<p><strong>SCOPE OF ROLE:</strong></p>
<p>Reporting to the Finance Officer, the Finance Intern has the responsibility to manage all financial issue in Mogadishu office</p>
<p><strong>KEY AREAS OF ACCOUNTABILITY</strong></p>

<li>Assist the Regional Director and SMT in preparation of security-related inputs to the daily Morning Update, Daily RD Operational Brief (DRDOB), Weekly Emergency Overview (WEO) and Monthly Security Overview, with a focus on developments that affect or may affect the safety and security of Mercy-USA staff/assets/operations.</li>
<li>Provide inputs for topical analysis and other analytical reports/updates pertaining to the security situation in the region, as well as conflicts/crises that have cross-cutting implications in the East Africa Region.</li>
<li>Prepare ad hoc security updates, analytical reviews and background notes as required and conduct briefings on security developments, threats and risks in specific areas of relevance to Mercy-USA operations.</li>
<li>Monitor Security Incident Reports (SIRs) entered into INSO, SIMSAS on incidents involving Mercy-USA staff/assets/operations, as well as contractor and partner staff engaged in support of Mercy-USA operations in the region; ensures necessary follow-up and integrity of SIR data; prepares SIR analysis.</li>
<li>Identify appropriate sources/resources to obtain security-related information pertaining to countries of the region i.e. Kenya, Somalia, Ethiopia and Yemen; prepares a list of such sources/resources and makes suggestions on its update and development.</li>
<li>Assist the Regional Director in dissemination of security-related information to EDs/Security Teams, and other users.</li>
<li>Monitor upcoming events in the short-term, medium-term and long-term perspectives, highlighting events which may have impact on the security situation in the countries of the region.</li>
<li>Maintain liaison with the relevant security institutions such as governmental, INSO, DSS, and Emergency Preparedness and Response (EPR) Unit and other pillars in the monitoring and analyzing the security situation in the region, ensuring collaborative approach in preparation of regional reports and analytical papers. Special focus is made on early warning indicators and early action benchmarks.</li>
<li>Responsible for the Management of the Safety &amp; Security of Mercy-USA’s staff and property within respective/allocated guest houses/project sites and Food Distribution Points</li>

<p><strong>Duties and Responsibilities</strong></p>
<p>· Participates actively in the design, planning and implementation of the Livestock projects/ program review and evaluation</p>
<p>· Contributes to the set-up and conduct of livestock needs assessments in the AoR by using the standard Economic Security Livestock approach and internally established tools for Livestock program and procedures</p>

<p>The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia. ADRA Somalia is seeking a <strong>consultant to carry out End of Project Evaluation.</strong></p>
<p><strong>SETS Project Background</strong></p>
<p>The <strong>overall objective</strong> of SETS was ‘expanded education and training opportunities, contributing to poverty reduction within a peaceful, secure and democratic Somalia’; while the <strong>specific objective</strong> was ‘quality education and vocational training services, efficiently delivered to the target populations in Somalia.’</p>
<p>SETS specifically sought to support the local government both at national and state levels to address its education priorities and inclusive education needs in Banadir, Jubbaland, South West, Galmudug and Hir-Shabelle states as well as Banadir Regional Administration. The project was expected to contribute to a conducive environment for returnees, IDPs, pastoralists and other groups to be re-integrated in the education system. Minority groups, children, women, persons with disability, girls and youth were targeted for inclusive quality education and vocational training services, in order for them to participate in activities leading to poverty reduction, and a peaceful, secure and democratic Somalia.</p>
<p>SETS was planned to strengthen the roles and responsibilities of the local communities, institutions and the government to plan, implement, relevant policy changes that contribute to expanded education and training opportunities for all Somalis, which in turn would contribute to poverty reduction, peace, security and democratic advancement. The action targeted groups and institutions at both the macro and micro-levels of the education economy for sensitization and capacity strengthening so that they play a lead role in influencing policy decisions that contribute to reconstruction, inclusivity and growth of education and training services.</p>
<p>Notably, SETS project sought to consolidate and improve the existing education and training opportunities and provide additional good-quality basic education and vocational training services to the target populations in Somalia.</p>
<p><strong>Targeted Primary Beneficiaries</strong></p>
<p>Target beneficiaries included primary/secondary school pupils/students and teachers, parents, Community Education Committee (CEC) members and the Community Skills Development Centres (CSDC).</p>
