<p><b>BACKGROUND AND PURPOSE OF THE ASSIGNMENT:</b></p>
<p>The Programme Assistant for Cash Based Transfers (CBT) will work as part of the CBT/E-Transfers/DAS team within the Programme unit. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring interpretation of standard guidelines and practices. The job holder will work in close collaboration with other WFP units involved in the implementation of WFP’s cash-based transfer programmes (various teams within Programme, Logistics, Finance, Information technology, Procurement, and others), with e-transfers focal points in WFP’s Field Office and Area Office, as well as with external partners.</p>
<p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):</b></p>
<ul>
<li>Under the supervision of the CBT/DAS/ICT associate, coordinate the technical setup and the implementation of WFPs monthly cash-based transfers through WFP’s internal platform (SCOPE) with CBT focal points in Area Office (AO) and Country Office (CO) units according to Standard Operating Procedures (SOPs)</li>
<li>Support preparation of the monthly Distribution plan in liaison with Programme and Finance focal points in AO and coordinate with other CO units to raise the related purchase requisitions and orders accordingly.</li>
<li>Support as required the registration (beneficiary data collection) process by WFP’s cooperating partners (CPs), in coordination with the programme focal points in AO. Conduct onsite monitoring visits when available to support the implementation and recommendations of improvements.</li>
<li>Perform tasks pertaining to the AO CBT/Programme Assistant function during the approval process for the monthly CBT distribution in WFP’s internal platform (SCOPE). These include identity (registrations, enrolments and data analysis) and transfers support (generation of assistance distribution lists, reports and analytics) within the SOD matrix.</li>
<li>Under the supervision of the Programme Policy Officer / Programme Associate support the deduplication process and data quality checks at the Area Office level ensuring that the right people are reached with the right support in line with the SCOPE SOD matrix.</li>
<li>Participate in field trips to technically support the implementation and monitoring of CBT programmes and train the CPs on using WFP&#8217;s assistance technologies as needed.</li>
<li>Regularly consult with programme and activity focal points in AO to ensure AO has sufficient equipment, consumables to implement CBT programmes as planned.</li>
<li>Support through the Payment Instrument Tracking (PIT Area Office colleagues in coordinating the tracking of payment instruments (SCOPE Cards) to include blank cards and printed cards. Consult with the AO and/or CO Logistics Retail team regarding the onboarding of new retailers.</li>
<li>Update operational tracking sheets to track progress and identify gaps in the implementation of CBT programmes. Extract and compile data and support analysis as well as the preparation of reports relevant to CBT programmes for internal clients (CBT team, activity managers, M&amp;E, reporting/communications/donor relations)</li>
<li>Draft the minutes and action points of the CBT operational meetings and support with tracking actions taken.</li>
<li>Support and represent the AO in the cash working group meetings.</li>
<li>Perform other related duties as required.</li>
</ul>

<p><b>Education: </b>Completion of secondary school education <b>OR </b>University degree (<b>Diploma/Bachelor)</b> in degree in Social Sciences, International Development, Business Administration, or a related field.</p>
<p><b>Experience: </b>At least <b>five (5)</b> years of relevant experience with a secondary school certificate <b>OR </b>University degree, (Diploma/Bachelor’s) with a minimum of <b>two (2)</b> or more years of experience in CBT/IDM or related fields.</p>

<li>Somalia continues to face complex emergencies &amp; post crisis challenges that require effective coordination &amp; response. Our client in Somalia, through the Emergency &amp; Post Crisis (EPC) pillar, provides integrated support to affected populations in various sectors, including WASH, SNFI, CCCM, health, livelihoods, climate &amp; durable solutions. The EPC pillar plays a critical role in addressing humanitarian needs, facilitating recovery &amp; building resilience among vulnerable communities in Somalia.</li>
<li>Alongside frontline activities our client in Somalia has been implementing the Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring &amp; surveys that aim at supporting evidence based programming. As a co chair of the Information Management &amp; Assessments Working Group (IMAWG) &amp; key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan &amp; respond to needs in Somalia &amp; across the region.</li>
<li>Under the direct supervision of the National Project Officer &amp; the overall supervision of the DTM Program Manager, the selected candidate is expected to perform the following duties as mentioned in this TOR.</li>

