<p><b>Description</b></p>
<p><strong>Trócaire</strong> is one of Ireland&#8217;s top International NGOs having over 50 years of experience in international Development. Trócaire <strong>works through local partners</strong> and is a member of worldwide networks such as Caritas and Cooperation Internationale pour le Development et la Solidarité (CIDSE).</p>
<p>Trócaire has been working in Gedo for the last 32 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and uses local organisations working in Gedo in the livelihoods protection and education sectors as partners.</p>
<p>The GBV Programme Officer is responsible for supporting local partners in implementing a gender-based violence (GBV) prevention and response programme with internally displaced communities and host communities in Gedo region. The program includes the establishment and management of Women and Girls Centres (WGC), social norm change interventions, particularly on FGM, GBV case management, health responses to GBV including clinical management of rape (CMR) and psychosocial support. Through these WGCs, a range of group-based psychosocial support, basic adult education, life skills and vocational activities are provided to women and girls.</p>
<p>The GBV Programme Officer is responsible for managing grants to a local partner that uses a Communities Care approach (a survivor centred approach) to its intervention, along with supporting partners in all aspects of implementation and reporting to ensure programme quality and compliance with donor requirements. This will include ensuring that partners are supported with capacity building and ongoing accompaniment, based on mutual respect &amp; solidarity.</p>
<p>The GBV Programme Officer is also responsible for supporting partner Monitoring and Evaluation (M&amp;E), including data collection, analysis and reporting, and is also responsible for representing the organisation at UN, NGO and other coordination meetings at regional and national level as required.</p>
<p>Additionally, The GBV Programme Officer will directly supervise staff working in the WGCs and support health workers training implemented by Trocaire.</p>

<p>Reporting to the Protection Coordinator, this is a Fixed Term contract for a period of one year (renewable) and is based in Gedo, with frequent travel to programme locations in another district within the region. The nature of this position is more suitable for Female candidates.</p>
<p><strong>Key responsibilities:</strong></p>
<p>In supporting both the implementing partner and Trocaire to establish WGCs and run regular activities for women, girls the GBV PO is responsible for the following: <strong>Programme Cycle Management (35%)</strong></p>

<li>Support partners and provide capacity building assistance in implementation and tracking of project activities; monitoring, evaluation and learning; budget monitoring and project adaptation</li>
<li>Support partners in providing timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements</li>
<li>Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international standards.</li>
<li>Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of the Work in Gedo</li>
<li>Compile monthly cash forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules, and adjust budget forecasts when needed.</li>
<li>Oversee quality implementation of Trocaire run interventions including training of health staff, women centre activities and health response services.</li>
<li>Support in developing new programme proposals to secure continued funding for the programme</li>
<li>Identify new and emerging needs and support response to new emergencies as required.</li>

</ul>
<p><strong>Programme Quality and MEAL (35%)</strong></p>
<ul>
<li>With support from Trocaire&#8217;s Protection Coordinator and MEAL Coordinator, provide ongoing technical assistance to partners to ensure that the project is implemented in accordance with accepted international standards, including those for protection, GBV and accountability</li>
<li>Work with partners to develop and implement Monitoring and Evaluation (M&amp;E) plans that are based on baseline data and clear indicators of impact</li>
<li>In coordination with the MEAL Advisor, support partners in conducting M&amp;E activities, including developing monitoring tools, collecting and analysing data and drafting M&amp;E reports</li>
<li>Ensure that learning is captured, documented, and shared</li>
<li>Promote and advance accountability of partners and Trocaire to target communities.</li>
</ul>
<p><strong>Representation and Coordination (20%)</strong></p>

<li>Help to build and maintain professional relations with relevant organisations including the UN cluster system, Government departments, NGOs and donors.</li>
<li>Represent Trócaire, and the work and perspectives of our partners, at all relevant cluster and coordination meetings</li>

