<p><strong>Overview of position:</strong></p>
<ul>
<li>Our client in Somalia is implementing frontline activities as well as taking the lead in coordinating the Camp Coordination &amp; Camp Management (CCCM) cluster to improve the coordination, delivery &amp; monitoring of humanitarian services to vulnerable populations living in communal settings.</li>
<li>Under the overall supervision of the Senior Program Coordinator (EPC) &amp; the direct supervision of the CCCM Program Officer, the successful candidate will be responsible for our clients site management operations as part of the broader CCCM programming, ensuring that activities implemented are in line with the CCCM global cluster policies &amp; strategies.</li>

<p><strong>Role objectives:</strong></p>
<ul>
<li>Support coordination with various partners &amp; other relevant stakeholders by maintaining operational regular communications &amp; participating in joint activities such as field assessments.</li>
<li>Monitor service provision &amp; the overall site conditions to identify outstanding needs &amp; liaise with relevant partners to address any shortcomings, in compliance with agreed standards.</li>

<p><strong>Overview of position:</strong></p>

<li>Our client has been added to KFW funded phase III of multiyear multistakeholder grant joint action for resilience building in Somalia along two other UN bodies UNICEF &amp; WFP where our client implements food security &amp; livelihood components under outcome 3: Households maintain &amp; improve food security &amp; livelihood status through improved &amp; diversified agricultural production &amp; income generation. This position is therefore required to manage KFW joint resilience project in Gedo region, Somalia. This is a 17$ mil USD resilience project that requires technical team on the ground for quality control &amp; implementation.</li>
</ul>
<p><strong>Role objectives:</strong> To ensure the project is implemented in a timely &amp; professional manner, according to objectives, goals &amp; indicators, in line with donor requirement &amp; based on beneficiary needs. The post holder, VSLA / APFS Field Officer under the overall supervision of our clients representative in Somalia &amp; the direct supervision of the Resilience Field Project Manager, the Village Saving &amp; Loan Associations (VSLA) / Agro Pastoral / Farmers Field Schools (APFS / FFS) Officer will be responsible for implementing KFW joint resilience action project on village savings &amp; loans schemes, farmer field schools &amp; agro pastoral field schools for target beneficiaries in Gedo region. S / he will lead in formation of VSLA, APFS, FFS groups, contribute &amp; support fully in arranging VSLA, APFS, FFS training materials, mobilization &amp; awareness raising with local leaders, training of Small business management, linking micro finance institution in graduation stage, monitor &amp; report regularly on the capacity building provided to beneficiaries &amp; our clients implementing partners in saving schemes &amp; conveying more knowledge &amp; skills. S / he will participate in the resilience sector coordination meeting levels at district &amp; regional level &amp; remains under the functional guidance of the Resilience Field Manager. Other key tasks s / he will undertake include:</p>
<ul>
<li>Facilitate community &amp; local &amp; regional authorities on VSLA, FFS &amp; APFS concepts.</li>
<li>Formation of various groups &amp; provision of relevant trainings &amp; small scale business management.</li>
<li>Linking saving groups to the market system through training &amp; market data dissemination.</li>
<li>Support livelihood diversifications &amp; value chains.</li>
<li>Ensure quality of VSLA, FFS &amp; APFS training &amp; tool kits.</li>
<li>Adopt FAO VSLA training materials (on VSLA) &amp; train KFW beneficiaries &amp; our clients implementing partners in Gedo region by adopting methodologies suitable for adult learning &amp; using a mix of facilitation skills &amp; tools suitable for the purpose of the training.</li>
<li>In close coordination with the M&amp;E team, adopt VSLA, FFS &amp; APFS M&amp;E tools to be used to assist the impact assessment &amp; evaluation of the schemes.</li>
<li>In close coordination with the M&amp;E team, ensure capacity building of IPs in monitoring VSLA, FFS &amp; APFS schemes &amp; ensure effective use of monitoring &amp; impact tools.</li>
<li>Build the capacity of the implementing partners to train the beneficiaries on the procedures &amp; regulations that must be upheld to result to successful saving schemes &amp; loans associations.</li>
<li>Build the capacity of the implementing partners to equip the beneficiaries with the various knowledge &amp; skills in ensuring sustainable business initiatives.</li>
<li>Assist in conducting the field training of beneficiaries for the initial phase of the project.</li>
<li>Provide technical support in the assigned districts within Gedo region in collaboration with other livelihood teams.</li>
<li>The incumbent will be answerable to Resilience Field Project Manager.</li>

