<p><b>BACKGROUND AND PURPOSE OF THE ASSIGNMENT:</b>: The United Nations World Food Programme (WFP) is the world&#8217;s largest humanitarian agency fighting hunger worldwide. WFP Somalia&#8217;s four-year Country Strategic Plan (CSP) 2022-2025 emphasizes resilience building, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening, and partnerships.</p>
<p>Under SDG2, WFP focuses on strengthening sustainable food systems and value chains to improve access to nutritious diets and reduce the impact of climate-related shocks. This position will support the implementation of climate smart food systems, livelihoods, and resilience interventions in Galmudug, complementing activities in relief, nutrition, school feeding, social protection, and capacity strengthening. The Programme Policy Officer (Food Systems) will provide technical and operational support in planning, implementing, and coordinating food systems and resilience activities in Dhusamareb, and across the Area Office. The role requires strong contextual understanding of Somalia and Galmudug State, and the ability to apply programme guidelines to deliver integrated interventions for vulnerable communities.</p>
<p>The incumbent will work under the direct supervision of the Head of Food Systems and Resilience &#8211; Garowe, and overall reporting to the Head of Programme, Garowe Area Office, and receive technical guidance from the Strategic Outcome Three (Climate Smart Food Systems) Manager at the Country Office. The PPO &#8211; Food Systems will closely collaborate with technical units (Nutrition, School Feeding, Partnerships, Gender &amp; Inclusion, Monitoring &amp; Evaluation, etc.), government counterparts, UN agencies, and NGOs.</p>
<p><b>KEY ACCOUNTABILITIES</b> <b>(not all-inclusive, within delegated authority)</b>:</p>

<li>Contribute to the implementation of WFP Somalia&#8217;s CSP 2022-2025 and corporate policies aligned with national strategies on economic development and social protection.</li>

<li>Provide technical and supervisory support for effective implementation of food systems &amp; resilience activities, particularly food value chains involving smallholder farmers and cooperatives.</li>
<li>Collaborate with technical units and partners to translate food systems initiatives and policies into field activities.</li>
<li>Support programme development, project design, and contribute to resource mobilization for CSP activities.</li>
<li>Develop and review technical papers, guidelines, and information materials related to food systems, agricultural value chains, market systems, climate change, and partnerships.</li>
<li>Coordinate with government ministries, UN agencies, academic institutions, and private sector partners to strengthen collaboration and provide technical assistance.</li>
<li>Supervise cooperating partners, monitor progress, and ensure timely delivery of outputs.</li>
<li>Assess capacity building needs of partners and beneficiaries, develop training materials, and provide technical guidance.</li>
<li>Support monitoring, evaluation, and knowledge management of food systems and resilience projects, ensuring timely reporting and documentation.</li>
<li>Participate in meetings, workshops, consultations, and field visits to strengthen partnerships and programme delivery.</li>
<li>Provide technical assistance to other WFP units to ensure food systems and resilience programmes are nutrition sensitive and climate resilient.</li>

<p><b>QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED</b>: <b>Education:</b> Advanced University Degree in Agriculture, Agribusiness, Agronomy, Environment and Climate Change, Rural Development or any other related field OR First University Degree with additional years of related work experience and/or training/courses</p>
<p><b>Experience:</b> <b>At least one (1) year</b> of relevant experience with advanced University Degree <b>OR</b> First University degree with a minimum of <b>three (3) or more years</b> of experience in programme implementation, preferably in agriculture value chains, food systems, or resilience programming, monitoring technical activities related to irrigation, production, post‑harvest management, and market access with smallholder farmers or other relevant fields</p>
<p><b>Language:</b> Fluent knowledge (proficiency/level C) of English and Somali language.</p>

<p><strong>What we do</strong></p>
<p>The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.</p>
<p><strong>Purpose</strong></p>
<p>Reporting to the ICT Coordinator, the ICT Specialist is responsible for managing and organising all ICT systems and services in the area of responsibility. The job holder provides support to the management and ICT coordinator in the design and installation of ICT infrastructure.</p>
