<p><b>Mission and objectives</b></p>
<p>The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950, by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. In addition to 2.6 million of internally displaced persons, mainly, living in south/central Somalia, as of 31 August 2021, Somalia is hosting 27,184 refugees and asylum seekers in need of a durable solution. The active refugee population in Somaliland is approx. 14,000 refugees and asylum seekers as of 31 August 2021. Most of the refugees live in urban centres in Somaliland and Puntland. The majority of refugees and asylum-seekers originate from Ethiopia mainly from Oromo ethnicity while the rest are from different nationalities such as Eritrea, Yemen, Syria, and other nationalities.</p>
<p><b>Context</b></p>
<p>The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). The Associate Eligibility Officer is a member of the Refugee Status Determination (RSD) team. Under the direct supervision of the Protection Officer and/or RSD Supervisor, s/he is responsible for conducting RSD interviews to determine eligibility for refugee status, undertaking country of origin (COI) and other research related to the claim, as required, and drafting RSD assessments, including for complex cases. The Associate Eligibility Officer provides counseling to asylum-seekers and refugees on UNHCR&#8217;s RSD procedures and on their status, rights and obligations in the country of asylum. The Associate Eligibility Officer may review RSD assessments of members of the RSD team and provide legal and procedural guidance and coaching, as required. The Associate Eligibility Officer may assist in developing and implementing RSD training, including for Government authorities and other partners, as well as other measures to enhance the quality and efficiency of RSD decision-making, and provide technical advice to strengthen national asylum procedures. The Associate Eligibility Officer assists in compiling and analyzing information related to the RSD activities of the operation, and participates in decisions regarding appropriate case management strategies. This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine, unless the UNHCR Medical Service approves an exemption from this requirement on medical grounds.</p>
<p><b>Task description</b></p>
<p>Under the direct supervision of Protection Officer and/or RSD Supervisor, the UN Volunteer will undertake the following tasks: Strategic Direction and Coordination:</p>

<p><b>Other information</b></p>
<p><b>Living conditions and remarks</b></p>
<ul>
<li> Somalia (Bossaso/Somalia) is a non-family duty station and the volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. This is usually the UNDP Resident Representative. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the DO. While in Somalia, the volunteer will be accommodated at an accommodation that has been cleared by UNDSS.</li>
<li> The volunteer will be living in UNHCR compound. As a resident in the compound the volunteer will be allocated a bedroom with bathroom and shared common room, kitchen, living room with a dining area.</li>
<li> Bossaso is now high security level and therefore all international staff members are required to use Armored Vehicles when moving within and outside Bossaso.</li>
<li> Access to markets is limited due to difficulties of moving around without armored vehicle and are subject to UNDSS advise of having an accompanying national staff when visiting the markets. Access to restaurants and cafes and other public spaces are not allowed due to high level of security.</li>

<p>The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs. DRC is a humanitarian, non-governmental, non-profit organization which has been operating in Somalia since 1997. DRC has mainly focused on Somalis who are displaced by conflict and natural disaster. DRC programs include Protection, Food Security &amp; Livelihoods, Shelter/NFI and Water &amp; Sanitation. Since 2018 DRC, in collaboration with UNHCR and under the leadership of the Protection Cluster, is spearheading a country-wide Protection Monitoring System. DRC is one of the two networks responsible for data collection in Somalia.</p>
<p><strong>Overall purpose of the role:</strong></p>
<p>We are looking for a highly motivated Protection Assistant whose main responsibilities focus on conducting protection monitoring as well as to provide general support to protection activities. The person will be responsible for DRC Protection Monitoring PM) Activities data collection, in line with Protection Information Management principles and methodology, by conducting interviews to collect information about rights violations and protection risks in the framework of the Mix Migration Strategy.</p>
<p><strong>Responsibilities:</strong></p>
<ul>
<li> Utilize digital data collection system for data collection and uploading</li>
<li> Participate actively in training when provided – including on PIM, the digital system and other relevant topics</li>
<li> Contribute to testing, data cleaning, and regular debriefing with the Protection Team Leader of digital data collection activities</li>
<li> Ensure the data is collected in line with PIM and protection principles, observing data protection SOPs</li>
<li> Report about emergencies such as evictions, displacement, natural disaster and related protection needs</li>
<li> Participate in protection and multi-sectoral rapid needs assessments</li>

