<p><strong><em>ROLE PURPOSE:</em></strong></p>
<p>The main purpose of this intern is to support Garowe supply chain officer; more particularly in procurement, filing and preparation of payment documents. The recruitment of this supply chain intern is intended to increase the effectiveness and efficiency of SCI Garowe supply chain office.</p>

<h3><strong>The Program / Department / Team</strong></h3>
<p>Mercy Corps has been present in Somalia since 2005, responding to emergency needs stemming from conflict and displacement, while continuing work to build more resilient, peaceful, and productive communities in Puntland, Somaliland, Galmudug, Hirshabelle, South West State, Jubaland and Banadir. Mercy Corps implements emergency activities around life-saving food, water, hygiene programs coupled with ongoing humanitarian programs around economic opportunity and development, youth &amp; education, and reintegration of returnees.</p>
<h3><strong>General Position Summary</strong></h3>
<p>The Reporting &amp; Program Development Officer (RPDO) will work with the Country Director, Programs Director, Directors for Finance and Operation, Program Teams, MEAL department and the SMT in all reporting requirements (both internal and external) as well as support the country program through representation and coordination with donors and partner agencies at cluster and coordination meetings. The Reporting &amp; Program Development Officer will also have a working knowledge of basic M&amp;E tools and will be able to support the design and analysis of activities as needed. Finally, the RPDO will oversee the internal communication structure between the field offices and among team members; and to HQ desks where applicable.</p>
<h3><strong>Essential Responsibilities</strong></h3>
<h3><strong>Strategy &amp; Vision</strong></h3>
<ul>
<li>Recognize opportunities for innovative action; communicate with relevant stakeholders and lead/support development of concept notes, proposals, strategy and/or positioning papers.</li>
<li>Set direction by prioritizing and organizing actions &amp; resources to achieve objectives and contribute to countrywide strategy development.</li>
<li>Develop and organize activities to secure resources for programs and convince stakeholders to provide support.</li>
</ul>
<h3><strong>Reporting &amp; Donor Communications</strong></h3>
<ul>
<li>Prepare all donor reports for the country program with input from program staff and update reporting guidelines and templates as necessary.</li>
<li>Draft weekly reports for donor, program partners and key stakeholders, Sit Reps and bi-weekly crisis update reports (as applicable)</li>
<li>Support the Country Director by responding to information requests, drafting success stories, and monitoring and reporting on the impact of different programs.</li>
</ul>
<h3><strong>Design, Monitoring &amp; evaluation</strong></h3>
<ul>
<li>Advise and take part in any assessments including Interagency Rapid Needs Assessment and any emergency assessments organized either by Mercy Corps or any other agency for all humanitarian actors.</li>
<li>Support MEL team in other MEL and reporting duties including, but not limited to, responding to information requests, drafting success stories, monitoring and reporting on program impact.</li>
</ul>
<h3><strong>Knowledge Management</strong></h3>
<ul>
<li>Establish and maintain effective and pro-active communication to facilitate knowledge management and sharing between all stakeholders. This will include reviewing current mechanisms and guidelines and addressing any issues that arise.</li>
<li>Update guidelines for internal and external communications including talking points and other necessary press materials.</li>
<li>Assist in maintaining proper and standardized filing system for storing program documents according to Mercy Corps Program Management Minimum Standard.</li>
</ul>
<h3><strong>Communication &amp; representation</strong></h3>
<ul>
<li>Develop and implement an efficient and effective communications strategy in conjunction with program staff</li>
<li>Ensure Mercy Corps’ program fosters ongoing positive cooperation with all stakeholders in coordination with Country Director, Team Leader, Program Manager and Program Team and other operation/support teams.</li>
<li>Facilitate compliance with all donor/organizational communications initiatives. Facilitate information sharing among internal and appropriate external audiences, including regular situation reports to the agency.</li>
<li>Develop all necessary print and online content to promote program progress, lesson learned and achievements</li>
<li>Coordinate any initial media related requests, and establish a system for gathering media reports on the program</li>
<li>Prepare project briefing materials (e.g. talking points, presentations, factsheets, etc.) for key stakeholders, government, and representatives, other external collaborators.</li>
<li>Coordinate information sharing and program linkages across Mercy Corps Somali programs, Mercy Corps ESA Regional Programs and/or partner agency programs as required, including facilitating complementary M&amp;E or reporting activities</li>
<li>When appropriate, develop and release public communications in conjunction with Mercy Corps communications teams.</li>
<li>Coordinate and manage Mercy Corps’ participating in the inter-agency social media initiative</li>
<li>Represent Mercy Corps Somalia programs and engage with national and international forums as appropriate</li>
</ul>
<h3><strong>Influence &amp; Advocacy</strong></h3>
<ul>
<li>Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.</li>
<li>Represent Mercy Corps programs and engage with national and international forums as appropriate</li>
<li>Initiate and coordinate thought leadership research</li>
<li>Actively participate in in-country, Nairobi-level and HQ-based advocacy groups.</li>
</ul>
<h3><strong>Supervisory Responsibility</strong></h3>

