<p><b>Terms of Reference (ToR) for supporting the Ministry of Environment and Climate Change in developing National Guidelines on the Voluntary Carbon Market Mechanism</b></p>
<p>The Federal Government of Somalia is a Party to the Paris Agreement and is advancing implementation of its Nationally Determined Contributions (NDCs), Article 6 readiness, and international carbon market participation. In 2025, Somalia established its Designated National Authority (DNA) to oversee engagement in international carbon markets. A recent readiness assessment confirmed the country&#8217;s strong potential and recommended the urgent development of national guidelines and governance frameworks for voluntary and compliance carbon market participation.</p>
<p>The Ministry of Environment and Climate Change (MoECC), with support from the International Rescue Committee (IRC), is therefore seeking an experienced International Consultant to lead the development of Somalia&#8217;s National Guidelines for the Voluntary Carbon Market (VCM). The consultant will undertake the bulk of the analytical and drafting work, working closely with two national consultants to ensure contextual alignment and knowledge transfer.</p>
<p><b>Purpose</b></p>
<p>The purpose of this assignment is to develop technically robust, internationally aligned, and nationally coherent guidelines that establish clear institutional arrangements, approval procedures, safeguards, benefit-sharing mechanisms, and reporting requirements for voluntary carbon market activities in Somalia. The guidelines must align with the Paris Agreement, Somalia&#8217;s NDC, environmental and social safeguards, and international voluntary carbon standards.</p>
<p><b>Roles and Responsibilities</b></p>
<p>The International Consultant will:</p>
<ul>

<li>Lead the overall technical design, structure, and drafting of the National VCM Guidelines</li>
<li>Provide technical quality assurance on the national consultants&#8217; desktop review, ensuring alignment with international voluntary carbon standards, Article 6 requirements, and global best practices, and identifying any gaps in coverage.</li>
<li>Provide technical guidance on the stakeholder mapping and engagement plan developed by the national consultants ahead of the consultation workshop in March/April.</li>
<li>Provide remote technical input and advisory support for the March/April consultation workshop, which will be facilitated by the national consultants.</li>
<li>Attend the validation workshop in May</li>
<li>Prepare draft and revised versions of the guidelines</li>
<li>Integrate stakeholder feedback and finalize the document</li>
<li>Provide strategic technical guidance to MoECC and support capacity transfer to national consultants</li>
<li>Work closely with the IRC Climate Research &amp; Innovation team, who will conduct a complementary carbon market landscape assessment, to identify how best to leverage these outputs.</li>

<p><b>National Consultants</b></p>
<p>The International Consultant will work closely with two national consultants, who will be hired to conduct the preparatory and national-level work for this assignment. The national consultants will operate under the technical direction of the International Consultant, who will oversee their outputs, provide quality assurance, and support knowledge transfer throughout the engagement. Specifically, the national consultants will:</p>
<ul>
<li>Conduct the comprehensive desktop review of <b>all national-level</b> climate frameworks, environmental legislation, DNA mandates, and related policy and legal instruments</li>
<li>Develop the stakeholder mapping and engagement plan ahead of the March consultation workshop</li>
<li>Facilitate the March consultation workshop and prepare the workshop report</li>
<li>Support stakeholder coordination, contextual inputs, and workshop logistics throughout the assignment</li>
<li>Provide technical contributions and contextual review of draft guidelines under the direction of the International Consultant</li>
<li>Support the validation workshop logistics and documentation</li>

