<p><strong>Hydrogeological/Geophysical Survey &amp; Borehole Drilling in Eyl district </strong></p>

<li><strong>Background </strong></li>
</ol>
<p>Action Against Hunger is one of the major humanitarian actors in Somalia since May 1992. Action Against Hunger entry into the country was as a result of a major famine outbreak in 1992, which claimed many lives. During its 19-year presence, ACF has provided support in Nutrition; Health; Water, Sanitation &amp; Hygiene; and Food Security and livelihood sectors in six (6) regions namely Galgaduud, Banadir, Bakool, Gedo, Bay and Nugaal regions. Currently, ACF is present in three regions of South-Central Somalia namely Bakool, Banadir, and Lower Shabelle and also in Puntland (Nugaal region). In 1995, due to overwhelming humanitarian needs in Mogadishu, ACF launched a health and nutrition programme in the city, which has been running to date. With deteriorating humanitarian situation in South- Central Somalia in 1999, ACF responded to the crisis by opening a base in Luuq (Gedo region) and five years later opened operations in Bakool region, which continued to run to date. Operations in Lower Shabelle and Nugaal regions were opened in 2013/14. ACF has developed programmes in nutrition, health, food security and WASH sectors in these areas.</p>
<p><strong>1.1 Location</strong></p>
<p>Qarxis is one of the villages under Eyl district administration, Nugaal region. The village is 90km away to the northeast of Eyl and approximately 150km from Garowe. It sits at an altitude of 7.97824 N 49.815986 E. The village is generally hot, sunny, and dry and has an estimated population of 4,800 that are purely dependent on livestock rearing with a number of undocumented daily pastoralist movements. The village is located at an intersection and serves as a hub to remote villages of the district. It hosts pastoral dropouts who lost their assets and livestock during the recent cyclone and shocks that affected their livelihoods. The village had been experiencing shortage of water due to constant rain failure. Scarcity of water is a major challenge for Qarxis community and the neighboring villages and all depend on the stored seasonal water from the barkeds. However, the Qarxis communities yearn to one day  have access to sustainable water infrastructure (boreholes) that can reduce the water needs and further improve access to water for multi uses. The main source of livelihood for the community is livestock accompanied by small-scale businesses.</p>
<p><strong>1.2 Project Description</strong></p>
<p>The SomReP project funded by SDC in Eyl district is a multi-year resilience building project whose goal is to increase the resilience of chronically vulnerable Somali people, households, communities and systems to climatic shocks and other related risks in targeted pastoral, agro-pastoral, coastal, and peri-urban livelihood zones by 2023. CAAP process supports communities to identify water points to rehabilitate, construct, and upgrade to improve their resilience within the framework of a district-level strategy.</p>
<p>The multi-use water infrastructure activities under the SDC Project include:</p>
<ul>
<li>Hydrogeological survey (6 sites to be investigated)</li>
<li>Drilling and equipping of one borehole (multi powered)</li>
<li>Construction of elevated water tanks 50M<sup>3</sup></li>
<li>Construction of distribution infrastructure (4 Water kiosks, 3 animal troughs and piping works)</li>
<li>Water conservation infrastructure rehabilitation/construction (Berkads)</li>
</ul>
<p>To ensure sustained access to water for the populations in Eyl, ACF plans to drill a multipurpose water borehole in the district supported by SDC. The BH is expected to serve the neighboring villages especially as a filling point for water bowsers during dry seasons.</p>
<p>In this regard, ACF is sourcing for a drilling company with capacity to conduct a comprehensive Hydro-geological /Geophysical Survey and related studies for the area (including neighbouring villages) and to subsequently drill a productive borehole. The purpose of the hydro-geological /geophysical survey is to explore the possibility of identifying a groundwater source for the Eyl rural communities. The survey aims at evaluating the groundwater situation as it is, through;</p>
<ol>
<li>Collecting any available relevant data (e.g. drilling logs, use of local knowledge from the team of local experts),</li>
<li>Evaluating data from the surrounding boreholes,</li>
<li>Reviewing available previous hydrogeological survey reports from the neighbouring districts</li>
<li>Carrying out field geophysical measurements and</li>
<li>Prepare the survey report which will be in accordance with standards set in this ToR and shall meet ACF, Donor, Government and community objectives of drilling a successful borehole that will provide sufficient water for domestic and livestock use.</li>
</ol>
<p>To support the survey ACF will consult with the beneficiary communities, government representatives and local experts to identify 6 potential sites for a new borehole (however, these locations can be modified by the consultant depending on desk and field level studies).</p>
<ol start="2">
<li><strong>Overall and specific objectives of the Consultancy work</strong></li>
</ol>
<p>The overall objective of this study is to conduct comprehensive Hydro-geological /Geophysical Survey in Eyl District. The Consultant is expected to use both secondary and primary data in the exercise; Secondary data will involve desk study of available information/data on existing boreholes, drill logs, reports and maps while primary data will be obtained by carrying out Hydro-geophysical measurements within the study area using the necessary hydro-geological surveying equipment.</p>
<p>The outcome of the consultancy will be a detailed hydro-geological survey report giving details of the findings and recommendations</p>
<ul>
<li><strong>Specific Objectives:</strong></li>
</ul>
<ul>
<li>Document existing knowledge on abstractions and ground water in the area (make use of information provided by the local team of experts)</li>
<li>Undertake geophysical survey for 6 locations identified by ACF. For each site assess feasibility and if possible recommend installation depth for pump and estimated yield</li>
<li>Prepare water balance for the area and identify safe level of water abstraction</li>
<li>Prepared summary of areas hydrogeology and geology including major faults</li>
<li>Prepare indicative construction BOQs and drawings for new water points</li>
</ul>