<p><strong>BACKGROUND AND CONTEXT</strong></p>
<p>Somalia is emerging from a long period of conflict that has brought public health infrastructure to a state of near collapse. Over the past decade, the Federal Ministry of Health in collaboration with health partners has embarked on a process of health system rehabilitation with the goal of ensuring access to essential health services for all.</p>
<p>The goal is to put the country onto a path towards achievement of equity in health service delivery, and to lay the foundation for progress towards Universal Health Coverage (UHC) 2030. Core health indicators suggest some early successes, though much work remains to be done.</p>
<p>Although they remain very high, maternal, infant and child mortality rates are gradually declining. In 2015, the maternal mortality ratio was estimated at 732 maternal deaths per 100,000 live births <sup>[ [1]]</sup>, further declined, although modestly, to an estimated 692 maternal deaths per 100,000 live births <sup>[ [2]]</sup>. The proportion of births assisted by skilled health personnel has increased from 9% (2016-2017 data) <sup>[</sup><sup>1</sup><sup>],</sup> to 32% in 2020<sup>[</sup><sup>2</sup><sup>]</sup> which could partially explain the gradual reduction in maternal mortality over the past decade and reflects improvements in service demand and delivery.</p>

<p>Infant and child mortality rates remain the highest in the region, under-five mortality has improved to 117 deaths per 1000 live births <sup>[ [3]]</sup>, from 200 deaths per 1,000 live births in 2009-2010, and 142 deaths per 1,000 live births in 2013-14<sup>[2].</sup> The infant mortality rate at 74 deaths per 1,000 live births <sup>[</sup><sup>3</sup><sup>]</sup>, has also improved from 119 deaths per 1,000 live births in 2009-10 and 91 deaths per 1,000 live births in 2013-14<sup>[3]</sup>.</p>
<p>The trajectory is promising though there is still high burden of mortality and morbidity in the country that can be prevented and treated at community level through a community cadre of health workers, supported through the health and local governance structures. Over the past two decades, there has been a multitude parallel community health programs, including cadres trained to provide specific services only. In 2015, a Somali Community Health Strategy was released with the aim of improving health service delivery at the household and community level, centered on two key cadres of community-based workers.</p>
<p>The two main delivery platforms outlined in 2015 strategy are: 1) Primary Health Unit (PHU) where Community Health Worker (CHWs) deliver primary health services at the health facility and serves as a critical bridge between community and health facilities and 2) House-hold level with care provided by Female Health Workers (FHWs). FHWs are fully community-based, and they focus on providing an integrated package of community health services (health, nutrition, and WASH interventions). While their role is mainly noted in education and awareness raising, prevention and curative services, they also play a key role in referral and follow-up mechanisms and in addressing the poor treatment seeking practices, with the delivery of household and community level service seen as a key strategy to improve continuity of care and equitable service coverage.</p>
<p>The situation on the ground is fragmented and there remain challenges on accountability and supervision for the Community health support, the quality of care provided at this level and the reporting on the services provided. The fragmentation is more pronounced in the CHWs as compared to FHWs because of limited adherence to the approved manuals and standards and poor coordination among actors. This is continued to be aggravated by the security risk challenges and the communicable diseases outbreaks such as cholera, recurrent droughts, and flooding in some parts of the country and the challenge of the COVID-19 pandemic leading to increased demand on the already limited resources. Opportunity exists to ensure that the Somali Community Health Strategy (CHS) can be implemented to give positive result. The universal health coverage plan for Somalia, the national health strategic plan, RMNCAH and the EPHS all indicate the need for ensuring that the community level platform is made key to the delivery of health services in the country.</p>

<p><b>The purpose of this assignment is to conduct a review of the current Community Health Strategy. The current document was written in 2015 and needs to be revisited to take into consideration the developments which have taken place in the last six years and to allow for the plans which are being developed to be in line and guided by the strategy. The Ministries of health, World Bank, UN agencies and other implementing partners have been working to ensure that the compendiums and the cadres are trained to be able to offer the services required by the communities and at the same time the EPHS has been revised and gives more clarity to the roles of the two main community cadres in the health sector, the Community Health Worker based in primary health units and the Female Health Worker (Marwao Caafimaad) who works within their community.</b></p>
<p><b>The review will be conducted with the main Stakeholders in Somalia which will include representatives from community worker cadres, Community leaders, Community members, professional associations (Midwives etc.), Clusters Coordinators, UN agencies, Implementing partners, Donors, the Federal Ministry of Health and the state Ministries to:</b></p>