<p><strong>Reports Directly To:</strong> <strong>Director reports to programs director with close coordination of the CD.</strong></p>
<p><strong>Works Directly With:</strong> Programs Director, MEAL Manager, Program team leads, Somalia SMT, Regional Program Team, Technical Support Unit, ESA Program Officers, and additional headquarters-based support departments as needed.</p>
<h3><strong>Accountability to Participants and Stakeholders</strong></h3>
<p>Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.</p>
<h3><strong>Minimum Qualification &amp; Transferable Skills</strong></h3>
<ul>
<li>BA/S or equivalent in relevant field required (government, political science, international relations, information management, graphic design, etc.)</li>
<li>3-5 years’ experience in international relief and humanitarian experience a strong advantage</li>
<li>Knowledge of SPHERE and other humanitarian programming standards.</li>
<li>Ability to deliver high quality reports with short deadlines</li>
<li>Social and traditional media, and web content development experience a strong advantage.</li>
<li>Excellent computer skills including work processing and data analysis; advance computer skill including HTML, JavaScript, GIS/mapping, FTP, graphic design and data visualization skills preferred.</li>
<li>Demonstrated flexibility and creativity in planning and problem solving.</li>
<li>Excellent verbal and written communication, multi-tasking, organizational and prioritization skills.</li>
<li>Ability to effectively represent Mercy Corps and its interests to key stakeholders; working experience with local counterparts (CSOs, local NGOs, and others) and line ministries.</li>
<li>Practical and demonstrable skills in program need assessments and baseline/endline surveys, implementation, project monitoring and evaluation.</li>
<li>Prior experience with emergency programming strongly preferred.</li>
<li>Demonstrated success working effectively and respectfully with host country government, private sector, INGO, NGO partners and other stakeholders in complex environments.</li>
<li>Successful and proven negotiation, communication and organization skills.</li>
<li>Excellent oral and written English skills required; proficiency in Somali language is a plus.</li>

