<p><b>Job Description</b></p>
<p><strong>The Position:</strong></p>
<p>The SRH/GBV Specialist is located in Hargeisa, Somaliland. Under the direct supervision of the Deputy Representative, the SRH/GBV Specialist provides programmatic and technical leadership to the office and contributes to the effective management of UNFPA programmes on all aspects related to planning, implementation, monitoring, and reporting of SRH/GBV activities. He/She will provide technical and programmatic support, advice and guidance to UNFPA programmes to ensure alignment with national priorities related to SRH and GBV. He/She will support national partners, including government and CSOs to design and implement SRH/GBV programmes in line with UNFPA programming/financial policies and procedures.</p>

<p><strong>Job Purpose:</strong></p>
<p>To ensure timely implementation of responsibilities and tasks the SRH/GBV Specialist would be responsible for, but not limited to the following: He/She will coordinate and provide management supervisory oversight of the Hargeisa sub-office. He/She will work closely and oversee the work of the programme team as well as consultants, advisors, and experts. He/She will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to contribute to achieving UNFPA&#8217;s mandate.</p>
<p><strong>You would be responsible for:</strong></p>
<p>Coordinating with Government counterparts, NGOs and other partners, overseeing the design and implementation of the country programme and its component projects to ensure alignment with Government priorities and UNFPA programme policies and procedures.</p>

<p><strong>ROLE PURPOSE:</strong></p>
<p>The CP case worker will be responsible for providing case management support in line with key child protection principles including best interests of the child, confidentiality, do no harm and child participation. The case worker will work closely with children who have child protection problems and at-risk children, providing case management services in line with the National CP Standard Operating procedures, and Global minimum standards of child protection case management. She/He will be an advocate for children, ensuring children&#8217;s needs are at the core of service provision with children&#8217;s participation solicited at every stage of the process. This will include conducting outreach in order to reach children who otherwise would not have access to services. The case worker will be well equipped to support the child&#8217;s resilience and conduct social resource mapping with the child, safety planning, in addition to facilitate access to services for the child and their family.</p>
<p>The case worker will work in Dhobley conducting house visits; follow up and monitoring of children protection concerns, or at risk in line with CP case management guidelines. The case worker will also be responsible for closely coordinating with relevant external agencies for service provision and referrals to national mechanisms to report cases of children at high risk of harm as per the National CP Sop&#8217;s to ensure the child&#8217;s best interests. Internally the case worker will be working closely with the CP Officer to identify children at high risk of harm as well as coordinate with other sector staff such as health, nutrition, education and FSL to refer caregivers and children to the services provided by them.</p>

<p><strong>INTRODUCTION</strong></p>
<p>The position forms part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team for International Medical Corps team for ongoing health, nutrition, WASH and protection projects in Somalia. The projects are directly implemented by International Medical Corps.</p>
<p><strong>JOB PURPOSE</strong></p>
<p>The role of the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is to support better performance and greater accountability by implementing evidence-based program/project management at the field level, in order to guide and improve performance. The MEAL Coordinator will provide the technical support to the design of methodologies and tools to ensure the availability of clear and accurate information at the program/project level. The MEAL Coordinator also plays an important role in data 2 management and quality by designing a MEAL system which adheres to the IMC&#8217;s Global MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures. S/he will provide technical support to the program and build capacity in the country Mission through strengthening learning and knowledge sharing across the IMC and with the wider humanitarian community. The role holder will also support in project development including preparation and management of the MEAL budget, staffing plan, give inputs to project design and fulfil donor MEAL requirements. To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:</p>
<p><strong>MAIN TASKS AND RESPONSIBILITIES</strong></p>
<p><em>1.1 IMC&#8217;s policies, guidelines, and procedures</em></p>