<li><b>Revised national guidelines</b> &#8211; updated draft incorporating feedback from the consultation workshop and MoECC review</li>
<li><b>Final national guidelines</b> &#8211; finalised version incorporating validation workshop inputs, ready for formal adoption</li>
<li><b>Validation workshop report</b> &#8211; summarizing outputs from workshop, including inputs into national guidelines and other actions</li>
<li><b>Executive policy brief</b> &#8211; using a template provided, for approval by the DG and technical team</li>
</ul>
<p>The assignment will be completed within 25 working days from April-June. The assignment includes mandatory travel to Mogadishu for the validation workshop, and may include a second trip if feasible. Travel is expected to be 5 days each trip, with costs incurred reimbursed.</p>
<p>The consultant must possess an advanced degree in climate policy, environmental law, carbon markets, or a related field, with at least 10 years of experience in carbon markets or Article 6 mechanisms. Demonstrated experience developing national carbon market frameworks and working with governments in developing or fragile contexts is required.</p>
<p>The consultant will report to the Director General of MoECC and work closely with the Climate Finance Unit and the DNA.</p>
<p><b>Required Expertise</b></p>
<ul>
<li>Advanced degree in climate policy, environmental law, carbon finance, environmental economics, or a related field.</li>
<li>Minimum 8-10 years of demonstrated experience in carbon markets, including voluntary carbon market standards and/or Article 6 mechanisms under the Paris Agreement.</li>
<li>Proven experience leading the development of national carbon market frameworks, guidelines, or regulatory instruments for government institutions.</li>
<li>Strong technical knowledge of environmental integrity, safeguards, benefit-sharing models, MRV systems, and alignment with NDC targets.</li>
<li>Demonstrated experience structuring institutional arrangements for Designated National Authorities (DNA) or similar governance mechanisms.</li>
<li>Proven ability to lead multi-stakeholder consultations and translate technical inputs into coherent, policy-ready documents.</li>
<li>Experience working in developing or fragile contexts, with strong understanding of climate governance challenges.</li>
<li>Excellent analytical, drafting, and policy-writing skills with a track record of producing high-level national guidelines or regulatory frameworks.</li>
</ul>
<p><b>Technical Evaluation Questions</b></p>
<p><b>VCM governance architecture and decision rights:</b> Who has what decision rights (MoECC vs other ministries vs federal member states), what are the approval “gates, ” and what&#8217;s the minimum viable system that&#8217;s credible and enforceable?</p>
<p><b>Standards alignment, integrity risks, and practical MRV design:</b> Which standards and integrity requirements will Somalia align to, and how will MRV work in practice? Which international standards are most relevant, what integrity risks are most material (additionality, permanence, leakage, safeguarding), and what MRV approach is feasible given data and security constraints?</p>
<p><b>National legal, policy, and mandate alignment (including carbon rights/authorization):</b> What do existing climate frameworks, environmental legislation, land/NRM rules, and DNA-like mandates imply for carbon ownership, project eligibility, and the host-country authorization process? <b>Stakeholder engagement, safeguards, benefit-sharing, and grievance mechanisms:</b> Which stakeholders shape feasibility across the project lifecycle, what consent/consultation threshold is required, and what safeguards, benefit-sharing, and grievance mechanisms must be mandatory?</p>
<p><b>Operationalization, templates/SOPs, and capacity transfer for sustained implementation:</b> What templates/SOPs and capacity are needed for MoECC and national consultants to run reviews, manage revisions, and improve the system over time (performance metrics, learning loop, update cycle)?</p>

<p><b>BACKGROUND AND PURPOSE OF THE ASSIGNMENT:</b> A key recommendation from the Somalia Country Portfolio Evaluation (2012 &#8211; 2017) was to include protection, accountability to affected populations (AAP) and gender into programming. As a result, WFP Somalia has progressively strengthened the integration of gender and protection in programming through the establishment of full time Protection &amp; Gender and AAP technical positions, increased engagement and partnership with various protection actors, and development of guidelines to improve programme design and implementation. Efforts include the development of community-based targeting guidelines for Somalia through the Food Security Cluster (FSC), mapping of GBV referral pathways in collaboration with the GBV sub-cluster and UNICEF, engagement with various actors on disability and inclusion of marginalized/minority groups, and incorporation of organizations representing minority/marginalized groups in the FSC regional coordination hubs. In 2020, WFP also took leadership in championing collective accountability, coordinating the development of key data categories for a collective feedback mechanism that was shared with the Inter-Cluster Coordinating Group (ICCG) and the Humanitarian Country Team (HCT).</p>
<p>With the approval of the Global Protection and Accountability Policy (2020), WFP is required to apply a protection approach to its programming. This means mainstreaming gender and disability into programming and ensuring the inclusion, participation, and meaningful engagement of the most at risk in WFP&#8217;s food assistance programmes. To make the protection approach systematic, WFP needs to ground the policy to the relevant local contexts in Somalia. To this end, WFP is increasing its personnel capacity through the recruitment of one National Programme Policy Officer (Gender &amp; Protection) in each of the Area Offices in Somalia to deliver on its commitments.</p>

