At the core of our philosophy is the belief that better data leads to better decisions, and better decisions lead to better outcomes. iMMAP Inc. provides critical support to information value chains, helping our partners address operational and strategic challenges in both emergency and development contexts by enabling evidence-based decision-making that drives meaningful results.</p>
<p><strong>Background</strong></p>
<p>iMMAP Inc.’s present project is designed to strengthen the information management capacities of the Somalia Explosive Management Authority (SEMA). Earlier in late 2023, iMMAP Inc. introduced the Humanitarian Information Support Team (HIST) in Somalia. This demand-driven and centralised Information Management request system simplifies the support provided to local and international humanitarian actors involved in the Somalia Response. The initiative centred on the establishment of an Information Management Unit that supports and collaborates with humanitarian actors, including UN Agencies, NGOs and INGOs working across various clusters and sectors, including UNOCHA, Food Security and Livelihood, Nutrition and WASH clusters, to enhance data collection, validation, analysis, and reporting. This initiative included the capacity building of the partners, development of interactive dashboards, spatial analysis, and mapping to support processes like the Humanitarian Needs Overview (HNO) and Humanitarian Response Needs Plan (HRNP). In the first half of 2024, the project has facilitated the increased involvement of stakeholders, including the Operational Cell (OC), Area Based Coordination structures (ABCs), Somalia Disaster Management Agency (SoDMA), and Somalia NGO Consortium (SNC). This expansion has enhanced efforts to meet the urgent needs of Somalia&#8217;s vulnerable populations amidst the ongoing crisis.</p>
<p><strong>Description of Duties</strong></p>
<p>iMMAP Inc. is looking for an Admin &amp; Finance Assistant to support the Country Representative in routine administrative tasks, including finance and procurement matters. The tasks include, but not limited to;</p>
<ul>
<li>Ensure compliance with iMMAP Inc.’s global operating principles and risk management policies.</li>
<li>Provide administrative support for organising the workshops, meetings, and events.</li>
<li>Coordinate with the HQ finance team to manage petty cash and cash advances.</li>
<li>Maintain records of bank statements, cash disbursements, and reconciliations.</li>
<li>Assist with preparing bank payment requests and wire transfers.</li>
<li>Follow up with the bank on account-related issues and ensure timely transactions.</li>
<li>Liaise with legal advisor and or relevant authorities to ensure organisational compliance with local laws.</li>
<li>Assist in collecting and submitting the income and withholding tax documentation and processes.</li>
<li>Coordinate with finance or tax consultants during quarterly or annual tax filings.</li>
<li>Ensure compliance with local income tax laws and reporting deadlines.</li>
<li>Maintain documentation of employee tax contributions and benefits.</li>
<li>Coordinate entire immigration processes with relevant authorities; documentation for staff work permits, visas, and renewals.</li>
<li>Maintain proper records of contracts, MoUs, and legal documents.</li>
<li>Support the onboarding of international staff through immigration procedures.</li>
<li>Ensure suppliers provide proper documentation for goods and services.</li>
<li>Maintain an up-to-date asset register when procuring and disposing of items.</li>
<li>Maintain accurate inventory records, ensuring all assets are documented.</li>
<li>Perform other administrative duties as assigned.</li>

<p><strong>Your main duties and responsibilities will be:</strong></p>
<p><strong>Procurement</strong></p>

<li> Ensuring all the procurement processes are in line with DRC Operations Handbook</li>

<p><strong>I. Summary of Position</strong></p>
<p>The Health and Nutrition Supervisor is responsible for overseeing the planning, implementation, monitoring, and reporting of health and nutrition activities across supported health centers, stabilization sites, mobile clinics, and outreach programs. The position ensures quality delivery of Primary Health Care (PHC) and emergency nutrition services, supports government health staff, and strengthens community-based health responses in line with national protocols and Action Against Hunger standards.</p>
<p><strong>II. Purpose</strong></p>
<p>The purpose of this role is to ensure effective management of health and nutrition programs through technical support, capacity building, supervision, and close collaboration with government, communities, and partners. The position ensures that services are accessible, accountable, and delivered with quality, while promoting gender equality, protection, and dignity for beneficiaries.</p>
<p><strong>III. Engagement</strong></p>
<p>The Health and Nutrition Supervisor work under the direct supervision of the Health and Nutrition Officer or Program Manager and Field Coordinator and engages closely with project staff, government health authorities, community health workers (CHWs), and humanitarian partners. The role requires active participation in coordination forums, representation of the organization at the local level, and continuous collaboration with beneficiaries and communities.</p>
<p><strong>IV. Essential Job Functions</strong></p>
<p><strong>Objective 1: Team Management</strong></p>