<li><strong>Scope of the Work:</strong></li>
</ol>
<p>The hydro-geological/geophysical investigations will be carried out in a multi-step approach;</p>
<ul>
<li>Desk study: Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, meteorology, geological reports and maps (if available), borehole and surface water records, etc.</li>
<li>Hydro-geological fieldwork: Detailed reconnaissance survey of project area. (GPS co-ordinates/P-codes, water level measurements, condition and performance of these boreholes, usage and performance where applicable) inspection of geological, geo-morphological and structural characteristics of the investigated area; verification of existing data and findings.</li>
<li>Geophysical survey at 6 sites (resistivity/IP profiling or vertical electrical/IP soundings)</li>
<li>Analysis of hydro-geological/geophysical data.</li>
<li>Compilation, analysis, and evaluation of the gathered data and information.</li>

<p><strong>Description of Project Being Evaluated</strong></p>
<p>World Vision Somalia (WVS) has worked with the children of Somalia, their families and communities since 1992 through a variety of emergency and rehabilitative programming to address the emergency needs of the communities while addressing some of the underlying causes of vulnerability in those same communities. The strategic aim of the Somalia program is to develop and implement high-quality projects that address the emergency, rehabilitation and developmental needs in a demand-driven and responsive manner. The overall goal of all World Vision programs is to save lives and contribute towards the economic development of the Somali people while contributing to the child well-being outcomes.</p>
<p>In Puntland, a high level of acute malnutrition tends to persist in several population groups due to underlying/structural causes. The overall, level of acute malnutrition at national level has improved to Serious (5-9.9% Global Acute Malnutrition-GAM) in the current 2018 Gu 2018 (median GAM of 14.0%) from Critical in 2017 Gu (median GAM of 17.4%). There are no improvement in the overall current acute malnutrition prevalence compared to 2017/18 Deyr (median GAM of 13.8%). GAM prevalence is Critical (15-29.9%) in 12 out of 33 populations surveyed. Crude Death Rate (CDR) is Critical (1 to &lt;2/10 000/day) in 3 out of 33 population groups surveyed. Morbidity rates remain high (&gt;20 %) in many parts of the country. Accordingly, between August and December 2018 an estimated 294200 children were estimated to face acute malnutrition, including 55200 likely to be severely malnourished (total acute malnutrition burden) nationally. According to the Integrated Nutrition and Mortality Survey conducted in 2018, the global acute malnutrition (GAM) prevalence was recorded at 17.8 % (13.3 &#8211; 23.3 95% C.I.) indicating critical situation in Burtinle and serious in Garowe while the prevalence of severe acute malnutrition (SAM) in the survey was at 3.7 %( 2.2 &#8211; 6.2 95% C.I.)</p>
<p>Infant and young child feeding practices directly affect the nutritional status of children under two years of age and, ultimately, impact child survival. Improving infant and young child feeding practices in children 0–23 months of age is therefore critical to improved nutrition, health and development of children. The IYCF assessment conducted during the 2018 SMART Survey for Puntland in Garowe and Burtinle districts[1] showed a significant proportion of children (14.7%) having never been breastfed. Generally, 80.2% of children were ever breastfed, and 27% had early initiation of breastfeeding as a reflection of the breastfeeding culture which is low keeping in mind the importance of early initiation of breastfeeding both to the infant and the mother. On exclusive breastfeeding, 9.3% mothers exclusively breastfed up to 6 months of