Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. <p><strong>I. Summary of Position</strong></p>
<p>The Health and Nutrition Supervisor is responsible for overseeing the planning, implementation, monitoring, and reporting of health and nutrition activities across supported health centers, stabilization sites, mobile clinics, and outreach programs. The position ensures quality delivery of Primary Health Care (PHC) and emergency nutrition services, supports government health staff, and strengthens community-based health responses in line with national protocols and Action Against Hunger standards.</p>
<p><strong>II. Purpose</strong></p>
<p>The purpose of this role is to ensure effective management of health and nutrition programs through technical support, capacity building, supervision, and close collaboration with government, communities, and partners. The position ensures that services are accessible, accountable, and delivered with quality, while promoting gender equality, protection, and dignity for beneficiaries.</p>
<p><strong>III. Engagement</strong></p>
<p>The Health and Nutrition Supervisor work under the direct supervision of the Health and Nutrition Officer or Program Manager and Field Coordinator and engages closely with project staff, government health authorities, community health workers (CHWs), and humanitarian partners. The role requires active participation in coordination forums, representation of the organization at the local level, and continuous collaboration with beneficiaries and communities.</p>
<p><strong>IV. Essential Job Functions</strong></p>
<p><strong>Objective 1: Team Management</strong></p>
<ul>

<li> Support the project staff in developing planning for health centers, stabilization sites and health posts.</li>
<li> Support the field officer in implementing the DIP responses plan developed for each project.</li>
<li> Organize regularly monitoring and evaluation meetings/events of team members.</li>
<li> Organize training courses on PHC and emergency nutrition responses for project staff.</li>
<li> Organize weekly/bi-weekly/monthly meetings with the health facility team and report the outcome to health and nutrition officer, program manager and field coordinator.</li>
<li> Keep an updated register of the staff (absences, overtime).</li>
<li> Supervise and ensure accuracy of the daily, weekly and monthly reports on health and nutrition team collected from existing health facilities, mobile teams and community workers.</li>
<li> Identify problems in the implementation programme and propose solutions in coordination with the health and nutrition officer.</li>
<li> In case of a conflict between team members try to mediate and refer to health and nutrition officer and respective district health officer when needed.</li>
<li> Ensure that the team interacts in an empathy and interactive &amp; participatory with the beneficiaries and those accompanying them.</li>
<li> Ensure good coordination and collaboration with other nutrition team members and support departments.</li>

<p><strong>Objective 2: Support government health staff to manage mobile clinics and nutrition centres</strong></p>
<p><strong>(OTP, TSFP and SC)</strong></p>

<li> Make sure that basic health services at mobile clinics/MHNT sites and the nearby health facilities are implemented according to the National protocols.</li>
<li> Follow-up of distribution, management and consumption of essentials medicine, nutrition products and systematic treatment, therapeutic food and NFI, including RUTF, RUSF/CSB ++ and other routine medications.</li>
<li> Identify training gaps in health facility staff to provide basic health services and emergency nutrition services.</li>
<li> Ensure that the project staff and government health staff (including health staff working in temporal mobile clinics, and Health centers) have adequate training on the rendering basic health services and emergency nutrition interventions as the National manual.</li>
<li> Plan and support on-the-job and refresher training according to the weaknesses identified.</li>
<li> Adapt training materials according to the identified needs.</li>
<li> Provides technical support and training required to all team members including government health staff working in mobile clinics and nutrition sites in collaboration with Action Against Hunger field officer, Program Manager and MOH district health officer.</li>
<li> Analyze the health and nutritional situation of host and IDP communities.</li>
<li> Compile and submit to health and nutrition officer or Program Manager the statistical and narrative report consist of basic health services delivered at health center and emergency nutrition services delivered at the nearby health facilities.</li>
<li> Ensures the availability of job aids, recording and reporting formats, essentials drug kits and nutritional therapeutic products and food for program implementation<strong>.</strong></li>

<li> Ensure proper recording of the information related to the implementation of the basic health and Nutrition services at mobile clinics, health and nutrition centres, including care practices, appetite test, health and nutrition education and home-visiting.</li>
<li> Report on activities on a regular basis through qualitative and quantitative Activity Progress Report (APR) format and updating the health and nutrition Program officer on the status of the program and performance of the staff</li>
<li> Ensure data collected from mobile clines and health centers and from existing health facilities.</li>
<li> Reporting about your activities, identified problems and proposed solutions to health and nutrition officer.</li>
<li> Monitor the health and nutrition situations of the communities using databases as requested.</li>
<li> Participation in formulation of the ACF future operation in PHC and emergency nutrition.</li>

