<p>Under the direct supervision and management of the Dollo Area Manager, the MEAL Specialist will provide technical support to all projects and ensure all the required MEAL activities are implemented in Dollo area office. The specialist will ensure that the area office’s MEAL activities are in line with the country office MEAL framework as well as DRC global MEAL model. The specialist will work closely with Addis Ababa-based MEAL Manager, MEAL Coordinator and program team to ensure compliance with DRC’s MEAL requirements and best practices.</p>
<p><strong>Your main duties and responsibilities will be:</strong></p>
<p><strong>Monitoring and evaluations</strong></p>
<ul>
<li>Ensure full compliance with DRC’s Global MEAL model and DRC Ethiopia MEAL framework in Dollo area office</li>
<li>Maintain DRC MEAL systems and tools used to track project implementation progress and analyze the information to measure project results and progress and used for decision making purposes.</li>
<li>Participate in program design and proposal discussions, including support on MEAL components of project proposals including log frame design and budgeting for M&amp;E.</li>
<li>Develop and operationalize MEAL plans and matrix for all projects in Dollo area office based on project documents and existing MEAL systems.</li>
<li>Provide technical guidance in the design and implementation of M&amp;E activities for all sectors in the area office</li>
<li>In close collaboration with the Addis Ababa-based MEAL Manager/coordinator and the program team, develop sector-specific data collection tools and ensure their proper use at Dollo field office. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.</li>
<li>Regularly update project management tools including project Indicator Performance tracker sheets and analyses them</li>
<li>Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the Area Manager, implementing teams and MEAL Manager, and documenting lessons learned.</li>
<li>Perform validation analysis of programmatic reports and facilitating improvements of record keeping and programmatic data reporting</li>
<li>Take the lead in coordinating field-level assessments (e.g. baseline, midline, endline, PDMs), including leading and/or overseeing field data collection, training of data collectors, and the provision of support towards data analysis and reporting.</li>
<li>Ensure timely submission of monitoring data through approved tools and mechanisms on a monthly basis including indicator tracking tools and analyses them</li>
<li>Organize and facilitate field-level learning events on regular basis to capture, document and disseminate lessons learned for internal and external purposes and incorporate them in project designs</li>
<li>Maintain a database of MEAL tools, reports and lesson learned at field office level</li>
<li>Conduct regular field monitoring visits to all projects at field offices including to the neighboring countries to ensure projects are on the right track and implemented based on desired way and provide timely feedback to inform decision making on progress, results (outcomes) and program quality improvement</li>
<li>Engage in program team in DIP development and actively participate in organizing kick off meetings, review meetings and close-out meetings</li>
<li>Identify and conduct MEAL-related capacity building needs and opportunities for DRC’s program and partner staff on MEAL technical a conceptual areas in Dollo field office including on Core Humanitarian Standards and beneficiary feedback mechanisms and support program teams are well equipped and apply into their work</li>
<li>Coordinate with regional technical lines bureaus and the Refugees and Returnee Services (RRS) for reporting purposes and during project monitoring exercises and terminal evaluations Engage in internal project data quality assessments and audits</li>
<li>Provide support in preparing and reviewing reports and verifying consistency between collected data, means of verification, the IPTT and donor reports.</li>
<li>Provide technical assistance and advise to Dollo team in the design and implementation of MEAL activities as well producing inductions to the field office staffs.</li>

<p><strong>Experience and technical competencies:</strong></p>

<li>A minimum of 3 years of MEAL experience within the humanitarian or NGO field.</li>
<li>Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing and reporting data.</li>
<li>Sound technical skills in CHS, accountability, and establishing functional CFM systems</li>
<li>Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis.</li>
<li>Excellent analytical, presentation, and report writing skills.</li>
<li>Experience using software applications such as Excel, or statistics software such as SPSS, STATA.</li>
<li>Previous experience with electronic or mobile data collection.</li>
<li>Experience in facilitating MEAL trainings and capturing and disseminating lessons</li>
<li>Ability in managing several activities effectively with desired quality and detail as well meeting deadlines.</li>

