ROLE PURPOSE:</p>
<p>The MHPSS Advisor will use their technical expertise, in-depth contextual understanding, and relationship-building skills to define and deliver our strategic vision for high quality, integrated MHPSS programming in Somalia, in line with global standards and latest research. This builds on a growing and increasingly well-documented recognition of the critical MHPSS needs and of the gaps in available national and local services, NGO responses, referral mechanisms and documentation for this constantly growing challenge.<br />
The main purpose of this role is to provide strong technical leadership in Somalia on Mental health &amp; Psychosocial Support. The aim is to enhance the quality of MHPSS work delivered by SCI and its Partners across sectors and themes, bringing measurable and lasting changes in the lives of children.</p>
<p>The role will lead CO-level MHPSS integration in strategy development and will oversee integrated MHPSS technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming. The role supports national advocacy and influencing, while driving strategic partnerships for new business development. It supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners. The role will work closely with operations colleagues and with partners in building their capacity and building ownership and agency of local organizations. This role includes a focus on external representation on priority issues around mental health promotion, prevention and access to the care, and the strengthening of an effective and sustainable MHPSS continuum. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.</p>

Dimension of Role</p>
<p>: Save the Children has been working in Somalia for more than 70 years. The Country Office has over 450 staff across 10 field offices. In 2024 we reached more than 3.2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation &amp; Hygiene (WASH), Education, Child Poverty Reduction, Child Protection and Child Rights Governance. The Country Office has a large and diverse funding portfolio &#8211; managing over 80 active awards. In 2024 our portfolio was $109.2M from a range of governmental/institutional donors, including GPE, FCDO, MFA, DANIDA, Danish Embassy, SIDA, SDC, NORAD, EU, ECHO, GAC, GFFO AFDB &amp; WB. However, MHPSS portfolio in Somalia is currently integrated across various sectors, including CP, Education, and FSL. However, this integration is ad-hoc and relies on project-specific resources rather than a cohesive country-level framework. There is no standardized approach, resulting in variable technical quality and weak systems for measuring child-level MHPSS outcomes. This position aims to establish a strong, coordinated, and quality-assured MHPSS system across the country office.<br />
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:</p>
<p>Essential</p>
<p>Advanced degree in Psychology, Mental Health or a related field<br />
Minimum of 5 years of progressively responsible professional experience in a similar capacity<br />
Excellent knowledge and experience in using key tools and approaches, including the IASC Guidelines on Mental Health and Psychosocial Support in Emergencies<br />
Significant experience working in emergency response, protracted crises or fragile state contexts (experience from the ESA region is a strong advantage)<br />
Ability to write clear and effective assessment and project reports<br />
Excellent communication and influencing skills with experience in advocacy<br />
Politically and culturally sensitive with qualities of patience, tact and diplomacy<br />
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances<br />
Experience of representation and ability to represent Save the Children effectively in external forums<br />

<p>Overview of position</p>

<li>Somalia continues to face complex emergencies &amp; post crisis challenges that require effective coordination &amp; response. Our client in Somalia, through the Emergency &amp; Post Crisis (EPC) pillar, provides integrated support to affected populations in various sectors, including WASH, SNFI, CCCM, health, livelihoods, climate &amp; durable solutions. The EPC pillar plays a critical role in addressing humanitarian needs, facilitating recovery &amp; building resilience among vulnerable communities in Somalia.</li>
<li>Alongside frontline activities, our client in Somalia has been implementing Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring &amp; surveys that aim at supporting evidence based programming. As a Co-Chair of the Information Management &amp; Assessments Working Group (IMAWG) &amp; key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan &amp; respond to needs in Somalia &amp; across the region.</li>
<li>Under the direct supervision of the National Project Officer &amp; the overall supervision of the DTM Program Manager, the selected candidate is expected to perform the following duties as mentioned in this TOR.</li>