<p>• Mainstream IMC Global MEAL Guidelines across all related MEAL activities at the field level and ensure the guidance notes for monitoring, evaluation, and accountability are functional at the field level.</p>
<p>• Map and detail the navigation, selection, application, and adaption of existing guidelines, tools, and templates at the relevant stages of the project cycle.</p>
<p>• Develop guidance and standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time and the different projects.</p>
<p>• Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) and Safeguarding standards within IMC, its partners and amongst its beneficiaries.</p>
<p>• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.</p>
<p><em>1.2 Project design and planning</em></p>
<p>• Design and coordinate needs assessment and situation analysis through various approaches (e.g. direct data collection, secondary sources, problem tree analysis, SWOT analysis) and ensure that needs assessment and project design are linked.</p>
<p>• Ensure development of MEAL requirements of the donors during proposal development, such as mandatory donors indicators and annexes etc.</p>
<p>• Support to program and MEAL team with developing the results framework, theory of change, logframe, Program Monitoring Tool (PMT), and MEAL plan including indicators for existing and new projects.</p>
<p>• Identify the budget/resources needed for MEAL activities of projects.</p>
<p>• Represent the organization in the MEAL and Assessment Working Groups promoting a positive image.</p>
<p><em>1.3 MEAL system</em></p>
<p>• In coordination with the Program Team and MEAL field Focal Points, establish a reliable participatory MEAL framework for the IMC Mission to ensure quality.</p>
<p>• Design full MEAL procedures and operating plans within the mission and develop harmonized data collection tools involving the different stakeholders (project team, partners)</p>
<p>• Ensure that accountability to affected populations (AAP) is embedded in all projects and AAP data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective action. 3</p>
<p>• Develop and mainstream Community Based Feed and Response Mechanism (CBFRM) in IMC programs.</p>
<p>• Develop data gathering strategies and reporting flows for projects in the mission.</p>
<p>• Oversee the collection and timely reporting of data and statistics from the health facilities and other centers.</p>
<p>• Consolidate statistics from Health, Nutrition, WASH, MHPSS and GBV (as applicable) sectors and analyzing cross-cutting indicators.</p>
<p>• Collaborate with the MEAL and DHIS2 teams at HQ to develop and maintain the data management system including updating, troubleshooting and promptly addressing all problems as they arise</p>
<p>• Implement DHIS2 where appropriate and applicable, control and manage DHIS2 data entry and management.</p>
<p>• Lead in adoption of appropriate technologies in data collection, transmission, storage and retrieval.</p>
<p>• Lead the Quarterly Country Report process and work closely with program technical leads to aggregate project data at country level</p>
<p>• Conduct regular field site visits or when required to monitor service provision and ensure data quality.</p>
<p><em>1.4 Data quality management</em></p>
<p>• Collaborate with technical staff in data quality maintenance, and routine monitoring of programs.</p>
<p>• Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.</p>
<p>• Organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measures.</p>
<p>• Coordinate data gathering and data management of population-based surveys and surveillance activities. • Maintain data at the mission level according to IMC&#8217;s data protection protocols.</p>
<p><em>1.5 Sampling techniques</em></p>
<p>• Use proper sampling (probability and non-probability) techniques taking into account desired power, type of survey or evaluation (e.g. single point or multiple point; baseline vs endline), the objective of the survey or evaluation (e.g. testing for change or getting a point prevalence), and budget limitations.</p>
<p>• Ensure adherence to prescribed methodologies of sampling, data collection, and data entry.</p>
<p>• Facilitate, guide and supervise external consultant (if applicable) in conducting needs assessment, surveys, evaluations and contextual analysis. Review the methodology, sampling approach and other important details proposed by the expert/consultant.</p>
<p>• Lead the development of sampling frame, calculate the sample size and draw samples for surveys, including implementation of donor recommendations for the surveys.</p>
<p><em>1.6 Qualitative and quantitative techniques</em></p>
<p>• Develop and use different qualitative and quantitative methods of data collection including structured/ semi structured interviews, key informant interviews, in-depth interviews, group discussions, focus group discussions and direct observations as an M&amp;E tool. Conduct trainings on quantitative and qualitative techniques for data collection for MEAL, program and interviewers.</p>
