<p><strong>JOB SUMMARY</strong></p>
<p>Reporting directly to the Country Human Resource Manager, the overall purpose of the position is to support the efficient operations of the HR unit by coordinating and delivering a diverse range of human resources (HR) management activities with a focus on recruitment, induction, compensation and benefits management, information management, Immigration and Records Management.</p>
<p>The position holder will provide practical, consistent, and proactive support, direction and advice to line managers on HR procedures, policies, best practices, employment rewards, benefits, and legislation to facilitate in achieving the objectives and targets of the organization.</p>
<p><strong>Key Responsibilities:</strong></p>
<p><strong>1. Recruitment and Placement:</strong></p>
<ul>
<li>Review Employee Requests (ERFs) and ensure that Project/department details are correct, the title of position and Grade are in line with CARE Somalia structure, the status of position whether it is new, replacement or temporary position, expected date of hire is adequate to needs of the project and, finally review any recommendations made.</li>
<li>Ensure that all requests for recruitment are accompanied by updated job descriptions. Keep an updated data folder of all Job Descriptions.</li>
<li>Prepare vacancy announcements in line with the positions job descriptions and forward them to the Procurement department for procurement of advertisement space in the press.</li>
<li>Distribute the advert to the other online channels</li>
<li>Review applications and provide long -lists to the requesting manager.</li>
<li>Arrange and represent HR in conducting interviews to select candidates (both national and regional positions). Review recommendation on the selection of the candidate by the hiring manager.</li>
<li>Obtain references and carry out required pre-employment checks to ensure that information given about candidates is verified and attach them to the contract as necessary.</li>
<li>Draw interview reports, obtain necessary approvals and file.</li>
<li>Send regret letters to interview candidates who were not successful in the selection process.</li>
<li>Compile the Monthly Recruitment Status Report and send it to the Head of HR.</li>
<li>Train interview panel on proper interviewing techniques</li>
</ul>
<p><strong>2. Recruitment Administration</strong></p>
<ul>
<li>Prepare job offers for successful candidates. Prepare contract letters once references are received.</li>
<li>Monitor existing Fixed Term and temporary contracts and prepare Contract renewals/extensions.</li>
<li>Prepare employee transfer letters after verification of supporting documents in line with policy.</li>
<li>Receive employee’s letters of notice of resignation and process separation letter taking note of the notice period given.</li>
<li>Ensure that departing staff have handed in their final Clearance forms including a filled Exit interview form.</li>
<li>Ensure personnel records are complete, up to date, filed and kept confidential.</li>
<li>Provide information needed for reports e.g HR Monthly Report, Staff list etc. ensuring they are timely and accurate.</li>
</ul>
<p><strong>3. Induction and probation management</strong></p>
<ul>
<li>Facilitate the induction process for the new employees</li>
<li>Ensure the completion of required employee human resource documentation for all new staff and that these are put in employee’s files.</li>
<li>Maintain the monthly probation tracking tool and track all staff on probation to identify their end of probation date.</li>
<li>Send confirmation reminders to managers and supervisors in charge.</li>
<li>Ensure confirmation forms are duly filled and approved.</li>
<li>Prepare the staff confirmation letters or extension letters as appropriate.</li>
<li>Forward confirmation letters to individual staff and file copy in the employee file</li>
<li>Arrange for visas, work permits, dependent’s passes and other documentation for all international staff</li>
</ul>
<p><strong>4. Immigration</strong></p>
<ul>
<li>In consultation with the Head of office, ensure that all international staff have work permits.</li>
</ul>
<p><strong>5.</strong> <strong>Payroll Administration</strong></p>
<ul>
<li>Prepare and ensure complete and accurate compensation data to have an efficient, effective, complete and accurate monthly payroll process.</li>
<li>Process monthly payroll on time</li>
<li>Ensure that the monthly statutory payments (PAYE –) are done on time with proper supporting documents</li>
<li>Process all accruals; gratuity, Bonus, leave.</li>
<li>Manage monthly PARs and ensure they are reconciled with leave records</li>
<li>Process final dues to separating employees.</li>
<li>Process Bonus in a timely manner.</li>
<li>Process monthly payments for temporary/Casual staff and Interns in a timely manner.</li>
<li>Distribute payslips to staff on a timely basis</li>
</ul>
<p><strong>6. Medical</strong></p>
<ul>
<li>Assisting new employees with the medical enrollment process and ensuring medical cards are received in good time.</li>
<li>Ensure accuracy and verify the monthly statement from the medical provider and reconcile year end statements with accounts.</li>
<li>Ensure policy renewal review process is done in a timely fashion and coordinate the procurement process for new service providers as necessary.</li>
<li>Resolve employee health plan issues, such as claim denials, lack of timely processing, health plan administrator disputes, etc.</li>
<li>Liaise with the medical insurance provider on all medical issues e.g. admissions, confirmation of newborns, spouses, referrals, medical limits etc.</li>
</ul>
<p><strong>7. Other Insurances – GPA/GLA/WIBA</strong></p>
<ul>
<li>Ensure proper coverage in the GPA &amp; GLA cover and ensure that new staff understand the benefits of the covers</li>
<li>Organize travel insurance for staff travelling outside coverage</li>
</ul>
<p><strong>8. HRMIS, Leave and PARs Management</strong></p>
<ul>
<li>Create staff HRMIS accounts</li>
<li>Train staff on the HRMIS</li>
<li>Run useful reports from the HRMIS and use them to inform staff of the appropriate actions</li>
<li>Track the following type of leave on a monthly basis for National staff: annual leave, sick leave, study leave.</li>
<li>Reconciliation of leave records with PARs on a monthly basis</li>
<li>Monthly Personnel Activity Reports (PAR) are completed by all staff, authorized on time.</li>
</ul>
<p><strong>9. HR Policies and other</strong></p>
<ul>
<li>Implement HR policies, practices, and procedures, and ensure compliance with legal laws and/or regulations in all areas of accountability</li>
<li>Contribute to the updated and formulation of human resource management policies for CARE Somalia</li>
<li>Counsel employees on their terms and conditions of service, problems and grievances. Take lead in arbitrating on disciplinary issues and performance management issues</li>
<li>Supervise and manage the implementation of the performance management system, staff development and orientation processes.</li>
<li>Developing the capacity of supervisory staff in managing the Performance Management system</li>
<li>Ensure compliance with HR Policies and procedures in Puntland</li>
<li>Track the Audit Puntland specific audit reports and inform the Head of HR on the issues pertaining to the HR in Puntland and how they’ll be addressed.</li>
<li>Provide direction and supervision of the HR intern whenever one is onboard.</li>
</ul>

