<p><strong>About the MIDA FINNSOM III, Health and Education Project</strong></p>
<p>The past decades have seen continued migration from various African countries, causing a “brain drain” that has debilitated various public sector systems across the continent. Through the IOM Migration for Development in Africa (MIDA) programme, Somali diaspora professionals have supported institutional capacity building, service delivery, and policy development of health and education institutions across Somalia since 2015.</p>
<p>The MIDA FINNSOM PHASE III – Health &amp; Education project – contributes to strengthening the Health and Education sectors in Somalia towards achieving specific priorities in the Education Sector Strategic Plan (ESSP) and the Essential Package for Health Services (EPHS), as prioritized and outlined by the government. The project aims to do so by engaging and enhancing the role of qualified Somali diaspora experts willing to temporarily return to their country of origin. In particular, through assignments within key ministries and public institutions (including hospitals and universities), Somali diaspora experts contribute addressing gaps and enhancing strengths in the planning and delivery of health and education services, coherently with the needs identified through the dedicated baseline assessment conducted during the inception phase of the project. Furthermore, a component of the project is devoted toward contributing to the creation of stable and sustainable access to employment opportunities in the health and education sectors for local experts and interns, who will work in close coordination with the Somali diaspora experts &#8211; therefore reaping long-terms benefits of knowledge transfer, competencies sharing and skills development.</p>
<p>III. <strong>Duties and Responsibilities</strong></p>
<p>The Federal Government of Somalia’s Ministry of Health and Human services (MoHHS), through the technical assistance provided by the IOM MIDA FINNSOM III Health and education project, seeks to build the skills of its Gyno/obstetricians.</p>
<p>Under the guidance and supervision of the Director of the Hospital, and with the MoHHS Coordinator and MoHHS M&amp;E Specialist overseeing the running of the tasks, the Gynecologist/obstetrician will carry out the following duties and responsibilities:</p>
<ol>
<li>Perform his/her professional duties, according to the Ministry of Health and local Hospital guidelines, ensure national standards are maintained and adhere to universal precautions.</li>
<li>Interpret test results, discuss treatment and medication, and advise patients and the general public on issues pertaining to reproductive and maternal health, according to the Hospital guidelines.</li>
<li>Transfer skills and knowledge in explaining diagnoses to staff of the department, local medical students, internship students and residents.</li>
<li>Educate local medical students and interns attached to the host institution, as well as patients.</li>
<li>To perform pre-operative assessments for gynecological and obstetric patients, emergency triage and resuscitation (when appropriate).</li>
<li>Public advice on maternal health-related matters.</li>
<li>To perform caesarian sections and other types of gynecological surgeries according to good clinical practice.</li>
<li>Support pregnancy complications, provide basic/emergency obstetric and newborn care (B/EMONC), conduct cesarean sections and other gynecological surgeries as indicated, and train local personnel and students on C-sections on the job.</li>
<li>To provide a protocol of treatment in GBV cases.</li>
<li>Provide patients with information on disease detection, prevention, and reproductive health.</li>
<li>Provide patients with information on family planning methods, conduct STI screenings on female patients, and recommend and deliver therapy or other medical care.</li>
<li>Provide obstetric care including antenatal and postnatal care.</li>
<li>To conduct ward rounds and out-patient consultations according to good clinical practice.</li>
<li>To admit and discharge patients with appropriate instructions for further follow up and out-patient care.</li>
<li>Carry out diagnostic tasks, complete and duly file treatment documentation.</li>

<li>Participate in case studies and weekly presentations, write, file and disseminate relevant notes.</li>
<li>To be on-call for night shifts and emergencies.</li>
<li>Actively participate in existing health sector coordination mechanisms and liaises with health sector stakeholders to contribute to: 1) addressing the unmet needs in reproductive health; 2) optimizing the allocation of available resources; and 3) developing clinical protocols, guidelines, and standards.</li>
<li>Perform any other tasks required by the Hospital.</li>
<li>Ensure that all documentation meets local medico-legal requirements, and that statistical data is collected, using the health monitoring system, and to incorporate information in regular reports.</li>

