ADRA Somalia is seeking for a <strong>consultant to conduct a training on enabling capacity for extension and advisory services for climate smart agriculture and resilience.</strong></p>
<p><strong>Background</strong></p>
<p>Achieving food security, while also adapting to climate change and reducing greenhouse gas (GHG) emissions, is a matter of urgency on a global scale. Climate change, food security and food systems are crucial and closely interlinked concepts, which have gained considerable attention given the global efforts to achieve sustainable development goals (SDGs) by 2030. Climate change affects every aspect of food security, particularly in the developing world, as the former interact with other social, economic, demographic and institutional changes, by producing non-linear outcomes. Agriculture undoubtedly represents the most crucial source of livelihood in many poor countries and contributes immensely to their economy, by providing the main source of employment, by providing food and raw materials that serve as an input for the industrial sector, and by contributing to international trade and exports.</p>
<p>The climate in the Horn of Africa is projected to become even drier, warmer, more erratic, and more extreme than in recent decades and thus less favorable to crops, livestock, fisheries, and forestry-based livelihood systems. While most climate models predict higher rainfall, the expectation of a drier climate is supported by the stronger historical evidence. Somalia has a predominantly agrarian economy, with agriculture accounting for about 60% of the country’s GDP. However, the pre-existing vulnerabilities of decades of conflict, climate change, drought, flooding, and insecurity have had a significant impact on the agricultural sector in Somalia. A warmer future, with increased variability and frequency of extreme rainfall events is predicted. The consequences of such changes are dire for Somalia’s agriculture. Higher air temperatures will increase transpiration from soil, tree canopies, and water bodies. More variable and extreme rainfall on already barren soils will result in more run-off and erosion, less groundwater recharge, and less water availability in the surface layers for plant growth. Other likely impacts include reduction of vegetation for grazing and more variable water availability, with grave impacts on livestock herding and related livelihoods. Rising sea temperatures and acidification will also reduce fish stocks and change their distribution.</p>
<p>In this context, climate-smart agriculture (CSA) has been proposed as a useful approach to simultaneously increase food productivity, sustainability, resilience and food security. An important aspect to be considered is the context-dependence of CSA practices, and their great variability at national, regional and local level. In other words, <strong>one size does not fit all</strong>. Flexibility appears to be the key to making CSA practices successful: farmers in different regions and territories might prioritize different CSA technologies and interventions, and factors that may act as enablers in one context can also function as barriers in another context. To achieve this, the assignment is guided by the Three Pillars of Climate-Smart Agriculture, which will be the focus of the capacity building initiative. They include (i) increasing production: entails training farmers on strategies to boost agricultural output while adapting to changing environmental conditions; (ii) resilience: entails training farmers on how to implement farming practices that are able to withstand the unpredictable effects of climate change; and (iii) avoidance: entails training farmers on how to identify methods that can help them avoid losses caused by climate change, such as extreme weather events.</p>
<p>It is therefore important for an in-depth exploration and explanation of climate change science to key stakeholders, focusing on understanding of the climate models, downscaling, projections, and uncertainties related to climate change. This foundational knowledge base lays the groundwork for effectively introducing actors to the key concepts and practices of Climate-Smart Agriculture (CSA).</p>
<p><strong>Rationale:</strong></p>
<p>Climate-Smart Agriculture is knowledge intensive and entails moving toward more agro-ecology based approach rather than conventional intensification. Implementing and scaling up of CSA at a watershed or landscape level is even a greater knowledge intensive endeavour. Unlike conventional agricultural practices, CSA requires capacity to identify and implement synergetic activities with minimum trade-off that ensure high productivity, enhance resilience, and reduce GHG emissions. Therefore, all implementers of CSA at different scales need to be trained and equipped with the necessary knowledge and skills. Awareness and training among farmers increase success of CSA. Dissemination of information and skills through ‘famer-to-farmer’ pathways are effective in delivering desired results and enhancing climate smart agriculture technology adoption. Exposure visit is essential in accelerating adoption and sustaining of newer innovations for both agricultural extension officers and farmers.</p>
