<strong>Program Background:</strong><br />
This role supports the anticipated 5-year USAID People-to-People (P2P) Reconciliation Project in Somalia. The program aims to transform inter-communal conflict in Somalia’s conflict recovered areas of Middle and Lower Shabelle. Further, P2P seeks to create opportunities for communities in conflict to build mutual understanding, trust, empathy, and resilient social ties by addressing divisions that may be rooted in group differences such as ethnicity, religion, status, gender, class, or political affiliation. This P2P project embraces a Developmental Evaluation (DE) approach to adaptive, agile, and responsive programming able to nimbly shift according to successes, challenges, and changes in the conflict context. DE ensures evidence generated from the activity informs decision-making and program adaptation in real time, by using evaluative thinking and feedback in continuous programmatic adaptations. “The essential purpose of DE is to support the development of interventions that are innovative in engaging highly complex systems, or that are changing in response to changing conditions around them. In conducting a DE, Developmental Evaluators explicitly support the use of evaluation tools, empirical data, and critical thinking in frequent cycles, working in close collaboration with program actors in a process of adaptive learning. Evaluators facilitate a process of conceptualizing, designing, and testing interventions that are new or are adapting to major change”<br />
<strong>Job Summary:</strong><br />
As Deputy Chief of Party (DCoP)- Developmental Evaluator (Key Personnel), you will provide strategic leadership in overall implementation design and approach for the anticipated P2P project. As the developmental evaluator you will be embedded into the program team to pr oactively lead analysis and advise on the changes and adaptations required. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the field of peacebuilding. As a senior leader within the project, you will provide the technical guidance and leadership to ensure that the project builds on scalable innovations and learning, and develops local capacity. Through your commitment to local capacity development and mentorship, you will oversee a handover/transition in year three of the project to transition the DE post to a local staff role and to yourself shift into a project technical advisor role.<br />
<strong><em>Required Languages</em></strong> <em>–</em> Fluency in English with excellent English writing skills. Somali an advantage.<br />
<strong><em>Travel</em></strong> &#8211; Must be willing and able to travel within Somalia.<br />
<strong><em>Required Knowledge, Skills and Abilities</em></strong></p>

<p>CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main programs: firstly, the Rural Women program which supports poor, rural women and girls in addressing long term underlying causes of poverty and vulnerability as well as social, cultural, political and economic obstacles towards positive change. We help women and girls improve their economic status, access education and support them to play a greater role in local leadership and conflict resolution. Secondly, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development and microfinance. Thirdly, the Emergency program provides direct humanitarian relief to victims of drought and conflict. CARE Somalia/Somaliland has three programs namely Rural Women, Urban Youth, and emergency. This project falls under Urban Youth.</p>
<p><strong>About Dan Wadaag Consortium</strong></p>
<p>Danwadaag Project &#8211; with funding from the Embassy of the Kingdom of the Netherlands, is a consortium comprising of VNG International (Lead Agency), Free Press Unlimited, Media Ink and CARE Nederland, who will implement the project for a duration of 4,5 years (2021 – 2025), starting with 1st year containing an inception phase and the 4th year will contain a consolidation and exit phase.</p>
<p>The project entitled “Improving the social contract through inclusive and transparent Disaster Risk Management “aiming to build inclusive disaster risk management (DRM) capacity at the local level. The <strong>Overall objective (Impact)</strong> of the project is: <strong>‘</strong>*improved social contracts through increased resilience to external shocks’ whilst the <strong><em>strategic objective</em></strong> is ‘increased government legitimacy through efficient and effective disaster risk management (DRM) based on inclusive policies, strategies and services’.* To the target communities (children, youth and adults including vulnerable groups), civil societies and knowledge institutes, media and public authorities for effective disaster risk management. The project aims to achieve the impact and strategic objective through the following outcomes:</p>
<p>· <strong>Outcome 1:</strong> Communities can contribute to inclusive and transparent DRM through equitable access to information, resources and decision making processes</p>
<p>· <strong>Outcome 2:</strong> CSOs have the legitimacy and capacity to contribute to inclusive and transparent DRM</p>
<p>· <strong>Outcome 3:</strong> Public authorities have the legitimacy and capacity to coordinate and implement inclusive and transparent DRM**</p>
<p><strong>Outcome 4:</strong> Media have the capacity to contribute to inclusive and transparent DRM through disseminating relevant information and creating spaces for inclusive dialogue between public authorities, civil society and communities</p>
<p><strong>Objectives of Consultancy</strong></p>