age according to the end of project evaluation to assess the primary health care project Eyl, Puntland, Somalia. These children miss out on the many benefits of breastmilk, specifically missing out on some of the nutrition’s the child would need in the first six months of life, as well as missing out on protection against common childhood infections such as diarrhoea and pneumonia. Poor and untimely complementary feeding is one of the risk factors to child undernutrition. Only about half (52.2%) of the children 6-8 months were introduced to complementary foods on time. All the children in the sample did not achieve the acceptable dietary diversity based on a 24- hour recall. The WHO recommends that children 6-23 months should receive foods from four or more food groups to achieve acceptable diet diversity. The project works towards scaling up the implementation of infant and young child feeding programs to improve the child care practices such as breastfeeding, complementary feeding and dietary diversity for children 6-23 months.</p>
<p>To address the above challenges, WV Somalia has been implementing the integrated nutrition and livelihoods project to provide prevention, treatment and management of severe acute malnutrition within the target region. WV Somalia closely works with the identified and trained CHWs at the community level in identification, referral and follow-up of severely malnourished children from the community to the health facilities for treatment and management. The project also supports the stabilization centre-crucial in the management of severely malnourished under-fives with complications and the 5 Outpatient therapeutic program (OTP) in management of severely malnourished under-fives without complication. The project provides referral mechanisms from the OTP program to the WFP supported Therapeutic Supplementary Feeding Program (TSFP) program for a continuum of care to recovery. Besides, the project works to strengthen the active case finding for the PLWs, through the Mother led MUAC and the CHWs and ensure that these are entered into the WFP Nutrition that focuses on the TSFP program. Similarly, the project through the Positive Deviance /Hearth (PDHearth) component focuses on identification, referral and management of severely malnourished under-fives who have been followed throughout the project period to assess progress. Community mobilization and sensitization are conducted by the CHWs on the project services to create awareness and enhance uptake. Community dialogue meetings are also held to discuss the key barriers to proper nutrition and suggest new ways to counter the barriers, thus contributing to improved nutrition situation of the target population.</p>
<p>The project has been implemented for the last 18 months and will come to an end on 30 September 2020. Therefore, this ToR has been prepared to hire a highly competent external Consultant to evaluate the project performance in the implementation period.</p>

<p>The main objective of the project is to contribute to addressing the underlying and immediate causes while reducing morbidities and mortalities associated with malnutrition in Nuggal Region, Puntland.</p>

<p>The project evaluation is intended to benefit multiple stakeholders that have been involved directly or indirectly in the project implementation process. In particular, the following stakeholders will be involved in the evaluation process:</p>

<p>This is an End of Project Evaluation that will assess the progress made by the project towards achieving the project goal of contributing to addressing the underlying and immediate causes while reducing morbidities and mortalities associated with malnutrition in the Nuggal Region. The assessment of the project&#8217;s impact will focus on the contribution made by the project from inception.</p>