<p><strong>Objective 4: Represent the organization in relation to the project to the local authorities and other partners</strong></p>

<li> Conduct quarterly meetings/reviews with all CHWs .</li>
<li> Ensure proper dispensing and recording of drugs from each CHW through ICCM monitors to ensure continuous supply of drugs.</li>

<li> Ensure continuous mentoring and capacity building of CHWs, to ensure proper understanding and adherence to ICCM.</li>

<p><strong>Background:</strong></p>
<p>FCA works to enable people to break the circle of poverty and violence. We are a rights-based actor, a Finnish organization with 70 years of experience, with operations in 15 countries. We consider three thematic areas as central to sustainable change: the right to peace (R2P), livelihood (R2L) and quality education (R2QE).</p>
<p>In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.</p>
<p><strong>Primary purpose of the position:</strong></p>
<p><strong>Primary purpose of the position:</strong> The Project Officer will assist LG Manager, Gender and accountability Advisor as well as Senior Project Manager, reconciliation manager in the design and implementation of Project programming across all spheres of the project “Strengthening local governance structures for more accountable and inclusive Federal Member States in support of the Wadajir National Framework – Phase II**.** The project Officer will support the integration of gender sensitive programming elements in accordance with global best practices, FCAs gender policy and donor requirements. The project Officer participates in project implementation, project monitoring and evaluation in relation to gender and youth integration in local governance and reconciliation. This include support and coordination with the relevant Ministries of Federal Member States and District Council members, civil society and community stakeholders.</p>
<p>The project objective will be achieved through i) to contribute to the strengthening of stability in Somalia through the inclusive formation of district councils and authorities.ii) to strengthen gender and youth inclusive governance and administration in the targeted districts of Somalia</p>
<p><strong>Main tasks:</strong></p>
<p><strong>Governance and reconciliation Responsibilities</strong></p>
<ul>
<li>Ensure timely implementation of the programming activities in Jowhar and Hirshabelle state of Somalia;</li>
<li>Efficient procurement, administrative and logistic services;</li>
<li>Ensures effective and efficient financial resources management;</li>
<li>Deliver capacity building and training initiatives, and ensure a timely implementation of capacity building activities;</li>
<li>Ensure advocacy, planning and programming, monitoring and evaluation, and representation;</li>
<li>Facilitation of knowledge building and knowledge sharing.</li>
<li>Develop common project workplans among FCA, the Ministry of Interior’s Department of Local Governance, Regional Administrations and Local Government Councils and Administrations;</li>
<li>Elaboration of monthly work plans and budget as well as monthly narrative report;</li>
<li>econcile the records of payments with activities and recommends new disbursements to the Project coordinator.</li>
<li>Liaise with support staff and project administration in Mogadishu on all operational matters and financial expenditures and transactions.</li>
<li>Ensures integrity of financial and administrative operations in the Local governance area through oversight of financial and budgetary aspects of the projects, under advice of the Project Manager</li>
<li>In collaboration with the Project coordinator, design and review capacity building plan for ministry, regional and district officials;</li>
<li>Design a relevant work plan in consultation with the Project Coordinator and ensure a timely implementation of capacity building activities;</li>
<li>Prepare the reports of both monthly quartly, midyear and annually and submit to the project manager/Coordinators for them to review.</li>
</ul>
<p><strong>Gender and Youth Responsibilities</strong></p>
<ul>
<li>Ensure liaison and partnerships with relevant Ministries of Federal Member States and District Council members , civil society, community stakeholders and women’s groups in the project areas and ensure that all information and outreach activities of the local governance project involve both women and men;</li>
<li>In close collaboration with the Gender and Youth Advisor, Project Manager, Program Manager and Senior LG Manager, reconciliation manager ensure gender mainstreaming, gender programming and youth participation in FCAs local governance program.</li>
<li>Actively participate in Gender relevant working groups in the project target locations.</li>
<li>Support the Gender and Youth Advisor in the integration of gender sensitive programming elements to the local governance project</li>
</ul>
<p><strong>Capacity building</strong></p>
<ul>
<li>Support the capacity building activities to the relevant Ministries of Federal Member States and District Council members, civil society, community stakeholders and women’s groups</li>
<li>Support local actors to undertake robust community outreach activities on gender mainstreaming, mitigation and response.</li>