<h3><strong>Success Factors</strong></h3>
<p>The successful Reporting &amp; Program Development Officer candidate will have an ability to work independently, take initiative in tasks and self-learning, be proactive in communications and development of professional relationships. Successful Mercy Corps team members have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority. Should be able to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment with demonstrated sensitivity to the people and issues in Somalia and the region. <h3><strong>Living Conditions / Environmental Conditions</strong></h3>
<p>The position is based in Mercy Corps Somali field offices (Mogadishu, Galkayu, Kismayu, Baidoa) and it requires up to (20%) travel to Nairobi, Kenya. Accommodation is provided in group housing. The Reporting and Program Development Advisor will support activities throughout Somalia. Mobility in Somalia is restricted and must first be cleared with the Security Advisor. This is an unaccompanied post and eligible for Hardship and R&amp;R. Standard Somali workweek is Sunday – Thursday.</p>
<p>Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. <p><strong>1.0 Background</strong></p>
<p>Somali Resilience Programme (SomReP) is a consortium of seven international NGOs namely Action Against Hunger (AAH), the Adventist Development and Relief Agency International (ADRA), Cooperative Assistance for Relief Everywhere (CARE), Cooperazione Internazionale (COOPI), Danish Refugee Council (DRC), Oxfam and World Vision Somalia whose aim is to tackle the challenge of mitigating the effects of recurrent shocks and stressors and alleviating the chronic vulnerability that is common among pastoralists, agro-pastoralists, and peri-urban households across Somalia. The program was designed to address communities’ unique needs by building resilient livelihoods, a strategy founded on the lessons learned and best practices of the consortium members.</p>
<p>With support from DFAT, EU and SDC, SomReP has for the past six years implemented a number of interventions through DFAT 5, EU Bay and Lower Shabelle, EU SWS and SDC projects with the aim of enhancing the resilience of vulnerable populations. To achieve this, SomReP programming supports resilience through:</p>
<ol>
<li>Livelihoods &amp; food security: HHs in targeted communities have improved access to productive livelihoods for enhanced food access and diversity;</li>
<li>Social Safety Nets: HHs in target communities have their livelihoods and assets protected during shocks and stressors through the establishment and strengthening of social safety nets, including the use of crisis modifier mechanisms such as Savings Group Schemes;</li>
<li>Natural resource management: Eco–system health improved through promotion of equitable and sustainable natural resource management;</li>
<li>Local governance capacity building: Communities, civil society and local institutions are better equipped with resilience strategies and response capacities to cope with recurrent shocks and stressors; and</li>
</ol>
<p>The rationale behind the theory of change and impact pathways is that implementation of such interventions would eventually result in positive changes in well-being indicators which implicitly is indicative of enhanced adaptive, absorptive and transformative capacity. The program targeted 83,694 households and was implemented in the districts of: Belet Xaawo, Dollow, Luuq, El Barde, Odweyne, Baidoa, Badhan, Bossaso, Burao, Eyl, Hargeisa, Lughaya, Rabdhure, Afgooye, Dinsor, Waajid, Xudur, Laas Caanood, Salahley and Qansadhere.</p>
<p>At the beginning of all these projects, SomReP conducted baseline surveys to establish benchmark indicators. In addition, since 2016/17 SomReP has conducted annual resilience measurements to document impact of the SomReP programmes and assess the progress made annually on key outcomes and output indicators. This resilience measurement study will build on these studies to document the programme’s impact and assess the progress so far made on key outcomes and output indicators. SomReP would also want to take advantage of this assessment to establish whether the hypotheses and assumptions set to underpin SomReP Theory of Change and causal linkages between inputs and activities and outcomes and impacts were plausible and valid. The results of the assessment will be particularly important for SomReP not only to understand the impact of the project, test the theory of change underpinning the strategies and interventions delivered, but will also inform future strategic programming and project development.</p>
<p><strong>2.0 Scope of Assessment and Objectives</strong></p>
<p>The scope and focus of this assessment is to explore the outcomes and impact of the programme, in order to facilitate an understanding amongst the consortium programme staff and stakeholders of the extent to which the envisaged change has been realized. Specifically, the assessment seeks to:</p>
<p>· Assess the relevance, and effectiveness of the program strategies and interventions in relation to the context and the programme strategic framework, documenting the lessons learnt and best practices to inform future programming;</p>
<p>· Establish the extent to which the programme achieved its purpose and delivered on intended outputs, and whether the intended outcomes were met in relation to resilience programming;</p>
<p>· Assess the impact of the programme with particular focus on establishing changes that have occurred as measured by resilience and wellbeing indicators (provided for in SomReP master logical framework) for example food security and coping strategies indicators (i.e. HHS, FCS, RCSI, and HFIAS), ownership of household and community productive assets (climate sensitive and non-climate sensitive assets), income and expenditures among others; and</p>
<p>· Assess sustainability of the project interventions beyond donor funding.</p>
<p>· Assess the effectiveness and efficiency of programme interventions in strengthening the response capacity of various shocks and stresses including COVID-19 effects, Desert Locust, Conflict and Floods.</p>
<p><strong>3.0 Study Design</strong></p>
<p>For this resilience assessment, it is suggested that a non-experimental pre-test and post-test research design should be used to allow for comparison of resilience and wellbeing outcomes. This design is recommended because it will not just allow for documentation of the current situation regarding the resilience and wellbeing of households and communities but it will also allow for comparison with the values of resilience measurements that were obtained in 2016, 2017, and 2019 respectively. In addition, by virtue of the research design focusing on households and communities that have been exposed to project interventions, it will allow for assessment of associations between outcomes and the programme.</p>
<p><strong>4.0 Research Methodology</strong></p>
<p>To ensure that results are triangulated and collated, a mixed methods approach (i.e. combining qualitative and quantitative data collection and analysis techniques) is recommended.</p>
<p>Qualitative data shall be collected through focus group and key informant interviews with programme’s target beneficiaries (pastoral, agro-pastoral, peri-urban or in some cases, Internally Displaced Persons (IDPs), other community members, government stakeholders, and strategic partners. Qualitative data will include data on governance issues, natural resource management issues, participation of different gender groups in decision making, community level infrastructure and services and community experience of covariate shocks. Additionally, the consultant will be required to review available secondary data including past annual resilience measurement, evaluation reports, and Livelihood Recovery assessment report to strengthen the data comparison across the districts.</p>
<p>As regard to quantitative data, the assessment will employ a comprehensive approach of data collection with a clear sampling methodology in all the target locations. This will be approved by the SomReP team before the actual field work. Quantitative data shall be collected through household survey using a harmonized resilience tool[1]. Key data to be collected using household questionnaire include household demographics, household participation (non-participation) in the program, household’s exposure to shocks (both covariate and idiosyncratic), household resilience and wellbeing indicators for example productive assets, expenditure/income, food security and copping strategies that is Food Consumption Score (FCS), Household Hunger Scale (HHS), Reduced Consumption Strategy Index (RCSI), and Household Food Insecurity Access Scale (HFIAS), among others.</p>
<p><strong>5.0 Study Population and Sampling Frame</strong></p>
<p>The study population will comprise of programme beneficiaries from the SomReP operational districts and villages and key informants at the community, district and institutional level. The sampling unit will be a village and the villages will be stratified first by district and then by livelihood zone. The programme will provide to the consultant a list of beneficiaries[2] reached in each village. The programme reached to 17 districts; Afgoye, Badhan, Baidoa, Belet Xaawo, Bossaso, Burao, Ceel Afweyne, Dollow, Elbarde, Eyl, Hargeisa, Las Canood, Lughaye, Odweyne, Qansadhere, Xudur, Buur Hakaba.</p>
<p><strong>6.0 Sample technique and Sample Size Calculation</strong></p>
<p>For qualitative survey, a purposive sampling technique will be used to sample direct beneficiaries (pastoral, agro-pastoral, peri-urban or in some cases, Internally Displaced Persons (IDPs)), community members, government stakeholders, and strategic partners for key informants and focus group discussion. The sample size for qualitative group will be governed by the golden rule of data saturation[3]. The consultants are however are free to suggest alternative sampling criteria based on their experience.</p>
<p>For quantitative survey, a random sampling technique will be used to sample direct beneficiaries (and non-beneficiaries). To determine the sample size for quantitative survey, two important statistical parameters will be considered: the survey’s margin of error and confidence level. A margin of error of 8% and confidence interval of 95% are recommended[4] to arrive at the total number of respondents per district. The sample size will be determined using the formula below given by Krejcie and Smith[5], 1979.</p>
<p><strong>7.0 Management of the Consultancy and Reporting</strong></p>
<p>The consultants to undertake the assignment will report directly to the Head of Quality Assurance Manager for SomReP who will oversee the assignment. Regular consultation meetings will be arranged between the SomReP Technical Unit (TU) and the consultant as need arises.</p>
<p><strong>7.1 Authority and Responsibility.</strong></p>
<h3><strong>7.1.1. SomReP</strong></h3>
<p>· Ensure that the consultants adhere to research ethics and child protection policy</p>
<p>· Ensure quality assurance throughout study implementation</p>
<p>· Provide the consultants with necessary documents as demanded by the consultant</p>
<p>· Review report and provide feedback to the consultants to ensure quality delivery and compliance to the study protocol</p>
<p>· Arrange key informant interviews and focus-group discussions as requested by the consultants.</p>
<p>· Review and approve operational approaches to be used by the consultants including the inception report</p>
<p>· Review the draft report and provide feedback to the consultants.</p>
<p>· Approve the final reports contingent on the reports meeting the intended objectives and quality assurances</p>
<h3>7.1.2 Consultant</h3>
<p>· Develop inception report before actual roll out of the assessment detailing study methodology and appropriate/relevant data collection tools.</p>
<p>· Work closely with SomReP Head of Quality Assurance Manager during the design of the methodology/ tools; agree on the tools that will be used.</p>
<p>· Incorporate feedback into tools and reports which will be given from the SomReP team.</p>
<p>· Train enumerators, guide and supervise enumerators during data collection in the field.</p>
<p>· Conduct interviews</p>
<p>· Approximately one hour PowerPoint presentation of results and discussions to be delivered at either the Nairobi office or on Skype.</p>
<p>· Do de-briefing on preliminary findings. The result is expected to be shared with the stakeholders and the consultant needs to give due attention for the quality of the report.</p>
<p>· Submit draft and final reports as per schedule</p>
<p>· Submit a summary brief of the results (not more than 20 pages)</p>
<p><strong>8.0. Standards of Ethics and Child Protection</strong></p>
<p>The lead consultant will be responsible for ensuring that data collection and analysis approaches are designed to mitigate child protection risks and protect participants’ privacy and wellbeing by establishing and following credible ethical evaluation principles:</p>
<p>· The lead consultant shall ensure that all research assistants are oriented on research ethics and child protection policy prior to commencement of data collection.</p>
<p>· The lead consultant shall ensure that each member of the research team adheres to research ethics and child protection policies.</p>
<p>· The lead consultant shall ensure that every piece of information collected is treated with all the confidentiality that it deserves.</p>
<p>· The lead consultant shall ensure that survey participants to be involved in the study are well informed of the objectives of the study and their consent is sought prior to starting data collection. Participants will be informed of their rights to decline participation in the evaluation and that they will be at liberty to withdraw from the process if they wish to do so.</p>
<p><strong>9.</strong> <strong>Logistics</strong></p>
<p><strong>The consultants will be responsible for their own logistics (i.e. transport and accommodation if necessary).</strong> <strong>The consultants will also be responsible for their own insurances, vaccinations, health, and security preparedness.</strong></p>
<p><strong>10.</strong> <strong>Proposal Content</strong></p>
<p><strong><em>Proposals from Consultants should include the following information (at a minimum)</em></strong></p>
<p>· Technical Proposal with clear methodology, describing the data collection methods, sampling techniques, and data analysis plan to be used.</p>
<p>· CV of key consultant(s) attached to the technical proposal.</p>
<p>· Proposed budget (which shall include professional fees and operational budget). <strong>This should be submitted as a separate document, it should not be part of the Technical proposal, and neither should it be in the same document. (The proposed budget should be inclusive of all taxes. World Vision Somalia will withhold appropriate withholding tax at the rate applicable)</strong></p>
<p>· Proposed timeline for the study.</p>
<p><strong>11.</strong> <strong>The desired profile of the external consultant</strong></p>
<p>· In-depth knowledge and experience of Somalia and its regions including government and community level service delivery structures.</p>
<p>· Masters/PhD degree in; Social sciences, Development studies, Monitoring and Evaluation and International studies, project planning and management and other related fields. Has a minimum of 5 years of technically sound experiences in Resilience measurements or in conducting quantitative assessments. Has at least 3 years of extensive experiences in food security and livelihood programing/resilience programing. Strong written, communication, and interpersonal skills in English, with substantial experience in training and managing teams.</p>
<p>· Has experiencing in conducting annual resilience measurements, or/and impact evaluations</p>
<p>· Have a track record of producing quality reports on specified timelines</p>
<p>· Prior experience working in Somalia and relationships with Somali-speaking field data collection supervisors will strongly be considered.</p>
<p>[1] The resilience tools that were used in the previous studies have been harmonized to ensure that results are comparable over time.</p>
<p>[2] A household is considered a beneficiary if they have participated in any of the interventions implemented by SomReP.</p>