<p>ICT specialist in Dhusamareb is in charge of ICT activities in all the Sub Delegation`s sites, including Dhusamareb, Beledweyne, Jowhar, and Galkayo.</p>
<p>This is a national/resident position based in Dhusamareb, Somalia.</p>
<p><strong>Accountabilities &amp; functional responsibilities</strong></p>
<ul>
<li>As a part of global support services handles staff queries and escalates as per the ICT policy</li>
<li>Ensures existing ICT infrastructure is functional and performs regular quality control checks</li>
<li>Drafts and keeps technical documentation up to date for all ICT installations</li>
<li>Ensures that global and country-level policies and procedures are implemented and followed</li>
<li>Briefs, advises, and trains end-users on the ICRC&#8217;s ICT systems and equipment</li>
<li>Installs, maintains, and repairs all IT hardware, IT infrastructure (LAN, SDWAN, wireless), and telecom (VHF, SAT phones, and UC) in line with ICRC standards</li>
<li>Keeps track of equipment allocations, dispatches equipment, and follows up on shipments to and from other ICRC sites</li>

<p>The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central Somalia (Mudug, Galgadud, and Banadir regions), implementing interventions in the areas of livelihood, WASH, Governance, peacebuilding, GBV, Nutrition, education, and health, reaching out to more than 200,000 conflict and drought-affected people.</p>
<p><strong>CBMNC PROJECT OVERVIEW</strong></p>
<p>Under the supervision of the Community Health and RH manager, the Senior CBMNC officer will be the focal point for running quality community-based maternal and newborn healthcare services to mothers in Dhusamreeb as per WHO/IRC protocols and international benchmarks.</p>
<p>The community-based maternal and newborn care program consists of multiple phases:</p>
<ol>
<li>Formative phase: Using existing global evidence and innovative and localized mechanisms such as mathematical modeling, user-centered design, and behavioral insights, a preliminary model of a community-based program will be developed.</li>
<li>Stakeholder inputs phase: The preliminary model will be discussed with key technical experts at national and global levels to arrive at a model that will be piloted.</li>
<li>Pilot/implementation phase: The program will be implemented, on which research, monitoring, and evaluation will be conducted.</li>
</ol>
<p><strong>KEY RESPONSIBILITIES</strong></p>
<ul>
<li>Provide technical support to the program staff, including CHW and data collection staff, track the project activities and provide support such as facilitation of community engagement, social mobilization activities, and project documentation.</li>
<li>Lead and facilitate training of the community health workers (CHWs) on MNH-related topics &#8211; Together with the community and health staff and provide regular supportive supervision, field monitoring activities, and on-job and refresher training for CHWs.</li>
<li>The senior CBMNC officer will ensure regular and smooth communication between IRC, research partner Somalia Research and Development Institute (SORDI), and other stakeholders such as the district officer and MoH.</li>
<li>Ensure client feedback and responsiveness response mechanism and tools are in place and adapted by the CHWs in coordination with the M&amp;E sector.</li>
<li>Represent CBMNC/EQUAL to local communities, government departments, international agencies, and local partners based in Dhusamreeb.</li>
<li>Attend relevant meetings, prepare meeting notes as required, and share these with all concerned.</li>
<li>In collaboration with the research team, schedule, and conduct sensitization meetings with MoH Officials and other implementing partners on the study protocol at the district level</li>
<li>Coordinate meetings with IRC and district MoH officials to update on study progress and share interim results</li>
</ul>
<p><strong>Budget &amp; Reporting</strong></p>
<ul>
<li>Work on developing the item forecast for each activity and get the necessary approval.</li>
<li>Ensure that assigned budgets are spent according to the approved work plan.</li>
<li>Support with the logistic and financial tasks related to any planned field activities.</li>
</ul>
<p><strong>Monitoring &amp; Evaluation</strong></p>
<ul>
<li>Participate in the design of the program’s M&amp;E plans and design/adapt the required tools for program documentation.</li>
<li>Conduct monthly review of all program’s epidemiological data, including appropriate analysis and develop monthly reports, while ensuring monthly submission of research data.</li>
<li>Conduct field data collection exercises, including observation, qualitative, and quantitative methods.</li>
<li>Conduct program performance reviews for all selected locations monthly, in collaboration with the Research project Coordinator and field-based Health managers and ensure feedback sessions with SORDI staff to discuss corrective action.</li>