<p>Once a project is set in motion, you will be expected to communicate major milestones, identify potential project risks, provide continuing direction to the project team and conduct regular status meetings to review project activities. Furthermore, you will be responsible for managing the prioritization procedures for changing scope (i.e., change management) and project acceptance procedures. Near the end of the project, you will obtain feedback to ensure that project efforts meet customer expectations for contracted time, cost and performance.</p>
<p><strong>Requirements include:</strong></p>
<p>1) Bachelor’s degree in related field, specialized training or equivalent work experience.</p>
<p>2) Typically requires 5–9 years of Agriculture and Food Security/Livelihood work experience, including 2 or more years managing Agricultural inputs projects.</p>
<p>3) Effective in written and verbal communication in English and Somali.</p>
<p>4) Leading project teams rather than being part of a project team</p>
<p>5) The position requires ability and willingness to work in remote areas of Somalia with travelling domestically up to 10% of the time, when safe to do so.</p>

<p><strong>CONSULTANCY FOR TRAINING EMERGENCY AFFECTED TEACHERS AND HEADTEACHERS ON SUBJECT MATTER, METHODOLOGY, AND DISASTER MANAGEMENT</strong></p>
<p><strong>Background</strong></p>
<p>ADRA Somalia has sub-contracted Africa Educational Trust (AET) to implement selected activities under the <strong><em>Education Cannot Wait Multi-Year Resilience Program (ECW MYRP)</em></strong> in Jubaland state of the Federal Republic of Somalia. The project, dubbed Support for Emergency Education in Jubaland seeks to achieve the following outcomes:</p>
<p>Outcome 1: Equitable access to education for emergency-affected children and youth is increased Outcome 2: Learning outcomes are improved for emergency-affected children and youth</p>
<p>Outcome 3: Gender equity and equality are increased</p>
<p>Outcome 4: Protective learning environments are established for emergency-affected children and youth</p>
<p>Outcome 5: Communities are more resilient to shocks and prioritize education for children</p>
<p>AET will collaborate with schools, CECs, MoECHE, and state ministries of education, REOs, and host communities to target primary age children and out-of-school youth, especially IDPs and returnee communities, promoting equitable educational opportunities for girls and inclusion for children with disabilities. Through engagement with communities, the project will raise awareness of the importance of education engendering a positive context for community support for children to enter education. The project will increase access to primary education and ABE through the rehabilitation of existing learning spaces and provision of teaching and learning materials. Teachers and headteachers will be trained in contextually relevant pedagogy, including gender equity and inclusive approaches, improving the quality of teaching and learning outcomes for primary students as well as training in ABE for out-of-school youth.</p>
<p>One of the projects main activities is the training of emergency affected teachers and headteachers on subject matter, methodology, and disaster management</p>
<p><strong>Objective of the consultancy</strong></p>
<p>The overall objective of the training is to transfer the necessary knowledge, skills, and attitudes to the teachers and headteachers in crisis contexts. The training will dwell on four modules, namely:</p>
<ul>
<li>Pedagogy and inclusion</li>
<li>Curriculum and planning</li>
<li>Child protection and well being</li>
<li>Teacher’s role and well being</li>
</ul>
<p><strong>Specific deliverables</strong></p>
<p>In reference to the scope of work above, the consultant is expected to lead and accomplish the following:</p>

<li>Inception report and training plan</li>
<li>Training course outline and plan</li>
<li>Consultancy report including a training report that at minimum describes what has been done under the consultancy, provides lessons learned and makes a recommendation on the way forward</li>

<p>The teachers and headteachers will be taught in person for a period of 8 days. The training will take place in Kismayo and Berdere in Jubaland state of Somalia (4 days each)</p>
<p><strong>Workshop methodology</strong></p>
<p>The key methodologies to be used by the trainer include discussion, brainstorming, questioning, and answering.</p>
<p><strong>Duration of the training</strong></p>
<p>The 8-day training will be targeting 60 ABE teachers and headteachers spread across ten primary schools in Jubaland state of the federal republic of Somalia</p>

