<p>To provide public health input and support to the WHO country office and health partners in the implementation of strategies and policies to improve and ensure health response during and after crisis.</p>
<p><strong>2. Job Description</strong></p>

<p>The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries and to coordinate international public health actions, to prevent, prepare for, detect, rapidly respond to, and recover from disease outbreaks and emergencies with health consequences.</p>
<p><em><strong>*Organizational context</strong></em></p>
<p>Under the direct supervision of the Programme Manager and the overall guidance of the Head of the Mission and in close collaboration with health and human rights partners, the incumbent will liaise with various local partners, mainly to receive and provide data, to answer queries, or to alert them of any health threats. Furthermore, the incumbent can provide technical feedback on reports and make recommendations on best practice based on previous data gathered.</p>
<p><em><strong>*Summary of Assigned Duties</strong></em></p>
<ol>
<li>Collect and compile data on various target populations, including analysis and interpretation of data.</li>
<li>Manage information systems and timely disseminate WHO updated information (e.g. reports and website) on a regular and prompt basis.</li>
<li>Keep up to date on the latest information on newly emerging epidemic-prone diseases, public health threats and other significant issues.</li>
<li>Establish baseline data on geographical distribution of health facilities, functions, type of services and manpower and periodic database update.</li>
<li>Identify priority health -related issues among the affected population and ensure that these are properly addressed in an integrated primary healthcare approach.</li>
<li>Technically review program reports, proposals and other documents relevant to the program and make recommendations on best practice.</li>
<li>Arrange for and compile material for the capacity building of the key units of PHC directorate of “PARTNERS” and health personnel at PHC level focusing on the above mentioned areas.</li>
<li>Conduct close follow up with the Ministry of health and other partners to ensure proper and timely implementation of the program activities</li>
<li>Undertake regular field visits to attend field health coordination meetings and report on health condition of the refugees.</li>
<li>Contribute effectively to the implementation of the activities planned for Crisis Response.</li>