<p>Degree in Human Resources Management/ Organizational Behavior or equivalent with diploma in HRM.</p>

<p>The Detention Health Field Officer (HFO) is the focal point for all matters related to health in places of detention. The HFO for places of detention works under the direct supervision of the Detention Health Delegate.</p>
<p>This is a national/resident position based in Mogadishu, Somalia.</p>
<p><strong>Duties and Responsibilities</strong></p>
<p>· Contributes to the definition of the detention strategy and to the implementation of activities to improve conditions and treatment in the priority places of detention</p>
<p>· Participates in detention visits and contributes to the regular reporting</p>
<p>· In liaison with the Detention Health Delegate, supports in the development of an action plan for the Somalia health in detention file</p>
<p>· Supports in relaunching working modalities with the relevant authorities and any other stakeholders working in places of detention</p>
<p>· Supports in discussions for the development and implementation of round tables to strengthen the health system in detention regarding the adaptation of management guidelines, training modules for the health staff, support with basic medical supplies and development of COVID 19 prevention strategy</p>
<p>· Develops a training program in an identified area, according to specific needs and ICRC standard guidelines to health employees</p>
<p>· Develops and maintains strong networks with the relevant interlocutors</p>
<p>· Organizes and represents the Detention Health Delegate in relevant health meetings and liaises with external actors</p>
<p>· Provides translations for other health colleagues during meetings or in hospital activities</p>
<p>· Collects and analyses data in collaboration with the ICRC data manager</p>
<p>· Submits timely reports on issues arising during the implementation of the program</p>

<p><strong>Minimum qualifications and required competencies</strong></p>
<p>· Bachelor’s degree in a Health-related field</p>
<p>· 4 years’ experience in Outpatient Department (OPD) and Primary Health Care (PHC) with a strong focus on implementation of Health Programs in new areas</p>
<p>· Significant knowledge of public health assessment methodologies, including design, implementation, analysis and reporting</p>

<p><strong>PURPOSE OF POSITION:</strong></p>
<p>Qatar Charity Somalia is seeking a qualified and highly motivated person who can lead a health and nutrition program in Somalia. Under the direction of the PO, the health nutrition officer will work with the emergency program and supervise health and nutrition staff working with the office, as well as other relevant internal and external stakeholders to ensure.</p>

<p>· Ensure that all nursing administrative procedures and documents (individual patient cards and registration book, discharge forms, transfer forms, etc.) and existing data management tools are used correctly.</p>

