<p>The HR and Admin Officer position has an area focus and ensures compliance to DRC policies and procedures. The post holder is responsible for providing human resource and administrative support to the DRC area office. <p><strong>Your main duties and responsibilities will be:</strong></p>
<p><strong>Administration</strong></p>
<ul>

<li> Coordinate and manage all administrative tasks at base level. Ensure all administrative matters are properly followed up and legally standing according to local laws/requirements.</li>
<li> Coordinate with finance to obtain the monthly timesheet codes. Ensure monthly timesheets are correctly filled by staff, approved by Line Supervisors and filed in timely manner.</li>
<li> Prepare monthly payroll on the Regional Payroll System and ensure that all payroll changes are captured, reconciled and shared with area Finance and Country HR on timely manner and as per the HR reporting schedules</li>
<li> Prepare, advice and oversee staff leaves and absences.</li>
<li> Ensure staff requiring Visas and other legal documents are organized in timely manner.</li>
<li> Filing of all administration records as per DRC filing procedures.</li>
<li> Ensure all office utilities and infrastructures are appropriate, safe and functioning. (electricity, gas, security, up keeping of premises, health and safety, internet, telephones, photocopiers etc.).</li>
<li> Ensure all necessary office resources (Stationaries, office supplies, drinking water are stocked and managed.</li>
<li> Manage the expat staff guest house</li>
<li> Ensures distribution of area office staff lists on a monthly basis to Area Manager and HR and Admin Coordinator</li>
<li> Supervise and provide technical support to the Cooks and Cleaners in the area base.</li>
<li> Organize meetings, trainings and other events.</li>
<li> Coordinate the flight bookings, housing and transport for internal and external visitors in coordination with Logistics department.</li>
<li> Act as focal point for the administration of tenancy agreements and liaise with lessors. Keep track, record and properly manage incoming and outgoing letters including those received from government.</li>
</ul>
</li>
</ul>
<p><strong>Human Resources</strong></p>
<ul>
<li> Ensure DRC&#8217;s HR policies and procedures are applied and compliant at all times.</li>
<li> Supports all phases of the recruitment process.</li>
<li> Lead all national recruitment process in the area; ensure compliance with DRC recruitment procedure.</li>
<li> Prepare staff contracts (along with the required attachment) in timely manner.</li>
<li> Ensure DRC ID cards are issued to new staff on the first working day.</li>
<li> Ensure all staff personal files are updated according to the DRC&#8217;s checklist on constant basis.</li>
<li> Ensure timely on boarding/induction for new staff before sent to work and oversee/coordinate the induction process.</li>
<li> Support and assist with the Performance and Development process.</li>
<li> Organize training on Code of Conduct for staff. Brief on other HR policies/procedures to staff when necessary.</li>
<li> Review HR related documents before necessary approvals are sought.</li>
<li> Assist in promoting the DRC Learning Catalogue.</li>
<li> Serve as the liaison on national staff insurance issues.</li>
<li> Ensure exit procedures are made for all staff in coordination with other required departments.</li>

<h2><strong>COUNTRY PROFILE</strong></h2>
<p>Somalia remains within a complex and protracted crisis due to active conflict, the presence of non-state armed actors, the persistent presence of communicable diseases and climate-driven onset shocks – including droughts and flooding. Conflict and natural disasters continue to drive displacement and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors. The combination of restricted access to resources, drought, and flooding further exacerbates the possibility for outbreaks of communicable diseases like measles, cholera, and acute watery diarrhea (AWD),</p>
<p>Against this backdrop, IMPACT Initiatives has developed a wide range of research cycles to provide evidence-based for the humanitarian community. This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs), the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNA), as well as analytical products such as the Acute needs analysis (ANA) and Real time monitoring (RTM).</p>
<h2><strong>POSITION PROFILE</strong></h2>
<p>The Data Officer will be responsible for leading the production of analysis products, including the preparation of research design, support in designing sampling methods, data analysis plans, data collection tools, data cleaning scripts and processes, analysis scripts, analysis outputs and (as relevant) production of web maps and information management systems. Under the line management of the Senior Data officer, the Data Officer, in close liaison with the assessment teams, engages with partners to promote their participation in data processing, analysis or relevant topics, to maximize the uptake and use of IMPACT/REACH research. When relevant, or managing a project, they also ensure an efficient and transparent use of resources required for project implementation. This can include the direct supervision of data and assessment teams during data collection, analysis or output production.</p>
<h2><strong>RESPONSIBILITIES</strong></h2>
<p>The Data Officer is responsible for the following:</p>
<p><em><strong>RESEARCH CYCLE MANAGEMENT</strong></em></p>
<ul>
<li><strong>Research planning and design</strong> through leading on <strong>sampling design</strong> and in coordination with relevantassessment and GIS staff <strong>construct quantitative sample</strong>;</li>
<li>Providingtraining on <strong>data cleaning and management techniques;</strong></li>
<li>Overseeing <strong>data analysis set-up</strong> (specifically conducted in the R environment).</li>
</ul>
<p><em><strong>DATA MANAGEMENT</strong></em></p>
<ul>
<li><strong>Data management, cleaning and analysis</strong> including monitoring of the accuracy of data collected, cross-checking data collected in the field;</li>
<li>Maintaining R-based systems of data management and analysis, serving as the <strong>focal point for statistical analysis</strong> and quantitative reporting;</li>
<li><strong>Developing cleaning and analysis</strong> (descriptive, hypothesis testing, correlation, and regression analyses) <strong>scripts in R</strong>;</li>
<li>Contributing to the <strong>automatization of data analysis</strong> processes.</li>