<p>Additionally, there were interventions aimed at benefiting youths in TVET, those attending Non-Formal Education (NFE), Alternative Basic Education (ABE) and pupils with special needs. Overall, there was also a keenness to target children who are returnees, Internally Displaced Persons (IDPs) and/or pastoralists.</p>
<p>Based on lessons learned from previous projects and forging strong synergies and collaboration with other on-going interventions within the project regions, SETS aimed to ensure that equal education opportunities are provided to all.</p>
<p><strong>2.1 Implementing Partners</strong></p>
<p>The project was implemented by ADRA as the lead agency, in partnership with the Somalia Federal Ministry of Education, Culture and Higher Education (MoECHE), State Ministries of Education of: Galmudug, South West, Hir-Shabelle, Jubbaland and Banadir Regional Administration; as well as CISP, World Vision, Alight and Relief International who were implementing agencies.</p>
<p><strong>2.2</strong> <strong>Purpose and Objectives of the Evaluation</strong></p>
<p>These Terms of Reference are for the End of Project Evaluation for the Strengthening Education and Training in Somalia (SETS) Project. The overall purpose of the evaluation is to assess the level of attainment of targets, results and objectives. The evaluation will contribute to shared learning and provide accountability to partners, beneficiaries and donors. The evaluation will come up with findings, lessons learnt and recommendations which will be shared with key stakeholders of the project and used by the implementing agencies to guide and inform future similar projects and programs.</p>
<p>The evaluation will assess the performance of the project against key parameters including the project’s relevance, effectiveness, efficiency, sustainability, timelines of activity implementation, and its strengths and weaknesses. In addition, the strengths, weaknesses and challenges during implementation will be analyzed with a view to extract lessons and best practices for the future.</p>
<p><strong>2.3</strong> <strong>Objectives of the Evaluation</strong></p>
<p>The final evaluation will provide the decision-makers in the Government, the European Union and the wider public with sufficient information to:</p>
<p>a. Make an overall independent assessment about the past performance of the project/programme, paying particularly attention to the impact of the project actions against its objectives.</p>
<p>b. Identify key lessons and to propose practical recommendations for follow-up actions.</p>
<p>The evaluation will be based on the five evaluation criteria endorsed by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact), and to the EC-specific evaluation criteria (EC added value and coherence). The evaluation will also assess the integration and impact of cross cutting issues in the project. The consultants are required to use their professional judgment and experience to review all relevant factors and to bring these to the attention of the Government and European Commission.</p>
<p>The key parameters to be assessed by the evaluation are:</p>
<p>a. Relevance: describes how well a project addresses a real problem of the beneficiaries and how well it matches the development policies and strategic objectives of the country/region.</p>
<p>b. Efficiency: stands for how well the inputs are transformed into output and outcomes.</p>
<p>c. Effectiveness: measures the degree to which the project’s outputs have provided benefits and contributed to the project purpose.</p>
<p>d. Impact: describes how and to which degree the project has contributed to the solution of the problem and to the achievement of the overall objective. While actual impact can only be measured <em>ex post</em>, the evaluation should nevertheless scrutinize the impact prospects, i.e. the project’s likely contribution to the project’s overall objective.</p>
<p>e. Sustainability: introduces a time dimension into the monitoring. It measures to the likelihood of a continuation in the stream of benefits produced by the project after the period of external support has ended.</p>
<p>f. Inclusion: Assess the extent to which marginalized groups have been reached by the project, in particular girls, IDPs, returnees, refugees, people living with disabilities and those from minority clans among other marginalised groups.</p>
<p>g. Role of federal member states: The roles played by the states of Galmudug, Jubbaland, Hir-Shabelle, South West State and Banadir Regional Administration during the project implementation period, including successes, lessons learnt and gaps identified per State. The support provided to each state also needs to be evaluated.</p>
<p>h. Mutual reinforcement (coherence): assesses the extent to which activities undertaken allow the European Union to achieve its development policy objectives without internal contradiction or without contradiction with other Community policies, i.e. the extent to which they complement partner country&#8217;s policies and other donors&#8217; interventions.</p>
<p>i. EU value added: reviews the connection to the interventions of other programs supported by the European Union, and the extent to which the intervention is creating actual synergy (or duplication) with the intervention of other EU supported programmes/projects.</p>