<p><strong>Required experience, knowledge &amp; skills:</strong></p>
<ul>
<li>Bachelor’s degree (holder) in Gender Studies, Human Rights, Law, International Relations/Development, social sciences or related field</li>
<li>Minimum of 3 years of experience in the gender programming; GBV/ Gender/Governance project; most preferably related to peace and state building.</li>
<li>In-depth understanding of gender, age, and other socio-cultural factors in the context of peace and state building.</li>
<li>Experience of reconciliation and governance in depth understandimg of Somali culture.</li>
<li>Experience in reconciliation and council formation</li>
<li>Experience and demonstrated results in integration of gender and youth in programming</li>
<li>Proven Analytical skills and experience in designing conceptual tools and operational manuals relevant to gender and youth</li>
<li>Proven capacity to lead the collection, analysis, and utilization of information from a broad range of sources in order to ensure effective integration of gender and youth concerns in programming</li>
<li>Ability to facilitate, coordinate and advocate for gender equality across the program</li>
<li>Knowledge of and experience in design, management and implementation of local governance programming</li>
<li>Sensitivity to clan dynamics and understanding of the socio-economic and political situation in Somalia</li>
<li>Well-developed written and oral communication skills</li>
<li>Ability to work well with others and to develop and maintain good collaboration among project staff, partners, other stakeholders and beneficiaries such as women, youth, religious and community leaders</li>

<p>he objective of the consultancy is to:</p>
<ol>
<li>In collaboration with CEFA technical team, assess and verify the proposed canals for rehabilitation;</li>
<li>Review and validate the proposed desilting quantities for the selected irrigation canals;</li>
<li>Prepare schedule of quantities for excavation for each canal;</li>
<li>In collaboration with CEFA technical team, identify and register workers and foremen who will conduct the cash for work activities on the canal rehabilitation;</li>
<li>Conduct supervision of canal desilting works implemented by the community members through cash for works programme;</li>
</ol>
<p>This assignment will be executed in two (2) phases.</p>
<ol>
<li>Phase one (1) will consist of technical assessments and preparation of schedule of Quantities for each canal;</li>
<li>Phase two A (2A) will consist of supervision of canal rehabilitation works.</li>

</ol>
<p>This phase will be characterized by mobilization, initial stakeholder engagements, site visits for the assessment of the already identified canals, topographic survey and preparation of schedule of quantities.</p>
<p>The assessment will cover at least 3 irrigation canals identified during the rapid assessments conducted by CEFA previously in Jowhar with a total length of 8.6Km as shown in table 1. In collaboration eith CEFA technical team the Consultant will assess and verify these canals.</p>