<p>The incumbents would work closely under the overall guidance and support of the Programme Policy Officers on Gender &amp; Protection and AAP at the Country Office and report to the Area Office Head of Programme &#8211; Garowe. Overall, the Gender and Protection Officer will also liaise closely with other teams to ensure cross-functional synergies and provide technical support to improve the integration of protection, gender and accountability across WFP programmes and operations in <b>Puntland and Dhusamareeb in Somalia</b>. This includes supporting the operationalization of relevant WFP policy and strategic frameworks, such as the Gender Policy (2022), the Protection and Accountability Policy (2020), the Disability Inclusion Road Map (2020 -2022), and the Community Engagement for AAP Strategy (2022 -2026) at the Area Office level.</p>
<p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)</b>: <b>Programme support to integrate/mainstream inclusion, gender, and protection:</b>:</p>

<li>Support the Area Office with continuous context-specific protection and gender analysis aimed at providing solid evidence to inform vulnerability-based and inclusive response across the programmatic cycle;</li>
<li>Analyze documents to identify entry points for advancing protection and inclusion of the most vulnerable populations in the WFP programmes and delivery modalities</li>
<li>Support participatory implementation and analysis of WFPs programme related to food support and nutrition through field visits and engagement with key local stakeholders;</li>
<li>Support the M&amp;E team to strengthen the Standard Operational Procedures (SOPs) to appropriately respond and refer all cases relating to protection including child protection, fraud, and corruption, GBV and SEA, in alignment with corporate WFP policies and guidelines;</li>
<li>Support programme staff and cooperating partners to integrate and mainstream inclusion across the operation, including both programmes and support functions;</li>
<li>In collaboration with the CO Gender &amp; Protection Officers, support programme staff to integrate gender and protection throughout the programme management cycle (design, implementation, monitoring and evaluation), and in needs assessment frameworks as appropriate, including the adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified and met;</li>
<li>In collaboration with the CO Gender &amp; Protection Officers, provide technical support to Programme staff and Cooperating Partners on the monitoring of the Gender and Age Marker (GAM) exercise including the provision of guidance and training, development of key tools to facilitate data collection, as well as development of narratives relating to gender equality and women&#8217;s empowerment and protection under the Annual Country Reporting for the Country Office;</li>
<li>Support WFP&#8217;s existing commitments to gender transformative practices and protection, and efforts to prevent sexual exploitation and abuse (PSEA) workplan, together with local PSEA focal points and the PSEA Taskforce;</li>
<li>Working with the Gender &amp; Protection and Diversity &amp; Inclusion Officers, support the Communications<br />
and Social and Behavior Change Communication (SBCC) colleagues to develop participatory initiatives for internal and external dissemination regarding the commemoration of international and national events focused on gender equality such as International Women&#8217;s Day and the 16 Days of Activism to End Gender-Based Violence</li>

<p><b>Foster partnerships and collaborations on gender, protection, and inclusion:</b>:</p>

<li>Assist local counterparts in government and other partners to identify protection issues in the framework of WFPs strategies including humanitarian assistance</li>
<li>Establish and strengthen strategic partnerships on GEWE, protection mainstreaming and disability inclusion with national and local actors, including organizations representing women, persons with disabilities and other particularly marginalized groups in affected communities.</li>