<p>IV: <strong>Requirements</strong></p>
<p>Besides the specific outputs mentioned in section III, the MIDA FINNSOM III Heath and Education project is requiring the following deliverables to be submitted throughout the assignment. These are the standard requirements for all assignments under this project:</p>
<ol>
<li><strong>Transfer of skills:</strong> The main responsibility of the qualified Somali expatriate—which he/she will be measured against—will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution that staff will benefit from this knowledge.</li>
<li><strong>Work plan:</strong> A work plan must be developed with the Supervisor during the first week of the assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the supervisor, MoHHS coordinator, MoHHS M&amp;E Specialist, and IOM project team. This work plan can be revised during the assignment to reflect on new developments or changes.</li>
<li><strong>Quarterly and Final Reports:</strong> Quarterly progress reports will be submitted by the expert to the supervisor, MoHHS Coordinator, MoHHS M&amp;E Specialist, and IOM project team. At the end of the assignment, the participant must also provide a final report covering the duration of his/her assignment.</li>
<li><strong>Exit interview:</strong> An exit interview will be conducted to ensure that a proper exit plan has been put in place to sustain the achievements, upon completion of the assignment.</li>
</ol>
<p>V: <strong>Qualifications</strong></p>

<p>Master’s degree, with gynecology/obstetric specialization</p>

<p><strong>POSITION SUMMARY</strong></p>
<p>The Operations Officer will provide logistical support and security advice to Adeso operations in Puntland State and on a needs basis, to other areas where Adeso is operating. This is a field based position directly managed by the Head of Office in Somalia. The Operations Officer will be a full-time personnel member at Adeso.</p>
<p>SPECIFIC ROLES AND RESPONSIBILITIES</p>
<p><strong>Logistics and Procurement</strong></p>
<ul>
<li>Procure program support items in a timely manner ensuring that Adeso procurement procedures are followed and account for procured items in coordination with Finance and Operations Departments;</li>
<li>Manage and update monthly inventory and stock list in Adeso offices, warehouses and program sites;</li>
<li>Coordinate with the landlord of Adeso rented premises to ensure that properties are well maintained and that leasing documents are in order;</li>
<li>Coordinate with other staff members to ensure the offices, warehouses and field sites are adequately equipped and supplied;</li>
<li>Support the programs with the required logistic information (costs, availability of products, etc.);</li>
<li>Provide operational and policy support for Adeso subsidiaries;</li>
<li>Manage vehicles and drivers according to contractual agreements;</li>
<li>Organize the transportation of goods and persons as required;</li>
<li>Organize Adeso program and operations files and keep them updated as needed;</li>

<p><strong>POSITION SUMMARY</strong></p>
<p>The Operations Officer will provide logistical support and security advice in Adeso operation areas in Puntland State. This is a field-based position directly managed by the Senior Program and M&amp;E Officer. The Operations Officer will be a full-time personnel member at Adeso.</p>
<p><strong>POSITION PURPOSE</strong></p>
<p>The role of the Operations Officer will be, mainly, to provide logistical support and security-related information and advice to the project team during the project implementation period. The support role of the officer is focused on but not limited to Puntland. On a needs arise basis, the officer will be expected to provide security and logistical support to other regions where Adeso is operating.</p>
<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>
<p><strong>Procurement</strong></p>
<ul>
<li>Procure requested program support items in a timely manner ensuring that Adeso procurement procedures are followed.</li>
<li>Account for purchased items and coordinate with the Finance and Operations Departments</li>
<li>Manage and update inventory and stock list in Adeso offices, warehouses, and program sites on monthly basis.</li>
<li>Coordinate with the landlord of Adeso rented premises to ensure that properties are well maintained and that leasing documents are in order</li>
<li>Coordinate with other staff members to ensure the offices, warehouses, and field sites are adequately equipped and supplied.</li>
<li>Support the programs with the required logistic information (costs, availability of products, etc.).</li>
<li>Manage vehicles and vender-hired drivers according to contractual agreements</li>
<li>Organize the transportation of goods and persons as required;</li>
<li>Organize Adeso program and operations files and keep them updated as needed;</li>
