<p><strong>Purpose of the job</strong></p>
<p>As a Strategic Business Partner, the incumbent will be accountable for strategic operations functions (valuing people, valuing money, valuing risk management, valuing systems and structures and valuing partners), facilitate change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in specific operational contexts. Operations Manager will accomplish this by:</p>
<ul>
<li> Facilitating services in the functional areas of operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology and human resources;</li>
<li> Supporting the line manager to implement career development, opportunities for staff;</li>
<li> Acting as a member of the Country Management Teams, representing the organizational risks, governance systems and policies, and promoting results-based management.</li>
<li> Understanding business needs for the office, to anticipate challenges, propose viable/creative solutions aimed at value for money.</li>
<li> Providing key contribution to CPD, CPMP, AMP and support to Results Based Management and implementation using Value for Money criteria.</li>
<li> Promoting the fundamentals of ICT management, information security and controls;</li>
<li> Supporting supply and logistics strategies and interventions to meet programmatic needs while ensuring Value for Money (VfM), including procurement of fit for purpose products and services, and providing advisory support to governments, national systems and partners on supply chain management;</li>

<li> An Advanced University Degree (Master&#8217;s and above) in one of the following areas is required: Business management; Financial management; Accounting; Public Finance; and related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) is required or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable) from an internationally recognized institute/body of accountancy with valid membership in good standing is required.</li>

<p><strong>ROLE PURPOSE:</strong></p>
<p>The Communications and Media Assistant (CMA) will play a key role in supporting the Puntland Area Office by working closely with the Head of Communications &amp; Media and the Program Development, Communication &amp; Engagement Department. The role focuses on developing child-centered and child-led content that amplifies children&#8217;s voices while ensuring strict adherence to safeguarding protocols. The incumbent will be responsible for creating compelling visual and written content, managing media relations, supporting digital communications across multiple platforms, and documenting program impact through case studies and success stories. The role involves coordinating media visits, providing interpretation and translation services, supporting advocacy communications, and maintaining relationships with local and international media partners. The assistant will work with minimal supervision while navigating the complex political and security environment of Puntland, Somalia, ensuring effective communication and engagement with diverse stakeholders including children, communities, government officials, donors, and media representatives.</p>

<p><strong>QUALIFICATIONS</strong></p>

<p><strong>Key Functions and Accountabilities:</strong></p>
<p><strong>Provide reliable and secure driving services</strong></p>

<li> Drive office vehicles for the transport of authorized personnel;</li>

<p><strong>OBJECTIVE OF THE POSITION</strong></p>
<p>The Program Director provides overall strategic direction, leadership, and management of the humanitarian response, resilience, and development programs. The position leads the design and development of humanitarian and development programs ensuring alignment to country humanitarian and development needs and trends while maintaining the coordination, linkages and synergies within and between the long term and humanitarian programmes as well as contributing to linking these programmes with influencing, ICT4D and programme quality.</p>
<p>As a most senior post below the Country Director (CD), the Program Director (PD) is a member of the Senior Management Team in country. The Program Director shares in the overall responsibility for the direction and coordination of the Country Program. In the absence of CD, under the delegated authority, the Program Director chairs the SMT and guarantees business continuity.</p>