<p>Under the supervision of the Deputy Project Manager, the Project Officer will be responsible for ensuring that projects’ activities in <strong>Garbaharey,</strong> are fully implemented in accordance with proposals, according to ACTED rules and regulations and donor requirements in Somalia. <p><strong>Position Profile:</strong></p>
<p>The <strong>Accountability Assistant</strong> will be responsible to establish and ensure effective functioning of the Beneficiary Complaints and Response Mechanism, enhance the trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that ACTED learns from the feedback provided through this process</p>
<p><strong>Duties and Responsibilities:</strong></p>
<p><strong>Beneficiary Complaints and Response Mechanism (CRM)</strong></p>
<p><strong>Establishment and Promotion of the CRM</strong></p>
<ol>
<li>Assist establish, implement and monitor the beneficiary Complaints and Response Mechanism (CRM) for the country mission in line with ACTED standard beneficiary CRM procedures;</li>
<li>Support building capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM;</li>
<li>Accompany the AME and/or project teams to the field in order to spread awareness about the CRM to beneficiaries, as well as local authorities and stakeholders in ACTED’s areas of implementation, during field visits;</li>
<li>Support develop CRM IEC materials in a language that can be widely understood (including people with low levels of literacy);</li>
<li>Regularly assess effectiveness of all information-sharing efforts and incorporate findings into revised approaches;</li>
<li>Maintain records of CRM awareness raising and promotion activities (including approximate numbers of participants) and submit to Project Managers as required.</li>
</ol>
<p><strong>Implementation of the CRM</strong></p>
<ol>
<li>Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams;</li>
<li>Receive complaints through telephone hotline, in writing and in person;</li>
<li>Follow up on complaints received by other ACTED staff with the same diligence as complaints received through the CRM directly;</li>
<li>Treat urgent and/or sensitive complaints with the immediate attention they require, and ensure a fast resolution;</li>
<li>Maintain confidential and detailed records of all complaints in the CRM database and other electronic and hard copy filing systems, as appropriate;</li>
<li>Respond to complaints objectively, accurately, and in line with ACTED guidelines, using information provided by Project Managers, AME Officers/Monitors, Area Coordinators, Technical Coordinators, project documents, FLAT documents and procedures, etc;</li>
<li>Follow up on pending complaints with Project, AME, and Coordination staff;</li>
<li>Analyze patterns and trends in complaints to help ACTED improve its programming;</li>
<li>Produce a monthly analytic CRM report for ACTED staff, following ACTED template;</li>

<p>Trocaire is now recuriting a Humanitarian Programme Coordinator (HPC). The HPC will work with the Humanitarian Programme Manager (HPM) and the operational and technical teams to deliver and manage a humanitarian response under the overall direction of the Humanitarian Programme Manager.</p>

<li>The HPC is primarily responsible for ensuring the effective and efficient delivery of a significant donor funded response in Gedo in accordance with relevant quality standards and sectoral norms within a specific period of time.</li>
<li>The HPC is also responsible for setting priorities and commitments on technical standards in the response with an additional focus on protection mainstreaming and accountability.</li>
</ol>
<p><strong>Reporting to the Humanitarian Programme Manager (HPM) for Somalia</strong>, this is a 1 year contract renewable and is <strong>based</strong> in Gedo.</p>

<p><strong>Key Duties &amp; Responsibilities</strong></p>
<p><strong>Programme Design:</strong></p>
<p>· Undertake the necessary analysis (e.g. contextual, power, poverty), to inform appropriate programme strategies, geographic location and target population.</p>
<p>· Ensure that the programme design phase has included a gender analysis that is documented, and that issues emerging from this analysis are clearly addressed in your programme.</p>
<p>· Undertake, where necessary, a programme baseline ensuring that the indicators identified are aligned to the organisational programme indicators and that both quantitative and qualitative data have been captured in the process.</p>
<p>· Ensure that the programme has disaggregated data for programme participants and that indicators (where possible) are gender sensitive.</p>
<p>· Work with the Programme Accountant to develop a programme budget that shows value for money and clear timeframes for spending.</p>
<p><strong>Leadership and Management</strong></p>
<p>· Take responsibility for the overall implementation of specific donor funded humanitarian responses, with an emphasis on ensuring the timely and high-quality achievement of project goals.</p>
<p>· Manage, coordinate and monitor activities on an ongoing basis, ensuring timely implementation and compliance with project deadlines</p>
<p>· Oversee all financial management, logistics and administrative tasks for the project</p>