<li>Inform staff about security situations in the area, coordinate with local authorities and other agencies on security-related issues, and provide appropriate advice to the staff and in particular, to the management team.</li>
<li>Maintain the guard&#8217;s and drivers&#8217; schedules for the office and field-related trips.</li>
<li>Understand and adhere to Adeso established policies and procedures for administration, finance, procurement, safety, and security management.</li>
<li>Be responsible for all office assets and keep a detailed asset registry</li>
<li>Any other duties as assigned.</li>
</ul>
<p><strong>Security</strong></p>
<ul>
<li>Acting as the security focal point for Puntland State</li>
<li>Providing all staff with regular security briefings and updates and ensuring that all staff adheres to security policies and procedures.</li>
<li>Conduct regular security and risk assessments for all operational areas.</li>
<li>Supervising security guards’ performance in Badhan office.</li>
<li>Ensuring that field communications needs are met and that staff is trained on the use of radios and other communication equipment as necessary.</li>
<li>Liaising with local authority security agencies, UN Agencies, NGOs, and other external actors to gain security information and analysis in Puntland or any other regions, nearby areas</li>
</ul>
<p><strong>Other Roles</strong></p>
<ul>
<li>Ensuring that office running bills are paid on time.</li>
<li>Regularly conducting field visits to assess the field sites complying with safety and security.</li>
<li>Providing regular security updates and advice to new staff and visitors.</li>
<li>Any other duties as may be assigned by the Head of Office and Logistics Coordinator.</li>
</ul>
<p><strong>SKILLS AND QUALIFICATIONS</strong></p>
<p><strong>Essential</strong></p>
<ul>
<li>Diploma in Supply Chain Management or its equivalent in a relevant field.</li>
<li>Minimum three (3) years experience in a similar role (NGO field preferred).</li>
<li>Excellent IT skills, in particular, Word, Excel, and email are a must.</li>
<li>Technical IT skills, such as networking and problem-solving is an advantage.</li>
<li>Excellent people management skills and good communication.</li>
<li>Highly organized and self-motivated.</li>
<li>Ability to work under high pressure and prioritize tasks.</li>
<li>High standards of written and spoken English and Somali are a must.</li>
<li>Ability to manage several tasks simultaneously, be flexible and be willing to assume a range of unanticipated assignments.</li>

Currently, Adeso has programs in Somalia along with global programs to decolonize and transform the humanitarian and development aid architecture. There must be practical solutions that support government and foundation to fund directly to local community-based organizations, and Adeso is being a part of the solution.</p>
<p><strong>CONSULTANCY OPPORTUNITY SUMMARY</strong></p>
<p>Adeso is trying to find a more sustainable approach to water security by procuring its own drill rig which will allow our independent action in drilling and piping water directly to health facilities and households in Somalia. Our pilot project will be in Badhan District of Sanaag Region.</p>
<p>Two sites in Badhan District will be chosen through <strong>hydrological</strong> and <strong>geophysical surveys</strong>. The consultant will use suitable techniques to find the best location for the borehole drilling, including surveying communities to collectively choose the sites.</p>
<p><strong>SPECIFIC SCOPE OF WORK AND APROACHS</strong></p>
<p>The primary Scope of Work for this consultancy is to conduct a hydrological and a geophysical survey of underground water in the targeted locations of Sanaag and identify the most suitable location for drilling of the two new boreholes in terms of getting sufficient amount of water with acceptable quality.</p>
<p><strong>The hydrogeological/geophysical investigations will be carried out in a multistep approach:</strong></p>
<p><strong>A. Desk study:</strong></p>
<ul>
<li>Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, etc.</li>
<li>Review of existing documents with information about the hydro-geological conditions in the area (e.g. information about boreholes and dug wells in the area, topographical maps, etc.),</li>
<li>Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records.</li>
</ul>
<p><strong>B. Hydrogeological fieldwork:</strong></p>
<ul>
<li>Detailed reconnaissance survey of project area. (GPS coordinates/P codes, water level measurements, condition of these boreholes, usage and performance where applicable) inspection of geological, geomorphological and structural characteristics of the investigated area; verification of existing data and findings.</li>
<li>Review of the knowledge that people have with regard to the hydro-geological conditions in the area.</li>
</ul>
<p><strong>C. Geophysical measurements</strong>:</p>
