<p>Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff</p>
<p><b>ROLE PURPOSE</b></p>
<p>The supply chain officer is responsible for providing all warehousing, procurement, transportation, assets and support requested by the programs, office as well as handling documents and filing.</p>

<p>Temporary Program Officer &#8211; Child Survival will work on the day-to-day activities in the field and is responsible on the direct planning and coordination of all sector activities for health, nutrition and WASH. He /She will closely work with relevant line ministries for ease of coordination, information sharing, implementation and quality services delivery. He /She will report on the progress of activities on weekly, monthly and quarterly basis to the line manager.</p>

<p><strong>Dimensions:</strong> Save the Children has been working in Somalia for more than 60 years. The Country Office has over 600 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bossaso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in southern states). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation &amp; Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.</p>
<p><strong>ROLE PURPOSE:</strong> The primary purpose of the Program Assistant is to directly work with communities to implement FSL interventions in the target locations. In addition to this, the Program Assistants will be assigned additional duties and responsibilities to be undertaken at the office level. The Program Assistant will undertake community engagements, mobilization, project set up, delivery of project activities ensuring full adherence to quality benchmarks and other FSL set out protocols, project monitoring, data collection and management and capacity building of community groups.</p>
<p>QUALIFICATIONS AND EXPERIENCE</p>
<ul>
<li>Bachelor degree of (agriculture, veterinary or any other relevant degree with at least 1-year relevant Work experience or diploma/degree level qualification with 2-year relevant work experience.</li>
<li>Experience working in community mobilization, data entry, data collection, project monitoring and reporting.</li>
<li>Ability to read and write in English as well as Somali language.</li>
<li>Computer skills, with focus on word processing and excel.</li>
<li>Strong morals including, honesty, transparency, generosity, altruism and respect.</li>
<li>Experience in working in harsh environment would be an added advantage.</li>
<li>Strong interpersonal skills and ability to establish and maintain effective working relations in a team.</li>
<li>Able to work independently and with limited supervision.</li>

<p>This role supports Save the Children EPI project in Galmudug under the general supervision of the Health Project Manager, with key responsibility for the implementation of SCI Supply Chain policies and procedures at field level in co-ordination with the field teams. The immunization logistics Officer also has responsibility of supporting, training and mentoring of the overall EPI supply chain process and ensure the proper monitoring of consumption and EPI inventory management.</p>

<p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p>
<ul>
<li>A holds degree in pharmacy, Medical, Nurse, or related field.</li>
<li>Medical logistics certificate diploma in Pharmacy will be an added advantage</li>
<li>2-3 years&#8217; experience of working in the field of pharmaceuticals and or EPI/cold chain systems</li>
<li>Experience in working with Health &amp; Nutrition teams specifically medical environment in emergency context</li>
<li>Proficiency in MS Office Operation (Use Excel Sheet)</li>
<li>Ability to synthesis and analyse complex information, and make clear, informed decisions</li>
<li>Ability to build relationships quickly with a wide range of people, both internally and externally</li>
<li>Technical experience/knowledge in specific types of humanitarian intervention, especially in Health, Nutrition</li>

<p><strong>ROLE PURPOSE:</strong></p>
<p>To support the delivery of Monitoring, Evaluation, Accountability &amp; Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, manage the complaints database and coordinate information management and reporting systems.You will also support the Area MEAL Manager in implementing the MEAL strategy in Mogadishu and other assigned field offices.</p>
<p>Your support in the delivery of an effective MEAL function will play a key role in the expansion of Save the Children programmes in your assigned area to increase impact and enable positive change for children.</p>

<p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p>
<p>·First degree in development studies or any other relevant areas</p>
<p>·Minimum two years practical experience in M&amp;E system coordination/implementation in aninternational non-governmental organisation or other international relief/development body; or Master&#8217;s degree with humanitarian program experience</p>
<p>·Background of implementing effective M&amp;E systems and/or accountability mechanisms in emergency responses.</p>
<p>·Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&amp;E methodology and analyse and disseminate information to a range of stakeholder audiences;</p>
<p>·Computer literacy, particularly in Word, Excel, and PowerPoint;</p>
<p>·Working knowledge of data/statistical programmes e.g. SPSS</p>
<p>·Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;</p>