<li>Participate in regular reports for the respective donors and IRC New York Health Unit.</li>
<li>Conduct regular project review meetings, incorporating both qualitative and quantitative data, with field-based staff to assess the level of achievement of project targets for the assigned health grants.</li>
<li>Support in coordinating the capacity building for partner organizations’ staff where appropriate, on monitoring, supervision, and evaluation, as well as other identified areas to build the knowledge and implementation of M&amp;E activities throughout the project. Relevant training may include basic concepts, qualitative and quantitative methods of data collection, analysis, and use of M&amp;E data.</li>
</ul>
<p><strong>REQUIRED QUALIFICATIONS:</strong></p>

<li>University Degree in Nursing/Midwifery, Public Health, or a related field, with a minimum of 2-4 years of practical experience at the community level, preferably involved in the implementation, management, and coordination of community health programs.Proven experience in community mobilization and awareness-raising activities.</li>

<li>Experience in mentoring and training; experience in supervising staff and CHW desirable.</li>

<p><strong>About the MIDA FINNSOM III, Health and Education Project</strong></p>
<p>The past decades have seen continued migration from various African countries, causing a “brain drain” that has debilitated various public sector systems across the continent. Through the IOM Migration for Development in Africa (MIDA) programme, Somali diaspora professionals have supported institutional capacity building, service delivery, and policy development of health and education institutions across Somalia since 2015.</p>
<p>The MIDA FINNSOM PHASE III – Health &amp; Education project – contributes to strengthening the Health and Education sectors in Somalia towards achieving specific priorities in the Education Sector Strategic Plan (ESSP) and the Essential Package for Health Services (EPHS), as prioritized and outlined by the government. The project aims to do so by engaging and enhancing the role of qualified Somali diaspora experts willing to temporarily return to their country of origin. In particular, through assignments within key ministries and public institutions (including hospitals and universities), Somali diaspora experts contribute addressing gaps and enhancing strengths in the planning and delivery of health and education services, coherently with the needs identified through the dedicated baseline assessment conducted during the inception phase of the project. Furthermore, a component of the project is devoted toward contributing to the creation of stable and sustainable access to employment opportunities in the health and education sectors for local experts and interns, who will work in close coordination with the Somali diaspora experts &#8211; therefore reaping long-terms benefits of knowledge transfer, competencies sharing and skills development.</p>
<h4>III. Duties and Responsibilities</h4>
<p>The Federal Government of Somalia’s Ministry of Health and Human services (MoHHS), through the technical assistance provided by the IOM MIDA FINNSOM III Health and Education project, seeks to build the skills of its national health workforce, including its pediatricians.</p>
<p>Under the guidance and supervision of the Director of the Hospital, and with the MoHHS Coordinator and the MoHHS M&amp;E Specialist overseeing the running of the task, the pediatrician will carry out the following duties and responsibilities:</p>
<ol>
<li>Perform his/her professional duties, according to the Ministry of Health and local Hospital guidelines, ensure national standards are maintained and adhere to universal precautions.</li>
<li>Interpret testresults, discuss treatment and medication, andadvise patients and the general public on issues pertaining to child health care,according to the Hospital guidelines.</li>
<li>Transfer skillsand knowledge in explaining diagnoses to staff of the department, local medical students, internship students and residents.</li>
<li>Educate local experts and interns attached to the host institution, as well as patients, on family planning options, for the prevention of diseases underfive years of age, administering vaccinations for commonviruses or allergies and/or other medical care.</li>
<li>Carry out daily ward rounds in the hospital department of pediatrics with other medical doctorsand nurses, healthprofessionals, local experts, interns, medical students, internship students andresidents working in the pediatric department, according to good clinical practice.</li>
<li>Attends to children’s needs during theirfirst year of life.</li>
<li>Perform procedures and provide on-the-job training to localstaff and students on pediatrics emergency cases.</li>