<h2><strong>REQUIREMENTS</strong></h2>

<li><strong>Years of work experience</strong> At least 2 years of relevant working experience in a similar role preferable in the humanitarian field;</li>
<li><strong>Research skills</strong> Proficiency and proven experience with research methods, including both quantitative and qualitative research. Excellent analytical skills;</li>
<li><strong>Statistical skills</strong> Strong statistical and analytical skills including correlation and regression analysis</li>

<h2><strong>COMPENSATION &amp; BENEFITS</strong></h2>

<li>For this position, salary between 2’600 CHF and 2’760 CHF monthly (before income tax), etc as well as a monthly living allowance of 300 USD <em>NB &#8211; IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education of staff. A location-dependent security and/or isolation adjustment is then applied as a recognition that some staff are required to work in difficult places where living and working conditions are much more difficult than elsewhere.</em></li>

<p><strong>POSITION PROFILE</strong></p>
<p>Under the line management of the IMPACT Intersectoral Unit Research Manager in Somalia, the MSNA Senior Assessment Officer is responsible for the implementation of IMPACT’s MSNA research cycle in Somalia, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. Throughout the MSNA, the MSNA Senior Assessment Officer engages with partners to promote their participation and maximize their impact. They also ensure an efficient and transparent use of resources required for project implementation.</p>
<p>This position requires strong research skills, prior experience in hardship location, an analytical mind, creativity, independence, and an interest in the regional context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings. The position will regularly require looking at data, pulling out relevant findings, writing engaging briefs and factsheets, presenting findings to external audiences with varying amounts of data literacy, and guiding colleagues in how to think more analytically about their own research.</p>
<p><strong>BACKGROUND ON MULTI-SECTOR NEEDS ASSESSMENTS</strong></p>
<p>IMPACT HQ in Geneva supports the work of Multi-Sector Needs Assessments (MSNAs) in more than 20 countries. As a result of the World Humanitarian Summit and the Grand Bargain, a commitment was made to “impartial, unbiased, comprehensive, context sensitive, timely and up-to date” joint needs assessments that can serve as “a sound evidence base for humanitarian response plans.” These exercises have been informing consolidated humanitarian appeals since 2016. Since 2016, the number of MSNAs supported by REACH has more than quadrupled; MSNA data continues to influence flagship humanitarian response processes such as Humanitarian Needs Overviews and Humanitarian Response Plans (HNOs/HRPs). This indicates that evidence-based decision making is increasingly becoming a cornerstone of effective humanitarian action.</p>
<p><strong>RESPONSIBILITIES</strong></p>
<p>The Senior Assessment Officer’s responsibilities include:</p>
<p><strong>RESEARCH CYCLE MANAGEMENT</strong></p>
<ul>
<li>Understanding and anticipating knowledge gaps prior to the execution of the MSNA.</li>
<li>Ensuring that required secondary data review and/or analysis has been conducted in preparation of the assessment as well as during the product production phase.</li>
<li>Ensuring that the MSNA is planned in line with the country strategy, relevant research and project objectives and with IMPACT’s research cycle and other relevant guidelines;</li>
<li>Design research approaches and methodologies according to IMPACT’s requirements and principles as well as partners’ information needs;</li>
<li>Managing relevant research cycle, including oversight of research design, data collection, or analysis.</li>
<li>Overseeing development and implementation of analytical workstreams, including use of existing REACH data in thematic briefs, reports, presentations, etc.</li>
</ul>
<p><strong>CONTEXTUAL UNDERSTANDING</strong></p>