<li>Supervise the training proceedings and maintain a daily attendance record</li>

<p>One of the project&#8217;s main activities is to train ABE teachers and equip them with basic knowledge and skills in the methodology of teaching in the classrooms and improve their capacity. Alternative Basic Education (ABE) is an innovative, flexible, cost-effective, and community-managed program of education, complementary to the formal education system, organized for out-of-school children. It generally seeks to target those with limited access to traditional education to provide a relative alternative pathway for primary education. ABE is intended to benefit children whose circumstances do not allow participation in formal education such as nomadic/pastoralists children, IDPs, and isolated rural communities. It also enables out-of-school children to complete basic primary education and continue their education in formal schools.</p>
<p><strong>Objective of the training</strong></p>
<p>The training intends to achieve the following objectives:</p>

Secours Catholique-Caritas France fights the causes of poverty, inequality and exclusion and proposes alternatives that serve the common good.</p>
<p><strong>Partner background</strong></p>
<p>Trocaire has been providing humanitarian and development assistance in the Gedo region of Southern Somalia since 1992. Gedo is the second largest region in the country, home to over half a million people and 168,000 internally displaced persons (IDPs). Our long- established presence and commitment to the people in the region has resulted largely from our close partnership with the communities in which we work and has earned us the trust and respect of the local population and elders of the community. These relationships have enabled us to continue operations in Gedo, despite the prevailing insecurity, and have been the foundation on which we continue to reach the most vulnerable, working towards bringing about positive and sustainable change.</p>
<h3>1.2. Purpose of the evaluation</h3>
<p>The external evaluation purpose is to assess the impact of the Education in Emergency Response Project in the region, on the local community, stakeholders and Trocaire. To draw out lessons learned with the broader aim of improving policies and practices, and enhancing accountability.</p>
<h3>2. PRESENTATION OF THE ACTION TO BE EVALUATED</h3>
<p><strong>General Objective:</strong> **</p>
<p>To provide sustained access to quality education and lifesaving risk reduction information to school communities in the effort to mitigate the impact of COVID 19 pandemic in Gedo Region of Somalia.</p>
<p><strong>Specific Objective:</strong></p>
<ul>
<li>School-going children in Luuq, Belet Hawo and Dollow districts have sustained access to quality education;</li>
<li>Pupils and the school community in Gedo are at reduced risk from COVID-19;</li>
<li>Enhance the status of women and girls through promotion of gender equality</li>

<h3>4. WORK APPROACH AND METHODOLOGY</h3>
<p>The evaluation team will carry out a methodological proposal for the achievement of the objectives set in this evaluation. This proposal will be sent to Secours Catholique-Caritas France and to Trocaire Somalia for validation before the beginning of the field work. The work plan will include a cabinet phase and a fieldwork phase.</p>
<p>The evaluation will take an LoE of 21 days.</p>
<p>The consultant will be responsible for defining and implementing the overall approach of the evaluation. The consultant&#8217;s work includes defining data collection and analysis techniques, structured field visits, and interactions with beneficiaries and the evaluation team. The tools, methodology and conclusions of the evaluation must be reviewed and validated with various stakeholders and approved by the person in charge of the evaluation at Secours Catholique.</p>
<p>The results of the evaluation must be presented, distinguishing between: data, interpretations and value judgments. The conclusions will be presented, as well as the lessons learned (cause and effect relationship between the activities carried out and the conclusions obtained) and the recommendations (proposal to improve the cause and effect relationship and the logic of the intervention, information systems that are recommended to be put in place, etc.).</p>
<h3>5. STRUCTURE AND FORMAT OF THE EVALUATION REPORT</h3>
<p>The evaluation team will be asked to provide:</p>
<ul>
<li>An interim report (electronic version in Word format). Concluding the evaluation fieldwork, this report will be submitted prior to the return within a reasonable period of time to allow the interested parties to familiarize themselves with all the documents.</li>
<li>A final report (in electronic version in Word format and on paper between 30-50 pages max, not including annexes). The latter will be accompanied by an executive summary of 3-4 pages maximum including the essential information of the report. The report will integrate the remarks made during the restitution meeting, this final report will be produced in 3 paper copies AND sent in electronic version.</li>
</ul>
<p>The evaluation report should contain the following index:</p>