<p><strong>Overview of position:</strong></p>
<ul>
<li>Under the Promoting Inclusive Action in Peacebuilding (PIAP Initiative) project, our client in Somalia wants to rehabilitate canals &amp; water catchments in Marka district of Lower Shabelle region in Somalia to reduce inter communal tensions over natural resource to create momentum by supporting young people to initiate interactions &amp; joint planning processes around the sensitive &amp; challenging subject of natural resources &amp; to lead &amp; manage collective action across clan lines. However, canal &amp; water catchments rehabilitation is a fulcrum point that determines the successful achievement of the project targets &amp; objectives. However, to facilitate the rehabilitation of the canals &amp; water pans, our client wishes to undertake a field assessment of the sites that will include technical profile survey of 2.5 &#8211; 3.0 km Stelli canal, hectares of farms &amp; targeted water catchments. The results of this assessment will be used to guide in the development &amp; rehabilitation of the canal &amp; water catchments. Depending on the results of the field assessment, a decision will be made as to what aspects of the canal &amp; water catchments will be developed.</li>
<li>The survey exercise is expected to take 1 month. our client&#8217;s Field Engineers were initially required to conduct the exercise but due to security situation in the region, the survey assessment cannot be conducted by their Engineers as planned before. Engineers that have been providing support cannot access the site.</li>
<li>Rehabilitation / upgrading of the canals &amp; water catchments cannot be done without conducting proper technical profile survey of canals &amp; details on rehabilitation requirements of water catchments which ultimately help in development of BOQs &amp; technical drawings.</li>
<li>To solve the problem, it is suggested to hire a Surveyor who can easily access the site with the required experience &amp; qualification in surveying/ geospatial/ civil engineering through CTG contract to support in conducting canals survey assessment, develop drawings &amp; BOQs.</li>
<li>Furthermore, field presence &amp; technical engineering support will be required for ongoing infrastructure activities beyond the one month duration &amp; into the subsequent 7 months (totalling 9 months for consultant’s duration). In particular, project activities such as project proposals developed by cross clan community teams led by young people will require detailed technical &amp; engineering support for the community selected infrastructure works. Field monitoring of youth led project implementation &amp; technical &amp; engineering supervision of youth led water implementation will also fall within the remit of the selected consultant. Additionally, youth responsive resource management &amp; operational / environmental sustainability plans will be developed &amp; operationalized by the integrated committee &amp; will require the support of the selected consultant. The consultant will need to work closely with partnering field monitors, engineers, local authorities &amp; benefitting communities under the overall project.</li>
</ul>
<p><strong>Role objectives:</strong> Under the overall supervision of the Resilience &amp; Social Protection Coordinator / Resilience Program Coordination Consultant &amp; under direct Infrastructure Specialist in Somalia &amp; in close coordination with Civil Engineer, the consultant will be responsible for conducting technical assessment of 2.5 &#8211; 3.0 km Stelli canal &amp; targeted water catchments in Marka district, Lower Shabelle region, South West state of Somalia &amp; other sites that may be assigned by the supervisor. The following are the specific tasks:</p>
<ul>
<li>Conduct survey for 2.5 &#8211; 3.0 km Stelli canal by supplying &amp; placing benchmarks at the start of target canal.</li>
<li>Determine the lengths of target canal &amp; to prepare profiles drawings along the target canal.</li>
<li>Determine the locations of diversion / intakes for subdivision of water for irrigation in the target canal.</li>
<li>Determine the canal profile, cross sections &amp; prepare section drawings for the target canal as the channel sizes change due to water subdivision.</li>
<li>Determine the number of farms &amp; sizes served by each canal giving in hectares.</li>
<li>To determine the potential irrigated area for the target irrigation canal &amp; to establish the schemes layouts, showing the location of the canal, the location of appropriate water division structures, the different irrigation blocks, location of service roads &amp; canal / road crossings (culverts / bridges).</li>
<li>To determine the locations, dimensions of target water catchments &amp; rehabilitation requirements by providing both existing status &amp; recommendations on rehabilitation needs.</li>
<li>To support in the project proposals developed by cross clan community teams led by young people with regards to technical infrastructure engineering needs by community selected infrastructure works.</li>
<li>To engage in the field monitoring of youth led project implementation &amp; technical &amp; engineering supervision of youth led water implementation.</li>
<li>To support &amp; inform the resource management &amp; operational / environmental sustainability plans.</li>
<li>Liaise with the local authority (where appropriate to the assignment) to ensure compliance with local regulations &amp; by laws.</li>
<li>Prepare reports as required while closely liaising with our clients Engineers.</li>
<li>Provide high quality, interesting photos with clear captions &amp; send them to our clients Engineers.</li>
<li>Support the resolution of any unexpected technical difficulties &amp; other problems that may arise with close coordination with our clients Engineers.</li>
<li>Support in the coordination of the PIAP project’s technical working group which will meet every 3 months &amp; / or on an ad hoc basis, as needed.</li>
<li>Engage with our clients technical leads under infrastructure &amp; cash for work sectors for compliance with our clients standards.</li>
<li>Coordinate closely with partnering Field Monitors &amp; Engineers in Marka district specifically IOM staff.</li>
<li>Any other duties assigned.</li>
</ul>
<p>Expected output:</p>
<ul>
<li>Take levels &amp; prepare profiles drawings along 2.5 &#8211; 3.0 km Stelli canal &amp; targeted water catchments in Marka district, Lower Shabelle region, South West state of Somalia.</li>