<p>Vertical electric sounding resistivity profiling and seismic refraction application to confirm the VES interpretation, ABEM Tetrameter and electromagnetic by using SAS1000 &amp; \ WALKTEM. (latest available geophysical surveying instruments will be preferred)</p>
<p><strong>D. Analysis of hydrogeological/geophysical data.</strong></p>
<p><strong>E. Compilation, analysis and evaluation of the gathered data and information.</strong></p>
<p><strong>F. Site selection and reporting.</strong></p>
<p>The outcome of the consultancy will be a detailed hydrogeological survey report giving details of the findings and recommendations.</p>
<p><strong>EXPECTED DELIVERABLES:</strong></p>
<p><strong>The consultant is expected to deliver:</strong></p>
<ol>
<li>An inception methodology, detailing the secondary and field assessments phases, responding or adapting the present Terms of Reference to the initial findings and available data.</li>
<li>A brief note with the recommended sites selected for the geophysical survey in Sanaag, for Adeso’s validation before the field deployment, with technical and social justifications (feasibility of water access provision for local populations).</li>
<li>A final report, with details listed below:</li>
</ol>
<p>The final report to be submitted to will be a comprehensive account of the whole of the consultancy; it will review the existing literature and other relevant information, such as drilling logs, satellite images, etc. The report shall include all field data, interpretations and justifications, hydrogeological evaluations, conclusions and recommendations relating to the investigated areas. In addition, appropriate maps, diagrams and data plots shall be presented. Of considerable importance will be an objective assessment of the applicability and success of the methods to be applied.</p>
<p><strong>Outlined below is what the Final Report should consist of:</strong></p>
<ol>
<li>Introduction, review of previous studies and environmental background</li>
<li>Geology and hydrogeology (incl. Inventory of boreholes and other water points)</li>
<li>Methods of investigations, including Geophysical Techniques</li>
<li>Detailed resistivity survey (Wenner &amp; VES) and seismic refraction to delineate the productive aquifer</li>
<li>Aquifer potential; sustainable yield &amp; Water quality</li>
<li>Proposed drilling site</li>
<li>Proposed drilling method, and its applicability</li>
<li>Environmental Impact and Protection</li>
<li>Conclusion and Recommendations</li>
</ol>
<p><strong>ESSENTIAL SKILLS AND QUALIFICATIONS</strong></p>
<p>Adeso seeks to invite qualified consultants/firms who meet the following requirements to submit a detailed narrative and financial proposal on how to undertake the assignment.</p>
<ol>
<li>Should be a consultant with operational establishments within Somalia or able to access the area of operation.</li>
<li>Proven technical and field experience of Lead/proposed Consultant with Master’s degree in geology, hydrology, engineering geology, physical, or earth science, or in any related field and having good experience of working in this sector.</li>
<li>At least 3 past performed works similar to solicited work with proof of reference or completion letters/contract/ for each hydrogeological survey consultancy.</li>

<p><strong>POSITION SUMMARY</strong></p>
<p>Adeso is seeking two qualified and committed individuals to join the Adeso team as Community Facilitators. The successful candidates will be the project ambassadors in the community and responsible for community engagements, networking and collaboration, conflict resolutions and general community awareness and education. Adeso will be implementing a new approach to aid and the success candidates will be the implementers of this new approach and help the team decide how the approach will be applied in our current situation. The entire Adeso team will be trained on this new approach and these two incumbents will be the primary facilitators of it.</p>
<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>
<ul>
<li>Conduct Program awareness community meetings at the beginning of the project in project targeted communities.</li>
<li>With the Adeso team, decide how best to implement this new approach.</li>
<li>Introduce and explain to community members and other actors how this new approach will be facilitated.</li>
<li>Ensure sharing of lessons and facilitate new connections for coordination and collaboration between groups and with other actors.</li>
<li>Provide the necessary information on location, date and procedures to targeted communities.</li>
<li>To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves</li>
<li>Facilitate the process of the monthly/weekly community meeting on the disaster risk reduction strategy management conducted by Community trainers</li>
<li>Conduct data collection and data entry on all monitoring activities of the project</li>
<li>Be involved in the weekly analysis of the monitoring data</li>
<li>To develop trust, tolerance and co-operation among beneficiary community members;</li>