<p>During Phase-1 of the assignment, the consultant will be expected to carry out the following tasks:</p>
<ol>
<li>Mobilization of his staff and initial field visits and engagement of relevant stakeholders including target communities;</li>
<li>Liaise with the canal committees and the CEFA technical team to assess the identified canals to be rehabilitated/desilted;</li>
<li>Map the targeted irrigation canals and farmers and produce geo-referenced layouts showing the current areas under irrigation and potential total area targeted for each irrigation canal;</li>
<li>Carry out longitudinal and traverse survey along each canal;</li>
<li>In collaboration with CEFA technical team and local communities, obtain ther secondary data available to establish the initial dimensions and levels of the silted canals in order to propose sound rehabilitation/ desilting plan;</li>
<li>The consultant will propose and recommend proper farmer-oriented operation, management, and maintenance mechanisms to ensure the rehabilitated canals remain useable in future.</li>
<li>Assess the existing condition of the canals, quantify rehabilitation works in terms of but not limited to: bush clearing, desilting quantities, and embankment formation among others;</li>
<li>The consultant will provide detailed photographic plates with marked locations for the status of the canals to be used as a baseline for comparison after rehabilitation.</li>
<li>Carry out topographical survey and mapping of the location of proposed infrastructure;</li>
<li>Produce cross sections and longitudinal profiles using the survey data showing existing ground level, proposed ground level, embankment level and water level;</li>
<li>Liaise with CEFA Irrigation Officer, Village Committee, Canal Committee to identify the farmers and workers;</li>
<li>Prepare and submit an implementation plan for all activities, to CEFA technical staff for review and approval.</li>
<li>Phase Two (2) &#8211; Supervision of rehabilitation works</li>
</ol>
<p>During this phase the consultant shall be responsible for the supervision of the rehabilitation / desilting works for canals under Cash For Works Programme. The main tasks to be performed shall include but not limited to the following:</p>
<ol>
<li>Mark and set out all the canals to be rehabilitated / desilted;</li>
<li>Assign and allocate work potions to individual farmers/workers;</li>
<li>Guide the workers on the procedures and methods to be followed during cleaning and de-silting of canals;</li>
<li>Provide timely assistance and direction to the workers in all matters related to clarification of the works and measurements;</li>
<li>Monitor the implementation of the work done to ensure appropriate levels and dimensions of the canals are attained and properly maintained;</li>
<li>Take and record measurements of the completed works in terms of length and volume excavated;</li>
<li>Maintain records of portions of work done by each farmers/worker and number of days worked;</li>
<li>Liaise with the CEFA technical staff for any technical guidance and approaches to be used for the execution of the works;</li>
<li>Report to the Project Manager and CEFA technical staff the measurements taken for each canal for approval and confirmation;</li>
<li>Report to CEFA every week (On Friday) the verified progress and completion of the works for each canal in form of measurements and pictorial evidence;</li>
<li>CEFA Jowhar will make payments through a specialized provider, Hormuud through mobile cash transaction to the workers based on the work done by each worker, portions of work done and or the number of days worked on pre-agreed rates. All the payments done must be reported with mobile cash transaction list and receipt to CEFA NBI on weakly basis and must be approved by the supervising engineer (evidence of payment must be attached) and CEFA local staff in charge;</li>
<li>Be on site at all times during canal rehabilitation works and ensure adherence to approved implementation plan;</li>
<li>Prepare and submit to the project manager assessments reports, weekly summary reports and Completion report</li>
<li>Perform all other tasks, not specifically mentioned above, but which are necessary and essential to ensure the successful implementation of the proposed canal rehabilitation works through cash for works programme.</li>