<li>Maintain and monitor a system for accruals and outstanding payments all in accordance with DRC and donor rules and regulations.</li>
<li>Responsible for maintenance/formulation of a Master Budget for the area office in collaboration with relevant program managers and share to the Area Manager</li>
<li>Ensure compliance with donor guidelines in the allocation of costs and management of funds.</li>
<li>Support the CO finance team in the preparation of all financial reports and audits for grants at periodic intervals and submit them to Head of Finance and Administration for review.</li>
<li>Lead monthly financial review meetings with budget holders and the Area Manager and provide financial analysis with the Area Manager and CO senior management team.</li>
<li>Provide strategic support, including projections and recommendations on financial matters to the Area Manager and Head of Support Services.</li>
<li>Help implement thorough and effective budgetary control and ensure accountability and donor compliance in all financial documentation</li>
<li>Monitor support service budget expenditure reports for donors, and check compliance with donor financial reporting requirements</li>

<li>Lead internal HR duties, including tracking staff attendance, leave requests, gathering timesheets, filing contracts, and assisting in the preparation and updating of payroll database, ensure proper filing of contracts – including management of staff contracts, contract renewals, amendments, exit clearances.</li>
<li>Lead external HR duties, including posting vacancies, conducting recruitments, and drafting contracts.</li>
<li>Lead the planning and delivery of all inductions and orientations for new staff in a timely manner, and for planning and tracking training and capacity building for staff.</li>

<p>The DREAMS program aims to improve the well-being of 100,000 women, children, and men over five years for refugees and host communities in the Somali region of Ethiopia. Working with refugees and host communities in the Somali region of Ethiopia. The program will integrate two proven models &#8211; poverty graduation and Market Systems Development &#8211; layering these approaches in a new way that will ensure that the poorest households can improve their income and well-being significantly and maintain Mercy Corps will lead the Market Systems component of the program and will be responsible for developing market access pathways to ensure those businesses can be successful and supporting the operating environment for businesses and communities to thrive.</p>
<p><strong>General Position Summary</strong></p>

<li>The position holder will be responsible for mainstreaming gender, safeguarding and CARM (Community Accountability and Reporting Mechanisms) in the DREAMS project He/She/ will also be the focal person for these core cross cutting initiatives in Dollo-ado.</li>

<p>Under the overall supervision of the Supply Chain Officer, the direct supervision of the Senior Procurement and Logistics Assistant, administrative supervision of Head of Sub Office/OIC in Dollow and in close coordination with P&amp;L Assistant in Kismayo, the Driver will perform:</p>
<p><strong>Core Functions / Responsibilities:</strong></p>

<li>Drive IOM vehicles inside and outside Dollow, including on convoys, and execute tasks as assigned by the Procurement and Logistics Assistant.</li>
<li>Ensure the safety of passengers, cargo and vehicle and observe traffic rules and road discipline.</li>
<li>Manage the day-to-day maintenance of the assigned vehicle(s), including armoured Vehicles, to ensure roadworthiness before departure. This includes daily check of tires, brakes, engine oil, fan belt, etc. Ensure cleanliness of the vehicle(s) at all times and mandatory MOSS equipment is present and in proper working order i.e. fire extinguisher.</li>
<li>Collect mail/cargo and deliver various documents/items as planned by the Procurement and Logistics Assistant.</li>
<li>Fill in the inspection sheet of vehicle status and share with the Procurement and Logistics Assistant. Report promptly any defects or malfunctioning of the vehicle that requires immediate attention to the Procurement and Logistics Assistant.</li>
<li>Driving IOM vehicles, transport persons and goods authorized by IOM, from one destination to another in a timely, safe and cost-effective manner.</li>
<li>Ensure that in case of accident, supervisors are informed and a (police) report is obtained. In no case should the driver accept responsibility.</li>
<li>Maintain the vehicle road log sheet including the fuel status and oil changing at all times.</li>
<li>Follow all security procedures and coordinate with the Field Security Officer and Local Security Assistant on security matters and convoy planning.</li>

<p>1. <strong>Site/Catchment management</strong></p>

<p>Our client team in Somalia is implementing frontline activities as well as taking the lead in coordinating the Camp Coordination and Camp Management (CCCM) cluster to improve the coordination, delivery and monitoring of humanitarian services to vulnerable populations living in communal settings.</p>
<p>Under the overall supervision of the CCCM Programme Officer and the direct supervision of the Senior Project Assistant (CCCM), the successful candidate will be responsible for our client’s Site Management operations as part of the wider CCCM programming, ensuring that activities implemented are in line with the CCCM Global Cluster policies and strategies.</p>
<p><em><strong>Role objectives:</strong></em></p>
<ul>
<li>Support coordination with various operational partners and IDP institutions within and across sectors including IDP leaders, community groups, service providers and government ministries, etc.</li>
<li>Promote community participation, conduct awareness sessions, and support service providers in organizing community consultations, with representation of women, men, girls, boys, persons with disabilities, of all ages, and minority groups.</li>