<li>To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, women, marginalized and overlooked in community decision making.</li>
<li>To assist the community members in developing their own capacity and strength</li>
<li>Any other duties as directed by your supervisor or the Program Team.</li>

<p><strong>SKILLS AND QUALIFICATIONS</strong></p>

<li>A belief in and passion for community empowerment.</li>
<li>Several years of experience of hands-on work directly with communities, preferably on facilitation of participatory community process.</li>

Currently, Adeso has programs in Somalia along with global programs to decolonize and transform the humanitarian and development aid architecture. There must be practical solutions that support government and foundation to fund directly to local community-based organizations, and Adeso is being a part of the solution.</p>
<p><strong>CONSULTANCY OPPORTUNITY SUMMARY</strong></p>
<p>Adeso is trying to find a more sustainable approach to water security by procuring its own drill rig which will allow our independent action in drilling and piping water directly to health facilities and households in Somalia. Our pilot project will be in Badhan District of Sanaag Region.</p>
<p>Two sites in Badhan District will be chosen through <strong>hydrological</strong> and <strong>geophysical surveys</strong>. The consultant will use suitable techniques to find the best location for the borehole drilling, including surveying communities to collectively choose the sites. The consultant will carry-out the geophysical survey using maps (topographic, geological), satellite images, aerial photos, field observations (geological mapping, vegetation surveys, etc.), desk studies (literature, field reports, etc.). Further methods include resistivity (vertical electrical profiling), natural-source self-potential and electromagnetic methods (such as VLF), magnetic methods, and micro-gravity surveying. Upon completion of the assessment the consultant will share the final report for potential groundwater for boreholes to be drilled thereafter.</p>
<p><strong>SPECIFIC SCOPE OF WORK AND RESPONSIBILITIES</strong></p>
<p>The primary Scope of Work for this consultancy is to conduct a hydrological and a geophysical survey of underground water in the targeted locations of Sanaag and identify the most suitable location for drilling of the two new boreholes in terms of getting sufficient amount of water with acceptable quality.</p>
<p>The Consultant is expected to use both secondary and primary data in the exercise, secondary data will involve desk study of available information/data on existing boreholes, drill logs, reports and maps while primary data will be obtained by carrying out hydro-geophysical measurements within the study area using the necessary hydro-geological surveying equipment, the new ABEM Terameter SAS 1000 or equivalent instrument, which distinguishes between clays and fresh water by resistivity profiling. Possible use of seismic refraction method is recommended for this assignment.</p>
<p>The hydrogeological/geophysical investigations will be carried out in a multistep approach:</p>
<ol>
<li>Desk study: Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, etc.</li>
</ol>
<p>-Review of existing documents with information about the hydro-geological conditions in the area (e.g. information about boreholes and dug wells in the area, topographical maps, etc.),</p>
<p>-Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records.</p>
<ol>
<li>Hydrogeological fieldwork: Detailed reconnaissance survey of project area. (GPS coordinates/P codes, water level measurements, condition of these boreholes, usage and performance where applicable) inspection of geological, geomorphological and structural characteristics of the investigated area; verification of existing data and findings.</li>
</ol>
<p>-Review of the knowledge that people have with regard to the hydro-geological conditions in the area.</p>
<ol>
<li>Geophysical measurements: vertical electric sounding resistivity profiling and seismic refraction application to confirm the VES interpretation.</li>
</ol>
<p>d. Analysis of hydrogeological/geophysical data.</p>
<p>e. Compilation, analysis and evaluation of the gathered data and information.</p>
<p>f. Site selection and reporting.</p>
<p>The outcome of the consultancy will be a detailed hydrogeological survey report giving details of the findings and recommendations.</p>
<p><strong>EXPECTED DELIVERABLES:</strong></p>
<p>The consultant is expected to deliver:</p>
<ol>
<li>An inception methodology, detailing the secondary and field assessments phases, responding or adapting the present Terms of Reference to the initial findings and available data.</li>
<li>A brief note with the recommended sites selected for the geophysical survey in Sanaag, for Adeso’s validation before the field deployment, with technical and social justifications (feasibility of water access provision for local populations).</li>