<p><strong>KEY RESPONSIBILITIES</strong></p>

<p>Somalia is undergoing a critical phase of state-building underpinned by complex and interwoven processes of reconciliation, federalization, constitutional development, and collaborative governance requiring negotiated settlement on the allocation of power and distribution of resources coupled with the urgency of preventive and mitigatory measures for recurrent political and communal conflicts. Responding to these contextual needs/dynamics and building on the key achievements, lessons learned, and institutional partnerships secured through recently concluded Reconciliation and Federalism Support (ReFS) program, a multiyear- successor project has been launched under the title of <strong>SOOMAALIYA LOO DHANYAHAY</strong> (Inclusive Somalia) aimed at deepening the organic processes of state-building with focus on (a) federal framework, (b) political and social reconciliation and (c) collaborative governance in Somalia. The State-building and Reconciliation Support Program (SRSP) is primarily an intergovernmental support project engaging FGS and FMS line ministries, departments, and institutions and forging strong interlinkages with civil society, women, youth, minority groups, and conflict-prone communities by pursuing the principles of adaptive and iterative state-building, peace-building and collaborative governance in Somalia. The Project will do so by supporting institutional development and strengthening policy, planning, and programmatic linkages in a strategic and catalytic manner, complementary to other ongoing or planned efforts, shaping the structure and scope of core government functions and context-sensitive service delivery model(s) in a dynamic environment.</p>
<p>Under the overall guidance of the Inclusive Politics Portfolio, the Project will be implemented jointly with the UN Mission in Somalia (UNSOM) and UNDP under the leadership of the OSRSG to leverage its Good Offices role and convening power to mediate political agreements and build on the National Consultative Council (NCC) insights/agreements and new Government&#8217;s strategic directions on state-building, reconciliation, and collaborative governance. The Project has been designed to deepen the strategic, technical, and institutional support to the FGS, FMSes, and civil society actors with the following four integrated thematic Outputs: Output 1: Improved policy, planning and programmatic linkages for the effective implementation of national reconciliation and collaborative governance at FGS, FMS, and District levels</p>
<p>Output 2: Processes of consensus building on federal framework and mechanism(s) for intergovernmental relations between and within FGS and FMSes are strengthened and the capacity of civil society for policy advocacy and public accountability is enhanced</p>
<p>Output 3: Operationalization of allocation of power is supported and institutional capacity enhanced on ‘functional unbundling&#8217; and development of sector-specific governance frameworks at FGS, FMS and District levels</p>
<p>Output 4: Operationalization/outreach of an inclusive legal identification eco-system sensitive to the social contract is enhanced and national/regional counterparts are operationally equipped to deliver their institutional mandates effectively and efficiently</p>
<p>The SRSP counterparts include the Federal Ministry of Interior, Federal Affair &amp; Reconciliation (MOIFAR) as the co-signatory from the Federal Government of Somalia, and the following would be the core implementing partners: Office of the Prime Minister (OPM); Federal Ministry of Interior, Federal Affair &amp; Reconciliation (MOIFAR); National Identity and Registration Authority (NIRA) Ministry of Interior Federal Affairs &amp; Reconciliation, Galmudug; Jubbaland Ministry of Interior, Federalism and Reconciliation(MOIFR); Office of the President/Ministry of Interior, Southwest (OoP, MoI, Southwest State); Office of the President, Ministry of Interior/Reconciliation Hirshabelle (OoP, MoI/R Hirshabelle); Puntland Ministry of Federal Affairs and Democratization (MOIFAD); and civil society organizations including NGOs and INGOs.</p>
<p>Under the direct supervision of the Operations Specialist, the <strong>Project Administrative and Finance Analyst</strong> will manage the financial and administrative aspects of project activities. The analyst processes payment requests made by the various Federal and member state RPs and oversees the efficient implementation of the project&#8217;s financial and administrative functions. Working closely with the Project Manager, the Admin and Finance Analyst will collaborate with IP Portfolio Operations, POQA unit, the CO operational team, and project focal points in federal member states to ensure effective coordination and communication.</p>

<p><strong>I. Summary of position</strong></p>
<p>The Warehouse Manager is responsible for all aspects of warehouse and stock management, from sourcing warehouses/storage spaces, ensuring warehouse conditions are up to standards, reception of supplies, keeping an inventory of all items in the warehouses, sorting of delivered supplies, packaging and labelling items and preparation of cargo and dispatch to last mile</p>
<p><strong>Engagement:</strong></p>

<li>Engagement with program leads to plan for reception, storage, and dispatch of supplies<strong>.</strong></li>