<p><strong>PROJECT SUMMARY</strong></p>
<p>NEAR will set-up and launch a locally-rooted grant-making organization in Somalia – in the short term to combat the spread of COVID-19, and in the medium and longer term to address issues and priorities set by communities. The grant-making organization will incorporate community philanthropy, Islamic principles and participatory grant-making processes. Part of the mandate of this pilot grant-making entity is that it builds domestic resources to better address the challenges or improve the quality of life in their communities.</p>
<p><strong>POSITION PURPOSE</strong></p>
<p>The Fundraising Advisor &#8211; Consultant will be responsible for raising funds and engaging in innovative partnerships for the Somalia grant-making organization, with the aim to become fully independent of NEAR and sustainable by the end of the project period. The position will work closely with an Operations Consultant (who will be responsible for setting up and managing the day-to-day operations, administration, and marketing of the grant-making organization), and will report to NEAR’s Executive Director.</p>
<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>
<p>· Develop a detailed work plan for the implementation of the pilot project in Somalia, using the approved project proposal as a framework.</p>
<p>· Engage in a design thinking process to conceptualize the start-up, implementation, and sustainability of a Somalia grant-making organization.</p>
<p>· Create and put into motion a robust fundraising plan / strategy, that has specific milestones and targets and a sustainability strategy.</p>