<li>Keeping up to date with the shifting regional context.</li>

<p><strong>STAFF MANAGEMENT AND TRAINING</strong></p>

<p><strong>COUNTRY PROFILE</strong></p>
<p>REACH has been operational in Somalia since 2012, providing information management support to humanitarian actors in a complex environment through assessment capacity, GIS services and support to Cluster IM practices. Projects have included tri-cluster assessments in support of the WASH, Shelter and Education Clusters, support to Food Security response analysis, and development of a Shelter Cluster M&amp;E Framework.</p>
<p>REACH Somalia is looking to expand information support to the humanitarian response in several key areas, including IDP settlement profiling and monitoring, multi-cluster needs assessments, durable solutions and improved remote data collection. Key strategic aims are to increase geographic and sectoral coverage and to enhance advocacy capacity through strengthened data collection and information targeting.</p>
<h2>FUNCTIONS</h2>
<p>Under the line management of the Senior GIS Manager, the GIS Officer is responsible for the application of geographic information systems, including relevant aspects of research design, support in designing data collection tools, ensuring (spatial) data quality, geo-spatial analysis, drafting of maps, and (as relevant) production of web maps and information management systems. Detailed requirements below. The GIS officer will provide technical inputs in all stages of the research cycle. They ensure an efficient and transparent use of resources required for project implementation. The GIS Officer will also be responsible for developing and implementing a continuous capacity building program for national and international team members, and (when relevant) for providing trainings to partners.</p>
<h2>RESPONSIBILITIES</h2>
<p>The GIS Officer responsibilities include the following:</p>
<h2>Assessment preparation and Planning</h2>
<ul>
<li>The GIS Officer must ensure planned IMPACT research assessment cycles are meeting / exceeding IMPACT’s research standards, wider academic standards, and overall research ethics in the research methods, data processing and analysis, and GIS practices being used in country.</li>
<li>Identification of available data to inform secondary data review in coordination with the assessment and data teams, with an aim of actively proposing spatial analysis and/or remote sensing activities that can provide additional information to enrich the assessments.</li>
<li>For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the analysis plan, as well as data management plan, and related mapping to ensure that all stages of the assessment cycle are planned in line with project and program objectives.</li>
<li>Support project teams to co-construct qualitative and quantitative data collection tools and mapping tools, ensuring data and GIS requirements of research cycle/assessment are met and all required geo-reference data will be collected to allow for accurate analysis and visualization of findings;</li>
<li>Develop sampling frames through geo-spatial analysis of assessment areas and subsequently develop statistically representative samples. Related support to operations teams in developing maps and reference guides for daily assessment plans and field movement plans.</li>
</ul>
<h2>Remote Sensing Research Implementation</h2>
<ul>
<li>Work with global GIS and remote sensing unit to implement, develop, modify/adapt new RS tools, scripts, and approaches to the implementation of remote sensing analysis according to pre-agreed terms of references.</li>
<li>Ensure proper documentation of methodologies and tool development;</li>
<li>Analysis of rainfall deficits (and surpluses) throughout the water cycle, compared to several reference years and historical averages.</li>
<li>Analysis of agriculture and cropping coverage (September – December 2022)</li>
<li>Incorporation of remote sensing derived analytical outputs (e.g. maps, graphs) in overall project analysis and related deliverables (e.g. reports, presentations)</li>
</ul>
<h2>Research Implementation</h2>
<ul>
<li>When relevant, support the training of enumerators for primary data collection;</li>
<li>When relevant, support oversight of data collection, in line with agreed TORs (including their Annexes), including spatial verification and validation as part of daily assessment checks;</li>
<li>Ensure that collected data is properly geo-referenced, enabling the production of maps and related products;</li>
<li>Keep track of progress and delays of data, information-management, and GIS tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.</li>
<li>In coordination with relevant assessment officer(s), document all changes in data collection that lead to a modification in the agreed TORs, ensuring that the Snr GIS Manager and Country CC are informed and agree on the modifications.</li>

<h2>Data management, cleaning and analysis</h2>

<li>Ensure that data is revised and cleaned, and that all revisions are recorded;</li>
<li>Conduct vector &amp; raster-based spatial analysis on collected data, using appropriate tools for each use-case</li>
<li>Ensure that data and its spatial analysis are validated by IMPACT HQ before product drafting stage;</li>
<li>Development and maintenance of country-level databases for the consolidation of all assessment-related and GIS data in country;</li>