<p>CARE Somalia/Somaliland is hiring a consultant to develop a community based Disaster Risk Management manual (CBDRM). the training materials aimed at proving hand on training to community, community based organization and CSO in the target community.</p>
<p><strong>Deliverable</strong></p>
<ol>
<li>Mapping of the existing Community Based Training materials available in NADFORD, CARE, CSO, and other actors that involve disaster management.</li>
<li>Incorporate inclusivity, governance, and accountability concepts in to the material</li>
<li>Produce comprehensive Inclusive community based disaster management manual</li>
</ol>
<p><strong>Content</strong></p>
<p>The Community Based Disaster Risk Management (DRM) training material Manual will cover the following areas</p>
<p>· A common understanding of the concept and process of CMDRM for community clearly distinguish different concepts, Processes and Methodology.</p>
<p>· Map-out of the social exclusion and linkage between social exclusion and Risk Vulnerability and prepare diagram on relationship between exclusion and vulnerability</p>
<p>· characterizes selected hazards and identifies their elements in terms of<br />
how they can affect the individuals and the community.</p>
<p>· Undertake vulnerability assessment guided by the chosen view that<br />
defines vulnerability in relation to location</p>
<p>· explain how capacities are hazard and vulnerability specific. It also<br />
stresses that capacities are found both at the level of the individual as well as<br />
collective of the community.</p>
<p>· Focused on how to consolidate the results of hazard, vulnerability and<br />
capacity assessments and formulate conclusions based on them. provide the<br />
participants the framework to analyze their assessment and prepare them for the<br />
next steps which are strategy formulation and disaster risk reduction measures.</p>
<p>· Provide an overview of other areas that need to be considered in<br />
disaster risk assessment. And highlights how perception, gender and age can<br />
influence risk analysis</p>
<p>· The Participatory Rural Appraisal (PRA) answers the need of CMDRM for a disaster<br />
risk assessment process that is participatory . it generate adequate information on the three variables of disaster risk (hazard,<br />
vulnerability and capacity), careful selection and sequencing is important. This<br />
session focuses on the basic principles of PRA tools and its use in PDRA</p>
<p>· Through PDRA a CMDR Facilitate community of selected village or a unit<br />
of analysis to determine DRR measures. The next step of the CMDRR process is to<br />
facilitate community to determine and develop appropriate strategies to realize those<br />
measures.</p>
<p>· Develop a DRM strategy: this session facilitates participants to augment their understanding about how to facilitate the community to develop a DRR strategy based on their identified DRR measures Once a community has accomplished development of disaster risk reduction strategy, the next step is to develop the community action plan, to be executed at a decided time period.</p>
<p>· monitoring, evaluation and learning system at the community level deepens the participants’ understanding of how to facilitate the operationalization<br />
of PMEL at the village level</p>
<p>· The DRM community action planning should clearly identify which community<br />
organization or institution will take the lead role in implementing the DRR plan.</p>
<p>· Building linkages for resource mobilization A community organization should establish linkages with other actors (other community organizations, local and international non-governmental</p>
<p>· Linking CBRM to policy is increasingly being realized that hazard events progress into disasters mostly in situations where development planning process has failed to take into account eventuality of a hazard. In disaster risk analysis the lack of capacity is often due<br />
to structures and processes that push vulnerable population into unsafe locations<br />
and sustain them in unsafe conditions</p>
<p><strong>Security</strong></p>
<p>CARE will provide an appropriate level of duty of care during the consultancy within the confines of the security operating procedures and guidelines to the consultant. The consultant is expected to liaise closely with our security advisor and security manager based in the field for the management of all safety and security related matters.</p>
<p><strong>Assignment duration</strong></p>
<p>The consultant will be hired for 20 working days with a tentative starting date of 30<sup>th</sup> of March 2022.</p>

<p>Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.</p>
<h3>Position background</h3>
<p>This position is an internship position for fresh student from the universities. This person will learn on HR and archive related duties and also will assist HR Assistant on daily activities such as arranging personal files, office arrangement, organize office utilities and collecting attendance list and staff toil and annual leave records and archiving process from the other departments.</p>
<h3>ESSENTIAL DUTIES AND RESPONSIBILITIES</h3>
<p>· Support HR Assistant on updating personal files</p>
<p>· Organize staff personal files.</p>
<p>· Support HR Assistant on collecting and filing staff time sheets.</p>
<p>· Facilitation of contract signature from the CD and the respected employees</p>

Support the timely &amp; accurate preparation of donor reports for external donors / agencies.</li>
<li>Reconcile all balance sheet items on a monthly basis, in accordance with Oxfam Worldwide policies &amp; procedures based on transactions details provided by Accountant.</li>