<p>Role objectives</p>
<ul>
<li>Support the running of DTM at region level, providing regular updates on context, including security changes is displacement dynamics.</li>
<li>Provide daily support to the Enumerators.</li>
<li>Support the National Project &amp; Operations Officer in recruiting &amp; deploy the Enumerators before, during &amp; after in emergency cases using DTM different type of tools whenever crisis occurs.</li>
<li>Monitor &amp; report on the day to day data collection &amp; any other activities related to DTM which includes mobility tracking, ETT, DSP &amp; BRaVE.</li>

The lack of adequate child protection systems, protective laws as well as the risk of regression in terms of protective policy framework, continued harmful social norms and multiple continued conflicts across the country means women and children disproportionately face violence, risk of being recruited into armed groups and other protection issues.</p>
<p>The UNV assignment is part of this key programming on child protection in the central south zone based in Baidoa, working with government and CSO partners to support in knowledge management, program monitoring and coordination with partners.</p>
<p><b>Task description</b></p>
<p>Under the direct supervision of Child Protection Officer, the UN Volunteer will undertake the following tasks:</p>

<p><strong>I. Summary of Position</strong></p>
<p>The Project Officer is responsible for overseeing implementation of all health and nutrition activities at facility level in coordination with the technical manager and field coordinator in Baidoa by ensuring compliance with Damal Cafimaad contract, WHO, MOH, Health and nutrition clusters guidelines and policies in each program component.</p>
<p>He/She will directly work with other project staff in the districts, RMO, DMO, MoH staff and the subcontracted partner to implement health and nutrition services and will closely work with other partners present at the district, regional and state level. Health and Nutrition programming includes EPHS service delivery at targeted facilities and mobile teams, community engagement, SBC activity, infection control and waste management, HMIS <a class="google-anno" href="https://unjobs.org/vacancies/1725313923793#"> <span class="google-anno-t">reports</span></a>, supply management and supervision.</p>

<p><strong>Technical Focus</strong></p>
<p>The incumbent will Support the project teams in plant protection activities implementation in various parts of Somalia and provide technical backstopping to FAO field staff and implementing partners on implementation of SCRP and other agriculture sector projects as well as providing technical backup to different projects under agriculture sector.</p>
<p><strong>Tasks and responsibilities</strong></p>

<li>Compile the field data from the technical staff as it relates to the inputs stock levels, equipment servicing requirements.</li>
<li>Support Project Manager in management of project data by maintaining a library for core project documentation.</li>
<li>Liaise closely with the field technical staff on all matters related to plant protection and ensure a timely exchange of relevant information with the project manager.</li>
<li>Preparation of draft LoAs and LoUs with partners for project implementation.</li>
<li>Support the Plant Protection Project Manager in the processing of LoA/LoUs for the projects with implementing partners.</li>
<li>Provide operational support to procurement actions related to plant protection projects.</li>

<p>As <strong>Design, Monitoring &amp; Evaluation Manager &#8211; SomReP,</strong> you will report to the Head of Quality Assurance, M&amp;E and Knowledge Management (KM) for SomReP and will be responsible for the oversight and management of the overall workflow and quality of outputs of all assigned M&amp;E staff under his or her direction. You will be responsible for the direct supervision of 1 M&amp;E Officers and the quality and products of their work. To develop, lead, and manage joint M&amp;E framework for the Somalia Resilience Programme (SomReP) consortium. You will develop and implement an organization-wide strategy in design, monitoring and evaluation, including quality program development and reporting. You will work to ensure the provision of capacity building and coaching to program staff within the 7-consortium partner NGOs to help them move through the donor program/project cycle.</p>
<p><strong>Requirements include:</strong></p>
<ul>
<li>Degree in Environmental Studies, Environmental Science. Agricultural statistics and training in community development, program design, statistics, or evaluation</li>
<li>At least three years’ experience in monitoring and evaluation of development-related programs; experience working in Somalia or a similar context preferred.</li>
<li>Experience building capacity in DM&amp;E using training methods, facilitation, and capacity building strategies.</li>
<li>Experience in managing, designing, and/or implementing resilience programming preferred.</li>
<li>Technical expertise in one or more sectors preferred—Livelihoods, Food Security, WASH, Health/Nutrition, or Gender/Protection.</li>