<p>The African Union InterAfrican Bureau for Animal Resources (AU-IBAR) is a specialized technical Office of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC). AU-IBAR&#8217;s mandate is to support and coordinate the utilization of livestock, fisheries and wildlife as a resource for both human wellbeing and economic development in the Member States of the African Union (AU) and Regional Economic Communities (RECs).</p>
<p>AU-IBAR and the Bill &amp; Melinda Gates Foundation (BMGF) are collaborating in the implementation of an action: <strong>“Evidence Driven Short Term Solutions to Build Resilience and Address the Adverse Effects of Crises on African Feed and Fodder Systems”</strong> commonly referred to as the ‘Resilient African Feed and Fodder Systems Project’ (RAFFS Project). This emergency and short-term action will contribute to understanding the effect of recent and on-going global crises (3Cs: COVID-19, Climate Change shocks and the Conflict between Russia and Ukraine) on the African feed and fodder supply chain and subsequently their effects on the Livestock Sourced Foods (LSFs). This will generate evidence base critical to shaping coordinated action to respond to the feed and fodder shortages that have led to huge losses of livestock (e.g., over 9.5 million livestock in the Greater Horn of Africa region alone), eroded livelihoods, loss of incomes, and driven up prices of highly nutritive livestock sourced foods making them inaccessible to sections of the population that need them most.</p>
<p>Feed constitutes 60 – 70% of the total cost of animal production: the crises have exposed the significant weaknesses and vulnerabilities in the African feed and fodder input and supply chains. Addressing feed and fodder shortages in the short-term ensures business continuity and sustainable livelihoods. The multiplicity and increasing frequency and severity of shocks and their complex and interlocking effects demands an approach that will also strengthen resilience in feed and fodder systems.</p>
<p>The action proposes strengthening analytical capacity for evidence-based decision making and attracting investment, identifying and upscaling viable existing approaches and innovative models, and harnessing partnerships for coordinated action to galvanize impactful immediate and short-term investments. Women, who are largely rural-based or in the informal sector, are disproportionately poor and vulnerable to the increased prices and unavailability of livestock-sourced foods. Working through the African Women in Animal Resources Farming and Agribusiness Network, established under the ambit of AU-IBAR, the action proposes interventions to ensure women’s meaningful involvement in gainful activities in the feed and fodder and the livestock sourced foods supply chains.</p>
<p><strong>The Project Goal</strong> is to respond to the worsened food and nutrition security occasioned by recent crises that have negatively affected African feed and fodder systems and production of animal sourced foods.</p>
<p>The <strong>Purpose</strong> is to harness evidence driven solutions for short term interventions to enhance access to affordable and quality feed and fodder critical to ensure sustainable production of animal sourced foods.</p>
<p>The RAFFS Project has four Results:</p>
<ul>
<li>(i) <strong>Result 1:</strong> A Knowledge and Analytical Ecosystem for Informing Evidence Based Solutions Established</li>
<li>(ii) <strong>Result 2:</strong> Viable business models, Strategic Partnerships, Catalytic Interventions for Coordinated Action Supported to Attract Enhanced Investment for Short Term Solutions to Feed and Fodder Shortages</li>
<li>(iii) <strong>Result 3:</strong> Women Empowered to Participate and Benefit from Feed and Fodder and Animal Sourced Food Supply Chains to Enhance their Food and Nutrition Security</li>
<li>(iv) <strong>Result 4:</strong> Policies, Regulations, and Institutions Reformed for the development of a more sustainable and resilient feed and fodder industry</li>
</ul>
<h2>The Country Assessments</h2>
<p>The RAFFS Project is planning to undertake country level Assessments to better understand the effect of recent and on-going crises on feed and fodder supply chains in the national priority livestock value chains (previously identified by stakeholders), and the related impacts on availability of and accessibility to the livestock sourced foods.</p>
<h2>Expected Outputs of the Assessment</h2>
<ul>
<li><strong>Output 1:</strong> The impact of the recent and on-going global crises on African feed and fodder systems/supply chain within the priority national livestock value chains, and the related impact on availability of livestock sourced foods.</li>
<li><strong>Output 2:</strong> The status of data and digital capacities and ecosystem for generating evidence-based feed and fodder information.</li>
<li><strong>Output 3:</strong> The level of meaningful and beneficial involvement of women in feed, fodder and animal sourced foods supply chains.</li>
<li><strong>Output 4:</strong> The assessment of the feed and fodder development policy, regulatory and institutional frameworks.</li>
</ul>
<h2>Objectives of the Consultancy, Feed and Fodder</h2>
<p>The Feed and Fodder Consultant will work closely with the National Assessment Coordinator to conduct briefing sessions for identified respondents on the feed and fodder subject. The consultant will take the lead in conducting Key Informant Interviews (KIIs) and facilitating Focus Group Discussions (FGDs) with stakeholders identified for the assessment&#8217;s feed and fodder component. This role will play a crucial part in collecting relevant data for the assessment and in achieving its objectives.</p>
<h2>Scope of the Consultancy</h2>
<p>The Feed and Fodder Consultant shall:</p>
<ul>
<li>(i) Provide training to identified stakeholders to enhance their understanding of feed and fodder questions and topics, including explanations of relevant terminologies, concepts, and key aspects related to the assessment.</li>
<li>(ii) Support identification and mapping of different stakeholders based on the assessment guides.</li>
<li>(iii) Be available to answer any questions or provide clarifications to participants during the data collection process to ensure that the questions are understood and answered accurately.</li>
<li>(iv) Conduct in-depth interviews with key stakeholders and respondents using provided Interview Guides in a structured and unbiased manner.</li>
<li>(v) Facilitate and lead the FGD sessions, guiding discussions in a way that encourages participants to share their experiences and insights related to feed and fodder.</li>
<li>(vi) Assist in compiling data collected from KIIs and FGDs, ensuring that the information is organized and structured in a way that allows for meaningful analysis.</li>
<li>(vii) Verify the accuracy and consistency of the data collected during interviews and discussions. Cross-reference information from different sources to ensure reliability.</li>
<li>(viii) Monitor the quality of discussions and interviews to maintain a high standard of data collection. Provide feedback to National Assessment Coordinator or other assessment team members as needed to improve the process.</li>
<li>(ix) Collaborate with Data Management Consultant to provide insights and context related to feed and fodder management when compiling and analyzing the collected data.</li>
<li>(x) Contribute to the preparation of assessment reports by providing information and insights from the KIIs and FGDs, making recommendations based on the findings.</li>
<li>(xi) Continuously communicate with the assessment team to share insights, challenges, and emerging themes from the interviews and discussions, which can inform the assessment&#8217;s direction and focus.</li>
</ul>
<h2>Deliverables</h2>
<ul>
<li>(i) Summaries of briefing sessions with identified respondents, including key points, questions, and initial feedback.</li>