<li> Support the project staff in developing planning for health centers, stabilization sites and health posts.</li>
<li> Support the field officer in implementing the DIP responses plan developed for each project.</li>

This role supports the anticipated 5-year USAID People-to-People (P2P) Reconciliation Project in Somalia. Further, P2P seeks to create opportunities for communities in conflict to build mutual understanding, trust, empathy, and resilient social ties by addressing divisions that may be rooted in group differences such as ethnicity, religion, status, gender, class, or political affiliation. This P2P project embraces a Developmental Evaluation (DE) approach to adaptive, agile, and responsive programming able to nimbly shift according to successes, challenges, and changes in the conflict context. DE ensures evidence generated from the activity informs decision-making and program adaptation in real time, by using evaluative thinking and feedback in continuous programmatic adaptations. “The essential purpose of DE is to support the development of interventions that are innovative in engaging highly complex systems, or that are changing in response to changing conditions around them. In conducting a DE, Developmental Evaluators explicitly support the use of evaluation tools, empirical data, and critical thinking in frequent cycles, working in close collaboration with program actors in a process of adaptive learning. Evaluators facilitate a process of conceptualizing, designing, and testing interventions that are new or are adapting to major change”<br />
<strong>Job Summary:</strong><br />
As Deputy Chief of Party (DCoP)- Developmental Evaluator (Key Personnel), you will provide strategic leadership in overall implementation design and approach for the anticipated P2P project. As the developmental evaluator you will be embedded into the program team to pr oactively lead analysis and advise on the changes and adaptations required. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the field of peacebuilding. As a senior leader within the project, you will provide the technical guidance and leadership to ensure that the project builds on scalable innovations and learning, and develops local capacity. Through your commitment to local capacity development and mentorship, you will oversee a handover/transition in year three of the project to transition the DE post to a local staff role and to yourself shift into a project technical advisor role.<br />

<li>Assist the Regional Director and SMT in preparation of security-related inputs to the daily Morning Update, Daily RD Operational Brief (DRDOB), Weekly Emergency Overview (WEO) and Monthly Security Overview, with a focus on developments that affect or may affect the safety and security of Mercy-USA staff/assets/operations.</li>
<li>Provide inputs for topical analysis and other analytical reports/updates pertaining to the security situation in the region, as well as conflicts/crises that have cross-cutting implications in the East Africa Region.</li>
<li>Prepare ad hoc security updates, analytical reviews and background notes as required and conduct briefings on security developments, threats and risks in specific areas of relevance to Mercy-USA operations.</li>
<li>Monitor Security Incident Reports (SIRs) entered into INSO, SIMSAS on incidents involving Mercy-USA staff/assets/operations, as well as contractor and partner staff engaged in support of Mercy-USA operations in the region; ensures necessary follow-up and integrity of SIR data; prepares SIR analysis.</li>
<li>Identify appropriate sources/resources to obtain security-related information pertaining to countries of the region i.e. Kenya, Somalia, Ethiopia and Yemen; prepares a list of such sources/resources and makes suggestions on its update and development.</li>

<p><strong>Role Purpose</strong></p>
<p>The Finance and Administration Manager will form part of the Senior Management Team. He/She will be responsible for the financial and administrative operation of the organization and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursement, ledgers, receipts, cash requisition forms, country budget, and budget management, proposal budgeting, etc.</p>

<li>Work with implementing partners and local partners in order to ensure that they possess the necessary financial skills and provide support where necessary</li>
<li>Ensure that project operations are in compliance with donor policies and procedures;</li>

<p>· Control of payroll and responsibility for adhering to all local laws including tax payments</p>
<p>· Manage the organization’s annual external statutory audit process</p>
<p>· Manage and lead the finance staff, fix objectives, and assess the staff he/she line-manages</p>

<p><strong>Reporting</strong></p>
<p>This position reports directly to the Somalia Country Representative but with a dotted line technical reporting responsibility to the AET Regional Finance Manager.</p>
<p><strong>Qualifications and Experience:</strong></p>
<ul>
<li>A qualified accountant with a degree.</li>
<li>At least 3 years of senior financial management experience, with preference given to those having worked in an NGO setting.</li>
<li>Proven financial analysis and forecasting ability.</li>
<li>Experience managing a large annual budget</li>
<li>Demonstrable experience in training and leading a team.</li>
<li>Experience in managing multiple projects.</li>
<li>Proven experience in donor reporting.</li>
<li>Excellent proficiency in Microsoft Office and large datasets.</li>
<li>Fluency in English and local language of the duty station is required.</li>