<h2>II. Background Information</h2>
<p>About the MIDA FINNSOM III, Health and Education Project</p>
<p>The past decades have seen continued migration from various African countries, causing a “brain drain” that has debilitated various public sector systems across the continent. Through the IOM Migration for Development in Africa (MIDA) programme, Somali diaspora professionals have supported institutional capacity building, service delivery, and policy development of health and education institutions across Somalia since 2015.</p>
<p>The MIDA FINNSOM PHASE III – Health &amp; Education project – contributes to strengthening the Health and Education sectors in Somalia towards achieving specific priorities in the Education Sector Strategic Plan (ESSP) and the Essential Package for Health Services (EPHS), as prioritized and outlined by the government. The project aims to do so by engaging and enhancing the role of qualified Somali diaspora experts willing to temporarily return to their country of origin. In particular, through assignments within key ministries and public institutions (including hospitals and universities), Somali diaspora experts contribute addressing gaps and enhancing strengths in the planning and delivery of health and education services, coherently with the needs identified through the dedicated baseline assessment conducted during the inception phase of the project. Furthermore, a component of the project is devoted toward contributing to the creation of stable and sustainable access to employment opportunities in the health and education sectors for local experts and interns, who will work in close coordination with the Somali diaspora experts &#8211; therefore reaping long-terms benefits of knowledge transfer, competencies sharing and skills development.</p>
<h2>III. Duties and Responsibilities</h2>
<p>The Federal Government of Somalia’s Ministry of Health and Human services (MoHHS), through the technical assistance provided by the IOM MIDA FINNSOM III Health and education project, seeks to build the skills of health workforce.</p>
<p>Under the overall guidance and direct supervision of Hospital director, the diaspora professional will carry out the following duties and responsibilities:</p>
<ol>
<li>Assess and stabilize patients who arrive in the emergency department with acute illnesses, injuries, or other medical emergencies. This involves performing comprehensive physical examinations, ordering and interpreting diagnostic tests, and implementing appropriate treatment plans.</li>
<li>Responsible for providing immediate medical care to individuals who have been injured or are suffering from health problems as a result of floods. This includes assessing and triaging patients based on the severity of their conditions, providing initial stabilization, and initiating appropriate treatment</li>
<li>A member of a multi-disciplinary team which provides and coordinates comprehensive emergency services to all patients affected by floods, Outpatient and Inpatient Department Services.</li>
<li>Disease Prevention and Control: Floods can lead to the spread of waterborne diseases, such as cholera, typhoid fever, and hepatitis. Implementing preventive measures to control the outbreak of such diseases. This may include administering vaccinations, providing clean water and sanitation facilities, and educating the affected population about proper hygiene practices.</li>
<li>Triage: prioritize patients based on the severity of their condition and allocate appropriate resources and medical attention accordingly. This involves making quick and accurate assessments to ensure that the most critical patients receive immediate attention.</li>
<li>Diagnosis and Treatment: diagnose and treat a wide range of medical conditions, including but not limited to heart attacks, strokes, trauma, respiratory distress, severe infections, and allergic reactions. develop treatment plans, prescribe medications, and provide appropriate interventions to stabilize patients</li>
<li>Conduct Skills and knowledge transfer facilitation to all health professionals including Medical doctors, Nurses and community health workers working in the site of the emergency</li>
<li>Train and supervise Doctors, Medical Students, Nurses and community Health workers.</li>
<li>Propose and/or implement health promotion activities in communities affected by floods.</li>
<li>Perform routine examination of all patients and conduct training sessions on prevention and treatment of disease related the flooding to the health staff in the region.</li>
<li>Report and formulate clear recommendation with priority interventions and priority areas.</li>
<li>Advise Hirshabele Ministry of health and policy makers on communicable diseases and containment strategies.</li>
<li>Rotating through the different Hospitals in the Hirshabele State that are affected by floods.</li>
<li>Ensure all documentation meets local medico-legal requirements and that statistical data is collected, using the health monitoring system, and to incorporate information in regular reports.</li>
</ol>
<h2>IV: Requirements:</h2>
<p>Besides the specific outputs mentioned in section III, the MIDA FINNSOM III Heath and Education project is requiring the following deliverables to be submitted throughout the assignment. These are the standard requirements for all assignments under this project:</p>
<ol>
<li><strong>Work plan:</strong> A work plan must be developed with the Supervisor during the first week of the assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the supervisor, MoHHS coordinator, MoHHS M&amp;E Specialist and IOM project team. This work plan can be revised during the assignment to reflect on new developments or changes.</li>
<li><strong>Quarterly and Final Reports:</strong> Quarterly progress reports will be submitted by the expert to the supervisor, MoHHS Coordinator, MoHHS M&amp;E Specialist and IOM project team. At the end of the assignment, the participant must also provide a final report covering the duration of his/her assignment.</li>
<li><strong>Exit interview:</strong> An exit interview will be conducted to ensure that a proper exit plan has been put in place to sustain the achievements, upon completion of the assignment.</li>

<p>Please note that IOM, according to the contract, will not be responsible for the security of qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.</p>
<p>Before leaving the country of residence or upon arrival in Somalia, the qualified Somali expatriate will receive a pre-service briefing including security advice and cultural background.</p>

<p>The consultancy is part of the AICS funded project <em>RICREA &#8211; Water Resources for Resilient, Equal and Autonomous Communities. Equitable Development and Climate Resilient Adaptation to support population affected by displacement and host communities in Jowhar district.</em></p>
<p>The overall objective of the action is to contribute to climate change adaptation and resilience and sustainable economic development of communities affected by the humanitarian crisis in Somalia.</p>
<p>The specific objectives of the action is to strengthen the resilience of communities in Jowhar District, Hirshabelle State of Somalia, through diversification and equitable access to livelihoods, improved agricultural production resilient to climate change, and enhanced access to and management of water resources as well as hygiene promotion and access to WASH infrastructure..</p>
<p>In order to strengthen access to Toilets and promote Hygiene, CEFA is implementing rehabilitation/ Construction of VIP latrines in schools (2) and IDP camps.</p>
<p>Objectives of the Consultancy</p>
<ol>
<li>The objective of the consultancy is to, in collaboration with CEFA technical team, assess the feasibility of rehabilitation/ construction works of pre-identified toilets within 2 schools and 1 IDPs camp in Jowhar District (Hirshabelle, Somalia);</li>
<li>Carry out water demand for the selected project vis a vis the potential sources of water;</li>
<li>Provide detailed design, drawings and BoQ for all proposed infrastructures</li>
<li>Conduct the supervision of the works implemented by the selected contractor(s).</li>