</ul>
<p>Duration</p>
<p>The Feed and Fodder Consultant will work for a period of 12 working days to be completed over a three (3) calendar week period. All the proposed activities and outputs should be completed within his period.<br />
The assignment will start immediately after signature of the contract by both parties.</p>
<h2>Confidentiality</h2>
<p>All documents and data acquired from the records and during the interviews and meetings are confidential and will be used solely for the project.<br />
The deliverables and all material linked to the assessment (produced by the consultant or AU-IBAR itself) shall be confidential and proprietary in nature and may not be shared with 3rd parties without the written consent of AU-IBAR and/or the relevant national authorities.</p>
<h2>Remuneration and Terms of Payment</h2>
<p>The total amount for the consultation will be $3,600 to be paid upon the successful completion of the assignment, submission of the satisfactory final report, and fulfillment of the terms outlined in the terms of reference.<br />
Other costs related to the activities such e.g. cost of meeting venues, ground transportation, materials and tools for data collection will be covered by AU-IBAR.</p>
<h2>Supervision and Coordination</h2>
<p>The Feed and Fodder Consultant will be under the overall supervision of the National Assessment Coordinator to identify and coordinate teams for the assessment. AU-IBAR will hold a training session with the country assessment team on the assessment tools and approach to the assessment.</p>
<h2>Requirements: Qualifications, Experience and Skills</h2>
<ul>
<li>University degree in Agriculture Economics, Animal Science, Agronomy, Agribusiness Management and any other related field of expertise.</li>
<li>Experience in conducting agricultural research or assessments related to feed and fodder, livestock or farming communities.</li>
<li>Experience in survey data collection, conducting qualitative interviews and facilitating focus group discussions.</li>
<li>Familiarity with survey and assessment data collection tools such as interview scripts, ODK tools, Online forms and spreadsheets.</li>
<li>Oral and written communication abilities, with the capacity to engage with diverse stakeholders.</li>
<li>Awareness of and sensitivity to cultural diversity, especially in the context of the assessment&#8217;s location.</li>
<li>Ability to work with diverse populations and demonstrate cultural sensitivity when engaging with respondents.</li>
<li>Capacity to work collaboratively as part of a team, including coordinating with the assessment team and RAFFs Project Staff.</li>
<li>All reports and consultancy outputs will be in English. In the course of execution of the assignment, proficiency in local languages will be required for engagement with relevant to the assessment country or stakeholders.</li>