<p><strong>Partner Relations and Support</strong></p>

<p>· Using the Partner Capacity Building Framework, develop partner capacity building plans to strengthen and support partners in areas where they are weak, and together establish clear targets and indicators and review on a regular basis.</p>
<p>· Work with the Programme Accountant to ensure that all existing partners have completed the Partner Governance and Finance Capacity Assessment and that it is undertaken with new partners prior to making any commitments.</p>
<p>· Promote accountability of partners to target communities</p>
<p>· Promote and strengthen partnership with government particularly in building capacity of duty bearers in target communities.</p>
<p><strong>Operational and Technical Management,</strong> <strong>Programme Quality, MEAL and Reporting</strong></p>
<p>· With the support of the BDGM, ensure that the donor reporting requirements are met in a timely manner</p>
<p>· With support from Trócaire’s M&amp;E Coordinator, ensure that effective monitoring and evaluation (M&amp;E) systems – including the use of digital mechanisms for data collection and analysis – are in place; conduct ongoing monitoring of activities to draw lessons learned and propose corrective measures where necessary; conduct on-site inspections to ensure that the project is implemented in accordance with the agreed proposal and in-line with Trócaire and donor standards and requirements.</p>
<p>· In collaboration with other Programme coordinators and Programme Managers, work to integrate programmes to ensure the achievement of same aims and to leverage impact.</p>
<p>· Coordinate with the M&amp;E Officer and other Trócaire team members and potential consultants on the evaluation of project activities, documenting lessons learned through case studies, review workshops, etc.</p>

<p><strong>Scope of the Role:</strong></p>
<p>The Medical officer will be responsible for the management of key medical staff, providing day to day planning, management and coordination of all medical services within the health facility.</p>
<p><strong>Key Duties &amp; Responsibilities</strong></p>
<p>· Working with Hospital Management team and Trócaire staffs, the Medical Officer will ensure that the clinical services at hospital, Health Centres and Outreach level are of a high standard.</p>
<p>· She/he will carry out daily ward rounds to review patient progress and care</p>
<p>· She/he will diagnose and manage common and emergency surgical, obstetric, and gynaecological, paediatric and tropical medical conditions and refer those outside his or her skills.</p>
<p>· She/he will be available, including after hours, to physically review patients, attend to emergencies and instruct nursing staff in writing on the required patient care.</p>
<p>· Conduct all elective and emergency surgical cases in theatre, both surgical and obstetric/gynaecological.</p>
<p>· She/he will provide continuous on-job mentoring and training for nurses and midwives in clinical skills and good patient care.</p>
<p>· Conduct special outpatient clinics in the hospital on the allocated days every week i.e. Surgical Outpatient clinics, Medical Outpatient Clinics High Risk Clinics and Diabetes clinics among other clinics</p>
<p>· She/he will arrange and chair, regularly all clinical and administrative meetings and ensure all data and information is collected, transmitted and utilized to benefit the patients and service providers as is necessary.</p>
<p>· She/he will work with the MEAL Coordinator to roll out the new data management systems and will support staff to ensure that it is correctly implemented. She/he will analyse the health data for the district and make the necessary recommendations for improved service provision.</p>
<p>· Lead in mortality audits to improve quality of care for patients.</p>
<p>· She/he will supervise activities on the control of major endemic/epidemic diseases.</p>
<p>· Working with the logistics, she/he will ensure that the essential equipment and supplies required for good patient care are available, managed well and maintained in good condition.</p>
<p>· Organize and lead the district health Quarterly review meetings and share the report with CSC/HPM.</p>
<p>· Review all the monthly medical stock report and share with the CSC.</p>
<p>· She/he will lead and support the DHO/RHO Supervisory team and provide all the necessary information.</p>
<p>· Enhance and maintain infection prevention Protocols in the Hospital.</p>
<p>· Support the CSC in identification of training needs and participate in the training programs.</p>
<p>· Where necessary and according to the context, liaise with MoH and local government officials ensuring that partners/Boards and committees keep local authorities informed of Trócaire supported Programmes.</p>

<h3>Person Specification – Essential (E)</h3>

<p>· Qualified Medical Doctor with CEMOC surgical skills</p>
<p><strong>(E) Experience:</strong></p>
<p>· Minimum 2 years of working experience in a busy hospital setting</p>

<p>· Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; flexible and adaptable to work under unstable environments and under pressure with limited support.</p>

<p><strong>Trócaire now seeks the services of an experienced and dynamic Protection Programme Coordinator in order to sustain the management capacity for a growing Protection portfolio.</strong></p>
<p><strong>Based in Gedo, Somalia, the Protection Coordinator position is a key thematic management position that will have overall responsibility of a thematic programme and will work with local partners, supporting them to implement their work and providing overall management and strategic direction for the programme. This programme is currently funded by Irish.</strong></p>