<p><b><strong>Methods:</strong></b></p>
<p><b>The selected consultant will work under the direct supervision of the Health Manager- Global Fund and Head of Community Health in the Ministry, Federal Government of Somalia (FGS) with technical oversight support of the Director of Policy and Planning, and in close collaboration with other UNICEF sections and Field offices staff. The other sectors such as nutrition, education and WASH will be worked with to enhance multi-sectoral coordination. In addition, the consultant will coordinate with the Forums to be established for the purpose of bringing stakeholders together to discuss the inputs into the revision of the strategy.</b></p>
<p><b>This assignment will involve also travel within Somalia to conduct the review but most frequent consultations with relevant stakeholders including government institutions (Ministries of Health, Representation of health worker at primary health care level), NGO partners, community structures, professional associations, various UN agencies, WB and FCDO will be held in Mogadishu. At least the consultant should visit one of the states in person while the rest of the physical meetings will be held in Mogadishu. In instances where some important contributors could not attend the meeting in person, the consultant will reach out to them virtually. Feedback sessions will be set-up with various stakeholders, with debriefs in Somalia in the consultation forums at key steps in the process to build consensus and valid the findings.</b></p>
<p><b>The methodology will consist of:</b></p>
<p><b>1.1. <strong>Establishment of Consultation Forums in the different States</strong></b>: Various stakeholders will form part of the required technical working group to have an overall oversight of the process, coordinate the activities and provide operational guidance for the consultants. The forums will be led by the Ministries of Health, and Key stakeholders include WHO, and other members as relevant.</p>
<p><b>1.2. <strong>Literature Review and data gathering from key stakeholders</strong></b><strong>:</strong></p>
<p><b>1.2.1.Gather baseline/background information: examine the relevant background literature about community health work in Somalia and conduct a situation analysis of the current community health initiatives and mapping of the existing efforts and documentation of the best practices employed by the actors on ground for evidence decision making.</b></p>
<p><b>1.2.2. Careful understanding of the current community health strategy and any other relevant reviews, assessment and evaluations done by national or international organizations in Somalia and similar contexts on community health work.</b></p>
<p><b>1.2.3. Review of the national strategic plan for the country and the health strategic plan as this relates to the community health and any policies in nutrition, WASH and health, in particular the provisions of the Community health component of RMNCAH which will enlighten this process.</b></p>
<p><b>1.2.4. Study and examine the EPHS and its implications to the roles and responsibilities of Community Cadres. This document will give core background information on expectations from the health delivery platform and more so how this is hinged on community health work.</b></p>
<p><b><strong>Key stakeholder consultation</strong></b></p>
<p><b>3.3.1. Conduct key informant interviews with key Ministry of Health staff, related Ministries, UN Organisations, disease specific lead teams and identified community leaders in order to draw down on their expectations and the gaps they have found in the current strategy and areas which need to be further developed and identified community leaders.</b></p>
<p><b>3.3.2. Meet with experts in C4D and Social Policy, Gender, education, and WASH sectors to draw down on their expertise and inform the review of the strategy.</b></p>

<p><b><strong>Reporting and Production of final Community Health Strategy</strong></b><strong>:</strong> This should include</p>
<p><b>Prepare a draft of the revised strategy under the guidance of the government counterparts and in consultation with the TWG and/or stakeholders and a summary draft report to summarise the process of the review of the strategy.</b></p>
<p><b>4.2 Ensure the production of a valid and relevant document which can lead to easy development of plans to implement the strategy. 4.3 Disseminate the findings and actively seek comments from the varied stakeholders</b></p>