<p>Role objectives</p>
<ul>
<li>Support the running of DTM at region level, providing regular updates on context, including security changes is displacement dynamics &amp; p rovide daily support to the Enumerators.</li>
<li>Support the National Project &amp; Operations Officer in recruiting &amp; deploy Enumerators before, during &amp; after in emergency cases using DTM different type of tools whenever crisis occurs.</li>
<li>Monitor &amp; report on the day to day data collection &amp; any other activities related to DTM which includes mobility tracking, ETT &amp; flow monitoring.</li>
<li>Provide a final field report to the DTM Program Manager at the end of the fieldwork in each assessment, including preliminary findings.</li>
<li>Coordinate &amp; arrange meetings with government ministries, partner NGO&#8217;s &amp; UN agencies.</li>
<li>Ensure all data are kept safe &amp; confidential through applying our clients data protection principles.</li>
<li>Support the effective displacement tracking project implementation, ensure regular monitoring as per agreed timelines, prepare project status &amp; progress reports.</li>
<li>Monitor / report to our clients management any security incidents &amp; ensure DTM data collection activities abide by security regulations.</li>

<li>Adjudicate and deduplicate identities in SCOPE to ensure that each beneficiary is uniquely enrolled and linked to the correct intervention type. Flag and resolve duplicate or incomplete records with CPs. Maintain an updated log of adjudication and data correction activities for audit and reference.</li>
<li>Provide on-the-job training and refresher sessions to CP staff based on approved SOPs and guidelines for biometric registration and verification to ensure CPs adhere to WFP identity management standards.</li>
<li>Maintain effective coordination with TEC AO Activity Leads and CP focal points to ensure smooth planning and execution of full household registration and beneficiary verification.</li>
<li>In collaboration with PLME, organize monitoring plans and visit the accessible registration/ verification sites to assess the compliance to the SOPs and guidance. Report the finds to the AO Head of Programme and Activity leads for improvements. Complete all internal reporting and contribute to external reporting obligations, including daily reports, updates, sit-reps, monthly reviews, and donor reports.</li>

<li>Provide technical support to field teams on the use of CBT and IDM tools and systems.</li>

<p>The SRH/GBV Specialist is located in Hargeisa, Somaliland. Under the direct supervision of the Deputy Representative, the SRH/GBV Specialist provides programmatic and technical leadership to the office and contributes to the effective management of UNFPA programmes on all aspects related to planning, implementation, monitoring, and reporting of SRH/GBV activities. He/She will work closely and oversee the work of the programme team as well as consultants, advisors, and experts. <p>The International Development Law Organization (IDLO), in collaboration with consortium partners, is implementing the “Strengthening the Social Contract through Access to Justice” programme in Somaliland, funded by the Government of the Netherlands. Known locally as the Damal Programme, the initiative aims to enhance the legitimacy and responsiveness of justice institutions through strengthened Alternative Dispute Resolution (ADR) systems.</p>
<p>A core function of the ADR centers is to offer referral accompaniment services, a critical component in ensuring that vulnerable individuals—especially survivors of sexual and gender-based violence (SGBV), persons with disabilities, and those in remote or marginalized areas—receive inclusive, accessible, and trauma-informed justice services. These services connect ADR clients with legal aid, health, psychosocial, and other protection support.</p>
<p>As part of the programme’s focus on sustainability, institutionalization, and policy alignment, this consultancy aims to review current referral accompaniment practices, document lessons (tops, tips, flops), and develop a roadmap for embedding referral policies and laws into the justice framework of Somaliland.</p>
<p>IDLO seeks a short-term Consultant to assess the operational practices, impact, and policy environment surrounding the referral accompaniment services provided by ADR centers. The consultant will also provide strategic guidance on how to institutionalize these practices in policy and law, ensuring improved access to justice for vulnerable populations.</p>
<p>The assignment supports IDLO’s long-term objectives of localization, sustainability, and government ownership of justice service delivery, particularly through the Ministry of Justice (MoJ).</p>

<p>Under general supervision of the Chief of Field Office, the budget associate performs a variety of specialized tasks in support of the preparation, monitoring, and control of the programme budget, involving several different sources of funds and several programmes. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.</p>