<p><strong>Specific Duties:</strong></p>
<p><strong>Objective 1: Warehouse and Inventory Management</strong></p>
<ul>
<li>Ensure the warehouse operates at peak efficiency, with customer satisfaction being the primary goal, by supervising, organizing, directing, and training warehouse employees and establishing, monitoring, and managing operation goals</li>
<li>Oversee the picking, storage, receiving, dispatching, security, maintenance, sanitation and administrative functions. Ensure the Preparations of the Bin card &amp; Stock for each stock, write the stock reports, and follow movements and other logistic activities.</li>
<li>Ensure &amp; manage the implementation of LINK LOT II as of August 1st 2022, ensure all reception, stocking and dispatches are processed through LOT II in Mogadishu and all bases.</li>
<li>Lead and organize periodic inventory exercises per ACFs procedures, execute and produce reports on a timely manner.</li>
<li>Provide all technical guidance regarding warehousing, stock management (physical and on LINK) and inventory management to all bases.</li>
<li>Ensure appropriate conditions including temperature controls are met for cold chain items.</li>
<li>Provide training and capacity building to both logistician and program staff</li>
</ul>
<p><strong>Objective 2: Manage and Compile Mission logistics report and Donor Report:</strong></p>
<ul>
<li>Review, compile and consolidate the logistic reports of the bases and the capital.</li>
<li>Provide well organized feedback on the report and identified gaps in each bases and recommend solutions accordingly.</li>
<li>Compile LMIS reports from Action Against Hunger supported facilities and ensure reconciliation with stock reports at warehouse level and dispatches to specific facilities/bases. To be the focal person for reviewing and compiling of donor report with support of LOG HOD.</li>
</ul>
<p><strong>Objective 3: Handling customs clearance and foreign cargo shipments.</strong></p>
<ul>
<li>Follow and handle as focal person for all customs clearance issues in collaboration with head of department-Logistics, IT manager, program team/pharmacist, Government Liaison &amp; Reporting Head of Department and HQ procurement team.</li>
</ul>
<p><strong>Objective 4: Audit related Tasks</strong></p>

<li>To be the focal person for reviewing and compiling supply related audit rel queries and coordinate with base logisticians and HOD logistics to collect all necessary documents and provide feedback with in support of LOGHOD to the concerned</li>

<p><strong>JOB SUMMARY</strong>:</p>
<p>The primary function of the Country Security Manager is to provide assistance to the Country Director on all issues of safety and security as they relate to staff and programs in the country in which they work. The Country Security Manager over sees daily security management in their country program and manages National Security Officers as well as trains and mentors Security Focal Points. The Country Security Manager will monitor and assess security conditions and makes recommendations to the Country Director as appropriate. The Country Director is the direct supervisor to the CSM, but the Director of Global Security (DGS) is the technical manager for the CSM.<br />
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:<br />
<strong>MAIN TASKS AND RESPONSIBILITIES</strong><br />
<strong>Security Management:</strong></p>
<ul>
<li>Develop and update the Security Risk Assessments (SRA), security Standard Operating Procedures (SOP) and Contingency Plans for their country program</li>
<li>Supervise and train national counterpart and security officers in their country program</li>
<li>Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented</li>
<li>Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats</li>
<li>Design and drill warden systems, emergency radio networks, and provisioning of emergency supplies for field personnel</li>
<li>Ensure internal Incident Management System© (IMS) is utilized properly and perform incident mapping and analysis</li>
<li>Collects security related information from local and regional resources as it applies to IMC sites and communicates with the Director of Global Security (DGS) and Country Director (CD) as appropriate</li>
<li>Monitors the security preparedness of country staff and works with CD to enforce staff compliance with internal security policies and SOPs</li>
<li>When directed by the DGS/CD/Compliance/HR, carry out or assist with investigations and capture lessons learned to be incorporated into future staff trainings</li>
<li>Act as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implemented</li>
<li>Ensures logistics follows a servicing and maintenance schedule for vehicles</li>
<li>Audits communications equipment and facilitates communications-related assistance when necessary</li>
<li>Recommends changes in country security plans to CD and DGS as needed</li>
<li>Ensure induction security briefings are conducted to all arriving staff, visitors or volunteers</li>