<h3>Organisational context</h3>
<p>The Protection Unit in Field Office Bossaso, Puntland is headed by an Associate Protection Officer and provides operational support, policy guidance and advice throughout FO Bossaso Areas of Responsibility (Bossaso, Garowe and Gardo). In addition, the Unit maintains close cooperation with other Units in UNHCR Mogadishu and Sub Office Galkayo and works together with Executive Office and Programme Unit in design, review and implementation of projects, as well as participates in Protection Cluster meetings, representing UNHCR FO Bossaso position and strategy regarding protection of persons of concern (PoCs). The Associate RSD Officer is a member of the Protection Unit with specific responsibilities related to Refugee Status Determination procedures (RSD).</p>
<p>As of 01 March 2022, Somaliland hosts approximately 12,000 refugees and asylum seekers, primarily from Ethiopia, Yemen, and other nationalities. Access to asylum is generally respected in Puntland. Yemenis and Syrians in Puntland are accorded refugee status on prima facie basis while all other nationalities (Ethiopians) are required to undergo individual RSD. Puntland authorities recognize refugee status accorded by UNHCR, which conducts mandate RSD – First Instance and Appeals. There is a significant number of asylum seekers in Puntland that are pending mandate RSD and the existing operational staffing capacity to clear current backlog is extremely limited. This backlog has an impact on the resource allocation for the program given that asylum seekers constitute 50% of the population and most vulnerable asylum seekers receive cash assistance. As per the UNHCR Somalia 2020-2022 Multi-Year Multi Partner Protection and Solutions Strategy and 2020 RSD Backlog Reduction Strategy, those in need of RSD to achieve solutions and protection benefits will be prioritized for RSD processing based on clearly defined prioritization criteria.</p>
<h3>The position</h3>
<p>We are seeking a dynamic and proactive team player, who will ensure that the above explained strategic approach is effectively implemented towards backlog reduction. The Associate RSD Officer will also provide operational, case processing and strategic support on mandate RSD in Puntland and provide advice and guidance on legal and procedural matters related to RSD in line with UNHCR’s RSD Procedural Standards (2020) and other relevant protection policies and guidelines. Under the supervision of the Associate Protection Officer based in Bossaso, s/he will work closely with the RSD Officer in Nairobi, senior managers, as well as staff responsible for registration, resettlement and training activities and will ensure that weekly RSD case targets are effectively tracked. S/he will also liaise with relevant focal points working at RO and Regional Bureau.</p>
<h3>Duties and responsibilities</h3>
<p>Under the direct supervision of Protection Officer and/or RSD Supervisor*,* the Incumbent will undertake the following tasks:</p>
<ul>
<li>Conduct RSD interviews and draft RSD Assessments in accordance with applicable standards and guidelines.</li>
<li>Maintain accurate and up-to date records and data related to all work on individual cases.</li>
<li>Provide counselling to asylum seekers and refugees.</li>
<li>Assist in monitoring RSD trends and in compiling and analysing RSD statistics related to RSD case processing to identify and respond to developments or issues impacting on the efficiency or quality of RSD decision-making, and to propose remedial measures.</li>
<li>Conduct research on country-of-origin information (COI) and legal issues related to RSD and assist in maintaining a local repository of relevant information, guidelines and standards accessible to RSD staff in the operation.</li>
<li>Supervise the reception and provide support to the receptionist in providing feedback to individual cases.</li>
<li>Supervise the protection email ID and letter box and ensure to provide timely responses to PoCs</li>
<li>Review RSD decisions and provide appropriate feedback and guidance to RSD staff.</li>
<li>Assist in developing and maintaining processes to ensure that persons of concern, Government authorities and partners have accurate information on the RSD procedures, including UNHCR standards, policies and practice.</li>
<li>Assist in initiatives to advocate with and support Government authorities and legal partners to establish and strengthen fair and efficient RSD procedures and RSD decision-making.</li>
<li>Design and carry out training for Government authorities and other partners on legal and procedural issues related to RSD and provide technical advice to strengthen national asylum procedures</li>
<li>Assist in evaluating and projecting RSD staffing needs using the RSD Staffing Benchmarks.</li>
</ul>
<h3>Essential minimum qualifications and professional experience required</h3>
<p>The ideal candidate will/have:</p>
<ul>
<li>Possess a Bachelor’s degree in a relevant field &#8211; International Refugee Law International Human Rights Law; International Humanitarian Law; International Criminal Law; Social Sciences; or another relevant field</li>
<li>Minimum 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree or 1-year relevant experience with Doctorate degree</li>
<li>Minimum six months experience working with RSD module on proGres v4 is required</li>
<li>Knowledge and experience working with RSD on proGres v3 is desirable</li>
<li>Be knowledgeable of and/or preparedness to become familiar with and abide by UNHCR’s principles, code of conduct and humanitarian goals;</li>
<li>Knowledge of the international legal framework governing refugees, asylum seekers, internally displaced persons and statelessness;</li>
<li>Knowledge of UNHCR guidelines on refugee status determination including application of Exclusion article 1F of the 1951 Convention, preventing and Mitigating of Fraud in the Resettlement processes.</li>
<li>Excellent interviewing and counselling skills as demonstrated in previous assignments.</li>
<li>Excellent drafting and written skills in English, very strong attention to detail, very strong analytical skills, as demonstrated in previous assignments’</li>
<li>Experience giving advice on RSD guidelines and policy is desirable.</li>
<li>Excellent communication skills with strong interpersonal and negotiation skills.</li>
<li>Be fluent in English, with advanced writing and editing skills. Additional languages are desirable, but not essential.</li>
<li>Be capable of building and maintaining simple databases and filing systems for project management.</li>
<li>Have good experience using the Microsoft Office suite (Outlook, Word, Excel, and PowerPoint).</li>