<li>A final report, with details listed below:</li>
</ol>
<p>The final report to be submitted to will be a comprehensive account of the whole of the consultancy; it will review the existing literature and other relevant information, such as drilling logs, satellite images, etc. The report shall include all field data, interpretations and justifications, hydrogeological evaluations, conclusions and recommendations relating to the investigated areas. In addition, appropriate maps, diagrams and data plots shall be presented. Of considerable importance will be an objective assessment of the applicability and success of the methods to be applied.</p>
<p>Outlined below is what the Final Report should consist of:</p>
<ol>
<li>Introduction, review of previous studies and environmental background</li>
<li>Geology and hydrogeology (incl. Inventory of boreholes and other water points)</li>
<li>Methods of investigations, including Geophysical Techniques</li>
<li>Detailed resistivity survey (Wenner &amp; VES) and seismic refraction to delineate the productive aquifer</li>
<li>Aquifer potential; sustainable yield &amp; Water quality</li>
<li>Proposed drilling site</li>
<li>Proposed drilling method, and its applicability</li>
<li>Environmental Impact and Protection</li>
<li>Conclusion and Recommendations</li>
</ol>
<p>Recommendations will be given on the most suitable site for borehole drilling, the required depth, water quality, design and installation details, and other relevant aspects. Based on the available hydrogeological and geophysical data, an assessment of the anticipated chances of success shall be made for each individual site.</p>
<p>The hydrogeological report will give a detailed map delineating the investigated area, geology, aquifer properties (where known), location of measurements, and recommended drilling site. In addition, pictures taken during the actual field activity shall be included in the report. All geophysical data, including its interpretation will be produced as an appendix to the final report.</p>
<p><strong>ESSENTIAL SKILLS AND QUALIFICATIONS</strong></p>
<p>Adeso seeks to invite qualified consultants/firms who meet the following requirements to submit a detailed narrative and financial proposal on how to undertake the assignment.</p>
<ol>
<li>Should be a consultant with operational establishments within Somalia or able to access the area of operation.</li>
<li>Proven technical and field experience of Lead/proposed Consultant with Master’s degree in geology, hydrology, engineering geology, physical, or earth science, or in any related field and having good experience of working in this sector.</li>
<li>At least 3 past performed works similar to solicited work with proof of reference or completion letters/contract/ for each hydrogeological survey consultancy.</li>
</ol>

<p><strong>POSITION SUMMARY</strong></p>
<p>Adeso is looking for a qualified and experienced Senior WASH Engineer to oversee the planned and implementation of all WASH activities and set high quality performance targets ensuring quality, adherence to technical standards, best practices, and donor guidelines</p>
<p>This position also involves maintaining and strengthening Adeso WASH partner relations including the private sector, WASH stakeholders, and other civil society organizations.</p>
<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>
<ul>
<li>Carry out WASH needs assessment in the project areas, with development of technically sound assessment reports with clear recommendations for WASH activities implementation</li>
<li>Ensuring that Adeso’s project activities satisfy the needs of the beneficiaries and providing oversight of water source construction and sanitation projects to ensure quality and adherence to standards, by overseeing all the planning, coordinating, supervising and monitoring of all technical aspects;</li>
<li>Preparation of drawings and BoQ/Cost Estimates required for tender documents for all WASH infrastructure works to be rehabilitated and/or constructed;</li>
<li>Ensuring the training of national staff and community committees in technical areas including water quality testing and/or building and maintaining quality water point structures;</li>
<li>Help design and revise the construction/rehabilitation works component of the project implementation plans, and monitor that the implementation of the construction/rehabilitation activities respect the time-table milestones and deadlines;</li>
<li>Monitor and supervise drilling boreholes works and ensure the borehole development carried out according to specifications and follows Adeso and national standards as well as international best practice</li>
<li>Participation and collaboration with the community leaders to sensitize and mobilize the communities and signing of MOUs and other agreements where necessary.</li>