<li>Executive Summary: (3-4 pages maximum): including main conclusions and recommendations.</li>

<p>ü Background and purpose of the evaluation.</p>

<h3>6. EVALUATION TEAM</h3>
<p>The evaluation team will be composed of one or two experts who should correspond to the desired profile:</p>
<ul>
<li>Master’s degree (or assimilated disciplines),</li>
<li>More than 7 years of professional experience with at least 5 years of experience in managing and conducting project evaluations,</li>
<li>Knowledge of results-based management principles,</li>
<li>Knowledge of the Core Humanitarian Standard,</li>
<li>Mastery of participatory techniques and other approaches to data collection and analysis,</li>
<li>Ability to put forward group dynamics, organize and propose discussion workshops and prepare capitalization documents.</li>
</ul>
<p>The evaluation team will have to present the curriculum vitae of each of its members.</p>
<p>The evaluation team will have to appoint an evaluation coordinator who will have final responsibility for the work and who will serve as a contact with the evaluation management unit.</p>
<p>The evaluation will be carried out in (country) in close collaboration and with the participation and support of Trocaire as well as with the active participation of the stakeholders identified in point 2.</p>

<p>Trócaire is a partnership agency that works with local organisations and civil society groups, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change.</p>
<p>Trόcaire has been operational in Gedo region of Southern Somalia since 1992 responding to both humanitarian and development needs in the region. The size and scope of the programme has expanded over the years and currently consists of Health, Nutrition, WaSH, Protection and Resilience Work across five districts of Gedo region.</p>
<p>Protection of women and girls is a niche area for Trocaire globally. In Somalia, Trócaire has developed health responses to gender-based violence, including clinical management of rape services (CMR) in four districts of Gedo, Somalia. The clinical team composed of medical doctors and midwifes provide clinical management of rape and intimate partner violence survivors services in line with international standards (WHO, 2019) and offer medical response to GBV survivors</p>
<p>Trócaire is currently expanding gender-based violence (GBV) programmes in Gedo, focusing on <strong>both response and prevention</strong> (including behaviour change) strategies. This programme will be linked to both the humanitarian response and gender pillars in Trócaire’s country programme. Trócaire co-chairs the GBV sub-cluster in Gedo and is committed to coordinated, holistic, survivor-centred GBV multi-sectoral interventions in line with international standards (Inter-Agency Minimum Standards for GBV in Emergencies Programming, 2019).</p>
<p>In supporting both the implementing partner and Trocaire to establish WGCs and run regular activities for women, girls the GBV PO is responsible for,</p>
<p><strong>Programme Cycle Management (35%)</strong></p>
<p>· Support partners and provide capacity building assistance in implementation and tracking of project activities; monitoring, evaluation and learning; budget monitoring and project adaptation</p>
<p>· Ensure that partners to provide timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements</p>
<p>· Review and assess programme progress, including through regular partner meetings and follow up with communities care interventions.</p>
<p>· Work with the Protection Coordinator to update project quarterly and monthly work plans, and report on progress.</p>
<p>· Contribute to the design of GBV projects for the Trocaire Somalia under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to Trocaire policies and procedures</p>
<p>· Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international standards.</p>
<p>· Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of EIDHR Work in Gedo</p>
<p>· Compile monthly cash forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules, and adjust budget forecasts when needed.</p>
<p>· Oversee quality implementation of Trocaire run interventions including training of health staff, women centre activities and health response services.</p>
<p>· Support in developing new programme proposal to secure continued funding for the programme</p>
<p>· Identify new and emerging needs and support response to new emergencies as required.</p>
<p><strong>Programme Quality and MEAL (35%)</strong></p>
<p>· With support from Trocaire’s Protection Coordinator and MEAL Coordinator, provide ongoing technical assistance to partners to ensure that the project is implemented in accordance with accepted international standards, including those for protection, GBV and accountability</p>
<p>· Work with partners to develop and implement Monitoring and Evaluation (M&amp;E) plans that are based on baseline data and clear indicators of impact</p>
<p>· In coordination with the MEAL Advisor, support partners in conducting M&amp;E activities, including developing monitoring tools, collecting and analysing data and drafting M&amp;E reports</p>
<p>· Ensure that learning is captured, documented and shared</p>
<p>· Promote accountability of partners and Trocaire to target communities.</p>
<p><strong>Representation and Coordination (20%)</strong></p>
<p>· Help to build and maintain professional relations with relevant organisations including the UN cluster system, Government departments, NGOs and donors</p>
<p>· Represent Trócaire, and the work and perspectives of our partners, at all relevant cluster and coordination meetings</p>
<p>· Accompany visitors to project sites as required.</p>
<p>· Ensure close coordination and proactive communication with the Protection Coordinator and Trócaire’s wider programme team on all aspects of programming.</p>