<li>Provide financial analysis where necessary especially on maximizing available funds and advice to CD.</li>
<li>To periodically monitor program spending and performance of the Country office and revise where needed the (financial) planning. To record this in the management information systems. In cooperation with the Country Director, prepare the country office input for the Balance Score Card (BSC).</li>
</ul>
<p><strong>Procurement &amp; Logistics</strong></p>
<ul>
<li>Support the Supply and Logistics Coordinator in design and implementation of effective supply chain and logistics management strategies working with the Country Director with respect to identifying required interventions, and the resolution of attendant issues.</li>
<li>Together with the Supply and Logistics Coordinator, manage costs and ensure that budgets are not eroded through unwarranted procurement expenses</li>
<li>Support the team to embed organisational systems, standards and structures into logistics &amp;procurement functions, including strategic advice, clarity on policy, procedures and ways of working.</li>
<li>Exercise approval and signature authority within defined limits for all purchases and contract agreements and subject to appropriate approvals.</li>
<li>Coordinate proposal development, particularly with respect to innovative resource planning and budgeting and realistic estimates related to logistics requirements for support and other costing for support functions.</li>
<li>Exercise cost efficiency through ensuring framework agreements are in place, and be part of procurement committee.</li>
</ul>
<p><strong>Information Technology</strong></p>
<ul>
<li>Ensure that IT strategy not only incorporates developing effective business solutions and services with the underlying infrastructure but that it underpins the delivery of appropriate technology enabled solutions.</li>
<li>Ensure continuous follow up to IT process and day-by-day operation that complies with Oxfam minimum standards and policies; promote best practices.</li>
</ul>
<p><strong>Capacity Building, Partnership and Risk Management</strong></p>
<ul>
<li>To identify and coordinate appropriate training for staff and partners in the areas of financial management, human resources, logistics and including effective programming.</li>
<li>In liaison with Programme team, develop Partnership strategy that takes forward the Change Strategy and translate for local use the new global Partnership Policy.</li>
<li>Review and where necessary support programs formulate partnership contracts, supplier’s contracts that align to policy and mitigate financial and operational risks</li>
<li>In collaboration with the Security focal point, to ensure that Oxfam Health and Safety and Security guidelines are implemented.</li>
<li>To support the program officers and advisors through relevant financial and related contextual information gathering, monitoring situations and consolidating and reviewing proposals as required</li>
<li>To motivate the support team to work interactively with the program team and to come up with and communicate innovative solutions and systems that allows the program to serve its overall goal. This component is critical to the success of this post.</li>
<li>Support the CD to achieve the program objectives and reduce risks associated with the program around legality and compliancy issues and alert the CD of any imminent risks.</li>
<li>This position will deputise for the CD as and when necessary.</li>
</ul>
<p><strong>Other financial duties</strong> <strong>and general systems support</strong></p>
<ul>
<li>Facilitate internal, external &amp; donor audits.</li>
<li>Investigate and implement procedures for statutory deductions, social security &amp; taxes are complied with &amp; to liaise with relevant authorities in this respect.</li>
<li>Actively participate in the SMT meetings and be proactively involved in the decision-making processes.</li>
<li>Work with the Country Director and the QFC to support development of policies and procedures for procurement, logistics, HR and IT.</li>
<li>Support training of staff in procurement, budget management and systems policies and procedures as appropriate.</li>
<li>Preparation of monthly cash flow and ensuring adequate monetary levels in field office</li>
<li>ACT as the integrity focal point for the country program and ensure regular trainings for Oxfam Staff as well as partners.</li>
</ul>
<p><strong>KNOWLEDGE, SKILLS AND EXPERIENCE</strong></p>
<p><strong>Essential</strong></p>
<ul>
<li>Higher education in the field of finance and accounting.</li>
<li>At least 5 years of experience with a Financial / Business support manager in an international development organisations.</li>
<li>Excellent knowledge of financial management and auditing.</li>
<li>Experience in working with financial / bookkeeping software (SAP / Pastel) and banking software.</li>
<li>Proven experience in leading and managing finance staff, as well as providing training to staff and local organisations.</li>
<li>Numeracy &amp; attention to detail.</li>
<li>Customer service orientation.</li>
<li>Team player.</li>
<li>Negotiation skills.</li>
<li>Profound knowledge of International accounting standards, Kenyan and Somali tax laws and labour laws.</li>
<li>Knowledge of Corporate governance approaches.</li>
<li>INGO and EU donor experience a must.</li>
<li>Experience of managing donor grants of SIDA, ECHO, EU, Dutch Government, Embassies, UN, DEC.</li>
<li>Experiences of working in the Somalia context is an added advantage.</li>
</ul>