<p><strong>Key competencies:</strong></p>

<p>Formal Education Network for Private Schools (FENPS) is not for profit and non-governmental Organization registered in Somalia. FENPS was founded to play a role in addressing the particular needs of especially vulnerable groups in society who often lack education, health care, protection and livelihood opportunities. Since established in 2003, FENPS provided education opportunities and protection of human rights to hundreds of thousands of Somali children. FENPS has a vision of a society where all children have access to quality education and are not subjected to any abuse. The mission of FENPS is to uplift children and allow them to grow in confidence and realize their fullest potential through guidance, education and training in secure and caring environments that are conducive to learning. The aim of FENPS is to provide youth and children with positive values and skills for their personal and national development. Formal Education Network for Private Schools (FENPS) is looking for Teacher Education Officer. The Teacher Education Officer will be responsible for implementation of all teacher education program interventions at district level. He/she will ensure efficient utilization of project resources for the intended purpose through effective planning and monitoring. He or she will ensure the use of appropriate, cost effective and innovative approaches especially in improving quality, equity, inclusiveness and performance of supported teachers especially those who are untrained and are working in the selected schools. He or she will ensure collaboration through collaboration and networking with other stakeholders implementing teacher education program in his/her area of operation. Teacher Education Officer will ensure partnership with relevant partners including ministry of education including district education officers (DEOs), regional education officers (REO), and with Community Education Committees at community level, teachers and children.</p>
<p><strong>JOB DESCRIPTION/Duration:</strong> (Maximum 12 months but can be extended)</p>
<ul>
<li>The Education Officer will be assigned to 22 schools, and will monitor and control education activities in those schools;</li>
<li>She/he will prepare weekly/monthly reports regards achievements and challenges whatsoever.</li>
<li>The Teacher Education Officer will be a mentoring focal point, and lead child safe guarding and child protection components in schools.</li>
<li>He/she will be aware of all activities taking place in the targeted schools.</li>
<li>He/she will list children in schools before, during and after the attendance of children in every month.</li>
<li>He/she will give events and meetings reports to FENPS Program Manager.</li>
<li>The person is accountable to register learners befitting learning and teaching intervention in the targeted schools</li>
<li>Record and keep daily attendance of learners and teachers files in the targeted schools.</li>
<li>He/she will coordinate teachers and community, and will collaborate with targeted schools, CECs and will consult them regularly to prevent sensitivity and any other challenges that may happen during distributing learning and teaching activities, etc. <strong>EDUCATION/EXPERIENCE:</strong></li>
<li>Bachelor Degree or equivalent Education Faculty</li>
<li>5-9 year experience in primary education field</li>
<li>Have related experience with Education in Emergencies</li>
<li>Have previous experience about working with international or local NGOs</li>
<li>Previous school principals and school supervisors will add value to holder of this position</li>
</ul>

<p><strong>Main Duties and Responsibilities.</strong></p>
<p>· To share information and support community to engage in safe WASH practices including maintenance of facilities.</p>
<p>· Motivate the adoption of new protective behaviours</p>
<p>· Bring people together to decide on the actions they need to take in their community. Involve everyone, including the most vulnerable, children and people with disabilities.</p>
<p>· Provide supplies and distribute NFI (hygiene kits, ) when available</p>
<p>· Conduct periodic assessments and monitoring of activities</p>
<p>· Write, compile and disseminate technical and narratives reports of all project and send them timely to the managements/line of managements</p>
<p>· Provision of technical advice , guidance ,consultation and technical support to hygiene promoters</p>
<p>· Support in the implementation of WASH activities and provide technical guidelines</p>
<p>· Liaise with the community/beneficiaries and all stake holders</p>
<p>· Promote the linkage between the communities, stakeholders among the communities and the organization (Islamic Relief).</p>
<p>· Participate and support need assessments and other interventions being conducted from time to time that are all geared towards hygiene promotion, water and sanitation activities among the communities for promoting health.</p>
<p>· Facilitate and ensure that all hygiene components, elements and sanitation issues are understood and implemented among the communities/IDPs and the host communities.</p>
<p>· Support the planning of hygiene promotions activities.</p>
<p>· Support the existing community organization for dialogue in order to improve and upscale positive hygiene practices among the communities/IDPs</p>
<p>· Facilitate and participate voluntary clean up campaigns in waste management, provision of clean and safe water and vector control measures in order to promote hygiene practices.</p>
<p>· Custom to and be abided by the ISLAMIC RELIEF Code of conduct, ethics and other regulatory codes as a protocol with values and dignity within the organization.</p>
<p>· Observe all the protocol line of managements and administration as spell out in the program of the organization and perform any other duties assigned to you by your line of managements.</p>
<p>· Create awareness on Hand Washing especially the four critical times</p>
<p>· Create awareness on Vector Control</p>
<p>· Health education on Solid Waste managements</p>
<p>· Control and prevention of diarrhoeal diseases</p>
<p>· Support on Behavior Change</p>
<p>· Awareness creation on Proper use of sanitary facilities</p>
<p><strong>QUALIFICATIONS, EXPEREINCE AND SKILLS</strong></p>
<ul>
<li>A university degree in Public health, environmental science or related field.</li>
<li>Two years of experience in implementing health and hygiene projects, working with children, preferably in International NGOs</li>
<li>Very Good English language.</li>
<li>Strong communication and interpersonal skills.</li>
<li>Ability to manage a complex and diverse workload, and meet deadlines.</li>
<li>Respectful and appropriate attitude towards the community.</li>
<li>Ability and willingness to work in physically challenging field conditions</li>
<li>Ability to contribute as team member, and working collaboratively with colleagues.</li>
<li>Proficiency in using computer applications including Excel and MS Word</li>
<li>Commitment to IR values</li>
<li>Experience in Emergency response</li>