<p>CARE Somalia in Partnership with Mercy Corps and DBG Somalia is implementing a two-year ECHO funded Education in Emergency Consortium project, named, Expanded Emergency Education support for Disaster Affected children in Somalia (EESDAC). The project is designed to contribute to increased access to quality and protective learning opportunities for out of school children and improve retention for those at risks of dropping out to impact of various disasters. The project covers seven regions namely, Sool, Sanaag, Mudug, Bari, Galgadud, Banadir and Nugal.</p>
<p>The SPO will be employed under the EESDAC project and will be based in Bossaso. He/ she is will be responsible for day to day implementation of the project activities in Puntland state under the supervision of the Program Manager -EIE sector. This will include leading field assessment, implementation of project activities; work plans, supporting MEAL activities and collection of project achievements data, liaising and supporting education stakeholders’, capacity building initiatives, preparation of project activities reports, overseeing education stakeholders’ trainings etc. He/she ensures that efficient and effective systems and processes are in place to enable CARE to implement program activities in line with donor requirements. He/she will have frequent interaction with program technical staff and government officials in his / her area of work.</p>
<p>Specific responsibilities will include the following</p>
<p><strong>II</strong>. Responsibilities</p>
<p><strong>Project Implementation</strong></p>
<p>• Lead all field work to conduct baseline, midline and end line studies, school assessments, and other studies that the project might undertake in the course of the project life.</p>
<p>• Working with the program staff, MOE, and communities to identify support to target schools based on the assessment of need in all the districts of project operations.</p>
<p>• Ensure that all the beneficiary communities participate fully in all the project work particularly in the prioritizing of community needs.</p>
<p>• Working with the project team and MOE ensure that project intervention target marginalized children with special emphasis on the girl child.</p>
<p>• Train and coach CECs and head teachers in the development of School Improvement Plans in collaboration with regional and district education officers.</p>
<p>• Working closely with the project engineer, ensure that all construction/rehabilitation works are in line with the designs and BOQs and are of high quality and meet the child friendly school criteria.</p>
<p>• Ensure that project intervention give special attention to the needs of girls and for children with special needs.</p>
<p>• Working with CECs, school heads and Ministry of health and MOE to promote life skills, hygiene and nutrition awareness among young learners especially girls in upper classes.</p>
<p>• Collaborate with other CARE Education Projects for synergy in the implementation of project activities.</p>
<p>• Design an overall operational plan for each region in consultation with the Regional Education</p>
<p>• Officers, CECs and other stakeholders.</p>
<p>• Oversee the overall implementation of EIE project activities in accordance with CARE program quality and compliance standards and donor requirements stipulated in the project documents.</p>
<p>• Provide support to MoE officers responsible for supporting the EIE project implementation at schools, districts and regional level.</p>
<p>• Assist Program Manager in producing project cash flow on monthly basis as per</p>

