<h2>OBJECTIVES OF THE PROGRAMME</h2>
<p>To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State&#8217;s health and development agendas ,and harmonized with the United Nations country teams</p>
<h2>DESCRIPTION OF DUTIES</h2>
<p>Administer the E-Imprest system, Ensure proper implementation of financial procedures, systems and internal controls according to Global Management System (GSM)instructions and WHO rules. Select and enter data from variety of documents, ensure accuracy in calculations and attach necessary supporting invoices or receipts of payments and payment authorizations. Record all expenses and receipts in the e-imprest and reflect it in the GSM in a timely manner. Monitor the unposted items in the cash book and take necessary steps to clear them in coordination with Global Service Center (GSC). Initiate, verify and process financial transactions and payments for WRO office and sub-offices related to staff and non staff costs, purchase orders, local purchases, etc, based on authorizations received from EMRO and GSC. Process e-imprest transactions and monitor imprest GL&#8217;s including processing and reviewing of purchase orders for services- Imprest, DFC&#8217;s, GES and other activities with the aim to ensure accuracy of financial data, adequacy of supporting documents and maintenance of proper accounting records. Reconcile country office cash books and justify any difference in reconciliation; prepare cash counts and to reconcile with the cashbook on a monthly basis Follow up on the transfer of program funds and award budgeting GSM workplans. Monitor awards expiry dates, alert responsible staff, and initiate action for expenditure batches. Review and follow up on encumbrances and unapplied receivable balances, process and monitor revisions of amounts vis-a-vis award distribution by SO/OWER Compare cash books with bank statements to compute gain and loss in exchange rate on monthly basis and liaison with officials of local banks to obtain day-to-day information on exchange rates, Prepare financial tables, special reports and other ad-hoc reports. Initiate correspondence and answer queries related to area of work. Update and maintain financial records and monitoring systems to record and reconcile expenditures, balances, statements and other data for day-to-day transactions Replace and assist other colleagues in the team and perform other related financial and administrative duties as required</p>
<h2>REQUIRED QUALIFICATIONS</h2>
<h3>Education</h3>
<p><strong>Essential</strong>: Completion of secondary education; training in business administration/commerce and or technical courses in a field related to the work performed.<br />
<strong>Desirable</strong>: Bachelor degree in accounting, commerce or business administration is an asset.</p>
<h3>Experience</h3>
<p><strong>Essential</strong>: At least five years of related experience inaccounting and/or administrative work.<br />
<strong>Desirable</strong>: Relevant experience in the UN system</p>

<h2>REMUNERATION</h2>
<p>WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,589 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.</p>

The Monitoring Assistant play a key role both in quality monitoring and in facilitating utilization of monitoring data. This position reports to <b>M&amp;E Officer</b> in <b>Hargeisa area offices</b>, the Monitoring Assistant will also be involved in evidence generation activities and take part in other activities aligned with the area offices and CO&#8217;s PMLE priorities.</p>
<p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)</b>: <b>Quality Monitoring</b>:</p>
<ul>

<li>Active engagement in the revision of monitoring tools. This includes, and is not limited to, proposing revisions to be made based on your experience in the field, taking part in discussions related to those revisions, reviewing revised tools, and taking part in piloting revised monitoring tools.</li>

<p><b>Evidence Generation:</b>:</p>
<ul>
<li>Support the implementation of WFP CO learning agenda by playing a key role in documenting good practices and success stories from the field, through human interest stories, photos, videos, etc.</li>
<li>Follow up with programme focal points and other colleagues in addressing complaints received from the people that we serve. This include complains received through different channels such as hotline (‘call centre&#8217;) and field monitoring</li>
<li>Support downstream accountability to the people that we serve through monitoring activities as well as following up on grievances, suggestions, etc.</li>
<li>Support in providing first-line engagement with CPs and local government authorities and structures.</li>
<li>Support in WFP&#8217;s community engagement efforts by providing needed information to the people that we serve either as part of field monitoring activities or other related activities</li>
<li>Represent the AO in both internal and external forums, meetings (especially at field level), as requested.</li>
<li>Identify issues and, when possible, resolve issues at field level and inform the AO/FO PMLE lead.</li>
<li>Interview and gather feedback and complaints from the people that we serve so as to improve program quality.</li>

<li>Manage contract amendments as needed and maintain an updated contracts schedule.</li>
<li>Keep procurement files audit-ready and ensure proper documentation is uploaded to SharePoint under the SL/HGA folder.</li>
<li>Responsible for overseeing efficient warehouse operations, including inventory control, storage, documentation, and compliance with organizational policies and safety standards</li>
<li>Support asset management by maintaining an up-to-date register and tagging new assets.</li>
<li>Manage DRC and rental vehicle management, allocation, and maintenance.</li>
<li>Oversee day-to-day logistics operations in the Somaliland Area Office, ensuring compliance with DRC&#8217;s logistics procedures.</li>
<li>Ensure proper planning and tracking of goods movement in collaboration with the Logistics Assistant and relevant program teams.</li>
<li>Review and verify logistics documentation (e.g., waybills, delivery notes, GRN fuel documents and Log sheets) for completeness and compliance before submission.</li>
<li>Monitor vehicle usage and maintenance schedules in coordination with the Logistics Assistant to ensure optimal fleet management.</li>
<li>Provide timely and regular supply chain reports to the Area Manager and Country Office on a Monthly basis and upon request.</li>
<li>Mentor and coach other SC staff in the Area office.</li>

</ul>
<p><strong>HR and Administration</strong></p>
<ul>
<li>Assist the Area Manager in maintaining updated staff personnel files.</li>
<li>Support the onboarding and exit processes of Somaliland National staff under the guidance of the Area Manager.</li>
<li>With support from AM assist the annual registration renewal process for Somaliland office.</li>
<li>Review all area-level Recruitment Instruction Form (RIF) for casual and enumerator recruitment.</li>
<li>Maintain and update the casual and enumerator rosters for the Somaliland office.</li>
<li>Draft casual contracts for Area Manager approvals.</li>
<li>Prepare staff contract renewal/extension letters for AM review and CD approvals.</li>
<li>Create and maintain a comprehensive filing system, including the archiving of key documents.</li>
</ul>
<p><strong>Safety</strong></p>
<ul>
<li>Assist the Head of Safety/CO Safety team in security risk assessment for area office staff movements.</li>
<li>Support the security briefing and orientation of new staff and visitors from CO/Other AOs.</li>
<li>In collaboration with HoSS and AM draft and disseminate as required SMS alert advisories for DRC Somaliland staff in the staff WhatsApp group when relevant and significant security incidents occur, or elevated threat levels are reported.</li>
<li>Oversee the Area staff movement and ensure all movements are conducted in-line with the DRC Somalia/Somaliland Programme Field Travel Safety and Security SOPs</li>
</ul>