<p>The primary purpose of this evaluation is to assess the impact, appropriateness, effectiveness, efficiency, and sustainability of the project. The project endline evaluation will also help to draw key lessons learned and the best practices to the project stakeholders. <h3>6. Evaluation Methodology</h3>
<p>The evaluation methodology will be designed in alignment with COVID-19 Standard Operating Procedures (SOPs) and preventive measures provided by the Ministry of Health (MOH) Puntland. The data collection process will apply both quantitative and qualitative methods. However, a more detailed evaluation methodology will be designed by the external Consultant in consultation with WV Somalia Quality Assurance team and the Project Manager. The detailed design of methodology must include the following;</p>
<ul>
<li>The evaluation design (in alignment with COVID-19) preventive measures</li>
<li>Data collection instruments, protocols, and procedures</li>
<li>Procedures for analysing quantitative and qualitative data</li>
<li>Data presentation/dissemination methods</li>
<li>Report writing and sharing etc.</li>
</ul>
<p>The key data collection methods will include the following among others.</p>
<ul>
<li>Document reviews including the project proposal, monthly, quarterly monitoring reports and project review reports.</li>
<li>Caregiver surveys</li>
<li>Remote Key Informant Interviews (KII) with WV Somalia staff and partners</li>
<li>Limited focus group discussions with strict adherence to COVID-19 SOPs</li>
<li>Reflection and feedback sessions with staff and partners.</li>
</ul>
<p>Given the current travel restrictions, the Consultant may be required to remotely work with WV Somalia Quality Assurance team in implementing the evaluation process. Besides, the Consultant will be expected to employ the use of mobile data collection and Geographical Information System (GIS) tools in the evaluation process, ranging from data collection, analysis and presentation of results.</p>
<h3>7. Evaluation Deliverables</h3>
<p>The Consultant will be expected to deliver the following outputs:</p>
<ul>
<li>An inception report detailing the methodology to be used and sample size calculations, a detailed execution plan, data-collection tools.</li>
<li>Draft report submitted to WVS within an agreed timeline between the WVS and the Consultant (soft-copy)</li>
<li>A presentation of the key findings and recommendations to WV Somalia and other stakeholders. This will be remotely done, given the current coronavirus pandemic.</li>

<h3>8. Lessons Learned</h3>
<p>· Orientation and training of both internal and external data collectors, as well as the pilot testing of contextualized evaluation tools, KII and FGD tools, should be given a thorough consideration; hence a considerable time should be planned for these tasks.</p>
<p>· Data collection quality control mechanisms and data validation schemes should be embedded into the evaluation design to ensure that the findings are valid and sufficient for informed decision-making.</p>
<h3>9. Time frame</h3>
<p>The overall evaluation process is expected to take 30 days, including preparation, data collection, and analysis, and reporting. The Consultant should be able to undertake some of the tasks concurrently to fit within the planned time-frame, without compromising the quality expected.</p>
<h3>10. Authority and Responsibility</h3>
<p>WV Somalia will establish an evaluation team to oversee all the related tasks. The DME Manager will be responsible for the overall coordination of all the evaluation tasks with the Consultant. Besides, the Project Manager, Regional Operations Manager, and Quality Assurance &amp; Strategy Manager will provide all the necessary technical and operational support required throughout the evaluation process.</p>
<p><strong>Support from WV Somalia</strong></p>
<p>World Vision Somalia will be responsible for the following:</p>
<p>· Provide the key project documents to the Consultant to finalize the evaluation methodology and data collection tools</p>
<p>· Provide input for evaluation study methodology, data collection tools and report.</p>
<p>· Ensure that input from WVS is circulated and shared with external Consultant and vice versa</p>
<ul>
<li>The Consultant will be required to lead the evaluation remotely and in close collaboration with WV Quality Assurance team, however; only where necessary, cater for the travel expenses involved to the field location.</li>
<li>Supervise the data collection process</li>

<h3>11. Limitations</h3>
<p>Devastating and unpredictable spread of COVID-19 throughout the world has caused unprecedented global lockdowns and immense challenges for humanitarian operations. With the travel restrictions and public health preventive measures in place, it may be difficult for the Consultant to travel to the field as well as limiting integration of qualitative techniques using focus group discussions. However, WV Somalia has continued to adapt to the changing situation by employing remote and mobile phone-based data collection. In the case of caregiver surveys, very close adherence to the public health guidelines will be observed.</p>