<p>• Ensure the implementation of EESDAC project promotes capacity building to the maximum degree possible for local communities, MOE, CBOs and government staff and agencies.</p>
<p>• Training and capacity building of CECs to oversee the management and administration of project supported schools.</p>
<p>• To manage delegated budgets as required in liaison with the Programme Manager to ensure that all project funds are spent in accordance with CARE and donor policies.</p>
<p><strong>Project Monitoring and Review</strong></p>
<p>• Collaborate with the regional and district officials of the MOE to oversee project implementation.</p>
<p>• Organize and participate in quarterly monitoring and evaluation of projects.</p>
<p>• Ensure that project/program monitoring and evaluation system/tools are applied and project progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared as appropriate on the basis of CARE and donors’ requirements.</p>
<p>• Travel to project sites of Education program and conduct regular monitoring of projects together</p>
<p>with MOE and project team.</p>
<p>• Ensure the participation of beneficiaries in M&amp;E of project activities.</p>
<p>• Provide technical assistance to REOs, DEOs, teachers and mentors through developing standards, monitoring/supervision tools, guidelines and trainings and other mechanisms to ensure quality of primary education.</p>

<p>The European Committee for Training and Agriculture (“CEFA”) has received financing from the International Fund for Agricultural Development (“IFAD”) and intends to apply a portion of the proceeds of this grant to eligible payments under this contract, for which this Request for Expression of Interest is issued.</p>
<p>CEFA invites Expressions of Interest (EOIs) from legally constituted consulting firms and no-profit organizations (not individual consultants) to provide the consultant services referenced above. More details on these consultant services are provided in the Abridged Terms of Reference (ATOR). This <strong>REOI</strong> is open to all eligible entities (“Consultants”) who wish to respond.</p>
<p>The Client intends to hire a consulting firm or a no-profit organization (the “<strong><em>Consultant</em></strong>”) to provide <strong>consulting services for the implementation of the project activity B.1.4.1.b Technical Training and Supervision of the construction of improved solar dryers to the private sector in Puntland.</strong> The Consultant may sub-contract selected activities to partners such as other firms and/or organizations, provided that a written agreement to regulate the partnership is in place between the different agencies involved.</p>
<p><strong>Location:</strong> Bari and Nugal regions, Puntland State of Somalia – remote consultancy</p>
<p><strong>Anticipated Start Date:</strong> May 2021</p>
<p><strong>Duration of Assignment:</strong> 6 months – from the 1<sup>st</sup> of June 2021 to the 30<sup>th</sup> of November 2021</p>
<p>Before preparing its EOIs, the Consultant is advised to review the Abridged Terms of Reference attached hereto as <strong>Annex 1</strong>, which describes the assignment in detail, and <strong>Annex 2,</strong> which delineates how the technical qualifications of the Consultant shall be evaluated.</p>
<p>An organization will be selected under <strong><em>Selection Based on the Consultants’ Qualifications (CQS)</em></strong> method in accordance with the procedures set out in the IFAD Procurement Handbook which are provided on the IFAD website[1].</p>

<p><strong>Role objective:</strong></p>
<ul>
<li>Issue contracts of employment, TOR&#8217;s &amp; associated paperwork to all new colleagues &amp; issue contractual amended as required.</li>
<li>Ensure orientation to new employees is conducted by relevant department.</li>
<li>Deal with employee requests regarding HR issues, rules &amp; regulations.</li>
<li>Compile &amp; update employee records (hard &amp; soft copies).</li>
<li>Conduct the exit interview for resigned employees (if required &amp; as applicable).</li>
<li>Develop &amp; upgrade the performance management system, develop &amp; implement the performance appraisal plan yearly in coordination with Head of Dept.&#8217;s, ensure every employee is evaluated on their overall performance under the system.</li>
<li>Develop &amp; update policies &amp; procedures for the company on the basis of the local labor laws &amp; reinforce the functioning of all dept.&#8217;s in accordance to these policies also resolve specific policy related &amp; procedural issues &amp; inquiries.</li>
<li>Responsible for the maintenance of HR data bases, software systems (if applicable), filing systems &amp; related documentation to ensure that HR complies with all quality related requirements, this includes periodic revision of the HR manual, TOR&#8217;s, organization charts etc. to name a few.</li>
<li>Prepare HR documents required for audit / QC purposes &amp; liaise with the auditing authority to clarify their queries during the audit.</li>
<li>Instrumental in ensuring synergy in culture, morale &amp; productivity among all team members.</li>
<li>Perform any other tasks that may be assigned by the Global HR Director or as requested by management.</li>
<li>Responsible to comply with the applicable laws, regulations &amp; procedures of our client &amp; their customers.</li>
<li>Responsible for reporting to his / her superiors&#8217; occurrences, events, violations &amp; acts that may affect safety, security &amp; company reputation.</li>