<li>Support the monitoring of project activities and assisting with reporting (monthly report, interim report, final report, Intervention completion report);</li>
<li>Conduct trainings regarding operation and maintenance of water supply and sanitation facilities for beneficiaries, communities and water management committees;</li>
<li>Develop and maintain good relationships and lines of communication with relevant local authorities and communities, prior to intervention explaining Adeso’s role as an NGO and liaising with them during all phases of the project;</li>
<li>Regular monitoring of ongoing construction and rehabilitation activities, to ensure that all the activities are executing as per design, specifications and work schedule;</li>
<li>Extend all possible technical support to other team members and contractors when and where required;</li>
<li>Keep close coordination with contractors through regular meetings;</li>
<li>Preparation of work plans and construction progress reports to the general Manager and Head of Programs, as required for internal as well as external reporting;</li>
<li>Preparation of assessments, feasibility studies/reports, tests analyses &amp; reporting and completion certificates/reports;</li>
<li>Verify the work done at site and reporting the completion thereof to the General Manager, in order to recommend the payments to contractor(s)/casual labors etc. as required;</li>
<li>Working in harmony with all other project and operations staff for the effective and efficient day-to-day management of the WASH projects in Somalia.</li>
<li>Coordinating with other stakeholders and partners on the ground for smooth, efficient and effective implementation of the activities as well as participating regularly in WASH sub-cluster meetings and activities;</li>
<li>Strengthening WASH Training Materials and develop Adeso Step by Step WASH guideline</li>
<li>Adhering to Adeso’s policies, Code of Conduct, procedures, guidelines, systems and standard practices;</li>

<p><strong>ESSENTIAL SKILLS AND QUALIFICATIONS</strong></p>
<ul>
<li>A university degree/MSc or equivalent in the field of water, Environmental Engineering or civil engineering; advanced training of water, sanitation and public health engineering will be preferable.</li>
<li>Minimum of 5 years work experience in WASH, engineering or any other related field;</li>
<li>Experience in water supply systems: boreholes, pumping, basic hydraulics, etc.</li>
<li>Experience in international NGOs is preferred.</li>
<li>Good knowledge of the humanitarian principles, Sphere standards as well as the Somali WASH Cluster system and standards;</li>
<li>Must have strong technical knowledge and understanding of WASH rehabilitation and construction works, with a focus on environmental and sustainable solutions, within the regional context;</li>

<p>CARE International in Somalia is seeking an energetic, self-motivated professional to join the Humanitarian and Emergency Response team for a fixed term of three months. Reporting to the Program Engineer will be responsible for conducting rapid health assessments, planning, coordinating, implementing and monitoring emergency health interventions the successful candidate will be required to have demonstrated experience in and knowledge of emergency response and humanitarian assistance agenda. The incumbent is expected to work in close collaboration with the emergency program team and with minimal supervision.</p>
<p><strong>Responsibilities.</strong> **</p>
<p>· Initiate and maintain close working relationships with other CARE sectors such as nutrition, health, food security, education, and protection</p>
<p>· Provide technical support for WASH-related activities (hardware and software) for other CARE sectors within his/her area of operation</p>
<p>· Plan and execute participatory hygiene promotion methodologies such as PHAST, CHAST, CLTS targeting Community health workers, Community hygiene volunteers to enable them to conduct hygiene promotion activities</p>
<p>· Provide technical support for solid waste management to the local authorities, community-based structures at IDP camps and host communities set-ups.</p>
<p>· Assess school WASH needs and provide technical support for schools in improving hygiene and sanitation practices.</p>
<p>· Develop relevant hygiene promotion messages and disseminate using appropriate methodologies for effective hygiene promotion within a given set up.</p>
<p>· Conduct regular disease surveillance in his/her working area and report any increase in the incidences of hygiene related diseases (AWD, Cholera) to the local health teams and become part of the local response teams for the control and prevention.</p>
<p>· In collaboration with various stakeholders (government departments, community structures) develop innovative measures that are locally and scientifically acceptable for addressing prevalent hygiene and sanitation problems.</p>
<p>· Carryout routine water quality surveillance and based on the results take appropriate actions for correction.</p>