<p>The African Union InterAfrican Bureau for Animal Resources (AU-IBAR) is a specialized technical Office of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC). AU-IBAR&#8217;s mandate is to support and coordinate the utilization of livestock, fisheries and wildlife as a resource for both human wellbeing and economic development in the Member States of the African Union (AU) and Regional Economic Communities (RECs).</p>
<p>AU-IBAR and the Bill &amp; Melinda Gates Foundation (BMGF) are collaborating in the implementation of an action: <strong>“Evidence Driven Short Term Solutions to Build Resilience and Address the Adverse Effects of Crises on African Feed and Fodder Systems”</strong> commonly referred to as the ‘Resilient African Feed and Fodder Systems Project’ (RAFFS Project). This emergency and short-term action will contribute to understanding the effect of recent and on-going global crises (3Cs: COVID-19, Climate Change shocks and the Conflict between Russia and Ukraine) on the African feed and fodder supply chain and subsequently their effects on the Livestock Sourced Foods (LSFs). This will generate an evidence base critical to shaping coordinated action to respond to the feed and fodder shortages that have led to huge losses of livestock (e.g., over 9.5 million livestock in the Greater Horn of Africa region alone), eroded livelihoods, loss of incomes, and driven up prices of highly nutritive livestock sourced foods making them inaccessible to sections of the population that need them most.</p>
<p>Feed constitutes 60 – 70% of the total cost of animal production: the crises have exposed the significant weaknesses and vulnerabilities in the African feed and fodder input and supply chains. Addressing feed and fodder shortages in the short-term ensures business continuity and sustainable livelihoods. The multiplicity and increasing frequency and severity of shocks and their complex and interlocking effects demands an approach that will also strengthen resilience in feed and fodder systems.</p>
<p>The action proposes strengthening analytical capacity for evidence-based decision making and attracting investment, identifying and upscaling viable existing approaches and innovative models, and harnessing partnerships for coordinated action to galvanize impactful immediate and short-term investments. Women, who are largely rural-based or in the informal sector, are disproportionately poor and vulnerable to the increased prices and unavailability of livestock-sourced foods. Working through the African Women in Animal Resources Farming and Agribusiness Network, established under the ambit of AU-IBAR, the action proposes interventions to ensure women’s meaningful involvement in gainful activities in the feed and fodder and the livestock sourced foods supply chains.</p>
<p><strong>The Project Goal</strong> is to respond to the worsened food and nutrition security occasioned by recent crises that have negatively affected African feed and fodder systems and production of animal sourced foods.</p>
<p>The <strong>Purpose</strong> is to harness evidence driven solutions for short term interventions to enhance access to affordable and quality feed and fodder critical to ensure sustainable production of animal sourced foods.</p>
<p>The RAFFS Project has four Results:</p>
<ul>
<li>(i) <strong>Result 1</strong>: A Knowledge and Analytical Ecosystem for Informing Evidence Based Solutions Established</li>
<li>(ii) <strong>Result 2</strong>: Viable business models, Strategic Partnerships, Catalytic Interventions for Coordinated Action Supported to Attract Enhanced Investment for Short Term Solutions to Feed and Fodder Shortages</li>
<li>(iii) <strong>Result 3</strong>: Women Empowered to Participate and Benefit from Feed and Fodder and Animal Sourced Food Supply Chains to Enhance their Food and Nutrition Security</li>
<li>(iv) <strong>Result 4</strong>: Policies, Regulations, and Institutions Reformed for the development of a more sustainable and resilient feed and fodder industry</li>
</ul>
<h2>Country Assessments</h2>
<p>The RAFFS Project is planning to undertake country level Assessments to better understand the effect of recent and on-going crises on feed and fodder supply chains in the national priority livestock value chains (previously identified by stakeholders), and the related impacts on availability of and accessibility to the livestock sourced foods.</p>
<h2>Expected Outputs of the Assessment</h2>
<ul>
<li><strong>Output 1:</strong> The impact of the recent and on-going global crises on African feed and fodder systems/supply chain within the priority national livestock value chains, and the related impact on availability of livestock sourced foods.</li>
<li><strong>Output 2:</strong> The status of data and digital capacities and ecosystem for generating evidence-based feed and fodder information.</li>
<li><strong>Output 3:</strong> The level of meaningful and beneficial involvement of women in feed, fodder and animal sourced foods supply chains.</li>
<li><strong>Output 4:</strong> The assessment of the feed and fodder development policy, regulatory and institutional frameworks.</li>
</ul>
<h2>Objectives of the Consultancy, National Assessment Coordinator</h2>
<p>The RAFFS Project in conjunction with the Country Focal Point is seeking the expertise of a consultant to act as the National Assessment Coordinator to coordinate the country assessment. The National Assessment Coordinator will be responsible for the preparation of, effective and timely execution of the Feed and fodder assessment at country level, quality assurance throughout the Assessment, management of Assessment Facilitators, undertake analysis and reporting on the findings, and reporting on the quality of the Assessment process.</p>
<h2>Scope of the Consultancy</h2>
<p>The National Assessment Coordinator shall:</p>
<ul>
<li>(i) Prior to the Assessment, in coordination with the country Focal Point and the RAFFS Project Team develop a comprehensive plan outlining the assessment&#8217;s scope, objectives, methodology (including sampling, source and type of data, data collection tools and analytical approach), and timelines.</li>
<li>(ii) Prepare a comprehensive literature review on the output areas appending a reference list dating no earlier than 2010 except for critical references</li>
<li>(iii) Identify and engage relevant stakeholders (particularly the Key Informants, and the Discussion Group members) at the country level, including experts, communities, and institutions and schedule appointments for the assessment.</li>
<li>(iv) Provide training to the three (3) Assessment Facilitators, ensuring a consistent understanding of assessment goals and methodologies based on data collection tools for the assessment.</li>
<li>(v) Undertake and ensure that the Assessment Facilitators conduct briefing sessions for stakeholders and respondents to explain the assessment&#8217;s purpose and process.</li>