<p>Proper implementation of CSA requires extension and advisory services to build the capacity of farmers on understanding and identifying climate related risks, identifying the relationship between climate risks and other environmental problems, understanding the synergies and trade-offs of different agricultural practices and technologies, estimating required inputs for CSA practices and evaluating the productivity and environmental benefits of CSA. The trainings therefore need to be provided through targeted trainings sessions, meetings, demonstrations, social gatherings and other relevant methods for community participation in planning and implementation of CSA and adoption of CSA technologies. CSA is generally a practice of analyzing the synergies and trade-offs of a set of agricultural practices within a farm, a watershed and/or a landscape level and then implement, monitor and adjust as required. It is therefore imperative that we deliberately focus on building the capacity of experts and development agents to scale up CSA. Equipping extension agents with skills and techniques to implement CSA at the required scale (plot or landscape). Hence, there is a need to develop a standardized CSA training material to train Agricultural Extension Agents and Development Agents.</p>
<p><strong>Overall Objective:</strong></p>
<p>The primary goal of the training is to institutionalize expertise in the line Ministries and within ADRA to bridge the gap between scientific insights and practical applications, fostering climate-responsive planning to safeguard food security in the evolving climate landscape of Somalia.</p>
<p>This Training of Trainers (ToT) aims to advance the knowledge and skills of staff and extension officers to enhance climate-resilient agricultural systems in the target locations of Somalia. This is to be achieved through empowerment and knowledge transfer to communities to help develop more resilient and adaptive agricultural systems, contributing to sustainable agricultural development.</p>
<p>The key objectives of the training are:</p>
<ol>
<li>Empowerment: Equip agriculture extension officers with knowledge and skills to interpret and apply climate change information for climate resilience and adaptive agricultural practices.</li>
<li>Knowledge Transfer: Facilitate translation of scientific insights into practical applications to foster climate-responsive planning and food security in the changing climate of Somali.</li>
</ol>
<p><strong>Target</strong></p>
<p>The direct target for this capacity building initiative includes Agricultural Extension Agents and Development Agents (staff and other relevant parties). The participants will be selected based on specific criteria, including their willingness to participate in the program and their commitment to improving their agricultural practices.</p>
<p><strong>Scope</strong></p>
<p>The scope of the assignment entails:</p>
<p>The spectrum of the dimensions involved in CSA practices is very broad, and they are all interrelated and interconnected. This assignment will focus on the following categories:</p>
<ol>
<li>Water-smart: <em>in situ</em> moisture conservation and efficient water (irrigation) application system</li>
<li>Weather-smart: agro-advisory services and robust weather forecasting</li>
<li>Crop-smart: improvement and adaptation of varieties with higher input use efficiencies</li>
<li>Nutrient-smart: manuring and site-specific integrated nutrients management</li>
<li>Cabon and energy-smart: resource conservation technologies and farm chemical reduction</li>
<li>Knowledge and technology-smart: gender equality and awareness campaigns to increase capacity-building.</li>
</ol>
<p>Key activities shall include:</p>
<ol>
<li>Developing a standardized training material for CSA implementers</li>
<li>Identify training- of-trainers (TOTs) from project localities</li>
<li>Train the TOTs in theoretical and hands-on sessions</li>
<li>Help and monitor the TOTs to train CSA implementers at grass root level</li>
<li>Provide refresher TOTs with additional skills based on their field experience</li>
<li>Monitor and support the TOTs and their CSA implementation capacity at the field level.</li>
<li>Pilot and Scale-Up: Potentially include a pilot phase followed by a broader rollout to test and refine interventions.</li>
</ol>
<p><strong>Methodology</strong></p>
<p>The actors need to be supported to gain critical insights into selecting and implementing locally tailored CSA technologies and practices, with a strong emphasis on strategies to scale up these interventions in their localities to effectively combat adverse impacts of climate change. Exploration of climate hazards, exposure, vulnerabilities, and risk indicators, empowering actors to critically analyze and address the impacts of climate change on agriculture is equally crucial. Another critical component of the capacity building would be to focus on effective communication strategies, with targeted sessions designed to sharpen the skills of actors in engaging and mobilizing farming communities. More emphasis shall be on integrated interactive sessions, hands-on exercises, case study analyses, and dynamic group discussions to maximize the impact and effectiveness of the trainings. Participants should be exposed to tackle hypothetical scenarios to analyze potential climate hazards, exposure, vulnerabilities, and risks, fostering a collaborative and deeply practical learning environment.</p>
<p><strong>Implementation Strategy</strong></p>
