<p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)</b>:</p>

<li> Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider program policies and guidelines.</li>

Perform accurate, timely recording of data (e.g., Cooperating Partner (CP) periodic reports, CPs invoices) following corporate standards and guidelines.</li>
<li> Prepare distribution lists and cycle creation requests for relief (Cash-based Transfer, Vouchers, and in-kind) based on the distribution plan and ultimately share them with the CAO management for their onward submission.</li>
<li> Regularly follow up with partners on stock balances, and expiry dates, guide CPs on distributions, and obtain reports as required.</li>
<li> Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities Within the specific area of responsibility, compile data and support analysis and preparation of reports to support operational decision-making.</li>

<li> Act as a point of contact for resolution of general operational queries requesting assistance where necessary.</li>
<li> Follow up on the relief CFM cases with the support of PMLE and ensure that all cases are closed on time.</li>
<li> Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy and needed resources to affected areas at the onset of the crisis</li>

<p><b>QUALIFICATIONS &amp; EXPERIENCE REQUIRED:</b>: <b>Education:</b> Completion of secondary school education OR University Degree (Diploma/Bachelor) in food security, nutrition, public health, community development, law, humanitarian, humanities and social sciences or any other relevant field to international development assistance.</p>
<p><b>Experience:</b> At least <b>five (5)</b> years of relevant work experience with a Secondary School Certificate, <b>OR</b> a university degree (Diploma/Bachelor&#8217;s) with a minimum of <b>two (2) or more years</b> of relevant experience in supporting in emergency assistance and humanitarian programmes with a good knowledge and experience working in relief, nutrition, SafetyNet, M&amp;E or livelihood related program activities.</p>
<p><b>Language:</b> Fluency (level C) in English language and Somali Language.</p>
<p><b>Knowledge and Skills Required:</b>:</p>
<ul>
<li> Proven ability to develop and maintain effective relations with counterparts, government officials, including NGO partners, other UN agencies, and private businesses; Ability to plan and organize work, resourcefulness, initiative, and problem-solving skills.</li>
<li> Experience working with various implementing partners (NGOs, UN agencies, government counterparts);</li>
<li> Excellent writing and presentation skills in English. Report writing skills</li>
<li> Training and/or experience utilizing computers including word processing, spreadsheet and other WFP standard software packages and systems.</li>

<p>The <strong>Head of Communications and Media</strong> reports to the Senior Director Programme Development, Communications and Engagement (PDCE) and he/she is responsible for:</p>

<p>S/he works closely with the New Business Development team, area leadership team, Child Rights and Advocacy team, Program Managers and partners to promote Save the Children&#8217;s policy influencing and public campaigns to influence internal and external audience. The post holder contributes to maintaining relationships with the media, members and donors to advance children&#8217;s rights agenda in the country.</p>

<p>To deliver standard software and hardware support services, as well as monitoring and maintaining a wide range of information sources, to contribute to the effective delivery of Digital Assistance services.</p>

<li>Perform basic beta testing and support the roll out of new versions of centrally supported systems to ensure software is operational for WFP staff.</li>

<p>The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. <p>The Directorate is responsible for the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), and technical Divisions of Circular Economy and Green Industry (TCS/CEG), Energy and Climate Action (TCS/ECA), Climate Innovation and Montreal Protocol (TCS/CMP); MSME Competitiveness, Quality and Job Creation (TCS/SME); and Digital Transformation and Artificial Intelligence (TCS/DAI). Leveraging the diverse skill sets of UNIDO personnel and the services provided by the two TC directorates, TCS collaborates closely with IET to develop and implement programmes and projects, aiming at enhancing synergy and complementarity and maximizing UNIDO corporate performance and impacts on the ground. The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in all Directorates across the Organization.</p>
<p>The position is located under the Climate Innovation and Montreal Protocol Division (TCS/CMP). Under the supervision of the Managing Director of the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and in close coordination with other organizational entities within UNIDO, the Division of Climate Innovation and Montreal Protocol (TCS/CMP) assists Member States in the emergence, deployment, and large-scale up-take of solutions for low carbon and climate resilient industrialization. The division promotes system innovation approach to achieve transformational change in climate change by innovating across key levers of change including technology, finance, policy, and regulation.</p>
<p>The Division is responsible for the dual mandate of accelerating innovation and building climate innovation ecosystems to promote low-carbon and climate-resilient industrialization; and planning, developing and implementing interventions to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries in achieving their NDCs. In addition, the Unit is responsible, in close collaboration with other relevant entities in the Organization, to facilitate the transfer of and establish markets for low-carbon technologies, ensuring their widespread use by industry and local communities, thereby contributing to climate mitigation and adaptation in recipient countries. Through capacity building and policy support, the Unit&#8217;s services promote manufacturing transformation in refrigeration, air conditioning and insulation technologies, resulting in the reduction and substitution of fluids and chemicals, and ultimately reduction in overall greenhouse gas emissions and promote climate-resilient economies.</p>
<p><strong>PROJECT CONTEXT</strong></p>
<p><strong>Preparation of a Kigali HFC implementation plan (KIP) (stage I) (servicing sector)</strong></p>
<p>The Preparation of a Kigali HFC implementation plan (KIP) for Somalia was submitted to 90th ExCom and approved at a total cost of US$ 119,000 plus agency cost of US$ 8,330 for UNIDO to prepare for the phase-down of HFC consumption in the domestic and commercial refrigeration and air conditioning servicing sectors. The HFC Phase-down commitment is 10%, 30%, 50% and 80% for the period 2024 to 2045. The overall objective of the preparation of stage I of the KIP in Somalia is to facilitate implementation of HFC phase-down and sustained compliance.</p>