Trocaire has worked in the Gedo region of Somalia providing humanitarian and development support since 1992. The programme provide basic support in healthcare, nutrition and education in four districts – Belet Xaawa, Dollow, Luuq and Garbahareey.</p>
<p>Trocaire Somalia’s Country Programme is developing and aligning itself to Trocaire’s global strategic priorities and placing greater focus on Protection, accountability and resilience. The Protection Coordinator position is a key thematic management position that will have overall responsibility of a thematic programme area and will work with local partners, supporting them to implement their work and providing overall management and strategic direction for the programme. This programme is currently funded by Irish Aid and EIDHR.</p>
<p><strong>Reporting to</strong> <strong>The Humanitarian Programme</strong> <strong>Manager</strong> this is a <strong>Fixed Term</strong> contract for a period of one year and is <strong>based</strong> in Gedo with some travel within Somalia and internationally.</p>

<p><strong>Key Duties &amp; Responsibilities</strong></p>
<p><strong>Programme Design:</strong></p>
<p>· Develop a Programme vision that is strategically focused, responds to the local context, is guided by the relevant organisational programme policy and is coherent with the Somalia Country Strategic plan.</p>
<p>· Undertake the necessary analysis (e.g. contextual, power, poverty, gender), to inform appropriate programme strategies, geographic location and target population.</p>
<p>· Develop standard procedures and guidance for Protection and GBV prevention and response in close coordination and cooperation with Trócaire’s global Women’s Empowerment Programme with local partners; including standards relating to Safeguarding, Protection Mainstreaming and Accountability to Affected Populations.</p>
<p>· Ensure that SGBV response, mitigation and prevention is used to frame all our responses in Trócaire’s country programme.</p>
<p>· Ensure that the GBV programme approaches are consistent, technically sound and effective, culturally appropriate, drawing on both evidence-based strategies and innovative approaches.</p>
<p>· Ensure that Protection Mainstreaming considerations are included in Trocaire’s broader humanitarian responses in all contexts, including sectors such as food and nutrition, water and sanitation, shelter, cash transfer programming, health and emergency livelihoods and that humanitarian responses are grounded in Trocaire’s protection mainstreaming approach and the Core Humanitarian Standards.</p>
<p>· Ensure ongoing discussions regarding programme development and management with the relevant organisational programme team at HQ.</p>
<p><strong>Programme Implementation and Monitoring</strong></p>
<p>· Ensure ongoing discussions regarding Programme development and management with the relevant organizational Programme team at HQ.</p>
<p>· Together with partners identify a priority learning focus for the Programme and a strategy to document and share the learning.</p>
<p>· Implement all administrative (Salesforce and Agresso) procedures in relation to project and Programme management to a high standard.</p>
<p>· Develop an M&amp;E Framework, for the Programme with the support of the MEAL Coordinator and ensure that partners are clear on how they contribute to the framework.</p>
<p>· Review and assess Programme progress, including through regular partner meetings</p>
<p>· Establish a regular reporting schedule (financial and narrative) ensuring that all reports respond to the relevant Programme indicators and are in line with organizational policy and institutional funding requirements.</p>
<p>· Ensure that all financial reports are reviewed and signed off by the Finance Manager.</p>
<p>· Carry out regular field trips to communities to ensure ongoing oversight of the Programme.</p>
<p>· Complete the Annual Programme Review process ensuring that the review provides clear evidence of progress and challenges and that it meets internal and external reporting requirements.</p>
<p>· Facilitate learning moments and ensure that this is captured and shared with colleagues in Trocaire.</p>
<p><strong>Programme Evaluation</strong></p>
<p>· Undertake a Programme baseline ensuring that the indicators identified are aligned to the organizational Programme indicators and that both quantitative and qualitative data have been captured in the process.</p>
<p>· Ensure that the programme has disaggregated data for programme participants and that indicators (where possible) are gender sensitive.</p>
<p>· Work with the Programme Accountant to develop a programme budget that shows value for money and clear timeframes for spending.</p>
<p>· Undertake mid-term and end of programme evaluations in line with the organisational policy.</p>
<p>· Ensure that strategies are adapted and that the learning from the evaluation process is explicitly incorporated into future programme design.</p>
<p>· Aim to adopt evaluation methodologies that maximise opportunities for learning for Trócaire.</p>
<p>· Ensure that all necessary information is provided for the annual country report in a timely manner</p>
<p><strong>Partner Relations and Support</strong></p>
<p>· Ensure that all relationships with partners are in keeping with the principles and values set out in the organisational Partnership Policy.</p>
<p>· Using the Partner Capacity Building Framework, develop partner capacity building plans to strengthen and support partners in areas where they are weak, and together establish clear targets and indicators and review on a regular basis.</p>
<p>· Work with the Country Finance Officer to ensure that all existing partners have completed the Partner Governance and Finance Capacity Assessment and that it is undertaken with new partners prior to making any commitments.</p>
<p>· Promote accountability of partners to target communities</p>
<p>· Promote and strengthen partnership with government particularly in building capacity of duty bearers in target communities.</p>
<p><strong>Institutional Funding</strong></p>
<p>· Work together with the BDGM/CD to identify institutional funding sources for the programme.</p>
<p>· Ensure that all institutional funding for the programme is managed in line with donor requirements and that reports are compliant with donor needs, including EU, IA and Trócaire’s internal needs.</p>
<p>· Ensure that partners are aware of the grant management and reporting requirements of back donors and where necessary provide training and support to partners in order to meet these demands.</p>
<p><strong>Networking</strong></p>
<p>· Participate in relevant thematic networks and learning forums, nationally and possibly internationally to improve programme and advocacy learning, sharing and impact.</p>
<p>· Coordinate with other sectors to ensure integration of Protection and GBV concerns into various services.</p>