<li>Carry outdiagnostic tasks, complete and duly file treatment documentation.</li>
<li>Admit and discharges patients with appropriate instructions for further follow up and out-patient care.</li>
<li>Refer patients to specialists, basedon their needs.</li>
<li>Participate in case studies and weeklypresentations, write, file and disseminate relevant notes.</li>
<li>Be on-call for night shifts and the emergency department.</li>
<li>Actively participate in existing health sector coordination mechanisms and liaise with health sector stakeholders to contribute to: 1) addressing the unmet needs in reproductive health; 2) optimizing the allocation of available resources; and 3) developing clinical protocols, guidelines, and standards.</li>
<li>Perform any other tasksrequired by the Hospital.</li>
<li>Ensure that all documentation meets local medico-legal requirements, and that statistical data is collected, using the health monitoring system, and to incorporate information in regular reports.</li>
</ol>
<h4>IV: Requirements:</h4>
<p>Besides the specific outputs mentioned in section III, the MIDA FINNSOM III Heath and Education project is requiring the following deliverables to be submitted throughout the assignment. These are the standard requirements for all assignments under this project:</p>
<ol>
<li><strong>Transfer of skills:</strong> The main responsibility of the qualified Somali expatriate—which he/she will be measured against—will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution that staff will benefit from this knowledge.</li>
<li><strong>Work plan:</strong> A work plan must be developed with the Supervisor during the first week of the assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. <p>The Federal Government of Somalia’s Ministry of Education, Culture and Higher Education (MOECHE), through the technical assistance provided by the IOM MIDA FINNSOM III Health and education project, seeks to build the skills of its teacher development advisors.</p>
<p>Under the overall guidance and direct supervision of the Director General of the Ministry of Education, Culture and Higher Education, the advisor will ensure an integrated strategy to support teacher quality improvement across all education subsectors. This includes ensuring strong teacher support systems in place, as well as teachers’ proper supervision, and well-structured training programs to support in-service training. The advisor will support the development of quality training materials, by making sure that are well aligned with government quality standards, objectives and the need to better coordinate and guide efforts to improve teacher quality.</p>
<p>The advisor will carry out the following duties and responsibilities:</p>
<ul>
<li>Conduct a thorough needs assessment to identify areas for improvement in teaching and learning.</li>
<li>Support the design and implementation of teacher training, teacher training tools and mentoring strategies.</li>
<li>Assessing the performance of lower secondary teachers.</li>
<li>Coordinate the development of training modules for teachers in instruction and curriculum content areas, derived through the results of the abovementioned assessment.</li>
<li>Provide coaching and mentoring to teachers to enhance their pedagogical skills and teaching methods to impart knowledge.</li>
<li>Monitor and evaluate the effectiveness of the existing professional development programs for teachers.</li>

<p><strong>About the MIDA FINNSOM III, Health and Education Project</strong></p>
<p>The past decades have seen continued migration from various African countries, causing a “brain drain” that has debilitated various public sector systems across the continent. Through the IOM Migration for Development in Africa (MIDA) programme, Somali diaspora professionals have supported institutional capacity building, service delivery, and policy development of health and education institutions across Somalia since 2015.</p>
<p>The MIDA FINNSOM PHASE III – Health &amp; Education project – contributes to strengthening the Health and Education sectors in Somalia towards achieving specific priorities in the Education Sector Strategic Plan (ESSP) and the Essential Package for Health Services (EPHS), as prioritized and outlined by the government. The project aims to do so by engaging and enhancing the role of qualified Somali diaspora experts willing to temporarily return to their country of origin. In particular, through assignments within key ministries and public institutions (including hospitals and universities), Somali diaspora experts contribute addressing gaps and enhancing strengths in the planning and delivery of health and education services, coherently with the needs identified through the dedicated baseline assessment conducted during the inception phase of the project. Furthermore, a component of the project is devoted toward contributing to the creation of stable and sustainable access to employment opportunities in the health and education sectors for local experts and interns, who will work in close coordination with the Somali diaspora experts &#8211; therefore reaping long-terms benefits of knowledge transfer, competencies sharing and skills development.</p>