<p>The following components/ activities will be implemented by UNIDO during the preparation of KIP in Somalia: 1. Extending existing or developing new legislation, policies and regulations as required for the import/export licensing and quota systems for controlled substances under Annex F (HFCs) of the Montreal Protocol; 2. Conducting a survey of HFC consumption and its sectoral distribution, surveys of enterprises in the manufacturing and servicing sectors, with analysis of the data to estimate the HFC baselines for compliance and considering any HFC surveys conducted on the use and trends of HFCs with analysis on market directions and projection of growth; and 3. Development of the overarching strategy for the phase-down of HFCs and a plan of action that would include the refrigeration-servicing sector for stage I of the KIPs to address the freeze and 10 per cent reduction in HFC consumption.</p>

<p><strong>HCFC phase-out management plan (stage II, first tranche) (servicing sector)</strong></p>
<p>The HPMP Stage-II for Somalia was submitted to 95th ExCom and approved at a total cost of US$ 1,285,000 plus agency cost of US$ 89,950 for UNIDO to completely phase-out of HCFC consumption in the domestic and commercial refrigeration and air conditioning servicing sectors. The HPMP Phase-out commitment is 100% for the stage III for the period 2024 to 2030. The strategic objective of the stage-II HPMP is to ensure that Somalia&#8217;s obligation is met in terms of the Montreal Protocol&#8217;s control measures for the complete phasing out of HCFC consumption in the servicing sector to meet the 2030 target.</p>
<p>The following components/ activities will be implemented by UNIDO during stage II of the HPMP in Somalia: 1. Strengthening and enforcement of the legislation and regulations on HCFCs; 2. Strengthening technical capacity for import controls; 3. Training RAC technicians in good servicing practices, and provision of equipment and tools; 4. National RRR scheme; and 5. Project monitoring.</p>
<p><strong>FUNCTIONAL RESPONSIBILITIES</strong></p>
<p>In close collaboration with UNIDO, the National Ozone Unit of Somalia, the Senior National Technical Expert is expected to support local activities to provide services in the implementation of various project activities contained in the tranche I HPMP stage II and PRP KIP stage I projects. The detailed duties and activities are given on the table below. A total duration of 3 months is foreseen for the implementation of activities under the contract.</p>

<p><strong>MINIMUM ORGANIZATIONAL REQUIREMENTS</strong></p>
<p><strong>Education:</strong> Advanced university degree in engineering, sciences, economics, business administration, international relations, environmental law or other relevant discipline with relevant specialization.</p>
<p><strong>Technical and functional experience</strong>: A minimum of 5 years&#8217; experience in the refrigeration sector. Good knowledge of refrigeration practices, in particular commercial/domestic refrigeration serving sector. Familiar with the procedures of the Montreal Protocol and Multilateral Fund, particularly in the theoretical, practical and environmental aspects of replacement of ozone depleting substances. Sound knowledge of the commitments of Somalia under the Montreal Protocol and the policy for national execution of Montreal Protocol projects. Excellent analytical and report writing skills are also required. Experience with developing standardized numerical methods of classifying products (incl. refrigerants) highly desirable.</p>

