Job Description

The paralegal casual staff will work with the Information and Counselling Assistance (ICLA) team to provide quality information and counselling to beneficiaries and, through this work, better understand the protection situation for the communities affected. The paralegal will assist with providing ICLA services in the community as outreach throughout the working area, as organized by the ICLA teams.

Responsibilities

Specific responsibilities

Engage in extensive community outreach and monitoring exercises within selected settlements to identify, report and refer cases in line with ICLA project objectives

The paralegal is responsible for preparing accurate, honest, and timely reports of their individual activities. In particular, this includes maintaining signed records of the engagement and activities with the community.

The paralegal is also encouraged to prepare written reports of the results of their activities, assessments and observations.

Assist with provision of information and counselling for beneficiaries in the community through extensive outreach work in and around settlements, including throughout the working area.

Conduct individual and group information sessions as outreach ICLA services with identified communities throughout the working area.

Identify cases and document Housing, Land and Property cases

Assist with preparation of outreach work and materials.

 

 

Assist in conducting and preparing mapping of relevant services being provided and updating it on a weekly basis.

 

 

Assist in preparing for and conducting regular assessments (including focus group discussions, interviews, questionnaires, etc.).

Assist with provision of general group information sessions.

Assist with using clear and strong referral mechanisms with counterparts in other organizations/agencies (national and international).

Assist with planning work on weekly and monthly basis.

Trócaire is a social justice organisation working in partnership with local organisations and communities to tackle the root causes of poverty, injustice, and violence. We support people to use their own power to create positive and lasting change. Trócaire works in up to 20 countries across Africa, Asia, Latin America, and the Middle East.

Trocaire’s TB programme coordinator for Jubaland State, Somalia, will oversee the implementation of activities in all TB Management Units (TBMUs) under Trocaire’s care. The TB Coordinator will provide technical leadership and management oversight to the project. S/he will over-see all aspects of project implementation, including programme quality, personnel and financial management. S/he will ensure close coordination with World Vision and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and adequate implementation of project activities, deliverables, execution, monitoring and reporting of the project. S/he will support the Health and Nutrition Programmes Manager in the provision of operational and technical support to ensure quality implementation and local capacity development for effective implementation. The TB coordinator will provide the needed linkage to TBMUs, ensuring that they are adequately supported, and that issues are appropriately escalated for timely resolution. S/he will be responsible for the timely submission of quarterly reports from the TBMUs, conduct regular supervision and on job training to TBMUs as required. S/he will ensure the TBMUs implement TB services in accordance with World Health Organization (WHO) agreed protocols and guidelines for Somalia.

The TB Coordinator should have a broad knowledge of HIV/AIDS & TB strategies and internationally recognized best practices along with experience in managing HIV/AIDS & TB activities. They must demonstrate strong interpersonal skills, including ability to lead and work in a team. Leadership qualities are essential, including demonstrated experience working closely with government and WHO decision makers and program managers in challenging environments.

Reporting to Health and Nutrition Programme Manager, this is a one year fixed-term contract (renewable) based in Jubaland, Somalia. The TB Coordinator will manage and coordinate a team across various districts in JL State.

Key Duties & Responsibilities

  •  Oversee the development and implementation of programme work plans and strategies aligned with National TB programme
  •  In collaboration with Health & Nutrition Manager, ensure TBMUs operate under the required WHO recommendations and standard TB Treatment guidelines are put in place.
  •  Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters
  •  Coordinate and work with WHO to ensure appropriate training of TBMUs staff to advise on TBMUs stocks levels of anti TB drugs and laboratory supplies.

Trόcaire has been operational in Gedo region of Southern Somalia since 1992 responding to both humanitarian and development needs in the region. The size and scope of the programme has expanded over the years and currently consists of Health, Nutrition, WaSH, Protection and Resilience Work across 5 districts of Gedo region.

In particular, Trocaire has proven, evidenced expertise in the delivery of integrated health and nutrition programming. This includes high quality health service delivery from primary health units, mobile clinics, health centres, referral health centres and hospitals and with a particular focus on maternal and child health services.

2. Context

Somalia has some of the highest infant, child and maternal mortality rates in the world. With poor access to maternal health services, the possibility of a woman dying in child birth or losing a baby are very high. Since 1992 Trócaire has been providing maternal health services for women through 4 hospitals and 25 health centres operated by Trocaire in four districts of Gedo. Even with these health interventions the poorest women in rural and remote locations of Gedo often do not have access to hospitals due to cultural as well as financial costs required to travel to locations where hospitals are. The result of this is obstructed labour, which often results in obstetric fistula.

Obstetric fistula is the presence of an abnormal tract created between the vagina and rectum (recto-vaginal fistula) or vagina and the bladder (vesico-vaginal fistula -VVF) as a result of prolonged obstructed labor without timely medical intervention-typically and emergency Caesarean section (Wall, 2012).

Fistula has devastating consequences for the women affected; incontinence leads to other health issues, social isolation, affected women are shunned by community and experience loss of ability to participate in economic activities. All these effects can in turn drastically affect the mental health of women with VVF.

Referral options for women who develop fistula are limited to Mogadishu and Borama hospital in Somaliland which are both distant and present a myriad of challenges to facilitate referral. Furthermore waiting time to have fistula surgery can be as long as a year.

Seeing this desperate need in Gedo Trocaire has mobilised funds and intends to carry out fistula surgery for at least fifteen women at Trócaire’s Luuq district Hospital in the last week of September 2020. (21st -26th September 2020)

3. Assignment Objectives

The objective of the assignment is to source for a consultant medical doctor to provide surgical repair services to women affected by fistula.

Key tasks:

  • Guide medical doctors in Gedo on how to conduct pre-surgery and post-surgery assessments
  • Undertake fistula surgery for women from Gedo region, surgeries at Luuq District Hospital

4. Methodology

· Registration of women will be done by Trocaire health staff

· Assessment of women affected by fistula will be done by Trocaire medical doctors with guidance by the consultant

· Consultant will conduct surgery with assistance from a team of Trocaire clinicians ; Anaesthetist, medical doctors and theatre nurse

· Informal capacity building of 3 medical officers and 2 anaesthesia as operation is performed

5. Expected Outputs

The consultant will:

  • Provide guidance to the resident medical team pre and post operations
  • Conduct fistula surgeries

6. Timeframe
