<p><strong>Background</strong></p>
<p>Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.</p>
<p><strong>JOB SUMMARY</strong></p>
<p>Understand and apply all projects implementation procedures and guidelines including enhancing knowledge and complete understanding on site selection guiding notes, selection committee’s identification guidelines, vulnerability mapping procedures, beneficiary’s selection criteria and Protection risks mitigation mainstreaming protocols.</p>
<p><strong>Main duties and responsibilities:</strong></p>
<ul>
<li>Provision of enough introduce of the project to the communities and disseminate the project information across all classes of the society in the target villages including project details, target beneficiaries and selection processes</li>
<li>Participation of community’s discussion and consultation process and contribute to identify the most appropriate community selection committees</li>
<li>Conduct beneficiary mobilization in all target villages.</li>
<li>Demonstrate strong commitment to be accountable to beneficiaries as it is a key Islamic Relief worldwide commitment to beneficiaries.</li>
<li>Assist in the management and maintenance of SCOPE registration equipment’s.</li>
<li>Conduct manual registration of the beneficiaries and ensure that correct and complete information to be captured.</li>
<li>Undertake registration of all beneficiaries in SCOPE using biometric registration system.</li>
<li>Validate beneficiary’s data in SCOPE i.e. updating of records for those already registered to ensure their household information is up to date.</li>
<li>Sensitize beneficiaries on the cash value entitlement to be received on monthly basis, duration and how/where, the cash assistance will be received.</li>
<li>Provide reports and feedbacks on beneficiary management including identified gaps, and challenges in the course of beneficiary registration;</li>
<li>Collate data and contribute to the preparation of reports on SCOPE related issues and provide information for better decision-making by stakeholders including selection process and requirements</li>
<li>Assist Protection risks survivors and advise via existing referral bath ways</li>
<li>Disseminate project visibilities and establish appropriate and accessible Complaint &amp; Responses Mechanisms in the target sites and introduce beneficiaries to address their concerns to the available CRMs if any</li>
<li>Prepare and submit monthly reports and regular/activity/site visit reports on regular bases</li>
<li>Perform other functions as requested by the immediate supervisor.</li>

<h2><strong>BACKGROUND</strong></h2>
<p>Islamic Relief Worldwide, Somalia Programme has been operating in Somalia since 2006 and has responded to conflict and drought-affected people through the provision of life-saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly among those living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation, and strengthening community cohesiveness and co-existence.</p>
<p><strong>JOB SUMMARY</strong></p>
<p>Under the supervision of Project Officer, the FM is responsible for the implementation of field activities, leading field workers, and direct communication with communities served by the program. This will include identifying target households, meeting with community leaders and representatives, conducting registration of households for assistance, conducting technical assessments, monitoring the day-to-day work of the project activities, and liaising with households and community members throughout implementation.</p>
<p>The FM will be responsible for preparing daily activity reports on the progress of work, participating in team meetings and food security and livelihood staff events to analyze issues and improve quality.</p>
<p><strong>Key Duties and Responsibilities</strong></p>
<ul>
<li>Support the identification of households and communities impacted by drought.</li>
<li>Build strong relationships with community leaders and community members in each target area.</li>
<li>Liaise directly with community members and community representatives to continuously monitor and track needs and concerns.</li>
<li>Communicate clearly to project beneficiaries about the objectives, scope, and scale of the project activities in target areas.</li>
<li>Support on monitoring of selection and registration of beneficiaries from the target areas of the project.</li>
<li>Field level supervision of beneficiaries’ registration in scope and distribution.</li>
<li>Monitor and supervise scope registrars and ensure data validation.</li>
<li>Develop a weekly plan for the registration activities and execute.</li>
<li>Demonstrate strong commitment to be accountable to beneficiaries as it is a key Islamic Relief worldwide commitment to beneficiaries.</li>
<li>Assist in the management and maintenance of SCOPE registration equipments.</li>

<li>Responsible for collecting success stories from communities for sharing at sector as well as project level.</li>
<li>Maintains a protection safe work environment and report concerns of suspected exploitation or abuse in accordance with the reporting procedures.</li>
<li>Act as a link between the community and the IRW by providing empowerment to the community members, encouraging them to participate on community meetings.</li>
<li>Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project.</li>
<li>Monitoring the implementation of project activities in the field level.</li>
<li>Collaborate with other agencies’ staff in the field during inter agency meetings and field discussions.</li>
<li>Report field visits weekly &amp; monthly (or more often, if required) on activities and results to the relevant IRW Project staff.</li>
<li>Raise the awareness on issues relevant to the community and encourage their participation in projects.</li>
<li>Ensure mainstreaming of all cross-cutting issues in implementation of activities.</li>
<li>Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.</li>
<li>Perform any other task as assigned by IRW management.</li>
</ul>

<p>The Community Mobilizer will be responsible for working at community level to support the correct implementation of the project activities. The Community Mobilizer will be primarily field based and will work closely with the Project Officer and the other project staff.</p>
<p>Main duties and responsibilities will include:</p>
<ul>
<li>Plan, coordinate and monitor ongoing project activities in collaboration and under the supervision of the Project Officer.</li>
<li>Design and implement community mobilizations within target communities.</li>
<li>Support in the selection of the project beneficiaries and the registrations processes both manually and biometrically.</li>
<li>Ensure the active involvement of target communities with a participatory approach.</li>
<li>Mobilize and network with the partners and the key stakeholders for the implementation of the project activities.</li>
<li>Mobilize the target communities for scope registration.</li>
<li>Mobilize community for the programme activities including selection and registration.</li>
<li>Maintain a high level of collaboration and coordination with all project staff.</li>
<li>Carry out community mobilization and assist the team in capacity building activities with community members, and maintain strong community relationships.</li>
<li>Increase community participation during the project cycle and implementation including needs assessments, data collection, baseline, community mobilization, registration, distribution and impact survey, evaluations, and quality and quantity impact reporting.</li>
<li>Identify the most appropriate approach and methodology regarding the target population.</li>
<li>Support the achievement of gender equity in regard to field of beneficiaries’ registration.</li>
<li><strong>Conduct of social mobilization and sensitization against fraudsters and the better use of mobile money transfer.</strong></li>
<li>Promote and motivate inclusive participation of the community in all project activities.</li>
<li>Promote gender equality within the humanitarian and/or development work</li>
<li>Report the progress of the work to the supervisor.</li>
<li>Report possible problem or conflict during the activities.</li>
<li>Support in the design, implementation and/or monitoring of any activity relevant to the project**.**</li>
<li>Give support to the monitoring and evaluation team while performing their activities in the field.</li>
<li>Prepare and submit narrative weekly, monthly, quarterly, and other reports on the project activities including training and community mobilization.</li>
<li>Any other related tasks as may be required by the line supervisor.</li>