<p><strong>SCOPE OF ROLE:</strong></p>
<p>· Ensure that water-trucking activities is conducted as required in terms of quantity, quality and needs.</p>
<p>· Maintain proper records keeping for water tracking including daily monitoring sheets</p>
<p>· Ensure that you are on the ground and that every trip of the water delivered is signed and documented</p>
<p>· Submit all the records and briefing to the area Manager on matters of Water trucking activities on daily and weekly</p>
<p>· Ensure you submit the project final reports after the end of the projects</p>
<p>· Identification of project sites for the intervention (site identification)</p>
<p>· Conduct baseline and need assessments whenever needed.</p>
<p>· Prepare detail implementation plan of the projects</p>
<p>· Responsible for ensuring high quality of work is maintained for the realization of the project objectives by ensuring designs and specifications are followed by the contractors</p>
<p>· Participation and collaboration with the community leaders to sensitize and mobilize the communities and signing of MOUs and other agreements where necessary.</p>
<p>· Report all problems or abnormalities of any kind at the construction sites to the managements especially to the area Manager.</p>
<p>· Network and submit all documentation to the logistic departments for payment purposes</p>
<p>· Record and ensure there is adequate documentation of the projects</p>
<p>· Submit interim and final report of the project to the area Manager and the country director.</p>
<p>· Ensure regular communication and updates of the project progress through email, telephone to the Area Manager and provide weekly reports</p>
<p>· Field visit to target households, cross checking and update accordingly on regular basis.</p>
<p>· Delivery of a range project tasks to support community interventions;</p>
<p>· Support the monitoring of project activities and assisting with reporting (monthly report, interim report, final report, Intervention completion report);</p>
<p>· Facilitate and support disaster preparedness and public information activities identified;</p>
<p>· External coordination with respective line ministries and clusters on regular basis and project update sharing.</p>
<p>· Be familiar with, and ensure the adherence to, the organization’s policies and procedures.</p>
<p>· Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.</p>
<p>· Attend all cluster coordination meetings, local authority meetings or government meetings including OCHA meetings</p>
<p>· Develop detail BoQ for any construction and technical work</p>
<p>· Submit any technical project report interim work. , Supervise and monitor all ongoing WASH activities including hygiene promotion activities.</p>
<p><strong>KEY AREAS OF ACCOUNTABILITY</strong></p>

<li>Organize implementation of WASH; Water, Hygiene &amp; Sanitation campaigns in project target populations.</li>
<li>Responsible to train communities on good hygiene and sanitation practices (hold hygiene promotion sessions).</li>
<li>Plan activities according to the expected progress of the project based on program work plan (monthly plan and weekly movement planning)</li>

<p><strong>EXPERIENCE AND SKILLS</strong></p>
<ul>
<li>A minimum of 3 years of experience in sanitation and hygiene promotion and health minimum (3years)</li>
<li>Work experience and good understanding of INGs systems and structures.</li>
<li>Proficiency in English (Written and spoken) is essential.</li>
<li>Good IT skills. Knowledge of Microsoft Office Word and Excel is essential</li>