<p>III. Duties &amp; Responsibilities</p>
<p>The Federal Government of Somalia’s Ministry of Education, Culture and Higher Education (MOECHE), through the technical assistance provided by the IOM MIDA FINNSOM III Health and education project, seeks to build the skills of its teacher development advisors.</p>
<p>Under the overall guidance and direct supervision of the teacher development advisor/diaspora expert, the local professional will contribute developing and operationalizing an integrated strategy to support teacher quality improvement across all education subsectors. This includes ensuring strong teacher support systems in place, as well as teachers’ proper supervision, and well-structured training programs to support in-service training. The local professional will work closely with the diaspora experts towards the development of quality training materials, by making sure that are well aligned with government quality standards, objectives and the need to better coordinate and guide efforts to improve teacher quality.</p>
<p>The local professional will carry out the following duties and responsibilities:</p>
<ul>
<li>Assist the diaspora expert in conducting a thorough needs assessment to identify areas for improvement in teaching and learning.</li>
<li>Assist the diaspora expert in designing and implementing teacher training, teacher training tools and mentoring strategies.</li>
<li>Support the diaspora expert in assessing the performance of lower secondary teachers.</li>
<li>Support the diaspora expert in coordinating the development of training modules for teachers in instruction and curriculum content areas, derived through the results of the abovementioned assessment.</li>
<li>Support the diaspora expert in providing coaching and mentoring to teachers to enhance their pedagogical skills and teaching methods to impart knowledge.</li>
<li>Contribute to monitoring and evaluating the effectiveness of the existing professional development programs for teachers.</li>
<li>Work closely with the diaspora expert towards collaborating with school leadership and other stakeholders to ensure that the professional development programs for teachers are duly rolled out and align with the ESSP.</li>
<li>Facilitating collaboration and sharing of best practices and lessons learnt amongst teachers.</li>
<li>Support the diaspora expert in timely completing all the relevant program deliverables and reporting duties.</li>
</ul>
<p>The MoECHE Project Coordinator, the MoECHE M&amp;E Specialist, and IOM’s project team will support this assignment through interaction with the qualified expatriate and beneficiary institution.</p>
<p>IV: Requirements:</p>
<p>Besides the specific outputs mentioned in section III, the MIDA FINNSOM III Heath and Education project is requiring the following deliverables to be submitted throughout the assignment. These are the standard requirements for all assignments under this project:</p>
<ol>
<li><strong>Work plan:</strong> A work plan must be developed with the Supervisor during the first week of the assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the supervisor, MoECHE coordinator, MoECHE M&amp;E Specialist and IOM project team. This work plan can be revised during the assignment to reflect on new developments or changes.</li>
<li><strong>Quarterly and Final Reports:</strong> Quarterly progress reports will be submitted by the expert to the supervisor, MoECHE Coordinator, MoECHE M&amp;E Specialist and IOM project team. At the end of the assignment, the participant must also provide a final report covering the duration of his/her assignment.</li>
<li><strong>Exit interview:</strong> An exit interview will be conducted to ensure that a proper exit plan has been put in place to sustain the achievements, upon completion of the assignment.</li>
</ol>
<p>V: Qualifications</p>
<p>Level of Education: Post graduate degree in Education or in a relevant field.</p>
<p>Area of Study: Education.</p>
<p>Years of work experience in what area(s): Minimum of 5 years’ relevant working experience in Somalia or in the East and Horn of Africa.</p>
<p>Good understanding of sound programming principles.</p>
<p>Experience working in primary education with focus on teacher development.</p>

<p>The IRC has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Banadir (Mogadishu), Puntland, Galmudug and Southwest State implementing interventions in the areas of livelihoods, WASH, governance, and peacebuilding, women’s protection and empowerment, nutrition, education, and health reaching hundreds of thousands of conflict and drought affected people.</p>