WFP Somalia&#8217;s four-year Country Strategic Plan (CSP) 2022-2025 emphasizes resilience building, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening, and partnerships.</p>
<p>Under SDG2, WFP focuses on strengthening sustainable food systems and value chains to improve access to nutritious diets and reduce the impact of climate-related shocks. This position will support the implementation of climate smart food systems, livelihoods, and resilience interventions in Galmudug, complementing activities in relief, nutrition, school feeding, social protection, and capacity strengthening. The Programme Policy Officer (Food Systems) will provide technical and operational support in planning, implementing, and coordinating food systems and resilience activities in Dhusamareb, and across the Area Office. The role requires strong contextual understanding of Somalia and Galmudug State, and the ability to apply programme guidelines to deliver integrated interventions for vulnerable communities.</p>
<p>The incumbent will work under the direct supervision of the Head of Food Systems and Resilience &#8211; Garowe, and overall reporting to the Head of Programme, Garowe Area Office, and receive technical guidance from the Strategic Outcome Three (Climate Smart Food Systems) Manager at the Country Office. <p>UN Women Somalia works to advance gender equality and women&#8217;s empowerment by supporting government institutions, civil society, and communities. Guided by its triple mandate of normative support, UN coordination, and operational programming, UN Women focuses on key priorities including Women, Peace and Security (WPS), Women&#8217;s</p>
<p>Empowerment (WEE), gender responsive humanitarian action and disaster risk reduction (Hum/DRR), and leadership through initiatives such as the Leadership, Empowerment, Access and Protection (LEAP) programme. Through these efforts, UN Women promotes women&#8217;s participation in decision making, strengthens livelihoods and resilience to climate and humanitarian shocks, and supports inclusive and sustainable development in Somalia.<span class="Apple-converted-space"> </span></p>
<p>Reporting to the Programme Analyst and working in close coordination with the Country Programme Manager and the Ministry of Agriculture and Irrigation, the Gender and Agri-Technology Programme Analyst will provide programme support for the effective implementation of the project Enhancing Women&#8217;s Climate Resilience and Livelihoods through IT-Enabled Climate-Smart Agriculture in Kismayo, Jubaland State. The Analsyt contributes to the design, implementation, monitoring, and optimization of climate-smart agriculture interventions, working closely with NEC-XON, a Japanese company. The role strengthens climate-resilient advisory services, improves women farmers&#8217; access to digital tools and markets, and supports institutional capacity building within the Ministry of Agriculture and Irrigation. The Analyst collaborates closely with programme and operations teams, government counterparts, and other stakeholders to ensure effective delivery of climate-smart agriculture initiatives and improved livelihoods for women farmers.</p>
<p><b>Scope of Work:</b></p>
<p><b>Contribute technically to the development of programme strategies in climate-smart agriculture, digital agriculture and women&#8217;s </b><b>empowerment:</b></p>

<li>Provide technical inputs to the design and formulation of programme and project proposals related to digital agriculture, climate-smart agriculture and women&#8217;s economic empowerment;</li>

<li>Ensure programme strategies integrate gender-responsive agricultural innovation and improve women farmers&#8217; access to climate information, digital tools and markets:</li>

<p><b>Provide technical support to the implementation and management of the thematic area programme</b></p>

<li>Provide inputs to the annual workplan and budget as required;</li>
<li>Coordinate and monitor the implementation of climate-smart agriculture and digital agriculture programme activities;</li>
<li>Support the deployment and operational use of NEC-supported digital platforms for agricultural advisory services, crop monitoring and climate information dissemination;</li>
<li>Identify field-level risks and implement bottlenecks and propose corrective actions to ensure effective programme delivery;</li>
<li>Ensure digital agriculture services, tools and advisory content are gender-responsive and accessible to women farmers and marginalized groups;</li>
<li>Coordinate with implementing partners and government counterparts to ensure activities align with programme priorities and approved workplans;</li>
<li>Review and coordinate submission of implementing partner narrative and financial reports;</li>
<li>Train partners on Results Based Management and programme reporting requirements.</li>

<p><b>Provide technical assistance and capacity development support to project/programme partners:</b></p>

<li>Provide technical guidance to implementing partners and the Ministry of Agriculture and Irrigation on the use of digital agriculture systems and climate-smart agriculture practices;</li>
<li>Organize field-level mentoring sessions and peer learning events to strengthen institutional learning and knowledge exchange;</li>
<li>Design and deliver training for ministry staff, extension workers and partners on digital agriculture tools, climate advisory services and gender-responsive agricultural approaches;</li>
<li>Develop training materials, guidance notes and operational procedures adapted to local contexts and varying digital literacy levels;</li>
<li>Promote gender-sensitive agricultural extension approaches that enhance women&#8217;s participation, leadership and decision-making in agricultural value chains;</li>
<li>Identify opportunities for institutional capacity strengthening and promote inclusive agricultural innovation that supports women farmers.</li>
</ul>
<p><b>Provide technical input for the monitoring and reporting of the programme/project:</b></p>

<li>Monitor progress on programme activities, results and indicators related to digital agriculture, climate-smart advisory services and women&#8217;s economic empowerment;</li>
<li>Support monitoring of implementing partner activities and field verification missions;</li>

<li>Provide input into quarterly reports, donor reports and other programme reports;</li>
<li>Ensure monitoring systems capture gender-disaggregated data and track women&#8217;s access to agricultural technologies and services;</li>
<li>Conduct field monitoring visits and verification exercises to ensure activities meet quality standards and approved targets;</li>
<li>Track adoption of improved seeds, fertilizers and climate-smart agricultural practices supported through programme activities.</li>