<li>(vi) Undertake and ensure that the Assessment Facilitators conduct Key Informant Interviews and Focus Group Discussions as per the established methodology including sampling, data collection tool and analytical approach).</li>
<li>(vii) Undertake and ensure that the Assessment Facilitators collect accurate and reliable data from diverse sources and ensure data accuracy through careful review and verification of collected data/information.</li>
<li>(viii) Ensure quality compilation and remittance of data and information</li>
<li>(ix) Analyze the collected data using appropriate tools and methods.</li>
<li>(x) Prepare and timey provide a comprehensive draft report that includes findings, analysis, and preliminary recommendations based on the provided assessment themes.</li>
<li>(xi) Prepare a report on the quality of the Assessment process</li>
</ul>
<h2>Deliverables</h2>
<ul>
<li>(i) An Inception Report outlining the execution plan of the in-country assessment, including:
<ul>
<li>a. A comprehensive review of literature in line with the Assessment outputs with key references no earlier than 2010, with exception of a few critical references (5 – 10 pages).</li>
<li>b. A detailed implementation and logistics plan and budget for the assignment within the assessment with structure and budget ceiling.</li>
<li>c. List of relevant respondents/stakeholders (source of primary data) at the country level for the assessment, in-line with the categories provided by the project and scheduled appointments.</li>
<li>d. List of needed information/data (and collection formats) in alignment with the assessment framework and Terms of Reference (TORs).</li>
<li>e. Data Collection Guidelines to ensure a quality briefing and guidance of the selected respondents on the purpose of the assessment and the roles of respondents, and needed data/information</li>
<li>f. Training guidelines for the Assessment Facilitators to ensure quality Coordinate Focus Group Discussions, and Key Informant Interviews in alignment with the assessment framework and Terms of Reference (TORs).</li>
</ul>
</li>
<li>(ii) A compilation of all the data and information collected, and documents used or generated during the assessment and submit to the country focal person within 2 days of completion of the assessment.</li>
<li>(iii) A Report on the Assessment process to the RAFFS Project Team and Country Focal, including challenges in the field that may affect the final report&#8217;s quality.</li>
</ul>
<p>The draft country Assessment Report, the methodology, results, findings, and challenges. The report should include all relevant materials (e.g. photos with tagged geolocations, session reports, list of respondents). The draft will be reviewed by both the National Focal Point and RAFFS team and feedback will be sent in one week to the National Assessment Coordinator for completing and updating the report. The National Assessment Coordinator will be expected to re-submit the final Report with the input integrated within a week.</p>
<h2>Duration</h2>
<p>The duration of the assignment shall be 30 calendar days.<br />
All the proposed activities listed in this TOR should be completed within one month including a literature review, preparation of the Assessment tools, training and supervision of Assessment Facilitators, execution and management of the Assessment, data compilation, analysis and reporting.</p>
<h2>Confidentiality</h2>
<p>All documents and data acquired from the records and during the interviews and meetings are confidential and will be used solely for the project.<br />
The deliverables and all material linked to the assessment (produced by the consultant or AU-IBAR itself) shall be confidential and proprietary in nature and may not be shared with 3rd parties without the written consent of AU-IBAR and/or the relevant national authorities.</p>
<h2>Remuneration and Terms of Payment</h2>
<ul>
<li>The National Assessment Coordinator’s fee will be $6,000 to be paid upon the successful completion of the assignment, submission of the satisfactory final report, and fulfillment of the terms outlined in the terms of reference.</li>
<li>Other costs related to the activities such as cost of meeting venues, materials and tools for data collection and analysis, will be covered by AU-IBAR according to the approved implementation and budget plans provided by the consultant within the Assessment Plan and in accordance with AU-IBAR financial rules and regulations.</li>
<li>The Consultant must provide and utilize their own computer for this assignment.</li>
</ul>
<p>This consultancy assignment does not carry any expectation of employment, extension or conversion to another type of contract with AU-IBAR.</p>
<h2>Supervision and Coordination</h2>
<p>The National Assessment Coordinator will be under the overall supervision of the RAFFS Project Coordinator, in consultation with AU-IBAR Program Staff. The National Assessment Coordinator will work closely with the RAFFS Country Focal Point to identify and coordinate teams for the assessment. AU-IBAR will hold a training session with the National Assessment Coordinator on assessment tools developed and the approach to the assessment.</p>
<h2>Requirements</h2>
<h3>Qualifications</h3>
<ul>
<li>A minimum of a Master’s degree in any of the following: Social Sciences, Business Administration, Monitoring and Evaluation, Agriculture Economics, Animal Science, Veterinary Medicine or related fields of expertise.</li>
<li>Demonstrated expertise and extensive experience in coordinating national/large assessments or similar projects.</li>
<li>Experience with the feed and fodder sector is an added advantage</li>
</ul>
<h3>Specific Professional Experience</h3>
<ul>
<li>Proven knowledge and understanding of the livestock sector related to the assessment.</li>
<li>Strong project management skills to plan, execute, and oversee the entire assessment process.</li>
<li>Proficiency in data management: primary qualitative and quantitative data collection methods (e.g., Surveys, Key Informant Interviews, Focus Groups Discussions), and secondary data (literature review, census, project reports, etc.) collection.</li>
<li>Experience in data analysis and interpretation to draw meaningful conclusions and insights.</li>
</ul>
<h3>Other skills and competencies</h3>
<ul>
<li>Coordination and collaboration skills: The Consultant/National Assessment Coordinator requires good coordination skills, which will enable him/her to work in teams and coordinate with a diverse range of professionals and the national facilitators. Collaboration skills will involve sharing ideas, respecting opinions, meeting deadlines.</li>
<li>Understanding of research ethics and commitment to maintaining confidentiality and data protection.</li>
<li>Communication skills: The National Assessment Coordinator should have good communication skills:

