ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the FSL Project Officer (CASH) position in Hargeisa, Somaliland.

Position Profile:

Under the supervision of the Project Manager, the FSL Officer (CASH) will be responsible to ensure that project’ activities are fully implemented in accordance with proposals, ACTED rules, regulations, and donor requirements. The FSL Project Officer will be responsible for the implementation of the livelihood and Cash activities, and is required to supervise FSL Project Assistants and FSL Interns & give the necessary capacity building, guidance. The FSL PO will be the focal point on the ground for ACTED to help in coordination and collaboration with local authorities when required.

Duties and Responsibilities:

  • Oversee the implementation of all project activities to ensure the project is completed in a timely and accountable manner
  • Prepare/Compile the monthly, quarterly, annually and Contribute to the preparation and collection of case studies to demonstrate programme impact and share with the Project Manager
  • Responsible for the day-to-day management and monitoring of Cash project field activities in the aim of offering the most value possible to project beneficiaries.
  • Help in the project implementation of cash supported projects in accordance with the technical guidelines provided.
  • Supervise the fieldwork and oversee the day-to-day efforts of the project to ensure the work is done in a systemic way and according to plans and quality standards.
  • Support mobilization of communities for the successful implementation of project activities and ensuring a good working relationship with field staff and the local community
  • Ensure Cash program activities in the field are implemented in accordance with technical and timely requirements to the highest standards delivering the maximum possible quality and in line with project plans and in compliance with ACTED’s standards and donors’ requirements.
  • Support beneficiary’s identification, verification, crosschecking, and final selection in line with program plans, selection processes, and standards.
  • Provide periodic (weekly, monthly, and quarterly) and ad hoc high-quality reports and updates on the implementation progress of the Cash program.
  • Ensure that beneficiaries are properly targeted according to established procedures and criteria for selecting those with vulnerabilities.
  • Ensure active engagement, timely communication, and effective coordination and interaction with all of ACTED’s support departments, such as Finance, Compliance & Transparency, Procurement, and Human Resources & Administration.
  • Help in development and updating of monthly Project Management Framework (PMF) sheets to ensure smooth tracking of the assigned projects
  • To budget and monitor project expenditures to ensure they are in line with ACTED and donor requirements.
  • Liaise with FLAT team in the field and area office to coordinate procurement and other needs for project implementation and organization base support
  • Protection Mainstreaming: promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, and casual labours).
  • Prepare/Compile the monthly, quarterly, annually and Contribute to the preparation and collection of case studies to demonstrate programme impact and share with the Project Manager.
  • Any other tasks required by the line manager/project manager.

Qualifications/Skills/Experience Required

  • A minimum of bachelor Degree in agriculture, Business administration, Rural development, Social science or related field
  • A minimum of 3- 5 years’ work experience in Cash, FSL and Agricultural a relevant interventions.
  • Proven experience in administration, including staff and financial management.
  • Ability to work under difficult circumstances in remote locations with limited supervision.
  • Proficiency in MS Word, Ms excel, PowerPoint, or other computer aided design packages, email/internet communication, etc.
  • Good spoken and written skill in English and Somali Languages.
  • Ability to frequently travel to the target communities in various locations.

Essential knowledge and skills:

  • Fluency in English and Somalis languages, both oral and written.
  • Excellent communication skills.
  • Excellent interpersonal and team-playing skills.
  • Highly flexible, with the ability to use initiative.
  • Ability to work in a multi-cultural environment.

  • Understanding of gender, protection and human rights.

Preferred experience:

  • Managerial experience, including leading/supervising subordinate staff, organizing activities and report writing.
  • Experience in training and capacity building of the staff.
  • Experience in FSL, including Introduction to cash methodology.
  • Knowledge of logistics and procurement processes.