<p>• Prepare tabulation plan and perform quantitative data analysis 4</p>
<p>• Perform qualitative textual analysis, develop topical outlines (coding) and support the team in narrating the findings.</p>
<p>• Keeping the social dynamics, manage errors/bias and strategy to minimize them and to ensure the data collected is representative of populations without power (avoiding over dependence on community leaders, local authorities, and/or government authorities as primary sources for defining communities&#8217; needs and preferences).</p>
<p>• Develop Terms of Reference (ToR) outlining the objectives, methodology, sampling approach and other necessary details for the study to be conducted internally or by a consultant and oversee the logistics of data collection and data management and ensure adequate resources are available.</p>
<p>• Design questionnaires for monitoring purposes and apply the different interview techniques (structured/semi-structured).</p>
<p>• Conduct regular site visits or when required to monitor and assist partners in the data collection process to ensure data quality.</p>
<p><em>1.7 Mobile and manual data collection</em></p>
<p>• Determine the appropriate data collection tool based on the purpose, advantages and disadvantages of mobile data collection techniques.</p>
<p>• Design simple and complex questionnaire using XLS or form builder (Kobo form builder, ONA form builder, etc.)</p>

<p><strong>1.</strong> <strong>Background.</strong></p>
<p>The Nordic International Support Foundation (NIS) is a non-profit organization, headquartered in Oslo. NIS work with international donors, national governments, community leaders, national civil society groups and other key stakeholders to support processes that facilitate recovery from conflict through a variety of means, and currently implement projects in Somalia, Mali and Myanmar.</p>
<p>The NIS-administered Support to Somali Experts Secondment and Capacity Building Programme (SES), funded by the Swedish International Development Cooperation Agency (Sida), aims to support the efforts of the Swedish government in seconding high-capacity Somali diaspora and local experts to a range of national institutions in Somaliland for the implementation of the National Development Plan (NPD). By helping to provide high-capacity diaspora experts to weakened government institutions, this programme seeks to boost their capacity to function and implement government policy. While the provision of experts under a single programme will not remedy all the capacity constraints faced by government, this programme will help to build the core competencies necessary to achieve longer-term and more ambitious development goals in the years ahead.</p>
<p><strong>2.</strong> <strong>Purpose</strong></p>
<p>Based on the requirement mentioned in the background, the purpose of the consultancy is generally to initiate, prepare development proposals for secure funding from international donors and who has an</p>
<p>experience of mobilizing resources from local communities, Somaliland Diaspora, private sector etc. In conjunction with the management of the Agency including Directors of different departments within the Agency, the consultant will take the lead in developing an evidence- based concept notes and full proposals in accordance with Request for Proposal guidelines for submission to institutional donors.</p>
<p>The consultant will have a series of consultations meeting with senior management of the Agency for reviewing, analyzing, and prioritizing of activities for each project and working out the required budget to implement these activities.</p>
<p><strong>3.</strong> <strong>Specific Tasks</strong></p>
<p>The consultant will develop, in consultation with senior management of the Agency, a detailed work plan that will include undertaking at least the following tasks:</p>
<p>Within the first 8 weeks prepare and submit an Inception Report presenting the status of the Agency in terms of existing funding gaps and development priorities, available funding opportunities including a list of donors that support development and a plan of action for the first six months:-</p>
<p>Ø Review relevant secondary literature including, but not limited to development priorities Accessibility, Enhancing Quality and Strengthening capacity of the Agency with particular emphasis on Technical Training, Food Security and Livelihoods, Protection, and Disaster Risk Management.</p>
<p>Ø Prepare and review high-quality funding applications to foundations and government Research existing and prospective funding opportunities at national/regional and international levels.</p>
<p>Ø Prepare and agree a work plan of action with minister/management of the Agency and implement it accordingly.</p>
<p>Ø Finalizing the draft policy for regulating the Fund.</p>