<p>Prior to implementation of planned activities extension workers, development agents and Lead farmers will be trained in the technical standards and application of the selected CSA practices and technologies. Training of farmers will be supported by practical field exposure to pilot CSA watersheds and landscapes where relevant technologies, controlled grazing and other sustainable land management approaches are tested. Development agents and technical experts will provide timely support including access to inputs and required information during the implementation of planned CSA measures. Lead farmers will play important roles in providing technical advice to their respective farmer groups and communicate with extension workers based on skill gaps during implementation. Regular exchange between the CSA farmer groups will be facilitated at community levels through the extension workers.</p>

<p>Climate change is inevitable, and its impact is most visible in the agricultural sector affecting crop production and productivity, leading to increased food and nutritional insecurity. Smallholder farmers are the most vulnerable and affected due to their low adaptive capacity. The effects of climate change vary by region, country and location and will affect people differently depending on their vulnerability and capacity to adapt. <p>ADRA is intent on promoting climate-smart agriculture (CSA) practices that sustainably increase agricultural productivity and incomes (assets) and also adapt and build resilience to climate change by addressing vulnerability, adaptation and resilience. The intended agricultural practices should seek to increase gender equality within households and communities; provide nutrition and health benefits (nutrition-sensitive agriculture) despite anticipated climatic changes; build, or prevent the decline of, soil fertility; protect and conserve the environment, biodiversity, ecosystems and hydrology; adds value to pastoralist communities and indigenous communities who share common resources; do not create a monopoly for the owners of the technology; do not displace or exclude other technologies that would score higher on the CSA scale through alternatives analysis, by addressing synergies between the three pillars of productivity, adaptation, and mitigation</p>
<p><strong>Rationale</strong></p>
<p>Climate change creates additional stress on land, exacerbating existing risks to livelihoods, biodiversity, human and ecosystem health, infrastructure, and food systems. This calls for targeted capacity building initiatives that will improve the knowledge and skills of farmers and extension workers in climate-smart agriculture practices. Widespread changes in rainfall and temperature patterns threaten agricultural production and increase the vulnerability of people dependent on agriculture for their livelihoods, which includes most of the world&#8217;s poor. Climate change disrupts food markets, posing population-wide risks to food supply. Threats can be reduced by increasing the adaptive capacity of farmers as well as increasing resilience and resource use efficiency in agricultural production systems.</p>
<p>Agriculture is and will remain central to Somalia’s economic development. Livestock and crops remain the main sources of economic activity, employment, and exports in Somalia. Livestock is the traditional repository of household wealth in Somalia, the largest export, and an important source of livelihood for a large part of the population. Strengthening Somalia’s climate resilience and improving its overall performance will not only boost prospects for sustained economic development, but will also help cement peace and security, alleviate poverty and malnutrition, and enhance health outcomes in both rural and urban areas.</p>
<p><strong>Purpose and Objectives of the task</strong></p>
<p>The purpose of this assignment is to improve climate resilience, increase agricultural productivity, profitability and sustainability for rural community livelihoods by adopting Good Agricultural Practices (GAPs).</p>
<p>Specific objectives:</p>
<p>The specific objectives include:</p>
<ol>
<li>Provide farmer trainers with knowledge and skills to facilitate, demonstrate and support farmers to adopt and upscale techniques for GAPs in their villages and neighborhoods for increased agricultural productivity by adapting and mitigating the effects of climate change.</li>
<li>Establish and support farmers to manage nutrition-sensitive crop fields including post-harvest management and value addition for the markets.</li>
</ol>
<p><strong>Participants:</strong></p>
<p>The participants for this capacity building initiative will be Farmers, Farmer trainers, Agricultural Extension agents and School Garden Management Committees (SGMC). The participants will be selected based on specific criteria, including their willingness to participate in the program and their commitment to improving their agricultural practices. An estimated 140 farmers are expected to benefit directly from this initiative.</p>
<p><strong>Scope of Work</strong></p>
<p>The scope of work shall entail:</p>
<ol>
<li>Conduct training needs analysis (TNA):</li>
</ol>
<p>Prior to rollout training and developing a training manual (in dual language: English and Somali), the consultant is supposed to conduct a proper training needs analysis (TNA) to assess and understand the current knowledge and skills of the participants.</p>