<p>CARE International in Somalia is seeking an energetic, self-motivated professional to join the Humanitarian and Emergency Response team in Somalia/Somaliland. Reporting to the Health specialist He/She will be responsible for conducting rapid health assessments, planning, coordinating, implementing and monitoring the Hygiene and behavior change coalition project in response to current COVID 19 disease in Somalia/Somaliland. <p>The Communication for Development Specialist reports to Health Manager, EPI for general guidance and supervision. The Specialist provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for C4D as an integral part of programme development, planning and implementation.</p>
<p>Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children&#8217;s rights, survival and wellbeing in the country.</p>
<p><strong>Support to strategy design and development of C4D activities</strong></p>
<ul>
<li>Conduct and/or participate in comprehensive C4D situation analysis of social, cultural, economic and political issues in the country/region, including through national/subnational working groups or committees. Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for developing and planning the C4D component of the Country Programme of Cooperation (and UNDAF).</li>
<li>Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc) to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for C4D to promote behavioral and social change.</li>
<li>Prepare or provide quality assurance on materials and related documentations for C4D strategies and plans (as a component of the CO and/or UNDAF Programmes) to ensure optimum impact, scale and sustainability of achievements/results.</li>
</ul>
<ul>
<li>Collaborate/consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of C4D activities with UNICEF MTSP, CO global communications and advocacy activities and UN System development activities and initiatives at the CO level, including in humanitarian response.</li>
</ul>
<p><strong>Implementation of C4D activities</strong></p>
<ul>
<li>Collaborate with, advise and/or consult internal partners and external partners to design C4D strategies, including formulation, production and testing materials to organize C4D events and activities to ensure engagement and participation of key audiences, and maximum outreach and impact on behavioral and social change, including in humanitarian response.</li>
</ul>
<ul>
<li>Confirm/verify the technical quality, consistency and relevancy of communications strategies, including materials that are developed, produced and disseminated to target audiences (e.g. individuals, communities, government officials, partners, media etc). Recommend appropriate multiple media formats (e.g. print, digital/social media, TV/Radio, Web, community networks, etc.). Oversee the production and implementation of multi-media initiatives for compliance with targets and plans that integrate the latest evidence.</li>
</ul>
<ul>
<li>Carry out C4D advocacy activities with/for a wide range of constituents, stakeholders, partners, communities, etc. to encourage/promote engagement and dialogue, inclusion, self-determination and participation in mobilizing social, political, behavioral and cultural change to achieve sustainable programme results on children and women&#8217;s rights, equity and wellbeing. Develop/select materials and other communication tools for C4D events.</li>
<li>Identify, establish and maintain active interaction/relations with media, academia and other strategic partners to communicate/advocate UNICEFs competencies and achievements to ensure their engagement, interests and support in promoting social/political engagement for political action on children&#8217;s rights, and measurable changes in social and behavioral outcomes.</li>
</ul>
<ul>
<li>Conduct and/or participate in Monitoring and Evaluation exercises, including country programme previews, meetings and mid-term/annual reviews to assess/report on efficacy/outcome of C4D on UNICEF and CO Strategic Plans/Goals. Recommend timely action to ensure the achievement of results as planned and allocated. Integrate/disseminate lessons learned in development planning and improvements.</li>
</ul>
<p><strong>Technical and operational support</strong></p>
<ul>
<li>Collaborate with internal CO, RO and/or RO colleagues to contribute to the development of strategies, approaches, policies and the planning of C4D social and resource mobilization initiatives in support of programmes/projects implementation and delivery of results, including humanitarian response.</li>
</ul>
<ul>
<li>Participate in CO strategic discussions to collaborate on policy and agenda setting for C4D advocacy and investments and related external relations and resource mobilization initiatives.</li>
</ul>
<ul>
<li>Participate in budget planning and management of programme funds and prepare financial plan for C4D initiatives. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.</li>
</ul>
<p><strong>Advocacy, networking and partnership building</strong> Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners, e.g. academia; social networks; celebrities, journalist, media, all sectors/levels of (socially aware) society and critical audience to reinforce cooperation and/or pursue opportunities for C4D advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.</p>
<ul>
<li>Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging and use of multiple media and communication platforms to enhance C4D outreach including in humanitarian contexts.</li>
<li>Participate in organizational and/or inter-agency (UNCT; National UN Communication for Development Roundtable) discussions and planning to collaborate with inter-agency partners/colleagues in the UNDAF planning and preparation of C4D advocacy and resource mobilization initiatives including emergencies.</li>
</ul>
<p><strong>Innovation, knowledge management and capacity building</strong></p>
<ul>
<li>Implement innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks for C4D that are appropriate/available for the CO context and audience.</li>
</ul>
<ul>
<li>Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners, and disseminate these products to key audiences including donors and partners.</li>
<li>Organize/implement capacity building initiatives to enhance the competencies of clients/stakeholders/partners (government and non-government) in C4D planning, implementation and evaluation in support of programmes/projects including in humanitarian settings.</li>
</ul>
<p><strong>To qualify as an advocate for every child you will have…</strong></p>