<p><strong>Organizational Context and Scope</strong></p>
<p>Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Head of Resources Management, and in close <a class="google-anno" href="https://unjobs.org/vacancies/1773416446830#" data-google-vignette="false" data-google-interstitial="false"> <span class="google-anno-t">collaboration</span></a> with Mission Supply Chain Unit, the Regional Office for East, Horn and Southern of Africa in Nairobi and the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for overseeing the supply chain activities of the African Development Bank (AfDB) multi-million-dollar project in Kismayo, Somalia to ensure smooth coordination between the Government of Somalia (GoS) and the contractor, in accordance with IOM policies and guidelines. <p><b>Responsibilities</b></p>
<p>1. Conduct strategic planning for supply chain related activities of the Country Office (CO) in close collaboration, with internal and external stakeholders in the country, as well as relevant units at HQ.</p>
<p>2. Oversee the process of logistics capacity assessments and market research to keep abreast decisionmakers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns and availability of good and services.</p>

<p>3. Supervise and guide the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management and maintenance, but also the logistics information management and reporting.</p>

Lead and guide to the establishment and implementation of Standard Operating Procedures (SOPs) to address supply chain bottlenecks (value stream mapping) and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner.</p>
<p>5. Monitor the overall compliance review of vendor contracts to ensure adherence to internal procurement rules and organizational standards, while mitigating risks related to vendor management and contractual obligations of the same.</p>
<p>6. Guide and provide first- line technical support to programme management teams in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.</p>
<p>7. Establish, manage and monitor a robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization&#8217;s assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization&#8217;s rules and regulations and lead initiatives to strengthen procurement and supply chain processes, embedding best practices to ensure transparency, efficiency, and accountability in all operations.</p>
<p>8. Supervise, train and guide the SCM staff of CO, while monitoring, evaluating and promoting their professional and career development and coordinate and implement capacity-building initiatives for the Supply Chain Unit, fostering skills development, knowledge transfer, and continuous improvement in line with evolving organizational and donor requirements.</p>
<p>9. <li>Liaise with partners (NGOs, UN and Government) in the implementation of school feeding programme, facilitating effective coordination platforms and regular information sharing</li>

<li>Actively participate in the design, oversight, and monitoring of school meals activities including strengthening systems, structures, and services ensuring they are in line with WFP policy procedures</li>

<li>Prepare monthly distribution plans and verifying planned movements and distribution of food or non-food items</li>
<li>Work closely with Food Systems team to ensure the School Meals Programme is linked with smallholder farmers and identify opportunities for more decentralized and innovative local procurement approaches.</li>
<li>Coordinate with food systems team on the implementation of school gardening activities in target schools</li>
<li>Support efforts to address findings from monitoring visits as well as reviews and evaluations.</li>
<li>Participating in school assessments and any other school feeding missions, if the need arises</li>
<li>In collaboration with WFP Logistics team, ensure liaison between beneficiaries (school leaders, community education committees, parent committees, pupil representatives) and retailers</li>
<li>Provide technical support for schools and government staff through facilitation of food handling and management training and SBCC trainings.</li>
<li>Provide progressive, periodic, and ad-hoc reports on the programme implementation</li>
<li>Participate in Education Cluster coordination meetings organised through the cluster system and share situational updates with partners</li>
<li>Support integration of protection, gender and other cross-cutting perspectives in all areas of work, to ensure equal participation of girls and boys.</li>
<li>Perform any other duties as requested</li>
<li>Ensure programme compliance to accountability standards</li>

<p><b>QUALIFICATIONS AND EXPERIENCE:</b>: <b>Education:</b> Completion of secondary school education <b>OR</b> University degree (Diploma/Bachelor) in degree in Education, Social Sciences, Nutrition, Public Health, administration, Development Studies, Agriculture or other related in functional area is desirable.</p>
<p><b>Experience</b>: <b>At least Six (6) years of experience with a Secondary School Certificate OR</b> University Degree (Diploma/Bachelor&#8217;s) with a <b>minimum of two (2) or more years of relevant experience</b> in emergency assistance and humanitarian programmes with a good knowledge and experience working in relief, nutrition, SafetyNet, M&amp;E or livelihood or any other related field.</p>
<p><b>Language:</b> Fluency (level C) in English language and Somali Language.</p>