<p>· Document hygiene related good practices, lessons learnt and success stories from the field arising from project implementation</p>
<p>· Ensure sanitation and hygiene promotion implementation approaches and methods enable skills transfer to the local community and ensure sustainable behavioral change transformations</p>
<p>· Play an active role during WASH needs assessments, baselines and end line surveys and support data collection, entry, analysis, and reporting</p>

<p><strong>ORGANIZATIONAL CONTEXT</strong></p>
<p>Adeso is a vibrant African-based international development and humanitarian organization. At Adeso, we work with African communities who are yet to realize their full potential; working inside these communities to create environments in which Africans can thrive. Our belief that economic, social and environmental security is the bedrock of a healthy community drives the nature and intent of our programming. We work to prevent and overcome situations that adversely affect community well-being by: reinvigorating the economy, developing skills for life and work, providing humanitarian aid, and influencing policy.</p>
<p>For the past 30 years, we have strengthened rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Currently, Adeso has programs in Somalia. Adeso is also a leader in systemic changes for decolonizing the humanitarian and development aid system. Adeso currently leads coalitions to re-imagine aid and how they can contribute to shifting power towards Global South communities that aid claims to support and is working to expand these efforts in a more formal influencing capacity. <p><strong>POSITION SUMMARY</strong></p>
<p>Adeso is seeking qualified and committed individuals to join the Adeso team as Community Mobilizer (CM). The incumbents will be the project ambassadors in the community and responsible for community engagements, networking and collaboration, conflict resolutions and general community awareness and education. Given the high risk of disaster in the project area, disaster risk reduction will also be an underlying theme of this project as well as a major component. Awareness sessions will be provided to the whole community on ways to mitigate the potential effects of drought and other livelihood-related disasters with the aim of strengthening the livelihood capacities of affected communities and support to increase household incomes by addressing food insecurity and alternative livelihoods in Puntland regions.</p>
<p><strong>POSITION PURPOSE</strong></p>
<p>The Community Mobilizer will be responsible for ensuring good community relations between Adeso and the targeted communities and contributing to quality programming through effective implementation of project activities.</p>
<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>
<ul>
<li>Conduct Program awareness community meetings at the beginning of the project in project targeted communities</li>
<li>Organize community public meetings and facilitate VRC selections</li>
<li>Assist VRC members to develop selection criteria and identify project beneficiaries in the targeted communities.</li>
<li>Conduct beneficiaries’ verification in the project targeted communities</li>
<li>To assist in the production and distribution of beneficiary identification cards</li>
<li>Provide the necessary information on location, date and procedures of cash payment to targeted beneficiaries</li>
<li>Conduct regularly monthly community meetings in the project targeted communities</li>
<li>To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves</li>
<li>Facilitate the process of the monthly/weekly community meeting on the disaster risk reduction strategy management conducted by Community trainers</li>
<li>Conduct data collection and data entry on all monitoring activities of the project</li>
<li>Be involved in the weekly analysis of the monitoring data</li>
<li>To develop trust, tolerance and co-operation among beneficiary community members;</li>
<li>To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, women, marginalized and overlooked in community decision making</li>
<li>To assist the community members in developing their own capacity and strength</li>
<li>Any other duties as directed by your supervisor or the Project Manager.</li>
</ul>
<p><strong>ESSENTIAL SKILLS AND QUALIFICATIONS</strong></p>
<ul>
<li>Secondary level education with technical trainings an advantage;</li>
<li>Experience in Community Development Projects in Somalia;</li>
<li>Minimum of 1 year of relevant NGO experience at the national level is required;</li>
<li>Ability to work independently and under pressure;</li>
<li>Ability and willingness to travel to project areas at short notice;</li>
<li>Excellent verbal and written communication skills;</li>
<li>Highly organized and self-motivated;</li>
<li>Strong interpersonal skills and ability to establish working relations with target communities and project team.</li>