<li>An advanced university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.</li>
<li>A minimum of five years of professional experience in one or more of the following areas is required: communication for development, public advocacy or another related area.</li>
<li>Developing country work experience and/or familiarity with emergency is considered an asset.</li>
<li>Relevant experience in a UN system agency or international organization is considered an asset.</li>

<p>DUTIES AND RESPONSIBILITIES<br />
This position requires an individual to manage and represent the humanitarian portfolio for Somalia. The SHA will serve as the primary contact and liaison in Mogadishu, Somalia for OFDA’s and FFP’s ongoing humanitarian assistance activities in Somalia, as well as for DRR programs. The SHA, in close coordination with the Nairobi-based Somalia humanitarian team, will substantially contribute to program analysis and strategy development and work closely with the USAID/Somalia mission staff, the U.S. Embassy, other donors, the Somalia government, U.S. military representatives, USG interagency partners, IOs, NGOs, and the UN, in responding to humanitarian needs and sudden onset disasters. The SHA will also be responsible for reporting to OFDA ECA Regional Office in Nairobi, Kenya, and to OFDA/Washington.</p>
<p>Because of the substantial coordination requirements of this position, an individual with a highly collaborative work style is required. The SHA must be prepared to function effectively in a challenging and restrictive work environment and be willing to strictly adhere to U.S. Embassy security guidelines.<br />
Working directly under the guidance and supervision of the OFDA SRA for ECA, and with regular interaction with the FFP Office Chief for East Africa and designated Regional Advisor covering Somalia and in consultation with USAID/Somalia, the individual will perform the following duties and responsibilities:</p>
<p>Contextual Specialty<br />
 Develop and maintain knowledge of the key humanitarian, resilience, and DRR issues within Somalia.<br />
 Maintain an in-depth understanding of political, humanitarian, organizational, and stakeholder interests specific to Somalia.<br />
 Monitor incipient disasters, international disaster response plans and efforts, and major humanitarian issues and challenges in the area of responsibility through a wide range of USG and international sources.<br />
 Identify humanitarian issues, priorities, lessons learned, and opportunities within and relevant to Somalia and apply those to program strategy development and implementation.<br />
 Prepare and/or provide substantive assistance in the preparation of regular strategic and analytical reports on current or anticipated emergencies, as well as comprehensive preparedness documentation on Somalia.<br />
Portfolio Management<br />
 With strong coordination and collaboration with the Somalia humanitarian team based in Nairobi, the incumbent will lead efforts to identify and assess new humanitarian assistance requirements, target beneficiary groups and locations, oversee the general direction of existing relief and transition and resilience oriented programs, and broadly recommend the types of interventions and budget levels required in Somalia.<br />
 Closely collaborate with Mission colleagues on program coordination to share information, avoid overlap, and explore opportunities for synergies and resilience efforts. Maintain ongoing dialogue with the OFDA and FFP ECA Regional Office and Washington Team Leads for Somalia on these efforts.<br />
 Monitor ongoing humanitarian assistance efforts in Somalia. Liaise with partners and other donors, coordinate closely with ECA Regional Office, and provide coordinated field feedback to the partners.<br />
 In consultation and collaboration with the Nairobi-based humanitarian team, coordinate collection of information and provide updates and recommendations through written reports on issues related to the humanitarian situation, including the following:<br />
o Capacity and ability of UN, IOs, NGOs, and local institutions to carry out programs.<br />
o Capacity of the logistics infrastructure to support programs.<br />
o Security situation of beneficiaries, personnel, convoys, and relief operations in general.<br />
o Role of in-country UN leadership and the UN Mission in Somalia in facilitating humanitarian assistance.<br />
o Contributions by other donors, problems arising from implementation of relief and reintegration programs, and any other issues that require the attention of OFDA, FFP, and USAID/Somalia.<br />
o Humanitarian coordination issues and any recommendations for change.<br />
 In consultation and collaboration with the Nairobi-based humanitarian team, provide guidance to organizations that are developing proposals for OFDA and FFP, based on “OFDA’s Guidelines for Unsolicited Proposals and Reporting” and “FFP’s Annual Program Statement”, as appropriate.<br />
 In collaboration with the Nairobi-based humanitarian team, review concept papers and proposals and provide timely recommendations/comments to OFDA and FFP/Washington and the ECA Regional Office.<br />
 In collaboration with the Nairobi-based humanitarian team, ensure reporting on a timely basis to OFDA and FFP Washington and ECA Regional Office on the quality of grantees’ work, noting deficiencies, attributes, and evolving operational conditions.<br />
 Along with the Nairobi-based humanitarian team, maintain regular, close coordination and communication with the ECA Regional Office and OFDA and FFP headquarters in Washington, D.C.<br />
Representation<br />
 Represent USAID’s humanitarian portfolio in-country at senior level meetings within the USG and with humanitarian stakeholders and convey humanitarian concerns and priorities from the OFDA and FFP perspective through oral and written briefings.<br />