<p><strong>2.4</strong> <strong>Scope of the evaluation</strong></p>
<p>The evaluation will cover the accomplishment of all the expected results as outlined in the project document and detailed in the annual work plans during the period of implementation All the project result areas, outcomes and activities stated in the logical framework matrix of the project will be assessed.</p>
<p>The evaluation team will select sample districts, schools, and communities from the project regions in consultation with relevant stakeholders and using statistically acceptable parameters, and ensure that the sample selected is representative of the geographical coverage of the project as well as the target beneficiaries.</p>
<p><strong>Specific Tasks:</strong> The specific tasks of the evaluator will be to:**</p>
<p>(i) Develop evaluation framework and methodology and refine these with the project team.</p>
<p>(ii) Develop a sampling frame that will be discussed and adopted by the evaluation team</p>
<p>(iii) Develop the evaluation plan</p>
<p>(iv) Undertake extensive document review to familiarize with the project</p>
<p>(v) Assess the capacity development interventions the project has undertaken with the MoECHE, State level MoEs and targeted schools</p>
<p>(vi) Critically assess and evaluate the 5 model schools and 3 TVET centres constructed by the project, looking at the key parameters of: achievement of targets, outcomes and lessons learned.</p>
<p>(vii) Review the progress in enrolment of learners in primary school, non-formal education and TVET as a result of the project in the target regions.</p>
<p>(viii) Assess the contribution to pedagogical methods for young learners and adult learners as a result of the project.</p>
<p>(ix) Conduct field visits, focus group discussions and interviews with relevant beneficiaries, partners and project team members to collect information on various parameters of the evaluation.</p>
<p>(x) Prepare the evaluation draft report and present the findings in workshops in Mogadishu, Somalia, for key national and international agencies operating in these locations;</p>
<p>(xi) Prepare and submit final report to the Lead Agency – ADRA in three hard copies (bounded) and CD-ROM.</p>
<p>(xii) Present the findings of the evaluation to the Education Sector Committee Members in Mogadishu, Somalia.</p>
<h3>3 Evaluation Approach and Methodology</h3>
<p>The evaluation approach should be developed and implemented in three main phases: An Inception Phase, a Field Investigation Phase and a Synthesis and Feedback Phase.</p>
<p><strong>3.1</strong> <strong>Inception Phase</strong></p>
<p>This phase will involve a thorough and systematic review of the relevant programming documents related to the SETS project, as well as documents shaping the wider strategy/policy framework. This will provide the development context of the project. The consultant will then analyze the logical framework in order to come up with issues or evaluation questions relevant to the project. This stage will also involve the preparation of the workplan for the evaluation complete with a time schedule. Other tasks to be undertaken during the inception phase will include:</p>
<ul>
<li>Present the indicative methodology to the overall assessment of the project/programme.</li>
<li>Interview the project management and European Union Program Managers (if relevant)</li>
<li>Present each evaluation question stating the information already gathered and provide a first partial answer to the question, identify the issues still to be covered and the assumptions still to be tested, and describe a full method to answer the question.</li>
<li>Identify and present the list of tools to be applied in the Field Phase;</li>
<li>Prepare and submit a detailed work plan with an indicative list of people to be interviewed, surveys to be undertaken, dates of visit, itinerary, and name of team members in charge.</li>
</ul>
<p>· Define issues and gaps requiring further analysis;</p>
<p>· Prepare and share inception report of not more than 10 pages; and</p>
<ul>
<li>List all preparatory steps already taken for the Field Phase.</li>
</ul>
<p><strong>3.2 Field Investigation Phase</strong></p>
<p>The Field Phase should start upon approval of the inception Report by the evaluation managers (Program Director, Project Manager and M&amp;E focal point). The consultant will:</p>
<ul>
<li>Undertake field mission applying the plan developed during the Inception Phase. This plan has to be applied in a way that is flexible enough to accommodate for any last-minute difficulties in the field. If any significant deviation from the agreed work plan or schedule is perceived as creating a risk for the quality of the evaluation, these should be immediately discussed with the evaluation managers.</li>
<li>Hold a briefing meeting with project management team in the first days of the field phase.</li>
<li>Undertake school visits and stakeholder interviews including relevant education authorities.</li>
<li>Ensure adequate contact and consultation with, and involvement of, the different stakeholders; working closely with the relevant government authorities and agencies during their entire assignment. Use the most reliable and appropriate sources of information and will harmonize data from different sources to allow ready interpretation.</li>