<p>The Finance &amp; Administration Manager is responsible for the integrity of financial and analytical accounting within the Sub Structure. S/he oversees all financial resources and administrative activities, such as management of premises and staff travel in the Sub-Structure. He/she oversees Logistics activities in the area of responsibility.</p>
<p>This is a resident/National position based in Bosaso.</p>
<p><strong>Duties and Responsibilities</strong></p>
<ul>
<li>Processing of documents for payments; ensuring that all the necessary supporting documents are provided</li>
<li>Ensures cash count is done on a daily basis</li>
<li>Ensures appropriate book keeping for the Sub-Structure</li>
<li>Prepares the annual budget, involved in monthly forecast and risk reporting, cost-control and analysis of budget deviations</li>
<li>Oversees maintenance of offices and residential premises and provides an appropriate security set-up, including safe accommodation for all staff</li>
</ul>
<p>· Responsible for proper management of the premises within the area of responsibility and ensures that all the passive security measures are functioning</p>
<p>· Supports in all travel arrangements at the Sub Structure level</p>
<p>· Offers administrative support to Human Resources on the appraisals process, coordination of interviews and tests in the field and supports in Leave tracking</p>
<p>· In close collaboration with the Human Resources department ensures compliance to statutory reporting and remittance requirements</p>
<p>· Supervises, coaches and evaluates performance for employees working in the Premises department (Housekeepers, Cooks and Technical assistants and Gardeners)</p>
<p>· Supports in Logistics activities with the region; ensures proper storage of all goods, updates bin cards, involved in transport management and on cargo handling and storage, tax Exemption and import/export processes</p>
<p><strong>Minimum qualifications and required competencies</strong></p>
<p>· Degree in Commerce, Business Administration and Business Management or relevant qualification in a related field of study</p>
<p>· 3 years’ experience in a similar position in Finance and Administration</p>
<p>· Detail-oriented, highly organized and practices strict adherence to timelines</p>
<p>· Excellent negotiation, analytical, team management skills and a problem-solving attitude</p>
<p>· Excellent interpersonal and communication skills</p>
<p>· Good knowledge of the social, economic and political affairs of the assigned region</p>
<p>· Strong degree of honesty and integrity, and a solid sense of ethics including the ability to appropriately handle confidential information</p>

AFSC promotes nonviolent approaches to conflict resolution. As such, we seek to promote the transformation of cultural and societal norms, values, and behaviors to reject violence, with <strong><em>Simplicity, Peace, Integrity, Community, Equality, and Stewardship</em></strong> as our values.</p>
<p>American Friends Service Committee (AFSC) is seeking concepts from qualified applicants Local NGOs for a 3-year small grant of up to USD 73,700.00, to support the rights and protection of vulnerable migrants in Bosaso.</p>
<p><strong>Objective:</strong></p>
<ol>
<li>Civil Society Organizations advocating and Positively influencing Local decision making in favor of Migrants rights and protection.</li>
</ol>
<p>The envisioned outcome of the project will be that vulnerable migrants are aware of their rights and are protected by the relevant authorities. This is a competitive bidding and non-profit Somalia organizations with a strong presence in Bosaso and have vast experience in implementing social justice, migration work and advocacy projects are encouraged to apply. Qualification for Partnerships with AFSC will be based on ability of the applicants to create the greatest impact on Migrant rights in Bosaso and best value for money.</p>
<p>This request for concept does not constitute a partnership commitment on the part of AFSC, nor does it commit AFSC to pay for costs incurred in the preparation and submission thereof. Once the concepts are received, a rigorous review process will be undertaken and the organizations that best respond to the afore-mentioned objective will be requested to submit full proposals for review and implementation.</p>