<h3>13. Qualifications of the Consultant</h3>
<p>The evaluation exercise will be undertaken by an external Consultant who will work in close collaboration with the Project Manager and Quality Assurance team. Therefore, we are looking for a Consultant/team with the following skills and qualifications;</p>
<p>· The team leader must possess a post-graduate degree in Public Health, Nutrition, Social sciences or related discipline.</p>
<p>· Strong and documented experience in conducting participatory qualitative assessments related to health and nutrition</p>
<p>· Demonstrated experience in leading at least three similar project evaluation studies such as surveys and group interviews,</p>
<p>· At least 10 years’ experience in conducting baseline/evaluations for complex projects such as livelihood, health and nutrition, water and sanitation, and hygiene implemented by non-governmental and private sector actors.</p>
<p>· A solid understanding of remote learning through mobile technology, child health and child care, water and sanitation.</p>
<p>· Demonstrated experience leading teams.</p>
<p>· Demonstrated experience in training local staff in quantitative and qualitative data collection tools including entry template</p>
<p>· Demonstrated experience in designing survey methodology, data collection tools, processing and analysis of data.</p>
<p>· Ability to interact with host government, partners and/or others as requested by WVS;</p>
<p>· Strong organizational, analytical and reporting skills, presentation skills, attention to detail, ability to meet deadlines, and proficiency in qualitative data analysis software/tools.</p>
<p>· Previous experience in a fragile country with tight security context will be preferred.</p>

<p><strong>Summary of Position</strong></p>
<p>In collaboration with program manager, the cash distribution supervisor will monitor the implementation of the cash grant project. He/she will closely follow up the cash intervention activities thus, will participate and implement identification of the grant beneficiaries, verification and registration. Will do reporting on weekly, bi-weekly and monthly and will share the success stories and achievement reports with line manager.</p>
<p><strong>Specific Duties.</strong></p>

<p>· Ensure project progress and provide regular updates to the program manager.</p>
<p>· Coordinate activities and increase engagement of local authorities and village committees to discuss project deliverables.</p>

<p>· Ensure transparent, gender consideration in the selection of village relief committees.</p>

<p>· Create a transparent environment, the cash supervisor will list down contact details of village committees to ensure whether the activities are on track and respond wherever needed.</p>
<p><strong>Required Qualifications and Professional Experience</strong></p>
<p>· Diploma in Social Studies or Community Development + 3 years professional experience or Bachelor in social sciences +2 years’ experience</p>
<p>· Previous experience in implementing similar projects an added advantage</p>
<p><strong>Required Skills &amp; Competencies.</strong></p>
<p>· Have strong background on cash related interventions (CFW/UCT/FV/CV)</p>
<p>· Have deep understanding and experience in community mobilization exercises to smoothly coordinate project activities.</p>
<p>· Have worked with similar projects funded by FAO and have knowledge on how to conduct biometric beneficiary registration and the use of FMTs.</p>
<p>· Have strong report writing skills</p>
<p>· Ability to work independently with minimal supervision and be initiative</p>
<p>· Good supervisory and organizational skills, good interpersonal skills</p>
<p>· Knowledge of written and spoken English,Understanding of the local language is a must</p>