<li>Summarize its field works at the end of the field phase, discuss the reliability and coverage of data collection, and present its preliminary findings in a meeting with the project management team and relevant MoE administrations.**</li>
</ul>
<p><strong>3.3 Synthesis and Feedback Phase</strong></p>
<p>This phase is mainly devoted to the preparation of the draft final report. The consultant will make sure that:</p>
<ul>
<li>Their assessment is objective and balanced, affirmations accurate and verifiable, and recommendations realistic.</li>
<li>When drafting the report, they will acknowledge clearly where changes in the desired direction are known to be already taking place, in order to avoid misleading readers and causing unnecessary irritation or offence.</li>
</ul>
<p>The consultant will submit the draft evaluation report to ADRA for review. On the basis of comments expressed by ADRA and consortium members &amp; relevant education authorities, the consultant will amend and revise the draft report. The 2<sup>nd</sup> draft report will be presented to ADRA management, while a summary of the key findings of the evaluation will be presented to a group of stakeholders in Mogadishu under the auspices of the Education Sector Committee for their synthesis and discussion. On the basis of comments made by participants, the consultant will prepare the final version of the report.</p>
<p>· <strong>Required qualifications/skills</strong></p>
<h3>The following are the qualification requirements for the evaluation consultant:</h3>
<p>· Advanced University Degree in Education or related field.</p>
<p>· A minimum ten (10) years of relevant professional experience in the areas of basic/primary education, teacher development, capacity building of education administrations, education economics and in the definition and implementation of sectoral policies in the economic sector;</p>
<p>· Experience in the evaluation of technical assistance project, preferably, particularly those under the education portfolio;</p>
<p>· Fully conversant with the principles and working methods of project cycle management, EC aid delivery methods. knowledge of the activities of multilateral development donors will be an added advantage;</p>
<ul>
<li>Solid knowledge of, and practical experience with gender analysis and planning;</li>
</ul>
<p>· Full working knowledge of English and excellent report writing skills</p>
<p>· Competence and adequate experience in the use of qualitative and/or quantitative methods of data collection and analysis including: sampling, desegregation of data, structured and semi-structured interviewing, focus group discussions, and observation and triangulation research methods.</p>
<p>· Ability to interpret and analyse complex qualitative and quantitative data, and to present findings and recommendations in a clear and concise way.</p>
<p>· Excellent inter-personal communication skills including experience of facilitation and presentation.</p>
<p>· Ability to work equally well with communities and international organisations.</p>
<p>· Knowledge and sensitivity to political and social contexts of Somalia</p>

<p>Trocaire Somalia has been supporting health service delivery in Gedo region Somalia for the past 28 years, on average about 19,000 people use the health facilities every month and the majority of people of this region either rural or urb**a**n residents lack basic health services and existing primary health care services are regularly interrupted by the insecurity. The poor in urban, IDPs and semi urban areas cannot afford the private health services since they have no regular sources of income hence, most rely on these services supported by Trocaire.</p>
<p><strong>2.</strong> <strong>Assignment Objectives</strong></p>
<p>The overall objective of the assignment is to support Laboratory personnel in Luuq, Dollow, Garbaharey and Belet Hawa Hospital in installation, Calibration and training of DHB staff on use and maintenance of Haematology Analyser and Biochemistry machine and train on SOPs for common lab tests. The consultant will also train the laboratory staff on standard operating procedures for common laboratory tests</p>
<p><strong>3.</strong> <strong>Key tasks</strong></p>
<p><strong>3.1.</strong> Calibrate Haematology analyser and Biochemistry machine.</p>
<p><strong>3.2.</strong> Train the laboratory personnel on use and maintenance of the Haematology analyser and Biochemistry machine.</p>
<p><strong>3.3.</strong> Train staff on the Standard operating procedures of the common laboratory tests</p>
<p><strong>4.</strong> <strong>Expected Outputs</strong></p>
<p><strong>4.1.</strong> A written report on the training and performance of the laboratory staff on use of Haematology and Biochemistry machines.</p>
<p><strong>4.2.</strong> Fully functional Haematology and Biochemistry machines in the 4 hospitals.</p>

<p>This consultancy is planned for a period of 25 days from 3<sup>rd</sup> February to 27<sup>th</sup> February 2022 at the end of this period, the process will be reviewed and the need for continued support will be evaluated.</p>

<h3>1 Context and rationale</h3>