Ensure that the Contractor properly records all equipment, materials and labour which have been supplied under the Contract.</li>
<li>Provide timely assistance and direction to the Contractor in all matters related to the interpretation or clarification of the Works Contract including drawings and specifications.</li>
<li>Issue instructions, in accordance with the authority specified in the Conditions of Contract, to Contractors, such that works can proceed expeditiously;</li>
<li>Monitor progress against program, instructing the Contractor to revise its program as necessary in order to meet due completion dates;</li>
<li>Ensure that the Works are executed in accordance with the drawings and that the quality of workmanship and materials is in compliance with the technical specifications. Evaluate and determine acceptability of substitute or “equal” materials and equipment proposed by the Contractor;</li>
<li>Liaise with communities and project affected persons of the works undertaken under the Project; Mediate on any conflict or request between the Client, contractor, Land owners or community members.</li>
<li>Review and comment on, or recommend approval of, Contractor’s proposals for variations;</li>
<li>Prepare and submit reports on the progress of the Works, the Contractor&#8217;s performance, quality of works and the final reports after testing.</li>
<li>Review and certify all Interim payment certificates submitted by the contractor before forwarding to CEFA Project Manager</li>
<li>Upon completion of the Works, carry out the necessary inspection, propose to CEFA /Project Engineer; a date for a joint inspection,</li>
<li>Prepare and issuance of the Certificate of Provisional Completion to the contractor upon completion of works;</li>
<li>Review and comment on or approve as-built drawings prepared by the Contractor;</li>
<li>Prepare and Submit Inception Report, Monthly Progress Reports and Final Report and any Special Reports as may be required by the project manager;</li>
<li>Perform all other tasks, not specifically mentioned above, but which are necessary and essential to ensure the successful supervision and control of all the construction activities, in accordance with the provision of condition for contract works.</li>
<li>Phase Two (2B) – Defects Liability Period</li>
</ol>
<p>During this phase the Consultant’s tasks shall include the following:</p>

<li>Inspect the Works at monthly during the Contractor’s Defects Liability Period; and,</li>
<li>Prepare a final deficiency list monthly during DLP in cases where remedial work is required</li>
<li>Supervise any remedial works and satisfy himself and the Client that the defects have been corrected satisfactorily</li>
<li>Carry out the Final Inspection of Works together with representatives of CEFA /Project Engineer and the Contractor</li>
<li>Prepare and issue the Final Acceptance Certificate in consultation with CEFA /Project Engineer and the collaborating agencies;</li>
<li>Prepare and issuance of the End of Defects Liability Certificate to the Contractor at the End of Defects Liability Period;</li>
<li>Review of contractor’s Final Statement of accounts and Submission of the same to CEFA Project Manager at the End of Defects Liability Period completion to the contractor upon completion of works;</li>

<p><strong>MAIN TASKS AND RESPONSIBILITIES</strong></p>

 Closely work with/assists the Admin/Finance officer in ensuring timely closing of books as well as submission of required reports including both financials and scanning reports as per International Medical Corps finance deadlines.<br />

<p> Collaborates with the Finance/HR Officer in implementation of all HR operation in the field site in order to make sure that the correct HR processes are followed and adhered to by all concerned persons.<br />
 Assist the field Admin/HR/Finance officer in the process of recruitments through advertisement, collection of candidate resumes, applications, scheduling job interviews, and assisting in interview process.<br />
 As guided by the HR Officer, prepare the orientation schedule for the new national staff in the site’s office.<br />
 Support the HR Officer in maintenance of annual leave tracking system for International Medical Corps&#8217; field site national staff in the field.<br />
 Support the HR Officer in ensuring timesheets are completed.<br />
 Supports Field Admin/Finance officer in the entire cycle of HR activities whether of contracting new employees, old staff when contracts expire and monitoring the effectiveness of these processes and feedback to the HR officer.<br />