<h2>Objectives of the Consultancy: Gender and Financial Inclusion</h2>
<p>The Gender and Financial Inclusion Consultant will collaborate closely with the National Assessment Coordinator to conduct briefing sessions for identified respondents regarding gender and financial inclusion topics. This role involves leading Key Informant Interviews (KIIs) and facilitating Focus Group Discussions (FGDs) with stakeholders identified for the assessment&#8217;s gender and financial inclusion component. Their contribution is pivotal in collecting pertinent data for the assessment and achieving its objectives.</p>
<h2>Scope of the Consultancy</h2>
<p>The Gender and Financial Inclusion Consultant shall:</p>
<ul>
<li>(i) Provide training to identified stakeholders on gender and financial inclusion, enhancing their understanding of key concepts and terminologies related to the assessment.</li>
<li>(ii) Identify and engage with a wide range of stakeholders, particularly women and youth groups in feed and fodder sector, to ensure diverse perspectives are included.</li>
<li>(iii) Conduct interviews and facilitate focus group discussions (FGDs) to collect data on financial inclusion experiences, challenges, and needs in relation to feed and fo.</li>
<li>(iv) Lead FGDs with a gender-sensitive approach, fostering a safe and inclusive environment for participants to share insights.</li>
<li>(v) Demonstrate cultural sensitivity during interactions with respondents, considering diverse cultural backgrounds.</li>
<li>(vi) Ensure the accuracy and consistency of data collected during interviews and discussions, cross-referencing information for reliability.</li>
<li>(vii) Uphold high standards in data collection and provide feedback to the National Assessment teams to enhance the interview and discussion process.</li>
<li>(viii) Collaborate with the Data Management Consultant, offering insights and context during data analysis, especially concerning gender dynamics.</li>
<li>(ix) Prepare comprehensive reports documenting gender-related findings and recommendations for the assessment.</li>
<li>(x) Maintain open communication with the assessment team, share insights, address challenges, and contribute to the assessment&#8217;s direction.</li>
</ul>
<h2>Deliverables</h2>
<ul>
<li>(i) Summaries of briefing sessions with identified respondents, including key points, questions, and initial feedback.</li>
<li>(ii) Materials to enhance stakeholder understanding of gender and financial inclusion concepts.</li>
<li>(iii) Records of diverse stakeholder engagement, with a focus on women and youth in the feed and fodder sector.</li>
<li>(iv) Collected data from interviews and FGDs on financial inclusion in relation to feed and fodder.</li>
<li>(v) Reports showcasing gender-sensitive FGD sessions and insights.</li>
<li>(vi) Efforts to ensure data accuracy, consistency, and high standards in data collection.</li>
<li>(vii) Comprehensive reports on gender-related findings and active communication with the assessment team.</li>
<li>(viii) Presentation or briefing for assessment team, stakeholders, or decision-makers summarizing key findings, recommendations, and implications.</li>
</ul>
<h2>Duration</h2>
<p>The Gender and Financial Inclusion Consultant will work for a period of 12 working days to be completed over a three (3) calendar week period. All the proposed activities and outputs should be completed within his period.<br />
The assignment will start immediately after signature of the contract by both parties.</p>
<h2>Confidentiality</h2>
<p>All documents and data acquired from the records and during the interviews and meetings are confidential and will be used solely for the project.<br />
The deliverables and all material linked to the assessment (produced by the consultant or AU-IBAR itself) shall be confidential and proprietary in nature and may not be shared with 3rd parties without the written consent of AU-IBAR and/or the relevant national authorities.</p>
<h2>Remuneration and Terms of Payment</h2>
<p>The total amount for the consultation will be $3,600 to be paid upon the successful completion of the assignment, submission of the satisfactory final report, and fulfillment of the terms outlined in the terms of reference.<br />
Other costs related to the activities such e.g cost of meeting venues, ground transportation, materials and tools for data collection will be covered by AU-IBAR.</p>
<h2>Supervision and Coordination</h2>
<p>The Gender and Financial Inclusion Consultant will be under the overall supervision of the National Assessment Coordinator to identify and coordinate teams for the assessment. AU-IBAR will hold a training session with the country assessment team on the assessment tools and approach to the assessment.</p>
<h2>Requirements: Qualifications, Experience and Skills</h2>
<ul>
<li>University degree in Agriculture Economics, Finance, Social Sciences, Agronomy, Agribusiness Management and any other related field of expertise.</li>
<li>Experience in gender and financial inclusion-related work, such as gender-focused research, financial inclusion projects, or assessments.</li>
<li>Experience in survey data collection, conducting qualitative interviews and facilitating focus group discussions.</li>
<li>Familiarity with gender-sensitive approaches and methodologies.</li>
<li>Knowledge in use of data collection tools such as interview scripts, ODK tools, Online forms and spreadsheets.</li>
<li>Oral and written communication abilities, with the capacity to engage with diverse stakeholders.</li>
<li>Awareness of and sensitivity to cultural diversity, especially in the context of the assessment&#8217;s location.</li>
<li>Ability to work with diverse populations and demonstrate cultural sensitivity when engaging with respondents.</li>
<li>Capacity to work collaboratively as part of a team, including coordinating with the National Assessment teams and RAFFs Project Staff.</li>
<li>All reports and consultancy outputs will be in English. In the course of execution of the assignment, proficiency in local languages will be required for engagement with relevant to the assessment country or stakeholders.</li>