 Serve as the principal point of contact in-country for OFDA and FFP for humanitarian issues and serve as a liaison on program issues among USAID mission staff, the U.S. Embassy and other USG agencies, military representatives, OFDA/Washington and the overall humanitarian community.<br />
 Present USAID’s humanitarian perspectives to NGOs, IOs, and UN agencies relating to humanitarian assistance strategies and priorities, including USAID’s approach to sustainable, resilience-oriented humanitarian programs. Work closely with the Regional Advisor and OFDA’s and FFP’s technical advisors to discuss and understand sectoral priorities.<br />
 Represent USG humanitarian interests at national and international meetings and conferences, and facilitate, as requested, travel and briefings for official USG visitors to Somalia interested in humanitarian issues.<br />
 As the humanitarian specialist in Somalia, engage in U.S. Embassy policy conversations, remaining available to provide timely reporting and clearances in response to high-level USG queries originating from the region or from Washington, D.C.<br />
Leadership<br />
 Provide recommendations on current and future directions of FFP and OFDA’s Somalia portfolios to include programmatic, budgetary, and human resource requirements.<br />
 Serve in a leadership role within USAID/Somalia, in coordination with Mission senior leadership, to incorporate humanitarian and resilience concerns into Mission activities and identify opportunities to leverage USAID interventions.<br />
General Duties<br />
 Serve in leadership, planning, or program positions on response teams and assessment teams within and outside the region.<br />
 May serve as needed, on Washington-based RMTs, which provide services and support to DARTs deployed in response to disasters. The duties on RMTs vary.<br />
 May serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time.<br />
 As needed, may serve on temporary detail within the office to meet operational needs during staff shortages, not to exceed six months. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities as well as directly related to the scope of work provided.</p>

<p><strong>POSITION SUMMARY</strong></p>
<p>We seek to recruit a MEAL Officer who will lead the design and implementation of the project monitoring and evaluation framework as well as the project information system. Develop and manage the Project’s Monitoring Plan (PMP) in collaboration with project staff and partners, lead analysis of project data to assess progress and areas of improvement. Develop and maintain systems to collect and analyses information on inputs, outputs, outcomes and impact of the program, guide reporting processes among technical staff and consolidate Programme reports.</p>
<p><strong>POSITION PURPOSE</strong></p>
<p>The position purpose includes:</p>

<li>Development, management and implementation of project MAEL plan.</li>
<li>Ensure timely collection of MEAL data.</li>
<li>In liaison with DPM lead, motivate and supervise the CMS on the proper use of the MEAL tools.</li>

<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>

<li>Under the guidance of Deputy program manager carry out MEAL activities implementation in Puntland.</li>
<li>Support the development and implementation of clear, practical MAEL plan.</li>
<li>Establish data collection system within programmes when requested/review existing data collection tools and systems.</li>
<li>Support teams-through regular meetings and on job support together, collate and analyse monitoring data, as well as to report on findings from monitoring activities,</li>
<li>Under take regular visit to the field to support beneficiary accountability process.</li>
<li>Participate in the development of template and guidelines for data gathering, collation and reporting in liaison with programme managers and coordinators.</li>
<li>Provide technical support to programme teams with qualitative and quantitative data analysis and reporting when requested; work with programme staff to do monthly analysis of output data. Improve gathering and use of qualitative data, e.g through use of case studies.</li>
<li>Participate in the design and execution of surveys and other assessments; actively collect data where necessary.</li>
<li>Coordinate and share learning related to MEAL practices at the field office level, as well as offices.</li>
</ul>
<p><strong>SKILLS AND QUALIFICATIONS</strong></p>
<p>· University degree in social science, economics/any other relevant filed or equivalent experience.</p>