<p><strong>ROLE PURPOSE:</strong><br />
The Project officer- under the guidance of GPE- MCA project manager is responsible for the planning, implementing, monitoring and reporting of the Global Partnership for Education (GPE) under the MCA program grants on a day to day basis in line with the agreed plan of action and budget, donor, SC and government policies, requirements and procedures. The project officer will provide technical support to implementing partners such including Ministry of education for Galmudug state . under the guidance of the MCA-program Manager the project officer will be supporting interventions in project target locations focusing on effective planning, reporting and implementation. He/she will ensure efficient utilization of project resources for the intended purpose through effective planning and monitoring. He or she will ensure the use of ap propriate, cost effective and innovative approaches especially in improving quality, equity, inclusiveness and performance of students. He or she will ensure synergy through collaboration and networking with other stakeholders implementing education programs. The project officer will ensure partnership with relevant partners including REOs and DEOs, CBOs, CECs, teachers and children. The project officer shall ensure linkage among education and other thematic areas at field level. He or she will play key role in representing SCI in relevant networks and forums and engage in advocacy and dialogue with relevant education stakeholders at state level.</p>

<p><strong>Qualifications and Experience</strong><br />
* Diploma or Bachelor degree in education or a related field with additional training in education planning and management and project planning and management techniques<br />
* Knowledge of current national international strategies on access, equity, and quality education policies and models<br />
* Recommended a minimum of 3 three years of relevant experience in similar position in implementing developmental education project.<br />
* Experience of working with local/national governments and capacity building of systems, partners and staff<br />
* Ability to write quality narrative donor reports<br />
* Good interpersonal and communication skills including influencing, negotiation and coaching<br />
* Strong results orientation, with the ability to challenge existing mind-sets<br />
* Excellent verbal and written communication skills in English and Somali.<br />
* Sensitive to issues affecting children and committed to Save the Children’s Education and child safeguarding policies.</p>

<p><strong>Overview of position</strong></p>
<p>The Japanese Youth Vocational Training Project is a key initiative complimentary to on-going efforts at our client and the Ministry of Public Works, Reconstruction and Housing to create institutionalized support and capacity building that will further enable youth to work on the infrastructure and developmental sectors in Somalia.</p>
<p>The Strengthening Somalia Institutions for Public Works (SSIPWP) project currently carried out at MPWRH is a key initiative in developing the capacity of the Ministry of Public Works, Reconstruction and Housing, the State level Ministries and Banadir Regional Administration (BRA) to enable them independently plan, design, manage and oversee infrastructure and public works projects. With the intentions of building on this initiative through the Embassy of Japan, Our client in collaboration with MPWRH will provide skills and trainings to youth in the regions to complement the ongoing efforts to provide capacity-building opportunities for youth in the infrastructure and the development sector.</p>
<p>The project will focus on key areas of soft skills in construction and infrastructure in the Federal Member States of Puntland, Galmudug, Southwest and Hirshabelle. In collaboration with the respective FMS, each of the cities will conduct a training session (facilitated by an implementing partner) and a graduation ceremony and a job fair to give opportunities to the graduates to show case their skills and potentially lead to job placement opportunities.</p>
<p>The Japanese Youth Vocational Skills Training project, thus, is seeking a qualified liaison officer in each of the FMS identifies to support and facilitate the training program for the remaining 2.5 months.</p>
<p><strong>Role objectives</strong></p>
<p>The specific objectives of the Project Liaison Officer is to assure consistent time and cost effective delivery and reporting of the project activities at the state-level. The officer’s responsibilities include but are not limited to;</p>
<p>· Assisting implementing partner with facilitation of training, this may include providing localized support, information and liaising with the necessary channels as instructed;</p>
<p>· Support the PM and implementing partner with necessary travel arrangements during the training session, graduation ceremony and job fair ensuring all stakeholders and partners are present and informed;</p>
<p>· Facilitate with implementing partner the recruitment of trainees, based on the provided selection criteria;</p>
<p>· Maintaining contact lists for all stakeholders;</p>
<p>· Developing communication and reporting material throughout the duration of the project;</p>
<p>· Liaise with the Federal MPWRH Coordinator, as needed while providing updates and documentation of progress;</p>
<p>· Providing weekly updates to be submitted to PM and in collaboration with the FGS MPWRH coordinator;</p>
<p>· Monitoring and evaluating the project activities as the implementation is on-going and after;</p>
<p>· Keeping logs of training sessions and trainees along with the implementing agency, providing that to the Project Coordinator and client PM;</p>
<p>· Gather feedback from the trainers and trainees after each training module;</p>
<p><strong>Project reporting</strong></p>
<p>· Report against the progress of the implementing partner’s work plan/schedule, achievements and benefits;</p>
<p>· Submitting reporting material to by the indicated deadlines.</p>
<p><strong>Key competencies</strong></p>
<p>Bachelor’s degree in combination with an additional one year of relevant professional experience in client management or administrative work.</p>
<p>• Minimum of 3 years of experience working with internal and external stakeholders on training and/or capacity building initiatives.</p>
<p>• A relevant combination of academic credentials in high learning and/or industry certifications and qualifying experience may be accepted in lieu of the university education.</p>