<h3>1.1 About SOS Children’s Villages</h3>
<p>SOS Children’s Villages is a global federation of 136 national SOS Children’s Villages associations, working in more than 2000 programme locations worldwide. We work together with a single vision: every child belongs to a family and grows with love, respect and security.</p>
<p>SOS Children’s Villages in Somaliland is part of SOS Children’s Villages International, the umbrella organization to which all SOS Children’s Villages including SOS in Somaliland Association is affiliated. SOS Children’s Village in Somaliland is a Non-Governmental Organization (NGO) that is not for profit, non-sectarian and non-partisan and which has been in existence since 1999.</p>
<p>SOS Children’s Village in Somaliland is committed to the welfare of children who lost parental care or at risk of losing parental care – often ensuring that children grow up in a loving family environment, and to strengthening families and communities as a preventive measure in the fight against child abandonment and social neglect, and upholds child protection policy as part of their commitment to the protection of children and youth from abuse. Uniquely, we provide long-term, family-like care for children who have lost parental care (alternative care service), and we work with vulnerable families and communities to help strengthen them and prevent family separation (family strengthening service, FS). SOS alternative care is usually organised in the form of a cluster of SOS families, where each SOS parent cares for small group of children.</p>
<p>SOS Children’s Villages was established in Somaliland in 1999 and it started first operations in Sahil region. Currently, SOS Children’s Villages in Somaliland implements programs ranging from child care, child protection, youth empowerment and participation, education and emergency interventions. SOS Children’s Villages in Somaliland is operational in three regions of Somaliland: Awdal, Marodi-jeh and Sahil, and it had a good relationship with many stakeholders, including government institutions, local authorities at national, regional and district levels, INGOs, LNGOs and local communities, as well as other CSOs who are in and out of the operational area.**</p>
<h3>1.2 Description of project locations and context</h3>
<p>Somaliland is one of the Least Developed Countries (LCD) in the world. Over half of the population lives below the UN poverty line and has one of the highest youth unemployment rates where two out of three young people below the age 35 years are unemployed.</p>
<p>Somaliland has faced consecutive droughts in the past 5 years and the cyclone that hit in mid-2018 affected severely the livelihoods of the people living in the coastal area of Sahil and Awdal regions. With this protracted draughts as well as the effects of the cyclone, pastoralist and agro-pastoralist families lost their livestock, agricultural plots and shelter, and as a result of this, moved to urban areas. In addition, children under 5 years represent more than one-quarter of all those affected and are the most at risk of malnutrition and water and sanitation hygiene (WASH) related illnesses and other childhood diseases.</p>
<p>SOS Children’s villages in partnership with Dutch relief alliance (DRA) is implementing the Somali joint Response Programme (SOMJR) 2022 which will be operating in Marodi-Jeh, Sahil, Awdal and Togdher Regions, targeting the most vulnerable households, focusing on the following sectors and modalities: Water, Sanitation and Hygiene (WASH), Food Security and livelihood (Agricultural and Fisheries production, Food Distribution, IGA) Multipurpose Cash (MPC) and Protection. The project duration will be from January 2022 up to December 2022</p>
<h3>1.3 Rationale and overall objective of the baseline study</h3>
<p>The baseline study is to analyse the situation prior to the project implementation in the following study areas: Maroodi-Jeh Region (Malowle IDP, Qalah IDP, Nasahablod C IDP, Balligubadle District and Salahley District), Sahil Region (Mandhera IDP), Awdal Region (Borana town and Dila district) and Togdher region (Durdur IDP Camp-Burao) to provide baseline information against the indicators and become a benchmark for the project implementation.</p>
<p><strong>This study is expected to meet the following objectives:</strong> <strong>&#8211;</strong></p>
<ul>
<li>Create deep understanding of the magnitude and root causes of Social Problems and natural hazards of the study locations.</li>
<li>Provide information on the socio-economic status (e.g. Poverty rates, Demographic data, and Marginalized groups).</li>
<li>Assess the current situation of targeted vulnerable households to identify their basic needs, livelihood gaps and protection concerns in the following areas; Hygiene, Water and Sanitation (WASH), Resilience of the community, level of Gender Basic Violence (GBV), Agricultural practices, Fishing, and level of food consumptions.</li>
</ul>
<p><strong>Specific Objectives related to Emergency Response:</strong></p>
<ul>
<li>Identify Food Security data including number, type and quality of meals per day in the target location?</li>
<li>What were the sources of families’ food and income?</li>
<li>Were the families’ consuming diverse food/dietary to be well nourished?</li>