S/he implements the EcoSec activities according to department/delegation objectives, agreed budget frame and plan of action (PoA), and reports on the progress of the programme as required.</p>

<p><strong>Duties and Responsibilities</strong></p>
<p>· Conducts needs assessments and plans EcoSec interventions in consultation with the respective field management, technical supervisor and EcoSec team</p>
<p>· Plans, implements and monitors the Economic Security (EcoSec) Programme in the assigned regions according the institutional procedures and objectives</p>
<p>· Participates actively in selection of priority/activity areas and individual projects and formulation of monthly/quarterly implementation plans</p>
<p>· Ensures regular monitoring of the economic/food security interventions in the assigned region</p>
<p>· Formulates proposal drafts for individual projects including SMART indicators, expected outputs/outcomes, plan of action (PoA) and project budget</p>
<p>· Handles the project’s logistics and leads the EcoSec distribution teams within the region</p>
<p>· Provides support and coaching to the Somali Red Crescent Society (SRCS) teams involved in the monitoring process</p>
<p>· Conducts data collection exercise by using the internally established tools and procedures</p>
<p>· Reports on the progress of the programme and its outcomes against the set objectives</p>
<p>· Establishes and maintains contacts with the relevant stakeholders at community, district and regional levels</p>
<p>· Contributes to the annual planning exercise of the EcoSec department</p>
<p>· Compiles statistical data on all EcoSec interventions and submits monthly statistical reports</p>
<p><strong>Minimum qualifications and required competencies</strong></p>
<p>· University degree in Economics, Development studies, Sociology or Agriculture/Veterinary science</p>
<p>· 5 years’ experience in a similar field of activity</p>
<p>· Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief</p>