<p><strong>SCOPE OF WORK:</strong></p>
<p>The Senior Partnership officer will primarily support the IRC Somalia Partnerships Unit in managing IRC’s Nexus Project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Foreign Office (GFFO) with the support of the Senior Partnership Manager and the Senior Nexus Coordinator. The Senior Partnerships Officer will coordinate and manage all partnership management aspects in line with IRC’s Partnership Excellence for Equality and Results System (PEERS). This will include facilitating the due diligence for the partners, preparing partnership agreements and relevant annexes, working collaboratively with the partners to manage any risks, facilitating partnership monitoring and review initiatives, coordinating the reporting processes for all partners and managing all communications with the partners. The Senior Partnerships Officer will also lead in identifying areas for capacity sharing with the partners and invest in the sustainable growth and capacity for IRC Somalia partnership portfolio.</p>
<p><strong>KEY RESPONSIBILITIES</strong></p>
<p><strong>Partnership Management</strong></p>
<ul>
<li>Support the implementation of the Partnership Excellence for Equality and Results (PEERS) system across all areas of partnership management including the pre-award assessment, partner budget review, contracting tool selection; prepare sub-award review through the Opportunity Tracking and Implementation System (OTIS).</li>
<li>Organize the pre-award due diligence and Partner Capacity Assessments (PCA) process with respect to all new partnerships including through appropriate vetting, coordinating PCAs with the other departments, analysis of the risks associated with the award, chairing the Partner Capacity Assessment and the identification and implementation of appropriate measures to manage those risks, working with other departments as appropriate.</li>
<li>Lead Partner Sub-Grants Opening Meeting to ensure sub-grants agreement terms and conditions are well understood by the sub-grantees; arrange for the initial financial reporting training to the sub-grantees where necessary.</li>
<li>Work closely with the partner Partnership team to prepare and update the partnership tracker.</li>
<li>Support Partner Monitoring schedule per Partner Capacity Assessment Results and ensure programmatic and compliance monitoring visits happen in coordination with the partnership team and responsible project Managers.</li>
<li>Support the Senior Partnership Manager on managing the Partnership Working Group (PWG) to deliver the functions of the PWG, including referral of issues to Senior Management Team as appropriate.</li>
</ul>
<p><strong>Partner Support and Capacity Sharing</strong></p>
<ul>
<li>Support IRC Somalia program and operations staff in assessing partner’s capacity building needs and coordinate discussions with partners to develop a capacity building/development plan which is based on the outcome of the assessment (PCA). Ensure the plan is tailored, targeted, and responsive to their organizational needs and priorities.</li>
<li>Support IRC’s role in the delivery of capacity sharing plans for partners in close coordination with the Senior Partnerships Manager</li>
<li>Support the Senior Nexus Coordinator and Senior Partnership Manager in ensuring that sub-grants are implemented in compliance with the relevant donor regulations and IRC procedures.</li>
</ul>
<p><strong>Documentation and Reporting</strong></p>
<ul>
<li>Support comprehensive information management and filing system to ensure all partnership agreements, reports, key correspondences, D codes, etc. are appropriately filed in up-to-date and consistent soft (Box) and OTIS files managed by the Partnerships Unit.</li>
<li>Work Closely with the partnership and grants team to ensure the timely scheduling of the sub-award closeout activities in close coordination with IRC internal relevant program staff per PEERS guidelines.</li>
<li>Oversee and work with project team and other relevant staff to review partner reports and support the drafting and compilation of partner reports in the overall donor reports.</li>
<li>In collaboration with the Nexus project team, track sub-award partners’ deliverables and ensure that partners’ contractual reports are reviewed, and feedback is provided</li>
<li>Track and document lessons learned from finalized sub-awards.</li>
</ul>
<p><strong>Communication and information management</strong>:</p>
<ul>
<li>Provide support, as required, in drafting donor correspondences and taking minutes during partnership-led meetings, as well as project review meetings, and following up action points, as required.</li>