<p><strong>1.</strong> <strong>Background to the Assignment</strong></p>
<p>Trocaire Somalia has supported health service delivery in Gedo region Somalia for the past 27 years. On average, approximately 15,000 people use Trocaire supported pharmacy services every month. The vast majority of the population cannot afford any private health services since they have no regular sources of income and hence rely on essential services supported by Trocaire.</p>
<p>The purpose of this consultancy is to assess and enhance the capacities of the pharmacies and pharmacists in this programme by identifying key needs and gaps, training staff accordingly and facilitating the revision of the drug list to respond to the standards in the EPHS.</p>
<p><strong>2.</strong> <strong>Assignment Objectives</strong></p>
<p>The overall objective of the assignment is to assist the medical officers in providing technical and management support to the District pharmacies in areas of management of drugs including reporting, ordering, storage, inventory management, consumption, and flow of drugs to various programme supported health facilities.</p>
<p><strong>1.</strong> <strong>Key tasks</strong></p>
<ul>
<li>Assess, advise and enhance stock management of drugs and medical materials within the hospital/ referral health centres/primary health units</li>
<li>Assess, advise and enhance the management of drugs in Trocaire’s central store including reporting, inventory management, consumptions and flow plus evaluate existing stocks</li>
<li>Provide technical support on pharmaceutical management and operations to the health facility teams and clinicians.</li>
<li>Monitor prescriptions and conduct audits to ensure clinically justified prescriptions are being dispensed based on WHO protocol and Somalia STGs</li>
<li>Revise hospital essential drugs list in line with essential packages of health services for Somalia.</li>
</ul>
<p><strong>2.</strong> <strong>Expected Outputs</strong></p>
<p><strong>2.1.</strong> A written report outlining the consultant’s analysis of the pharmacy context in Dolow, Luuq and Belet Hawa and Gabaraharey district with recommendations on the required changes to the dispensing pharmacy and pharmaceutical store.</p>
<p><strong>2.2.</strong> A revised detailed action plan based on the two potential scenarios presented.</p>
<p><strong>2.3.</strong> Design and deliver 5 days training for hospital pharmacist, in-charges of health centres and PHU and store keepers <strong><em>(</em></strong>A detailed training module, methodology and pre/post-test papers<strong><em>,</em></strong> Facilitate and manage the training<strong><em>,</em></strong> Certificate of attendance to the HW completing the course <strong><em>and</em></strong> Detailed narrative report on training process and provide recommendations</p>
<p><strong>2.4.</strong> develop and define rules and regulations for general conduct of the pharmaceutical store operation and inventory control with due consideration to basic store and inventory control principles including:</p>
<ol>
<li>Planning inbound pharmaceutical products receipt procedures</li>
<li>Storage formalities e.g., location management, inventory control, health, security and safety issues</li>
<li><strong>Qualification &amp; Experience</strong></li>
<li>Degree in pharmacy or HND in pharmaceutical Technology</li>
<li>2-3 years’ experience in supply chain for pharmaceutical commodities</li>
<li>Have a good experience in proper storage conditions for drug supplies.</li>
<li>Initiative, flexibility, accuracy, and ability to work as part of a team.</li>
<li>Good personal organizational skills, including ability to meet deadlines and work under pressure.</li>
<li>Proficiency in MS Excel and other MS Office products: previous experience with LMIS systems</li>
<li>Exceptional communication skills</li>
<li>Expanded computer skills.</li>
</ol>
<p><strong>4.</strong> <strong>Timeframe</strong></p>
<p>This consultancy is planned for a period of one calendar month, at which point progress will be reviewed and the need for continuation of this consultancy will be evaluated.</p>
<p><strong>5.</strong> <strong>Terms of Consultancy</strong></p>
<p>The consultancy shall be undertaken through a standard agreement to be signed between the Trocaire Somalia and the Consultant under the laws of Kenya which will stipulate the nature of services and the contractual obligations of parties involved.</p>