<ol>
<li>Develop a training manual for training of trainers (ToT):</li>
</ol>
<p>Develop a customized training manual based on TNA findings, their context and level of individuals to be trained as trainers, to enable effective impartation of knowledge and practical skills to target farmers and the rest of the community.</p>
<ol>
<li>Train farmers and extension agents:</li>
</ol>
<p>Provide practical Training of Trainers (ToT) on climate-smart agriculture practices for 25 Farmer Trainers in cooperatives; 40 Individual Farmers and 8 Agricultural Extension Agents and selected School Garden Management Committees, to deepen their awareness and undemanding of climate change risks in agriculture and adapt to the changing climate through conservation of natural resources and environmental protection, utilizing smart agriculture methods. The target groups shall be drawn from Banadir, Jubaland, Hirshabelle and Southwest states</p>
<ol>
<li>Facilitate proposal development:</li>
</ol>
<p>Facilitating training on proposal development on climate smart agriculture, ensuring farmers can articulate their needs effectively. Conclude the training with instructions for farmers to submit project proposals. Successful proposals will be eligible for grants, enhancing community engagement and sustainable practices.</p>
<p><strong>Deliverables</strong></p>
<ol>
<li>Inception report including work plan and climate-smart training approach and manual(s).</li>
<li>Beneficiary needs assessment and assessment of CSA practices in beneficiary communities including results of pre- and post-training tests.</li>
<li>Conduct practical ToT training sessions for the target groups.</li>
<li>Final report, including all relevant material developed and data collected during the assignment. The final report will also cover, details achievements, challenges encountered, mitigation measures employed and recommendations for subsequent implementation.</li>
</ol>
<p><strong>Training Methodology</strong></p>
<p>The consultant is expected to propose interactive, practical, and modern adult learning methodologies for this assignment. The training methodologies should be culturally appropriate and designed for inclusive participation including low-literacy participants. As part of sustainability and exit plan, the consultant will be expected to consider post-training support plans like mentorship, refresher sessions and access to CSA inputs and tools as may be needful.</p>
<p><strong>Qualifications and Key Requirements</strong></p>
<ul>
<li>The lead consultant will have a minimum Degree in Agriculture or Environment and Natural Resources Management or any other related field;</li>
<li>Experience in climate-smart agriculture, agricultural research, or a related field.</li>
<li>Past knowledge and experience in undertaking climate change capacity building programmes will have an added advantage.</li>
<li>Proven experience in the design of agriculture and or natural resources management-related training manuals.</li>
<li>Strong knowledge of climate change adaptation and mitigation strategies in agriculture</li>
<li>Proven track record of conducting similar assignments in Somalia or any other relevant context.</li>

<p>The United Nations Development Programme (UNDP) in Somalia has been supporting the government&#8217;s efforts in effective implementation of the National Development Plan (NDP), which is aligned with the corporate Sustainable Development Goals (SDGs). <p>The Water, Hygiene and Sanitation (WASH) Officer, based in Burdhubo and Garbaharey will lead in the implementation of Water, Hygiene and Sanitation activities, under the direction of the Programme Coordinator. The WASH Officer ensures that water, sanitation, and hygiene activities and awareness are implemented effectively, professionally, while respecting the culture and practices of the local population. S/he will ensure that the WASH services are of a high standard as per Trocaire values and history in Somalia. <li>Under the direct supervision of the Programme Coordinator, support the effective and timely implementation of all interventions related to WASH in the Trocaire project.</li>
<li>Work closely with Local authorities in Burdhubo and Garbaharey to ensure all WASH interventions deployed in the community, facilities and schools are aligned to project outcomes and protect the community from disease outbreaks.</li>
<li>Serve as the technical lead in construction and implementation of water supply and sanitation facilities including construction of water sources, storage, piping, repair of water systems and latrines for communities and primary health facilities.</li>
<li>Support beneficiary institutions in development of operation and maintenance plans for WASH infrastructure.</li>
<li>Arrange for testing of any new water sources to ensure potability.</li>
<li>Ensure all contractual works conform to design and are tested before issuing of completion certificates.</li>

<p><em><strong>Context:</strong></em></p>
<p>The Office of Staff Security (OSS) is responsible for providing leadership on safety/security policy management and Mission operational support to enable the safest and most effective implementation and delivery of IOM programs and activities.</p>