<p><strong><em>Context:</em></strong></p>
<p>The Better Migration Management (BMM) programme, a regional, multi-year, multi-partner programme co-funded by the European Union (EU) Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ) coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). IOM is one the main implementing partners for the project along with UNODC, Expertise France, Italian State Police, CIVIPOL and the British Council.</p>
<p>The BMM programme takes a regional approach to improve the management of safe, orderly and regular migration in the region and support national authorities in addressing the smuggling of migrants and the trafficking in human beings within and from the Horn of Africa. More specifically, the programme is expected to strengthen national and regional migration governance in accordance with the global and regional frameworks; increase national and cross-border cooperation on trafficking and smuggling cases between investigation, prosecution, courts and other state as well as non-state actors in accordance with international standards; and improve the prevention of trafficking in persons and protection of vulnerable migrants at local, national and regional level ensuring appropriate assistance and support for victims of trafficking in human beings, taking into accounts the gender specificity of the phenomenon and the particular vulnerability of women and children. Under the BMM programme, IOM is contributing to the following results:</p>
<p>Migration Governance: Effective and coherent coordination between government institutions responsible for migration management at local, national, and regional levels is reinforced. The development of national policies and strategies on safe and regular migration is supported, and National legislation on safe and regular migration and related issues is improved.</p>
<p>National and Cross-Border Cooperation on Anti-Trafficking and Smuggling: The capacity of border authorities is strengthened in view of facilitated safe, orderly and regular migration and improved cooperation on trafficking and smuggling cases.</p>
<p>Prevention and Protection: Access to information on safe, orderly and regular migration for migrants or potential migrants, including potential victims of trafficking is improved, Protection of victims of trafficking (incl. victims of forced labour and children) and vulnerable migrants is improved, and access to sustainable solutions for victims of trafficking and vulnerable migrants is facilitated within the region.</p>
<p>Activities are implemented in coordination with the IOM Somalia’s Immigration and Border Management (IBM) and the Migration Protection and Assistance (MPA) units.</p>
<p>Under the overall supervision of the Deputy Chief of Mission (CoM), the direct supervision of the Programme Officer and in coordination with relevant units in IOM headquarters and the Regional Office (RO) for the East and Horn of Africa, the programme assistant will be responsible for supporting in the implementation monitoring/evaluation and coordination of BMM programme activities in Somalia and providing administrative support to the Mission as needed;</p>
<p><strong><em>Core Functions / Responsibilities:</em></strong></p>
<ol>
<li>Assist the programme officer in the overall implementation of the BMM programme in Somalia, in a timely manner, including monitoring and following up on administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements</li>
<li>Provide administrative support in the project implementation including filing, preparing purchase and payment requests, following up of delivery and progress of activities and preforming other financial activities in coordination with procurement and resource management unit.</li>
<li>Liaise with BMM programme partners and stakeholders including government, CBOs, NGOs, INGOs, UN agencies as needed for general coordination of activities.</li>
<li>Conduct interview and/or activities with identified stakeholders/audience as requested by the programme officer to support the Regional Office implementation of BMM activities in Somalia.</li>
<li>Provide general support in implementing BMM- IBM activities in specific the establishment of f two new IBMCs; organizing study visits for immigration officials; and coordinating the roll-out/ dissemination of the Immigration Law.</li>
<li>Provide administrative support in implementing BMM-MPA activities in specific collecting, typing and filing documentation.</li>
<li>Contribute to the preparation of all donor reports.</li>
<li>Provide data to be used in the development of concept notes and project proposals.</li>
<li>Attend meetings and events related to BMM or on other issues as requested by the Mission</li>
<li>Perform other duties as assigned</li>
</ol>
<p><strong><em>Required Qualifications and Experience</em></strong></p>
<p><strong>Education</strong></p>
<ul>
<li>Bachelor’s degree with 2 year of relevant experience in social sciences, political science, international relation, law, or similar field from an accredited institution. Or</li>
<li>Minimum of High School Certificate with 4 years of relevant experience in the above field.</li>
</ul>
<p><strong>Experience</strong></p>
<ul>
<li>Relevant experience in implementing Migration management projects</li>
<li>Experience liaising with donors, government officials and other stakeholders</li>
<li>Ability to prepare clear and concise reports.</li>
<li>Knowledge and experience working with IOM’s administrative procedures a distinct advantage.</li>
<li>Experience in East and Horn of Africa (EHoA) region is an advantage**</li>
</ul>
<p><strong>Skills</strong></p>
<ul>
<li>In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;</li>