<p><strong>1. Summary of Position</strong></p>
<p>The position holder shall be in charge of technical quality implementation and delivery of health and nutrition, FSL and WASH services in the assigned District. S/He will mainly be responsible for the daily implementation of the screening, OTP, consultation, outreach EPI, health education, WASH/sanitation, safe motherhood and child health as well implement delegated FSL Project activities according to the Plan of action.</p>
<p>The project officer purpose, engagement, and delivery are:</p>
<p><strong>Purpose.</strong></p>
<p>The position holder is also expected to provide supervision, technical assistance and capacity building to health extension workers and health workers in health facilities. She/he will be responsible for the daily implementation of health and Nutrition services package as per the standard, supporting health facilities assigned as integrated health &amp; Nutrition modality and ensure that Projects target beneficiaries most in need, and explore and asses new and better way to assist, Promote and share ideas for technical improvement and liaise and collaborate with relevant local authorities and other key stakeholders.</p>
<p><strong>Engagement</strong>:</p>

<li>Coordinate with the community committees to facilitate the quarterly convergence point’s meetings at the district level.</li>
<li>Plan and coordinate trainings for structures; Peer educators and leaders on Health and Nutrition and support the respective meetings.</li>
<li>Participate in the development of program work plans and reviewing them on a monthly basis with the Managers.</li>
<li>Assist in the preparation of the donor reports and project reports.</li>
<li>Ensure that all activities are implemented according to the work plan and that targets are met.</li>

<p><strong>Job Summary</strong></p>
<p>Under the overall leadership of the WASH Manager, the WASH Project Engineer will be in responsible for providing quality and timely technical support during construction and rehabilitation of Community based water and sanitation infrastructure in line with donor requirements and WASH cluster technical guidelines.</p>
<p><strong>Duties and Responsibilities:</strong></p>
<p>The Project engineer will have the following tasks all in accordance with COOPI rules, procedures and standards:</p>
<ul>
<li>Take part in WaSH need assessments of program areas, collection of baseline data and identification of beneficiaries. Collect and use data disaggregated by gender, age and disability to effectively inform programming.</li>
<li>Establish professional working relationships with all program stakeholders, in particular, regional WASH Cluster, Ministry of Energy and Water Resources, Local Authority central and Community Representatives;</li>
<li>Respond to the urgent WASH needs in hard-to-reach locations through direct implementation including monitoring emergency water distribution, construction and rehabilitation/upgrading of shallow/deep wells, boreholes, earth dams, berkads and construction of emergency latrines, whilst providing recommendations on other longer-term solutions.</li>
<li>Work with the WaSH Expert in the design of water and sanitation infrastructure in conformance with applicable donor requirements, WaSH technical guidelines and/or international norms.</li>
<li>During project launch and inception, share project information to affected populations on the expected results and activities, timeframe, beneficiary rights and entitlements, staff roles and responsibilities.</li>
<li>Pay weekly site visits for ongoing constructions to observe, offer technical support and record progress (include dated GPS tagged photos) to ensure compliance of design, Bill of Quantities, specifications and quality of the work.</li>
<li>Respond to and record complaints, regardless of whether corrective measures can/need to be put in place.</li>
<li>Liaise with the Program Manager; and community representatives as appropriate to ensure that way leaves, rights of way and other issues are resolved in good time to minimize delays in contract completion.</li>
<li>Coordinate with the WASH Expert to deal with emerging issues involving design changes to conform to site conditions and to ensure there are no construction delays;</li>
<li>In liaison with MoEWR, local authorities and other stakeholders facilitate official handover of complete infrastructure to beneficiary communities.</li>
<li>Coordinate and facilitate community training on operation and maintenance for water points.</li>
<li>Liaise with the Hygiene and Sanitation Facilitator to ensure consideration of all aspects of Sanitation infrastructure during siting and construction.</li>
<li>Ensure acceptable water quality in line with WHO guidelines from complete water points as well as emergency water distribution.</li>
<li>Ensure all construction works conform to design, BoQs and are tested before endorsement of completion certificates.</li>
<li>Represent COOPI at Gedo WASH Cluster forums or technical working group meetings as required by the PM, ensuring that all WASH engineering activities are coordinated with other actors and stakeholders in the program area.</li>
<li>Ensures that laborers (skilled, unskilled, beneficiaries) and contractor workers observe minimum health and safety procedures to minimize risk of accidents/injuries.</li>