<p>Under the overall supervision of the Chief of Mission (COM), and under the direct supervision of the Senior Field Security Officer, the Senior Security Assistant (LSA) will be responsible for actively assisting the IOM Somalia Senior Field Security Officer with all aspects of staff safety and security management in Somalia. The LSA will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have impact on all safety, security and the protection of IOM personnel and assets, including programme implementation in the Lower Juba Region (Kismayo)</p>
<h2><em>Core Functions / Responsibilities:</em></h2>
<ol>
<li>Coordinates all security related activities with the Senior Field Security Officer in Kismayo, as defined by the S/FSO.</li>
<li>Work closely with UNDSS and other UN Security Officers and offices, Government Security Services, International organizations and private security personnel, to maintain appropriate lines of communications are established for all aspects of staff safety and security in the sub Office/AOR.</li>
<li>Monitors and tracks all staff travels and advises staff regarding Security Clearances to ensure all staff is adhering with existing tracking and travel procedures.</li>
<li>Maintain updated list of all IOM personnel and Tdyers/visitors and dependants in area of responsibility</li>
<li>Ensures that security administration activities (Security Clearances, profiles, staff lists etc.) are properly completed ,updated and archived for future access as required.</li>
<li>Advises staff in residential security issues and ensure staff comply with Residential security measures when required.</li>
<li>Ensures all relevant security information is immediately disseminated in a timely manner to the relevant IOM field office, its staff and SFSO/FSOs.</li>
<li>Assists in conducting security assessments/evaluations of offices, vehicles and projects activities and offers appropriate mitigation recommendations. Is fully conversant with and undertakes an active role in the development and implementation of evacuation/emergency security plans in coordination with the S/FSO.</li>
<li>Draft and Prepare all mission required documents including mission plan and CONOPS. Coordinate mission logistics and other relevant requirement and submit to IOM S/FSO/ UNDSS FSCO for review and further approval by ASC for all low- and High-Profile missions in area of responsibility.</li>
<li>Provides updated security information to all IOM staff and a detailed security briefing to all new staff members entering the mission and area of Responsibility.</li>
<li>Ensures that all staff completes the mandatory security trainings and all other mandatory security requirements.</li>
<li>In co-ordination with the S/FSO coordinates medical evacuations when required.</li>
<li>Investigates and reports security breaches/incidents within the area of responsibility, works closely with the Government police in efforts to ensure IOM staff, its assets and interests are protected while ensuring strict confidentiality.</li>
<li>Assists the supervisors in establishing procedures for reviewing crisis situations as directed by the S/FSO.</li>
<li>Prepares draft security plans for specific areas within the mission’s area of operation including all aspects related to development, implementation and updating of the plans in close cooperation with the S/FSO.</li>
<li>Supervises the contracted guards performance of services ( if any) including fire control, first aid procedures, use of equipment and operation of the automated alarm and video surveillance systems if installed. Where training in fire control and first aid is found to be deficient coordinates with the contractor to ensure such training is undertaken.</li>
<li>Performs such other duties as may be assigned.</li>
</ol>
<p><em><strong>Required Qualifications and Experience</strong></em></p>
<p>Education</p>
<ul>
<li>Bachelor’s Degree in social science, law enforcement or related field from an accredited academic institution with four years of relevant professional experience or;</li>
<li>High School Degree in the above field with six years of relevant professional.</li>
</ul>
<p>Experience</p>
<ul>
<li>Experience working with an international organization or the United Nations.</li>
<li>Experience in conducting security assessments and security briefings.</li>
<li>Experience on good political and social knowledge of the country.</li>
<li>Experience in supervising staff and leading a team.</li>
<li>Experience on computer literacy with a high degree of proficiency in commonly used applications such as Word, PowerPoint and Excel are required.</li>
</ul>
<p>Skills</p>
<ul>
<li>The ability to work in a multi-cultural environment with others with diverse professional backgrounds is required.</li>
<li>The ability to handle a heavy workload efficiently with minimal supervision and understanding the importance of close teamwork is highly regarded.</li>
<li>In security/emergency services dedication to one’s duty is paramount and flexibility and commitment to these duties in an emergency will be expected and appreciated.</li>
<li>Training in emergency and disaster response is an added advantage</li>
<li>The readiness to undergo all required security trainings. Ready to travel on short notices to other field location within Somalia.</li>
</ul>
<p><em><strong>Languages</strong></em></p>
<p>Fluency in English and Somali (oral and written). Working knowledge of Arabic is an advantage.</p>
