Government has committed to compliance with the World Bank&#8217;s Environmental and Social Framework (ESF).</p>
<p>Role objectives</p>
<p>The Environmental and Social Risk Management Specialist will be responsible for the compliance of -implemented Project activities with the Somali legislatory framework and the World Bank&#8217;s ESF, as laid out in the Project-level Environmental and Social instruments (e.g. the Environmental and Social Management Frameworks, the Stakeholder Engagement Plans, the Resettlement Policy Frameworks, the Security Risk Management Frameworks and others). The specific roles and responsibilities of the Specialist are;</p>
<p>● Support the preparation of sub-project specific Environmental and Social instruments (Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plans (ESMP), Resettlement Action Plans (RAP) etc&#8230;), based on the requirements in the Project-level Environmental and Social instruments.</p>
<p>● Collaborate closely with the respective PIU&#8217;s Environmental and Social Risk Management Safeguard Specialist.</p>
<p>● Submit Environmental and Social instruments to the Government Project Implementation Unit (PIU) and to the World Bank and ensure clearance of the instruments.</p>
<p>● Implement Environmental and Social risk management capacity building activities for project entities, contractors, workers, and others as required.</p>
<p>● Monitor and supervise all partners and contractors in the implementation of Environmental and Social risk mitigation measures</p>
<p>Manage social and environmental data collection to monitor against performance indicators in the Environmental and Social instruments</p>
<p>● Report non-compliance with the instruments to the Project Manager and jointly develop corrective action plans.</p>
<p>● Monitor the implementation of corrective action plans by partners or contractors.</p>
<p>● Collect regular partner and contractor reports on Environmental, Social, Health and Safety measures, and prepare inputs for our clients&#8217; general progress reports to the Government.</p>
<p>● Engage in community-level awareness raising activities in view of disseminating</p>
<p>● information on the Grievance Redress Mechanism (GRM), Sexual Exploitation and Abuse and Sexual Harassment, community health and safety issues and others</p>
<p>● Conduct stakeholder engagement at sub-project sites and inform sub-project Environmental and Social instruments, pay special attention to consultations of vulnerable groups.</p>
<p>● Advise the Resident Engineer on Environmental and Social risk mitigation measures and build capacity or raise awareness of the workforce on Environmental, Social, Health and Safety issues as they related to them</p>
<p>● Raise awareness of the workforce on the Project GRM and available workers&#8217; GRM.</p>
<p>● If required, administer the GRM at the sub-project sites Liaise closely with local governmental Environmental and Social Specialists, and participate in PIU staff capacity building through knowledge sharing and on-the-job training on environmental and social risk management related areas</p>
<p>Perform other related duties as directed by the Project Manager.</p>
<p>Project reporting</p>
<p>The successful assessment of all relevant environmental and social risks and impacts, and the successful mitigation of all risks and impacts. The Environmental and Social Risk Management Specialist will report to the Project Manager.</p>
<p>Key competencies</p>
<p>● A Bachelor Degree in Environmental Science or Management, Natural Resource Management, Environmental Engineering, Social Science (e.g. Sociology, Anthropology, Development Studies) or related area is required; a master&#8217;s degree would be an asset and may substitute for 2 of the required years of experience</p>
<p>● Minimum of 7 years of experience in environmental and social risk management</p>
<p>● Minimum of 4 years of experience with the World Bank&#8217;s Environmental and Social Framework (ESF)</p>
<p>● Experience with involuntary resettlement under the World Bank&#8217;s Environmental and Social Standard (ESS) 5 is desired.</p>

<p>Overview of position</p>

<li>Somalia, part of the drought &amp; conflict affected Horn of Africa, faces acute water shortages &amp; weak WASH (Water, Sanitation &amp; Hygiene) infrastructure. As of 2022, 6.4 million people needed improved WASH services. Displacement driven by conflict &amp; climate shocks continues to strain limited resources, particularly in Qardho, Doolow &amp; South Galkayo. These towns lack proper waste &amp; faecal sludge management, leading to environmental &amp; health risks. Women &amp; girls are especially affected due to their role in water collection. WASH services in households, schools &amp; health facilities remain inadequate.</li>
<li>The Federal Government of Somalia (FGS), still dealing with the impacts of COVID-19 &amp; frequent disease outbreaks, is working with partners to strengthen climate resilience through national development programs. To address these challenges, Somalia has sought funding from the African water facility for a project titled “building resilience to climate change through WASH” in Qardho, Dollow &amp; South Galkayo. The project will deliver immediate interventions, assess climate risks &amp; support long term adaptation through improved watershed &amp; WASH management for both host &amp; displaced communities.</li>
<li>Integrating Environmental &amp; Social Safeguards (ESS) into all construction activities as reffered in AfDB &amp; our clients guidelines, is a core requirement to ensure that water &amp; sanitation infrastructure projects are sustainable, inclusive &amp; do not cause unintended harm to people or the environment. It is essential that contractors strictly adhere to ESS guidelines throughout the project lifecycle, from planning &amp; design to implementation &amp; decommissioning. This includes managing environmental risks, ensuring community health &amp; safety, addressing gender &amp; protection concerns &amp; maintaining proper waste disposal practices. Given the fragile context of Somalia &amp; the vulnerability of host &amp; displaced populations, strong ESS compliance not only protects communities &amp; ecosystems but also enhances project quality, accountability &amp; long term resilience.</li>
<li>Our client requires a senior expert to lead &amp; oversee the integration of Environmental &amp; Social Safeguards (ESS) throughout project implementation. <p>The primary objective of this assignment is to ensure the effective integration &amp; implementation of Environmental &amp; Social Safeguards (ESS) across all WASH related construction activities under the “building resilience to climate change through WASH” project in Qardho, Doolow &amp; South Galkayo. The assignment aims to strengthen compliance with AfDB &amp; our clients ESS guidelines by providing technical oversight, monitoring the application of Environmental &amp; Social Management Plans (ESMPs) &amp; ensuring that mitigation measures &amp; corrective actions are timely, context appropriate &amp; responsive to the needs of vulnerable communities. The expert will play a key role in safeguarding community well being, reducing environmental risks &amp; enhancing the sustainability, inclusivity &amp; resilience of WASH infrastructure interventions in Somalia&#8217;s fragile &amp; high risk operating environment. The Environmental &amp; Social Safeguards (ESS) Consultant will provide technical leadership, guidance &amp; oversight to ensure full integration of ESS principles across all stages of WASH infrastructure development under the “building resilience to climate change through WASH” project in Qardho, Dollow &amp; south Galkayo. The consultant will work closely with our client, implementing partners &amp; contractors to ensure compliance with AfDB &amp; our clients ESS standards. The consultant&#8217;s responsibilities will include, but not limited to, as follows: Inception report:</p>