<p>Ø Developing fund-raising strategy.</p>
<p>Ø Develop and strengthen collaboration with relevant government ministries, departments and agencies.</p>
<p>Ø Lead and coordinate resource mobilization initiatives of the Agency, preparing proposals for fundraising where necessary.</p>
<p>Ø Collect and compile information and supporting documentation for applications.</p>
<p>Ø Support the maintenance and development of a grant database.</p>
<p>Ø Conduct problem analysis and validation workshops on contents of proposals with senior management of the Agency including directors of relevant departments.</p>
<p>Ø Based on the primary and secondary information gathered, and in accordance with guidance in the Request for Proposal, firstly a) design a project, including logical framework, budget, and narrative concept note, and secondly b) write a full proposal should the concept note be invited to the next stage.</p>
<p><strong>4.</strong> <strong>Contract and Reporting Arrangements:</strong></p>
<p>The Specialist will report to the Director for National Disaster Preparedness and Food Reserve Authority (NADFOR).</p>
<p>He/She shall submit the reports summarized below, for the respective period. All documents/reports will be issued in English, submitted in both hard and electronic copies.</p>
<p>a) <em>Work plan</em>: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment.</p>
<p>b) <em>Monthly Progress Reports:</em> The Specialist shall prepare monthly concise reports with the relevant information on progress, and emerging challenges.</p>
<p>c) <em>Annual Progress Reports:</em> The Specialist shall prepare annual concise reports with the relevant information on progress, highlighting achievements, emerging challenges and recommendations to ensure a successful of a risk-based supervision approach implementation.</p>
<p>d) <em>Final Report:</em> Before the end of the assignment, the Specialist shall submit a final report detailing all the activities undertaken. The report will outline achievements and challenges and lessons learnt.</p>
<p><strong>5.</strong> <strong>Qualifications and Experience.</strong></p>

<p>Ø Strong and proven research and analytical skills.</p>
<p>Ø Preferably an advanced university degree (masters or equivalent) in development studies, management, or a related field.</p>
<p>Ø Minimum of ten years’ experience in working with institutional donors and developing proposals.</p>
<p>Ø Strong project/program design skills, including capacity to prepare logical, coherent, and consistent technical documents including log-frames and budgets.</p>
<p>Ø Prior demonstrated experience from developing and writing proposals for institutional donors, including Danida, Sida, World Bank Group, etc.</p>
<p>Ø Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors, through adapting facilitation techniques.</p>
<p>Ø Prior demonstrated experience in fundraising strategy and report writing.</p>
<p>Ø Flexibility to adapt to any subsequent changes in the terms of reference.</p>
<p>Ø Willingness and ability to travel to the field to conduct assessments and gather primary data.</p>
<p>Ø Excellent English speaking/writing skills required.</p>
<p><strong>6.</strong> <strong>Communication</strong></p>
<p>Fluency in English and Somali, both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately. <p>5) Ensuring there is allocation of common resources and skills within the programme&#8217;s individual projects</p>
<p>6) Refining requirements, project coordination, developing plans and schedules, resource planning and estimation and project maintenance</p>
<p>7) Managing the programme&#8217;s budget on behalf of the SRO, monitoring expenditure and costs against delivered and realised benefits as the programme progresses.</p>
<p>Once a project is set in motion, you will be expected to communicate major milestones, identify potential project risks, provide continuing direction to the project team and conduct regular status meetings to review project activities. Furthermore, you will be responsible for managing the prioritization procedures for changing scope (i.e., change management) and project acceptance procedures. Near the end of the project, you will obtain feedback to ensure that project efforts meet customer expectations for contracted time, cost and performance.</p>
<p><strong>Requirements include:</strong></p>
<p>1) Bachelor’s degree in related field, specialized training or equivalent work experience.</p>
<p>2) Typically requires 5–9 years of Agriculture and Food Security/Livelihood work experience, including 2 or more years managing Agricultural inputs projects.</p>
<p>3) Effective in written and verbal communication in English and Somali.</p>
<p>4) Leading project teams rather than being part of a project team</p>
<p>5) The position requires ability and willingness to work in remote areas of Somalia with travelling domestically up to 10% of the time, when safe to do so.</p>