<p>Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.</p>
<p><strong>Overall purpose of the role:</strong></p>
<p>Under the supervision of the Protection Team Leader, the GBV Officer will coordinate all aspects of GBV project implementation, including prevention, response, and mitigation through quality programming, capacity-building, documentation, and standardization of GBV materials, tools, and guidelines at the area level in compliance with DRC and the donor’s policies and procedures. Aspects related to procedures on how to deal with GBV incidents will be coordinated directly with the technical teams.</p>
<p><strong>Responsibilities:</strong></p>
<ul>
<li>In compliance with best-practice and international standards in GBV response, provide direct psychosocial support for vulnerable women and girls and particularly GBV survivors. Case management services will include assessment of needs, development of an action plan for recovery, conducting referrals to relevant services, implementing the action plan, and ensuring appropriate follow-up and case closure when appropriate. The case management process should be implemented through a survivor-centered approach;</li>
<li>Receive referrals from different agencies, do action plan and appropriate response to each case; and send referrals to different agencies according to the action plan developed with the client;</li>
<li>Ensure the referral mechanism system (GBV/CP SOPs) is known, applied, and monitored;</li>
<li>File and store GBV data in the gender-based violence information management system (GBV IMS) in compliance with the information sharing protocol developed at the inter-agency level;</li>
<li>Liaise with relevant stakeholders to address gaps in GBV response services and referral protocols; and work closely with the child protection sector when GBV cases involve child survivors, particularly when assessing the best interest of the child;</li>
<li>Support caseworkers to provide age-appropriate Psychosocial First Aid (PFA) to vulnerable children in the best interest of the child;</li>
<li>In collaboration with the supervisor, support case management training for the caseworkers and prepare a weekly schedule for regular coaching and assistance in solving difficult cases.</li>
<li>Support the caseworkers to ensure timely case management for GBV women and girls (including legal advice, referral to hospitals and clinics, material assistance when existing);</li>
<li>Monitor and follow up on the outcomes of the material assistance provided for the survivors. Conduct post-distribution monitoring with interviews to evaluate the impact of the material given to them.</li>
<li>Make sure awareness schedules are respected, planned, and coordinated in advance;</li>
<li>Support the caseworkers in maintaining a safe and confidential record-keeping system and making a sure referral of cases are confidential, safe, and in a timely manner;</li>
<li>Attend GBV and Child protection sub-cluster meetings and report on the GBV/CP activities.</li>
<li>Build good working relationships with other GBV services and partners such as hospitals, MCHs, police, legal and paralegal, caseworkers to assure the referral of GBV cases is confidential, safe, and according to GBV minimum standards;</li>
<li>On a weekly and monthly basis prepare progress reports and share them with the relevant staff.</li>
<li>Assessment/registration and distribution of solar torches (with the active participation of the community).</li>
<li>Conduct evaluation of the distribution by randomly interviewing HHs after the 2 months of the distribution.</li>
<li>Prepare the solar torchers distribution report.</li>
<li>Support/help to prepare the caseworker’s monthly reports (Awareness and Narrative reports).</li>
<li>If needed, represent DRC in the GBVWG in Mogadishu and feedback on gaps/issues identified for case management, referrals, and GBV service provision.</li>
<li>Support the Protection Monitoring system through joint protection monitoring analysis and data collection when needed</li>
<li>GBV officer to handle and manage Case Management Data Base at the area level through closely working with all GBV/CP caseworkers and compiling data on weekly basis and sharing weekly updates with supervisor and relevant technical team.</li>
<li>Assist/help the protection TL and Protection Coordinator in Mogadishu and undertake tasks requested by them.</li>
<li>Translator in training and workshops for local partners and other actors, if requested;</li>
<li>Undertake any other relevant duties or assignments not listed here as directed by the direct supervisor, Protection TL, Protection Coordinator, and Protection Manager.</li>

<p>The Monitoring and Evaluation Officer will work closely with the programme implementation team to strengthen DRC/DDG Somalia monitoring, evaluation, learning, accountability and information management systems. He/She will work closely with the program team and responsible for all MEAL related activities at area level.</p>
<p><strong>Responsibilities:</strong></p>
<p><strong>Monitoring and Evaluation</strong><br />
• Work with the MEAL team to update the Output/Outcome indicator trackers.</p>
<p>• Support the Programme team leaders, Coordinators and other programme staff with the active implementation of their MEAL plans, ensure the plans are updated timely and MEAL findings are in place for all donor reports.<br />
• Coordinate with field staff to develop tools and methods to improve data collection for surveys and assessment and beneficiary data for all projects.<br />
• Link with data and grants management tools developed to collect relevant MEAL information. Support the team to use tools on all projects activities levels.<br />
• Organize field data collecting missions and participate in the processing and analysis of the data.<br />
• Take part in, and carry out assessments, evaluations and any other form of survey or review of projects.<br />
• Undertake field trips and do physical observation on on-going projects.<br />
• Guide the regular sharing of the outputs and the MEAL findings with projects staff and implementing partners<br />
• Lead the implementation of Information Management (IM) platform and securely transfer large program field data. Support teams with accuracy of data entered in to the MEAL database/platform and day-to-day management.<br />
• Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs<br />
• Participate in the development and review of questionnaires for use by field teams conducting assessments.<br />
• Participate in developing and strengthening DRC’s MEAL unit by providing support in recruitments and capacity building of staff.<br />
• Provide support in conducting external evaluation and internal reviews of the implemented projects by DDG/DRC.<br />

DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.</p>
<p><strong>Overall Purpose of the role:</strong></p>
<p>The Economic &amp; Recovery assistant position is based in Hargeisa, with regular field visits in various DRC target locations in Somaliland. The postholder will help the area program manager and country Economic &amp; recovery unit in the implementation of food security and livelihood related activities including mobilizing communities.</p>
<p>Facilitating beneficiary training on SME, BDS, saving groups, farmers, beneficiary registration and targeting for cash transfers in compliance with DRC, donor policies and technical guidance from country technical team.</p>

<p><strong>1.0 Job summary</strong></p>
<p>Reporting to the Emergency Director, the Humanitarian Coordinator (HC) – will play a leading role in humanitarian preparedness and response and provide support on the coordination of humanitarian program implementation in Somalia/Somaliland. The role requires working closely with a range of colleagues both internally to CARE Somalia and with partners. He/she will ensure that funding proposals are produced, donor reporting requirements are adhered to and are of the highest standard. <li>Ensure that all humanitarian Concept Notes and Proposals and program adheres to Common Humanitarian Standards, recognized humanitarian technical standards (SPHERE) as well as the Somalia Cluster guidelines.</li>

<li>Work with the MEAL Specialist to carry out Real Time Evaluations (RTE), After Action Reviews (AARs) and other forms of project monitoring and evaluation</li>

<li>Help establish, maintain, and improve active and regular working relationships with host government authorities and partner agencies</li>

<li>Manage the Humanitarian team and provide leadership and technical support as needed</li>
<li>Develop and train the country Emergency Response Team (ERT) in coordination with the Emergency Director (ED), to ensure efficient delivery and support of humanitarian programs.</li>
<li>Ensure that all staff understand and are able to perform their role in humanitarian response</li>
<li>Arrange quarterly program management meetings with Emergency program team (including sector leads and Humanitarian Program Managers among others) in order to review progress of programs and prepare plan of action for next quarter.</li>
<li>Provide appropriate technical assistance to field teams in timely and professional manner</li>
<li>Explore capacity building and learning opportunities (in country and international) for the emergency team</li>
<li>Conduct Performance Evaluation (PME) of the direct report</li>
</ol>
<p>(f) <strong>Humanitarian Strategy</strong></p>
<ol>
<li>Assist Emergency Director in developing country office Humanitarian strategy</li>
<li>Support the Emergency Director in all aspects of preparedness planning and actions</li>
<li>Ensure CARE’s programmes are included in the UN CAP and Flash appeals</li>
<li>Ensure rapid humanitarian multi-sectoral integrated assessments are undertaken as necessary to continue to inform the implementation of the humanitarian response strategy</li>
</ol>

<li>Produce high quality and timely sitreps/reports for CARE, within agreed reporting schedules as required.</li>

<p><strong>QUALIFICATION, KEY SKILLS, EXPERIENCE AND COMPETENCIES:</strong></p>
<ol>
<li>Bachelors and Master’s degree in Social Science, Food security &amp; Livelihoods (FSL) –especially Cash and Voucher Assistance (CVA) and Health/Nutrition or its equivalent.</li>
<li>Minimum of 10 years’ experience in humanitarian programme management, preparedness and response in fragile context. Preference of adequate experience Somalia/Somaliland</li>
<li>Experience of managing or leading multi-sectoral humanitarian response, including, Emergency Food security and livelihoods –especially CVA, Health &amp; Nutrition, WASH and Protection</li>
<li>Demonstrable competence in Concept Notes/Proposal and report writing</li>
<li>Experience of managing or familiarity with requirement of institutional donors e.g. USAID/BHA, ECHO, UNICEF, SHF and GAC</li>
<li>Demonstrable competence in budget monitoring and management skills.</li>
<li>Strong commitment to support/develop capacity of National staff.</li>
<li>Ability to deal with difficult, often complex work situations.</li>
<li>Demonstrated experience of working in insecure environments.</li>
<li>Ability to work well in an international environment with people from diverse backgrounds and cultures.</li>
<li>Fluency in English, both verbal and written.</li>
<li>Excellent computer skills</li>
</ol>