<li>Develop &amp; submit an inception report within the first two weeks, detailing the consultant&#8217;s approach, methodology, work plan, deliverables schedule &amp; coordination mechanisms with our clients team &amp; stakeholders.</li>

<p>UNOPS is seeking a Technical Advisor &#8211; Environmental (Facilitator) to advance the work of the NBSAP Accelerator Partnership work with the effective delivery of assigned tasks below.</p>
<p>Technical Advisor &#8211; Environmental (Facilitator) represents the NBSAP Accelerator Partnership but is embedded in relevant ministries or regional institutions to support and fast-track NBSAP implementation. The facilitator will act as a bridge between the host government and the NBSAP Accelerator Partnership.</p>
<p>The in-country facilitator of the NBSAP Acceleration Partnership plays a crucial role in supporting the implementation of National Biodiversity Strategies and Action Plans (NBSAPs) aligned with the Global Biodiversity Framework (GBF). The primary objective of the role of the in-country facilitator is to facilitate the identification and prioritisation of NBSAP needs, mobilise support, foster collaboration among stakeholders, and accelerate NBSAP implementation through supporting a Whole Government and Whole of Society approach.</p>
<p>Functional Responsibilities</p>
<p>Duties and responsibilities include:</p>
<p><strong>1. Assess NBSAP Landscape:</strong></p>
<ul>
<li> Identify and monitor country/region-specific biodiversity priorities, capacity needs / demands and implementation challenges if needed this might include e.g., conducting high-level mapping of stakeholders to identify key players, their motivations, commitments, and potential synergies.</li>
<li> Facilitate national, country-specific, multi-stakeholder dialogues.</li>
<li> Develop a comprehensive work plan outlining goals, objectives, activities, and timelines for NBSAP implementation support together with the host government/institution.</li>
<li> Monitor country/region-specific NBSAP priorities and implementation progress, providing ongoing support and guidance as needed.</li>
</ul>
<p><strong>2. Mobilize Support:</strong></p>

<li> On behalf of host country/region, identify specific needs and requests e.g. technical capacity, financial resources and increased political will.</li>
<li> Through a Whole of Government &amp; Whole of Society approach, assist host government/institution in the design and development of specific requests for support.</li>
<li> Submit requests for support to relevant stakeholders e.g. through the NBSAP Accelerator Partnership match making mechanism or other platforms.</li>
<li> Support host government/institution in selecting best fit of offered support packages.</li>
<li> Monitor the implementation of the support packages.</li>

<p><strong>3. Coordinate Action:</strong></p>

<li> Foster alignment and collaboration among existing and emerging initiatives to ensure a Whole of Government and Whole of Society approach with activities, programs and partnerships to streamline efforts, leverage investments and maximize synergies across the 3 Rio Conventions.</li>
<li> Support the strengthening and monitoring of existing national structures for NBSAP implementation.</li>
<li> Sharing global best practices, guidance, tools materials in country/region but also taking learning, case studies, sharing with other facilitators.</li>
<li> Identify and coordinate knowledge and information exchange e.g. peer-to-peer, south-south, north-south and triangular knowledge exchange opportunities for host government/institution.</li>
<li> Facilitate and coordinate exchanges between key partners working on NBSAP implementation and link to services and activities to ensure alignment and avoid duplication.</li>
</ul>
<p><strong>4. Monitoring and Progress Controls:</strong> The assignment is supervised by the Head of the Nature Frameworks Support Unit.</p>

<p>Education/Experience/Language requirements</p>
<p><strong>Education:</strong></p>

<li> Advanced university degree (Master&#8217;s or equivalent), preferably in environmental science, biodiversity conservation, natural resource management or other related discipline is required.</li>
<li> First level university degree (Bachelor&#8217;s or equivalent) in environmental science, biodiversity conservation, natural resource management or other related discipline combination with two (2) additional years of relevant experience may be accepted in lieu of an advanced university degree;</li>
</ul>
<p><strong>Work Experience:</strong></p>
<ul>

<ul>
<li> At least seven (7) years of relevant experience in biodiversity conservation, project management, facilitation, stakeholder engagement or other relevant areas is required.</li>
<li> Proven track record of working with government institutions, civil society organizations, and international partners is desirable.</li>
<li> Previous experience working with NBSAPs and the Convention on Biological Diversity (CBD), and other international biodiversity frameworks is desirable.</li>
<li> Strong communication, negotiation, and interpersonal skills, with the ability to act as a bridge and mobilize support across diverse stakeholders is desirable.</li>