<li>Support other program initiatives / work streams / task as assigned.</li>
</ul>
<p><strong>REQUIREMENTS:</strong></p>
<ul>
<li>University degree in Social Sciences, International Relations, or another relevant field.</li>
<li>3 to 5 years’ experience working with sub-grantees and/or local partner organizations and demonstrated ability to form effective and productive relationships with stakeholder counterparts.</li>
<li>Experience in grants management, proposal development (program narratives and budgets) and donor reporting.</li>
<li>Ability to work with tight deadlines for report writing/ information requests.</li>
<li>Excellent organizational skills, ability to determine and juggle multiple priorities, and attention to detail is critical.</li>

<p><strong>Job Overview:</strong></p>
<p>Summary of Responsibilities: Working directly with program staff and partners to ensure compliance of the NEXUS project two donors, BMZ and GFFO. The project Finance Manager will primarily lead the management of the Nexus project as a whole and report to Senior budgeting and Financial Reporting Manager in close partnership with senior NEXUS coordinator and work closely with other team to ensure compliance on spending and take a lead on both internal and external financial reporting. As most of the project implementation is done by partners, the Project Finance Manager will be responsible for working with all relevant parties to ensure accurate and timely partner disbursements, liquidation and expenses posting to reflect in our books.</p>
<p><strong>Purpose of the Role</strong></p>
<p>The Project Finance Manager will specifically work on the Nexus project comprising BMZ and GFFO grants supporting the program teams in ensuring compliance in budgeting, spending and reporting in accordance with IRC and donor requirements on a timely basis. (S)He will develop budget management tools and conduct training to improve efficiency for donor reporting and compliance.</p>
<p><strong>Scope and Authority</strong></p>
<p>This position will be expected to work closely with program and finance colleagues in managing BMZ and GFFO funding from the inception, implementation, reporting and auditing phases. The position will have no line management authority.</p>
<p><em><strong>Grants Financial Management (50%)</strong></em></p>
<ul>
<li>Run monthly BvAs by 15th of each month for the Nexus projects grants and analyze the performance issues identified such as burn rate and progress against spending plan.</li>
<li>Prepare and regularly update spending plans; lead the preparation of forecasts, including for donor reporting.</li>
<li>Support in preparing the budgets for new Nexus programme initiatives, budget amendments or realignments as required.</li>
<li>Revise and update Power BI tools and templates for spending management and donor reporting.</li>
<li>Prepare all grant allocations and funds in excel as new grants arise and create D2 codes (for upload in Integra]) for the grant budgets to enable financial tracking and reporting.</li>
<li>Review all travel documentations and invoices and coding, making sure that all the payments are properly charged to the projects and coded according to the system in place (from a range of sources: salary costs, supplier invoices, expenses claim).</li>
<li>Maintain tracking systems for match funding ensuring spending is as per donor requirements and reported accordingly.</li>
<li>Maintain a record of funds requests from the donors of both BMZ and GFFO funds is properly maintained and reconciled with Integra as received.</li>
</ul>
<p><em><strong>Grants Financial Reporting and internal reconciliation (30%)</strong></em></p>

<li>Preparation of financial reports in line with donor requirements and quality standards and ensuring they are submitted in compliance with donor reporting deadlines.</li>
<li>Maintain records for both grants ensuring the internal tools such as Integra and Power BI reflect the correct data in Correct budget, actual spending, commitments, and inventory.</li>

<p>Work closely with supply chain department to ensure the inventory for the projects are distributed on a timely basis to charge the grant within the correct period.</p>

<p>The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in Central Somalia (Galmudug, Puntland and Southwest regions) and Banadir implementing interventions in the areas of livelihood, WASH, Governance, and peacebuilding, GBV, Nutrition, education and health, reaching out to more than 200,000 conflicts and drought affected people</p>
<p><strong>CBMNC PROJECT OVERVIEW</strong></p>
<p>Under the supervision of the Research Project Coordinator, the Research and learning officer will be the focal point for executing research and learning activities around a new community based maternal and newborn care program that will be implemented in Dhusamreeb. He/she will work closely with community health program staff to improve program quality through enhanced data management systems and processes supporting health projects under the CBMNC project.</p>