<p><strong>JOB SUMMARY</strong></p>
<p>The Girl Shine Focal Point will closely work with the GBV Officers, GBV manager, and other protection staff to implement a set of interventions to respond to adolescent girls’ needs in the proposed locations of Somalia. The focal point will closely supervise adolescent girl’s activities through the implementation of the girl shine curriculum. The Girl Shine Focal Point is responsible for leading and overseeing the implementation of Girl Shine, from assessing the needs of girls, selecting girls for the program, building relationships with gatekeepers an caregivers, monitoring activities, and overseeing the implementation of the Girl Shine Caregiver Curriculum (with support from other staff members).</p>
<p><strong>Main Tasks and responsibilities</strong></p>
<ul>
<li>Oversee and ensure the quality of activities implemented by the facilitators and share relevant information during staff meetings.</li>
<li>The Girl Shine Focal Point is also responsible for collecting data and preparing reports.</li>
<li>Identify key trends emerging in the field related to adolescent girls and works closely with staff to address key issues (for example, accessing vulnerable segments of girls, introducing case management, etc.)</li>
<li>Work closely with the team to ensure GBV responses are reflective of the needs of girls in particular early marriage and sexual violence.</li>
<li>Planning and supervision of adolescent girls support activities in the field, supervising the adolescent and girls support activities to ensure that all planned activities are carried out timely.</li>
<li>Mentor and strengthen the capacity of the girl shine facilitators in the daily implantation of girl shine activities including the female focal points peer girls through technical support, ongoing training/learning sessions.</li>
<li>Assist in the adaptation of documents, M&amp;E and reporting tools, reference materials for the girl shine curriculum.</li>
<li>Ensure the rollout of the girl shine sessions based on the needs of the girls, and their caregivers with reference to the curriculum. In collaboration with the GBV Manager and the GBV Officer, contribute to the design, planning, implementation, monitoring, and evaluation of interventions for the girl shine facilitators and targeted girls.</li>
<li>Work closely with the protection team to ensure protection responses are reflective of the needs of girls.</li>
<li>Together with the girl shine facilitators, identify gaps and needs within the teams regarding the inclusion of the girl shine intervention.</li>
<li>Based on the established criteria, guide the adolescent girls’ assistants through the community focal points to identify and register the beneficiaries for the curriculum.</li>
<li>Ensure maximum visibility of International Medical Corps and donor while implementing the project activities.</li>
<li>Supervise, support, and guide the field mobile teams, adolescent and girls’ facilitators in the field site to ensure project objectives are met, to improve program quality, cultural appropriateness and adhere organizational policies and procedures, donor requirements and host government guidelines.</li>
<li>Collect progress updates for the field team, prepare biweekly, monthly, and quarterly reports on time and submit them to the line manager.</li>
<li>Organize and facilitate project-related training.</li>

<p><strong>JOB SUMMARY</strong></p>
<p>The Senior Mental Health and Psychosocial Support (MHPSS) Officer is responsible for the day-to-day technical, programmatic, monitoring, and successful implementation of the MHPSS program activities. This position will provide close support to OPD consultants/MHPSS officers and PSS Workers for the clinical management of MNS conditions, mental health case management, conducting appropriate referrals as needed and ensuring integration of MHPSS services in Health, Protection, Nutrition and other sectors. S/he will Supervise and provide support to field teams in the area for the implementation of MHPSS activities and provision of MHPSS services and organization of program activities. S/he will work closely with other program sectors/departments within International Medical Corps. The position holder will work under the direction and support of the MHPSS Coordinator and in close collaboration with the Health Technical team in order to ensure that beneficiaries have access to a holistic and integrated services encompassing primary care and MHPSS in line with IMC and global MHPSS standards and guidelines.</p>

<li>Oversee and organize the work of MHPSS case management staff that includes Doctors, Nurses, MHPSS Officers and Psychosocial Support Workers working on the field within the area.</li>
<li>Organize and attend MH case management technical meetings.</li>
<li>Conduct regular visits to communicate and follow up on PHCCs/ centers supported by IMC and maintain good relationships with all partners.</li>
<li>Implement individual and group sessions (e.g. psychoeducation, WHO’s Self Help Plus (SH+) and MHPSS awareness raising / stigma reduction sessions), psychosocial wellbeing activities (e.g. stress management and self-care, positive coping strategies etc.).</li>