<li>Analyse the impact of food insecurity on the population’s nutritional status?</li>
<li>Assess level of disaster Risk Reduction initiatives and community coping strategies in the communities and how effective they are to lead recovery?</li>
<li>Identify effects of external shocks faced by the communities and their impact to their livelihoods (e.g. harvest, livestock, and pasture)?</li>
<li>What are the main water sources in the target locations?</li>
<li>Do the families have access to water and sanitation facilities?</li>
<li>How much water is available per person per day?</li>
<li>What are the sanitation practices (defecation, waste management and personal sanitation) in the community?</li>
<li>What are the current or threatened water- and sanitation-related diseases?</li>
<li>What are the protection concerns in the community?</li>
<li>What special security risks exist for women and girls?</li>
</ul>
<p>· How is the market access of fishery production in target areas?</p>
<p>· How is the level of agricultural production in the target communities?</p>
<p>· Identify recreational playgrounds (e.g. Child-Friendly Spaces) for children in the study area?</p>
<h3>2 GENERAL INFORMATION ON REQUEST FOR PROPOSALS</h3>
<p>The bidders are welcome to submit their proposal for a baseline study in Marodi-Jeh, Sahil, Togdher and Awdal regions in Somaliland. This bid is open to all national and international suppliers (independent consultants or companies) who are legally constituted and can provide the requested services. The bidder shall bear all costs of the bid; costs of a proposal cannot be included as a direct cost of the assignment. The proposal and all supplementary documents have to be submitted in English. Financial bid needs to be stated in USD.</p>
<h3>2.1 Process of Submission of Bids</h3>
<p>To facilitate the submission of proposals, the submission duly stamped and signed can be done electronically in PDF format and sent to hr@sos-somaliland.org Electronic submissions preferred.</p>
<p>The titles of submitted documents should clearly state <strong>“Technical proposal for baseline study in Marodi-Jeh, Sahil, Togdher and Awdal by the company/consultant title”</strong> and “**Financial Proposal for baseline study in Marodi-Jeh, Sahil, Togdher and Awdal by the company/consultant title**”. During the process of evaluation, technical bids will be opened and evaluated first. <h3>2.3 Deadline for submission</h3>

<h3>2.4 Modification and withdrawal of bids</h3>
<p>Proposals may be withdrawn on written request prior to the closing date of this invitation. Any corrections or changes must be received prior to the closing date. Changes must be clearly stated in comparison with the original proposal. Failure to do so will be at bidder’s own risk and disadvantage.</p>
<h3>2.5 Signing of the contract</h3>
<p>SOS Children’s Villages in Somaliland will inform the successful bidder electronically and will send the contract form within 3 weeks after closure of the bid submission deadline. The successful bidder shall sign and date the contract, and return it to SOS Children’s Villages in Somaliland within seven calendar days of receipt of the contract. After the contract is signed by two parties, the successful bidder shall deliver the services in accordance with the delivery schedule outlined in the bid.**</p>
<h3>2.6 Rights of SOS Children’s Villages:</h3>
<ul>
<li>contact any or all references supplied by the bidder(s);</li>
<li>request additional supporting or supplementary data (from the bidder(s));</li>

<h3>2.7 Evaluation of proposals</h3>
<p>After the opening, each proposal will be assessed first on its technical quality and compliance and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be considered for approval. The technical proposal is evaluated on the basis of its responsiveness to the Term of Reference (TOR). Bidders may additionally be requested to provide additional information (virtual presentation or phone interview) to SOS Children’s Villages in Somaliland on the proposed services.</p>
<h3>3 TERMS OF REFERENCE</h3>
<h3>3.1 Tasks and Questions</h3>
<p>The baseline study is an analysis of the situation prior to a project, against which progress can be assessed and comparisons made. The baseline study tests indicators listed in the Logical Framework regarding their validity, reliability, and data availability. In some cases, the baseline study report might suggest changing/refining indicators or adapting the source of verification within the Logical Framework, because it is not feasible to find reliable data for the originally proposed indicator. In addition to those minor changes, the baseline study should establish the starting indicator value so targets can be set and the source of verification can be tested to ensure it is reliable and data can be accessed or collected. A strong and accurate baseline is the starting point from which change can be measured during monitoring and evaluations.</p>
<p>Key Tasks:</p>
<ol>
<li>Test indicators and their proposed sources of verification on availability and reliability</li>
<li>If necessary: suggest modification on either sources of verification or indicator definition / operationalisation (only in case of severe challenges in collecting reliable data)</li>