<p>The community-based maternal and newborn care program consists of multiple phases:</p>
<ol>
<li>Formative phase: Using existing global evidence and innovative and localized mechanisms such as mathematical modeling, user-centered design, and behavioral insights, a preliminary model of a community-based program will be developed</li>
<li>Stakeholder inputs phase: The preliminary model will be discussed with key technical experts at national and global level to arrive at a model that will be piloted</li>
<li>Pilot/implementation phase: The program will be implemented, on which research, monitoring, and evaluation will be conducted.</li>
</ol>
<p>The Research and Learning Officer is expected to mainly contribute to this third phase of work, supporting relevant process evaluation and M&amp;E work of the pilot program.</p>
<p>We anticipate this project to be approximately three years long. This project will work in parallel with a multicounty research project called Ensuring Quality Access and Learning (EQUAL) which aims to produce rigorous, operationally relevant research and evidence to improve maternal and neonatal health in low-income, conflict-affected contexts.</p>
<p><strong>KEY RESPONSIBILITIES</strong></p>
<ul>
<li>Serve as a focal point for all monitoring and evaluation activities, progress reviews, assessments and developing reports, etc.</li>
<li>Provide technical oversight of the M&amp;E of the CBMNC project and support the monitoring of MNH intervention implementation, as per the program M&amp;E plan.</li>
<li>Build the key partners’ capacity by preparing supervision instruments and processes based on the program M&amp;E plan and support the implementation of these instruments in the Supervision of Community Health Workers.</li>
<li>Distribute reporting materials; support regular data collection supervision with the design and implementation of agreed tools and processes.</li>
<li>Support research partner focal points to ensure accurate report completion and provide technical support to the analysis of program performance and provide advice for improvements.</li>
<li>Support consolidated reports from each village and provide feedback to the key technical staff.</li>
<li>Build partner capacity by assisting in developing and implementing mechanisms for supervision and monitoring.</li>
<li>Participate in the required performance review meetings with the government and partners.</li>
<li>Monitor progress in the implementation and results of the projects against the strategic objectives and indicators, as well as promote and support the quality assurance of all project interventions.</li>
<li>Oversees all the data collection and analysis processes, and facilitates baseline, progress studies, and surveys as required.</li>
<li>Conducts qualitative and quantitative data analysis and information evaluation, contributing towards the situation analysis, progress, constraints and gaps assessments, and evaluation of the program performance.</li>
<li>Provide technical support and training to project partner(s) to strengthen M&amp;E systems, including the development of systems, the recommended reporting and monitoring formats &amp; guidelines or/and provides any on-site support.</li>
<li>Provides appropriate comments and prepares consolidated high-quality analytical and visualized reports in collaboration with the project team.</li>
<li>Assists in the collection and dissemination of lessons learned, actioning evidence-based programming informing the project approach, and adapting the M&amp;E systems and framework as required by the context.</li>
<li>Participate in strategic program discussions on the planning of the project.</li>
<li>Maintenance of data platform for the project.</li>
</ul>
<p><strong>REQUIRED QUALIFICATIONS:</strong></p>
<ul>
<li>University Degree in public health, development studies, research methods, or statistics from a recognized institution with a minimum of 2 years of experience in health and community health programming.</li>
<li>Strong experience in M&amp;E and research work, especially quantitative surveys for maternal newborn health, or community health, is preferred.</li>
<li>Advanced proficiency in the English language, both oral and written, and the ability to use Microsoft Excel functions effectively</li>
<li>Excellent communication skills and the ability to lead, train and motivate a team</li>
<li>Proven analytical, communication/ negotiation skills and ability to think strategically.</li>
<li>Willingness/ability to travel to locations and live in challenging environments</li>
<li>Experience in working collaboratively with the local and national government</li>