<p>Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated. **</p>
<p><strong>Summary of Position</strong></p>
<p>The fisheries assistants will closely engage with technical supervision of all Fisheries program activities, planning, monitoring and community mobilization at project target villages. They will be working with fisher folks and train them on fishing value chains, and fish preservation processes including fish handling and management.</p>
<p><strong>Purpose.</strong></p>
<p>The Fishery Assistant will;</p>
<p>· Conduct routine supervision and monitoring of the fisher groups performances</p>
<p>· Provide capacity building and technical directions to the fisher groups and train them on fish preservation and handling mechanism.</p>
<p>· Ensure quality implementation of project deliverables.</p>
<p><strong>Engagement</strong>:</p>
<p>Will work closely with fisher groups routinely providing capacity building, supervision and technical support.</p>
<p><strong>Specific Duties.</strong></p>
<p>· Provide technical guidance to fisher groups and advise community groups on project identification and implementation strategies.</p>
<p>· Work closely with the existing government and private sector fishing structures based on project proposal and organizational policies.</p>
<p>· Organize fisher folks into groups that can become fisher group associations in the future, verify and report to program.</p>
<p>· Demonstrate fish drying and processing technology to fisher folks so that fisher groups will have the capacity to demonstrate on their own.</p>
<p>· Conduct and Report all the meetings held between the SP and other FAO implementing partners.</p>
<p>· Mobilization and sensitization of communities at regional, district and village level on project activities.</p>
<p>· Beneficiary selection and registration using ODK forms, FMR and biometric systems.</p>
<p>· Reception and distribution of inputs; and provide feedback of the distribution system with reports, share with program manager.</p>
<p>· Collection of beneficiary GPS enabled photographs; and other requirements based on the project deliverables.</p>
<p>· Preparation and submission of input distribution work plan; and implementation of the activities as of the plan.</p>
<p>· Coordinate and provide extension service in liaison with food security Program manager.</p>
<p>· Receipt, storage and distribution of Fisheries inputs to the targeted beneficiary household from the project villages i.e. Boat packages and fishing gears, Community Processing packages and Household processing Packages and cooking kits.</p>
<p>· Training of beneficiaries in fishing and onboard fish handling practices, use of emergency fishing kits as well as training in fish processing, handling and hygiene practices.</p>
<p><strong>Required Qualifications and Professional Experience</strong></p>
<p>· Diploma in fisheries and marine science/or environment related field + 3 years of professional experience or Bachelor of marine science +2 years of direct implementation of fisheries extension and working with subsistence fisher folks group.</p>
<p><strong>Required Skills &amp; Competencies.</strong></p>
<p>· Knowledge of Fisheries management, Aquaculture or equivalent education and experience.</p>
<p>· Have knowledge on fisheries resource management, fish breeding and production.</p>
<p>· Have the ability to train fisher groups/communities on fish preservation mechanisms.</p>

<p>Action Against Hunger tackles the causes and effects of hunger and diseases that threaten the lives of vulnerable children, women and men.</p>
<p>Established in France in 1979, Action Against Hunger is a nongovernmental, non-political, non-religious, non-profit organisation.</p>
<ol>
<li><a name="_Toc2586665"></a><strong>BACKGROUND</strong></li>
</ol>
<p>The EU Restore project is a three-year project funded by the European Union with the overall objective of contributing to improved resilience and increased adaptive capacities of communities and households in Somalia to protect their livelihoods over continuing drought and shocks. The project will seek to address specific needs and constraints of pastoral, agro-pastoral and peri-urban communities by supporting functioning and effective formal and informal groups, institutions, and governance systems that support resilience building at households and community levels. The focus will be on strengthening three key capacities namely: absorptive, adaptive and transformative capacities so that communities are able to adapt their livelihoods to stressed conditions; be organized for and have contingency resources to absorb shocks and stress; and have the governance mechanisms to manage livelihood resources, manage disaster risk reduction plans, build contingency resources, manage natural resources and mitigate conflict</p>
<p>&nbsp;</p>
<p>The process of implementing TVET requires identification of institutions that offer the courses, identification of beneficiary trainees on competitive basis and provide material grants to trainees after completion and certification. ACF has conducted a rapid skills gap assessment during which the following occupations were assessed as most needed and marketable for self and wage employment.</p>
<ul>
<li>Dress-making and tailoring,</li>
<li>Electrical and electronic, including mobile repairs.</li>
<li>Beauty Saloon (Tie and Dye beautification, barbershop and hairdressing).</li>
<li>Plumbing</li>
<li>Carpentry/Joinery.</li>
<li>Driving and mechanical works</li>
</ul>
<p>The main objective of the assignment is to deliver quality vocational skills training and employment promotion services for 20 selected beneficiaries, managing their skills testing and linking the graduates to gainful employment in the trained occupations. <strong>The technical institution </strong>will provide 4 months technical skill development training, literacy, entrepreneurship trainings, life skill and work placement/industrial attachment.</p>