<p>PROJECT SUMMARY</p>
<p>The successful candidate will be the International Medical Corps Technical Specialist in Sexual and Reproductive Health (SRH), Gender Based Violence (GBV) and Female Genital Mutilation / Cutting (C) for the anticipated Damal Caafimaad project funded by the World Bank via the Ministry of Health in Somalia. The Damal Caafimaad project is a 4-year initiative aimed at contributing to Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage and quality of essential health and nutrition services in project areas as well as strengthen the stewardship of the Ministries of Health in Somalia. The Damal Caafimaad project will work with the Ministry of Health and Human Service Affairs (MOH) at the federal and state government levels.</p>
<p>International Medical Corps will be responsible for delivering the defined essential health services in Middle Shabelle and Bay regions to contribute to: (i) reducing maternal and newborn mortality; (ii) reducing under 5 mortality and improving child health and nutrition; (iii) reducing excess mortality due to communicable and non-communicable diseases (iv) strengthening the health system and (v) increasing the coverage of the package of health services.</p>

<p>JOB PURPOSE</p>
<p>The Technical Specialist, SRH, GBV and FGM/C, will ensure all medical GBV and FGM/C services are delivered in a technically accurate and in line with Global and Somalia-specific guidelines on the topic. S/he will work in close collaboration with the Technical Coordinator in defining risk mitigating approaches to ensure a safe delivery of clinical GBV and FGM services. S/he will be the focal point for building the capacity of health service providers and project staff to ensure the implementation of safe and appropriate interventions. The Technical Specialist, SRH, GBV and FGM/C, will be based in Jowhar or Baidoa, Somalia in line with the implementation of contracts in Middle Shabelle and Bay regions.</p>

<p>MAIN TASKS AND RESPONSIBILITIES</p>
<p>Technical Leadership and Project Management:</p>
<ul>

<p>The Supply Chain Officer will be part of the Somalia Crisis Recovery Project (SCRP) Implementation team based in Jowhar. S/he is responsible for all day-to-day tasks – i.e. procurement of goods and services, warehousing, transportation of goods and people, vehicle fleet management, and general logistics support – to ensure smooth delivery of the SCRP activities in Jowhar and Balcad districts. The post holder will be required to ensure compliance with SCRP client and DRC procedures and guidelines for all supply chain functions undertaken during the delivery of the SCRP activities. The role contributes to the adaptive planning in the SCRP supply chain management to conduct an effective value chain analysis and ensure the best value for money for all goods, services, and works pertaining to the project. The role will be required to coordinate with delivery teams of implementing partners in the same locations, and provide support and/or technical guidance as needed.<strong>.</strong></p>
<p><strong>Duties and Responsibilities.</strong></p>

<p><strong>Other supply chain responsibilities</strong>:</p>

<li> Maintain transparency and accountability in all procurement activities</li>
<li> Maintain good archiving system of hard copies and soft copies on SharePoint of all procurement documents and upload them in DRC Dynamics,</li>
<li> Facilitate procurement processes through DRC Dynamics, as well as ensuring that any tender documents received are properly registered and kept secured</li>
<li> Perform any other duties that may be assigned by Line Manager.</li>
</ul>
<p><strong>Experience, Education and technical competencies:</strong> (include years of experience)</p>
<ul>
<li> Minimum 3 years of relevant and practical work experience in Supply Chain in crisis recovery and drought resilience programming context and with international organization(s) preferably working in the hard-to-reach areas in Hirshabelle State.</li>
<li> University degree in Procurement &amp; Supply Chain Management, Business Administration, Business Management or any related field with 3 years of practice experience.</li>
<li> Competence in providing technical guidance and training.</li>
<li> Proven experience in working with national partners, and local/government authorities.</li>
<li> Excellent computer skills – proficiency in Excel spreadsheet and Excel Formulas, and ability to work with Word and PowerPoint.</li>
<li> Excellent interpersonal, communication (writing and oral), reporting, and presentation skills in English and Somali language.</li>
<li> Self-motivated, team player, and proactive character with proven ability to effectively plan and prioritize tasks, perform multiple tasks efficiently and meet deadlines.</li>
<li> Honest and trustworthy person with a proven commitment to accountability practices.</li>
<li> Previous experience of working in hard-to-reach areas and environments with high-security demand, and willingness to travel and ability to work under pressure.In this position, you are expected to demonstrate DRC’ five core competencies:</li>