<h3>3.2 Methodology</h3>
<p>The data collection process is to be proposed by the consultant and should include e.g.: accessing existing data collection systems and existing reports such as the needs assessment; interviews with key stakeholders like representatives of the target group, community leaders and representatives of the Local Authority, accessing country statistics etc.. The technical proposal is expected to include a section on methodology.</p>

<h3>3.5 Logistical arrangements</h3>
<p>The <strong>full coverage of costs</strong> of accommodation and transport of the study must be included into the price proposal.</p>
<p>SOS Staff will provide the contacts of the local communities of the study areas.</p>
<h3>3.6 Duration of the contract and terms of payment</h3>
<p>Payment will be made only upon SOS Children’s Villages acceptance of the work performed in accordance with the above described deliverables. The consultant will be paid by SOS Children’s Villages Somaliland as follows:</p>
<p>40% upon signing of the contract.</p>
<p>60% on completion of final report and acceptance of SOS Children’s Villages in Somaliland.</p>
<p>Duration of contract: the contract is effective from the moment it was signed until the acceptance of work by the SOS Children’s Villages in Somaliland.</p>
<h3>3.7 Notice of Delay</h3>
<p>Shall the successful bidder encounter delay in the performance of the contract which may be excusable under unavoidable circumstances; the contractor shall notify SOS Children’s Villages in Somaliland in writing about the causes of any such delays within one (1) week from the beginning of the delay.</p>
<p>After receipt of the Contractor&#8217;s notice of delay, SOS Children’s Villages in Somaliland shall analyse the facts and extent of delay, and extend time for performance when in its judgment the facts justify such an extension.</p>
<h3>3.8 Copyright and other propriety rights</h3>
<p>SOS Children’s Villages shall be entitled to all intellectual property and other proprietary rights including, but not limited to, copyrights, and trademarks, with regard to products, processes, inventions, ideas, know-how, or documents and other materials which the Contractor has developed for SOS Children’s Villages under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract. The Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for SOS Children’s Villages.</p>
<p>All materials: interviews, reports, recommendations, and all other data compiled by or received by the Contractor under the Contract shall be the property of SOS Children’s Villages in Somaliland and shall be treated as confidential, and shall be delivered only to SOS Children’s Villages authorized officials on completion of work under the Contract. The external consultant is obliged to hand over all raw data collected during the assessment to SOS Children’s Villages in Somaliland.</p>
<h3>3.9 Termination</h3>
<p>SOS Children’s Villages reserves the right to terminate without cause this Contract at any time upon forty-five (45) days prior written notice to the Contractor, in which case SOS Children’s Villages shall reimburse the Contractor for all reasonable costs incurred by the Contractor prior to receipt of the notice of termination.</p>
<p>SOS Children’s Villages reserves the right to terminate the contract without any financial obligations in case if the contractor is not meeting its obligations without any prior notice:</p>

<p>The incumbent works closely with the other programme support staff in Bossaso and Badhan, to achieve the operational goals of the organisation and ensure compliance with CARE USA and Donor rules and regulations in the above areas.</p>
<p><strong>Specific Responsibilities</strong></p>
<p><strong>STORES MANAGEMENT</strong></p>
<p>· Overseeing the day-to-day operations of the stores in Bossaso and Badhan.</p>
<p>· Responsible for receiving and checking all deliveries as per the store documentations.</p>
<p>· Supervise cleanliness of the stores including the main stores for drugs, nutrition supplies, WASH NFIs in both locations</p>
<p>· Ensure adequate record keeping and manage all documentation to confirm proper stock levels and maintain inventory control.</p>
<p>· Monitors complete stock usage, to provide pro-active advice to the respective program teams to ensure smooth stock management.</p>
<p>· Verify documents such as waybill details accordingly</p>
<p>· Plan the loading/unloading and storing process, checking the store spaces to allocate the appropriate casuals if/when needed.</p>
<p>· To ensure compliance with all the safety procedures of the warehouse consult with the respective program team to ensure storage is well managed.</p>

<p><strong>GENERAL ADMINISTRATION</strong></p>
<p>· Ensure proper understanding and adherence to donor and CARE rules and regulations and that all administrative processes are completed timely and have sufficient and accurate supporting documentation.</p>
<p>· Ensure that supplies are received and cleared with customs as appropriate</p>
<p>· Prepare summary of electricity, water, telephone bills for payments</p>
<p>· Deal with all organizational and logistics requirements pertaining to workshops, meetings and consultant visits</p>

<p><strong>STAFF AIR TRAVEL</strong></p>