<li><strong> RESPONSIBILITIES FOR THE TECHNICAL INSTITUTION</strong></li>
</ol>
<p>The following deliverables are expected from the institution:</p>
<ul>
<li>Develop/adopt existing curriculum and develop a training program tailored to the capacity and needs of the target trainees in selected skills:</li>
<li>Dress-making and tailoring.</li>
<li>Electrical and electronic, including mobile repairs.</li>
<li>Beauty Saloon (Tie and dye beautification, barbershop and hairdressing).</li>
<li>Carpentry/Joinery.</li>
<li>Plumbing</li>
<li>Driving and mechanical works</li>
<li>Provide and manage training venue with adequate learning equipment and teaching materials to facilitate both theory and practical lessons as per the training and employment service requirements.</li>
<li>Organize training facilities as per occupation standard.</li>
<li>Recruitment and engagement of qualified and practically experienced TVET instructors/trainers for each group of trainees in selected trades by the target trainees.</li>
<li>Organize orientation program for recruited TVET instructors.</li>
<li>Enrolment of selected trainees.</li>
<li>Conduct sessions on career guidance and counseling to the trainees including a clear oriented session on training activities, career opportunities, training duration and training modalities.</li>
<li>Organize and deliver in-house technical skills training program for selected trainees in selected trades including complementary modules in entrepreneurship development and work readiness skills training ensuring the use of learner-centered competency-based methodologies having adequate practical work.</li>
<li>Organize raw materials and other training consumables for the selected occupation/s.</li>
<li>Ensure adequate practical involvement of the trainees as per the curriculum.</li>
<li>Ensure health and safety issues are identified and addressed and maintain this role throughout the learning program.</li>
<li>Monitoring and supervision of training activities and learning progress of each trainee</li>
<li>Manage assessment and certification for the trainees in close coordination with mandated line ministries of the South West State of Somalia</li>
<li>In close collaboration with ACF field office, organize graduation ceremony for the graduates.</li>
<li>Prepare and submit to ACF Somalia periodic training progress reports and other administrative reports related to the assignment as appropriate</li>
<li>Coordinate with employers and develop roster of the employers with wage and internship opportunities.</li>
<li>Linkage of the trainees/graduates with the potential employers and opportunities.</li>
<li>Manage employment of the graduates in wage employment in trained areas</li>

<li>Facilitate training launch event.</li>
<li>Monitoring and advisory support by FSL PM Eyl, HOD / DHOD FSL and other designated ACF staff.</li>
<li>Ensure timely payment by disbursing the agreed training cost to the institution through the designated bank accounts monthly.</li>
<li>Provide basic start-up kit to trainees as advised by training service provider at the end of the training.</li>
<li>ACF will provide a monthly training fee to institution and stipend to trainees (at agreed rate).</li>
<li>Facilitate graduation ceremony for the trainees</li>
</ul>

</ol>
<p>The training institution should fulfill the following criteria for selection:</p>
<ol>
<li>Wide experience in the implementation of Technical education and training, Employment and Employability and Micro-Small and Medium Enterprises Development Schemes in Somalia, especially in Puntland, with supporting women and youth at risk to take forward sustainable reintegration mechanism.</li>
<li>Has experience and proven record of accomplishment in Business counseling and provision of tailor made BDS services training, literacy programming and work placement.</li>
<li>Strong partnership and productive working relations with local authority, state and federal and federal member states,</li>
<li>Be registered and approved by government authority to run technical training in Somalia.</li>
<li>Must demonstrate strong linkage with private sector to stimulate and facilitate employment promotion through on the job training, internship, traditional apprenticeship, job placement for wage employment, start-up support and access to financing.</li>
<li>Demonstrate ability to embrace inclusiveness and deliver gender sensitive training with greater equity in the delivery of the assistance and promote do no harm approach in programming.</li>
<li>Has proven track record in contracts financed, among others, by UN and International agencies</li>
</ol>
<p>Operating in Somalia and possesses proven expertise and experience relevant to the SSF RFP.</p>