<p><strong>1.0: Introduction</strong></p>
<p>Action Africa Help International (AAH-I) is a regional not for profit humanitarian and development organization with a mission of improving the quality of life of livelihood challenged communities. AAH-I has country Programs in Kenya, Somalia, South Sudan, Uganda, Zambia, Djibouti and Ethiopia. AAH-Kenya, an affiliate Country Program of AAH-I, addresses development challenges in partnership with marginalized communities in Arid and Semi-arid areas (ASALs) and low income urban and rural settings. AAH-Somalia supports livelihood improvement for vulnerable households in Elwak district-Gedo region, Somalia.</p>
<p><strong>2.0: Consultancy background</strong></p>
<p>Elwak, (&#8220;Ceelwaaq&#8221; as it is known in Somali) is a divided town on the Somalia-Kenya border. The Somali portion is located in the southwestern Gedo region, where it is the seat of one of the region&#8217;s seven districts. Most of the local population are pastoralists, and also engage in small business and trade. The area main sources of livelihoods are in camels, cows, sheep and goats.</p>
<p>Access to latrines has been a major challenge to the residents of Gedo region. According to KAP survey conducted by AAH-I in May, 2020,Diarrhoea was the widely mentioned disease among the respondent HH closely associated with consumption of contaminated water at 68%. Other conditions associated to drinking water include cholera, typhoid, acute watery diarrhoea and dysentery. Significant majority at 70% of the two communities regards human faeces as harmful (70%) and ought to be disposed appropriately, the reason for their detestation is however largely aesthetic. 40% of the surveyed population nurture the opinion that human faeces are disposed chiefly to observe tidiness and the fact that human faeces are unsightly.</p>
<p>Seventy six percent (68 HH) confirmed to have no latrines and use the bush nearby for defecation. In fact, all respondents in Barwaqo villages confirmed to have no latrine. In Deka village, six (6) latrines were constructed by Dialog Forening (DF) with funds from Norwegian Church Aid (NCA). The latrines are mainly used by the elderly and the sick persons who cannot walk to the bushes. KII respondent confirmed women and children use the latrines at night for fear of walking out of the village at night. Significant numbers of respondents at 90% regards children faeces less harmful and throw it around the fence or exterior open place. Eighty eight households representing 98% of the surveyed households had no soap for handwashing during observation. Similarly, surveyed households dispose animal waste in the open. Furthermore, the survey team found that eighty eight households at 98% had no garbage/compost pit to dispose household waste.</p>
<p>Household’s knowledge on critical times of handwashing is generally low. 80% of the surveyed population use plain water to wash hands, others use soil/sand with water (13%), Ash and water (5%) and soap and water (2%). The reason for low soap use has to do with the cost and availability of soap. Almost all 99% of the household survey respondents regarded soap as expensive and 71% of them confirmed that soap is not available.</p>

<p><strong>5.0: Required Qualifications, competencies and Skill</strong></p>
<p>Interested individuals/institutes/universities/ firms should meet the following criteria:</p>
<p>§ Proven experience of CLTS and other health and sanitation related trainings.</p>
<p>§ Water and sanitation expert, public health expert and</p>
<p>§ A minimum of 6 years’ experience in WASH, CLTS, PHAST and CHAST trainer</p>
<p>§ Fluent in English and Somali language</p>
<p>§ Excellent presentation skills</p>
<p><strong>6.0: Bid requirements</strong></p>
<p>Firms /Consultant(s) that meet the requirements should submit an expression of interest including on or before 16/08/2020 which should include the following:</p>
<ol>
<li>A suitability statement, including commitment to be available for the entire assignment.</li>
<li>A brief statement on the understanding of the terms of reference, proposed assessment methodology and approach and a detailed work plan.</li>
<li>A detailed financial proposal, including daily cost.</li>
<li>Updated resume of key consultants that clearly spells out qualifications and experience.</li>
<li>Contacts of 3 organizations that have recently (but preferably in the last 2 years) contracted the firm/consultant(s) to carry out relevant research/survey or related work.</li>