<p>· Responsible for local transportation of staff and visitors between South Central Somalia, d Puntland in collaboration with those who does the same activities in the CO. This includes all personnel flight bookings when necessary.</p>
<p>· Oversee all flight bookings for staff/visitors/cargo for the sub office, ensuring that this is done in a timely and efficient manner and that staff and other offices are informed accordingly on such bookings and ETA details.</p>
<p>· Ensure that all logistical and administrative support is in place well in advance for those that departs and for those that are arriving (documentations, visas etc, a well conditioned car is hired, SPUs are organised 48 hrs in advance, communications facilities are in place, etc)</p>
<p><strong>TRANSPORT MANAGEMENT</strong></p>
<p>· Responsible for the transportation of parcels/cargo at the sub office level.</p>
<p>· Responsible for the transportation of project supplies within the CO</p>
<p>· Confirm the receipt of all goods and material to handing them over to the respective staff member</p>
<p>· Ensure availability of appropriate First Aid Kits in vehicles with non-expired contents.</p>

<p><strong><em>Context:</em></strong></p>
<p>Under the overall supervision of the Resource Management Officer and the direct supervision of the Finance Officer, the successful candidate will be responsible for providing effective and efficient administrative support to Resource Management Unit for Admin and Finance functions in Sub Office Kismayo.</p>
<p><strong><em>Core Functions / Responsibilities:</em></strong></p>
<ol>
<li>Ensure that all invoices are verified as per IOM &amp; donor regulations, cash and cheque payment requests are duly completed and coded correctly in PRISM, certified and authorized by authorized staff and all the necessary supporting documents are provided before payment is made.</li>
<li>Continuously monitor the funding status of the IOM Somalia sub- offices to ensure sufficiency of available funds and prepare funding request accordingly.</li>
<li>Maintain accounting spread sheets in accordance with IOM procedures.</li>
<li>Analyse and reconciles service providers accounts and ensures that invoices are correct, projects are charged a true and fair cost of their usage and any private usage is duly recovered/reimbursed.</li>
<li>Check and ensure that all Travel Authorizations (TAs) and Expense Claims are correctly completed and TASS is updated accordingly.</li>
<li>Review vendor Master data for both staff and suppliers in sub-offices and settle the outstanding items.</li>
<li>Review Sub Office internal controls and notify the HoSO and Resource Management Officer (RMO) of any potential weaknesses and propose corrective measures required.</li>
<li>Perform month end closure processes and assist in the preparation and dispatch of monthly accounting returns package and bank reconciliation be sent to the Regional Accounting Focal as well as support Finance Officer with responding to the Mission’s Periodic Checklist Review.</li>
<li>Regularly update and maintain the mission’s bank signatory panel to its bank accounts held with financial institutions operated by the Mission</li>
<li>Create and maintain effective filling &amp; e-filling systems as per financial instructions and documents for ease of reference and ensure all vouchers are paid stamped before filling.</li>
</ol>
<p><strong>HR/Admin Duties:</strong></p>
<ol>
<li>Assist hiring requests in Sub Office in liaison with HR Unit and assist onboarding of new staff to sub-office.</li>
<li>In coordination with HR colleagues, to manage staff attendance according to established procedures. Maintain a file for attendance records (copies) for all local staff in sub office i.e. daily timesheets, Annual and Sick Leave records, and monitor the Rest &amp; Recuperation (R&amp;R) Schedule for all staff in accordance with the Staff Rules and Regulations.</li>
<li>In coordination with HR colleagues, to manage overtime requests and hours worked for all staff and ensure actual hours worked are recorded accordingly.</li>
<li>Prepare work plans for the Administration Unit. Prepare reports as and when required.</li>
<li>Follow up on any other HR and admin related issues in the sub-Office.</li>
<li>Perform any other duties as may be assigned from time to time</li>
</ol>
<p><strong><em>Required Qualifications and Experience</em></strong></p>
<p><strong>Education</strong></p>
<p>• Bachelor’s Degree in Accounting and Finance, Business Administration, Public Administration from an accredited academic institution with three years of relevant professional experience; or</p>
<p>• High School Degree in the above fields with minimum five years of relevant professional experience, or an equivalent combination of training and experience</p>
<p><strong>Experience</strong></p>
<p>• Preferable three years of relevant professional experience in a busy administrative and finance office/environment.</p>
<p>• Experience working with accounting and procurement system, an advantage.</p>
<p>• Experience working in respective programme/project preferably at field level, in emergency and conflict environments.</p>
<p>• Previous experience with UN and International Agencies, international or local NGOs is required.</p>