<p>Trócaire is a partnership agency that works with local organisations and civil society groups, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change.</p>
<p>Trόcaire has been operational in Gedo region of Southern Somalia since 1992 responding to both humanitarian and development needs in the region. The size and scope of the programme has expanded over the years and currently consists of Health, Nutrition, WaSH, Protection and Resilience Work across five districts of Gedo region.</p>
<p>Protection of women and girls is a niche area for Trocaire globally. In Somalia, Trócaire has developed health responses to gender-based violence, including clinical management of rape services (CMR) in four districts of Gedo, Somalia. The clinical team composed of medical doctors and midwifes provide clinical management of rape and intimate partner violence survivors services in line with international standards (WHO, 2019) and offer medical response to GBV survivors</p>
<p>Trócaire is currently expanding gender-based violence (GBV) programmes in Gedo, focusing on both response and prevention (including behaviour change) strategies. This programme will be linked to both the humanitarian response and gender pillars in Trócaire’s country programme. Trócaire co-chairs the GBV sub-cluster in Gedo and is committed to coordinated, holistic, survivor-centred GBV multi-sectoral interventions in line with international standards (Inter-Agency Minimum Standards for GBV in Emergencies Programming, 2019).</p>
<p><strong>Description of Role:</strong></p>
<p>The GBV Programme Officer is responsible for supporting local partners in implementing a gender-based violence (GBV) prevention and response programme with internally displaced communities and host communities in Gedo region. The program entails GBV case management, health response to GBV including clinical management of rape, (CMR),establishment of Women and Girls Safe Spaces, and social norm change interventions particularly on FGM. Through these WGCs, a range of group-based psychosocial support, life skills and vocational activities will be provided to women, girls with a particular focus on those who may be vulnerable to GBV.</p>
<p>The Programme Officer is responsible for managing grants to the local partner in the establishment of the WGCs, along with supporting the partners in all aspects of implementation and reporting to ensure programme quality and compliance with donor requirements. This will include ensuring that partners are supported with capacity building and ongoing accompaniment, based on mutual respect &amp; solidarity.</p>
<p>The Programme Officer is responsible for supporting partner Monitoring and Evaluation (M&amp;E), including data collection, analysis and reporting, and is also responsible for representing the organisation at UN, NGO and other coordination meetings at regional and national level as required.</p>
<p>This post is situated in Gedo, and involves frequent travel to different districts within the region.</p>
<p>In supporting implementing partners to establish 2 WGCs and run regular activities for women, girls the GBV PO is responsible for.</p>
<p><strong>Programme Cycle Management (35%)</strong></p>
<p>· Support partners and provide capacity building assistance in every aspect of project management, including work-planning (in line with project logframes); implementation and tracking of project activities; monitoring, evaluation and learning; budget monitoring and project adaptation</p>
<p>· Ensure that partners to provide timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements</p>
<p>· Support partners to comply with audit and donor requirements in relation to procurement, logistics and financial management</p>
<p>· Review and assess programme progress, including through regular partner meetings and follow up with communities care interventions.</p>
<p>· Work with the Protection Coordinator to develop personal monthly work plans, including TORs for field trips, and report on work plans and field travel</p>
<p>· Take a lead role in working with partners to develop new projects, including provision of technical and practical support on project design and budget development</p>
<p>· Contribute to the design of GBV projects for the Trocaire Somalia under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to Trocaire policies and procedures</p>
<p>· Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international standards.</p>
<p>· Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of EIDHR Work in Gedo</p>
<p>· Compile monthly cash forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules, and adjust budget forecasts when needed.**</p>
<p><strong>Programme Quality and MEAL (35%)</strong></p>
<p>· With support from Trócaire’s Protection Coordinator and MEAL Advisor, provide ongoing technical assistance to partners to ensure that the project is implemented in accordance with accepted international standards, including those for protection, GBV and accountability</p>
<p>· Work with partners to develop and implement Monitoring and Evaluation (M&amp;E) plans that are based on baseline data and clear indicators of impact</p>
<p>· In coordination with the MEAL Advisor, support partners in conducting M&amp;E activities, including developing monitoring tools, collecting and analysing data and drafting M&amp;E reports</p>
<p>· Ensure that learning is captured and shared</p>
<p>· Promote accountability of partners to target communities</p>
<p><strong>Representation and Coordination (20%)</strong></p>
<p>· Help to build and maintain professional relations with relevant organisations including the UN cluster system, Government departments, NGOs and donors</p>
<p>· Represent Trócaire, and the work and perspectives of our partners, at all relevant cluster and coordination meetings</p>
<p>· Accompany visitors to project sites as required</p>
<p>· Ensure close coordination and proactive communication with the Protection Coordinator and Trócaire’s wider programme team on all aspects of programming</p>
<p><strong>Other (10%)</strong></p>
<p>· Foster a relationship of accompaniment, close mentoring and mutual respect with Trócaire’s implementing partners</p>
<p>· Support in developing new programme proposal to secure continued funding for the programme</p>

<h3>Person Specification – The ideal person will have</h3>
<p><strong>Qualification</strong></p>
<p>· Third level qualification in Humanitarian or Development Studies, Gender, International Relations, Human Rights Law or similar</p>
<p><strong>Experience</strong></p>
<p>· 3 years of programme management experience with at least 1 year of GBV programming</p>
<p>· Experience working in humanitarian or insecure settings</p>
<p>· Experience working with capacity building of local NGOs</p>
<p>· Experience working in Somalia and/or knowledge of <strong>Somali</strong> preferred</p>
<p>· Strong commitment to and understanding of Gender Equality</p>