<p>This position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA), which is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA&#8217;s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.<br />
This temporary job opening is being advertised for the position of Head of Office, Humanitarian Affairs, located in Mogadishu, Somalia. The Head of Office supports the UN Resident/Humanitarian Coordinator under the overall leadership of the Director of the Operations and Advocacy Division (OAD) of OCHA.</p>
<p><strong>Responsibilities</strong></p>
<p>Operating within the limits of delegated authority, and under the overall leadership of the Director of the Operations and Advocacy Division of OCHA and supporting the UN Resident Coordinator and Humanitarian Coordinator, the Head of Office will discharge and be responsible for the following functions:</p>
<p>HUMANITARIAN POLICY<br />
• Serve as senior policy advisor to the UN RC/HC, the UN Country Team (UNCT) and the humanitarian country team on safeguarding the humanitarian principles, and initiatives to facilitate effective delivery of humanitarian assistance and protection;<br />
• Develop and maintain contacts with the international community in order to raise awareness and advocate for issues of humanitarian concerns;<br />
• Act to strengthen cooperation across humanitarian organisations on policy issues of inter-agency concern and serve as a key interlocutor with relevant Government partners;<br />
• Advise, promote and provide guidance to the UN RC/HC, the UNCT and the humanitarian county team on humanitarian affairs including cluster coordination, humanitarian financing, civil military coordination, humanitarian access, etc.</p>
<p>HUMANITARIAN RESPONSE / COORDINATION<br />
• Provide strategic support to the UN RC/HC in the preparation, implementation and monitoring of a coherent and comprehensive humanitarian needs overview and work plan for the broader humanitarian response (usually expressed though an HNO/HRP), soliciting and negotiating inputs with relevant authorities, UN agencies, NGOs, etc.;<br />
• Consult on a regular basis with the HC, Heads of UN Agencies and Programmes, NGOs heads of mission, the government and the donor community on all appropriate aspects of the implementation and delivery of humanitarian activities, to ensure that coordination structures at local, provincial and national levels operate in a coherent and cost-effective manner, including supporting coordination reviews as appropriate;<br />
• Support the planning, monitoring, and evaluation of humanitarian programs, facilitating incorporation of lessons learned, policy guidelines etc. into humanitarian response activities;<br />
• Promote best practices in humanitarian planning, response and evaluation;<br />
• Facilitate inter-agency resource mobilization in support of response efforts, including through humanitarian pooled funds, the UNCERF and other relevant mechanisms for ongoing as well as new and /or emerging emergencies;<br />
• Develop, reinforce and maintain effective coordination mechanisms with the humanitarian county team and other key humanitarian stakeholders;<br />
• Establish/manage information management systems to effectively map areas of humanitarian needs and response activities in support of coordination and response efforts, including support for cross coordination analysis to inform effective decision-making;<br />
• Foster and reinforce linkages between field monitoring, information management, coordination efforts, operations and decision-making;<br />
• Facilitate implementation of relevant IASC and UN commitments across the collective humanitarian response and within the OCHA operation on PSEA, GBV and Accountability to Affected People;<br />
• Ensure timely and appropriate assistance to the UN RC/HC and (if applicable) the United Nations Disaster Management Teams (UNDMT) in response to disasters and emergencies;<br />
• Support inter-agency efforts to build in-country UN, government and civil society capacity to manage natural disaster response;<br />
• Provide substantive support and leadership to government institutions and local humanitarian entities to build national capacity for emergency and/or disaster management;<br />
• Promote dialogue, regional alliances, sharing of knowledge and resources, among national and, as appropriate, regional humanitarian actors in disaster risk reduction, disaster/emergency preparedness and response;<br />
• Promote and lead contingency planning processes in close cooperation with relevant entities;<br />
• Develop joint initiatives on disaster management with other UN and (if applicable) regional actors, including early warning mechanisms;<br />
• If applicable, and under the overall guidance of the relevant Deputy Director of the OAD and in partnership with other branches of OCHA, work to reinforce regional networks and mechanisms for swift, effective response to emerging humanitarian situations.</p>
<p>OFFICE MANAGEMENT / OCHA REPRESENTATION<br />
• Serve as the OCHA Head of Office in the designated duty station, providing oversight of all programmatic/administrative tasks necessary for the efficient functioning of the OCHA office and any sub-offices, and being accountable for the use of resources and for the results obtained;<br />
• Recruit staff, taking due account of gender and geographical balance.<br />
• Represent the Office at international, regional or national meetings, and lead and supervise the organization of meetings, seminars, etc. on substantive issues. Manage the substantive preparation and organization of such meetings or seminars.<br />
• Ensure regular and effective supervision of OCHA staff, particularly by leading, managing, developing, and training staff; foster teamwork and communication among staff; and strengthen linkages between the staff in field, regional and headquarters offices;<br />
• Promote OCHA&#8217;s mandate, objectives and tools in the designated area through contacts with the government, diplomatic missions, UN entities, non-governmental organizations and the media;<br />
• Lead, formulate, supervise and carry out the work planning and budgeting process, support resource mobilization and ensure sound financial management;<br />
• Ensure the Office produces timely, high-quality outputs including comprehensive work plans, concise and factual situation reports, analytical papers, comprehensive and fact-based information products; ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates;<br />
• Coordinate the work carried out by different work units under the Office and by other agencies and bodies of the United Nations system and the humanitarian community, NGOs, the government and the donor community on all appropriate aspects of the implementation and delivery of humanitarian activities, to ensure that that coordination structures at local, provincial and national levels operate in a coherent and cost-effective manner;<br />
• Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.<br />
• Ensure all staff have completed all mandatory trainings and certificates and maintain a harmonious work culture within the office.<br />
• Perform other duties as requested by the UN RC/HC, Director of OAD.</p>
<p><strong>Competencies</strong></p>

<p><strong>Education</strong></p>
<p>Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences, international affairs, political science or related area. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.</p>
<p><strong>Work Experience</strong></p>
<ul>
<li>A minimum of fifteen (15) years of progressively responsible experience in disaster relief coordination, humanitarian assistance, protection, human resources management, administration, logistics, financial management, budget or related field is required.</li>
<li>Field experience in emergency situations (complex emergencies or natural disasters) is required.</li>
<li>Experience in either coordinating relief/humanitarian response, or participating in coordination, is desirable.</li>
<li>Experience within the UN common system or other comparable international organization is desirable.</li>
<li>Previous humanitarian affairs work experience is desirable.</li>
<li>A minimum of four (4) years of relevant experience at the international level is desirable.</li>
<li>Experience at the senior management level (e.g. P-5 and above) is desirable.</li>
</ul>
<p><strong>Languages</strong></p>
<p>English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.</p>
<p><strong>Assessment</strong></p>

<p><strong>Special Notice</strong></p>
<p>• This temporary position is intended to fill the functions of short-term duration of six (6) months with the possibility of extension. The selected candidate is expected to start as soon as possible.<br />

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation.
